    Audit report indicts six FCT area councils of over N100b financial infractions

    A report by the Auditor-General for the Federal Capital Territory (FCT) Area Councils, submitted to the House of Representatives Public Accounts Committee, has indicted the six Area Councils of Abaji, Abuja Municipal, Bwari, Gwagwalada, Kuje and Kwali over various financial infractions running into over N100 billion.

    The audit report for the year ended 31 December 2021, submitted to the Committee, revealed widespread cases of unremitted tax and VAT deductions, failure to update Fixed Asset Registers, and expenditures yet to be properly accounted for across the councils.

    According to the report, the six Area Councils recorded outstanding liabilities amounting to N7.6 billion as of 31 December 2021.

    The liabilities comprised unremitted pension deductions, unremitted Pay-As-You-Earn (PAYE), unpaid capital project obligations, unremitted Value Added Tax (VAT), and withholding taxes due to the Nigeria Revenue Service (NRS), FCT Inland Revenue Service, Pension Fund Administrators, and contractors.

    A breakdown of the unremitted liabilities showed that Abuja Municipal Area Council (AMAC) had outstanding obligations of N2.19 billion, followed by Bwari Area Council with N1.49 billion and Kwali Area Council with N1.46 billion.

    The report added that Gwagwalada Area Council recorded N1.01 billion, Kuje Area Council N892.2 million, while Abaji Area Council accounted for N593.8 million, bringing the total to N7.65 billion.

    The Auditor-General also faulted the councils for failure to properly maintain and update their Fixed Asset Registers.

    The report cited Gwagwalada Area Council, where non-current assets valued at N336 million were not adequately maintained or updated, creating room for asset losses without trace.

    The report noted that this weakness was common across the other Area Councils.

    Furthermore, the audit raised concerns over expenditure totalling N24.8 billion incurred by the six councils in 2021 on personnel, overheads and capital projects. Despite an 89 per cent increase in total expenditure amounting to N11.7 billion when compared to 2020, the councils have not accounted for how 37 per cent of the expenditure purportedly allocated to capital projects was utilised.

    A breakdown of the expenditure showed that Abuja Municipal Area Council spent  N5.03 billion, Gwagwalada Area Council N4.66 billion, Kuje Area Council N3.85 billion, Kwali Area Council N3.84 billion, Bwari Area Council N3.74 billion and Abaji Area Council N3.71 billion, bringing the total expenditure to N24.87 billion.

    Audit findings for the year 2022 and part of 2023 also identify multiple infractions of financial regulations such as understatement of actual Internally Generated Revenue (IGR), unauthorised assets disposal, non-disclosure of statutory revenue and non-remittance of withholding tax to appropriate authorities.

    Reacting to the report, Chairman of the House of Representatives Public Accounts Committee, Rep. Bamidele Salam, confirmed that the audit report had been formally received by the Committee.

    He disclosed that three separate letters had been issued to the chairmen of the six Area Councils and their respective Finance Directors, summoning them to appear before the Committee to respond to the audit queries.

    Rep. Salam warned that the summoned chairmen and their Finance Directors had been given a final opportunity to appear on Wednesday 11th February, 2026, adding that failure to honour the invitation would compel the House to invoke its constitutional powers to order their arrest and ensure compliance.

    Salam added that the Area Councils were also indicted for failure to audit and submit their financial accounts for the years 2023, 2024 and 2025, contrary to statutory requirements.

    He stressed that public funds must be managed with transparency and prudence, warning that any official found culpable would be held responsible in accordance with the law.

    Zephyrgold Aid Foundation has launched its first outreach with the payment of school charges and donation of learning materials to 100 pupils of Junior Secondary School, Kado-Kuchi, in the Federal Capital Territory (FCT).

    Speaking at the event in Abuja, Admin Manager, Matilda Akure, said the initiative was inspired by Zephyrgold International Limited’s tradition of community support.

    Akure said while the company spent over two decades building infrastructure in more than 30 states, it also believes in investing in people and communities.

    “For over 20 years, Zephyrgold built structures in Nigeria, but beyond physical infrastructure, we believe in building lives.

    ‘‘Having supported widows, orphanages and underserved communities, our Chairman, Dr. Rowland Adewumi, and his wife, Mrs. Bukola Adewumi, felt it was time to also reach out to children who are often left behind by circumstance,” she said.

    She noted this vision led to establishment of the foundation in May. Its debut project is the school charges of 50 pupils each in JSS2 and JSS3, in addition to donation of exercise books and biros.

    Akure added that the foundation plans to replicate such interventions nationwide.

    “In the next five to 10 years, we hope to touch lives in 30 states, just as we have done with infrastructure,” she said.

    Mrs. Roseline Enemali, the school’s guidance counsellor and financial secretary, described the gesture as 100 per cent relief for beneficiaries and their families.

    “Many of these children are from indigent homes. By paying their school charges of N5,200 each and providing learning materials, the foundation has lifted a burden off parents,” she said.

    She said pupils were selected based on vulnerability and academic performance, with payment covering exam-related levies.

    The first return flight conveying 425 pilgrims from the Federal Capital Territory (FCT) who performed this year’s Hajj exercise has arrived safely at the Nnamdi Azikiwe International Airport, Abuja.

    The flight, which departed Jeddah earlier on Saturday marks the beginning of the return phase of the 2025 Hajj operations coordinated by the FCT Muslim Pilgrims Welfare Board.

    Confirming the arrival, the Board reassured families and loved ones that efforts are underway to ensure a smooth and timely return of all remaining pilgrims in the coming days.

    According to officials, the second return flight is scheduled for Monday, June 23, 2025.

    The Board further assured that logistics and coordination challenges are being addressed to prevent unnecessary delays.

    However, incidents at Jeddah Airport during the departure of the first group have prompted warnings from the Board.

    Some pilgrims were subjected to intense scrutiny during luggage checks, with authorities removing contraband items including bottles of water, soft drinks, metal objects, and baggage exceeding the 8kg weight limit.

    The Federal Capital Territory (FCT) Police Command has confirmed the death of one of its officers and the arrest of 19 Shi’ite members during a clash in Abuja. 

    The Commissioner of Police, FCT Command, CP Ajao Adewale, has also condemned the attack on security operatives by members of the proscribed Islamic Movement of Nigeria (IMN), also known as the Shi’ites.

     A statement issued by the FCT Police Public Relations Officer, SP Josephine Adeh on yesterday night said: “On March 28, 2025, at approximately 2:20 PM, the FCT Police Command received a distress call reporting a violent assault on security personnel by IMN members armed with firearms, cutlasses, catapults, sticks, stones, petrol bombs and other lethal weapons in the Banex Area, Aminu Kano Crescent, Wuse 2.

    “Upon swift deployment to the scene, police and security personnel encountered intense gunfire from the attackers, resulting in serious injuries to three security operatives. They were promptly transported to the National Hospital, where one was tragically pronounced dead.

     “Nineteen suspects have been arrested in connection with this incident, while others managed to escape. Normalcy has since been fully restored and investigations are ongoing to ensure that all perpetrators are brought to justice.

    The Commissioner warns that attacks on security operatives who risk their lives to protect citizens will not be tolerated.

    FEC approves ₦1.04tn for Works, FCT projects

    The Federal Executive Council (FEC) has approved ₦1.04 trillion for critical infrastructure projects nationwide, including major road and bridge works across multiple states and key developments in the Federal Capital Territory (FCT), Abuja.

    The approvals, granted during the FEC meeting presided over by President Bola Ahmed Tinubu at the State House, Abuja, on Monday, cover 10 major projects under the Federal Ministry of Works and five significant projects in the FCT.

    For the Federal Ministry of Works, Council allocated ₦885 billion for the construction and rehabilitation of key highways and bridges across the country.

    Minister of Works, David Umahi, announced the approvals, highlighting the government’s commitment to durable road infrastructure, particularly through concrete construction.

    One of the largest projects approved is the reconstruction of three sections of the Lokoja-Benin Road, a crucial trade corridor.

    The project will be executed in concrete with Section I (Obajana to Benin) costing ₦64 billion, Section II (Auchi to Edo) at ₦110 billion, and Section III (Benin Airport to Edo) at ₦131 billion.

    The total cost for this project stands at over ₦305 billion.

    Another major project is the Lagos-Calabar Coastal Highway, which will span 130 kilometers of dual carriageway from Calabar through Akwa Ibom.

    The highway, valued at ₦1.334 trillion, has been divided into multiple sections for phased construction, with ongoing work already progressing in Lagos and Ogun states.

    The Minister also said the Abuja-Kano Highway has been restructured, with ₦252 billion allocated to its development.

    Section 1 extends from the FCT boundary to Niger State with an additional 5.71 kilometers, while Section 3 in Kano State has an expanded scope of 17 kilometers.

    The 118-kilometer road will be built using concrete and will feature solar lighting installations.

    FEC also approved the reconstruction of access roads to the Second Niger Bridge in Delta and Anambra states.

    The Delta section will be constructed in concrete for ₦470.9 billion, while the Anambra section will cost ₦148 billion.

    Other key approvals include ₦22 billion for the Onitsha-Owerri Expressway, ₦18 billion for the Musasa-Jos-Kaduna Road, and ₦12.75 billion for the rehabilitation of the Abia-Enugu road.

    In Lagos, ₦3.571 billion has been approved for a comprehensive structural evaluation of the Third Mainland Bridge and Carter Bridge.

    The assessment will focus on examining underwater piles and determining solutions to prevent further deterioration.

    Another crucial approval is the continuation of the Lagos-Ibadan Expressway (Phase II, Section I), with a budget of ₦195 billion.

    Umahi reaffirmed the government’s commitment to cost-effective infrastructure, emphasizing that transitioning major roads to concrete construction will ensure greater durability and long-term savings.

    “By adopting concrete for key sections, we have saved significant costs compared to previous projections,” he said.

    He also addressed concerns over delays and road quality, particularly on the Abuja-Lokoja Road, assuring that contractors have been directed to fix faulty sections.

    “We are not accepting excuses such as high temperatures for road failures. The affected sections are being redone with proper oversight,” he added.

    Meanwhile, Council has also approved ₦159.5 billion for five major infrastructure projects aimed at improving road networks, transportation, and estate access across the FCT.

    Minister of State for the FCT, Dr Mariya Mahmoud Bunkure, disclosed this after the FEC meeting, emphasizing the government’s commitment to enhancing mobility and socio-economic activities in the capital city.

    Among the key projects approved is the construction of a bus terminal at Mabushi, located in Cadastral Zone Plot B06, Phase II of the Federal Capital City.

    The ₦30.97 billion contract was awarded to Setraco Nigeria Limited and is expected to be completed in 18 months.

    The government has also allocated ₦62.5 billion for the construction of Arterial Road N1, which will connect Wuye District to Ring Road II.

    The project, awarded to Arab Contractors Nigeria Limited, is expected to be completed within 20 months.

    Another major approval is the construction of the Kuje-Gwagwalada dual carriageway, a key route connecting satellite towns.

    The contract, valued at ₦7.5 billion, was awarded to Gilmo Engineering Nigeria Limited.

    The Council also approved ₦26.87 billion for the rehabilitation of the Old Keffi Road, a 15-kilometer stretch linking Kado Village to Dei-Dei and connecting to the Outer Northern Expressway Junction.

    The contract was awarded to Lubric Construction Company Limited and is expected to be completed in 18 months.

    Additionally, FEC approved ₦31.66 billion for the construction of an access road to the Renewed Hope Cities and Estate Project in Karsana West District, Abuja.

    Lubric Construction Company Limited will handle the project, which is also scheduled for completion within 18 months.

    Bunkure emphasized that these projects will significantly improve connectivity and ease transportation within the FCT, benefiting both residential and commercial areas.

    “The projects will enhance mobility, boost socio-economic activities, and provide improved access to residential and commercial developments within the FCT,” she said.

    She assured that the contracts would be closely monitored to ensure timely completion and adherence to quality standards.

    The new Federal Capital Territory (FCT) Commissioner of Police (CP), Olatunji Disu yesterday warned that he would not tolerate any criminality in the nation’s capital.

    Disu gave the warning in Abuja while addressing officers and men of the command on his assumption of duties as the 32nd CP.

    The new FCT police boss is the immediate past Rivers State CP.

    Disu took over from Benneth Igweh, who was promoted to an Assistant Inspector-General of Police (AIG), Zone 7. 

    Acknowledging the security challenges facing the FCT, the CP promised to remain committed to the foundation of enhancing the security situation mechanism instituted by his predecessors.

    Disu also promised to prioritise community policing, intelligence gathering, technology integration, training and development and public engagement to achieve the needed result.

  • Car snatchers’ paradise

    Residents of Federal Capital Territory (FCT) have raised the alarm over the menace of car theft and commercial vehicle robbery or one-chance in the nation’s capital. GBENGA OMOKHUNU reports

    The seat of federal power is fast losing ground to car thieves and robbers operating in commercial vehicles otherwise known as one-chance. This is a serious worry to residents. Many have fallen victim.

    The term ‘One Chance,’ a pidgin English expression used by bus conductors or touts to entice passengers in a hurry to take the last available space in a taxi or bus, has now been adapted to mean being in a fix or a difficult situation.

    These robbery gangs often operate in commercial taxis. They have members of the gang in the vehicle, usually painted green. Members pretend to be genuine passengers and drive around looking for victims.

    Threatening the security of the Federal Capital Territory (FCT) and its environs is the rate of ‘one-chance’ activities being perpetrated by unscrupulous people who trap, rape and in some cases drug and kidnap unsuspecting passengers in taxis.

    In time past, various forms of vices like robbery, snatching of bags, pick-pockets and “one chance” were only rampant in places like Lagos, Aba, Port Harcourt and  Kano states but the wind of this criminal activity seems to have blown far, even to Abuja.

    Some of the residents, who spoke with Abuja Review lamented that their lives were in danger over the activities of bandits who steal cars and rob at gunpoint.

    A resident, Ayo Ojo whose Toyota Camry car was stolen while he was shopping in Federal Housing Authority (FHA), Lugbe, described the situation as “disturbing’’.

    He said that car theft had become rampant in the FCT, adding that there had been a deluge of complaints at the FHA Police Station where he went to report the case of his stolen car.

    “I quickly reported the case at the Lugbe Police Station, but I was shocked to meet some people with the same case of stolen cars at the station while some of them had already written their statements. I parked my car within the FHA Lugbe in front of the shop where I went to buy provisions at about 8:00 p.m. for my family and by the time I came out, I could not find my car,’’ he said.

    Another resident, Mr. Ibrahim Ibrahim said his car, also a Toyota Camry (pencil light) was stolen around 10:30 p.m. last July.

    Ibrahim said he had to park the car close to a shop and went to pick certain items, but was jolted when he discovered the car was no longer where it was parked.

    He said, “My car is a Toyota Camry with silver colour and other valuables like laptop, food items, and my purse were all in the car. Another problem threatening the security of the FCT is the rate of ‘one-chance’ activities being perpetrated by unscrupulous people to trap passengers in taxis either to rob or capture them for rituals or ransom.”

    A Nurse, Rose Ojomo in one of the FCT hospitals said she was a victim of a gang of ‘one-chance’ while returning from work last month.

    Mrs. Ojomo said that immediately she entered the vehicle, she became suspicious as there were only men in the car, adding that her fear later materialised when she was asked to open her bag and bring out all the money inside.

    Her words: “Immediately, they pointed a gun at me inside the car, I quickly told them I don’t have money. I was then asked to bring my ATM card where I led them to a bank to withdraw all the money in my account.”

    Also, Miss Hosanna Ikechukwu, a civil servant said it was a sad day for her when she fell victim of ‘one-chance’ while returning from office.

    Ikechukwu said that she was dispossessed of her valuables and almost lost her life to ‘one-chance’, criminals who threatened to kill her if nothing valuable was found on her.

    She said that for the fact that she had money to part with; her life would have been in danger.

    Mr Innocent Uyime of Area A, last road, Nyanya phase 2 told Abuja Review that he was returning from his office at Area one  at 11:00pm after the day’s job.   He boarded a cab at Area 3 junction to go home, but immediately after the old CBN junction,  all the genuine passengers in the taxi were asked to co-operate, and the robbed them.

    At Wuse/Berger Park, a member of the Union of Painted Abuja Taxi, PAT, who spoke in confidence said painted taxis belong to a number of unions, aside the national union, NURTW, while he explained the colour type at the top of the taxi clearly states which union a taxi belongs to.

    He said: “You can differentiate the taxis with the colour on the top of the taxi to know which company a taxi is registered under. For instance, mine is painted blue which is under PAT and this other one (pointing to another taxi), you can see is painted orange which is under NURTW. Majority of the robberies that are being carried out by cabs are mainly by unpainted vehicles because there is nothing to identify them. For example, private vehicles are into the business of carrying passengers; if such operators commit crimes, they go scott free because no one can really identify or trace them”.

    The bandit modus operand is to pose as taxi drivers in a bid to carry a passenger to a lonely road where they can perpetuate their evil act.

    They do not pick more than one or two victims at a time. Then they drive them to a remote place, where they are threatened with gun, cutlass, charms or other dangerous weapons and dispossess them of their money, handsets, and other valuables.

    Sometimes , after dispossessing the unsuspecting passengers of their valuables, they push them out of the moving vehicle, and if they are kind enough, they stop for their victim to alight before they zoom off. These gangs operate mostly during the early hours in the morning and late in the evening.

    They have now added another dimension to their enterprise. They now target the SIM cards of their victims, alongside Automated Teller Machine (ATM), cards. It has been discovered that, with the SIM card, they can access their victim’s bank verification number (BVN) and have total access to other accounts linked to it.

    However, it was gathered that with the advent of ATM as well as the Point of Sale (POS) which helps to reduce the volume of cash people carry on them, the gangs have devised new methods of robbing unsuspecting passengers.

    They have realised that some people have their ATM cards in their bags or wallets, so, instead of robbing a passenger that falls prey to them and allow him or her to go, they search the passenger, take their ATM cards, take them to a particular destination and hold them hostage and demand for their ATM card pin number.

    Woe betide such victim if he or she does not have either money or ATM card at hand.

    A security expert told Abuja Review that: “Having disclosed the security code, one of the gang members would rush to the bank to empty the victim’s account, that is if the victim did not carry the POS with them. Don’t be deceived , they blind fold the victim and drop him on the way and zoom off.

    Severally, the Deputy Commissioner of Police in charge of Criminal Intelligence and Investigation Department (CIID) FCT, had announced that it had created an anti-One-Chance Squad to arrest the situation. But the criminal act is not reducing.

    Spokesperson , Nigeria Security and Civil Defence Corps, (NSCDC), FCT Command, David Akinbinu, recently told newsmen during one of the corps recent parade of suspects that their men and officers of the intelligence and special crime unit have been able to track down and arrest culprits.

    He  further explained that the command is not resting on its oars in ensuring that lives and properties of residents are protected.

    Akinbinu who said the crack team of the FCT command of the Corps has rescued several victims , said the arrests were made possible by the proactive crime fighting measures deployed by the Command and the support of public-spirited individuals who have been partnering with them through the provision of information.

    He said, “On the One Chance gangs, we have renewed commitment to rid FCT of the activities of one chance robbers, the Command’s newly-created Anti-One Chance Squad, has severally, smashed notorious gangs and recovered their operational vehicles.

    The FCT Commissioner of Police, Bala Ciroma few days ago vowed to tackle car snatching and other crimes.

  • 29 states, FCT, 80 LGAs ravaged by flooding

    THE Nigeria Hydrological Services Agency (NIHSA) has revealed that not less than 29 states, as well as the Federal Capital Territory (FCT) and 80 local government areas across the country have been ravaged by flooding this year. The agency also lamented that over 200 of its weather forecast equipment, including observation stations, in different parts of the country, are being attacked on a daily basis. The Director-General of the agency, Engr. Clement Nze explained that theft and vandalisation of equipment is hampering its efforts at giving accurate data and information on the menace of flooding.

    Nze who made this known during a sensitisation workshop on “Security and Prevention of Vanadalisation of Hydrological Services Equipment”, in Lokoja, Kogi State, said that the agency’s observation stations, comprising 32 automatic stations and over 200 manually operated ones, in different parts of the country were attacked by some unpatriotic elements. According to him: “Instead of expanding and increasing the number and density of the stations, we keep moving in circles by replacing the existing stations that are being lost to theft, vandalisation and/or washed away by flood waters, year in year out”.

    He noted that most of the equipment are not locally available and require huge financial outlay to acquire and put them in operation. He said that hydrological data aside its usefulness to the determination of the level and extent of flooding, remains critical to the provision of basic facilities like water, roads, agriculture and food security. He therefore called for a change of attitude towards the protection of hydrological facilities, so that the country can overcome the problem of flooding and environment related hazards.

    “Let us help to protect and own all hydrological equipment and installations within our domains in order to reduce vital losses to flooding and other water”, he said. He appealed to stakeholders to pay adequate attention to forecasts and early warning information being regularly released by the agency.   • Minister to sanction unproductive workers

    THE Minister of the Federal Capital Territory (FCT), Mallam Muhammad Musa Bello, on Monday said his second tenure will not be business as usual for the ministry’s workers.

    Bello said he would not hesitate to kick out any unproductive worker. The minister, who officially received a handover note from the FCT Permanent Secretary,  Mr. Christian Ohaa, said he was not prepared to pamper any worker who does not want to add value to the system.  He stressed that performance is paramount in the agenda of his administration to deliver the mandate given to him by President Muhammadu Buhari.

    Bello, who recalled that during his first tenure, he spent a lot of time working on identified deficiencies in the workforce, also promised not to tolerate unproductivity from workers.

    He said: “During my first time, I used a lot of time pursuing workers around and encouraging all to be their best. I gave all of you free hands. I spent a lot of time ensuring that various departments strive to be productive.

    “This time around, every agency must do its work. All must be held accountable. Anybody who does not do its work shall be out of the system.”

    The minister expressed displeasure that most of the senior workers could not create a positive image needed to support the Change Agenda of the past administration.

    Now, everybody must sit up or face the music, he warned.

    According to him, President Buhari, who graciously re-appointed him, clearly stated the objectives he wants all ministers to achieve. Bello said while the Presidency monitors him to do his job well, he would ensure that all workers in the FCT live up to their responsibility.

    Ohaa assured the minister of loyalty and full support.

    The permanent secretary noted that within the three months he oversaw the administration, departments and agencies had remained alive to their duties.

    He said: “On behalf of the entire workers of the FCTA, I wish to pledge our full support, cooperation and loyalty to ensure that you achieve the mandate of taking the FCT to the Next Level.”
