  • Easter: Lagos airports record higher numbers of passengers

    The domestic terminals of Murtala Muhammed International Airport in Lagos recorded higher numbers of passengers on Thursday ahead of the Easter holidays.

    The News Agency of Nigeria (NAN) reports that the Federal Government had declared April 19 and 22 to mark the Easter celebration by Christians in commemoration of the death and resurrection of Jesus Christ.

    NAN correspondents that visited the airport terminals observed that more travelers were leaving Lagos to other destinations.

    At the General Aviation Terminal (GAT), the counters of Air Peace and Arik Air had the long queues of passengers, while Dana Air and Max Air also had the long queues at the MMA2.

    The upsurge of the out-bound passengers led to increase in air fares due to lack of seats on available flights.

    Mostly affected were flights from Lagos to Abuja, Owerri, Port Harcourt, Enugu and Benin which usually sell for between N25, 000 and N32,000, but have gone up to about N42,000 and 46,000.

    A travel agent, Mr Madu Ezechi, said the increase in the air fares was normal due to the high demand by passengers.

    “This is a long holiday and many people want to take advantage of it to go home, see their loved ones and settle other issues.

    “So, getting tickets is a bit difficult, especially if you are traveling in groups. Some people want to sit with their family members and are willing to pay for it,” he said.

    A passenger, Mr George Uko, said many Nigerians have embraced air travel, especially as it was safer and faster.

    Uko, however urged domestic airlines to improve their services by reducing incidents of delayed and cancelled flights.

    “Flight delay and cancellation are still big issues. I remember one time my flight was delayed for almost two hours and I nearly missed my appointment. I was not happy at all, “he said.

    NAN reports that the Federal Airports Authority of Nigeria (FAAN) had assured passengers and other airport users that her network of airports were fully prepared and ready for the usual upsurge in passenger traffic during the Easter period.

    FAAN, in a statement signed by its General Manager, Corporate Affairs, Mrs Henrietta Yakubu, on Wednesday said that all necessary facilities, infrastructure and manpower had been deployed to ensure seamless operation at the airports.

    She said that the relevant security agencies had been mobilised to beef up security at all airports during the period.

    Yakubu advised intending travelers to endeavour to leave for the airport early enough to ensure that check-in formalities were conducted in good time.

  • Ugwuanyi’s re-election and reality of good governance

    THE post-election actions and inactions of Governor Ifeanyi Ugwuanyi’s administration in Enugu State in sustaining the tempo of peace and good governance have further demonstrated the governor’s sheer dexterity, vision, passion and commitment to rapid development of the state as well as the wellbeing of the people.

    Ugwuanyi, who was overwhelmingly reelected through an election that was adjudged as one of the most peaceful and transparent exercise in the nation’s history, has remained grateful to God and residents of Enugu State for His abundance of grace and the people’s unceasing prayers, show of solidarity, goodwill and support. The governor saw the people’s love and support as a re-investment of their trust and faith in his administration to render more selfless service.

    The renewed mandate was therefore, a veritable platform to continue to reward them with good governance as the true heroes of democracy.

    Consequently, Gov. Ugwuanyi in his acceptance speech pledged “to devote our energies and time to work hard for the wellbeing and prosperity of all our people”, declaring that “now is the time to get back to work”. He reaffirmed his resolve to continue to serve with the fear of God to improve the lives of the people and lift the state to unprecedented heights of development and progress.

    Shortly after his reelection, the governor, who had earlier paid ‘Thank-you visits’ to markets and streets of Enugu, returned to the streets on a post-contract inspection of roads such as the old UNTH road, Enugu, Ogidi Street and Onyeama lane in Asata, Enugu, preparatory to immediate rehabilitation and reconstruction.

    He also inspected the ongoing reconstruction of Carter Street, Asata, Enugu, which was awarded by his administration during the pre-election period, as well as the erosion menace at Okwuosa Bridge, Ogui, Enugu, where he promised a swift intervention.

    A few days after, contracts for execution of the inspected projects and many others, such as the zonal secretariat annex at Nsukka town and additional works at Nkwo Inyi-Akpugoeze-Mamu Forest road in Oji River Local Government Area and Nike Lake junction – Harmony Estate road  Amorji Nike – Adoration Pilgrimage centre (Phase one), were awarded, totaling over N1.1 billion.

    Also in the post-election period, the Ugwuanyi administration awarded multiple contracts for the construction/reconstruction of urban and rural roads and 263 classroom blocks including the purchase of two Hilux vans for effective monitoring and supervision of the projects.

    Approval was also given for the construction of a state-of-the-art administrative building of the Enugu State University of Education in Ihe, Awgu Local Government Area. The foundation-laying of the first university of education in the entire Southeast geopolitical zone was performed by Gov. Ugwuanyi few days ago amid jubilation and excitement.

    The state government during the period under review also approved the purchase of 22,150 set of lockers and chairs for students; 1,228 set of tables and chairs for the teachers; 1, 130 marker boards for teaching and 1,960 ceiling fans for conducive learning environment, amongst numerous ongoing projects.

    Other development projects that received the approval of the government for “better urban, inter-local government and community road infrastructure”, include, Aludele road, Nsukka; Bishop’s Court road, Awgu; Access road to Igbo Ano Specialist Hospital, Igbo Ano, and failed culvert, pavement and surfacing at Onuiyi road, Nsukka adjacent to Zik’s residence.

    All the projects were in keeping with the governor’s commitment to full implementation of the 2019 budget to advance the cause of development in the state for the wellbeing of the people.

    Recently, Enugu State came second in the list of the five most reformed states in ease of doing business in the country that were rewarded by the Federal Government at the Presidential Enabling Business Environment Council (PEBEC) Awards 2019.

    On the journey so far, the World Bank Ease of Doing Report in 2014 ranked Enugu State 27 out of the 36 states plus the Federal Capital Territory of Abuja on “where it is easy to start a business and where not.”

    On his assumption of office in 2015, Ugwuanyi, promised to ensure a significant increase in the state’s rating through innovations and far-reaching reforms and transformation of the commercial environment, es and programmes that affect ease of doing business in the state.

    The consequential effect of the initiatives was the quantum leap of the state’s rating from 27th position in 2014 to 3rd in 2018 by the World Bank Ease of Doing Business Index.

    Not too long ago, Enugu State was singled out and praised for its resilience, consistency and commitment to sustainable reforms and innovations, at the two-day workshop organised by the Southeast Governors Forum to review the region’s performance on ease of doing business and also appreciate reforming states.

    From the foregoing, Gov. Ugwuanyi’s sustained tempo of rapid development of the state after his reelection, his administration’s outstanding performance in the 2018 World Bank Ranking vis-à-vis the recent prestigious award by PEBEC, the commendations from various institutions and relevant stakeholders, and the existing peace in the state, among others, are eloquent testimonies to the reality of good governance in Enugu State.

    Now that it has ended in praise and the good works have continued, the onus is on the people to remain steadfast in their unceasing prayers and unwavering support for the high performing governor for his administration to do more in the coming tenure. Enugu State is truly in the hands of God.

  • Tribunal strikes out petition challenging Ugwuanyi’s victory

    The Governorship Election Petition Tribunal sitting in Enugu on Monday struck out the petition filed by Action Peoples Party (APP) challenging the victory of Gov. Ifeanyi Ugwuanyi as the winner of the March 9 governorship election in the state.

    The tribunal, chaired by Justice I. M. Sambo, struck out the petition after entertaining a motion on notice for the withdrawal of the petition.

    Counsel to the petitioner/applicant, Mr Obed Agu, told the tribunal that the petitioner had resolved to discontinue with the process as filed.

    He prayed the tribunal to strike out the petition, pursuant to Rule 29, Rules of Procedure of Election Petitions.

    “The petitioner filed a notice of withdrawal of the petition before the tribunal.

    “We, therefore, seek the order of the tribunal granting leave to the petitioner/applicant to withdraw the petition in its entirety, and consequential order striking out the petition,” Agu said.

    In her submission, Mrs A.J. Offiah (SAN), counsel to the governor and first respondent, said that they had entered appearance after being served with the petition.

    “We concede that we were served with an application for the withdrawal and dismissal of the petition,” she said.

    Offiah said that they had filed and served the petitioner/applicant, an affidavit against illegal terms of withdrawal, adding that they were not opposed to the application.

    The tribunal consequently dismissed and struck out the petition and awarded no cost to the respondents.

    The News Agency of Nigeria (NAN) reports that other counsels present during the sitting are counsels to Peoples Democratic Party (PDP) and Independent National Electoral Commission (INEC) Chief A. I. Ani and Mr Humphrey Okoli respectively.

  • We never abandoned Chukwu, says Enugu govt

    Irked by the spate of negative publicity the illness of Former Rangers and National team captain has attracted to the state, the Enugu state government has come out with a strong worded statement insisting that it has not abandoned the football legend to his fate.

    In a statement by the state commissioner for information, Ogbuagu Anikwe, it squarely put the blame on Chukwu’s friend who posted on Facebook with the impression that Chukwu was being neglected by the state government.

    Ogbuagu in the statement outlined the efforts the Enugu state government had put to ensure that the football icon got the best of treatment and care regarding his illness.

    The statement posited:

    “The Enugu State Government has so far been restrained in its reaction to the spate of misinformation and outright lies promoted by a friend of the iconic Enugu Rangers player, Mr. Christian Chukwu who is ill and has been hospitalised. This restraint is out of respect to the wishes of both the Chukwu family and the request of his doctors who wanted a space to quietly deal with the emergency situation that brought Chukwu to hospital on a stretcher.

    Today, however, Chairman Chukwu is walking with a stick and has granted interviews to the BBC and a couple of local media. It is on the strength of this that the Enugu State Government is now putting out the following information and clarifications to explain what is happening to Christian Chukwu and how it is being taken care of:

    “Christian Chukwu, popularly called “Chairman” in his playing days, is NOT a destitute old man abandoned to his fate in the face of an emergency health situation. He is currently the Director of Sports in the Rangers Management Corporation, a public service job that enables him to meet his basic health needs.

    “In the circumstance, Christian Chukwu is an employee of the Enugu State Government. This was one of the strategies that Rt. Hon. Dr. Ugwuanyi, the Governor of Chukwu’s home state of Enugu, designed to take care of sportsmen who had served the State or the nation in their youth.

    “When Chukwu’s health situation was brought to the attention of his employer – Rangers Management Corporation – he was rushed to one of the best medical facilities in Enugu where a team of five (5) specialists have been attending to him.

    “The management of Rangers Management Corporation immediately deposited N200,000 with this health facility to begin his treatment.

    “On hearing about his health condition, Gov. Ugwuanyi gave an additional N1.5million to the Commissioner for Youth and Sports to give to the family — in order to ensure that the football legend did not lack anything that the team of specialists may require to manage his condition.

  • Chukwu was not abandoned, says Rangers

    The management of Rangers International Football Club of Enugu on Monday, denied the rumours making the round that the club abandoned their Technical Director, Christian Chukwu, saying the rumour was not only untrue, but imagination of the writer.

    Norbert Okolie made this known in a statement signed in Enugu while reacting to stories making the rounds in most social media platforms that the club and Enugu State Government abandoned it’s former player.

    The club said that their former coach and a national team captain was been attended to in his hour of need as he recovers from a life threatening health challenge.

    The General Manager of Rangers International, Prince Davidson Owumi, described the stories of alleged abandonment of the national icon as completely baseless.

    He said that both the club and the state government led by Chief Ifeanyi Ugwuanyi has been doing all that was needed to help the coach back on his feat.

    “We in Rangers made the initial deposit for his admission for medical attention at Nike Clinic, GRA, Enugu.

    “After informing the state government of his condition, the sum of One million, five hundred thousand naira (N1.5m) only was made available to his family for treatment which has been carried out,”he said.

    He is right now recovering from the treatment carried out on him.

    Prince Owumi further said that the club made the initial N200,000 deposit for his admission and commencement of treatment at the private health facility.

    “Christian Chukwu is a legend and our governor holds him in high esteem and takes whatever concerns him with high regard.

    “So, it beats me hollow for some media channels to start peddling stories that he was abandoned. It is not true.

    “Our legend, Chukwu has been assessed by medical personnel at the hospital and is gradually getting over the health challenge.

    “We did not want to make the efforts of Enugu state government and Rangers, in this case, public, because his family never wanted his condition a public affair,”he said.

  • Child needs N12m for heart surgery

    The arrival of their twin daughters brought joy to the family of Mr. and Mrs. Christopher Nwaugha. Now, that joy is threatened as one of the babies has been diagnosed with a heart disease.

    Nwaugha hails from Ngor Okpuala in Imo State but lives with his family in Umuahia, the Abia State capital.

    While the Nwaughas were basking in the euphoria of the babies’ arrival, the sad news came. One of the twins was diagnosed with a life-threatening ailment.

    According to a medical report, made available to our reporter by Mr. Nwaugha, the baby is diagnosed with a hole in the heart that needs urgent operation if the child would be alive to celebrate her first birthday.

    Nwaugha who is a federal civil servant has exhausted his money and needs the help of well-meaning Abians and Nigerians to come to the rescue of their family.

    Speaking to our reporter, Mr. Nwaugha who spoke amidst intermittent cries, said, “I am from Ngo Okpuala in Imo State.

    I live at No. 16, Road K, World Bank Housing Estate in Umuahia North Local Government Area of Abia State. I am a civil servant with the Federal Ministry of Environment, Calabar, Cross River State and I work in the accounts department.

    “One of my twin babies became sick after their delivery on October 26, 2018. They were delivered through CS (Caesarean Section). When we were still at the hospital after their delivery, the doctor who came to check on them noticed that one of the twins was breathing fast and hard.

    “In the two months that we spent at the hospital for close monitoring of the children, we were sent for scan from Federal Medical Center (FMC), Umuahia to University Teaching Hospital (UNTH), Enugu. It was found out that the baby has a very big hole in the heart.

    “They said that the operation will not be carried out in Nigeria. They said it can be operated in India, USA and another country that I cannot remember.

    “They don’t have the machine in Umuahia to scan a baby of two months. But in UNTH, they have the machine which enables one to see the heart of the baby and the hole on the screen. We saw everything through the scan. It was through the scan that I started imagining what my baby was going through.

    “Before the arrival of the twins, I already had three children; a boy and two girls. The last of them is about five years.

    “At the moment, it takes a lot of things including money to ensure that this baby stays alive daily. It hasn’t been easy, from sleeping at the hospital to taking care of other kids at home and combining them with my work. We stayed in hospital for about two months while they were monitoring the babies.

    “We were later discharged after it was established that one of the babies has a hole in the heart. We were however asked to be coming to the hospital every Tuesday in the week to check the baby and to get drugs. The baby is eating well, but the major challenge is her breathing; her breathing is so bad that you can’t even sleep with her.

    “Taking care of the two kids and their siblings has not been an easy thing. Immediately I receive my salary, it goes into taking care of the medical bills and meeting some of the needs of their siblings.

    “My sister and boss in the office have been assisting me financially whenever I run to them. I sometimes go to get loan from my bank (Access). When the month ends, they go to remittal to collect it. Sometimes, I take salary advance to buy their milk and pampers and when they pay salaries, the bank, like I said, will take whatever that I borrowed and leave the balance for me. That has been the way we have been managing all these while.

    “We got to know about the treatment in India through the doctor that has been taking care of the baby. What is holding us back is the money that we will use to pay the baby’s hospital bills and cover other logistics.

    “The doctors in Enugu and Umuahia said that it may cost us about N10m-N12m to cover our medical and flight expenses. We have already made contacts with about two or three hospitals in India, but we can no longer go further since we don’t have the capital to push further the matter.

    “That is why we are making this appeal to Governor Okezie Ikpeazu and wife including other governors of the Southeast and philanthropists to please come to our help. This is a crucial time for our family. We need their help and cannot just sit and watch our child; Victory Chinwendu die helplessly. She deserves to live and we will go to any extent legally possibly to ensure that we get this matter solved.

    “I have equally been trying to reach the likes Kanu Nwankwo Heart Foundation, but all efforts seem to be futile.”

  • Kaduna, Enugu, Lagos, Abia, Anambra top reformed states in 2018

    Five states of the Federation on Wednesday night received awards for been top five reformed states in the year 2018.

    The states in descending order included Kaduna, Enugu, Lagos, Abia, and Anambra.

    They received their awards from Vice President Yemi Osinbajo at the Presidential Enabling Business Environment Council (PEBEC) Awards 2019 held at the old Banquet Hall of the State House, Abuja.

    Anambra State improved its score from 47 to 53.50 by making it easier to start a business and to register property in the State.  –  Abia State improved its score from 46 to 53.90 by making it easier to start a business and to register property in the State.  –  Lagos State improved its score from 48 to 54.90 by making it easier to start a business, register property and obtain construction permits in the State.  –  Enugu State improved its score from 47 to 56.82 by making it easier to start a business, register property as well as enforce contracts in the State.   –  Kaduna State improved its score from 55 to 65.97 by making it easier to start a business.

    Other companies and individuals that got awards at the ceremony included Oil and Gas Free Zone Authority, Corporate Affairs Commission, National Office for Technology Acquisition and Promotion.

    Others are the Senate and the House of Representatives, Court of Appeal, Nigeria Bar Association, Nigeria Economic Summit Group, National Assembly Environment Round Table, DFiD, World Bank, Oando Energy Resources, First Bank of Nigeria,

    Omotayo Omoniyi, who returned large sum of money found to the authorities also received award at the ceremony.

    Other awardees are FIRS, Nigeria Custom Service, Nigeria Port’s Authority, Nigeria Shippers Council, Nigeria Electricity Regulatory Commission, Lagos State Judiciary.

    Osinbajo said “It really is a pleasure to be here this evening to celebrate the phenomenal successes of the PEBEC reforms but more importantly to recognize specially some of those who made it all possible. Our incredibly selfless and committed private sector partners and the sterling performance of many in the public sector.I n the past three years, Nigeria has implemented more than 140 reforms to make doing business in Nigeria easier.

    “Some of the  successful reforms include the ability to: Reserve a business name within 4-hours, Complete the registration of a company within 24 hours online, Apply for and receive approval of a visa-on-arrival electronically within 48hrs, File and pay taxes online; and, Access specialised small claims commercial courts in Lagos and Kano, The World Bank also reported in 2018 that 32 states of Nigeria improved their Ease of doing business environment led by Kaduna, Enugu, Abia, Lagos and Anambra

    “In 2019, PEBEC set a goal to move Nigeria into the top-100 on the 2020 World Bank Doing Business Index (DBI). To achieve this, we will be pursuing the continued implementation reforms across all indicators, including

    “implementation of legislative reforms, specifically the  passage of the new Companies and Allied Matters Act  and the  Omnibus Bills, the expansion of the regulatory reform program started with NAFDAC and NAICOM to include other regulators, the establishment of a National Trading Platform for ports; and the concession of our major international airports.”

    Stressing that PEBEC has now commenced the fourth 60-day National Action Plan (NAP 4.0) on Ease of Doing Business, he said, NAP 4.0 is running from the 1st of March to the 29th of April, 2019.

    “It aims to deepen the reforms delivered over the past 3 years and drive institutionalization.

    “We have highlighted key action items in all of the focus areas to ensure they do not unravel, and to ensure we drive sustainability

    “Some of the targets achieved in the last NAP 3.0 include driving registration for utilization of the National Collateral Registry to facilitate access to credit for SMEs; Clearance of all pending NAFDAC registration applications to improve efficiency; and Creation of a strengthened single joint cargo examination interface in all airports & seaports for import and export to reduce the time spent at the ports.”

    He added “NAP 4.0 will focus on initiatives such as enforcing compliance with SLAs across all indicators/focus areas, driving the passage of the CAM Bill 2018 for improved effectiveness of company law in Nigeria, enhancing efficiency in the small claims court, and enhancing the application and approval system for visas on arrival, to mention a few.”

    The Council, he said, will continue to work extensively with all MDAs, the National Assembly and other key stakeholders.

    He said “All of us who have been involved in this incredible journey will agree that it has been both exciting and fulfilling even if admittedly sometimes frustrating. But that is the way of progress. I congratulate you all for the great successes and thank you all for keeping faith with our joint vision.   • FG to set up cashew processing plants in four states — Ogbeh

    The Federal Government says it plans to set up cashew processing plants in four states of the country to add value to the produce and create employment, wealth in the country.

    Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, said this in an interview with the News Agency of Nigeria (NAN) in Abuja.

    Ogbeh said the move would also reduce the waste of cashew fruits and delay in the export of raw nuts out of the country.

    According to him, we are currently wasting an estimated 8 million tonnes of cashew fruits annually.
    He said the long term solution to the delay in export and stocking of cashew nuts at the ports is for Nigeria to be exporter of finished products and not raw materials.

    Ogbeh listed the states where the plants would be set up to include Enugu, Benue, Kogi and Oyo.
    “The challenge is usually access to credit because a good processing cashew line will cost you about two million dollars to do something like 10 to 20 tonnes a day. We are targeting that to set up at least one plant each in

    Enugu and Benue, two plants each in Kogi and Oyo state, these are the leading cashew producers now.
    “We want to assure the cashew stakeholders that in our next level activities, we intend to stop the export of raw nuts and to process all our cashews here and we hope by the grace of God, to have one or two plants ready before next year.

    “We are talking with the Brazilians now. We want to bring in machines from Brazil to process the cashew fruits into juice which has a high content of vitamin c.

    “It is very good for the health because we are currently wasting an estimated eight million tonnes of cashew fruits annually, throwing them away,” he said.

    Ogbeh added: “That is what the Cashew Association of West Africa told me, in Nigeria alone, that we waste eight million tonnes.

    “This is our concern, we are very troubled with this development but later in the year, I will have meeting with the cashew producers and farmers association to sit down with the CBN and get some help.’’

    The minister, who lamented that the country has been major importers of goods and services, said government is determined to changing the trend.

    “The challenge facing Nigeria is that we have been an importer nation which has destroyed our economy.

    “We want to change now and become a nation of exporters.

    “We have to find unorthodox ways of finding capital for those who want to grow these industries because on their own, it is impossible for them to meet the conditions of banks and financial institutions.

    “It is impossible for them to raise the necessary capital which is why the CBN initiatives are very important to us and we have been working with them and we are achieving results.

    “The treasury of Nigeria including the CBN has to find a way to by-pass the obstacles, the mountains, the rivers, blocking our way to industrial growth.

    “If not, we will remain perpetually poor and we will remain permanently incapable of creating wealth and creating jobs for our people,’’ he said. (NAN)

  • Enugu election tribunal receives three petitions

    The Governorship/State Assembly Elections Petition Tribunal in Enugu has received only three petitions from the March 9 elections in the state, the News Agency of Nigeria (NAN) reports.

    A NAN check at the tribunal’s secretariat on Saturday in Enugu reveals that two petitions are challenging the declaration of Gov. Ifeanyi Ugwuanyi as the winner of the governorship election.

    One of the petitions was filed by the candidate of the All Progressives Congress (APC), Sen. Ayogu Eze, while the other emanated from Action People’s Party (APP).

    Eze, in the petition, did not join the APC as one of the claimants in the suit just as the APP did not join its candidate as a claimant in their suit.

    The third petition was filed by the candidate of the APC for Enugu East II State Constituency, Mr Somadina Ugwu, challenging his Peoples Democratic Party (PDP) counterpart as winner of the poll.

    The candidacy of Eze in the election was voided by an Abuja Federal High Court but restored by an appellate court two days to the election.

    He, consequently, appealed for the postponement of the election in the state, citing the prevailing circumstance to enable them to gather their acts for the polls.

    However, on the election day, Eze announced his withdrawal from the race in protest and directed his supporters not to participate in the exercise.

  • Girl ‘raped to death’ in Enugu

    A teenager has been allegedly raped to death by unknown persons in Enugu.

    The incident occurred at Imufu community, Enugu Ezike, Igbo-Eze North Local Government.

    The body was found in a bush behind Community Secondary School, Imufu.

    The Nation learnt that she had gone for lessons in preparation for the Unified Tertiary Matriculation Examination (UTME) when she was allegedly raped.

    The body was found hours after her family declared her missing.

    The deceased’s father, Jonathan Eze, had dropped her with his motorcycle at the lesson centre.

    Eze told the crowd that gathered at the bush where his daughter’s body was found that he took her on his bike to Township School, Ogrute, Enugu Ezike, where she had gone for the lessons on Tuesday.

    He said he went back later to pick her, only to be told that somebody had given her a lift.

    “I left Township School, Ogrute and went home straight, hoping to see her, but she wasn’t there. We waited till 8pm and started looking for her.

    “She was not the type that always socialised. We did not sleep as her phone was switched off. It was only this morning (Wednesday) that we got information that her body was found here.”

    The police, who arrived on the scene, said observation of the body showed lacerations around her neck and ankles, suggesting that she must have been strangled by the rapists.

    Her books and writing materials, handkerchief and shreds of her clothes were scattered on the scene.

    Command spokesman Ebere Amaraizu said they were yet to receive full report of the incident.
