Fed govt, states, private sector sign accord for economic, financial inclusion

In its efforts to deliver affordable financial services to all Nigerians, especially the disadvantaged and low-income segments, the federal government has signed the Aso Accord for Economic and Financial Inclusion with state governments and private sector stakeholders.

Vice President Kashim Shettima, minister of finance and coordinating minister of the economy, Wale Edun, and the Central Bank of Nigeria (CBN) Governor, Yemi Cardoso, signed the accord on behalf of the federal government, the Kwara state governor, AbdulRahman AbdulRazaq, signed for the states, while Sterling Bank PLC’s MD/CEO, Abubakar Suleiman, represented the private sector.

According to a statement issued by the senior special assistant to the president on media and communications, office of the vice president, Stanley Nkwocha, the workshop was organised by the Office of the Technical Advisor to the President on Financial Inclusion (Office of the Vice President).

Declaring the workshop open, Vice President Shettima demanded a renewed commitment from state governors and other key players in the nation’s economic and financial inclusion space to forge a more inclusive and prosperous future for all Nigerians.

According to him, while President Bola Tinubu’s commitment to inclusive economic growth for sustainable development had been unmistakable, “at the core of Mr. President’s economic recovery strategy lies a multifaceted approach aimed at rescuing the economy through various means.”

The VP who listed the means to include, “job creation, ensuring food security, eradicating extreme poverty, and, notably, facilitating access to capital,” pointed out that these “form the foundation upon which our nation’s prosperity rests.

“They also demonstrate our resolve to reinvent a system where economic empowerment is not just a dream but a tangible reality for all,” he added.

VP Shettima noted that the inspiration to engage critical stakeholders in the two-day workshop stemmed from the shared interests that align with the stark reality that Nigeria cannot afford to maintain the status quo, expressing confidence that the depth of expertise within the reach of participants is enough to power their grand ideas for financial inclusion.

The vice president said: “I stand here today compelled to express my heartfelt commendation to all the esteemed individuals who have been pivotal in advancing the cause of financial inclusion in Nigeria. From the tireless efforts of the present and past Governors of the Central Bank of Nigeria to the unwavering dedication of the Federal Ministry of Finance, each of you has played an indispensable role in championing this noble cause over the years.

“I am proud to announce that part of our agenda today involves the signing of the Aso Accord for Economic and Financial Inclusion. This accord will symbolize a renewed and active commitment from all leaders in the economic and financial inclusion space, affirming our collective resolve to forge a more inclusive and prosperous future for every Nigerian.”

Earlier, the Deputy Chief of Staff to the President (Office of The Vice President), Senator Hassan Hadejia, said expectations are high, as stakeholders are expected to, among other things, interrogate the rising gender gap in financial inclusion.

Noting that the concept must integrate equality and accessibility of financial services to all and sundry, he said President Tinubu’s charge to stakeholders at the forum is to ensure that no one should be left behind as stakeholders adopt new strategies and models of meeting set targets.

In his goodwill message at the event, the 14th Emir of Kano and former CBN Governor, HRH, Sanusi Lamido Sanusi, emphasised the need for a review of strategies for enhancing financial inclusion and literacy across the country, noting that it is a continuous work requiring consistent implementation.

He stressed the need for the integration of financial literacy in the educational curriculum of schools in the country, explaining that there is a direct correlation between financial exclusion and the wave of insecurity and poverty levels, among other vices in the country.

On his part, the Governor of Ondo State, Mr Lucky Aiyedatiwa, advocated the adoption and deployment of technology to boost the digital environment to strengthen access to financial services, even in rural communities.

He outlined some of the efforts made by the Ondo State government to boost financial inclusion in the state, noting the work done by the state Entrepreneurship Agency, especially in the rural areas to expand financial services to small businesses and individuals.

In his remarks, Minister of Finance and Coordinating Minister of the Economy, Mr. Edun, said financial inclusion is an integral element of the Renewed Hope Agenda of the Tinubu administration, especially in ensuring prosperity for all Nigerians by reaching the 100 percent financial inclusion mark.

He commended the support of stakeholders and the critical role played by the CBN in ensuring that the 100 percent target is reached in the shortest possible time, just as he pledged the support of his ministry in ensuring that the targets set by actors are realised.

The representative of the CBN Governor, Dr. Clement Buari, who is the bank’s Director of Strategy Management, said the apex bank was doing a lot to accelerate financial inclusion across the country, particularly in underserved communities, insisting that it is a moral and pragmatic obligation for the CBN to take citizens out of the prison of deprivation.

He assured that the CBN will continue to work collaboratively with other stakeholders to accelerate the process of bringing as many individuals and businesses into the fold of financial institutions.

Also present at the event were the Minister of Budget and Economic Planning, Sen. Abubakar Bagudu; Minister of Women Affairs, Uju Kennedy-Ohanenye; Deputy Governor of Borno State, Umar Usman Kadafur; Deputy Governor of Kebbi State, Abubakar Umar Tafida and heads of government agencies.

Fagbemi said: “The federal government will continue to support to support the Judiciary and ensure that the health and welfare of the judges remains the priority of this administration.”

The AGF spoke at a valedictory court session held by the Court of Appeal for the late Justice

He added: “It is indeed, safe to say that throughout her professional journey, Honourable Justice Orji-Abadua not only achieved brilliant success, but also served as a beacon of inspiration for aspiring legal professionals in her exceptional demonstration of the importance of integrity, diligence, and unwavering dedication to the pursuit of justice.

Fed Govt working on outstanding demands of varsity workers, says minister

The minister of education, Prof Tahir Mamman said on Wednesday, April 24, that the federal government is working out the outstanding demands of university-based unions.

The minister therefore urged university-based unions to embrace negotiations instead of confrontation.

Mamman said negotiations were more effective than shutting the institutions.

He spoke at the 5th Delegate Conference of the National Association of Academic Technologists at the University of Abuja on Wednesday with the theme: “Technology, a recipe for national development and socioeconomic growth in the 21st century: the Nigeria quest for a better tomorrow.”

Some of the demands of the unions included the non-payment of their withheld salaries during the last strike, non-implementation of the increase in salaries of teaching and non-teaching staff, and lack of progress in the renegotiation of the 2009 agreement with the unions, among others.

The minister said: “On our part (as government) in the area of supporting growth and development and welfare, this government is determined to ensure that you are properly supported in all aspects. That is why this government took the decision to take university workers from IPPIS. On payment of your enhanced percentage – 25% and 35% we are working on it. We are also working on other things which are outstanding. Everything that is outstanding we are working on it.

“We are doing this because we have a President in Nigeria who walks his talks. Once he makes a commitment, you can take it to the bank.

“So I urge you to continue on the course of negotiations and back-door conversations. They are very very effective. It is much more effective than confrontation. Much more effective than shutting the institutions.”

Mamman said the government would soon introduce a policy that would make skill acquisition compulsory for primary and secondary schools.

The minister said that NAAT was very important in the present education curriculum, pointing out that the present world is driven by technology which is used to solve problems.

He added: “Skills and technology are key components of the programme the Federal Ministry of Education is working on to be part of the education training in Nigeria from primary to tertiary level. We have plans to bring on skills in digitisation right from primary to secondary and tertiary education in the country. Because to us in the ministry, this is part of the solution to the problem of unemployment in the country. At the centre of this, is the work of technologists in the academic sector. Skills and digitisation are at the centre of your work at NAAT.

“Therefore you better brace up for this very important sector with revolutionary changes coming into the education sector. We have already established the national framework. We should be rolling them out in the next academic session. So, you are occupying one of the most important arms of service in tertiary education.”

President of NAAT, Comrade Ibeji Nwokoma said the union has proposed N350,000 as a new living wage for workers.

He said what workers need should be a living wage that should take care of their immediate needs.

Nwokoma said the union based the recommendation on the present economic situation in the country occasioned by the removal of fuel subsidy, high inflation, and the attendant hardship.

While differentiating between minimum wage and living wage, Comrade Nwokoma said: “Nigeria must transcend the concept of a mere minimum wage to embrace the notion of a living wage, commensurate with the rising cost of living.

“Comparatively, other African countries have made strides in this regard, recognizing the fundamental right of workers to earn wages that afford them dignity and a standard of living.

“According to the Wisevoter report, Seychelles boasts the highest estimated gross monthly wage in Africa, standing at $465.4, while South Africa’s monthly wage stands at $240. The naira equivalent of the wages of these countries would depict the sorry state of the Nigerian worker.

“On this note, I proposed a minimum of Three Hundred of Fifty Thousand Naira (N350, 000) for the Nigeria worker as monthly wage.”

Nwokoma, who chronicled the achievements of the leadership in the past four years, said that he encountered persistent challenges despite notable achievements.

He mentioned the issue of CONTISS 14 and 15 circular delays as one of the challenges his leadership had encountered.

He said: “Despite concerted efforts, the release of circulars for CONTISS 14 and 15 remained elusive, hampering the career progression of our members. To address this, we will intensify advocacy efforts, engaging relevant stakeholders and leveraging all available channels to expedite the release of these crucial circulars in the next dispensation of our leadership. It is a task that must be achieved.”

On the lingering FGN/NAAT 2009 Agreement, Comrade Nwokoma said: “The lingering non-completion of the FGN/NAAT 2009 Agreement posed a significant hurdle. Despite collaborative efforts with sister unions, unresolved issues persisted, hindering the full realization of the agreement’s provisions. current leadership pledges to redouble efforts, fostering stronger alliances with sister unions and employing strategic negotiation tactics to drive progress towards a satisfactory resolution.”

Speaking on the backlog salary payments, NAAT said: “The non-payment of backlog salaries remained a pressing concern, impacting the financial stability of our members and causing disaffection and low morale.

“To address this challenge, the leadership in the next dispensation will pursue proactive measures, including dialogue with relevant authorities, recourse to necessary action within the ambit of the law, and sustained advocacy to ensure the prompt and fair resolution of outstanding salary arrears, prioriazing welfare of members.

“The dilapidated state of roads nationwide remains a glaring reflection of our infrastructure deficit. Inadequate road networks not only impede economic activities but also pose significant risks to safety and livelihoods. Urgent interventions are imperative to address this pressing infrastructure challenge.

“In light of these realities, the National Association of Academic Technologists (NAAT) pledges unwavering commitment to advocacy, dialogue, and appropriate action towards addressing these multifaceted challenges.

“Together, let us strive for a Nigeria where education in technology thrives, security prevails, the economy flourishes, and infrastructure serves as a catalyst for development and prosperity.”

He said as the country embarked on the journey towards harnessing technology for national development and socioeconomic growth, the citizens should remain steadfast in their commitment to innovation, collaboration, and progress.

He said: “Together, we possess the power to shape a brighter future for Nigeria, leveraging technology as a catalyst for transformation. I therefore urge each delegate to actively engage in robust discussions, share insights, and forge pathways towards a better tomorrow as reflected in the theme of the conference.”

Fed Govt to revamp 42 youth centres in battle against unemployment

The Federal Government has said it is set to rehabilitate and revamp 42 youth centres across the country to boost empowerment.

Youth Development Minister Jamila Bio-Ibrahim said this when representatives of the United Nations Development Programme (UNDP) visited the ministry at the weekend in Abuja.

“We have 42 centres that we want to rehabilitate and revamp and make operational. Some of the centres are not operational. That is why we want to rehabilitate them,” she said.

The minister urged the UNDP representatives to support the ministry to implement the government’s strategic plans to provide young Nigerians with the necessary skills, mentorship, the right environment and access to resources that would empower them to become active contributors to the economy.

Shedding light on the strategic areas of the ministry’s agenda, Bio-Ibrahim said: “Our strategic ambition is to transform and reposition the Nigerian youth as catalysts for economic development. Young people must be an integral part of this process. We have other sub-ambitions, the first being a reduction in the youth unemployment rate, followed by an increase in youth possessing skills that are in line with global demand, and an increase in youth participation in social and economic development.

“Our core tactical initiatives are focused on four pillars: Governance, Jobs and Skills Innovation, Culture and Behavioral Change, and Human Capital Development. These pillars aim to guide policy advocacy and development, improve coordination across stakeholders, and provide multi-agency youth programs and resources.”

She also announced the ministry’s plans to revitalise the National Youth Investment Fund (NYIF), launch the Young Leaders Institute, implement social, behavioural, and cultural change programmes aimed at tackling youth-related issues, such as climate change, gender, mental health, drug, and substance abuse.

According to her, the initiative includes the provision of access to business literacy, financial management, and entrepreneurship training to meet the global market demand.

  • Fed govt to build modern hostels in 36 tertiary institutions

Fed govt to build modern hostels in 36 tertiary institutions

The federal government through the Tertiary Education Trust Fund (TETFund) has kick-started the process of constructing state-of-the-art hostels in 36 tertiary institutions.

This is even as the government indicated its willingness to construct more hostel accommodations once these first sets are completed.

Executive Secretary, TETFund, Sonny Echono stated this on Wednesday, March 20, when the National Association of Nigerian Students (NANS), led by its President, Comr. Lucky Emonefe visited the agency.

Reacting to the association’s call for the maintenance of TETFund projects in beneficiary institutions across the country and the construction of the NANS secretariat in Abuja, Echono pointed out that there was increased allocation for maintenance of TETFund infrastructures above five years in the 2024 intervention cycle.

On the request for a NANS secretariat, the agency boss promised to look into it and get the buy-in of the Ministry of Education.

He also disclosed that the intervention agency would work out modalities to incorporate the students’ body for joint monitoring of projects across beneficiary institutions.

Lamenting the increasing challenge of student housing in institutions of higher learning, the Executive Secretary said: “As I speak, this year, we shall be providing hostels for students in 36 tertiary institutions across the country. Because we realise that some of the places where our students live are so deplorable. And only about 15 percent of our students are staying on campus. Many of them are living outside campus, some of them can’t even come back for evening lectures because of the cost and the trouble of walking all the way and coming back. And there is also the security situation in their areas.

“So we have a policy to ensure that as much as possible, we will do the minimum of 50 to 60 per cent of our students to live on campus. And provide those hostels. Those hostels will not be matchboxes and shanties. They will be solid buildings that can attract other students from anywhere in the world to compare with what other people enjoy when they leave Nigeria.”

He congratulated the national leadership on their successful election even as he applauded the body for its constructive engagements on issues.

Echono assured the NANS leadership that Nigerian students would continue to be at the centre of any project in tertiary institutions.

He also urged the students to on-board its digital services platform for tertiary institutions – Tertiary Education Research, Applications, and Services (TERAS).

This, he said, would address critical challenges faced by students, researchers, and institutions in accessing educational resources and research materials.

According to him, other services such as sponsored mobile internet access, EagleScan for plagiarism checking, aggregated journal and research subscription inclusive of EBSCO, Blackboard Learning Management System, digital literacy, and intervention funding are available to both public and private tertiary institutions in the country.

“We will continue to support NANS, and partner with NANS because there is no doubt that in any policy, programme, or project that you want to do in the education sector, students must be at the centre of it. Higher institutions exist because of students,” he stated.

Emonefe said the visit was to formally introduce the new leadership of the association to TETFund management as well as work out areas of collaboration.

Citing the increase in TETFund’s 2024 budget and the new Students’ Loan Bill currently before the National Assembly, the NANS President applauded President Bola Tinubu for his “love and commitment to the upliftment of education in Nigeria.”

He also lauded the TETFund boss for throwing his weight behind the bill at the just concluded public hearing on the proposed legislation.

Emonefe said: “We are not going to relent. We are going to complement your efforts to ensure that these gigantic projects that TETFund is ensuring in our tertiary institutions. A member of the Senate Committee on Tertiary Institutions and TetFund and lawmaker representing Delta North Senatorial District, Senator Ned Nwoko was part of the engagement.

Senator Nwoko joined the TETFund management to receive the NANS leadership even as he pledged the support of the committee to Nigerian students.
