    NNPC eyes $25b investments in gas

    Nigeria is anticipating over $25billion investment in the gas industry in the next 10 years due to its huge opportunities, a report from the Nigerian National Petroleum Corporation (NNPC) has said.

    The report titled, The Nigerian Gas Sector- Overview of Investment Opportunities, showed that the country boasts of immense gas resources that could easily bring in local and offshore business to the country.

    According to the report, scope exists for syndication of competitive finance in the industry as many companies would like to play in the sector, realinsing that there would be return on investment.

    It said the operators will enjoy government’s concessions through gettingaccess to loans for growth once they display readiness to do the right thing.

    ‘’There exists concessionary government-to-government loans for operators. This is in addition to third party commercial loans among other financial services. The investment opportunities include pipe milling and fabrication yards, gas transmission pipelines, upstream gas development, and Liquefied Natural Gas (LPG) and (LPG) Plants. Others are gas processing facility / gas based manufacturing industries, Koko Free Trade Zone Port Infrastructure and real Estate Development and financial services,” the report noted.

    According to the report, Nigeria has the potentials to transit from being a crude oil country to an integrated oil and gas nation, adding that the country could generate as much revenue and economic benefits from gas as it does from its 2.5million barrel per day oil exports.

    ‘’Our aspiration translates to natural gas production growth from about four billion cubic feet per day to over 10billion cubic feet per day in 2017. Nigeria will be creating a gas industry that is much bigger than most national oil industries in Africa. This growth creates an incredible amount of investment potential,’’ the report added.

    The Federal Government is aiming to realise N2.95 trillion from non-oil revenue by the end of 2014, the Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala, has said.

    Mrs. Okonjo-Iweala, who made this known to State House correspondents at the end of the Federal Executive Council (FEC) meeting in Abuja, yesterday, explained that of the amount, the Federal Inland Revenue Service (FIRS) is expected to realise about N2.2trillion, while a foreign Consultant and an international tax firm, McKinsey & Co, will be saddled with the task of getting the additional N75billion, also from the non-oil sector.

    To get the N75 billion, she said efforts would be intensified to get on the system those who have either been evading taxes, or paying less taxes than they ought to pay, adding that the consultant is expected to get 1.75 per cent Commission, averaging N470million if it is able to generate the additional N75 billion non-oil revenue.

    She said: “The FIRS brought a memo seeking to strengthen non-oil tax collection and non-oil revenue collection. The drive that this administration is undertaking in terms of diversifying the economy seems to be yielding results. We need to expand our tax and revenue base to be able to do better.

    “Nigeria’s tax to GDP ratio currently is relatively low at 7 per cent compared to other countries of the world. Our aim is to move from 7 percent to 22 per cent over time in the medium term. We are hoping over the next five years, the country will move gradually to this ratio. We want to do that through blocking all the loopholes and leakages in tax collection. That is why we resolved to find avenues to support the FIRS,” she added.

    Mrs. Okonjo-Iweala pointed out that about 65 per cent of registered tax payers did not file returns in the past two years, while about 75 per cent of medium and small businesses currently in the tax system, were also not paying tax, adding that about 30 per cent of the companies operating under pioneer status abuse those incentives and evade tax.

    She said the consultant has outlined seven steps to be taken by the FIRS to boost non-oil revenue, including improved audit, tax filing enforcement, review of tax holidays and exemption, tax arrears and debt enforcement, increased registration of companies and improved external communication.

    She said the President’s anticipatory approval for the award of contract for the provision of technical support for non-oil revenue enhancement and capacity building services to the FIRS in favour of Messrs Mckinsey & Company for N1.470billion inclusive of all taxes equivalent to $8.750million with a completion period of 12 months, has been secured.

    Ideye eyes Ukraine PL golden boot

    Super Eagles and Dynamo Kiev striker Brown Ideye has revealed his desire to emerge the top goal scorer in the Ukrainian premier league by the time the current season comes to a close. Ideye has found the back of the net 13 times this campaign for Dynamo in 21 appearances.

    He faces a tough battle of the goal king title against Shakhtar Donetsk’s Henrikh Mkhitaryan who is already with 19 goals, six ahead of the Nigerian at second spot.

    The 24-year-old in an interview on Dynamo’s official website revealed that he would be happy to end the season as the highest goal scorer but insisted the club’s success is more paramount to him than personal achievements.

    “I really want to become the top scorer of the Ukrainian championship. There are still 9 games, in which I will try to score as many goals. Truth is I’m most interested in winning with my club Kiev “Dynamo” and not interested in personal achievement,” he said.

    Ideye’s goals have had a great influence on the club’s position on the log this season and the Nigerian who has not scored for the Kiev club since his return from Africa Nations Cup in South Africa will hope to improve on his game and get more goals to help his side finish the season on high.

    Federal Govt eyes N25.7b in 30 years from FESTAC Phase II

    MESSRS New FESTAC Property Development Company is leading four other firms to develop the second phase of FESTAC Town under a Private-Public-Partnership (PPP) arrangement.

    Also named as co-developers at the Federal Executive Council (FEC) meeting yesterday are: PW Nigeria limited, LCC Nigeria Ltd, Enaco Nigeria Ltd and Funtaj, Minister of Lands, Housing and Urban Development, Ms. Ama Pepple said.

    Ms Pepple, who spoke in the company of her colleagues Labaran Maku (Information), Abba Moro (Interior), told reporters after the FEC meeting, said her ministry had earlier presented a memo to FEC, proposing the development of FESTAC Phase II on the remaining part of the land acquired for the housing scheme in 1977.

    According to her, the Federal Government will generate N25.7 billion. The developer will manage the facility for 30 years under a three-year moratorium period to enable the concessionaire begin and stabilise with the project. The government is also expected to earn a yearly income of N150 million as ground rent.

    She said the government had in 1977 acquired 2,240 hectares to the develop a new city to host Africa and the Black Diaspora in the first-ever African Festival of Arts and Culture (FESTAC), pointing out that the present FESTAC was developed on a section of the expansive parcel of land.

    The minister said: “We estimate that when it is completely reclaimed and sand filled, because it is a swampy area that we will be able to create at least 7000 plots and then the new area FESTAC Phase II will be like a new city with houses, shopping malls, schools, police station, health centers among others.

    “We also expect that a lot of money will accrue from it. It has been presented to Council before, but it was turned down because at the time Council believed that the amount that would have accrued to the government that was put at N10.6 billion, it was too small considering the size of the plot and the fact that it is Lagos. This was in 2006.”

    But she explained that the new memo submitted to FEC has been reworked with a new cost and revenue which was eventually approved.

    The minister said: “We worked on it again and we looked at what it will cost the company to reclaim the land and the figure that we came up with was N25.7 billion. It is going to be concessioned over a 30 year period.

    “And we also expect that in addition to the N25.7 billion that will accrue over the 30 year period, that we will also get in a year about N150 million in ground rent, but this is not a firm figure. This is just an estimate because it can go up and it can go down depending on the economic environment that we find ourselves.”

    She also disclosed that President Goodluck Jonathan has approved a plan for the ministry to begin some level of enforcement to sanitise the already developed section of FESTAC through the provision of basic infrastructure.

    Moro said the government has a plan to introduce an e-prison concept to check regular jail breaks, which has been fuelled to be in collusion with corrupt prison officials.

    “As at today, 38,000 persons are currently awaiting trials while the total number of prisoners in the Nigerian prisons is 54, 000,” he said.

    Stressing that the Nigerian Prison Service (NPS) was still operating on the basis of 1963 Prisons Act, which is out-dated, he said that a new bill has been sent to the National Assembly to update the law.

    The bill, according to him, will address some of the teething problems the prison system is encountering in Nigeria and also go further to classify the nature of crimes and appropriate sanctions.

    “One of the highlights is the proper categorisation of crimes and punishments, including suspended sentence and community service,” he said.

    Speaking on his ministry’s activities for last year, Moro said the government is set to introduce electronic surveillance at the borders and restrategise its new visa policy to remove bottlenecks in issuance.

    He said the present PPP arrangement in the new policy for the production of passports has helped to reduce the long queues experienced in the past.

    Moro warned unsuspecting applicants to ignore any website advertising employment on behalf of the ministry as there is no on-going recruitment.

    According to him, some of the people involved in the employment racket have been arrested and prosecuted with one of them given seven years jail term.

    “We are working very hard to ensure that we win the Nigeria Premier League and go ahead to win the CAF Champions League for our dear fans, the state government and the Management Board of the club.

    “It’s been very long, since 1992, that is 20 years now that 3SC last won the CAF Cup called Confederation Cup. So, our ambition is not to only win the Premier League but to go on to win the lucrative CAF Champions League for the club for the very first time in the club’s history since the club missed out twice in the final of the competition”, Odubola told SportingLife.

    He also boasted that the club has very good legs that could help achieve their targets for the coming season.

    “Firstly, we have done everything possible to retain almost all our best players. Besides that, we have shortlisted some very good players that we found during our participation in both the Nigeria Premier League and the Federation Cup. The players are already with us blending with the team. We also negotiating with them presently”, Zico disclosed.

    He eventually revealed their names as Sani Mohammed, a midfielder with the Ocean Boys; Charles Itue, a central defender from Crown FC, Ogbomosho; Jacob Eke, a striker from Kaduna United; Dolphins FC left winger and Azeez Shobowale.

    “The other two players are our players which include our left full back Chima Akas who was injured while playing for the Nigerian Olympic team that crashed out of the last 2012 London Olympics. Akas scored six goals to emerge second highest goal scorer behind another left full back Mutiu Adepoju who scored seven goals”, Zico revealed.

    VICTOR Moses stayed in the background as Chelsea players had their official picture taken with the Champions League trophy.

    But he got a sneaky touch of the trophy when nobody was looking and now wants to create history as part of the first team to retain the cup.

    Moses said: “Everyone was having their picture taken but not me. I just walked away, although I did touch it. I thought to myself, ‘Hopefully, we will win it again this year’.” Moses leapt into the pages of Chelsea folklore when he came off the bench to score a 94th-minute winner against Shakhtar Donetsk in the previous round of matches.

    Chelsea can now virtually seal their passage to the last 16 if they beat Juventus in Turin on Wednesday.

    It’s a huge challenge but Moses, 21, knows all about fighting the odds after fleeing to England aged 11 when his parents were killed in religious riots in Kaduna, Nigeria.

    His father, Austin, was a Christian pastor, and his mother, Josephine, helped with his work but were killed during the riots between Muslims and Christians.

    Moses said: “Wherever my parents are, they should be looking down being proud of me.

    “It has been a long journey and I just want to keep strong.”

    AFRICAN CUP OF NATIONS QUALIFIERS: Ideye eyes starting shirt

    SUPER EAGLES’ invitee and Dynamo Kiev striker Brown Ideye has shared his thoughts on his invitation to the national team once again by Stephen Keshi for the African Cup of Nations qualifying match against Liberia in Calabar.

    The Nigerian striker who makes the list of 15 foreign based players invited to battle Liberia on October 13, said it is always an honour for him to be called upon when the need for national assignment arises.

    Speaking live in an interview mornitored on radio yesterday, Ideye added that besides his patrotism and commitment for his father land he accepted to honour the call up with high hopes to be part of action in Calabar.

    It would be recalled that Ideye was the only foreign based player who missed action in Monrovia as he was kept on the bench throughout the match alongside some other home-based players.

    He said: ” I am happy to be invited. it shows that the head coach believes in me, though I was not part of action in Monrovia but the paraded players were just wonderful. Every coach has his own style and vision of the game. Maybe he thought I would not be able to express myself. So, he did not let me enter the field. I hope technical decision will have me in action in Calabar, though the decision rests solely with the head coach.”

    Ideye also said it would be wrong for anyone to discriminate between the home lads and the Eagles’ stars after the wonderful outing at Monrovia saying both sets of players are pride of the national team.

    “ I have said it before the home boys are professionals like us based in Europe so it will be wrong to discriminate. I was once a player in the Nigeria league and I know how challenging it is.

    “ They have confidence and character. I watch the match on the bench and I think if they maintain the feat they can also win shirts to start even ahead of some of us based abroad,” he added.

  • Four-star Chidera eyes more goals

    He has already scored four goals in two matches for the Golden Eaglets but Chidera Ezeh has confidentially enthused that he would get among the goals if fielded against Junior Menas of Niger on Saturday.

    Chidera, one of the graduates from the national Under-15 team, has responded with aplomb with a rich vein of form. He cracked home the team’s first ever hat-trick when he came in as second half substitute in a recent international friendly against Junior Wasps of Rwanda and increased his tally to four with a beautiful solitary strike in the 4-1 win over Niger penultimate Saturday.

    Yet the lad has set fresh target, saying he relishes the opportunity of playing for Nigeria at this level.

    “I think all goals I have scored are important but I’ll pick the goal I scored against Niger in Niamey as the best yet because it was in a competitive match,” said the Senior Secondary School 2 student. “I’ve been lucky to be here and I want to make good use of every opportunity given to me.”

    Asked if he has premonition that he was going to score against Niamey after coming on as a second half substitute for two-goal hero, Ibrahim Alhassan.

    “The credit must always go to the coaches who thought I could do something by bringing me on to play against Niger,” Chidera as he loves to be called, said with child-like innocence. “I love scoring goals and I don’t usually go into a match thinking of whether I would score or not.

    “I always pray to be at the right position at the right time and I hope I would be given the same opportunity on Saturday,” he said asking Nigerians to pray for the team’s success.

    “Our team is very good and we can be better,” he said matter-of-factly. “We want Nigerians to keep faith with us and we won’t disappoint them. We would approach the game against Niger on Saturday with all seriousness and I would be glad if given the chance to play.”
