Parents raise alarm over alleged extortion levies in Abia federal secondary school

Parents and guardians of students at the National Institute of Nigerian Languages Demonstration Secondary School (NDSS) and Nursery/Primary School (NNPS), Aba, Abia State, have called for urgent intervention from the Minister of Education and the Abia State Commissioner for Education over alleged extortion by the school management.

The two institutions, which serve as staff schools of the National Institute of Nigerian Languages (NINLAN) and are located along the Obingwa axis of New Umuahia Road, have a combined population of about 2,000 students drawn from staff families and the general public.

Speaking at a press conference in Aba, parents under the aegis of the Parents Teachers Association (PTA) accused the NINLAN management of introducing “extortionist fees” and arbitrarily increasing levies by more than 100 percent.

PTA Chairman, Dr. Chidi Emenike, said parents were shocked by the announcement of a massive hike in tuition and boarding fees for the 2025/2026 academic session by the Executive Director of NINLAN, Professor Ogbonna Onuoha. He described the new rates as unrealistic and unsustainable.

According to him, primary school fees were raised from ₦20,000 to ₦44,500 per term, while secondary school fees jumped from ₦35,000 to ₦65,000. Boarding fees also increased from ₦100,000 to ₦140,000, despite falling food prices nationwide.

He added that other levies—such as annual caution fees of ₦20,000 for secondary students and ₦10,000 for primary pupils, medical fees of ₦10,000 and ₦5,000 per term for secondary and primary pupils respectively, as well as ₦5,000 each for ICT and examination fees—were unjustified.

“These hikes are unbearable and defeat the very essence of the demonstration schools, which were established to provide affordable education for the children of NINLAN staff and the host community,” Emenike said.

Another PTA member, Barrister Chukwuemeka Nwachukwu, argued that the schools cannot be run like private institutions where decisions are imposed without consultation. He said the PTA was not opposed to the official ₦65,000 tuition approved by the federal government but rejected the “obnoxious and exploitative levies” introduced by the management.

Nwachukwu appealed to the Federal Ministry of Education, the Abia State Government, the National Assembly, and other relevant authorities to intervene and reverse the increments, warning that many parents might be forced to withdraw their children.

He lamented that parents like him, whose children are in critical examination classes, are trapped by the timing of the hike, as transferring students would affect their eligibility for upcoming external examinations.

Efforts to reach the Public Relations Officer of NINLAN, Chris Nwankwo, were unsuccessful as calls and messages to his phone went unanswered at the time of filing this report.

Residents protest extortion, exploitation by EKEDC

Residents of Itire, Ijesha, Eyin-Iga, Odo-Eran and Ikate in Itire-Ikate Local Council Development Area of Lagos State have protested against Eko Electricity Distribution Company (EKEDC) for ‘extorting and exploiting’ them.

They said EKEDC has not given them prepaid meters despite payment made.

Protesters gathered at Onitire’s palace to protest the anomaly. They carried placards: ‘On Prepaid We Stand, No to Extortion, Exploitation and Disconnection’; ‘Estimated Billing is Illegal, fraud and unconstitutional’; ‘Enough is Enough, EKEDC is a parasite’, among others.

Former councillor, Jamiu Mumuni, berated EKEDC for being lackadaisical about House of Representatives directive that it should meter the area by March.

He said: “We say no to estimated billing. EKEDC should be considerate because we will not pay for electricity we did not consume.

‘‘House of Representatives Committee on Public Petition ordered EKEDC to meter us by March. But they are not showing signs of obeying that order. If they cannot meter, they should bring bills commensurate to what we consume. The economy is not smiling and they should not add to people’s problems. They are mere business concerns milking our people unjustly and illegally, and we say no to that.

“Our demand is simple. Meter everybody or we will not pay. You cannot be extorting us and telling us to pay for darkness. We say no…”

A community leader, Paul Olategbon, said the people must be free from EKEDC.

He said: “This protest is to tell EKEDC to do the right thing.

“We paid for prepaid meters but are yet to get them. EKEDC gives us estimated bills. When we complain about a single bill, they will disconnect the transformer and put us in darkness, yet bring us estimated bill and expect us to pay for darkness…’’

Pastor arrested in Abuja over ‘extortion, illegal land sale’

Security agents attached to the Federal Capital Territory (FCT), enforcement taskteam yesterday arrested two suspected land grabbers – Yusuf Garba Ibrahim alias Baba Khalifa and Pastor Prophet Emmanuel Ayisa – for masterminding illegal sale of land around Kado and Jahi Districts of Abuja.

Secretary, Command and Control of the FCTA, Peter Olumuji, said some persons had asked owners and occupants of illegal structures in the area to contribute money to escape demolition of their structures. He added that the Commissioner of Police has ordered an investigation and prosecution if they are found guilty.

He said: “Prosecution will serve as lesson and deter others still involved in defrauding people who are victims of demolition in the area. This is something the FCT Administration will never tolerate.”

But Ibrahim, who refuted the allegations, said he didn’t collect money from anybody to enrich himself. “The money was given to the Gbagy people who own the cashew plantation in the area. The land I sold to them to build, the money collected was to pay compensation to Gbagy people for the place they built”.

When asked if he was serving as an agent to Gbagy people, he said: “Yes, they own this place and the cashew belongs to them.

“I just joined them recently, so they are paying the money to them for cashews (economy trees), not for any other issue,” he said.

Pastor Ayisa, who was allegedly fronting for FCTA, also denied collecting money to bribe FCT officials.
