    Ex-NBC chief tasks administrators to build leadership vision for stronger institutions

    Former Director-General of the Nigerian Broadcasting Commission (NBC), Prince Emeka Mba, has called on Nigerian administrators to embrace leadership visions to strengthen public institutions.

    Mba made the appeal during his keynote address at the 2024 Summit of the Society of the Chartered Institute of Administration (CIA) for the Enugu, Anambra, and Ebonyi states district, held in Enugu over the weekend. 

    The event, themed “Role of Administrators in Restoring and Building Strong Institutions for Effective Leadership and Good Governance,” emphasized the importance of visionary leadership.

    He noted that understanding and implementing leadership visions is critical to achieving better governance outcomes.

    Mba, who serves as the Chief Executive Officer of Afia Television/Radio, underscored the need for administrators to adapt to policy changes, comprehend the broader purpose of governance, and focus on building people-oriented initiatives.

    He further stressed that administrators must develop and communicate compelling visions, recognize their significance, and inspire citizens with hope for a better future.

    “How you do things matters, when you do things matters, understand why you should do it. Identify the gap, and if you fill that gap, you will see the consequences.

    “For an administrator to succeed in building an effective institution, he must attach his personal interest to a public interest. 

    “There must be a shared vision, shared by everybody down the line and the vision must be well communicated,” Mba said.

    He added that an administrator should see himself as a leader, by exhibiting courage, empathy and confidence.

    “In our day to day actions, there is need to understand that there are consequences of our actions 

    ”To be outstanding, you must be that officer who knows how to sell the vision for tomorrow. We should have an appreciation for orderliness, listen to the people, have ideas, talk more with colleagues, have a long term plan, inspire and build a future of the organization, share the vision and get feedback,” he said.

    The District Chairman, Georgina Onuora, in her address, said the summit was “to deliberate on key tissues, exchange knowledge and chart a path forward for stronger institutions, sustainable development, and effective governance.

    She added that the event was a testament to their shared commitment to fostering excellence in administration and governance within the region and across Nigeria.

    According to her, the Chartered institute of administration (CIA) is a Nigerian professional body established in 1987 Chartered by federal Government ACT. No. 103 of 1992( now ACT) of National Assembly Cap C7 Laws of federation of Nigeria , 2004) 

    The ACT empowers the institute to regulate the training in and practice of Administration within a professional framework.

  • RMD, Emeka Mba, Obi Asika to speak at AVRS forum

    As activities resume at the Audio-Visual Rights Society of Nigeria (AVRS), following the election of founding Chairman of the society, Mr. Mahmod Ali-Balogun, popular actor Richard Mofe Damijo; former Director General of the National Broadcasting Commission (NBC), Emeka Mba and Chairman of Social Media Week-Nigeria Obi Asika will headline the maiden edition of the stakeholders and users forum, organized by the primal and sole Collective Management Organization (CMO) for cinematography and films in Nigeria.

    Scheduled to hold at 10am on March 27 at the Eko Hotel and Suites on Victoria Island, Lagos, the trio will be joined by other prominent members of the audio-visual community at the event.

    Organisers say RMD as Richard Damijo is simply called, will moderate and serve as compere at the event, which is aimed at sensitizing prospective licensees of the AVRS and other stakeholders in the Nigerian creative space on the nature and functions of AVRS.

    According to Ali-Balogun, the forum was also conceived to sensitize the licensees on their roles as partners and the need for them to meet up their obligations.

    A statement signed by the AVRS Chairman indicates that the event will have the former Director General of the Nigerian Broadcasting Commission (NBC) Emeka Mba as Chairman while the newly appointed Director General of the Nigerian Copyright Commission (NCC) John Asein will deliver the keynote address.

    The event will be Mr. Asein’s first official outing with stakeholders since his recent appointment as Director General of the NCC.

    Also expected as speakers and panelists at the event are the CEO of Dragon Africa and Chairman Social Media Week Nigeria Obi Asika, CEO of ACC Broadcast Multimedia Limited Dr. Don Pedro Obaseki, Sandra Oyewole, partner at Olajide Oyewole LLP and Chijioke Uwaegbute of Pricewaterhouse and Cooper.

    Licensed by the NCC in 2014, in pursuant to section 39 of the Nigerian Copyright Act and the CMO regulations 2007, the AVRS is the only company that is authorized to license public and commercial use of cinematograph and video works in Nigeria. The AVRS is to the cinematographic industry in Nigeria what the existing CMO’S—Copyright Society of Nigeria (COSON) and Reproductive Rights Society of Nigeria (REPRONIG) that were licensed few years ago is to musical works, sound recordings, and literary works respectively.

  • Alleged fraud: Court adjourns ex- NBC chief’s trial till April 4

    The Federal High Court, Abuja, on Wednesday adjourned the trial of the former Director- General of the Nigerian Broadcasting Commission (NBC), Emeka Mba, till April 4 for continuation of hearing.

    Justice Kolawale adjourned the matter at the instance of Mr. Ikoro Ikoro, counsel to Babatunji Amure, the fourth defendant, who informed the court that he was not ready for the trial.

    Kolawale said the adjournment was to enable counsel prepare to continue with the substantive trial since the trial within-trial would no longer go on.

    Mr. I.F. Chude, counsel to Patrick Areh, the second defendant, had told the court of his intention to discontinue the trial-within-trial, that the court had ordered at the last adjourned date.

    Ikoro said since the court had adjourned for trial-within-trial, he did not come to court with materials to use to cross examine the witness in the trial.

    Mba is standing trial on an amended 15-count charge, bordering on N2.9 billion fraud.

    He is facing trial alongside the Director of Finance and Accounts, Patrick Areh, Basil Udotai and Babatunji Amure.

    At the beginning of hearing, Chude informed the court of his intention to withdraw from the trial- within-trial to ascertain the confessional statement of Areh.

    “The matter was adjourned for trial- within-trial to ascertain the alleged confessional statement of the 2nd defendant.

    “I wish to inform the court of my intention to withdraw from the objection to the admissibility of the statement,’’ he said.

    In his ruling, the judge admitted the defendant’s statement dated January 11, 2016 in evidence, as exhibit 2.

    Mba to be arraigned on Jan. 24

    The trial of former Director General of Nigerian Broadcasting Commission (NBC),Emeka Mba, could not hold due to the absence of  counsel to the EFCC at Federal High Court, Abuja, on Tuesday.

    EFCC’s counsel, Malam Salisu Majidadi, was not in court and was not represented when the case was called.

    Mba is facing trial on an amended 15-count charge bordering on N2.9billion fraud. He is facing trial alongside the Director of Finance and Accounts,Patrick Areh, Basil Udotai and Babatunji Amure.

    Counsel to Mba, Mr Sunday Ameh, said he was not informed on why the EFCC was not represented in court. He would have asked the court to strike out the case if the defendant was already arraigned.

    “We are surprised they are not in court. We are also not aware of the reason for their absence”, Ameh said.

    Counsel to the other defendants aligned themselves with Ameh’s submission.

    The judge, Mr Gabriel Kolawole, adjourned the matter to Jan. 24, 2017 for arraignment.

    Emeka Mba named Africa’s Broadcast Regulator of the Year

    Shortly after winning the Web Jurist Award as the Best Government Parastatal, the Director General of National Broadcasting Commission, Mr. Emeka Mba, has been named the best African Broadcast Regulator of the year 2015.

    The award was given as a result of an African Development Magazine (ADM) survey of broadcast regulators across Africa.

    According to the organisers, the African Development Magazine Awards were created to recognise individuals and organisations that have excelled in promoting development in various areas.

    The presentation, which was made at the twin event of the Fourth ADM International Conference on Development and Awards of Excellence 2015, took place at the International Hotel Nairobi on November 20.

    At the awards ceremony, Mr. Gabriel Negatu, Regional Director, Africa Development Bank, East Africa region, stressed on the need to remove barriers along the borders as a catalyst for improved regional trade. He emphasised that African countries do not trade enough with each other because industries were not adequately differentiated to encourage trade.

    The climax of the event was the award of African Broadcasting Regulator of the Year to the Director General of the National Broadcasting Commission, Mr. Emeka Mba” in recognition of his untiring effort in repositioning the broadcast sector and effectively piloting the Digital Switch Over (DSO) in broadcasting.”

    Receiving the Award on his behalf, Dr. Igomu Onoja, pointed out that the mission of the Director General, Mr. Emeka Mba, is not just to attain a successful Digital Switchover, but to reap the immense benefits that come with it.

    Fifteen other organizations also received awards in different categories, among which are Sahara Power Group, Nigeria Army Post Service Housing Company Ltd., Ecobank, National Open University of Nigeria (NOUN); Leading Edge Consultants, Kenya Ports Authority and ARM Cement for excellence in various areas of development.

    The Director General and the Commission were represented by Dr. Igomu Onoja (Deputy Director, Jos Zone) and Mrs. Ojone B. Otonoku mni, (Deputy Director, Investigation and Enforcement) at the event.

  • Emeka Mba to speak at Nigerian Entertainment conference

    THE Director-General of the Nigerian Broadcasting Commission (NBC), Mr. Emeka Mba, will take the lead, as keynote speaker in the forthcoming Nigerian Entertainment Conference 2014.

    Mba, a former helmsman of the National Film and Video Censors Board (NFVCB), will deliver a Nollywood paper titled: The Desired Future.

    He will be joined on the Nollywood panel by filmmaker and writer, Chris Ihidero; Iroko Partners founder, Jason Njoku; actress Uche Jombo and founder of Africa Movie Academy Awards (AMAA), Peace Anyiam-Osigwe.

    Themed ‘Discovering pathways to our future’, the conference, which enters its second edition this year, will also feature hit-maker, Dr.Sid, who will be joined by renowned writer, Toni Kan; former Saturday Independent editor, Olumide Iyanda; CEO, Nigezie, Kwame and popular radio personality, Yaw, on the media panel to discuss the topic: ‘Whose content is it anyway?’

    Pop Icon, 2face Idibia, will also deliver a music keynote on the topic: ‘Slaying The collective rights monster’, after which an eminent panel of music experts will gather to discuss: ‘Collective rights management’.

    The music panel will include the chairman of COSON, Tony Okoroji; former DG, Nigerian Copyright Commission, Adebambo Adewopo; Broadcaster and showbiz guru, Olisa Adibua and entertainment consultant, Edi Lawani.

  • NBC to sanction stations over access to air

    The National Broadcasting Commission (NBC) yesterday threatened to sanction radio stations, which denied opposition parties access to using their media houses.

    The Director-General of the commission, Mr. Emeka Mba, made the threat when he featured on the News Agency of Nigeria (NAN) Forum.

    He said: “It is a problem that has become a very serious issue and we are committed to making an example out of one or two radio stations.

    “If you deny a group, especially during this election period, we will also deny you being on air. This is something that we’ve communicated to the radio stations, especially in the states.

    “I was telling someone that I have seen a former governor, who came to the commission to complain that the current state executive was not allowing him access to radio and I showed him a report that when he was governor, he also did not allow the other people.

    “In the practice of democracy, we need to learn; we need to adhere to civilised way of doing business.

    “But to be honest, we are working towards making example out of one or two radio stations.”

    Mba said the broadcast industry had been democratised with the injection of modern technology, which created better content management opportunities.

     

    According to him, there is the need for the industry to brace up to the challenges of the times by creating relevant programmes that could appeal to the children.

    He said the commission was collaborating with tertiary institutions toward ensuring that their products fit into the modern broadcast industry.

    “We have licensed many institutions to have radio and television stations and we regulate them; we need to make sure that the quality of people, who come out for these institutions, fit into the system,” Mba said.

    He also said proper and relevant broadcasting could shape the minds of the people, especially in the face of security challenges facing the nation.

    Mba also expressed NBC’s readiness to establish community radio across the country.

    He said such development would keep Nigerians better informed, adding that information was an essential ingredient to meaningful living.

    How to manage digital switch over’s e-waste, by NBC chief

    Director-General, National Broadcasting Commission (NBC), Emeka Mba said the agency has taken steps to manage the massive electronic waste (e-waste) that follow the digital switch-over expected tp be effected by December 31, this year.

    The International Telecommunications Union (ITU) had set June 17, 2015 as deadline for all member- countries to effect the digital switch over (DSO). ITU is United Nations’ (UN’s) specialised agency for information communication technologies (ICTs).

    The DG, who spoke in Abuja said the agency, has started collaborating with officials of the Nigerian Customs Service (NCS), the Environmental Protection Agencies, National Orientation Agency (NOA), Police and other relevant government agencies to come out with a blue print on how the massive e-waste that will attend the DSO will be managed so that it does not compromise the people’s health, safety and environment.

    He said a dump site will soon be marked where e-wastes will be disposed off in a professional manner that it will not pose any danger to the lives of the people, adding that wastes are naturally expected in country with 26million television households.

    According to him, the NCS will be involved because the shipment of analogue television sets into the country will be outlawed soon while there will be a labeling system that will allow people to know which television sets will be compliant to DSO.

    He said: “We are collaborating with other government agencies and Institutions, especially the Nigerian Customs Service, the Environmental Protection Agency, the National Orientation Agency, the Nigeria Police, and others. The NCS is our key ally in this respect.”

    He said the agency is currently taking an inventory of all transmitters in the country to ascertain which ones will conform to DSO, adding that the Digiteam Nigeria has been working very hard to consolidate on the technical and other details of the transition in collaboration with the NBC.

    Mba said signal distributors that will come out of the Nigeria Television Authority (NTA) will soon be licensed while the passage of enabling laws will be imperative. To this end, he said NBC is already working with the National Assembly to amend the relevant laws, especially relevant sections of the NTA and NBC Acts.

    “We are hopeful that the relevant laws will be amended by the first quarter of this year going by the commitment of members of the National Assembly,” he said, adding that massive publicity will be needed to drive the success of DSO.

    In this connection, he said the Commission is working very hard to roll out a ‘publicity programme targeting every stratum of our publics.’

    “The Commission is concerned about the constant sharpening of skills of the industry players in line with the professional objectives of broadcasting, which is to demand a high-level specialisation and professionalism among broadcasters. The commission is convinced that training and re-training of broadcasters is very important, and we call on broadcasting stations and proprietors of such stations to invest more on the training of their personnel,” the DG said.
