  • Fed Govt moves to improve ease of doing business

    The Federal  Government’s  drive to improve the ease of doing business  has received a boost as investors and would-be-business owners now have a handbook on how to obtain licenses and permits when doing business in selected sectors in the country.

    Publishers of the handbook, A&E Law Partnership, in a statement in Abuja, said it was part of their contribution to improving the environment for doing business in Nigeria.

    The foreword to the hand book written by Peter Ntephe said the Guide is “a one-stop-shop handbook on the rules for entry into various sectors of the Nigerian economy. Key processes and procedures are outlined in as much a succinct way as possible, along with the fees for obtaining licences and registrations.

    This handbook, which is a product of the knowledge gained by the law firm over the years in “its core competences”, is a praiseworthy compendium and guide to the rules and regulations for doing business in the ‘commanding heights’ of the Nigerian economy”.

    According to A&E Law Partnership Managing Partner, “The Doing Business handbook” adopts a sectoral approach, respectively explicating the requirements for operating in insurance, aviation, cabotage, banking, energy and power, solid minerals, telecommunications, entertainment, food and beverages, private security, oil and gas, among others. There is also the coverage of matters that are applicable across sectors, such as immigration, environmental standards, intellectual property and capital markets”.

    Beside these, there is a section devoted to foreign investors, providing an advisory on organisational forms available as well as other subjects of potential interests, such as repatriation of profits and tax exemptions.

    This handbook is a must have table-top  business advisory for professionals, including lawyers, accountants and bankers as well as investors, entrepreneurs and firms doing or seeking to do business in Nigeria.

    Students and academics whose disciplines require knowledge of matters within the remit of the guide will also find it a useful library reference.

    Fed Govt tasked on NUPENG crises

    Petroleum Tanker Drivers (PTD) has advised the Federal Government to wade into the leadership crisis rocking the National Union Petroleum and Natural Gas Workers (NUPENG) or plunge the industry into a more serious problem.

    The body, in a statement signed at the weekend, by its its National Chairman and Secretary, Comrades Sulaimon Oladiti and Sunday Ochibejivwe, said NUPENG is embroiled in crisis, following the decision of its National President, Igwe Achese to elongate his tenure.

    The statement said:  ” Comrade Igwe Achese has fulfilled his constitutional rights, by serving two terms of four years each in office, and still want to hold on. The issue is causing disaffection among the ranks and files of the union, hence the decision to call on the relevant government agencies to wade into the matter before it is too late. This is the beginning of a crisis, that stakeholders do not know its end.”

    PTD, an arm of NUPENG, said it has written the Minister of Labour, Dr Chris Ngige, its Petroleum Industry counterpart, Dr Ibe Kachikwu and the directors of state security services, the Inspector General of Police, and the Group Managing Director of NNPC, with a view to find a lasting solution to the issue, stressing that failure to resolve the impasse would pose grave consequence to the nation’s oil and gas industry.

    According to the statement, the Achese led National Executive Council(NEC) has been given March 28th as deadline to convene a meeting, where issues would be discussed and subsequently resign or cause harm to the industry.

    Appeal Court reserves judgment in Fed Govt, Kashamu extradition suit

    THE Court of Appeal, Lagos Division, yesterday reserved judgment in the Federal Government’s suit seeking to extradite Senator Buruji Kashamu to the United States (U.S.).

    Buruji, who represents Ogun East, is wanted by the U.S. to stand trial for alleged importation of hard drugs into the country.

    The Federal Government’s appeal followed the judgment of Justice Ibrahim Buba of the Federal High Court, Lagos and another by Justice Okon Abang of the court’s Abuja division.

    Both judges upheld Kashamu’s claim that no court order was obtained before the move to extradite him was executed.

    The appellant, through its counsel, Mr. Emeka Ngige (SAN), filed an appeal on October 31, 2017.

    It urged the appellate court to set aside both lower courts’ judgment on the ground of miscarriage of justice.

    It claimed that Kashamu suppressed facts before the lower court to secure the restraining order against his extradition.

    But in his counter application of last November 7, Kashamu, through his counsel Lateef Fagbemi (SAN) and Hakeem O. Afolabi (SAN), urged the court to dismiss the AGF’s appeal.

    On January 23, 2017, a U.S. Court of Appeals for the Seventh Circuit in Chicago, Illinois, affirmed the ruling of a lower court for Kashamu’s extradition to stand trial for drugs crimes.

    Fed Govt takes steps towards safer mining environment

    The Federal Government recently concluded a three-day training and equipping of artisanal and small scale miners ingold bearing communities in Ilesha, Osun State in its Safer Mining Projects.

    The Safer Mining Project, which was spear- headed by the Federal Ministry of Mines and Steel Development commenced in Osun State last week with a sensitization and advocacy movement reaching out to communities such as Owu Epe, Ibodi, Igun, Igbadae, Ijana Wasere, Iyemogun, Epe Akire, in Ilesa area of the state, where remarkable gold mining activities are taking place.

    Government believes it is imperative that all stakeholders within the gold mining value chain are made aware of the health implications and importance of keeping a clean and safe environment for the benefit of the artisanal and small scale miners and most importantly, the host community. For the purpose of gathering first-hand information from the community, the Ministry organised several town hall meetings which were attended by traditional rulers and chiefs, management/team of small scale artisanal miners association, women and adolescent groups, students, health workers as well as officials of the local mining inspectorate office.

    The town hall meetings gave deeper insights into the activities of local miners as well as co-existential issues associated with gold mining in Ilesa and its environs. Participants at the town hall meetings were also given health talks on safer mining practices including; wearing protective gear, importance of registering with the Federal Ministry of Mines and Steel Development and most importantly, the role of the Ministry in ensuring the environment is safe and free of environmental hazards.

    An interactive training workshop was held to educate and expose small scale artisanal miners on the need to practise safer mining techniques. The workshop was primarily aimed at stimulating awareness using case studies through the education of participants on the effects and detection of heavy metals (Cyanide and heavy metals), practical demonstration of safer mining practices and benefits of registering, formalizing and zoning in compliance with government directives.

    Practical demonstrations of how to correctly use personal protective kits were also undertaken at the various mining sites visited to buttress the importance of safety gear in relation to gold mining. Several Personal Protective Equipment were presented to participants alongside certificates of participation. Also, community extension service officers were nominated to establish an early feedback system between the communities and the ministry.

    From Ibodi to Epe, Iyere to Igun, the story was the same; huge presence of hardworking Nigerian youths struggling to earn their living in the most hazardous manners. Through local techniques, with little or no regard for their safety and degradation of the environment, they ply their trade with enthusiasm, most times in oblivion of the associated health challenges and the hazards being caused to the environment.

    The three -day tour and training provided a veritable platform for the various stakeholders to ventilate their feelings and fears. It was indeed a case of different stroke for different folks at the town hall meetings and the training sessions that followed as leaders of various communities and groups spoke on how the activities of local miners have impacted negatively on farming, hunting and other activities in their communities. The miners also painted very gory pictures of how many have been injured or died as a result of their hazardous manner of mining.

    None of these complaints was strange to officials of the Ministry, who in designing the Safer Mining Project, had sought to achieve three things: protect individuals, protect the environment as well as encourage local miners to practise safer mining. As noted by a former President of the Artisanal Miners Welfare Association, Chief Friday Israel Mmecha, the decision of the ministry to intervene at this crucial time would further enhance the potentials of the sub sector.

    “As a stakeholder, who has spent years in mining gold in this part of the country, this intervention programme on safer mining, signifies the beginning of a new dawn. Over time we have complained about the porosity of the system, whereby some opportunists just emerged from the blue and start looking for gold. With federal government keen supervision and monitoring, the economic potentials of the sector will be better harnessed. I must confess, the country is losing so much because of lack of regulation and poor method of mining,’’ Mmecha said.

    At the Town Hall meeting held at Ibodi, the Federal Government team took community leaders and other stakeholders through the importance of the project to the economy, environment and individuals who are working in different communities for mining activities.  Speaking on behalf of the team, a safety professional, Dr. Adebola Odunsi, charged the small-scale miners to ensure that the environment is well protected, while also urging them to  report activities of illegal miners in their neighborhood.

    Odunsi identified two types of mining to include the one that is harmful and another that is harmless. He pointed out that mining is harmful if it endangers the lives of miners or dilapidates the environment, adding that harmless mining leads to safety of miners, sustainability of the environment and generation of revenue to economy. He had earlier told a group of journalists  that the project was informed by the increasing rate of heavy lead and mercury poisoning associated with gold mining, especially in Zamfara State, which had led to the death of about 400 children.

    Even though government had intervened promptly to control the situation and had given adequate treatment to people affected, Odunsi stated that the ministry thought of something preventive and struck a deal with Michael H. Limited to design the Safe Mining Project, to sensitise and raise the level of awareness among local miners.

    Odunsi said “Federal Government is aware that small-scale gold miners are exposed to occupational and environmental hazards at work. Government is also aware of the negative impact of some of their activities on the hosting communities, hence the need to educate the miners on the modern techniques. For instance, Mercury is commonly used for gold mining to remove the gold from the hub and this can be harmful if necessary steps are not taken,’’ he said.

    A former President of Nigerian Society of Mining Engineers, Mr. Olusegun Oladipo, said the project was long overdue. He pointed out that over the years; stakeholders in the mining sector have impressed it on successive administration on the need for training and retraining of local miners to avoid accident and environmental degradation.

    While taking the small scale gold-miners through basic tips that would enhance effective and safe mining, Engr. Oladipo emphasised the need for them to carry out their mining activities in a way that it would benefit all stakeholders; the miners, the community and the government. He tasked the miners to always make sure that they fill their pitch after digging, to prevent accident and environment deprivation. He also advised them to acquaint themselves with modern ways of carrying out the job so as not to expose themselves and families to danger.

    “As miners, you should naturally love yourself and therefore avoid steps that would expose you to danger,  your host community should be your friend, so protect their lands, then  be loyal to the government by abiding by the rules that guide mining activities in the country,’’ he said.

    On basic precaution that must be taken during gold mining activities, the expert said it is necessary for miners to always make sure that work clothes are cleaned very well. He also urged miners to always bath thoroughly and change into clean clothing before leaving the job site. This, according to him is to prevent a situation where particles from the mining sites were not taken home.

    Oladipo also advised the miners to always make sure that soiled clothing are stored in containers and must be washed after use as well as avoiding keeping work and street clothing in the same locker.  The expert further warned the miners from keeping their food in any place where it can be contaminated with mercury.

    Beyond the stakeholders’ forum and training, another interesting part of the three-day tour was the visit to various gold reserves where the team led a demonstrative exercise to acquaint the local miners with modern techniques. For instance, in Ibodi, miners on site were assembled and given practical tips on how to carry out their jobs in the safest manner.

    Addressing the miners at the reserves, Odunsi stated emphatically that the Federal Government was determined to end hazardous practices in the bid to boost safer mining, which would help the miners, the communities and the nation’s economy.  He advised them against digging without wearing protective clothing, adding that they must stop the use of chemicals such as mercury and cyanide in their mining activities in order not to expose themselves to grave health issues and pollution of the rivers.

    The medical expert said poor mining activities could lead to serious health conditions such as infertility, severe cough, itching, and can also damage internal organs like the kidneys and the liver. “So you must do everything to protect yourself and to protect the environment.

    Whereas many of the miners knew that poor mining activities could lead to itching and severe cough. But the fact that it could lead to infertility as well as damage internal organs such as liver and kidney was news to many of them. The medical experts took time to explain this to them.

    He also pointed out that operating in a safer environment would boost the productivity of the miners, which in turn would lead to better revenue.

    “Miner should always wear helmet, goggles, face mask, overall, hand gloves, and boots. You must wear these before you start digging and you must not wear them at home. Make sure you remove the protective clothing; take a bath and wear neat clothes back home after work. This is very important. If you go back home with the dust from the site, you can cause trouble for yourself, your family  and the people in the community.

    The highpoint of the event was the presentation of gifts, gadgets and certificates to participants. Aside certificates, miners and their supervisors were given protective items like; helmet, steel toe-boot, rain boots and hand gloves. Other items are; nose mask, reflective jacket and overall.

    Meanwhile, for effective monitoring and supervision, three people, including a traditional ruler, Chief Sunday Ogunsiji, the regent of Epe Ijesha ; the patron of the Artisanal Miners Welfare Association, Chief Friday Israel Mmecha and one of the oldest miners in the state, Abubakar Aliyu, were presented with brand new motorcycles.

    Chief Ogunsiji, who spoke on behalf of others applauded the initiative and pointed out that the intervention would go a long way in redefining the sector. ‘’We are happy this is happening now because we have clamour for government attention for years. The journey, if I may say, began in 1980, when government established a Federal Mining Corporation in Igun, which geared up young men and women within and outside the state on the potential of the area. At the peak of the activities, a Gold Refinery was put up in Osu, beside the local government secretariat. Few years into the activities, with successive administrators and managers, operations at both the corporation and the refinery suddenly stopped and equipment worth millions were left unutilised,’’

    Ogunsiji called on the Minister of Mines and Steel Development, Dr. Kayode Fayemi, to impress it on government on the need to further open up the communities and the gold reserves to drive the economy.

    Engr Patrck Ojeka, Director ASM in the Ministry said similar training would soon be replicated in other gold bearing areas, where safe mining is not being practiced.

    Specifically he said the next round of training would be extension services. This, he said involves training of registered ASM on mining methods- all process and health safety in each of the 6 geo political zones of the country.

    The Federal Government has ordered a complete audit of Dana airline.

    The airline has recently been involved in some incident. One of its planes overshot the runway in Port Harcourt and the door of another one flung open while taxing at the Murtala Muhammed Airport in Lagos.

    Senior Special Assistant on Media and publicity to the President Mallam Garba Shehu told reporters after the Federal Executive Council (FEC) meeting, that the audit would cover the personnel and assets of the airline.

    Also at the briefing were Minister of Defence, Mansur Dan-Ali, Minister of Budget and National Planning Udoma Udo Udoma, and Minister of Niger Delta Affairs Usani Uguru Usani.

    Shehu said: “A lot of quality time was spent discussing air safety. The government of Nigeria is very much concerned about safety and the lives of Nigerians; this is following the recent air incidents.

    ”Minor as they were because there were no fatalities, the government did feel concerned and the Minister did the report to the Council on steps that were taken following the last incident in Port Harcourt, Dana aircraft overshooting the runaway. As soon as that happened, a few seconds, a rescue team was there on the ground and few moments thereafter every passenger on board was evacuated. There was no harm to persons and this is something that should be celebrated.

    ”Within 24 hours an official investigation had commenced because investigators arrived in Port Harcourt and began work. One week after, that a preliminary report was prepared and it was about this that the Council was briefed.

    ”Consequently as announced by the aviation authorities, the engineer and pilot of that particular aircraft got their licences suspended and beyond that the government has ordered a complete audit of Dana airlines in terms of personnel, operations, and technical capacity.” he said

    He said the Council had approved the augmentation of the contract sum for the rehabilitation of the burnt Marina Bridge and the Maintenance of Eko (Apobgbon) and Iddo bridges in Lagos State, in Favour of Messrs. Buildwell Plant and Equipment Industries Limited, in the sum of N114,424,225.05.

    The amount, he said, represented 12 per cent of the original contract sum.

    He said that the contract sum was reviewed from N957,053,316.45 to N1,071,29,541.40 with additional completion period of six months.

    The Council, he said, also approved augmentation for Mangu Dam, in Plateau State to N7.66 billion from original cost of N5.66 billion increasing the total contract sum to N13.2 billion.

    Dan-Ali said that his Ministry presented to the Council the status of the implementation of approved capital projects and achievements of the Ministry of Defence from 2015 to 2017.

    ”Some of the facilities renovated were neglected for over forty years. Between 2015-2017 a total of 18 rehabilitation works have been carried out in various barracks across the six geo political zones by the Ministry. Similarly Defence Headquarters also approved 36 capital projects within the period.

    ”The Nigerian Army embarked on 68 approved projects. Nigerian Navy implemented 31 projects while a total number of 64 projects were also implemented by the Nigerian Air force.” he said

    Udoma said he briefed the Council on the NBS recent report.

    He said: ”You will recall that it indicated that in the last quarter of 2017 the economy had continued its positive growth trajectory by growing by 1.92%. This is higher than the previous quarter when it grew by 1.40%. And higher still from the 2nd Quarter, when it grew by 0.72%.

    ”The numbers clearly show that the economy has fully exited recession.

    ”Capital inflows in 2017 were US$12,228 million, a growth of 138.6% over the total inflow in 2016 of US$5,124 million. This has been a factor in the build-up of our foreign reserves which have grown from US$23.81 billion in September 2016 to almost US$42 billion.

    ”And, of course one of the ways we are intensifying implementation of the ERGP are the ERGP focus labs which will be launched next week Tuesday, 13th March, by Mr President.” he stated

    Usani Uguru, said the Council approved the design of section five of East – West Road meant to link Oron in Akwa Ibom to Calabar in Cross River State.

    Fed Govt has data on Nigerians with hidden assets, says minister

    Minister of Finance Mrs. Kemi Adeosun has declared that the Voluntary Assets and Income Declaration Scheme (VAIDS) has given the Federal Government access to data of Nigerians with hidden assets.

    Mrs. Adeosun made this known while speaking on Good Morning Nigeria, a Nigerian Television Authority (NTA) interview programme.

    According to the minister, the ease with which people evade taxes and get away with it is no longer possible because of the huge data on property ownership.

    The data, she said, were obtained from land registries, especially on properties in highbrow neighborhoods of Lagos and Abuja.

    “We have cases whereby people live somewhere else other than where their properties are located. For example, you own a property in Lagos but reside in Rivers. In the past, we relied on the honesty of such person to make his asset declaration or income made therefrom. But now, we don’t have to because we have gathered data. Now, all such a person needs to do is to declare that rent earned and pay the right tax on it,” the minister said.

    Mrs. Adeosun explained that through data collected, the Federal Government has detected many people whose lifestyle do not justify the tax they pay or who do not pay any at all.

    She assured the citizens such people would not be prosecuted or made to pay their tax arrears if they file the proper returns and regularise their tax payment before the VAIDS deadline on March 31.

    For those with assets abroad, the minister said the Automatic Exchange of Information (AEoI), to which Nigeria is signatory, will deliver data on such with or without a formal request.

    “VAIDS is a very simple formula. It takes you through a process where you look at your assets and your lifestyle and if there is a disconnect, that means your tax status is irregular,” she said.

    Asked about companies, the minister said: “Companies are also included. Using our data, we found, for example, lots of companies, which even got contracts from the Federal Government but didn’t declare those contracts or didn’t pay any tax on what they made. Or people who would prepare an invoice and add VAT but never remit the VAT to the FIRS.  So, those are the areas of non-compliance that people are correcting through VAID Scheme,” she said.

    Mrs. Adeosun also restated the determination of the Federal Government to draw the curtains on the scheme on March 31.

    She warned that there will be no extension.

    On the scale of compliance, the minister said many individuals and corporate entities have expressed the willingness to declare, adding that a lot of people will come forward as the deadline draws really close.

    This, she said, was the experience in five of the countries where tax amnesty programmes had been implemented.

    The Federal Government has described kidnapping as evil.

    Secretary to Government of the Federation Boss Mustapha spoke during a stakeholders’ roundtable on improving bail process in the country organised by the Bureau of Public Service Reforms.

    He said: “With regard to cases of kidnappings, this administration has taken immediate short-term measures to combat this new evil that has crept into our societies. Tighter police methods, swift and severe punishment for those proved to be engaged in kidnapping has been put in place.”

    Mustapha, who was represented by Permanent Secretary, General Services, Olusegun Adekunle, noted that many Nigerians had misunderstood the process of bail in the country.

    He said the Federal Government was making efforts to ensure that complaints were responded to on time by the police.

    He said: “In line with one of the principles of democratic policing, Mr. President has ensured that complaints received from the public are treated within the shortest possible time. Also, in our effort to give boost to the current administration’s war on corruption, the police X-squad has been strengthened to tackle corruption and abuse of office with the police force.

    “The current administration is making concerted efforts to establish at least one police forensic laboratory in each of the six geo-political zones to enhance their investigation capacity and also establish database in all police station.”

    Its director-general, Dasuki Arabi, said the roundtable came at the right time when the federal government is trying to ensure effective service delivery by the Nigerian Police Force.

    “It is my fervent hope that at the end, the BPSR findings and lessons learnt from our study on mapping the process of obtaining bail at the police stations will help improve the bail process,” he said.

    NBA to Fed Govt: address security challenges

    The Nigerian Bar Association (NBA) has urged the Federal Government to find new means of addressing security challenges in the country, asking the government to rise up to its responsibilities.

    Its President, Abubakar Mahmoud (SAN), made the call in an address during the association’s National Executive Committee (NEC) meeting in Ilorin, Kwara State capital.

    He said: “In the last few months we have witnessed the terrible events in Taraba, Benue and several states that have caused loss of hundreds of human lives and property arising from heightened conflict between herders and farmers that has assumed a  dangerous dimension threatening national security.

    “To demonstrate our concern and to bring our knowledge and skills to bear in the search for solution to the herders/farmers conflict, I led the NBA on a fact finding mission to Benue State early in February. In Zamfara State, we witnessed heightened banditry which is inexplicable in any modern state.

    “Only on February 14, the nation was rudely awakened with the massacre of 41 persons in Birane village in Zurmi Local Government Area, representing a significant deterioration of the security situation and incessant killings in that part of the country.”

    The NBA decried the killings, saying more needs to be done to secure the country.

    “NBA condemns these killings very strongly and calls on the Federal Government to do all within its powers to address these security challenges and do more to secure lives and property in all parts of the country.

    “We must not allow the country to creep into anarchy which will be the consequence of massive loss of confidence in the ability of the state to protect its citizens. These killings are unacceptable and must be brought to an end,”Mahmoud said.

    The Association said it acknowledged the progress made in addressing the security situation in the Northeast.

    “It was, therefore, with shock and great sense of disappointment that we heard the tragic news of the abduction of the nearly 105 school girls of Government Girls Science Technical College, Dapchi, Yobe State.

    “This dastardly act of kidnap by terrorists has grave impact not only on national security, but also on girl child education. I am not sure any of us here can easily relate to the security implications of such heinous crime,”he said.

    Mahmoud restated his position in an address at the Valedictory Court session in honour of retired Supreme Court Justice, Clara Bata Ogunbiyi, on February 27.

    He said: “I had this to say: ‘My Lord the Chief Justice, it may not be out of place to seize this opportunity to comment on somewhat tangentially related national event: the abduction a few days ago, according to press reports, of about 105 girls at the Government Girls Secondary and Technical School Dapchi Yobe State, the same region where Hon. Justice Ogunbiyi hails from.

    “It is indeed, a matter of great tragedy that the part of the country that produced such eminent women is now perhaps one of the unsafest parts of the world for female children to attend school.

    “Who knows how many Clara Ogunbiyis are amongst those innocent young girls now in captivity? The least that any country owes to its generation of young children is a safe place to learn.

    “The NBA, therefore, wishes to use this opportunity to condemn very strongly the abduction of these young girls and calls on the Federal Government of Nigeria to use all means within its powers to secure the safe return of these children to their parents and communities.

    “We further call on the Government to as a matter of urgency review the security of all schools, especially boarding schools for girls in the region and if necessary, suspend for the time being, the boarding system until the safety of all such schools can be fully guaranteed.’”

    Mahmoud said the recent events represent perhaps one of the greatest failures of the Nigerian State – its failure to guarantee a safe learning environment to its most vulnerable segment of the population.

    “It is even more tragic against the backdrop of the failure to secure the release of the more 100 Chibok girls still in captivity nearly four years since their abduction. The pain and agony of these parents can only be imagined.

    “I want to, therefore, reiterate my call early on Monday that the Federal and State Governments should as a matter of urgency suspend the boarding system in the affected states of the Northeast region, especially for girls until the safety and security of the children can be guaranteed.

    “We urge the government to do whatever is necessary including seeking appropriate international assistance to secure the release of these girls and reunite them with their families,” Mahmoud said.

    Kwara State Governor Dr. Abdulfatah Ahmed said the meeting came at a time of great national economic challenges, but flourishing prosperity in the  state.

    He said: “While these national challenges have stimulated renewed agitation for an amendment of our constitution, we prefer to focus on the endogenous opportunities available to us.

    “As a result, we have not only achieved economic stability and guaranteed the entitlement of workers,we have also implemented radical revenue reforms that are today funding our rapid development programs.

    “Having brought all inherited projects to fruition, our administration established the innovative Kwara State Infrastructure Development Fund (IF-K) to fund new medium and large scale infrastructure.

    “For instance, we are constructingthe Geri- Alimi Split Diamond Interchange in response to the rapid influx of people.

    “This influx is due to our reputation for harmony, growing infrastructure and unique location as a gateway to the north and south.”

    The govenor said in a bid to reduce road accidents, improve safety and boost the night economy, the state introduced Light-Up Kwara (LUK), a solar street light project, powered through the Solar Farm tunnels across the metropolis.

    “Through LUK, we are also taking the lead in stimulating a green economy in Kwara State as we prepare to extend the scheme across the state, including rural areas.

    “In line with our commitment to expanding access to education, we are currently constructing campuses of the Kwara State University in Osi, Ekiti and Ilesha- Baruba, as well as a Post Graduate School, here in Ilorin.

    “These projects and others too numerous to mention here are funded throughIF-K under which a cumulative N10b has been disbursed so far.

    “The projects cut across the road, education, energy and media sectors in the two years since IF-K’s establishment in 2016. IF-K, and the strides it has made possible, testify to our resourcefulness and determination to thrive despite current challenges in the national economy,” Ahmed said.

    President Muhammadu Buhari has awarded cash awards and scholarships up to doctorate levels to three pupils in secondary schools.

    They came first, second and third in the just concluded Young Nigerian Scientists  Presidential Competition among pupils in the 774 local government areas.

    Buhari broke the news yesterday in Abuja at the opening ceremony of the 2018 technology and innovation expo taking place at the Eagle Square, Abuja.

    The President, who was represented by Vice President Yemi Osinbajo, added that the government would set up technology hubs in universities in the six geopolitical zones.

    He said the president has approved a new science, technology and innovation roadmap  from 2017-2030.

    His words: “In September 2016, the State House hosted the first Aso Villa demo day to showcase the innovation of emerging startups from around the country, since the World Bank has supported a batch of those innovators with grants totalling about $3 million, the first batch of which has already been disbursed and the world bank is committing an additional $3 million in the funding for six technology hubs across Nigeria in our universities.

    “The Federal Government is collaborating with the Bank of Industry (BoI) and other private sector entities to run a presidential technology innovation challenge in all Nigerian universities, public and private and also some polytechnics in April of this year. Each university winner will be invited to an award event to be hosted by Mr. President at the Villa.

    “We will also establish centres of acquisition of technology in each of the six geopolitical zones. We will provide intervention funds that will strengthen research and development through training programmes and partnerships in Nigerian universities and polytechnics. Our goal is to develop self-confident nation that is quickly able to identify and take advantage of emerging opportunities in a rapidly changing world.

    “Congratulations to our best science students, who have emerged as the best in the 774 local government  areas of the country. I am pleased to announce that the candidates who emerged first, second and third respectively in the final examination of the recently concluded Young Nigerian Scientists  Presidential Competition have been granted full scholarships up to PhD levels in any science-related discipline of their choice in any of our universities. The future of Nigeria belongs to the young people and it is our duty as a government to create the enabling environment for them to grow to their full potential.”

    Minister of Science and Technology Dr. Ogbonnaya Onu stated that the ministry was refocusing the nation to embrace science, technology, innovation and entrepreneurship.

    This, he said, will enable manufacturers to do more research to improve their products to enable them meet local demand as well as have excess for export.

    Yobe governor ‘okay with Fed Govt’s response’

    Yobe State Governor Ibrahim Gaidam is pleased with the plans being put in place to bring back the abducted Government Girls Science and Technical School, Dapchi, students.

    He urged the Federal Government to intensify aerial survelliance to rescue the girls and enhance security in the state.

    Gaidam spoke when he received the Presidential Committee on the circumstances surrounding the abduction of the 110 students.

    He praised the Buhari Administration for its committed zeal in fighting insurgency in the Northeast.

    He said the visit by four delegations sent by the Federal Government underscored its commitment to rescuing the schoolgirls.

    The governor also commended the Army for acting with dispatch and realigning the check points in Ngelzarma and Damagum to strengthening security.

    “I am optimistic that with the kind of inspiring concern exhibited by the Federal Government, other patriotic Nigerians and, indeed, the international community, we will intensify our efforts until all the girls are found.”

    He added: “Our hopes are raised and we remain in high spirits that right steps and strategies are continuously being put in place to ensure that the missing school girls are returned to their parents in good health

    ”During our interaction, I requested for the deployment of soldiers to Dapchi due to the fact that it is the headquarters of a frontline local government in which a girls’ boarding school with an enrollment figure of about 1000 girls is located.

    “I am glad to note that the Nigerian Army has acted with dispatch on that request by deploying soldiers to Dapchi. I have also noted that some army checkpoints, like those in Ngelzarma and Damaturu, have also be realigned in order to respond to any security threat to schools at various locations in the state.”

    The chairman of the committee, Vice Admiral Victor Adedipe, told the governor of their mission, stressing that the committee was expected to meet with various stakeholders to unravel the circumstances that led to the abduction of the girls.

    Vice Admiral Adedipe said, among other things, that they are expected to get the exact number of the girls abducted, measures to locate and rescue the girls as well as any other information which can lead to the resolution of the crisis.

    National Security Adviser (NSA) Babagana Monguno raised the 12-man committee. Other members are: representative of the   Army, Navy and Air Force; representatives of National Intelligence Agency, NIA; Defence Intelligence Agency, DIA; Nigeria Police Force, NPF; Department of State Services, DSS; Nigeria Security and Civil Defence Corps, NSCDC; two representatives of Yobe State Government and a representative of the Office of the National Security Adviser (ONSA).

    The panel is expected to submit its report on March 15.
