    FAAN collaborates with states on airport land protection

    The Federal Airports Authority of Nigeria (FAAN) is to collaborate with states government on the encroachment on airport land across the country.

    Alhaji Saleh Dunoma, FAAN Managing Director, disclosed this at the 15th National Council on Transportation (NCT) in Sokoto on Tuesday.

    He said that residential and commercial developments are going on around airports in Nigeria without the permission and supervision of relevant authourities.

    Dunoma said that the protection of the airports land would allow for development that meets international standards and free of obstructions.

    “We are proposing the protection of airports land because this is the best forum for all the states government because they are all here.

    “Land allocated for development of the airports all over the country was by states to the Federal Government and FAAN is the custodian of that land.

    “In almost all the States, there are encroachments on these lands, for the simple reason that airports development takes several years and this gave the public the signal that there is no development.

    “We are collaborating with states in order to bring the right development around the airports and to control the development around them.

    “And the development are to be complimentary to the airports operations so that we do not have conflicts of interest with the kind of development we are going to get at the airports,’’ he said.

    Dunoma said that the collaboration would also focus on the specification of building around the airports in terms of approved height and design.

    NAMA promotes top management staff

    The Minister of State for Aviation, Sen. Hadi Sirika, has approved the appointment, promotion and redeployment of top management staff of Nigerian Airspace Management Agency (NAMA).

    The Managing Director of NAMA, Capt. Fola Akinkuotu, said the minister made the approval through a circular issued  on Monday.

    Akinkuotu explained that the appointments were aimed at ensuring increased efficiency and effectiveness in the agency.

    He said the repositioning  of NAMA was to enhance productivity and  ensure all projects and programmes were properly executed bearing in mind accountability and adherence to timelines.

    Akinkuotu said Mr Farouk Umar had been confirmed as substantive Director, Safety Electronics and Engineering Service.

    Also, Mr Gabriel Akpen was promoted from the rank of General Manager, Search and Rescue/Civil Military Coordination, to Director of Operations, he said.

    “The Directorates of Human Resources and Administration have equally been merged with former General Manager, Customer Services/Servicom, Mr Maira Bashir, taking over as Director of Human Resources and Administration.

    “In the same vein, Mr Umoh Aniefiok, formerly of the Finance and Accounts Department at the Federal Airports Authority of Nigeria (FAAN) has been redeployed to NAMA as Director of Finance and Accounts,’’ Akinkuotu said.

    He added that Mr Khalid Emele is to head the Public Affairs Department of the agency as General Manager.”

    Akinkuotu said that three new Deputy General Managers (DGMs) had been appointed to head some strategic units in the agency.

    They are Ms Kaosarat Fawehinmi, DGM, Project Management Office; Mr Bajie F. Abang, DGM, Security Unit; and Obioma Solomon, DGM, Industrial Relations and Discipline.

    Akinkuotu thanked all staff of the agency for their continued support and urged those promoted to ensure service excellence and efficiency within the system.

    He advised them to ensure compliance with all government directives, particularly the recent Executive Orders issued for smooth conduct of government business.

    NAQS will not be too visible at airports, says agric minister

    The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, says the Nigeria Agricultural Quarantine Service (NAQS) will, henceforth, no longer be too visible at the nation’s airports.

    The minister said this in Abuja on Monday while addressing newsmen in reaction to the recent disagreement between the NAQS and the Federal Airports Authority of Nigeria (FAAN).

    He said that meetings were underway to address the conflict between the two Federal Government-owned agencies.

    He said that a meeting was also held with the Acting President, Prof. Yemi Osinbajo, with a view to bringing the two agencies to work together.

    Ogbeh said that the Federal Government was trying to reduce the number of its officials at the airport terminals.

    “The role of NAQS is very important in safeguarding the movement of agricultural products in and out of the country.

    “We had a meeting with the Acting President, Prof. Yemi Osinbajo, few days ago. NAQS will not be too visible in the airports because scanners are being installed where NAQS officials will be trained.

    “Once anything is traced to be food item that is trying to be exported at the airports, the NAQS officials will be invited to take a look at it.

    “The NAQS officials will ascertain whether the items have export certification.

    “In other countries, once a scanner reports that you are carrying food item, the airport officials will turn you off.

    “They would ask where you are taking the food to and whether you have certification for the export.

    “We will have problems with things coming into the country if NAQS is taken out of the airports completely.

    “Right now, there is a virus affecting banana in Ogun State; the virus entered from the Republic of Benin.

    “We have to shut down the transfer of all bananas from Ogun because if it moves elsewhere, it will destroy the plantain business in the country,” Ogbeh said.

    UK deports 28 Nigerians for immigration offences

    The Government of the United Kingdom on Thursday deported 28 Nigerians for committing immigration-related offences in the country.

    The Nigerians were sent back home barely 48 hours after 23 Nigerians were deported from Spain and five days after another batch of 34 were jointly deported by the governments of Switzerland, Germany, Iceland, Austria, Belgium and Hungary.

    The News Agency of Nigeria (NAN) reports that the fresh batch of deportees arrived at the Murtala Muhammed International Airport (MMlA), Lagos at about 12.13 p.m.

    DSP Joseph Alabi, spokesman of the Lagos Airport Police Command, confirmed the development to NAN.

    Alabi said the deportees, comprising 21 males and seven females, were brought back aboard a chartered Titanic Airways aircraft with registration number : AWC-761/2.

    He said they were received by officers of the Nigerian Immigration Service (NIS), the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and the Police.

    Also on ground to receive them were officials of the Federal Airports Authority of Nigeria (FAAN).

    NAN gathered that the deportees were profiled by the immigration authorities and were each given a stipend to facilitate their transportation to their respective states.

    The Federal Airports Authority of Nigeria (FAAN) on Wednesday said the leaking roof in a part of the Murtala Mohammed International Airport, Lagos, was due to ongoing construction works at the airport.

    FAAN, in a statement signed by its Acting General Manager, Corporate Affairs, Mrs Herrienta Yakubu in Lagos, said the upgrade was in compliance with the recent Executive Order issued by Acting President Yemi Osinbajo.

    Yakubu, who was reacting to a viral video of the incident, denied claims that the facilities at the airport were in a deplorable condition.

    “It is regrettable that the story, which was capable of creating fear in the minds of intending passengers, was not based on assessment of the said facility by the reporters.

    “This is more so because the reporters could easily have cross-checked their facts with our Corporate Affairs Department before going public with such a sensitive issue.

    “Following this malicious video clip targeted to tarnish the authority’s hard earned reputation, management wishes to put the records straight that the leaking roof was as a result of the on-going works at the MMIA, Lagos.

    “This upgrade is coming at the heels of the Executive Order issued recently by the Presidency aimed at Ease of Doing Business in Nigeria, and the authority is doing everything possible to improve the quality of her services in line with the order.’’

    According to her, the management in compliance with government policies has since initiated practical steps to improve on safety and security architecture of the nation’s premier airport and also improve comfort and passengers experience.

    Yakubu noted that consequently, upgrade of facilities was on-going in different areas at the International Terminal building of MMIA Lagos with its attendant challenges to FAAN operations.

    “Sequel to this on-going works, we recently experienced some leakages from the roof at the “D Wing” of the Terminal of Murtala Muhammed International Airport, Lagos, owing to a heavy rain accompanied by wind storm.

    “This is directly connected to the civil engineering works going on at the roof top at that location, which temporarily interrupted our engineers who are replacing the old roof members with new ones at that instance.

    “It was practically impossible to work at that location due to its altitude and slipperiness while the rains lasted, but work immediately resumed after the rain subsided, and the integrity of roof was restored.

    “We want to state clearly that this defect did not affect operations in any way or at any time at the terminal,” she said.

    Yakubu reassured passengers, airport users and the general public of FAAN’s commitment to a safe, secured and improved facilitation at the nation’s airports.

    Spain deports 23 Nigerians for various offences

    The Spanish Government on Tuesday deported 23 Nigerians for committing various offences in the country, the News Agency of Nigeria (NAN) reports.

    They were deported barely five days after 34 Nigerians were sent home from six European countries for committing immigration-related offences.

    NAN reports that 34 Nigerians were jointly deported by six European countries on June 22 for committing immigration-related offences.

    The deportees were sent back home from Switzerland, Germany, Iceland, Austria, Belgium and Hungary.

    NAN gathered that the new set of deportees arrived at the Murtala Muhammed International Airport (MMlA) Lagos, at about 6.40 a.m on Tuesday.

    The new deportees, comprising 21 males and two females, were brought back in a privilege style aircraft with registration number EC-IZO.

    DSP Joseph Alabi, the spokesman of the Lagos Airport Police Command, confirmed the development to NAN.

    Alabi said that the deportees were received by officers of the Nigerian Immigration Service (NIS), the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and the Police.

    He said that others also on ground to receive them were officials of the Federal Airports Authority of Nigeria (FAAN) and the National Drug Law Enforcement Agency (NDLEA).

    According to him, nine of the deportees, who were deported for drug-related offences, were handed over to the NDLEA.

    He said that two others, who were deported for criminal offences, were handed over to the police.

    Alabi said that the remaining 12 deportees, accused of breaching the country’s immigration rules, were profiled and allowed to go to their respective destinations.

    The Federal Airports Authority of Nigeria (FAAN) has carried out a test-run on an upgraded baggage scanner machine that could detect explosives, narcotics and other prohibited items at the Murtala Muhammed International Airport, Lagos.

    The Managing Director of FAAN, Mr Saleh Dunoma while speaking at the event on Wednesday, said it was aimed at boosting safety and security at the airport.

    Dunoma said that the interest of FAAN was to make sure the airports are safe and secure, protect lives and provide machines of immense benefits to airlines and all stakeholders.

    “This scanner is intended to complement the Executive Order recently issued by the Acting President, Prof. Yemi Osinbajo and also assist the operations of other agencies at the airport, making them more efficient.

    “Our intent is to deploy these scanners to our international airports but this depends on the outcome of its performance in Lagos,” he said.

    Dunoma said that FAAN was committed to putting all necessary measures in place in line with international aviation standards and recommended best practices to enhance safety and security at the airports.

    Also speaking, the supplier of the machine, Mr Akin Mustapha, said it was an Astrophysics Baggage Scanner which was manufactured in California, USA.

    According to him, it would identify hidden threats in carry-on items and checked-in baggage at airports, and has high penetration steel and could detect explosives and narcotics.

    Mustapha said:” It has six colour generations and that enables it to do a proper analysis of objects that go into it, better than others. It is highly reliable and very sensitive.

    “In other airports around the world, they are taking away other machines and replacing them with this machine (Astrophysics) for upgrade and efficiency.

    “With superior image quality and innovative features including six colour imaging for increased object, identification and screen assistance for automatic programmable detection.

    “Astrophysics provides operators with the advanced tools required for quick and reliable airport screening”, he said.

    Delta Airlines flouts implementation of Executive Order at Lagos airport

    Crisis was averted Tuesday at the departure hall of the Murtala Muhammed International Airport (MMIA), Ikeja, Lagos between officials of Delta Airlines and aviation security personnel over the implementation of Executive Order at the airport.

    The cause of the crisis it was learnt was the insistence of physical screening of passengers and their luggage by Delta Airlines, a development that contradicts the directive of government on the implementation of Executive Order.

    The Federal Government as part of the implementation of Executive Order had directed all airlines to remove screening counters at the airport for the profiling and screening of passengers.

    A source hinted that aviation security personnel belonging to the Federal Airports Authority of Nigeria (FAAN) confronted officials of Delta Airlines on why they will not comply with the directive of government.

    A source hinted that Delta Airlines officials held their ground insisting the physical screening of passengers and their luggage by the airline was a directive from the home office in Atlanta.

    The airline it was learnt threatened to stop processing boarding protocol for Nigerian passengers if they are not allowed to carry out physical screening of passengers.

    Confirming the development, FAAN, spokesperson, Mrs. Henrietta Yakubu said airport officials and Delta Airlines are meeting to resolve the impasse.

    She said though it is mandatory for all airlines operating in Nigeria to comply with the implementation of Executive Order, she wondered why Delta Airlines will insist on the physical screening of passengers.

    Yakubu said even with the Executive Order, manual screening of passengers cannot be totally eliminated at the airport.

    Meanwhile, Federal Airports Authority of Nigeria (FAAN) Tuesday commenced the implementation of executive order issued by the Acting President, Yemi Osinbajo.

    With the implementation, the agencies have now harmonized their screening at the airport departure hall.

    Managing Director of FAAN, Engr. Saleh Dunoma, who spoke after a meeting with all the agencies at the international wing of MMA.

    He said there would be no more multiple checks and that is why we have come together.”

    Osinbajo had last month issued the executive order that would enhance ease of doing business at ports of entry.

    The FAAN MD said all the agencies had stuck together to effectively and seamlessly implement the order without compromising on security procedures at the airport.

    He said henceforth agencies would check luggage of passengers at designated areas and not within the departure halls as was the case before.

    Dunoma stated that the authority had chosen to commence the implementation with MMA which is the busiest and the most visited airport in the country, adding that the implementation would be extended to other airports.

    He said, “Everybody is ready to key into this committee that is set up for the implementation and everybody is contributing positively. From all indications, all hands are on deck to make sure that the executive order is implemented.

    “I don’t envisage any problem in its implementation. We will support the agencies when the need arises by giving them additional facilities depending on what they are requesting for.

    “I just came out of the meeting. I heard some of the things they are talking about, issues being raised as a result of the implementation of the executive order. I gave them my words that I will support them with whatever issues they might have as a result of the implementation. I also emphasized that as a result of the implementation of the executive order there would be no compromise”.

    In a related development, Nigerian Civil Aviation Authority (NCAA) said Tuesday that it has put in place adequate measures to ensure full and sustained compliance with the Federal Government’s Executive Order (EO) at our airports.

    On its part, NCAA has prepared a standard document outlining its core functions and services, appropriate charges, fees, licenses, waivers and other tax-related processes in adherence to the Executive Order (EO).

    NCAA to ensure full compliance with FG’s executive order at airports

    The Nigerian Civil Aviation Authority (NCAA) said on Tuesday that it had put in place measures to ensure full and sustained compliance with the Federal Government’s Executive Order at airports in the country.

    The General Manager, Public Relations, NCAA, Mr Sam Adurogboye, said the agency’s Director General, Capt. Muhtar Usman, had directed all Aviation Safety Inspectors (ASI) to monitor the level of compliance with the order.

    Adurogboye said this was alongside their statutory oversight responsibilities at the airports, as enshrined in the Nigerian Civil Aviation Regulations 2015 (Nig.CARs 2015).

    “All aviation parastatals under the Federal Ministry of Aviation, Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), Nigeria Meteorological Agency (Nimet) and Accident Investigation Bureau (AIB) have since commenced compliance to the order.

    “On its part, NCAA has prepared a standard document outlining its core functions and services, appropriate charges, fees, licences, waivers and other tax-related processes, in adherence to the order.

    “The schedule contains mode of communication of official decisions to the various applicants for our sundry services,’’ Adurogboye said in the statement issued in Lagos.

    According to him, this information, together with other vital information, for ease of doing business in the Nigerian aviation sector are contained in the official website of the NCAA.

    He said the federal government had handed down the order with the view to eliminate the unnecessary bureaucracy that impedes business activities at Nigeria’s airports.

    Adurogboye added that it would improve safety, security and facilitation of passengers within and around the airports.

    He said the NCAA director general was in constant discussions with the heads of aviation agencies to ensure sustained adherence to the order by the agencies and continuous surveillance by the regulatory authority.

    FAAN pensioners urge Senate to stop airports concession

    The Nigeria Union of Pensioners, Federal Airports Authority of Nigeria (FAAN) Chapter, has urged the Senate to urgently stop the planned concession of the four major airports in the country.

    Mr Emeka Njoku, Secretary-General, NUP, FAAN, made the call while speaking at the monthly general meeting of the union at the premises of the Murtala Muhammed Airport, Lagos on Tuesday.

    The News Agency of Nigeria (NAN) reports that the Federal Government had recently appointed Transaction Advisers for the concession of the Lagos, Abuja, Kano and Port Harcourt airports.

    Njoku, however, faulted the move, stressing that the unions in the sector would continue to resist any plan to concession the viable airports by the Minister of State, Aviation, Sen. Hadi Sirika.

    He said: “The Senate recently stopped the concession of Port Harcourt Refinery because the process was not transparent.

    “We hereby solicit further intervention from the National Assembly on the planned concession of our four viable airports.

    “If this government is known for zero tolerance on any act of impunity, particularly President Muhammadu Buhari, we cannot understand the refusal of the minister on the recently passed National Assembly Public Hearing resolution suspending the planned concession of the four viable airports.’’

    According to him, past concession agreements were not beneficial to both government and its agencies.

    Njoku noted that revenue collection points of FAAN such as the toll gate, car parks, bill boards, fuel surcharges, shops and VIP lounges were all put under concession and have all become sad stories today.

    He said the union would not allow FAAN to go the way of the defunct Nigeria Airways which was liquidated by an executive fiat.

    “We want the minister to tell the public what he wants to concession. What happens to FAAN workers, pensioners, its assets and liabilities?

    “Is there a government blueprint on the proposal and what are contained therein?

    “These and many more are begging for answers and should not be swept under the carpets,’’ Njoku said.
