    FERMA begins CNG conversion of operational vehicles

    Federal government efforts at reducing the cost of governance got a boost on Wednesday, August 7, as the Federal Roads Maintenance Agency (FERMA) commenced the conversion of its operational vehicles to run on Compressed Natural Gas (CNG).

    The managing director of the agency, Emeka Agbasi disclosed in Abuja while signing a Memorandum of Understanding (MOU) with the Programme Director of the Presidential Compressed Natural Gas Initiative (PCNGI), Mr Michael Oluwagbemi.

    FERMA became the first government agency to convert its operational vehicles to CNG-powered in line with the federal government’s current drive to reduce the cost of governance due to the current economic crunch

    Agbasi noted that the need for the cost of premium motor spirit and diesel contributed substantially to the recurrent expenditure of the agency with its fleet of vehicles spread across the country.

    According to the FERMA boss, “cost of premium motor spirit and diesel contributed substantially to the recurrent expenditure of our agency in view of the number of operational vehicles in our fleet. We strongly believe that with the CNG initiative, this will be drastically reduced for better and efficient service delivery.”

    Commending FERMA for the initiative of converting their vehicles, the Programme Director of PCNGI, Michael Oluwagbemi said with the conversion of its fleet, the agency will cut its expenditure by between 40 to 70 percent.

    Oluwagbemi said the MOU will be for the first four years and renewable for another four years as the framework for the agreement aims to deepen the collaboration between the two agencies.

    He further said the initiative will convert all commercial vehicles owned by the road transport unions free of charge, while it will subsidise ride-hauling companies by fifty percent to convert their vehicles.

    Oluwagbemi added that the move “is to drive down the cost of transportation as the CNG is way cheaper, cleaner, and sustainable than fuel.

    “Our goal is to convert over two million cars in collaboration with the private sector partners who have already begun the process in various centres across the country.”

    The Federal Roads Maintenance Agency (FERMA) has completed 286 road projects across the six geopolitical zones since August 2023, it emerged on Sunday, August 4.

    According to the agency, this initiative which has generated approximately 22,800 direct and indirect jobs is in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda to provide Nigerians with a quality road network

    FERMA has also launched Operation Free Our Roads, focusing on rehabilitating roads nationwide, particularly during the rainy season, to ease the challenges faced by road users as the Yuletide season approaches.

    In a statement on Sunday by the Director of Information and Public Relations, Maryam Sanusi, the agency’s Managing Director Chief Executive Officer (MD)/CEO), Chukwuemeka Agbasi disclosed in Abuja on Wednesday 31st July 2024, where explained that Operation Free Our Roads is a joint initiative between the Federal Ministry of Works and FERMA as part of government’s efforts to put citizens first by fixing the roads.

    On what the agency has been able to accomplish under its mandate in the past year, Abbasi said, “FERMA has completed 286 capital, recurrent, and direct labour projects across the six geopolitical zones, between August 2023 to date, and approximately 22,800 direct and indirect jobs were created which has improved the quality of lives of the benefiting youths along the abutting road corridors and communities where the Agency worked.

    “These projects fall within the scope of FERMA’s mandate and aim to enhance the economic well-being of Nigerians, promote their interests locally and internationally, and ensure safer driving experiences for all Nigerians.

    “Our primary goal is to maintain and improve the quality of federal roads across Nigeria, thereby contributing to national development and economic growth. 

    “We are dedicated to supporting President Tinubu’s Renewed Hope Agenda by delivering on our mandate effectively and transparently,” Chukwuemeka Agbasi.

    According to him, the scope of work includes patching potholes to ensure smoother and safer driving experiences; pavement strengthening to extend their lifespan and improve their load-bearing capacity; and repairs of failed Sections of roads that have deteriorated to restore their functionality; limited rehabilitation works to improve road conditions. 

    Also, bridge and culvert construction to enhance connectivity and prevent flooding and General and regular maintenance to keep roads in optimal condition, he added.

    While assuring FERMA’s commitment to keeping the public informed about its activities, the MD noted that the agency has implemented various strategic initiatives for the effective monitoring and maintenance of federal roads nationwide. 

    These initiatives are part of the Agency’s efforts to support the President’s vision of a more connected and prosperous Nigeria, he added.

    Additionally, he said FERMA remains dedicated to transparency and accountability in all its operations and will continue to update the public on the progress, aspirations, and challenges.

    Saying that the projects reflect FERMA’s commitment to supporting the President’s agenda by improving the nation’s infrastructure, thereby fostering economic growth and development, Agbasi urged all Nigerians to be patient and support the government’s efforts in road sector development.

    ‘FERMA poised to deliver quality, durable roads’

    The Federal Road Maintenance Agency (FERMA) has reiterated its commitment to delivering quality roads in the country that would stand the test of time.

    Managing Director/Chief Executive Officer of FERMA, Emeka Agbasi, said the agency is constantly evolving in its processes, models and materials used for road construction.

    He spoke yesterday on the first day of FERMA’s two-day inspection tour in Lagos. Areas covered were Water Corporation Road, Trinity Road, Oniru, Victoria Island, Ijora and Isheri North in Ogun State.

    According to Agbasi, since 90 per cent of transportation is on roads, the agency is poised to make sure that travelling promised to address issues regarding drainage in Oniru, and a failed water logged portion of the road in front of its office in Ijora Causeway following complaints by residents.

    He said: “On this nationwide inspection, we are also looking at the quality of works that have been done by FERMA in recent months and years. We do know that maintaining roads is actually to maximise the quality of those roads by users.

    “Recently, there have been discussions on using SuperPave, which is a superior performance pavement, and also the use of polymer-modified binders. So we’re constantly looking at the materials that we use, processes we use, and also the technologies that are being used to construct the pavements.”

    Agbasi, who said the agency had completed many projects through emergency repair works, explained that it is undertaking other projects in Lagos, while expressing hope about delivering motorable and serviceable roads to users.

    Head of the Oniru Chieftaincy Estate Office, Prince Olanrewaju Ajasa, who spoke for the Oniru, hailed FERMA for trying to build the Water Corporation Road. He promised that the road would be maintained.

    “If there are no good roads, services and goods will not get to consumer anywhere in the world. Oba Oniru is very delighted, we have been talking about the road…”

    FERMA recovers 16km roads in operation connect- to-your destination

    The Federal Road Maintenance Agency, FERMA North East II has recovered over 16km of roads in a special intervention on maintenance tagged operation connect-to-your destination.

    The operation is aimed at improving the quality of roads to all road’s users across the federation.

    FERMA North East II Team Leader, Engr. Mansur Hamma-Adama, who disclosed this while speaking to journalists during inspection tour of the affected three North East states of Adamawa, Bauchi and Gombe, said all the projects inspected have been completed. 

    Hamma-Adama said he was very satisfied with all the works he inspected in all the three states of Adamawa, Bauchi and Gombe.

    “The team inspects Rehabilitation of a Network of Roads in Adamawa Central Senatorial Zone and also the Operation Connect to your Destination Direct Labour along Numan – Mayolope Road, the work done includes potholes patching and repairs failed sections between KM10+000 to KM15+000, with a total of 5KM of roads recovered.

    “The inspection team continued their journey with a stop in Gombe, and proceeded to inspect the ongoing work on Potiskum road, the leader of the team is excited seeing the quality of the work that is ongoing. Regardless of the challenges the field office was able to deliver their work excellently, the work on the road includes cutting and patching of potholes with a total of 3KM of roads recovered,” he said.

    According to him, the Bauchi field has also delivered on their mandate adding that “the team inspect the work done on KM24+860 to KM32+450 along Bauchi-Jos Road, the work done on the site include cutting and patching of potholes with a total of 8KM of roads recovered.”

     He said the agency initiated the programme in line with president Bola Ahmed Tinubu renewed hope agenda as regard to road maintenance in order to promote economic wellbeing of Nigerians. 

    “The agency remains committed to delivering good and quality roads for better travel experience to all commuters, and also connecting people to their destination,” he said.

    He advised motorists and other road users to ensure proper use of the federal road network and avoid acts such as burning things on the roads that could easily destroy the road infrastructure.

    Hamma-Adama said the federal is determined to ensure a hitch free of journey for Nigerians as we approach the rain season.

    “The economic importance of road infrastructure in the country especially in the transportation of goods and services across the nation can not be underestimated. The government is aware of this and we are doing everything to ensure that economic activities of Nigeria and Nigerians are not jeopardized in any way,” he said.

    SIR: Global and international reports affirm three factors as being responsible for road traffic crashes. They are human factors (drivers, policy makers, and traffic officers among others), mechanical factors (vehicles) and environmental factors (roads and road furniture).

    Without doubt, many Nigeria roads are in deplorable conditions, calling for maintenance or reconstruction. The Federal Roads Maintenance Agency (FERMA) is charged with the responsibility of repairing federal roads and the agency has been riding to its responsibility over the past years.

    However, there is a pattern FERMA has been adopting in road maintenance which has been causing havoc to vehicles. In the course of my recent research, I discovered that FERMA has abandoned many portions of the roads they have cut. Some of those portions of the roads have become deep portholes and the edges of the cuttings are very sharp, passing dangers to the tyres of vehicles. Some have been abandoned fir more than one year.

    If FERMA is not yet ready to fix the failed portions of the roads, why should they take their machines there to cut the roads? In some places, FERMA will leave some asphalt on the road shoulder unused, thereby becoming rocky and a dangerous obstruction when it is dry. Meanwhile, there are portions of the road nearby where the asphalt can be used. This is a waste of the national resources.

    In some places, FERMA will patch some potholes and leave some untouched. Why the selective work? It’s like the case of a man who has catarrh which blocked the two nostrils but decided to blow out the mucus in one nostril and leave the other untouched. He will not enjoy the relief he wanted until he takes care of the two nostrils.

    As much as FERMA has been clamouring for more funding, it should make justifiable use of the funds allotted to it. They should be operating professionally as a construction and maintenance agency while also bearing the safety of the road users in mind in the course of their works nationwide.

    Yuletide: FERMA begins road rehabilitation

    The Federal Road Maintenance Agency (FERMA) has commenced rehabilitation and maintenance of Trunk A roads ahead of the yuletide to ease movement of passengers and goods across the country.

    Speaking during the year-end program, “Flag-Off Operations: Connect to Your Destination,” in Karu Local Government Area, Nasarawa state, Managing Director of FERMA, Chukwuemeka Agbasi, said the agency was committed to providing well-maintained roads for users during the festive season as they travel across the country.

    Noting that FERMA was mandated to enhance the socio-economic value that the roads provide to Nigerians, he urged road users to adhere to traffic rules and drive cautiously as the year ends.

    “The purpose of this rehabilitation is to make our roads drivable and ensure a pleasant journey for users moving from one location to another, maintaining the roads in a serviceable condition,” he added.

    Agbasi emphasised that having good roads does not warrant drivers to engage in over speeding, citing the example of Abuja, which boasts the best roads in the country while still experiencing facility challenges.

    Speaking on the essence of the projects, Acting FERMA Field Engineer in the Federal Capital Territory (FCT), George Offor, said: “The essence of this program is to guarantee a safe and smooth journey for all travelers throughout this period.

    “Our intention is to patch all potholes on this road, making it pothole-free, allowing vehicles to travel smoothly without any issues. We urge road users to cooperate with us, understanding that roadworks might cause temporary inconveniences. However, we promise a safe travel experience in a short time.”

    The Outpost Commander of the Federal Road Safety Corps, Goshen Gidado, commended FERMA for consistently providing effective service to humanity in the region.

    Gidado emphasised the importance of road users adhering to traffic rules and regulations for a safe journey to their destinations.

    At least N300 billion is needed yearly for highway repairs, the Federal Road Maintenance Agency (FERMA) said yesterday.

    It plans to explore other funding sources outside budgetary allocation.

    Managing Director, Emeka Agbasi, spoke during an interactive session with the House Committee on FERMA.

    He said the appropriations to the agency were inadequate.

    According to him, the 2023 allocation is far less than the required target, with less than 50 per cent of the total budget released so far.

    Agbasi, in a document submitted to the Committee, stated that aside from the 90 projects awarded by the agency in 2023, no fewer than 200 others are being processed.

    The agency executed 85 road projects valued at N132,288,002,695.20 as well as 79 projects valued at N17,144,883,320.78, while 53 projects executed through direct labour gulped N3,218,445,391.07.

    Agbasi said FERMA is exploring support from the Nigeria Infrastructure Advisory Facility (NIAF), Japanese Grant Aid, as well as multilateral support from the UK Export Finance Credit Facility (UKEF).

    It is also targeting special intervention funds through the Natural Resources Fund, Ecological Fund, and confiscated funds by anti-graft agencies.

    Committee chairman, Aderemi Oseni, warned that the House will not accept any excuse for non-performance.

    Speaking at its inaugural meeting with FERMA management, he said: “It saddens me to say that the state of our roads has reached a deplorable state, resulting in untold hardship for our fellow Nigerians, hampering economic growth, and tarnishing our nation’s image.

    “The image of FERMA in the eyes of the public is one of inefficiency, corruption, and ineptitude.

    “This House Committee will not hesitate to utilise the full instruments of the law to sanction any misdeeds that come to our attention.”

    Oseni said the House was aware of the numerous challenges faced by FERMA, such as inadequate funding, outdated equipment, a lack of capacity, and manpower shortages, among others.

    “Together, we can ensure that FERMA regains its credibility and fulfils its mandate,” the committee chairman said.

    Minister of Works, Dave Umahi, stressed the need to embrace new technologies in road construction.

    He spoke through the Director of Highways Construction and Rehabilitation, Adedamola Kuti at a public hearing by the House Joint Committee on Works, Environment, Justice and FERMA.

    Umahi urged stakeholders in the construction sector to prioritise quality.

    ‘Nigeria should embrace rigid pavement’

    Umahi got the backing of the Group Head of Corporate Communication, Dangote Group, Anthony Chiejina.

    Chiejina urged professionals in the built environment to support advocacy for the use of rigid pavements for road construction.

    He spoke during the 2023 Annual Lecture and Awards organised by the Property and Environment Writers Association of Nigeria (PEWAN), with the theme: “Technology as the new normal in modern infrastructure delivery.”

    He said rigid pavement construction was more durable with a life span of over 40 years as against the 15 years or less for asphalt.

    Chiejina said Umahi should be supported in the concrete road advocacy because he was pursuing quality and durable road construction.

    He praised the minister for introducing rigid pavements, adding that the former Ebonyi governor was misunderstood in his good intention for quality road infrastructure delivery in Nigeria.

    He wondered why those opposed to the use of concrete, who are not cement manufacturers, are concerned that rigid road construction would cause an increase in cement prices.

    Chiejina urged journalists, engineers and other built sector experts to explain the benefits of the rigid pavement to Nigerians as the needed solution to bridging road infrastructure deficit in the nation.

    He explained the difference between rigid and flexible pavements as well as the type of construction materials used for long-term and short-term benefits.

    Chiejina listed the benefits of rigid pavement, also known as concrete road, as resistance to fuel, hydraulics, grease and other chemicals discharged by stationery vehicles.

    He said although concrete roads take longer to construct and may be more expensive, they are cheaper in the long term because of less maintenance cost.

    He said flexible pavements, also called asphalt roads, might be cheaper to construct but in the long run more expensive due to regular maintenance from constant degeneration.

    He also listed environment-friendly attributes of the rigid pavements in addition to the opportunity for recycling the materials; a situation not possible with flexible alternatives that cause high pollution and other dangers.

    “From an environmental standpoint, the entire flexible pavement process is more polluting,” he said.

    Chiejina, who received an award on behalf of the Dangote Group, commended PEWAN for the annual conference, aimed at setting an agenda for infrastructure development in Nigeria.

    The Managing Director of the Federal Road Maintenance Agency (FERMA), Emeka Agbasi said on Thursday, November 30, that the agency requires about N300 billion annually to adequately maintain federal roads across the country.

    Speaking at an interactive session with the House Committee on FERMA, Engineer Agbasi said budgetary appropriations to the agency are grossly inadequate, adding that the current budgetary appropriation (for 2023) is far less than the required target, with less than 50 percent of the total appropriation released so far.

    According to the document submitted to the Committee, the FERMA helmsman said aside from the 90 projects awarded by the Agency in 2023, no fewer than 200 other projects are being processed for award.

    The document revealed that the Agency through budgetary allocation and intervention for general maintenance and special repairs executed 85 road projects valued at N132,288,002,695.20 as well as 79 projects valued at N17,144,883,320.78, while 53 projects executed through direct labour gulped N3,218,445,391.07.

    Dr. Agbasi said the agency has plans to holistically review its funding sources outside budgetary allocation including sourcing support and interventions from local and international donors such as the Nigeria Infrastructure Advisory Facility (NIAF), and Japanese Grant Aid, among others.

    He also disclosed that the Agency is also exploring international multilateral support from the UK Export Finance Credit Facility (UKEF), while targeting special intervention funds through the Natural Resources Fund, and Ecological Fund, as well as confiscated funds from the Anti-corruption drive of the present administration.

    Speaking earlier, Hon. Oseni however said: “It saddens me to say that the state of our roads has reached a deplorable state, resulting in untold hardship for our fellow Nigerians, hampering economic growth, and tarnishing our nation’s image.

    “The image of FERMA in the eyes of the public is one of inefficiency, corruption, and ineptitude. This is a reality we cannot ignore and thus a perception that must be changed, and it is our duty as representatives of the people to take decisive actions to address this issue and ensure that FERMA becomes a beacon of hope for Nigerians.

    “As stated in the Nigerian Constitution, ‘the security and welfare of the people shall be the primary purpose of government.’ Our responsibility as the House Committee on FERMA is to uphold this principle by working tirelessly to improve the state of our roads, ensuring the safety and convenience of our citizens.

    “Let me state unequivocally that the 10th National Assembly will not accept business as usual in FERMA. The days of huge budgetary allocations with little or no impact on road maintenance are over. We are here to ensure that every naira spent by FERMA delivers tangible results for the Nigerian people.

    “As a supervisory committee, it is our solemn duty to ensure that FERMA operates at the highest standard, achieves tangible results, and serves the Nigerian people effectively. We will demand performance, value for money, accountability, transparency, and professionalism from FERMA, and this House Committee will not hesitate to utilize the full instruments of the law to sanction any misdeeds that come to our attention.”

    While stressing the need to ensure improved road infrastructure, enhance transportation connectivity, and facilitate economic growth, Hon. Oseni expressed optimism that the legislative intervention will help to improve road safety, reducing accidents and fatalities on Nigerian roads.

    He added that the adoption of innovative technologies and practices will increase the efficiency and effectiveness of road maintenance, resulting in reduced travel times and an improved overall user experience.

    According to him, some of the challenges facing FERMA include: inadequate funding, outdated equipment, a lack of capacity, manpower shortages etc will be addressed through proper legislative intervention to find lasting solutions.

    He said: “Most importantly and urgently, recognizing the funding challenges faced by FERMA, this agenda aims to address the limitations in financial resources that hinder the agency’s ability to effectively carry out its mandate of maintaining federal roads.

    “The 10th National Assembly agenda for FERMA includes expanding road infrastructure maintenance funding and achieving financial sustainability. To this end, the legislative arm will work with FERMA to enhance, explore and expand the 22 newly identified revenue sources.”

    The chairman of the House Committee on Federal Roads Maintenance Agency (FERMA), Aderemi Oseni has warned that the House will not accept any excuse for the performance by the agency in fixing Nigerian roads.

    Speaking at its inaugural meeting with the management of FERMA in Abuja on Thursday, November 30, Oseni however said the House was not unaware of the challenges facing the agency.

    He assured that the parliament will do everything possible to ensure that the mandate of the agency is achieved.

    He said: “FERMA was established with a core mandate to maintain federal roads, and over the years, it has played a crucial role in infrastructure development in our nation. However, it saddens me to say that the state of our roads has reached a deplorable state, resulting in untold hardship for our fellow Nigerians, hampering economic growth, and tarnishing our nation’s image.

    “The image of FERMA in the eyes of the public is one of inefficiency, corruption, and ineptitude. This is a reality we cannot ignore and thus a perception that must be changed, and it is our duty as representatives of the people to take decisive actions to address this issue and ensure that FERMA becomes a beacon of hope for Nigerians.

    “Our responsibility as the house committee on FERMA is to uphold this principle by working tirelessly to improve the state of our roads, ensuring the safety and convenience of our citizens. Let me state unequivocally that the 10th National Assembly will not accept business as usual in FERMA.

    He said further that the House legislative agenda aims to use the instruments of effective legislation, oversight, partnership, knowledge sharing, collaboration, and adherence to the best global practices to revitalize, reposition, reengineer, and rebirth FERMA, ushering in a new era of improved road maintenance and efficiency for Nigerians.

    He stressed that recognizing the funding challenges faced by FERMA, this agenda aims to address the limitations in financial resources that hinder the agency’s ability to effectively carry out its mandate of maintaining federal roads.

    He said the 10th National Assembly agenda for FERMA includes expanding road infrastructure maintenance funding and achieving financial sustainability.

    He said the House will work with FERMA to enhance, explore and expand the 22 new identified revenue sources and will provide FERMA with diverse funding streams, ensuring financial sustainability for road infrastructure maintenance.

    Minister of Works, Engr. Dave Umahi, on Thursday hinted that the President was going to approve the Board’s appointment in a bid to make the ongoing nationwide road repairs intervention go smoothly.

    However, in a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, President Tinubu demanded competent service delivery from the new Board.

    The appointment also has Engr. Chukwuemeka Agbasi as the Managing Director of FERMA.

    “President Bola Tinubu has approved the appointment of the Governing Board and Management team of the Federal Roads Maintenance Agency (FERMA) for a renewable term of four (4) years, in accordance with Section 2(3) of the FERMA Amendment Act, 2007:

    “Chairman of FERMA Board — Engr. Imam Ibrahim Kashim Imam; Managing Director of FERMA — Engr. Chukwuemeka Agbasi;
    Member (NARTO) — Yusuf Lawal Othman; Member (FMW) — Engr. Ibi Terna Manasseh; Member (FRSC) — ACM Shehu Mohammed; Member (Finance) — Babatunde Daramola-Oniru; Member (South-South) — Hon. Preye Oseke.

    “Member (South-West) — Hon. Oye Ojobe; Member (South-East) — Dr. Kenneth Ugbala; Member (North-Central) — Sen. Timothy Adudu; Member (North-East) — Engr. Abubakar Bappa; Member (North-West) — Aminu Adamu Papa.

    “President Tinubu expects the new appointees to achieve integrous and competent service delivery, given the central role that the institution will play in the sustainable health of growth-enabling infrastructure nationwide,” the statement reads.
