  • NHRC expresses fear over heightening electoral violence

NHRC expresses fear over heightening electoral violence

THE National Human Rights Commission (NHRC) has expressed concern over what it described as the frightening and increasing trend of electoral violence by major political actors.

The Chairman, NHRC, Chidi Odinkalu, who spoke at a news conference in Abuja yesterday, expressed fears about the commission’s findings during its recent visit to Lagos, Kaduna and Rivers states,  identified as the states with high electoral violent potentials.

Odinkalu said the outcome of the NHRC’s visitation team to states captured in its February 13 pre-election violence report and advisory, revealed a frightening trend.

He noted that since the commission’s February 13 report, which revealed that 58 pre-election killings were recorded, more of such deaths have been recorded.

But, many political actors have argued that the NHRC was conservative in its death figure.

Odinkalu said the number of pre-election violence incident reports and complaints, submitted to the commission, has increased from 10 to 30.

He added that there were evidence of major political actors’ preference for self-help as against depending on the security agencies and state-owned dispute resolution mechanisms.

“Visits to the states confirmed the assessments in the report and advisory. Certain patterns were very evident from these locations, which predispose them to a potential for significant election-related violence,” he said.

The NHRC boss named some of the identified patterns as including the deliberate arming and empowerment of militias and gangs by leading political parties, increase importation and utilisation of small arms and light weapons; increased substance abuse and psychotropic substances, among others

“In Kaduna, Lagos and Rivers states, the state governments made allegations of the use of violence or threats of violence as an instrument of coercion by the opposition party in the state.

“All the institutions, entities and communities whom we consulted with affirmed that hate speech was at unprecedented levels and nearly all warned that the level of such hate now presents a clear threat to national cohesion, irrespective of the outcome of the elections.

“In Rivers and Kaduna, in particular, we received very credible indications that PVCS may have been “bought wholesale” by politicians or communities and indications that the practice of “community voting” could seriously endanger both plans for credible elections and the safety of staff engaged to organise or administer them. These are on a level that must be taken seriously by both INEC and the security agencies.

“In all the locations, the parties suggest that the accords signed between the parties to promote issued-based campaigning and refrain from violence had broken down almost irretrievably. There is mutual suspicion and lack of good faith between the parties.

“As we go into the elections also, we must call on the parties and candidates to refrain from any

  • NRC expresses concern over accidents at railway crossings

The Nigeria Railway Corporation (NRC) has expressed concern over the increasing rates of accidents along railway crossings.

The NRC Director of Administration, Dr Aminu Gusau, said while on a courtesy visit to Gov. Mukhtar Yero in Kaduna that the accidents were caused largely due to absence of barriers at railway crossings.

Gusau noted that several lives and properties were being lost daily, and solicited the support of states and local governments to erect barriers along the crossings.

“ If a train is coming and a vehicle or pedestrian is also coming, we usually have somebody who would control the traffic and notify incoming cars of the danger ahead. This will help save lives,” he said.

He also attributed the spate of accidents to the erection of structures close to rail lines and non-compliance to traffic rules.

Gusau called on the Kaduna State Government to ratify the Memorandum of Understanding (MoU) agreed between it and the corporation for the supply of diesel to run the state’s mass train transport in the northern district.

The director also appealed to the state government to assist in protecting NRC property against encroachment and vandalism.

He said work on the 250km per hour railway system between Abuja and Kaduna had begun, adding that the Lagos-Ajakouta project and that of Lagos-Kano had been completed.

Responding on behalf of Yero, Deputy Governor Ambassador Nuhu Bajoga, assured the corporation of the state government’s support.

He described the railway transport system as the cheapest and fastest means of transportation, adding that the state government would continue to partner with the NRC to sustain it.

“Railway has touched our lives in the past, when railway died, Kafanchan died.

“We are happy that the government is coming back now with the policy of revamping the railway transport because it has being the mainstream of the transport system in the developed world,” he said.

  • Helicopter crash: Fashola expresses shock

Lagos State Governor Mr. Babatunde Fashola (SAN) yesterday cancelled his engagements to mourn the deaths of Kaduna State Governor Patrick Yakowa and former National Security Adviser (NSA) to the President, Gen. Andrew Azazi. He described their deaths as shocking

Recalling his recent encounter with the two men, Fashola said: “It is horrific and I’m horrified not only because of the lives lost or the personalities involved. This is one of the losses we don’t really need. In my view, this kind of tragedy is avoidable.

“I just begin to reflect on the things Governor Yakowa and I promised to do together. I was supposed to visit him in Kaduna. There were areas he wanted us to cooperate. I saw Gen. Azazi a week ago when we launched the Monopoly Board and he said, ‘look Tunde, we have to see over Christmas’, and I said I would see to it. Now to think that all those things are not going to happen because they have lost their lives in an helicopter crash is horrifying.”
