  • Isi-Uzo: Prototype of Enugu’s changing development narratives

Isi-Uzo: Prototype of Enugu’s changing development narratives

    • By Obiora Obeagu

Isi-Uzo is a rural area and one of the oldest local governments in Enugu State, sharing borders with Benue and Ebonyi States. It ranks low on the bottom rung of the ladder as one of the least developed LGAs in the state. Lack of requisite infrastructure has stalled its socio-economic development for over 48 years of its existence as a Council. The burgeoning agri-business of the agrarian populace of Isi-Uzo has equally been mired by insecurity: farmers-herders conflicts, banditry, and sundry criminalities. The lurking complexities of this underlying insecurity triggered a December 2022 unprecedented crisis that turned Eha-Amufu, in Isi-Uzo, into a ghost town. It saw the people – leaders, elders, youth, women and children – scatter across Isi-Uzo and neighbouring communities.

Therefore, the 2023 general elections came at a time when the people of Isi-Uzo, like the psalmist wrote in Psalm 121, lifted up their eyes to the hills and wondered where their help would come from. However, though Isi-Uzo people were united in that prayer, they were divided in where the answer to the prayer would come from. But Governor Peter Mbah’s manifesto was laden with humongous and clear vision: To grow Enugu State’s economy from $4.4 billion to $30 billion; to make Enugu the premier destination for investment, business, tourism, and for living; to eradicate poverty, just to name a few. Thus, it was not surprising that our people, in their thousands and against all odds, chose capacity over kinship. But the good news is that he has given those who stuck out their necks to fight for his victory causes to thump their chests about the choice they made.

Dr. Mbah’s ban of illegal sit-at-home a few days after his swearing-in was a signpost that it is indeed business unusual. The action sent a glimmer of hope to Ndi Enugu and the hopeful agrarian people of Isi-Uzo, whose economic potentials and freedom have been battered by over 15 years farmers-herders conflicts and banditry. This is because to the people of Isi-Uzo, their very vast and arable land resources remain their oil well. With our untapped land and natural resources, Isi-Uzo has the capacity to become the hub of agri-business in Enugu and neighbouring states if our agro-potentials are well harnessed.

Today, Mbah is taking some unprecedented, strategic steps to address the age-long and hydra-headed security challenges in Eha-Amufu and Isi-Uzo. The context and content of his kinetic and non-kinetic actions mark a remarkable departure from the norm. He is deploying security, infrastructure, and agriculture produce city projects to confront these challenges. For instance, there is an ongoing 22km asphalt road, with drainages, bridges and culverts, from Agape area to Orie-Ogbete in Mgbuji farm settlement. It is the first in the history of our people by any administration in the State.

The nature of the soil and dilapidated roads in Eha-Amufu and some other Isi-Uzo communities make the farm settlement terrains inaccessible and worse during rains. This mega project is already addressing problems of bad terrain and tackling insecurity, as local farmers, who hitherto deserted their farms out of fear have gone back, in their numbers, to farming this season. The project is poised to revive agri-business and bolster huge economic development with the re-establishment of the popular inter-state Orie-Ogbete market. It was abandoned over two years ago, after heavily armed and camouflaged bandits from neighbouring state swooped on our people and massacred them in their numbers on 6th January, 2022, burning them along with their shops and goods.

What’s more? Presently, there is ongoing road intervention by the Mbah administration to link these vulnerable Isi-Uzo communities and enhance security operations from Ikpapkara Aguamede – Uzam Ado–Odoba–OnuAdo–Orenu – Ojeshi–Akpugo flushing out to Ikem-Nkwo road that links Enugu and Benue States.

Very significant also is  the ongoing construction of the 40km Owo-Ubanu-Amankanu-Neke-Ikem dual carriageway. This road will now serve as a gateway to the North Central. For instance, those traveling to the North from Ebonyi and parts of South-South like Cross Rivers wouldn’t need to go through 9th Mile. Governor Mbah has also promised to open up the about 17.5km Ikem-Nkwo-Odenigbo Eha-Amufu-Ichama-Benue State road that will join the Owo dual carriageway where it terminated at Ikem. These projects will  spring up new businesses.

The Mbah administration has equally set up a military camp at Ogbete and security buffer zones across the affected border communities and flashpoint areas in Isi-Uzo LGA. Presently, there are over 200 military and security forces across Eha-Amufu communities of Eha-Ohuala, Aguamede and Ikem-Nkwo in Isi-Uzo to sustain security operations around the forest zones and border areas. The planned military barracks and restructuring of local security will ensure proactive operations, while the innovative Enugu State Security Trust Fund activated by the government will enhance and guarantee sustainable security interventions. The measures are yielding positive results, as the usual stories of killings, kidnappings, and burning of houses and properties in Isi-Uzo are fast waning. Internally Displaced Persons (IDPs) have also returned to their communities.

In the face of dwindling oil resources, our ailing economy and high rate of unemployment in the country, agriculture is the way to go. Governor Mbah has set machinery in motion for the innovative Produce City projects in Isi-Uzo and other parts of the state. This will, among others, harness arable and fallow land banks for commercial agriculture projects involving production, processing, packaging and marketing of farm products like rice, cassava, palm oil, yam, maize, among others. The government is gathering data with plans to integrate local farmers into the project and empower them with agricultural inputs. This will help them engage in large scale agriculture that will create wealth and improve their livelihoods. And only a few weeks ago, the administration sealed a N100bn deal with a private investor to revive the moribund United Palm Products Ltd palm plantations established by the Dr. Michael Okpara Government in the 1st Republic.

Malcolm X, a US civil rights activist, described education as the passport to the future, for tomorrow belongs to those who prepare for it today. I have always said that education is the sure road to freedom for our disadvantaged children, our hope for tomorrow, in rural areas whose only crime is being born into poor families in our local communities with a poor learning environment. But that is going to change with the smart school project initiative of Governor Peter Mbah, the first of its kind in the country and possibly in Africa. It will provide a world-class learning environment and equipment. Each Smart School comprises an interactive digital whiteboard, an internet system, robotics and artificial intelligence centre, modern ICT centre, two science laboratories (for primary and junior secondary), hybrid multimedia library, creative production studio, 25 inclusive classrooms and 700 Android tablets.

Currently, Smart school projects, scattered across Enugu’s 260 wards, are ongoing in 9 out of the 11 wards in Isi-Uzo. The Governor said the smart school will provide free education for early years to Junior Secondary 3. This will drastically reduce the number of out-of-school children and curb the proliferation of quack private schools in education for business in the state. Teachers are being recruited and trained for the task ahead. The provision for teachers’ quarters will curb the menace of teacher absenteeism and lost teaching hours.

Nelson Mandela said that Education is the most powerful weapon with which you can use to change the world. For me, the smart school project is the best revolution to not only Enugu State, but Africa and the Governor has laid foundation for human empowerment and legacy that will shape the future of our successive generations and give the state a quantum leap.

There is a popular saying that health is wealth. The Mbah administration is facilitating access to quality healthcare for our rural populace, especially women, children and the aged. Government’s plan to construct 260 Type 2 Primary Healthcare Centres is also rubbing off well on Isi-Uzo where such constructions, including living quarters for health workers, are ongoing. Aside from ridding the system of decrepit health structures, it will ensure access to modern medical facilities and healthcare with doctors and nurses on ground.

Governor Mbah is strategically opening up new economic corridors in our localities and Enugu State. He is leveraging on his enormous and digital wealth of experience in public and private sectors to reinvent governance in Enugu State. His 521.5 Billion 2024 “Budget of Disruptive Economic Growth” was a marked departure from the norm. With N414.3 billion capital expenditure over N107.2 billion recurrent expenditure, it carries weight with potential to positively impact the development trajectory of our dear Enugu State. It is, therefore, not surprising that BugIT ranked Mbah Administration the most prudent and least recurrent spender among the 36 states.

My encounter with Governor Peter Mbah reveals a leader with intellectual prowess, who is passionate about his people and, who is ever poised to translate his vision into action. There is hardly anything more obvious than the fact that he is delivering on his promises. Enugu State is witnessing unprecedented projects and transformation across key sectors like Education, Health, Agriculture, Security, Roads Infrastructures, ICT, among others.  The 180 days commissioning and delivery of promised water, renewed the hope of a better life for Ndi Enugu. The revival of moribund assets like the abandoned Hotel Presidential and Enugu International Conference Centre, coupled with the recent flag-off of 5-Star Hotel project will boost tourism and the economy of Enugu State.

One year is too short a time to determine if an administration has delivered on its four-year mandate or not, but it is enough to check if the proper foundations have been laid and if a government is on the path to deliver on its promises. So far, Governor Mbah has laid a solid foundation and is on a sure footing and path to transforming Enugu State. And his many completed, commissioned and ongoing projects  like roads where he recently commissioned 71 urban roads, the smart schools, Command and Control Centre, Primary Healthcare Centres, etc, bear testimonies to his commitment and determination.

‘Embracing family planning has reduced maternal mortality in Enugu’

A non-governmental organization, the Society for Family Health, has hailed women in Enugu State for embracing family planning, which it said, has seen the state witnessing significant reduction in maternal mortality rate.

The Assistant Chief Programme Officer, the Society for Family Health, Dr. Anthony Nwala, who made the commendation to newsmen at a dissemination meeting of stakeholders in the Delivering Innovation in Self Care (DISC) project held in Enugu, the state capital, said the development was as a result of the project it started in September 2022 in the state.

The initiative, which was funded by the Children Investment Fund Foundation (CIFF), aims to demonstrate a self-care, beginning with contraceptive self-injection.

Nwala disclosed that the initiative had equally assisted in the exponential growth in uptake of women who had accepted the family planning method and had learned and were self-injecting.

He expressed happiness that Enugu women now understood that it is in their best interest to have children by choice and not by chance, urging more women in the state to key into the family planning method to save lives.

According to him, the project supports women to assume greater control over their sexual and reproductive health by using contraceptive self-care methods like self-inject (Depot Medroxyprogesterone Acetate- Subcutaneous DMPA-SC), which can help in delaying or preventing pregnancy if a woman so desires.

“I must tell you that we have recorded a very high impact from this project. We’ve seen exponential growth in uptake and we’ve seen a very serious reduction in all those indices (mortality) we met at baseline.

“At baseline when we came into Enugu State in July 2022, the uptake of DMPA (depot-medroxyprogesterone acetate), was as low as 419. Just six percent conversion to self-injection. The maximum was about 20 percent conversion.

“But by the time we started working in September 2022, we started seeing exponential growth to the extent that as we’re speaking today, we have well over 3000 uptake of this method monthly, translating to over 60 percent conversion. That is women who have accepted this method and have learned and are self-injecting. The general impact of this is a huge reduction in maternal mortality.”

Police recover gun, ammunition from fleeing robbery suspects in Enugu

The  Police Command in Enugu State has recovered a gun and ammunition from fleeing armed robbery suspects in the metropolis.

A statement issued on Saturday in Enugu by the command’s spokesman, DSP Daniel Ndukwe, said men from the Awkunanaw Police Division recovered the gun on May 29.

Ndukwe said that the operatives responded to a distress call of a robbery in a compound at Awkunanaw, Enugu, at 10.00 p.m. and foiled the attack.

According to him, the police team recovered a locally fabricated double-barreled gun with two live cartridges dropped by one of the fleeing robbers.

The statement further said that detectives from the Awkunanaw Police Division on May 30, at 7:30 p.m., also arrested three suspects allegedly connected to the theft of iron rails.

“Their arrests led to the recovery of yet-to-be-quantified pieces of iron rails vandalised at the pedestrian crossing bridge at Holy Ghost/Ogbete Market, Enugu,” Ndukwe said.

He said that a discreet investigation was ongoing to arrest other members of the gang, adding that the suspects would be prosecuted once investigations were concluded.

Ndukwe quoted the Commissioner of Police, Mr Kanayo Uzuegbu, as appreciating residents of the state whose information on activities of criminals made the arrests possible.

Uzuegbu tasked the residents to continue to support the police by promptly reporting suspected criminals and their activities to the police and other security agencies.

  • FG flags off investment certification programme for Enugu

FG flags off investment certification programme for Enugu

The Nigerian Investment Promotion Commission(NIPC) has launched the Enugu edition of the Nigerian Investment Certification Programme for States,(NICP), a programme designed to prime the states to attract both local and foreign investments.

This came on a day Governor Peter Mbah, said the State was quick to grab the investment certification opportunity co-signed by the Federal Government and the United Nations Development Programme to boost the state’s attractiveness to investors.

Speaking during a working visit to the Governor on the sidelines of the flag-off programme, the Executive Secretary of NIPC, Aisha Rimi, said the “NICPS aims to identify and promote the unique investment opportunities within each state, enhance the image of the states as attractive destinations for investment, strengthen federal and state cooperation on investment promotion, and improve the services provided to investors, ultimately boosting investment inflows, creating jobs, and increasing state revenues.”

She said the agency was quick to launch the programme in Enugu State given the vast investment opportunities in the state and governor’s drive to harness them and also revive the state’s moribund assets.

“With its abundant natural resources, vibrant agricultural sector, and burgeoning industrial landscape, Enugu State stands to gain significantly from this programme. The State government’s efforts under your leadership, particularly in revitalising moribund industries, developing industrial parks, and improving infrastructure, align perfectly with the objectives of the NICPS.

“We are particularly encouraged by the governor’s commitment to projects such as the recent signing of an MoU with Pragmatic Palms Limited and the rehabilitation of the state’s moribund industries, including NigerGas Co. Ltd, Niger Steel Company Ltd, and Sunrise Flour Mills Ltd, amongst others. These initiatives are crucial for encouraging investment and economic growth.

“An important factor in attracting investment is the availability and clarity of land titling. The Enugu Geographic Information Service (ENGIS) created by the present state government plays a crucial role in this area.

“ENGIS ensures that investors can confidently acquire and develop land by streamlining the land titling processes and maintaining accurate records.

“So, as we launch the NICPS in Enugu State today, I am confident that the programme will significantly enhance the State’s ability to attract both foreign and domestic investments. The NICPS will also build capacity for State officials and promote industrial and economic growth,” she stated.

Governor Mbah, who was represented by Deputy Governor, Barr. Ifeanyi Ossai, reiterated the administration’s determination to transition the state from a civil-service state to a private sector-driven economy.

“When we sought to serve our people, we understood clearly that we must migrate them from a predominantly civil service state to a productive state that we must curate investment.

“So, we have to think outside the box on how we can drive investment that will create the economy that we want to leave behind for our people.

“Therefore, when your certification programme  was introduced to us, we were quite excited because that was essentially going to irrigate the fertile ground we tried to provide for the investors.

“All of us here are marketing officers and investment officers for the state. Our appetite to have investors is insatiable. That is what we wake up  every morning thinking of how to do.

“So, on behalf of a grateful state, we want to assure the NIPC that whatever is required of us as a government, we will leave no stone unturned until those last lines are met to open a floodgate of investments,” Mbah said.

Throwing more light on the programme, the CEO of the Enugu State Investment Development Authority, Dr. Sam Ogbu-Nwobodo, said the state investment certification programme, when completed, would serve as a stamp of approval that the state is ready to receive and sustain investment.

“The certification gives NIPC the confidence that we are ready and it makes it easier for them to drive those investors to our state. And of course, it gives us an edge over the number of other competing entities, both states and nations.

“Investors will go where they are welcomed and the certification program will make us stand out in the crowd as one of the few places that you can say yes, they are ready, and then my investment is safe and I want to go there,” he explained.

    • State gets computerised vehicle inspection centre

The Federal Road Safety Corps (FRSC) has attributed mechanically deficient vehicles as major causes of road accidents on the Ugwu-Onyeama axis of the state.

This is just as the state government has expressed its determination to reduce the high level of road mishaps using a computerized Vehicle Inspection Centres in the state.

The Ugwu-Onyeama axis of the Enugu-Onitsha Expressway has been a major dark spot where road crashes are regularly recorded with their attendant human casualties.

But speaking during the commissioning of a new vehicle inspection centre along Abakiliki Road, Enugu,  the Enugu State Sector Commander of the FRSC, Sokunbi Adeyemi, said, “In Enugu State, Ugwu-Onyeama is a major axis for road crashes. It is an accident-prone area because the majority of the vehicles playing on that road are mechanically deficient.”

He expressed happiness that the introduction of the vehicle inspection centre by the state government would help in the prevention of road crashes caused by mechanically deficient vehicles on roads.

“I want to encourage everyone, individuals, fleet operators, transport owners, and transport unions to make use of this facility so to reduce mechanically deficient vehicles on the roads, then, we will reduce road crashes on our roads and make the roads safe,” he said.

Commissioning the facility, the state Commissioner for Transport, Dr. Obi Ozor, explained that the center, which is one of the four of such centres that would be located in different locations of the state, would address the issues around the roadworthiness of such vehicles.

He added that the state-of-the-art facility represents a significant leap forward in the state government’s commitment to ensuring road safety, environmental protection, and the overall well-being of the citizens.

“The establishment of this computerized vehicle Inspection center is a testament to our dedication to modernizing our infrastructure and enhancing the quality of life for all our residents.

“This center is equipped with cutting-edge technology designed to provide comprehensive and accurate inspections of vehicles.

“By leveraging advanced diagnostic tools and automated processes, we can ensure that every vehicle on our roads meets the highest standards of safety and environmental compliance.

“This will not only reduce the incidence of road accidents caused by faulty vehicles but also significantly cut down on harmful emissions, contributing to a healthier environment,” he said.

FG endorses plan to set up mines’ mgt. committee in Enugu

For effective compliance with environmental standards by mining operators in Enugu State, the Federal Government has approved plans to set up the State’s Mineral Resources and Environmental Management Committee (MIREMCO) to monitor the activities of mining companies

This move, according to the Minister of Solid Minerals Development, Dr. Dele Alake is to intensify collaboration between the federal and the state governments to enhance the development of the mining sector in the coal-rich state.

The minister disclosed this on Friday while hosting Enugu State Governor, Peter Mbah, in his office in Abuja.

Alake emphasized the state’s historic economic significance during the colonial era and highlighted its potential for renewed economic prominence through solid minerals.

“Now that we have our independence of thought and action, Enugu is the way to go. We are collaborating with Enugu and other states to ensure that the benefits accruable from the solid minerals sector are available to all Nigerians,” Alake stated.

Mbah stressed that his administration’s commitment to harnessing Enugu’s vast mineral resources in partnership with the Federal Government prompted his visit to the Minister.

He applauded the Minister for accelerating the state’s plan to set up MIREMCO to address the menace of illegal mining

“The minute the Minister received my application on setting up MIREMCO, he immediately called the relevant officer and mandated him to ensure the process for the establishment of the committee is fast-tracked. We believe that with the setting up of MIREMCO in Enugu, we will be able to curb the activities of illegal miners and those racketeering licenses,” Mbah said.

  • Enugu’s laudable initiative

    Enugu’s laudable initiative

    • But it must add value to the palm produce it wants to revive for maximum benefit

Even as the country continues to strive to overcome its current economic travails that have inflicted severe hardships on citizens, it is good news from Enugu State that the Governor Peter Mbah administration has entered into a N100 billion deal with a private partner to activate the state’s moribund Enugu State United Palm Products Limited (UPPL). This initiative is in fulfillment of the governor’s campaign promise to grow the state’s economy from its current $4.4 billion to $30 billion through the reactivation of dormant state assets.

Left to decay for several decades, the UPPL is one of the many projects established by the administration of the Premier of the former Eastern Region, the late Dr Michael Okpara, which Governor Mbah is resuscitating, both for the good of his state’s economy and also to the country’s benefit.

To actualise this objective, the Mbah administration is partnering with Pragmatic Palms Limited, a subsidiary of Diamond Stripes Limited, which is the Special Purpose Vehicle that will provide 60 per cent of the transaction value while the Enugu State government will provide the plantations as its 40 per cent equity.

By this arrangement, the state is not releasing any money in the process of resuscitating the UPPL, which is a commendable financing strategy, given the harsh fiscal realities confronting all levels of government today. However, this presumes that the state government has done a thorough due diligence and is convinced that Pragmatic Palms Limited has the requisite financial capacity and technical expertise to effectively fulfill its side of the contractual obligations. We have had too many instances of governments at all levels entering into partnership deals with entities incapable of playing the roles expected of them, to the detriment of the national economy. This Enugu State government initiative must not be allowed to go that wasteful route.

Every effort to return Nigeria’s lost glory in palm produce should be lauded. Palm produce was, in the immediate post-independence period, a major revenue earner for the country, to the extent that Malaysian experts visited Nigeria in the

1960s not only to obtain palm nut seedlings but also the technical know-how to grow the product. Ironically, today, Malaysia is a major producer and exporter of palm produce from which she reaps humongous revenues while the industry in Nigeria has regressed and become moribund.

It is regrettable that despite Nigeria’s rich endowment with all that is necessary to grow this crop on a massive scale and turn it into a veritable economic asset, many companies still import raw materials derivable from palm produce in the manufacture of their products. Yet, if Nigeria was producing palm produce at the level she is naturally endowed to, products derivable from palm produce could have been used by various manufacturing outfits in their production processes, thus reducing the necessity for importation and helping to achieve a less import-dependent and more viable economy.

It is, however, not enough for the Enugu State government to simply pursue the reactivation of the UPPL with a view to exporting the product in its raw state. Rather, there is the need to add value to the product before exporting, to avoid a repeat of our experience with crude oil.

Unless we add value to the palm produce before export, the desired favourable terms of trade will remain unrealised.

Since the Mbah administration has identified agriculture and agro-allied industrialisation as one of its cardinal programmes, we expect that it will also proactively plan for the nurturing and encouraging, through the private sector, of manufacturing and processing outfits that can utilise palm produce as raw materials for the production of diverse finished commodities for domestic use and export.

We urge states that are naturally endowed with the soil and climate to produce other crops such as cocoa, cotton, groundnuts, cashew, among others, which used to be the country’s economic mainstay, to emulate the Enugu State example in this regard.

Killings: Senate seeks police, military presence in Enugu community

The Senate yesterday urged the Inspector-General of Police (IGP), Kayode Egbetokun and the Chief of Army Staff (COAS), Lt.-Gen. Taoreed Lagbaja, to  ensure the presence of their personnel in Uzo-Uwani area of Enugu State.

The Senate said the deployment of the security operatives in the area would end the incessant killings and ensure adequate security.

The resolutions of the Red Chamber followed its consideration and adoption of a motion on the need for the IGP and COAS to curb the senseless killings and maiming of innocent indigenes of Nimbo, Adani in Uzo-Uwani Local Government Area by bandits.

The motion was sponsored by Senator Okechukwu Ezea (LP – Enugu North) and co- sponsored by Senator Kelvin Chukwu (LP -Enugu East) and Senator Osita Ngwu (PDP- Enugu West).

Okechukwu in his lead debate, said on April 7, five innocent farmers in Adani, a popular rice production community in Uzo-Uwani,  were murdered by some bandits  who invaded the community in the wee hours of the morning to commit the act.

He said on April 28, about 2 pm, another attack was carried out in the same area where four innocent people in the farming village of Nimbo were mowed down by bandits  in an unprovoked attack that is reminiscent of the April 2016 Nimbo killings.

He recalled that in February 2016, Abbi community was the first to be hit by the same assailants where two people were killed while 19 others were declared missing.

He said there was a major massacre in Nimbo community in the early hours of April 25,  2016, which left over 46 people dead and 14 persons injured, with their houses and other property completely razed.

He expressed worry that the killings did not seem to be isolated as their persistence indicated a pattern, saying that even with the 2016 killings, the authorities both at the state and Federal levels had  not taken robust steps to stop it.
