    Fed Govt’s Northeast Initiative rejigging education

    Accelerated Senior Secondary Education Programme (ASSEP), a collaboratiion between Federal Government and Northeast Development Commission (NEDC), is transforming education outcomes in Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe.

    Launched by Vice President Kashim Shettima on May 18, ASSEP focuses on Science, Technology, Engineering, Mathematics and Agriculture (STEMA) to drive development and empowerment.

    Senior Special Assistant to the President on Regional Development, Dr Mariam Masha, led the Project Implementation Team (PIT) on a tour of Bauchi State schools and convened a session with critical actors in the state education sector.

    Schools visited include Government Girls, Bauchi; Government Girls Day Secondary School; Kofar-Wambai, and Sa’adu Zungur Model School.

    The team inspected science laboratories, ICT centres and interacted with teachers in ASSEP’s black belt teacher training component, among  others.

    Speaking with stakeholders, Masha lauded them, stressing ASSEP aligns with President Bola Tinubu’s genda to bridge education gap in the region.

    “By focusing on STEM, ASSEP prepares pupils for a technologically driven future of economic growth and development, “she said.

    Bauchi State Commissioner for Education, Jamila Dahiru, said  the programme will enhance quality of education.

    “The impact is felt in teachers and pupils.We will provide an enabling environment for ASSEP to succeed,”  she said.

    State President of All Nigeria Confederation of Principals of Secondary Schools, Rabiu Shehu hailed ASSEP’s positive results, advocating sustainability and extension to other schools.

    Fed Govt, WEMA Bank partner to empower 500,000 women

    The Federal Government, through the Ministry of Women Affairs, has announced a strategic partnership with WEMA Bank Plc to implement empowerment programs targeting 500,000 women across the country’s six geo-political zones.

    This partnership, outlined in a statement yesterday by the Ministry’s Head of Information and Public Relations, Mrs. Grace Njoku, seeks to address poverty, unemployment, and inequality.

    The initiative, part of President Bola Tinubu’s “Renewed Hope Agenda,” focuses on skill acquisition, agriculture, and the provision of grants and loans.

    The Minister of Women Affairs, Barr Uju Kennedy-Ohanenye, emphasised that the project will contribute significantly to national development by economically empowering women, who make up a substantial portion of Nigeria’s population.

    In her remarks, the minister highlighted the critical role women play in tackling societal challenges such as early marriages, domestic violence, and poverty.

    “With women and children comprising 70 per cent of Nigeria’s population, empowering the gender through skill acquisition, access to grants and loans, as well as business tools will yield significant positive results,” she said.

    She reiterated the Ministry’s commitment to creating an enabling environment for women’s empowerment, particularly at the grassroots level through farming, food processing ventures, and tailoring, among others.

    “By doing so, Nigeria can expect a reduction in out-of-school dropouts, sexual and gender-based violence, as well as early marriages, allowing women to earn, make profits and also contribute meaningfully to the growth and development of not only their families, but the nation at large, the Minister added.

    According to the statement, WEMA Bank, under the leadership of Managing Director Moruf Oseni, pledged its commitment to women-focused initiatives as part of its Corporate Social Responsibility (CSR).

    “We were in the Ministry, alongside other partners, to discuss modalities for a robust partnership on women empowerment through the MOWA-SARA accelerator program,” he stated.

    Represented by the bank’s Executive Director of Retail and Digital, Tunde Mabawonku, Oseni reaffirmed the bank’s willingness to partner the Ministry through its cluster arrangement for women empowerment across the States, assuring that a portion of its Corporate Social Responsibility (CSR) will be on women-focused initiatives in order to enhance the economic status of Nigerian women.

    Fed Govt develops policies to support circular economy

    The federal government has developed policies, programs, and partnerships to support the circular economy by investing in waste management infrastructure, promoting sustainable agriculture, and encouraging private-sector innovation.

    This development is done through the Extended Producer Responsibility EPR, with products like Batteries, Foods, Beverages, Electrical/Electronics, and Used Tyres, this again includes all the sectors in manufacturing, production, and importation with the mandate to subscribe to their relevant Producer Responsibility Organisations (PRO).

    The Director General National Environmental Standard and Regulations Enforcement Agency, NESREA Dr. Innocent Barikor disclosed this during a media dialogue on circular economy in Abuja stating that Nigeria is already reaping the benefits of circular economy with the green jobs that have been created along the value chain in the different sectors.

    Barikor noted that gradually Nigeria will begin to reduce waste and other forms of pollution. Circular Economy is a model that transforms the way we produce, consume, and dispose of resources. It is a sustainable economic model that aims to reduce waste and the consumption of resources by promoting the reuse, recycling, and refurbishment of products.

    He said” “It seeks to keep products, materials, and resources in use for as long as possible, minimizing waste and pollution. Nigeria has since embraced the circular economy model, with NESREA spearheading the initiative. The programme emphasizes shared responsibility, sustainability, and environmental stewardship.

    “It effectively extends the responsibility of manufacturers, producers, and importers beyond production and sales, and makes them responsible for the total life cycle of their products. It also synchronizes with the 8-point Agenda of the President Bola Ahmed Tinubu Administration, particularly in the areas of Economic Growth and Job Creation, Food Security, and Ending Poverty.”

    Bintu Kolo Mohammed, the Director of Partnership and Education, emphasized that the Circular Economy goes beyond just changing how we manage resources; it represents a fundamental shift in our relationship with the environment.

    According to him, it moves away from the linear model of using and disposing of resources and instead focuses on redesigning products so that they can be reused, recycled, refurbished, and repurposed.

    He said this approach aims to help regenerate our natural resources in a closed-loop system.

    Fed Govt okays N158b for Lekki Port service lanes

    The Federal Executive Council (FEC) has approved a N158 billion contract for the building of service lanes connecting the Lekki Deep Sea Port through Epe to the Shagamu-Benin Expressway.

    The project will be handled by Dangote Industries under the Federal Government’s Road Infrastructure Development Fund and Refurbishment Investment Tax Credit Scheme.

    This approval was one of the major resolutions from the FEC meeting, presided over by President Bola Tinubu  as contained in a statement .

    The planned service lanes, set to pass through Epe to the Shagamu-Benin Expressway, are expected to significantly reduce traffic congestion within Lagos, particularly with the concentration of industries in the Lekki Free Trade Zone.

    Once construction begins, the project will facilitate smoother movement of goods.

    The Dangote Group, one of the leading private sector giants in Nigeria, benefits from reduced tax liabilities by undertaking public projects that contribute to national development.

    Under the Federal Government’s Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, companies like Dangote Industries can receive tax credits in exchange for funding and completing public infrastructure projects, allowing them to “pay” for the project through future tax deductions.

    As of August 2024, nine major road projects across the country were being funded by Dangote Group under this scheme, according to a review by the Ministry of Works.

    These projects include 35 kilo metre Apapa-Oworonshoki Expressway – Lagos State; 38 kilo metre section of Abuja-Kaduna-Kano Road Dualization; 49.577 kilo metre Dikwa-Gamboru-Ngala Road – Borno State; Nnamdi Azikiwe Road (Western Bypass) – Kaduna State; 49.153 kilo metre Bama-Banki Road – Borno State; and 105 kilometer Obelle-Ilaro-Papalanto-Shagamu Road Dualization. Others are the 54.239 kilo metre Deep Seaport Road – Lagos State; 65.5 kilo metre Afikpo-Okigwe Road – Ebonyi and Imo states; and 53.7 kilo metre Side Lanes for the Lekki Deep Seaport – Lagos State.

    With the new FEC approval, the number of road projects being handled by Dangote Group has now risen to ten, making it the top private sector player in the scheme.

    Comparatively, BUA Group is handling seven road projects, that include the 20 kilometer of roads in each of the three sections of Lokoja – Benin Highway, the 17.6kilo metre section of Abuja-Kaduna-Kano road with additional 3 kilometer to be included at the Kano axis,  132.5kilo metre Kano-Kongollam in Kano, Jigawa, and Kastina States, the 130kilo metre Bode Sadu – Kaiama road, 42kilo metre Eyenkorin-Offa road, the 73kilo metre Lafiaji-Bacita road and the 37kilo metre Okuta-Kenu road all in Kwara State.

    While Mainstream will handle  the 76.586kilometer Malando – Ngasike – Wara road in Kebbi State, the 45.13kilo metre Sabon Gari – Yuni – Auna Road in Magami LGA of Niger State and the asphalt overlay of Mokwa-Nasarawa road in Niger State.

    In addition, MTN will oversee the dualization of 107kilometre Enugu- Onitsha road.

    The Minister commended the good works completed on ongoing projects by Dangote Plc, like the Apapa-Owonronshoki Expressway,the Lekki-Deep Seaport road and the construction  of Nnamdi Azikiwe road (western bypass) in Kaduna State. He also commended BUA for the good job being done  at Ekpoma on the Lokoja  Benin Highway project

    Fed Govt reworks modalities for airports’ concessions

    The Federal Government is reworking its template for the engagement of private sector participation in the aviation sector through concession of airport terminal buildings and other infrastructure expected to yield huge revenue into its coffers.

    To drive this, the Ministry of Aviation and Aerospace Development and some agencies under its jurisdiction , including the Federal Airports Authority of Nigeria , FAAN, have embarked on a working tour to some developed countries in Europe, US and Middle East to understudy the model applicable in such climes, with a view of replicating such in Nigeria.

    Significantly, the government sources familiar with the development hinted are looking at the components of such models that will not lead to loss of jobs for the industry’s workforce.

    To drive the agenda, the government the source hinted is considering an intentional tweak of some of its policies that would make allowance for inheriting of assets and liabilities of the concerns earmarked for private sector take over.

    Concession of airports, which experts say would create a window for tapping into huge revenue opportunities at airports for flights and other related facilities will assist to optimise existing air transport infrastructure

    Confirming the development, Minister of Aviation and Aerospace Development, Mr Festus Keyamo said discussions are being wrapped up in many quarters to birth a template for crisis free concession of airports and other facilities.

    Speaking in an interview in Lagos at the weekend, Keyamo said : “ What the governmentcan do is to open up the environment for private businesses to thrive. The government does not need to give money. What type of money do you want to give to the aviation industry? It is so capital-intensive. No amount of money the government gives the industry that can make them survive.

    “ It is the kind of policies to attract foreign investors, to attract patronage, to make the environment especially safe and conducive for people to come in with their equipment, their

    Keyamo disclosed that the government is preparing to advertise for new concessions but will prioritise transparency and inclusivity, particularly with regard to unions and workers’ job security.

    “We are advertising very soon for concessions. However, we want to carry the unions along. This is my major focus in this drive. I don’t want to do it like the previous ones where there were complaints either from within or outside.”

    Keyamo assured workers that their jobs are safe, noting that any concession agreement must take their welfare into account.

    “One of the first conditions we will give whoever wants to do concessions with us is that you carry out liabilities along, the workers. Make sure their jobs are safe. Then, we can start talking,”

    Keyamo said the government is reaching out to global partners to facilitate easy access for acquisition of airplanes for indigenous operators.

    He said : “ I am very clear as to our direction in the aviation industry and Mr. President directed that we should go that way. I want to thank Mr. President for giving us all the support. I am sure you see the clear difference in policies. One says no. We cannot do it. So, go and get people from outside to come and dominate our space. I say no. Let us see how those people do it and rather bring that same environment to our own people to achieve what others, who are not anyway, better than us, can achieve,” he stressed.

    Keyamo highlighted that the current administration is taking the “hard road” by addressing the root causes of the challenges Nigeria faces in the aviation sector.

    He pointed out that he has travelled across the globe to engage with international experts to learn what is required to elevate Nigeria’s aviation industry to the level of nations like Qatar and Ethiopia.

    “What we have done is to take the hard road. What is the hard road? We decided to go round the world to say, ‘Look! What do you want us to do to be like Qatar; to be like Addis Ababa? What do you want us to do?’ They gave us conditions,” the minister explained.

    According to Keyamo, Nigeria already possesses the fundamental elements needed for success in the aviation industry, such as a strong economy, a large population, and a robust travelling public.

    The minister revealed that the Ministry has started addressing the conditions set by international bodies, which had been ignored for over a decade by previous administrations.

    “We have the country already. We have the economy. We have the population. We have the travelling public. So, why can’t we be like them? So, they gave us these conditions. We have started to address the conditions one by one. Other people ignored these conditions in the past.

    “I saw letters from ten years ago, five years ago that they wrote to Nigeria to say, you are not fulfilling this, and they ignored those letters. I went back to those letters,” he said.

    Keyamo further detailed that the government’s recent efforts have earned Nigeria recognition in the global aviation community, particularly after fulfilling the requirements of the Cape Town Convention.

    This, he believes, will pave the way for Nigeria to become a preferred destination for lessors and financiers in the global aviation market.

    “This is the first step. There are other steps coming. What we did is, we drew from our wealth of professional background. We did the Cape Town Convention. We did the practice direction. They are rating us high,” Keyamo explained.

    The minister expressed confidence that the chosen path would lead Nigeria to becoming a key player in the global aviation industry, stating, “To ensure that this country becomes a country that enjoys the patronage of lessors and financiers across the world, that is the path we have taken.”

    •It’s a game-changer for Nigeria’s maritime future, says Oyetola

    The Federal Government has endorsed the Bakassi Deep Seaport Integrated Project.

    The project is an infrastructural initiative foe transforming Nigeria’s maritime sector and boosting the economy.

    The Minister of Marine and Blue Economy, Adegboyega Oyetola, announced the endorsement at a stakeholders’ engagement organised by the Cross River State government in Calabar, the state capital.

    In a statement by his spokesman, Ismail Omipidan, the minister said the project has the potential to be Nigeria’s first agro-value chain-based deep seaport.

    Oyetola, who was represented by the ministry’s Permanent Secretary, Mr. Olufemi Oloruntola, emphasised the strategic importance of the deep seaport.

    According to him, the project includes a 217-kilometre superhighway, which will serve as the evacuation corridor to the North.

    The seaport is expected to also facilitate the export of key agricultural products, such as rubber, timber, cocoa, palm oil, and livestock.

    Oyetola said export activities at the seaport would enhance Nigeria’s competitive edge in the global market and boost foreign exchange earnings.

    “The Bakassi Deep Seaport is not just an infrastructure project; it is a symbol of our commitment to sustainable practices and economic diversification,” he said.

    The minister lauded Cross River government’s adoption of the Public-Private Partnership (PPP) model, which he described as a sustainable approach to funding, managing, and enhancing maritime infrastructure.

    Oyetola said: “This model would ensure the port’s competitiveness and attractiveness to both local and international stakeholders from the onset.”

    The minister also highlighted the alignment of the project with the Federal Government’s Renewed Hope Agenda under President Bola Ahmed Tinubu’s administration.

    He described the establishment of the Federal Ministry of Marine and Blue Economy as a strategic move to tap into the vast opportunities within Nigeria’s maritime sector and support indigenous businesses in bridging infrastructural gaps.

    Oyetola expressed confidence that the Bakassi Deep Seaport would contribute significantly to Nigeria’s socio-economic development through job creation, trade facilitation, and increased revenue generation.

    He urged stakeholders to seize the opportunities presented by the project and continue supporting the growth of Nigeria’s maritime sector.

    The federal government is intensifying efforts to enhance service delivery and governance by ensuring ministries, departments, and agencies (MDAs) adapt to the evolving digital landscape.

    This initiative includes the Bureau of Public Service Reform’s (BPSR) ranking of government websites to assess their performance.

    Secretary to the Government of the Federation (SGF), George Akume, emphasized the importance of scorecards in advancing the government’s digital transformation agenda.

    Speaking at the 2023-2024 federal government scorecard ranking event in Abuja, Akume noted that these rankings serve as a critical tool for evaluating the effectiveness and accessibility of government websites while underscoring the role of technology in promoting efficiency, transparency, and citizen engagement.

    In today’s world, he said: “Government websites are the primary interface through which citizens and businesses engage with public institutions. It is therefore critical that these websites are not only functional but are also responsive, secure, and accessible to all. This initiative also aligns with the government’s broader goals of enhancing e-governance and creating a public service that is transparent, accountable, and citizen-focused.

    Speaking, the Director General of the Bureau of Public Service Reform, Dasuki Arabi, expressed delight in the Panel of Jury, for their diligent and thorough evaluation of the websites of MDAs. 

    Their expertise, dedication, and tireless efforts have been instrumental in ensuring the integrity, credibility, and success of the Scorecard assessment process.

    He added that the Scorecard has revolutionized the way MDAs approach digital governance, improving both the administration of public services and the accessibility of government information.

    It has set new benchmarks for transparency, accountability, and efficiency, all of which are essential to building public trust and confidence in the institutions.

    In the government scorecard ranking, the Federal Road Safety Corp, FRSC came in first position, second position was, The Nigerian Export Promotion Council, the third position went to the Independent Corrupt Practices and Other Related Offences Commission ICPC, the second position again went to Nigerian Content Development Management Board. The Nigerian Ports Authority clinched the third position. Other MDAs are urged to measure up next time.

    The Federal Government has said this year’s Independence Day celebration on October 1 will be a subdued affair to reflect the nation’s sober mood.

    The Secretary to the Government of the Federation (SGF), Senator George Akume, announced this while inaugurating an inter-ministerial committee to plan the event.

    A statement yesterday in Abuja by the Director of Information in the Office of the Secretary to the Government of the Federation (OSGF), Segun Imohiosen, reads: “The Federal Government has inaugurated the Inter-Ministerial Committee for the 2024 Independence Day celebration vested with the responsibility of planning, organising and executing all approved activities lined up to commemorate the sacrifices of Nigeria’s founding fathers.

    “Inaugurating the Inter-Ministerial Committee, the Chairman of the Committee, the Secretary to the Government of the Federation, Senator George Akume, represented by the Special Adviser to the President on Policy and Coordination, Hadiza Bala Usman, said the 64th Independence anniversary celebration would be low-keyed to reflect the trying times the nation is undergoing.

    Fed Govt reports improved economic performance

    The federal government has revealed that the country’s economic performance in the second half of 2024 surpassed that of the same period in 2023, signaling robust growth despite ongoing challenges.

    This update was provided by the Permanent Secretary of the Federal Ministry of Finance, Mrs. Lydia Shehu Jafiya, during a sensitization programme on the forthcoming implementation of the Quarterly Citizens and Stakeholders Engagement.

    Mrs. Jafiya reported that Nigeria’s Gross Domestic Product (GDP) experienced significant growth in the second quarter of 2024, with a year-on-year increase of 3.19 percent in real terms. This figure represents a notable improvement from the 2.51 percent growth recorded in the second quarter of 2023 and exceeds the 2.98 percent growth observed in the first quarter of 2024.

    The growth was primarily driven by the services sector, which expanded by 3.79 percent and contributed 58.76 percent to the aggregate GDP. The industry sector also showed marked improvement with a growth of 3.53 percent, up from -1.94 percent in the same period of 2023. However, the agriculture sector grew by 1.41 percent, a slight decrease from the previous year’s 1.50 percent.

    The aggregate GDP at a basic price for the second quarter of 2024 was reported at N60.93 trillion, surpassing the N52.10 trillion recorded in the same period of 2023. This represents a year-on-year nominal growth of 16.94%.

    Mrs. Jafiya emphasized the Federal Government’s commitment to economic revitalization through collaboration with various stakeholders. She stressed that the Ministry of Finance plays a critical role in shaping Nigeria’s economic future, ensuring that policies are effectively communicated and enriched by stakeholder feedback.

    To further enhance transparency and accountability, the Federal Government is set to implement the Quarterly Citizens and Stakeholders Engagement initiative, spearheaded by the Central Delivery Coordination Unit (CDCU).

    This programme aims to improve communication between the government and its citizens, ensuring that the public is well-informed about the utilization of tax revenues, management of national debt, and allocation of public funds.

    Mrs. Jafiya highlighted that the success of recent economic reforms is attributed to improved revenue generation, reduced leakages, and enhanced fiscal discipline. She acknowledged that while progress has been made, the government remains focused on designing and implementing strategies to address socio-economic challenges and translate the Renewed Hope vision into tangible benefits for the economy.

    The Permanent Secretary also noted the crucial role of active stakeholder participation in the successful implementation of these reforms. She called on the private sector, civil society, and media to engage proactively, ensuring that policies create an enabling environment for business growth and sustainable economic development.

    Mr. Uyi-Aivinhenyo Osagie, Delivery Manager at the CDCU, elaborated on the objectives of the sensitization session. He emphasized that the initiative is designed to enlighten citizens on the Ministry’s performance in delivering President Bola Ahmed Tinubu’s eight priority areas, with a focus on sustainable development and economic stability.

    The Quarterly Citizens and Stakeholders Engagement is expected to foster better relationships between the government and stakeholders, allowing for informed inputs and recommendations to enhance policy effectiveness. Mr. Osagie encouraged all stakeholders to actively participate, monitor performance, and support the Ministry’s efforts in achieving its goals.

    At the session, representatives from civil society organizations advocated for increased citizen engagement in policy formulation and implementation. They stressed the importance of bridging communication gaps between the government and grassroots communities to ensure that policies reflect the needs and perspectives of all Nigerians.

    Mrs. Jafiya commended the Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, for his leadership in driving economic reforms. She expressed confidence that with collaborative efforts, the challenges associated with the implementation of the Quarterly Engagement Sessions can be effectively addressed.

    However, it will also provide an opportunity for the government to showcase its achievements since taking office, particularly its reform initiatives aimed at delivering democracy’s dividends.

    “The 64th Independence Anniversary celebration will commence with the World Press Conference on Thursday, 26th September 2024 with the following line-up of activities to mark the national event: Juma’at Service on Friday, 27th September 2024; Church Service on Sunday, 29th September 2024; on Monday, 30th September 2024; while the Presidential Broadcast and 64th Independence Day Parade will hold on Tuesday, 1st October 2024.

    “The Inter-Ministerial Committee comprises Hon. Minister of Budget and Economic Planning; Hon. Minister of Information and National Orientation; Hon. Minister of Interior; Hon. Minister of Foreign Affairs; Hon. Minister of the FCT; Special Adviser to the President, Policy and Coordination; Senior Special Assistant to the President, Social Events and Inspector-General of Police.

    “Other Members are National Security Adviser, Director-General, Department of State Services; Commander, Guards Brigade; Permanent Secretary, General Services Office (Office of the Secretary to the Government of the Federation); Permanent Secretary, Ministry of Health and Permanent Secretary, Political and Economic Affairs Office (Office of the Secretary to the Government of the Federation).

    “The Terms of Reference for the Inter-Ministerial Committee is to plan, organize, and execute all approved activities befitting the Independence Day Celebration on October 1st, 2024; Co-opt any organization(s)/ person(s) relevant towards the successful execution of the programme; Document for posterity, all planned activities for the Anniversary; and Carry out any other assignment as may be required towards the successful implementation of the Celebration”, the statement said.
