    Fed Govt gave out N2.45tr as infrastructure, security support to states, FCT

    The Federal Government disbursed N2.45 trillion to the 36 states of the federation and the Federal Capital Territory (FCT) between March 2024 and August 2025 for infrastructure development and security intervention.

    The sum was to help them repair roads and bridges, improve schools and health facilities, and strengthen security operations during the period.

     Special Adviser to the President on Policy Communication, Daniel Bwala, made this known yesterday in a post on his verified X handle  @BwalaDaniel.

    “This support is helping to fix roads and bridges, improve schools and health facilities, and strengthen security operations in communities across the country where Nigerians need results the most,” he said.

    Bwala explained that federal support to states is consistent with global norms, noting that countries such as the United States routinely provide federal funding to state and local governments to support infrastructure, education, health and public safety.

     He added that India and several other developed economies also deploy central government grants to help regions deliver major projects and essential services closer to the people.

    Bwala linked the interventions to the policy direction of the administration of Bola Ahmed Tinubu, particularly the 2025 Budget of Restoration, which prioritises securing peace, rebuilding prosperity and strengthening national development.

    Under the budget framework, he said priority remains on security, infrastructure, health and education, with emphasis on transparency, accelerated delivery of energy, transport and public works, job creation and improved living standards.

    Bwala added that sustained cooperation between the Federal Government and the states is critical to achieving a safer and more prosperous Nigeria.

    “Under President Tinubu’s 2025 Budget of Restoration, Securing Peace, Rebuilding Prosperity, priority remains on security, infrastructure, health and education,” he said.

    “The goal is clear to ensure transparent use of funds, accelerate energy, transport and public works, create jobs and improve living standards through strong cooperation between the Federal Government and the states for a safer, more prosperous Nigeria”, Bwala added.

    FCTA launches elderly abuse reporting channels

    The Federal Capital Territory Administration (FCTA) has restated its commitment to protecting elderly residents from all forms of abuse, including neglect, physical, emotional, and financial exploitation. 

    As part of renewed efforts to safeguard older citizens, the administration has launched a dedicated phone line and email address to encourage reporting and ensure swift response to abuse cases within the territory.

    The assurance was given by Dr. Adedolapo Fasawe, Mandate Secretary of the Health Services and Environment Secretariat (HSES), in a statement marking the 2025 World Elder Abuse Awareness Day (WEAAD), commemorated globally every June 15. 

    According to her, this year’s theme, ‘Beyond Age’, stressed the importance of acknowledging the contributions of older persons while taking steps to protect their dignity and well-being.

    Dr. Fasawe emphasized that elder abuse remains a largely silent but growing issue, and urged FCT residents, community leaders, and healthcare professionals to remain vigilant for signs such as unexplained injuries, emotional withdrawal, fearfulness, or sudden changes in financial circumstances. 

    She encouraged prompt reporting to the appropriate authorities to ensure timely intervention.

    According to her Media Adviser, Bola Ajao, in the statement on Sunday, the Mandate Secretary emphasised that the FCTA under the leadership of Minister Nyesom Wike has continued to prioritize the welfare of elderly residents through strategic initiatives such as the Renewed Hope Initiative Support for the Elderly, aimed at improving access to healthcare and enhancing overall quality of life.

    The Secretariat also lent support to the maiden edition of the initiative, spearheaded by the Office of the First Lady, Senator Oluremi Tinubu, which offered free medical screenings to elderly persons in Abuja, providing essential health checks and raising awareness about age-related conditions.

    In line with its broader commitment, HSES announced plans to strengthen geriatric healthcare services, train frontline health workers to identify and respond to cases of elder abuse, and partner with community and religious leaders to raise awareness and uphold the rights of older citizens. 

    Dr. Fasawe also called on Federal ministries, civil society organizations, non-governmental organizations, and development partners to collaborate with the FCTA in crafting policies that enhance social inclusion, mental health support, and access to essential services for the elderly.

    She described the ongoing efforts as a collective call to action to look beyond stereotypes and recognize older people not just by their age, but by their enduring value and contributions to society. 

    Dr. Fasawe urged residents to embrace the responsibility of protecting vulnerable elderly members of their communities and to report concerns using the new communication channels provided by the FCTA.

    Wike vows aggressive revenue drive in FCT

    Minister of the Federal Capital Territory (FCT), Nyesom Wike on Friday stated the administration will be very aggressive on revenue drive within the law to complete ongoing projects in the nation’s capital.

    Wike said this after inspecting  ongoing projects planned for inauguration  in May to mark  President Bola  Tinubu’s second year in office.

    Some of the projects inspected included the ongoing construction of the Abuja Division of the Court of Appeal and the access road and the left-wing service lane from Apo roundabout to Wassa.

    Also inspected was the ongoing construction of a 16-kilometre road from Idu to Dei Dei.

    He said that the administration would be very aggressive in its revenue drive by ensuring that all taxpayers in the FCT fullfil  his or her tax obligation.

    He, however, said that the tax aggressive revenue drive would be within the limits of the law.

    The Minister attributed the successes being recorded in the delivery of projects to prudent management of available resources.

    “That is why we are going to be very aggressive in our revenue drive to be able to achieve more and deliver more projects.

    “That is why when people complain that we are revoking Certificate of Occupancy (C o O), I laugh.

    “People do not understand that it is from such payments and taxes that we will be able to carry out projects that are meaningful; that have a positive impact on the lives of our people.

    “So, we are appealing to our people, it is not politics,i t is about being responsible, being responsive. Government has given you land for you to pay annual ground rent for us to use for the development of the FCT,” he said.

    According to him,  the FCTA wishes to take development projects to all areas of the territory.

    He, however, said this could only be  possible if residents learn to voluntarily fulfil  their tax obligations.

    Speaking on the ongoing projects, Wike expressed that most of the projects would be inaugurated in May to celebrate Tinubu’s second year in office.

    Wike said he was particularly impressed with the pace of the Idu-Dei Dei Road project, adding that the project, which was awarded in 2014, would be completed in May.

    “I never believed that the project would be completed in May but you can see how the contractor is assuring us with authority that the project would be delivered in May.

    “We have been to the Abuja Division of the Court of Appeal, which will be completed by September. We have also been to the Apo-Wassa Road on the Outer Southern Expressway. It will also be completed in May,” he said.

    He said that the delivery of the projects was a fulfilment of Tinubu’s Renewed Hope Agenda, adding that FCT residents were happy for the ‘promises made and promises fulfilled’.

    The Federal Capital Territory (FCT), Police Command has rescued 23 children from a suspected child trafficking syndicate.

    The police said the syndicate is operating under the guise of an orphanage in Kubwa, Abuja.

    The suspect was arrested following credible intelligence on suspicious activities on March 20 2025 at Mother Deborah Orphanage.

    Police operatives from Kubwa Division swiftly stormed the location.

    The operation, police said, led to the rescue of a three-year-old child, suspected to have been stolen from Kaduna State.

    Two suspects, including the orphanage owner, Ijeoma Andy, were arrested while efforts are ongoing to track down other accomplices.

    According to a statement issued on Saturday by the FCT Police Public Relations Officer, SP Josephine Adeh: “In a major breakthrough in the fight against child trafficking and missing persons, the FCT Police Command has successfully rescued 23 children from a suspected child trafficking syndicate operating under the guise of an orphanage in Kubwa, Abuja.

    “Further investigations uncovered a shocking discovery of 22 additional children, aged between 2 and 14 years (14 females and 8 males), believed to be victims of child trafficking. When interrogated, Ijeoma Andy failed to provide a reasonable account of the children’s origins or how they ended up in her facility. The 22 rescued children have since been taken into protective care, where they are receiving the necessary attention.

    “The FCT Police Command assures residents that the Command will stop at nothing to dismantle criminal networks preying on innocent children and persons.

    “The FCT Police Command calls on the public to remain vigilant and report suspicious activities to the Police through the following emergency lines: 08032003913, 08028940883, 08061581938, and 07057337653”.

    Six dead, many injured, 14 vehicles burnt in Abuja accident– Police

    The Federal Capital Territory (FCT), Police Command has confirmed that six persons died while fourteen vehicles were burnt in vehicle accidents.

    Police said the accident occurred when a Dangote trailer, heavily loaded with cement and approaching Nyanya Bridge from AYA, lost control and crashed into stationary vehicles trapped in traffic.

    The remains of the six victims, police said have been deposited at the Karu General Hospital mortuary.

    The fire occurred around 7.14 pm on Wednesday.

    A statement by the FCT Police Public Relations Officer, SP Josphine Adeh said: “The FCT Police Command deeply regrets to confirm a devastating motor vehicle accident that occurred today, March 19, 2025, at about 6:58 PM before Nyanya Bridge.

    “A distress call was received by Karu Division reporting a horrifying scene—a Dangote trailer, heavily loaded with cement and approaching Nyanya Bridge from AYA, had lost control and crashed into stationary vehicles trapped in traffic.

    “The impact engulfed fourteen vehicles in a raging inferno. Panic and chaos followed as bystanders and motorists scrambled for safety. Emergency responders rushed to the scene, battling thick smoke and intense heat to rescue those trapped.

    “Six victims were pulled from the wreckage and rushed to the hospital, but tragically, they were confirmed dead by medical personnel on duty. Their remains have been deposited at Karu General Hospital Morgue”.

    Adeh said Police operatives, in collaboration with fire service personnel, other security agencies, and courageous individuals at the scene, contained the inferno, and normal traffic flow had been restored.

    She said: “The FCT Police Command extends its deepest condolences to the families of the victims and assures the public that a thorough investigation is underway to determine the cause of this disaster and prevent future occurrences.

    “Members of the public are strongly urged to exercise caution and adhere to speed limits while driving, especially in high-traffic areas. Safe driving habits can prevent tragedies like this and save lives.

    “Residents are also encouraged to remain vigilant and report emergencies or suspicious activities through the FCT Command emergency numbers: 08032003913, 08028940883, 07057337653. Complaint Response Unit: 08107314192”.

    The Ag. Director General of the FCT Emergency Management Department, Engr. Abdulrahman Mohammed has commiserated with the victims and families affected by the tragic truck fire incident at Karu bridge, along Keffi road in the FCT.

    According to Head, Public Affairs, FCT Emergency Management Department, Nkechi Isa, Preliminary reports indicate that the incident was caused by an open-body trailer powered by Compressed Natural Gas (CNG).  

    She said some of the victims were taken to the National hospital, Asokoro Hospital, State House clinic, Custom hospital and Nyanya General hospital for treatment.

    Meanwhile, she said Engr Abdulrahman Mohammed has urged all drivers to exercise caution on the roads and obey traffic rules and regulations to prevent similar occurrences.

    Man who forged his best man’s medical school certificates gets over four years in jail

    A fake medical doctor, Martins Ugwu (54 years), who claimed ownership of his best man’s medical school certificates, with which he got employed in the Federal Ministry of Health, has been jailed for four years and two months.

    Justice Abubakar Kutigi of the High Court of the Federal Capital Territory (FCT) in Jabi, Abuja pronounced the sentence in a ruling on Tuesday.

    Justice Kutigi sentenced Ugwu to six months on each count of the seven-count charge on which he was prosecuted by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

    The judge, who said the sentences shall run consecutively, said it was necessary to send a signal to those in the habit of claiming what they are not and making a false representation.

    He noted that in his plea for mercy, the defendant did not exhibit any sense of remorse, but instead, sought to blame others for his conduct.

    Justice Kutigi noted that the issue of quack doctors was assuming a troubling dimension in the country.

    He said it was of grave concern that the defendant used fake certificates to get employment in the Federal Civil Service and rose to a senior position in the Federal Ministry of Health before he was found out.

    The judge said it was also of concern that the defendant might have practised as a medical doctor for years and in the process attended to innocent patients.

    He said although the defendant was a first-time offender, with a young family, he was not remorseful despite the gravity of his offence.

    Justice Kutigi also noted that the defendant still has about three criminal cases pending against him in court, one before another judge of the High Court of the FCT, another pending before the Abuja division of the Federal High Court and the third one before a High Court of Ondo State in Akure.

    The judge then proceeded to sentence him to a total of four years and two months in jail.

    He ordered the defendants to refund the salaries and allowances she wrongfully earned while he was employed between 2006 and 2016, estimated at N17,024,017. 90.

    The judge held that should the defendant be unable to repay the money, he should be made to serve an additional one year in jail.

    Justice Kutigi, who noted that the defendant was brought from a prison in Akure, where he was remanded by an Ondo High Court, ordered that he should be returned to Akure to face his ongoing trial there.

    Justice Kutigi had, in a judgment on October 3, held that the prosecution, represented by Osuobeni Akponimisingha, proved its case beyond reasonable doubt.

    The judge proceeded to convict Ugwu in absentia and reserved sentencing until when he was apprehended and produced in court.

    Exploring inter-agencies collaboration, the ICPC was able to facilitate his transfer from the Akure prison, where he was being held in respect of the Akure case, for the sentence that was pronounced on Tuesday.

    Ugwu was said to have assumed the ownership of the certificate of his best man during his wedding, Dr. George Daniel Davidson, with which he got employed in the federal civil service at the Federal Ministry of Health.

    He was, in the charge, marked: CR/273/2015, also accused of using fake documents/certificates to procure a staff identity card, bearing the name of Dr. George Daniel Davidson; applied for annual leave as well as a postgraduate training programme which would have conferred on him a Masters degree in the field of Epidemiology Practice.  

    Ugwu was equally accused of making false statements to the Chairman of the Federal Civil Service Commission, through which he secured employment in the Federal Ministry of Health, in 2006.

    He was alleged to have unlawfully drawn salaries and allowances up to N17.2 million between 2006 and 2016, after working for about ten years as a medical doctor at the Federal Ministry of Health with fake documents/certificates.

    Minister of the Federal Capital Territory (FCT) Nyesom Wike will not give attention to “professional scammers and hustlers” who are masquerading as activists. 

    Senior Special Assistant on Public Communications and New Media to the FCT Minister, Lere Olayinka, stated this while reacting to national issues. 

    In a statement on Saturday, the spokesperson to the FCT Minister said most of those jumping from one social media platform to another to speak against the FCT Minister were doing so because he ignored them, making the “Yahoo Yahoo” antics through which they have sustained themselves to fail.

    He said: “While growing up as a child in the hilly town of Okemesi Ekiti, one of the lessons I learned from my grandfather was never to wrestle with pigs. 

    “He was constantly telling us that the danger of wrestling with a pig will be that at the end of the fight, sane minds won’t be able to differentiate between you and the pig you fought with.

    “Therefore, as a matter of principle, we won’t dignify some people with any response.

    “This is more so that we know how a certain emergency activist diverted election money to purchase a petrol station. We know how some so-called activists have fought themselves over protest money, including the one in 2019.

    “In 2016, when I was contesting for the People’s Democratic Party (PDP) National Publicity Secretary, someone approached me, telling me that there will be a lot of money to be made if I emerge. 

    “He said all I needed was for us to work together and that he would be the one to source for information to be used to issue press statements against public office holders. His would be to approach the public office holders concerned and get money out for us. 

    “Today, that fellow is one of those parading themselves as activists. Therefore, we won’t dignify them”.

    Speaking further, Olayinka said: “The style of these hustlers masquerading as activists has always been the same. They will threaten and blackmail you by making noise in the media or organizing protest against you. 

    “They will be the same people that will arrange someone to approach you that the ‘activists’ can be reached and that they can help. The moment you agree, they will come back with bills that you must pay, and once you pay, they move on to another targets, in most cases, public office holders.

    “There are some whose area of core competence is to organize press conference for or against, and get paid.

    “Unfortunately for this hustler-activists, Wike is not one who plays that kind of game, and that’s the reason they are frustrated.

    “Therefore, for us, they will shout, shout and shout tire, the Minister will keep ignoring them and focusing on his jobs, delivery of which can be seen across the FCT.”

    On the issue of grabbing lands, Olayinka challenged those making such allegations to provide evidence of lands owned by anyone, that the FCT Minister grabbed.

    “If supposed educated people are going about calling removal of shanties that are posing security threats to the people land grabbing, obviously, their education is a waste. 

    “People just saw lands that are not occupied and moved their without authorization from anyone. Under the trees, they built houses with planks, covered them with tarpaulin. 

    “For instance, when the FCT Minister visited the shanty in Wuye, which shared fence with a residential estate and is close to a rail-line, the occupants were honest enough to admit that they had no authority from anyone to live there. They also admitted that previous governments had cleared the shanty 21 times and that the recent one was the 22nd time.

    “The occupants’s only request from the FCT Ministry is for them to be relocated to somewhere else, and a meeting was held with their representatives on Tuesday.

    “So if this is what our hustler-activists are referring to as land grabbing, I pity those who still see them as educated,” he said.

    The Federal Capital Territory (FCT) and the 36 states of the federation generated N2.43trillion Internally Generated Revenue (IGR) last year.

    The National Bureau of Statistics (NBS) made this known yesterday in its document titled: “Internally Generated Revenue At State Level (2023).

    The document said the collection was an indication of 26.03 per cent from the 2022 record of N1.93 trillion.

    NBS said: “The 36 states and the FCT generated a total of N2.43 trillion as Internally Generated Revenue (IGR) in 2023, indicating a growth rate of 26.03 per cent from N1.93 trillion recorded in 2022.”

    The report also said Lagos, FCT, and Rivers states recorded the highest IGR with N815.86 billion, N211.10 billion and N195.41 billion respectively over the reference period.

    NBS said however,  Taraba, Yobe and Kebbi states reported the least revenues with N10.87 billion, N11.19 billion and N11.74 billion respectively.

    It also said Pay As You Earn (PAYE) was the most tax revenue recorded during the period (N1.24 trillion), representing 63.83 percent of the total taxes collected, while capital gains tax was the least with N5.91 billion.

     Total taxes to total IGR, according to the report, stood at about 80 percent nationally.

    NBS said the report highlights the Internally Generated Revenue (IGR) in 2023 for the 36 States and the FCT.

     The NBS said: “It has two broad categories of revenues: i. Taxes ii. Ministries, Departments and Agencies (MDAs) revenue.

    “The taxes include PAYE, direct assessment, road taxes, stamp duties, capital gain tax, Withholding taxes, other taxes and LGAs revenue.”

  • ‘I paid N127,000 to join police’

    OPERATIVES from the Federal Capital Territory police command have arrested one Samuel Ogabiadu for impersonating a police corporal.

    The suspect was arrested in Gwarinpa area of the FCT after he was stopped by operatives and asked to introduce himself.

    The suspect who introduced himself as a policeman could not go further with his identification as he could not give his Force number or say which unit he works with.

    Narrating how he was arrested, the Deputy Commissioner of Police in charge of Operations, DCP Sunday Babaji said: “On 30th August 2029 at about 0200hrs, Police operatives on patrol at Gwarimpa arrested one Samuel Ogabaidu for impersonating to be a police officer.

    “The suspect who was arrested while driving against traffic introduced himself to the patrol team as a Police Corporal. However, when questioned he confessed that he was not a policeman.”

    The DCP further said the command is yet to ascertain his mission and also unravel the source of the security gadgets found in his possession which include one jack knife, a fake police warrant card, improvised bullet proof vest, some security gadgets and accoutrement.

    Narrating how he was arrested, Ogabaidu said: “I am a security personnel in my project security outfit. I was coming from my duty post around 2am and I was intercepted by policemen. When they intercepted me, I introduced myself to them as a policeman who was coming back from duty.

    Narrating how he was arrested to The Nation, Ogabaidu said: “I showed them my police warrant ID card as a Corporal. I told them I was a policeman because they had already seen an ID card which had my passport on it.”

    Giving details of what led him to impersonate police, he said: “It all started in 2014 when a man told me he was an ASP. I usually meet him in Nyanya at the barracks. He told me he wanted to help me to join the police since I was interested in it.

    “I paid him N127,000 to join the police and I thought the man was genuine though I have never seen him in police uniform. I always see him wear black on black. We met four times and during those meetings, he will call some people and ask: “That thing I did for you, did it work?” and the people will respond yes. After they leave, he will now tell me that he helped them get recruitment and even promotion into the Force.

    “With the nature of conversation he had with them, I thought he was real. He gave me my ID card and promised to come later with my uniform and other kits.

    The suspect continued: “He also told me that the Nigeria Police Force have already made bus available that would convey us to Osun state where I have been posted to. He later gave me uniform and asked me to wear it and he snapped me. After three days of snapping me, he invited me and gave me the ID card but he collected the uniform from me. He also told me we would be going to Osun state the following day.

    “On the day we were to depart to Osun, I called him and he refused to pick. When he eventually picked, he told me that I was very stupid and unserious that I was late to the departure venue. He said if I was a serious person, I would meet them in Osun State. I took the next available bus to Osun but I did not see him.”

    He also told The Nation that he has passion for uniform work though he had tried couple of times without success.

    “I would love to join the police because I love the uniform. I made attempt to join in the past but it was not fruitful. I also tried to join the Army but I was not recruited.

    “When the policemen stopped me, one of them asked for my number and the unit I belong to but I did not know the response to give because the man did not sensitize me on what to say.”

    The Police said he will be arraigned in court after investigation is concluded.

  • Server controversy: I will open up soon, says INEC chairman

    THE Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, plan to speak very soon on the server controversy trailing the conduct and outcome of the 2019 general elections.

    Yakubu said since the server matter was an issue before the Presidential Elections Tribunal, he will speak after the final judgment on all petitions.

    He, however, asked interested Nigerians to go and read the statements on oath by the petitioners and the defendants to have a full grasp of the issues surrounding the controversial server.

    But INEC plans to create more Polling Units (PUs) for accessibility to make voting faster and easier for the electorate.

    Yakubu said the swing in the nation’s demography has led to a population surge in some cities.

    He said while the Federal Capital Territory has had 562 Polling Units since its creation, the population of FCT has doubled over the years.

    The nation presently boasts of 119, 973 PUs in 8,809 wards in a country with 84,004, 084 registered voters.

    Apart from Polling Units, the INEC chairman said delimitation of constituencies has become imperative.

    Yakubu spoke at the conclusion of a session on the review of the 2019 General Elections with the media in Abuja.

    Responding to a question, he said: “In our jurisprudence, you cannot comment on a live matter in court. The matter is subjudice but after the judgment, I will speak on the server issue.

    “There are a lot of documents you have not got. There are statements on oath by the petitioners and the defendants. Go and read these statements on oath. It is actually prudent to go back and read the statements.”

    In Yakubu’s view, trust in the electoral process is more important than technology.

    He added: “In some countries, they will be campaigning till the election day because there is trust. But in Nigeria, we print ballot papers, entrust these ballot papers with the Central Bank of Nigeria(CBN) and distribution is always done with heavy security. So, here, it is a question of trust.

    “Remember, some people attacked INEC offices in some states during the last elections because of ballot papers and other sensitive materials. Trust is key in any electoral process. The major difference between us and other countries is trust.

    “I cannot remember any country in Europe that does electronic voting; they still engage in manual process. Holland tried electronic voting but after 20 years, they reverted to ballot papers.”

    Yakubu admitted that going by the nation’s fluid demography, the creation of more PUs is necessary.

    He said: “Each time the commission makes attempt to create more Polling Units for accessibility to make voting faster and easier, it becomes a burning issue. We have to come up with the idea of Voting Points in some places to cater for increased number of voters.

    “Definitely, creation of more Polling Units has to be done but we need the support of all stakeholders, including the media. We will continue to see what we can do to create more PUs. Having more Polling Units does not confer advantage on any state, group or political party.

    “The idea of more Polling Units is about how Nigerians can be served. Satellite imagery has shown that there are under-served and un-served settlements.

    “Before the last Area Council elections in the FCT, we saw the need to create more Voting Points because the number of Nigerians who have trooped into the territory has become higher and the Polling Units have not changed.

    “The FCT used to be the smallest in population but its figure is now higher.”

    The voting statistics as follows: Registered voters (84, 004, 084);

    Polling Units (119, 973); and Number of Wards (8, 809).

    Yakubu said the anxiety over Polling Units was affecting the delimitation of constituencies in the country.

    He said: “The issues over the creation of more PUs are the same with delimitation of constituencies. We will continue to dialogue with all the stakeholders. Whatever requires legal framework amendment, we will approach the National Assembly.”

    There have been challenges on delimitation of constituencies in the last 36 years.

    The nation had gone through delimitation in 1922 during the colonial period; 1954; 1964; 1979 and 1983.

    INEC had on June 30, 2008 launched a nationwide consultation for another delimitation of constituencies but it was greeted with protests of likely “manipulation of the process to gerrymander state boundaries whose social and economic impact the complainants were not sure of.”

    The provisions for delimitation are contained in sections 112 -115 of the 1999 Constitution.

    Section 112 says: Subject to the provisions of sections 91 and 113 of this constitution, INEC shall divide every state in the Federation into such number of state constituencies as is equal to three or four times the number of Federal Constituencies within that state.

    Section 113 reads: “The boundaries of each state constituency shall be such that the number of inhabitants thereof is as nearly equal to the population quota as is reasonably practicable.

    According to Section 114, “INEC shall review the division of every state into constituencies at intervals of 10 years and may alter such constituencies in accordance with the provisions of this section to such extent as it may consider desirable in the light of the review.

    “INEC may at any time carry out such a review and alter the constituencies in accordance with the provisions of this section to such extent as it considers necessary in consequence of any alteration of the boundaries of the state or by reason of the holding of a census of the population of Nigeria in pursuance of an Act of the National Assembly.”

    Section 115 says: “Where the boundaries of any State Constituency established under -112 of this constitution are altered in accordance with the provisions of Section 114 of this constitution, that alteration shall come into effect after it has been approved by the National Assembly and after the current life of the House of Assembly.”
