  • FRSC boss proffers solution to Lagos gridlock

The Federal Road Safety Corps (FRSC) Corps Marshal, Dr Boboye Oyeyemi, has advised the Lagos State Government to redouble efforts on its inter-modal system of transportation, as a solution to the gridlock in the state.

Oyeyemi spoke on Wednesday while delivering the first distinguished lecture of the School of Transport, Lagos State University (LASU), Ojo.

The theme of the lecture was ‘Transportation And Road Safety Management: Achieving The Sustainable Development Goals (SDGs) in Nigeria’.

He said Lagos State was a good example of how the intermodal system of transportation could operate, as practised globally.

According to him, the inter-modal system includes railway, inner waterways, pipeline, air transport system, among others.

Oyeyemi said if the intra-modal system was effective, most Nigerians would not depend on road transportation but on the alternative system.

He said the problem of the poor transportation system was as a result of infrastructure that could not match with the increasing population.

“Continued growth in population, employment and trade have led to the placement of increasing demand on the road transportation system, challenging the efficiency of the road network.

“Rising trend in morbidity and mortality rate due to Road Traffic Crashes (RTCs) in low and middle-income countries has led the WHO to declare road traffic crashes an epidemic,” he said.

According to him, the situation in Nigeria has been exacerbated by the near absence of alternative modes of transportation.

Oyeyemi said an estimated 90 per cent of passengers and freight in Nigeria relied on the road network, with the attendant challenge of an increased number of RTCs.

He explained that transportation is a major catalyst in the changing process of economic growth and development of any economy, as it plays a recognizable role in the various sectors of the economy.

The Corps Marshal said development in the area of transportation constituted an important aspect of socio-economic development.

According to him, road infrastructure, in particular, represents, if not the engine, the wheels of economic activities in most developing countries, Nigeria inclusive.

Oyeyemi said in achieving the SDGs through Road Transport Safety Management, the FRSC was working with relevant partners on easing movement of farm produce across the nation’s road network.

He said the Corps would also conduct a periodic Road Safety Audit and forward the outcome to the relevant authorities for amelioration.

“While it is true that road transport administration, including regulation, is still not satisfactory, the Corps is not resting on its oars, but constantly searching for solutions to all contemporary issues in road transport in Nigeria, particularly on safer road use,” Oyeyemi said.

Lagos State Deputy Governor Dr Femi Hamzat urged Nigerians to change their attitude to government infrastructure and work toward maintaining them for their benefit.

Represented by Ministry of Transport Permanent Secretary Dr Taiwo Salam, Hamzat said the current situation of poor traffic regulation in Lagos State was so because the past administration tried its best in terms of infrastructure, but did not do much of enforcement.

LASU Vice-Chancellor Prof. Olanrewaju Fagbohun lauded the calibre of personalities at the event and described the lecture as insightful.

Fagbohun promised that the university would do a follow-up on the recommendations and outcome of the lecture, and carry all stakeholders along.

  • CD hails FRSC’s Onitsha traffic plan

Campaign for Democracy (CD) has commended the Federal Road Safety Corps (FRSC) in Onitsha, Anambra State, for its commitment towards ensuring free flow of traffic in the commercial city.

Anambra State chairman of the body, Comrade Nnadi Ekene, stated this in Onitsha, during a seminar on cybercrimes, award presentations and launch of the organisation’s calendar.

He applauded the Onitsha Unit commander, Paulinus Akpotobo for tackling the traffic gridlock usually experienced on the Niger Bridge especially during festive seasons.

He said the choice of the FRSC boss for the award was informed by his proactive disposition in managing the menace which posed challenge to the motoring public.

He said, “We’ve been monitoring the activities of the Corps and discovered that the traffic at the Niger bridge has gradually reduced.

”Before the Unit Commander came to Onitsha, people usually sleep at the bridge during festive period because of the traffic jam.

”But for the past two years now, there was free flow of traffic along the bridge. His prompt response and pro-activeness is unparalleled. That is why we selected him to encourage and boost his morale.”

Ekene regretted the inability of residents of the area to confide in the organisation on issues of human rights violations.

He said the fear of the victims in exposing their suspects had severally hindered the efforts of the body in fighting for them.

He said, “Some of them are afraid to open up to us what they are passing through, mostly in the hands of security agents.

”Out of fear of what will happen to them, they try to conceal their predicaments, while others find it difficult to come to our office to complain. I wonder how we can defend them in such circumstances. Meanwhile, that’s the essence of our existence.”

According to Ekene, the seminar topic, “Imperatives of Digital Rights in the Enforcement of Cybercrime Act 2015”, was carefully chosen to educate the masses on dangers of cybercrimes.

”You know we are in computer age where everything is going digital. Residents need to be enlightened so they won’t fall victims of the Yahoo boys who devise many strategies to defraud people,” he added.

Delivering a seminar, the state Police Public Relations Officer, Haruna Mohammed, restated the commitment of the force to checkmate cybercrime offences in the state.

He said the force have a department called Intelligence Response Team responsible for investigating intellectual and cybercrime offenses.

”This department works day and night, including advising the CP as well as educating the public on the need to apply caution against crimes,” he added.

Responding to the award, the FRSC commander, Akpotobo commended the level of relationship existing between the Rights group and the uniform agencies in the State.

He urged them not to relent in the good work they were doing, just as he enjoined the motoring public to be law abiding as well as to ensure their vehicles were in good condition before hitting the road.

Other awardees at the event were Navy Commandant, Onitsha Naval outpost, A ABDU, Commanding Officer 14 FER Onitsha Military Cantonment Army Barracks Onitsha, Lt. Col. Ben Ugbuji and CEO, Royal Priesthood international Ltd, Chief Cos-Ukwuoma Damian.

  • Easter: FRSC deploys 1,500 personnel in Ogun

The Federal Road Safety Corps (FRSC) in Ogun, on Tuesday, said it would deploy 1,500 personnel comprised of Regular and Special marshals for the 2019 Easter operations in the state.

Mr. Clement Oladele, the State Sector Commander, disclosed this during the first quarter 2019 sectoral retreat of the command held at its headquarters in Abeokuta.

The programme had as its theme “FRSC Intervention and Agreements: Implication and Preparedness”.

Oladele explained that the command would be patrolling all the corridors in the state, especially Lagos-Ibadan expressway.

According to him, the frequent traffic gridlock on the Lagos-Ibadan expressway is due to the construction ongoing on the corridor.

He said that the command had also deployed 25 patrol vehicles and five life support ambulances for the Easter patrol operation.

To cushion the discomfort of motorists travelling during the Easter festivities, he said the command had reached an agreement with the construction company, Julius Berger Plc, to open up barricaded sections of the Lagos-Ibadan expressway during the season.

Oladele said that the command recorded a total of 177 crashes in the state from January to March that led to the death of 102 people, including 10 children, while 473 others were injured.

“Road construction zones accounted for most crashes recorded in the state with grave statistics as this, the avoidable loss of lives and properties is a huge cost to government and our society, ” he said.

The FRSC Sector Commander said that the retreat was organised to further identify missing links and collectively find workable ways of improving traffic management in Ogun State despite the obvious challenges.

In his remarks, the Zonal Commanding Officer, FRSC Zone 2, Mr Samuel Obayemi, urged FRSC personnel to justify the Federal Government’s support and commitment to road safety.

Obayemi urged the personnel to ensure that road crashes were reduced to the barest minimum, and highways within the zone free of gridlock.

  • Onitsha accident: ‘I was in pain while people were busy taking my photo’

If you have witnessed an emergency scene like a car crash, bomb blast, fire outbreak or building collapse, you would have noticed that a good number of onlookers do not actually empathise much with the victims, if at all.

While some do indeed feel for those struggling for their lives, several others quickly reach for their smart phones and start taking shots and videos, with the primary aim of being the first to post it on Facebook, WhatsApp or any other social media platform.

Rescue operatives, like the national and state emergency management agencies, Federal Road Safety Corps (FRSC), and Red Cross, among others, have severally complained of how they struggle with sympathisers in such circumstances.

According to them, some of the victims who could have survived the misfortune, lost their lives in the process due to the time wasted attempting to disperse the crowd in order to access the victims.

A similar scenario played out recently in Onitsha, the Anambra State commercial capital, where a ghastly accident claimed no fewer than 20 lives, with several others sustaining varying degrees of injury.

A tanker loaded with kerosene reportedly lost control and rammed into the ever busy Upper Iweka area of the commercial city, killing lots of people from MCC Bus Stop down to Peace Motor Park Gate.

Although, there were conflicting reports on the casualty figure by various agencies involved in the rescue operations, but the fact that the incident was tragic was beyond question.

Narrating his ordeal to The Nation at the hospital, one of the survivors, Clement Jackson expressed disappointment at the attitude of some sympathisers who besieged the scene of the accident.

He said he was on his way to Imo State on a business trip when the incident happened.

He said, “I boarded a commercial keke (tricycle) that would take me to Oguta Road where I would get the prices of the items I needed. We were three in it waiting for it to load.

“I suddenly saw a truck coming towards us at top speed, knocking things and people down as it came.

“Before I could jump down from the vehicle, the truck had already collided with it and one of the trucks climbed my left leg while another hit me on the shoulder.”

Jackson, an Akwa Ibom-based technician, regretted that while he was reeling in pain and beckoning for medical attention, sympathisers and passersby were busy taking photos and video shots of him and other victims.

“I was disappointed that while I was in pain and praying for medical attention to come my way, passersby were busy taking photo and video shots of me and other victims.

“It took the intervention of one man who later came to me and helped me into a nearby tricycle and I was brought to this hospital,” he added.

Jackson revealed that the other two passengers died while he only had a fracture on his left leg and feeling some pain on his back.

Another survivor, Aloysius Chidera Atuegwu, said he could not recollect what happened as he lost consciousness immediately the accident occurred.

Atuegwu, an immigration officer from Enugwu-Ukwu who sustained an eye injury in the accident, said he was on official duty from Enugu to Kano before the accident occurred.

“I only regained consciousness when I found himself in the hospital,” he added.

Also speaking, Lilian Nwankwo, mother of six, said she was hawking roasted cashew nuts when the vehicle ran into her path.

Nwankwo, who hails from Ebenebe in Awka North Local Government Area of the state, said she suddenly lost consciousness and regained it on the hospital bed.

Her husband, Gilbert Nwankwo, said he was at Ogbo-Mmanu at Upper New Market Road Onitsha looking for work as a mason assistant when he was informed that his wife was involved in the accident.

“I quickly left everything and ran to this hospital and it turned out to be true. I am grateful to God that she is alive,” he said.

Nwankwo however complained that he had no means of paying for the wife’s hospital bills.

“The hospital said a pint of blood worth N10,000 was needed by my wife as she lost a lot of blood from the injuries. I am finding it difficult to raise the money,” he lamented.

A resident of the area, Mr Emma Mbieli called on government to enact and implement a law prohibiting underage persons from driving such heavy duty vehicles as they lacked the experience to take decisions in the event of such incident.

Others called for total ban of heavy duty vehicles plying the area in the day time, noting that three persons were killed along the same spot earlier in the week.

“I saw it happen, that the ill-fated tanker lost control as a result of brake failure and started somersaulting and hitting people and objects within reach.

“Most of the things hit were those at the Adam and Eve axis where many were crushed to death instantly,” Mbieli disclosed.

The Nation further gathered that an Onitsha South Transport Company Toyota Sienna bus with 10 passengers discharging passengers from Enugu was among the vehicles crushed beyond recognition.

Body parts and blood littered the scene, making it difficult to identify most of the victims.

About 10 corpses were deposited at the Toronto Hospital morgue, Onitsha while others were rushed to St. Charles Borromeo Hospital morgue and other unidentified hospitals for medical attention.

Medical personnel of Toronto hospital had it rough controlling scores of people who wailed and cried as they thronged the hospital to have glimpse of the victims and possibly to identify their relations.

The matron of the hospital, Ijeoma Ogoegbulam, told newsmen that, “10 corpses were deposited in the hospital morgue, and out of the ten, two died at the emergency theatre due to excessive bleeding, while eight died at the scene of the accident before they were brought to the hospital.”

She added that seven survivors, four females and three males, admitted at the hospital were recuperating. Among those that rushed in during the accident were men of the FRSC and Onitsha Central Divisional Police Officer (DPO), Mr. Ifeanyi Iburu.

Ogoegbunam said, “the prognosis on the patients showed that the victims have 100 percent chance of surviving.

“We received 17 victims from the scene of the accident. While three of the victims died on arrival, after failed efforts, another seven were already dead before they got to the hospital.”

She said the hospital commenced tests and treatments as the victims were brought in and that two males and one female were discharged the next morning by the hospital.

The matron also disclosed that the corpses had been claimed by their owners adding that one of the corpses that had its head chopped off was the only one difficult to identify until Thursday morning when a lady came around and identified it as that of her brother.

“We have not received such body count from accident in a long time. The incident is indeed a shock to us,” she bemoaned.

Official report from the police had it that the accident involved a Mack tanker with Reg. No. EFF 81 XA loaded with kerosene and driven by 35-year-old Junior Agari from Delta State.

According to the state Police Public Relations Officer, Haruna Mohammed, Agari had lost control of his vehicle “along the service lane of the road and knocked down 19 persons.”

“Police patrol team attached to CPS Onitsha visited the scene and rushed victims to Toronto Hospital, Onitsha. Seven of them; six males and one female whose identities are yet to be ascertained were confirmed death by the medical doctor while 12 others are receiving treatment,” the statement read.

He disclosed that the driver (the suspect) was arrested, adding that the case was still under investigation to ascertain circumstances surrounding the incident.

Meanwhile, the state Governor, Willie Obiano has set up a panel to investigate the circumstances of the accident, advising the government on ways to avoid recurrence.

The panel will be headed by the state Commissioner for Transport, Uche Okafor, with Commissioner for Health, the Attorney-General and Commissioner for Justice as members.

Other members include the commandant of the Anambra State Traffic Management Agency (ASTMA), the state commandant of the Federal Road Safety Corps (FRSC) and a representative of the Nigeria Police Force.

Obiano, in a statement signed by the Commissioner for Information and Public Enlightenment, C. Don Adinuba, also directed that the surviving victims be given the best medical attention available as the state will bear the cost entirely.

The governor also promised to intensify enforcement of ban on street trading in the coming weeks.

“Investigation is ongoing which will help to work out ways to prevent future accidents in the area,” he assured.

He urged the people of the state to enroll into the State Health Insurance Scheme to give them easy access to quality health services, especially during emergencies.

  • FRSC advises passengers to caution reckless drivers

The Ogun Command of the Federal Road Safety Corps ( FRSC ) on Monday advised passengers to always caution drivers against reckless driving to avoid accidents.

Mr Clement Oladele, the Ogun Sector Commander of FRSC, gave the advice in an interview with the News Agency of Nigeria in Ota, Ogun.

Oladele was reacting to an accident that claimed eight lives, injured a pregnant woman and a boy along Ewekoro axis on Abeokuta/Lagos Expressway on Sunday.

The sector commander said that the accident could have been averted if passengers in the vehicle cautioned the driver against reckless driving.

“The driver who was drunk, drove against the traffic and unfortunately rammed into a stationary articulated vehicle,’’ he said.

Oladele condoled with families of the victims and prayed God to grant the victims’ families the fortitude to bear the loss.

He instructed the FRSC Unit Commander in Itori, Ogun, to increase the parking space for the Cement Company in Ewekoro axis as part of measures to prevent future occurrence.

Oladele, however, advised motorists to desist from drinking intoxicating substances and driving against traffic to avoid unnecessary death.

Mr Sunday Oko, the Itori Unit Commander of FRSC, described the accident as `a regrettable one’, urging motorists to adhere strictly to all traffic rules and regulations.

Oko also warned motorists against speeding, saying that if the driver of the ill-fated vehicle did not speed, the accident could have been prevented.

He reiterated the command’s commitment to increase patrol teams along Ewekoro and environs to check the excesses of drivers and avoid unnecessary loss of lives and property.

NAN reports that the accident which involved a Toyota Corolla Sport vehicle, occurred around 12.30 p.m. and claimed eight lives, injured a pregnant woman and a child.

  • No more road closure for Buhari’s mega rally, says Lagos

Lagos State Government has reversed itself over the closure of 18 routes for the All Progressives Congress (APC) mega rally to canvass votes for President Muhammadu Buhari on Saturday.

The rally holds at the Teslim Balogun stadium, Surulere with the state initially declaring some roads will be closed to ensure easy passage for Buhari and his entourage.

But the government said there would be no more road closure, urging Lagosians to go about their normal businesses on Saturday during the rally.

It, however, declared residents should expect an increased presence of traffic personnel at Surulere and adjoining streets because of the mega rally.

Many Lagosians have expressed apprehensions the proposed closures would lead to a complete lockdown of the nation’s commercial nerve.

Commissioner for Transportation Ladi Lawanson gave the clarification in chat with reporters at Bagauda Kaltho Press Centre, Alausa on Friday.

Also present at the briefing were: General Manager of Lagos State Traffic Management Authority (LASTMA) Mr Wale Musa and the Lagos State Sector Commander of the Federal Road Safety Corps (FRSC) Hyginus Omeje.

Lawanson said the earlier statement announcing diversion and road closure had been reversed, adding that residents were free to go about their businesses.

He said the state government was reversing its earlier position in conjunction with federal operatives and the APC to ensure minimal discomfort and minimal disruptions of businesses.

The commissioner, who is also a member of the transport sub-committee for the Presidential visit and the APC rally, said “Lagosians have been very apprehensive that there will be traffic gridlock and we got a lot of feedbacks that we intend to grind Lagos to a halt.

“People are apprehensive; they think we are going to shut down Lagos; they think movement would be restricted and they are bracing themselves for what they anticipate would be the hardship that would be visited on them by the president’s visit and our own activities.

“I repeat there will be between zero to the barest minimum amount of disruptions to the normal movement that Lagosians undertake on a Saturday like today.

“So, there will not be any road closures in Lagos today and Lagosians are free to go about their normal businesses today, Saturday,” Lawanson said.

He said adequate arrangement had been firmed up to ensure free flow of traffic but residents should expect tight security around the routes which the President is expected to pass through in the course of his visit and the venue of the rally.

“We would just like to communicate that because we are expecting a high caliber personality no less a person than the President of the Federal Republic of Nigeria the normal security precautions that attend a visit of this nature should be expected.

“The President would visit Lagos tomorrow with the full retinue of security aides that protect him and his entourage but there will not be any road closures and there will be zero to minimal disruptions of normal activities,” the Commissioner said.

He, however, said there would be huge presence of officials of the police, LASTMA, FRSC and other agencies to ensure free flow of traffic around the Surulere axis.

“Around the venue of the rally which is the Teslim Balogun Stadium in Surulere and the adjourning streets are traffic management agencies such as LASTMA, FRSC, Police and other agencies that would support them tomorrow.

“They will handle the traffic management around the venue tomorrow and so people can expect to see a huge presence of our traffic,” the commissioner said.

He said the challenges on road network were enormous requiring a lot of support beyond the operations of regular marshals of the FRSC.

He said this informed the establishment of the Special Marshal unit.
