FG launches online platform for gas trading, exchange

The federal government has launched an online platform for gas trading and exchange, also known as the Gas Trading Licence, Clearing House, and Settlement Authorization.

Speaking at the ceremony in Abuja, the Minister of State for Petroleum Resources (Gas), Hon. Ekperikpe Ekpo, said it is a new dawn, with the gas industry emerging into a transparent, competitive, and investment-ready market.

He said, “I am pleased to join you today on this occasion of the launch of the first Gas Trading Licence and Clearing House & Settlement Authorization.

“This milestone event signifies the dawn of a new era where our gas industry will emerge with a transparent, competitive, and investment-ready market.”

He commended the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) leadership, headed by the Authority Chief Executive, Farouk A. Ahmed, and also to JEX Markets Limited for their innovative partnership efforts in developing the online platform.

According to him, the efforts will pave the way for smooth natural gas business, transparent pricing, efficient price determination, and secure payment mechanisms— hallmarks that align seamlessly with our national energy policies and global best practices.

He said the launch is completely consistent with the Renewed Hope Agenda of President Bola Ahmed Tinubu, who stated that natural gas will play a central role in energy security, industrialization, and economic diversification.

He said Nigeria is richly endowed with natural gas reserves, among the biggest in the world, but if the underlying market where the gas will flow is not efficient, reliable, and well-regulated, it will not be possible for stakeholders to realize the ultimate potential of the resource.

Ekpo stressed that the Gas Trading Licence introduced is paving the way for a new, regulated market where reliable traders will feel safe doing business, where businesses can plan, and where investors can invest, knowing that it will safeguard both their capital and the public interest.

He said in line with the provisions of the Petroleum Industry Act, the Authority is mandated to regulate and monitor midstream and downstream operations; protect customers; set fair and transparent cost benchmarks; and ensure strict adherence to licence conditions.

The minister insisted that the Gas Trading Licence is, therefore, the implementation of the provisions of the licensing requirement that make the investment possible. It provides the governance framework essential for a modern gas industry.

Ekpo said the licence itself is founded upon sound regulations and guidelines governing technical competence, commercial capability, financial soundness, and responsible operations. Among the responsibilities of the licence holders is the adherence to the various rules on gas measurement, tariffs, pricing, and assignments.

Meanwhile, the NMDPRA Chief Executive Officer, Farouk Ahmed, said the formal presentation of the market enabling Licence is a culmination of an effective collaboration with the Industry.

He said it also reaffirms the commitment of the Authority to the actualization of one of the core objectives of the PIA, which is the growth of the domestic gas sector into a dynamic and competitive trading and supply hub.

Ahmed said as the regulator of Nigeria’s midstream and downstream petroleum sector, the Authority recognizes that the true test of licensing JEX Markets is not in the ceremony of today, but in the transformation it must deliver tomorrow.

He vowed that NMDPRA would provide a firm, transparent, and technology-enabled regulatory platform to make JEX succeed.

“To ensure that JEX succeeds as Nigeria’s pioneering gas trading, clearing and settlement platform, we will provide a firm, transparent and technology‑enabled regulatory framework under the PIA, giving investors the certainty and confidence required to commit long‑term capital to the gas value chain, ” he said.

He pledged that the Authority will continue to work closely with sister regulators, including the Securities and Exchange Commission (SEC) and key financial‑market institutions, harmonize market rules, standardize transaction contracts, and ensure that clearing and settlement arrangements meet the highest global standards.

Continuing, he said, “We will actively deploy our licensing and regulatory instruments to drive participation in gas trading by producers, transporters, aggregators, and large‑scale buyers, ensuring that liquidity is built and that transparent price discovery becomes the foundation of Nigeria’s domestic gas market.

“In addition, we are committed to sustained capacity building, data transparency, and industry education, so that Nigerian companies are empowered to compete effectively and confidently in this new gas economy.

“Above all, we will position JEX as a strategic national platform within our Decade of Gas agenda to enable regional integration and cross‑border trade and firmly establish Nigeria not only as a leading gas producer, but as Africa’s reference market for gas trading and pricing.”

Nigeria’s new global gas roles to spur investment, jobs — Minister

Nigeria’s emergence in two top leadership positions in the global gas industry will unlock fresh investment, create jobs, and accelerate the nation’s gas-driven economic agenda, Minister of State for Petroleum Resources (Gas), Ekperikpe Ekpo, said on Thursday.

Speaking to journalists after briefing President Bola Ahmed Tinubu at the State House, Abuja, Ekpo said the appointments — Nigeria’s Dr. Philip Mshelbila as the next Secretary-General of the Gas Exporting Countries Forum (GECF) and his own selection as President of the GECF Ministerial Council for 2026 — mark “a big win for Nigeria” and will translate to greater investor confidence and project inflows.

“With us having the Secretary-General, other gas-exporting countries will be interacting with him, and our regulations will become more visible globally. This will attract more projects into the country, create job opportunities, and help us leverage our 210 trillion cubic feet of gas to drive the economy. It is a big deal for our country,” the Minister said.

Ekpo, who attended the GECF election in Doha on October 23, said Nigeria’s dual victory was made possible by President Tinubu’s prioritisation of natural gas as a key national asset.

He added that the development will help boost gas exploration and supply, including for vehicles converted to run on gas, noting: “There is going to be growth in the upstream. It is going to be a game-changer with the position we are attaining.”

According to him, President Tinubu was pleased with the outcome and urged the Nigerian delegation to be “good ambassadors” of the country.

Dr. Mshelbila, Managing Director/CEO of the Nigeria LNG Limited (NLNG) and incoming GECF Secretary-General, said the global significance of the role positions Nigeria at the centre of a bloc that controls around 70 percent of the world’s gas reserves and half of global LNG exports.

“This gives us the opportunity to coordinate and lead gas-exporting countries. Nigeria has always been seen as gas-rich but has not fully exploited its resources. On the platform of the Decade of Gas, we can now pursue upstream, midstream, and downstream projects that unlock these opportunities, much like Qatar and the United States have done”, Mshelbila said.

The incoming GECF chief pledged to leverage the forum’s influence to support Nigeria’s gas growth strategy and deepen international cooperation in the sector.

Ekpo: Gas-to-methanol new frontier for prosperity

The Minister of State Petroleum Resources (Gas), Ekperikpe Ekpo, has described gas-to-methanol projects as a new frontier for Nigeria’s economic prosperity, highlighting its vast potential to drive growth and development in the country.

Speaking at the Niger Delta Oil and Gas Investment and Security Summit with the theme: “The Decade of Gas and Investment Opportunities in the Gas Sector” held in Calabar, Cross River State, Ekpo noted that Nigeria’s gas reserves, estimated at over 210 trillion cubic feet of proven reserves and 600 trillion cubic feet of potential reserves, position the country as a gas nation.

Ekpo said: “One of the most exciting opportunities for Nigeria lies in gas-to-methanol projects. Methanol, a versatile industrial chemical used in various industries, is a critical industrial chemical, used in plastics, paints, pharmaceuticals, adhesives, and as an emerging clean fuel.”

Represented by his Senior Technical Adviser, Abel Nsa, an engineer, the Gas Minister said the country is attracting substantial global interest and is already seeing significant investments in methanol production, including the $3.6 billion Brass Methanol Plant in Bayelsa State, that is advancing towards Final Investment Decision (FID).

He explained that in 2021, the Federal Government declared 2021–2030 as Nigeria’s Decade of Gas, a bold national agenda to transition from crude oil dependence to full utilisation of abundant natural gas, and highlighted the gas flare commercialisation programme, which has converted 48 flare sites into viable projects for LPG, power and petrochemicals, as one of the sector’s achievements.

The Minister pointed out that Cross River State, with its strategic location and industrial base, is well-placed to attract methanol projects, noting that developing methanol plants will create jobs, promote technology transfer, and position the state as a hub for gas-based industrialization.

“The Federal Government will continue to support projects that make Calabar and Cross River a true hub for gas industrialisation, methanol production, and regional exports.”

However, Ekpo expressed concern over the sabotage of oil and gas assets, warning that oil theft, pipeline vandalism, and sabotage threaten not only revenue but also investor confidence, and that constructive engagement with host communities must remain central in the quest to attract and sustain economic projects.

“When host communities see real benefit: jobs, schools, clinics, infrastructure, and dividends from Host Community Development Trusts, they will become protectors, not saboteurs, of oil and gas assets.”
