JUST IN: Nigeria not ripe for State Police, says IGP

The Inspector General of Police Kayode Egbetokun has opposed the establishment of State Police, saying the country was not ripe for it.

Speaking at a one day dialogue on state policing, Egbetokun said the establishment of state Police will exacerbate ethnic tension, leading to divided loyalty in the States.

Represented by AIG Ben Okolo, the Inspector General of Police said the establishment of State Police will also lead to multiple command structures in the States.

He also said Governors were likely to abuse the privilege of state police by using it for political gains, leading to possible abuse of power and abuse of huma rights.

He argued the State Government lacked required funding that will give birth to the type of policing that the nation requires.

Rather than establishing state police, he recommended the merging of the Nigeria Security and Civil Defence Corps (NSCDC) and the Federal Road Safety Commission (FRSC) to form a department in the Police Force.

He also said there was the need for a yearly recruitment of about 30,000 police personnel into the Force annually to meet the UN requirements for modern policing, while also increasing annual budgetary allocation to the Force.

He was sworn in as the Governor on Wednesday, December 27, 2023 following the death of his predecessor Rotimi Akeredolu in Germany.

“The Inspector General of Police emphasises the importance of community collaboration in policing, urging the newly posted officers to work closely with the communities they serve.”

Also, the NPF said it had taken delivery of printed training manuals, curriculum, office furniture, fittings, and equipment for three police colleges and one training school across the country.

The police said the materials were from the Global Security-Sector-Reform Foundation (GS-Foundation) and the United Nations Development Programme (UNDP) with funding from the Federal Republic of Germany to enhance the capabilities of the Nigeria Police Force.

The initiative, police said is part of the ongoing police reform project of the Federal Government.

A statement yesterday in Abuja by Adejobi said: “The donation, which was received by the Inspector General of Police, who was represented by the Deputy Inspector General of Police in charge of Training and Development, DIG Frank Emeka Mba, addresses the needs of police colleges in Oji River, Maiduguri, Kaduna, and Ilorin, ensuring they receive vital support for optimal training environments…”

  • Time to leave

    Time to leave

Contrary to the existing rules, some members of the Nigeria Police Force (NPF) have overstayed their time in the organisation, and they know it. But for reasons best known to themselves, they are unwilling to retire.

The Inspector General of Police (IGP), Kayode Egbetokun, observed in a recently publicised internal communication “the emerging and disturbing trend in the Nigeria Police Force wherein officers upon attainment of 35 years in service or 60 years of age refuse to proceed on retirement.”

He also noted that the situation “is contrary to the provisions of the public service rule,” adding that “all actions taken by the said officers for the Nigeria police are null and void as a result of expiration of service duration.”

He ordered police formations and commands to “immediately extract a letter of voluntary retirement from such officers.”  The police boss said: “The police authorities need to publish all officers that have violated their service retirement age.”

Indeed, there are indications that the police authorities are considering a review of the retirement age and tenure of service, and may extend them to either 65 years of age or 40 years in service. The Police Service Commission (PSC), headed by Solomon Arase, a former IGP, was reported to have made those recommendations to Egbetokun, towards reforming the police force.

Also, in August, the Committee of Retired Inspectors General of Police endorsed a review of the retirement age and service tenure in a communique issued at the end of their retreat in Ibadan, which focused on “strategic contribution to effective policing in Nigeria.”

The former police bosses argued that there was a need for a re-evaluation of the retirement age and tenure of service, saying, “This should be by extending the retirement age from 60 to 65 years and tenure of service from 35 to 40 years, whichever comes first.”

Thinking of reviewing the existing rules on police retirement age and service tenure, and presenting arguments to support the new thinking, may well be positive developments.

But the reality is that the rules have not changed. Those affected by the rules must not remain in the organisation, possibly expecting the rules to be changed in their favour.

It is ironic that police officers who are supposed to enforce the law are acting like lawbreakers. The affected members of the NPF should not wait to be forced to retire. If their time is up, they should just leave.
