Enugu community, firm disagree over land grabbing allegations

A dispute has intensified between Ugwuto community in Udi Local Government Area of Enugu State and Enpower Energy Ltd over ownership and development rights to the Ugwuto Hilltop Layout.

Both sides are issuing conflicting claims about the legality of the company’s presence on the land.

Speaking on behalf of Enpower Energy Ltd, Barr. Ricky Agu insisted the company is operating under a tripartite agreement allegedly signed in 2009 between the Enugu State Government, Enpower Energy Ltd and Oildata Integrated Construction Company.

He said the agreement was part of a public-private partnership aimed at attracting investment to the state.

According to him, the state government has the constitutional powers to acquire land for public good, contribute it as equity and partner with companies that possess the technical know-how for development. He described allegations of land grabbing as “a lie,” insisting that the land was duly acquired by government.

Agu said that when operations commence on the land, the joint venture would pay whatever equity is due to the community, adding that some residents were resisting work on site and were arrested by police to forestall chaos. He maintained that grievances should be directed to government and not the company.

But addressing journalists in Enugu on Monday, Elder Emmanuel Agu, a spokesperson for Ugwuto community, dismissed the claim of a 2009 tripartite agreement as “a figment of imagination”, insisting that the community has no knowledge of Enpower Energy Ltd or Oildata Integrated Construction Company.

The elder recalled that Barr. Agu once visited the community, removing his shoes and swearing an oath on the soil, declaring that the community was being wronged on the same land matter. He wondered why the lawyer had now “made a U-turn,” insisting that the land grabbing allegations were real.

He also described as “deceitful” the lawyer’s claim that the community would receive equity once operations begin, arguing that Ugwuto is not a co-owner of Enpower. According to him, such claims were tactics to divide the community and weaken opposition to the company’s activities.

The community alleged that Enpower began encroaching on the land around 2019, bulldozing crops and claiming to possess a certificate of occupancy (C-of-O). They argued that the C-of-O does not mention Ugwuto Hilltop Layout, and that the matter is already in court with a subsisting order stopping work on the site.

They further accused Enpower of writing petitions against community members, branding one of them an arsonist to get him sacked from his Lagos workplace for demanding due process, adding also that the company representatives boasted about being able to manipulate institutions to get their way.

Hon. Emeka Joshua Ozochi, another community leader, said Enpower was using security operatives at 9th Mile and the Development Regulation Services (DRS) to intimidate residents. He insisted the land was legally approved for the community after all required fees were paid to government.

He alleged that despite the court order, some government officials were backing Enpower, including the Secretary to the State Government, Prof. Chidiebere Onyia, who they claimed asked the company to continue work. He also said the Udi LGA chairman, Hon. Hyginus Ogbonna Agu, was aware of threats to the community’s President-General.

The community emphasised that it had donated large portions of land to the state for public projects, including the Enugu International Market and the twin water reservoirs supplying Enugu metropolis, yet had received no compensation, noting that despite hosting the water tanks for over 40 years, the community still lacks pipe-borne water.

Ugwuto leaders appealed to Governor Peter Mbah to intervene, insisting that Enpower and Oildata are private firms allegedly linked to an individual in a neighbouring community. They urged the state government to halt what they describe as ongoing intimidation and unlawful encroachment on their land.

Enugu community protests alleged land grabbing

Residents of Ugwuto Nsude community in Udi Local Government Area of Enugu State have staged a protest against what they described as an attempt by Enpower Energy Ltd to illegally take over their ancestral land.

The protesters, made up of men, women, youths and children, marched through the community with placards bearing inscriptions such as “We Say No to Land Grabbers,” “Governor Peter Mbah, Save Us From Enpower,” and “Enpower, Leave Our Land Alone.”

They chanted solidarity songs, vowing to resist any attempt to dispossess them of their land.

The protesters alleged that the company moved into their land without authorisation, destroying crops and economic trees, despite a pending court case over the disputed property.

They called on Governor Peter Mbah to intervene and stop what they described as an act of impunity.

An elder of the community, Mr. Vincent Ukwuani, said the dispute began in 2019 when Enpower Energy Ltd allegedly entered their land and commenced clearing without the community’s consent.

He said despite reporting the matter to relevant authorities, no action was taken.

“The land in question is called Ugwuto Land, and the invasion started six years ago. We took the matter to court, but last month they returned with bulldozers and resumed work even though the case is still pending,” Ukwuani said.

Another resident, Mr. Linus Ugwuoga, said the case had been adjourned to December 19, 2025, yet the company continued its activities.

“We have supported several government projects in this area, including the Enugu International Market, the twin water tanks, and the Ebeano Bypass, but this is the only one we don’t understand. We won’t allow anyone to take our land unlawfully,” he said.

Also speaking, a community leader, Hon. Emeka Joshua Ozochi, accused the owner of Enpower Energy Ltd, Engr. Emeka Ene, of using the police to intimidate residents and suppress opposition.

Residents debunk allegation of mass killings, arson in Enugu community

    • ‘Rape victim not dead’

The people of Eha-Amufu, a border town in Isi-Uzo Local Government Area of Enugu State have debunked alleged recent mass killings and arson in their communities. The indigenes spoke to reporters, who were on a fact-finding mission.

President-General of Mgbuji Eha-Amufu, Donatus Odoh, said: “On the issue of the protest being done last week or so, on the supposed killing of 100 or 200 persons in Eha-Amufu recently in one video being circulated, none of that happened.

“Nothing happened in Mgbuji, Eha-Amufu two weeks ago. But there was an incident in another autonomous community in February, where Igwurube Ndubuisi Donatus was killed, but I cannot give details because I was not there.’’

He also said although there was a rape victim from another community, he was involved in arranging her medical treatment, following government’s intervention, saying she was not dead as claimed during the protest.

“I saw the woman on a bike returning from the market the other day. She was healthy,” Odoh emphasised.

Another community leader, Chief Richard Ogenyi, said but for isolated incidents, security had continued to improve since the 2022 attack through the interventions of the state and local governments under Governor Mbah and the Council Chairman, Obiora Obeagu.

He emphasised that there were no such ongoing attacks and mass killings as portrayed by the protesters on social media recently.

“From my view, they protested against the herdmen’s invasion of our place and their inability to farm like before because as you can see, this place is called Orie Ogbete or Orie Uzo Ugbo Mgbuji. It was a lively place before the herdsmen drove us away in 2022.

“How I view what happened one or two weeks ago as an independent person is that what the women did was good because it would create awareness.

“But the truth is that there was an element of politics in the protest and I am not happy about it because they would have focused on the main issue.

“I am surprised to hear that many people were killed in Eha-Amufu. After the incident of 2022, we have not witnessed such a number of killings being circulated.

“Since Obiora Obeagu’s second term and the Governor Mbah administration, we have witnessed a lot of security improvement and insecurity has dropped drastically. As for the recent protest on ongoing mass killings, none happened in Mgbuji here where I come from apart from the damaging of crops by the herdsmen,” he stated.

Meanwhile, the rape victim from Abor Eha-Amufu, confirmed the incident.

Council Chairman, Obeagu, while admitting the existence of security challenges, refuted the story of any recent killings in the communities, except that of an undergraduate, noting that the Mbah Administration had since coming into office in 2023, continued to put in place security and infrastructural measures that had ensured that what happened in 2022 did not repeat itself.

These include the deployment of over 150 soldiers, Special Forces with Armoured Personnel Carriers (APCs) and gun trucks, collaboration between the state government and Nigerian Army to construct military barracks in that border community, and the nearly completed 21.7km Agape-Agu Mgbuji-Ogbete asphalt road to open up our farm settlements and enhance security and vehicular access to the farmlands and forests.

He blamed bad politics and deliberate lies and misinformation for the protest.

“So, when people tell you it was a spontaneous protest, it was not. It was orchestrated, very well planned. In one of the clips I watched, a man was in the background like a hype man, trying to hype the situation. I heard him say that last week 200 people were killed, this week 100 people were killed. Yet, he did not show the burnt houses, nobody was showing any images, while the things they talked about are things that are graphic. People tried to throw up things, but when you see it, you will see those are things that happened two to three years ago. I saw a woman talking about what they did to her husband and herself in the last four years.

“In summary, we have challenges and problems, and we are dealing with them. If it was what happened in Eha-Amufu recently, there’s nothing like mass killings, nothing like burning of houses by herders, it did not happen. Feel free, go into the town and ask questions. Tell them to take you to the place all those things happened. I can bet you nobody will show you one,” he said.

…rape victim denies protesters’ claim she’s dead

Residents of Eha-Amufu, a border town in Isi-Uzo local government area of Enugu state, have refuted reports of recent mass killings and arson in their communities.

Mrs. Amarachi Nnaji, a rape victim, dismissed claims of her death, stating that while the incident was tragic, she is recovering and rebuilding her life.

Community leaders and indigenes spoke to journalists on a fact-finding mission, following viral videos of protests and counter-protests by women groups over alleged fresh attacks in Eha-Amufu.

President-General of Mgbuji Eha-Amufu, Donatus Odoh, acknowledged that the area had suffered violent attacks by suspected herders, particularly in 2022, before the Peter Mbah administration, which led to numerous deaths and displacement.

However, he emphasized that no new mass killings had occurred.

“So, on the issue of the protest being done last week or so, on the basis of the supposed killing of 100 or 200 persons in Eha-Amufu recently as I saw in one video being circulated, none of that happened. I do not know where people are getting their information from.

Meanwhile, the rape victim from Abor Eha-Amufu, Mrs. Amarachi Nnaji, while recounting her unfortunate experience in the hands of herders in the interior farms after a spirited effort to fight off her assailants, however, said that the account that a stick was inserted in her private part or that she was in the mortuary were false.

“They put their hands in the zip of my cloth and tore it open but I kept holding my cloth very tight until the two people dragged me into the middle of the cassava farm and subdued me there,” she recounted.

•FG activates 100KWP capacity solar mini grid

The Federal Government of Nigeria, through the Rural Electrification Agency (REA), has lightened up the Uhuafor Nomeh community in Nkanu East Local Government Area of Enugu State with construction of a solar hybrid mini grid of 100kWp in the community.

The project is expected to improve the socio economic conditions of the people in the community and three other neighbouring communities, which have lived without electricity for over 18 years.

The project was completed under the Rural Electrification Fund – Call 2 programme of the Rural Electrification Agency (REA).

Commissioning the project, Governor Peter Mbah, who was represented by his special adviser on power, Sir Joe Aneke, commended the Rural Electrification Agency for its unwavering commitment to bringing sustainable energy solutions to rural communities across the country, saying the electricity project in Nomeh would bring lasting solutions to the problems of lack of electricity in rural communities.

The governor noted that the project aligns with his agenda to foster innovation, improve rural infrastructure, and create a green, energy-sufficient state.

“Let me thank the Rural Electrification Agency for their collaboration, the dedicated engineers and technicians for their expertise, and, most importantly, the people of Nomeh for your patience and belief in this project as the first mini-grid solar power plant is commissioned in Nomeh,” he said.

He urged the people in Nomeh community to take full advantage of the project and care for the shared asset, as it is their resource for growth and betterment, saying, “this facility must be protected to ensure it serves the community reliably and sustainably while the network system is extended to connect other households and villages in Nomeh.”

Mbah disclosed his administration’s readiness to work with the Rural Electrification Agency to develop other projects proposed for the State and looked forward to engaging with the agency in that regard.

The REA Managing Director/CEO, Abba Abubakar Aliyu, represented by the Executive Director, Rural Electrification Fund, Engr. Doris Uboh, stated that the project is one of the many testaments of the work that the federal government does through REA, connecting last-mile communities to clean, sustainable energy sources and facilitating the growth of socioeconomic systems through productive use.

Aliyu told them that President Bola Tinubu prioritises their welfare and that of rural communities across the country and would continue working to ensure no community was left behind.

“This electrification will help the people to navigate and if you manage this thing well, before you know it, the business activities happening in the cities will begin to bubble here.

“Promise yourself that you will take care of this mini grid. If you do it, it can grow to even one megawatt. This will easily encourage future expansion to other nearby communities,” he said.

The traditional ruler of the community, Igwe I. O. Mbah, while expressing his gratitude to the Federal Government and the implementers of the project for finding the community worthy to provide this kind of infrastructure which will improve their livelihoods, noted that the community had been without electricity for over 18 years.

He said: “We have been in a celebratory mood since this project was completed. This is because since 2006 till date, we haven’t seen electricity in Nomeh. But, we can now drink cold water in our community, while our children who used to burn the proverbial midnight candle, are now using electric bulbs to study.”

“This is the main reason we have come together and agreed to hand over this General Hospital to the deities here. Yes, it may look as if we’re going too far. But, we have suffered from the wickedness of man. And we want to put a stop to it.

“Any man or woman who said he or she is not happy about this hospital and has a hand in the missing items, let the deities take care of them”, he said.

People we gave mass burials didn’t die from communal clash, says Enugu community

The people of Akpawfu community in Nkanu East Local Government Area of Enugu State have explained the recent two mass burials in Akpawfu communities.

The community insisted that the 17 dead bodies given mass burials did not die as a result of any communal clash.

It said the deaths occurred as a result of the incursion of some criminal elements masquerading as members of the Eastern Security Network (ESN), the security outfit of the Indigenous People of Biafra (IPOB), into the community’s forest that spans so many kilometers and the subsequent redeployment of security operatives.

The traditional ruler of the Ajame Akpawfu community, Igwe Christopher Nnamani, disclosed this to newsmen while debunking some reports that eight people buried on April 28 by a section of the community were killed during a communal clash within the community in 2023.

Refuting the report at a media briefing in Enugu, the monarch explained that there was nothing like the people of Umuanigbiyovo Oyiwode in Akpawfu communities as claimed in the reports, accusing those behind the publication as enemies of the Akpawfu who were hell-bent on sowing discord in the community.

It will be recalled that some criminal elements masquerading as members of the Eastern Security Network (ESN), the security outfit of the Indigenous People of Biafra (IPOB), took over the Akpawfu community forest that spans so many kilometers.

Following their activities, members of the community were sacked as so many residents who did not support the activities of the criminals were labelled saboteurs, and executed.

However, some members of the community who embraced the group subsequently branded themselves as Umuanigbiyovo Oyiwode and started terrorising other members of the community, until the troops of the Nigerian Army, police, and Department of State Services (DSS) went into the community and flush out the criminals in the forest.

The people of Ameze Owerre, Umabor community in Nsukka Local Government Area of Enugu State have recovered a decomposing abducted corpse of a kinsman, Israel Ugwuanyi, who died in Lagos.

A family member, who pleaded  anonymity, told our correspondent that one of the soldiers had seen the phone of one of the kidnapped victims, named Sunday, and called a number on the contact list.

“We were running about seeking help on how to get the corpse and our other brothers released from captivity when the number called.

“It turned out to be a soldier and he told us how they found the corpse. He told us to come to the police station at 9th Mile where they would hand over the corpse to be deposited to the morgue.

“But as we headed to Enugu to meet them, the army man called again that the police rejected the corpse. We pleaded with them to help us deposit it to any nearby mortuary so that we will meet them there,” the source said.

He said that the family and community decided to bury Ugwuanyi immediately his body was retrieved because it was already decomposing.

On the whereabouts or those kidnapped alongside the corpse, the source said they have not been able to raise the amount demanded by the kidnappers.

“You know how the situation is in the country now. The family and our people in Lagos spent so much during Israel’s sickness and we were just waiting for the corpse to arrive so that it would be buried when this happened,” he said.

Crisis rocks Enugu community as two monarchs lay claim to stool

There is tension at Mburubu Community in Nkanu East Local Government of Enugu State, as two monarchs lay claim to the community’s royal stool, two years after the death of their last ruler, His Majesty, Igwe Emmanuel Ezeh (Ozulumba I of Mburubu Kingdom).

The two leaders fighting over the stool are, Chief Patrick Onuokaibe and High Chief Linus Igbudu.

While the Mburubu General Assembly chose Onuokaibe in the last week of December 2023, Igbudu was unanimously elected by delegates from the seven villages that make up the community under the supervision of Mburubu Town Union (MTU) in the second week of this month.

The two leaders had since been presented to Nkanu East Local Government authorities for onward presentation to the state government for recognition and presentation of staff of office.

Speaking after presenting Onuokaibe to the local government, the President, Mburubu General Assembly, Chief Chijioke Nwachukwu, said he had exhibited notable qualities which stood him out in the kingdom, hence the decision of the people to select him as their traditional ruler.

Onuokaibe’s choice was, however, refuted and disowned by the Mburubu Council of Chiefs, also known as the Igwe Cabinet, who accused some leaders of the community of plotting to turn the community into their personal fiefdom.

This was followed by the election of Igbudu as the authentic Igwe-elect for the community by the Mburubu Town Union (MTU).

Speaking also during the presentation of Igbudu to the council chairman, the President-General, Chief Emmanuel Edeh, said while the community was concluding the observation of a two-year mourning period for the late traditional ruler, Igwe Ezeh, it was only natural that the community scout for a new king to be in custody of the traditions and customs of Mburubu ancient kingdom.
