    Anti-corruption crusade makes Buhari popular, says envoy

    The anti-corruption agenda of President Muhammadu Buhari’s administration has earned him popularity among the international community, the Ambassador of France to Nigeria, Denis Guaer, has observed.

    Guaer told the News Agency of Nigeria (NAN) in Abuja that the determination of Buhari to fight corruption had been “historical and commendable.’’

    “Buhari presented the fight against corruption as his main priority objective and I think it is probably the main reason he was elected.

    “It is also the reason why he has become so popular abroad within the international community.

    “Everybody is thinking this President is really willing this time to confront corruption.

    “I think Buhari is really trying and trying hard; it appears to me as a historical effort to fight corruption.’’

    Guaer decried the humanitarian crisis caused by Boko Haram insurgency in Northeast, saying the insurgency was partly due to corruption.

    “This brings us back to the question of corruption also. In the North, public services are in a bad shape.

    “Education and health care are in bad shape and this is a problem of governance; resources have to be rededicated to restore public services in the North.

    “That is difficult now because unfortunately Nigeria’s revenue is down because of the oil price and destruction of oil pipelines,’’ he said.

    He regretted that people were starving in Internally Displaced Persons’ camps, saying the international community must come to the aid of Nigeria.

    “Concerning France, we are financing some humanitarian aid programmes with the International Organisation of Migration, International Committee of the Red Cross, Action Against Hunger and Doctors Without Borders.

    “So we are bringing in some humanitarian aid bilaterally directly and through the European Union.

    “The main aid goes through the European Union, which is the main financier internationally for humanitarian aid,’’ he said.

  • Kidnapped Sierra Leonean envoy regains freedom

    The Deputy High Commissioner of Sierra Leone to Nigeria, Major Gen. Alfred William, who was kidnapped along the Abuja- Kaduna road on July 1, has regained his freedom.

    The envoy was on his way to Kaduna for a military passing out parade, when he was abducted.

    The police said his release was made possible following credible intelligence and technical support which included intense police activities on both land and air patrol within the area.

    A statement in Abuja on Tuesday by Police Spokesman, Don Awunah, said the envoy was released about 4pm and has been reunited with the High Commission and his family.

    The statement reads: “He was released at about 1600 of 5th July along Abuja – Kaduna road.

    The General is also in good condition.

    Acting Inspector General of Police Ibrahim Idris has assured members of the diplomatic Corps and foreign nationals in Nigeria of their safety and security.

  • 300,000 Nigerians living in U.S., says Envoy

    THE outgoing Deputy Consul-General of the United States in Lagos, Ms Dehab Ghebreab, on Monday said that about 300,000 Nigerians were currently living in different parts of the U.S.

    Ghebreab, who told the News Agency of Nigeria (NAN) in Lagos that the number of Nigerians in America was increasing, also said that about 30,000 Americans were living in Nigeria.

    ‘’ It has been estimated that there are currently about 300,000 Nigerians working, studying or doing business in different states of America.

    ‘’We also have about 30,000 Americans living in different parts of Nigeria today.

    ‘’There is a growing increase in the people-to-people relationship between Nigeria and the United States today,’’ she said.

    Ghebreab noted that after decades of mutual partnership between Nigeria and the U.S., their relationship had grown favourably within the last five years.

    According to her, both countries will continue to have closer ties in the near future.

    Ghebreab said that the U.S. government would continue to promote people-to-people relationships between Nigerians and the Americans, to further enhance areas of partnerships between the two countries.

    The deputy consul-general expressed her government’s commitment to strengthening its partnership, as well as facilitating trade and investment with Nigeria in the years ahead.

    Ghebreab, who also commended the contributions of Nigerian and

    American citizens to both countries’ socioeconomic development, announced her government’s plan to facilitate the investments of U.S. companies in Nigeria.

    ‘’ The United States and Nigeria’s relationship has been going on for decades, and it has always been a very strong relationship.

    ‘’ Both countries will continue to address issues of mutual interest between them. This is what friends and partners do.’’

     

  • Nigeria, Italy to sign fresh cooperation agreements

    The Italian Ambassador to Nigeria, Amb. Fulvio Rustico, on Thursday announced plans by Nigeria and Italy to sign fresh agreements that would broaden the areas of cooperation between both countries.

    Rustico told the News Agency of Nigeria (NAN) in Lagos that both countries’ Ministers of Justice and Interiors would soon exchange visits, for the signing of the agreements.

    The Ambassador, who said that his government’s new areas of agreement would include economic cooperation, also expressed the readiness of more Italian companies to invest in Nigeria.

    “We are seriously working on more agreements that would strengthen Nigeria and Italy’s general areas of cooperation.

    “We are planning exchange of visits by the Ministers of Justice and Interiors of Nigeria and Italy, to sign a new agreement.

    “Our target is not only to strengthen our political relations with Nigeria, we are also looking at strengthening our economic relations with Nigeria,’’ he said.

    Rustico said that his government was working hard at creating the appropriate opportunities for more Italian companies to come and exploit the huge investment potential in Nigeria.

    The Envoy, who also announced the Italian government’s plan to strengthen its relations with Africa, described Nigeria as Italy’s most strategic partner in the continent.

    “We wish to strengthen our relations with Africa, with particular interest in Nigeria, as our most strategic partner.

    “We know how enormous the potential and benefits of our cooperation with Nigeria is,’’ he added.

    Our economic pact with Nigeria, by Chinese envoy

    Chinese Ambassador to Nigeria Gu Xiaojie, who was represented by Deputy Ambassador Qin Jian at the Summit on China-Africa Cooperation: Who Really benefits? organised by Africa Today, sheds light on his country’s pact with Nigeria. Excerpts from his address: 

    Given the multipronged and comprehensive development of bilateral relations, the theme for today’s Summit, China-Africa Cooperation: Who Really benefits? in my opinion catches the key point. Economic and trade cooperation always play the role of ballast in the development of China-Nigeria relations. It is very symbolic that we gather here today with so many friends in politics and business from both China and Nigeria, to renew our friendship and advance cooperation, which I believe will instill more positive energy into long-term development of bilateral relations and pragmatic cooperation.

    The past year of 2015 witnessed bilateral relationship between China and Nigeria going through an important historical period and mounting a new step, with care and efforts from leaders of both countries. Bilateral political relationship advanced steadily. High-level leaders exchanged visits frequently. Chinese President Xi Jinping met with Nigerian President Buhari twice last year. The two leaders exchanged views on bilateral relations and issues of common concern, reached wide-ranging consensus, charted the direction of future development of China-Nigeria strategic partnership. Economic and trade cooperation has gained constant progress and new growth points, extending cooperation to areas beyond trade and infrastructure, such as agriculture, telecommunication, solid minerals and free trade zone. Nigeria is China’s No.1 engineering contract market, No.2 export market, No.3 trading partner, and major investment destination in Africa. People-to-people exchanges become closer, deepening understanding towards each other. The enthusiasm to learn Chinese is running high among Nigerian young people, and more and more Nigerian students wish to study in China, indicating the solid foundation of China-Nigeria friendship.

     

    Good news coming this year

     We’ll have a fresh start for the year ahead. As the year 2016 begins, I believe that all friends at present, just like me, share full expectation for even bigger progress of China-Nigeria relations in the new year. In fact, there will be at least three good news to come on the development of bilateral relations this year.

    The first is the state visit to China by President Buhari, which has drawn new blueprint for the bilateral relations. This is the first visit to China by President Buhari since he came into office and also makes him the first African leader to visit China after Forum on China-Africa Cooperation (FOCAC) Johannesburg Summit, which is of great importance to China-Nigeria and China-Africa relations. During the visit, the two leaders held talks and meetings had an in-depth exchange of views on cooperation in all fields and laidout the blueprint for bilateral relations under new circumstances. As the barometer and booster of China-Nigeria relations, frequent high-level exchanges will not only help the political mutual trust to increase, but also inject strong impetus into the pragmatic cooperation in various fields between the two countries.

    The second is the celebration for the 45th anniversary of the establishment of China-Nigeria diplomatic relations, which will provide new opportunities for both countries. Early this year the two heads of state and foreign ministers exchanged congratulatory messages on the 45th anniversary and spoke highly of China-Nigeria diplomatic ties. Together with Nigerian government and civil organisations, the Chinese Embassy also held a series of celebrating events, such as reception, symposium and artistic performance recently. Looking back into the extraordinary path of China-Nigeria relations in the past 45 years, we might find that four major factors, namely equality and mutual trust in political exchanges, unity and coordination in international affairs, win-win cooperation in economic and trade cooperation and mutual learning in civilisation, make China and Nigeria to become sincere friends, good brothers and trustworthy partners. In the days ahead, both sides should take the 45th anniversary as an opportunity to enhance close and friendly exchanges of all levels and pragmatic cooperation in all areas to usher in an even better future for China-Nigeria relations.

    The last is the implementation of the outcomes of FOCAC Johannesburg Summit, which will inject fresh vigor into the development of bilateral relations. In December last year, the FOCAC summit was held successfully in Johannesburg. This summit elevated China-Africa relations to the comprehensive strategic and cooperative partnership, determined the ten key cooperation plans in areas of industrialisation, agricultural modernization, infrastructure, finance, green development, trade and investment facilitation, poverty reduction and people’s welfare, public health, people-to-people exchanges, as well as peace and securityÿwhich gained unanimous support and high praise from African countries and also provided a good platform to the deepening China-Nigeria pragmatic cooperation in various fields. The most salient feature of these plans is that we want to transition from a trade pattern that has so far been dominated by resource products to more investment and industrial cooperation. By encouraging more Chinese businesses to invest in Africa, we want to help the continent accelerate its industrialisation and boost its capacity for development. So, these plans couldn’t have come at a better time. Just four months after the summit, we have gotten into touch with over 20 African countries to follow up on the outcomes of the summit. A number of early harvest items will materialise soon, and the China-Africa Fund for Industrial Cooperation is already up and running. I do believe the implementation of FOCAC outcomes will provide a stronger driving force for China-Nigeria cooperation.

     

    The China miracle

     Now, I would like to brief you on China’s economy, to which all of you might pay great attention. For the past 30 years, China’s economy kept a two-digit growth and created “China Miracle”. In 2015, despite the weak recovery of the world economic growth, China’s economy has achieved stable and sound development. Firstly, the economy operated within an appropriate range. GDP reached 67.7 trillion yuan, representing an increase of 6.9% over the previous year—a growth rate faster than that of most other major economies. Secondly, encouraging progress was made in structural adjustment. The service sector as a proportion of GDP rose to 50.5%, accounting for more than half for the first time. The contribution of consumption toward economic growth reached 66.4%. Thirdly, new driving forces for development grew rapidly. Further progress was made in implementing the strategy of innovation-driven development. Business startups and innovations by the general public flourished, with the number of newly registered businesses rising by 21.6% in 2015, or an average of 12,000 new businesses per day. Fourthly, living standards improved. Personal per capita disposable income increased by 7.4% in real terms, overtaking the growth rate of the economy. In rural areas, greater alleviation efforts reduced the number of people living in poverty by 14.42 million.

    As the deep-seated impact of international financial crisis reverberating, the world economy is still undergoing profound adjustment. China’s economy has been integrated in the rest of the world and its economic development has entered the new normal, therefore it is in consistence with general economic rules for China’s economy to shift its focus from speed and scale to quality and efficiency with slower growth speed. Notwithstanding serious challenges of the inadequate global demand and inappropriate domestic production and supply structure, the basics of China’s economy towards a positive long-term direction haven’t changed. Fundamental features of China’s economy such as good resilience, full potential and big adjustment space, haven’t changed. Good foundation and conditions upholding the sustainable growth of China’s economy haven’t changed. The progress of economic restructuring hasn’t changed. In 2016, the Chinese Government will work in accordance with the overall plan for promoting all-round economic, political, cultural, social, and ecological progress and the Four-Pronged Comprehensive Strategy, continue reform and opening up,            follow the new vision of development, maintain a balance between ensuring steady growth and making structural adjustments, strengthen supply-side structural reform, accelerate the fostering of new driving forces for development, cut overcapacity, excess inventory and deleverage, reduce costs, strengthen points of weakness, and ensure that China’s economy, like a gigantic ship, breaks the waves and goes the distance.

    Recently, the Fourth Session of the 12th National People’s Congress and the Fourth Session of the 12th CPPCC National Committee of China were held in Beijing. The two sessions, called in brief by Chinese usually, are one of the most important political events in China. The two sessions this year deliberated and passed the draft of China’s “13th Five-Year Plan”, and discussed some hot issues such as comprehensively deepening reform, enhancing endogenous dynamic of economic growth, strengthening supply-side structural reform and maintaining a balance between environment protection and economic growth. The “13th Five-year Plan” raised the concept of achieving innovative, coordinated, green, open and shared development. This reflects China’s development guideline and confidence, signifies an in-depth reform affecting the overall development of China, and provides ground support for long-term economic stability and development. During the “13th Five-year Plan” period, the Chinese Government has both confidence and capability to maintain a mid-to-high level economic growth, to sustain China’s high contribution to global economic growth, and to continue offering development opportunities to all other countries.

    Nigeria…an important partner

    Nigeria is an important partner of China and the biggest economy and most populous country in Africa. China will firmly implement the policy of “sincerity, real results, affinity and good faith” towards Nigeria and Africa, uphold the correct viewpoint of righteousness and benefit, join hands with Nigeria for win-win cooperation and persist in planning and promoting bilateral relations from a strategic and long-term perspective.

    Our friends in Africa say that if you want to go fast, walk alone; and if you want to go far, walk together. Chinese people say that when big rivers have water, the small ones are filled; and when small rivers haven’t water, the big ones are dried up. All these sayings speak to one same truth, that is, only through win-win cooperation can we make big and sustainable achievements that are beneficial to all.

    While celebrating the 45th anniversary of the establishment of China-Nigeria diplomatic relations and President Buhari’s state visit to China, our two countries should take these opportunities to give full play to the two major advantages of traditional friendship and strong economic complementarity, and make full use of the FOCAC platform. To this end, I have the following specific suggestions:

    To enhance political mutual trust, maintain close and friendly exchanges of all levels in all areas; deepen cooperation in areas including infrastructure construction, industrial parks and zones, industrial connection, resources exploration and utilization, processing and manufacturing, related industrial production capacity and agricultural modernizsation; start the construction of a series of big projects; expand cultural and people-to-people exchanges in education, science and technology, culture, healthcare, youth, media and others; and beef up cooperation in security, enhance communication and coordination on major international issues, so as to jointly safeguard the common interests of China and Africa as well as other developing countries. In this way, the China -Nigeria strategic partnership with win-win cooperation at the core could bring tangible benefits to the two peoples.

  • Activists demand envoy’s recall

    A group, Africa Arise for Change (AAFC), has asked the Federal Government to prevail on the Iranian government to recall its ambassador to Nigeria, Saeed Koozechi.

    Koozechi condemned the continued incarceration of Shi’ite leader Ibrahim El-Zakzaky, describing it as unconstitutional.

    He said El-Zakzaky, who suffered gunshot wounds during the  Army’s clash with the Shi’ite sect last December, should not be kept in detention for long.  He, therefore, asked President Muhammadu Buhari to facilitate his release.

    He said: “The official position of the Islamic Republic of Iran is that El-Zakzaky, who suffered gunshot wounds during the Nigerian Army’s clash with the Shi’ite sect in December 2015, should not be kept in detention for a long time.

    “The Shi’ite is a small minority group in Nigeria; they engage in peaceful religious activities, they are not harmful to anyone. We have never heard of unrest and extremism from the Shi’ite followers in Nigeria.”

    Koozechi described the Zaria incident as unfortunate and regrettable, saying his country expects the investigation into the clash to be fair and transparent.

    But AAFC demanded the ambassador’s immediate recall.

    Its Executive Director, Comrade Comfort Solape who led other members to Lagos State Governor Akinwunmi Ambode, asked him to use his good offices to prevail on President Buhari to facilitate the recall of the Iranian Ambassador as he had obviously shown that there was an alleged link between the Shi’ite sect and the Iranian government.

    According to Solape, unless the Ambassador was recalled following his comment viewed as a threat to the nation’s corporate existence, the war against terrorism may not achieve the desired results.

    The group alleged that there was a link between the Iranian Ambassador and one Islamic Movement of Nigeria which activities it said was suspect.

    Besides, Solape and his group accused the Ambassador of making utterances viewed as a threat to the country for arresting and detaining those behind the alleged attempt on the life of the Chief of Army staff, Gen. Tukur Burutai.

    She urged government to investigate the link behind foreign interference and the recent security incidents in several parts of the country.

    AAFC condemned Mile 12 market riot, saying: “That such ethnic oriented strife could surface in Lagos speaks volume of how an era of intolerance rapidly crept upon us without us realising it.

    “The foregoing paint a scary scenerio but nothing is more frightening than the knowledge that as a country, we must fight these cases of violence in addition to the threat of sectarianism that came to the fore when members of the Shi’ite sect attempted to assassinate the Chief of Army Staff, General Tukur Burutai.”

    The United States Ambassador to Nigeria, Mr. James Entwistle, yesterday described the clashes between the Army and the Shiite Muslim group in Zaria, Kaduna State, as unfortunate.

    Entwistle, who spoke in Calabar, the Cross River State capital, during his visit to the American Corner, said the visit of the Minister of Interior, Lt.-Gen. Abdulrahman Dambazau (retd), to Zaria, to assess the situation was timely.

    He said: “Since that incident in Zaria, although I do not have the facts yet. Obviously, a very unfortunate incident took place. But I think whenever allegations of misconduct by security forces are made, I am not just talking about Nigeria but also in my country, I think the first step is always a timely and transparent investigation by the government and human rights organisation.

    “Because the first step in any situation as this is to find out what happened. Once you know the facts, then you can decide what is to be done. I noticed this morning in the media, and I believe that I am correct, that the Minister of Interior, Dambazau, went to Zaria yesterday (Tuesday). I was glad to hear that because I am sure his trip was the first step in a transparent and timely investigation.

    “I am certain that President Muhammadu Buhari and his administration are taking this seriously. They want to find out what has happened.”

    Entwistle said the U.S was working with Nigeria in exploring ways to combat the Boko Haram insurgency, adding that his country was the strongest ally to Nigeria in the fight against terrorism.

    U.S. to assist Nigeria in power sector – Envoy

    Mr James Entwistle, the U.S. Ambassador to Nigeria says his country will assist Nigeria to increase its power generation.

    Entwistle spoke on Tuesday in Abuja when he visited the Minister of Science and Technology, Ogbonannya Onu, in his office.

    He said that the U.S. would assist the country through “Power Africa Programme“ to increase power generation, distribution and transmission.

    “We are looking for stronger role by private sector in the power industries to support Nigeria for better generation, transmission and distribution.

    “We will encourage large private power companies to come and invest in Nigeria because we see the private sector as a solution to many of the energy challenges in Africa,’’ he said.

    The ambassador said that the U.S. was also set to collaborate with the ministry to assist in other areas to promote science, technology and innovation toward national development.

    Onu expressed gratitude to the envoy for the visit and assured him of his ministry’s readiness to partner with the U.S. government.

    “USA is a largest economy in the world which is driven by pronounced innovation.

    “We want partnership that will advance the science sector to diversify the economy,“ he said.

    Envoy urges youths to embrace entrepreneurship

    The Acting Consul General of the United States Consulate General Office, Lagos, Deheab Ghebreab, has stressed the need for Nigerian youths to acquire entrepreneurial skills in order to help revive the nation’s economy.

    She said this while receiving the first set of Young Business Leaders of Nigeria (YBLN) at the consulate multipurpose hall last Friday.

    The group, established by Temitayo Etomi, an alumnus of the United States Mandela Washington Fellowship for Young African Leaders, has engaged 20 randomly selected Nigerians in a six-week comprehensive leadership and entrepreneurship training programme.

    Ghebreab, who reiterated the U.S. commitment to partnering with Nigeria to eliminate poverty, advised the participants to apply for U.S. fellowships and scholarships open to Africans for more knowledge to grow their businesses and impact others and reduce unemployment in the nation.

    She said: “The expectation is to look at what one person can do and believe you can do it too. Then pledge right here and now to influence in a positive way, at least 10 other young people.”

    Lauding Temitayo’s initiative to give back to her community what she gained in the U.S., she said: “She has really demonstrated what the Fellowship means, which is giving back and helping other young people. It is all about mentorship, networking and working hard to achieve your desired goal in life. Congratulations Temitayo, we are proud of you.”

    Speaking, Temitayo said she quit her job with the Lagos State Signage and Advertising Agency (LASAA) upon returning to Nigeria to practice what she learnt about marketing consulting business.

    The 33-year old entrepreneur, who currently employs and trains more than 100 Nigerians, advised youths to look out for opportunities and believe in themselves and their country to go far in life.

    “This budding entrepreneurship programme focuses on creating employment for people across the country. So we have invested so much in these 20 people who are in their fourth week in this first series; and the only thing we want from them is to employ a minimum of five people by December 2016. We want to go one person at a time to reduce unemployment crisis in our country.

    “Youths, believe in Nigeria. There are still good people doing good things. We need to shift away from being entitled and join in creating solutions. It is tough being an average unemployed Nigerian, but you have to understand that taking yourself out of that situation is your own responsibility not the government’s or society’s. So, you must keep faith within yourself and believe you can transform your country and that is the way change would come to Nigeria.”

    Buhari names Obasanjo special envoy to Guinea Bissau crisis

    Former President Olusegun Obasanjo is to mediate in the unfolding political situation in Guinea Bissau on behalf of President Muhammadu Buhari.

    Buhari yesterday named Obasanjo as special envoy on the crisis following the dismissal of Prime Minister Domingos Simoes Pereira and his cabinet by President Jose Mario Vaz.

    Obasanjo embarked on the first leg of his mission by consulting with the current Chairman of the ECOWAS Authority of Heads of State and Government, President Macky Sall of Senegal in Dakar on Thursday.

    The consultation was in progress when Pereira was replaced as Prime Minister by Baciro Dja.

    President Buhari appealed for calm and asked the authorities in Guinea Bissau to exercise utmost restraint and ensure the maintenance of law and order as efforts continue to resolve the current crisis.

    The Guinea Bissau government and the military, according to him, should ensure respect for constitutional order, sanctity of life and safety of citizens, and avoid taking any further action capable of threatening the fragile democratic institutions recently established in the country.

    Buhari’s Special Adviser on Media and Publicity, Mr.Femi Adesina, said the President’s intervention was in line with true African solidarity and brotherhood.
