    NEMA donates relief materials to Benue flood victims

    The National Emergency Management Agency (NEMA) on Saturday donated 27 different items as relief materials to flood victims in Benue and inspect affected areas.

    The Director-General, NEMA, MustaMr Mustapha Maihaja told newsmen in Makurdi that he was in the state on presidential directives.

    He said that the directive was for the agency to quickly intervene into the Benue flood disaster and see how the victims would be assisted.

    Maihaja used the opportunity to extend President Muhammadu Buhari’s heartfelt sympathy to the flood victims in Benue and assured them of the Federal Government determination.

    He said that the relief materials were food stuffs, household items and other building materials, adding that after the official assessment of the areas, the actual areas of assistance would be ascertained.

    “May I extend the heartfelt sympathy of Mr President to the Government of Benue State and families and all those affected by the flood disaster.

    “We are here on a mission from Mr President to visit the flood affected areas and ascertain the level of damage caused by the disaster to enable us assist the victims in every way possible.

    “We brought 27 different relief materials to deliver to the state for onward distribution to the affected victims,” he said.

    He said that the materials were pre emergency response materials, adding that three trucks were on ground while five were still on the way.

    The D-G explained that the quantum of destruction could not be ascertained at the moment, adding that his team would be on ground to carry out the data to determine exact quantity.

    Maihaja said that the agency had not received any official communication from the Cameroonian government on the possibility of opening Lagdo Dam that caused the 2012 flood.

    The News Agency of Nigeria (NAN) reports that the items delivered to the state are rice, children clothes, building materials, foodstuffs and other household items.

    NAN reports that the D-G, while in the state visited the IDPs camp at International Market Makurdi and flood affected areas like Radio Benue, Idye village, Welfare Quarters, Guma, Achusa among others.

    Speaking to newsmen, the State Commissioner for Water Resources and Environment, Mr Joseph Utsev admitted that though they were expecting some element of flood this year, not of this magnitude.

    Utsev said that Makurdi Township lacked drainages that would control the run water into River Benue, adding that River Benue needed to be dredged to avoid a repetition of the 2012 disaster.

    He said that property worth billions of naira were so far destroyed among which were households, farmlands and businesses.

    The commissioner further appealed to the Federal Government to assist the state with funds for the construction of drainages and dredging of River Benue.

    He said that no life was lost since the beginning of the disaster this year.

    The Nigeria Insurance Association (NIA) has said insurance firms paid N168.44 million to flood victims in 2015.

    It also said flood victims in the Victoria Island and Lekki axis of Lagos State were already filing their claims.

    NIA Chairman Eddie Efekoha, at a media parley  in Lagos, said over 20 claimants filed flood claims in 2015.

    He noted that flood is often an extension of fire cover, adding that most insurance firms do offer the cover for free, especially in areas not prone to flood.

    Efekoha said:  “Victims of floods in Victoria island axis with a lot of cars and  buildings submerged and broken have filed their claims on the industry.

    “We, as insurers, are happy to pay claims and all of these victims will be duly paid. We believe that when these people receive compensations for their damaged or destroyed properties, they will continue be happy and would share their experience with families and friends. This will help promote insurance and people will continue to buy.

    “Insurance is meant to help people. It manages people’s risks and all we ask them to do is to transfer it to us so that they don’t loss their properties.

    “Flood insurance policy is often an extension of fire cover and most insurance companies do offer the cover for free, especially in areas not prone to flood.

    The Victoria Island axis, for instance, is susceptible to flood and that is why we, as insurers, will always advise that people should insure against mishaps that may happen in future,” he added.

    Niger State Governor Abubakar Sani-Bello has approved the release of N30 million to the Niger State Emergency Management Agency (NISEMA) to provide relief materials to flood victims in Lapai, Suleja and Tara Local Government Areas.

    The governor stated this when he paid an on-the-spot assessment visit to some flooded areas in the councils.

    Bello, who lamented the loss, said it could have been avoided if residents adhered to urban development regulations.

    “All these losses, both in human and property, would have been averted if our people adhered strictly to urban development regulations.

    “It is glaring that most of the affected structures were on the natural flood path. We have to desist from this unwholesome practice and obey simple laws that are meant for our good,” he said.

    The Federal Government has approved the release of N1.6 billion to flood victims in 16 states of the federation.

    The Special Adviser to the President on Media and Publicity, Femi Adesina, disclosed this to State House correspondents at the end of the Federal Executive Council meeting chaired by Acting President Yemi Osinbajo.

    According to him, the fund will be taken from Ecological funds in the Central Bank of Nigeria (CBN).

    He said the Minister of Finance, Kemi Adeosun, has been directed to release the N1.6 billion to National Emergency Management Agency (NEMA) for the 16 affected states.

    He said: “The Acting President has approved the sum of N1.6 billion as immediate intervention for victims of flood in 16 states.

    “The states are Ekiti, Osun, Akwa Ibom, Kebbi, Niger, Kwara, Ebonyi, Enugu, Abia, Oyo, Lagos, Plateau, Sokoto, Edo and Bayelsa.

    “So, 16 states ravaged by flood and the sum of N1.6billion had been approved for immediate release as relief for people in those states and communities involved.

    “The money is going to be taken from the Federal Government Ecological Fund Account at the Central Bank of Nigeria and the Minister of Finance is to release the fund directly to NEMA, which is, National Emergency Management Agency,’’ he said

    Meanwhile, federal government has warned Nigerians to expect more flooding following the delay in rainfall which had caused long duration of torrential downpour in major urban cities.

    The government also said the monsoon wind which is a strong prevailing wind bringing rain from West Africa coast around June 22 to September and October would bring a lot of rains to the land along with sea rise that could lead to increase in the amount of water in low lying coastal areas of Lagos and other states.

    Minister of Water Resources, Suleiman Adamu, said this in Abuja while briefing journalists on flood situation in the country.

    Adamu said the flood would spread to 30 states and over 100 local government areas in the country.

    He added that the Nigeria Hydrological Services Agency (NIHSA) would continue to monitor the flow of surface water and issue alerts when necessary.

    He said: “Summary of the alert is that approximately 30 states and over 100 LGAs are categorized as high flood risk areas and therefore should expect flooding.

    “The rains did not start early this year, thereby possibly causing long duration torrential downpour and causing unexpected urban/flash floods in areas with non-existing or inadequate drainage system in the country.

    “The flow of surface water are being monitored by NIHSA while alerts will be issued. Also, sensitization of the entire nation by visiting the grassroots will soon be embarked upon.”

  • Flood: Kebbi Govt to assist flood victims with N200m

    Gov. Atiku Bagudu of Kebbi said on Friday that the state government had provided N200 million to assist flood victims in 12 Local Government Area of the state.

    Bagudu disclosed this in Birnin Kebbi when he received undisclosed relief assistance from the Director-General, National Emergency Management Agency, Alhaji Muhammad Sidi.

    He said the state government would assist flood victims with fertiliser, water pumping machines and assorted seedlings to be used in dry season farming.

    The governor commended the Federal Government for the provision of relief materials through the NEMA.

    Bagudu said the state government would ensure judicious use and distribution of all items given to the victims.

    The Director General, NEMA, commended the governor for responding quickly to the plight of flood victims in the state.

    “You have not only demonstrated good governance but also empathy, insight and loving kindness towards the affected people – a legacy I will like to see continue,” Sidi said.

  • Abia flood victims beg NEMA,SEMA

    The people of Etiti Ohazu and Amasto Autonomous Communities in Aba South and Osisioma Ngwa Local Government Areas of Abia State have begged National Emergency Management Agency (NEMA) and the State Emergency Management Agency (SEMA) to save them from further flood disasters.

    The communities severely affected are Umuosi, Umungasi, Umule and Umuchichi villages.

    They attributed the persistent flooding to improper channelling or lack of drainage systems.

    The Nation gathered that over 250 residents of Umuosi village in Etiti Ohazu Autonomous Community have been affected by the flood and about 100 persons were affected at Amasto Autonomous Community.

    Eze S.N Njoku, in a letter to SEMA and NEMA, said: “The uncontrollable natural disaster has made the royal compound (my residence) unfit for inhabitation during this period and has posed serious threat to the health of people residing in the territory and some other places in the three villages (Umungasi, Umule and Umuchichi).

    “The flood has led to catastrophic settlement of buildings, farms and vegetations in it including the death of non-indigene at Umungasi river (Iyi Umungasi), which led to the relocation of both indigenes and non-indigenes living in the affected areas”.

    AfDB donates N465m agric input to flood victims

    The African Development Bank (AfDB) under International Food and Agricultural Development (IFAD) project has disbursed agricultural input worth N465 million to flood victims in the six states devastated by flood.

    National Project Coordinator Fadama III, Mr Tayo Adewumi, disclosed this yesterday while distributing AfDB flood intervention input to victims in Jigawa State.

    He said aside Jigawa, other states affected are Borno, Plateau, Katsina, Kwara and Kogi, adding that the gesture was aimed at cushioning the hardship of the communities.

    He disclosed that victims in Jigawa State will get N65.2 million input.

    Represented by the Senior Monitoring and Evaluation Specialists, Mr Peter Ajibuiye, he said the materials were judiciously delivered to the affected victims. He said the distribution has been conducted in public to underscore the transparency of the exercies.

    He thanked the AfDB and the Federal Government for their collaboration with the state government to provide succour to the victims.

    He sympathised with others who were affected by the disaster.

    State Commissioner of Agriculture and Natural Resources, Alhaji Rabiu Isah Taura, said 50 Fadama Community Associations consisting of 578 Fadama Resources User groups in the 10 Fadama II participating local government areas are to benefit from the agricultural input and equipment.

    He commended the bank and Fadama II for providing the materials to the victims.

     

    The Commissioner also appreciated in particular the government’s support to Jigawa government Fadama coordinating office which no doubt made it possible for the project to record meaningful achievements.

    Lawmaker cheers up Delta flood victims

    There is a lift in the spirits of residents of Ndokwa-East Local Government Area of Delta State whose homes and farmlands were washed out by floods last year.

    The lawmaker representing them at the state House of Assembly, Hon. Friday Ossai Osanebi has rallied to their needs, presenting them with various jobs tools, among other things.

    Before his election in 2011, Comrade Osanebi had declared, “I am ready to serve my people”. After his election, he has also proved he is ready to complement Governor Emmanuel Uduaghan’s vision of developing Delta State beyond oil and gas, by delivering constituency projects and empowering more women, youths and the needy in his constituency.

    Hon. Osanebi believes that education is the bedrock for the future growth and development of the country, and therefore decided to undertake the construction of new primary and secondary school buildings across Ndokwa East Local Government Area. This aimed at providing environment conducive to teaching and learning for the teachers and pupils.

    At Oloa-Ossissa, the lawmaker has completed an ultra-modern five classroom block with offices and store at the permanent site of Oloa Secondary School.

    Also provided for the comfort of the students and teachers are toilet facilities and hand-pump boreholes which also serve the mainly farming community.

    The residents of Oloa-Ossissa community were full of praises for Hon. Osanebi.

    In Beneku, one of the communities adversely affected by the flood, Hon. Osanebi also constructed another five classroom block with six offices for Ndam Secondary School. The Beneku ultra-modern classroom block now completed, was submerged by the flood which delayed its early completion as finishing touches like terrazzo floor had to wait until the flood receded, while the hand pump provided to supply water to the school, had to be rehabilitated in order to provide water for students and staff of the school.

    A teacher, Mrs. Faith Odigwe lamented the loss of books and records to the flood and expressed appreciation even as the students look forward to the inauguration of the new block of classrooms.

    Dr. Ebo Otuya, an indigene of Beneku, in appreciating Hon. Osanebi’s gesture, however lamented that oil companies operating in the area need to do something more tangible by way of developing their host communities to complement government’s efforts.

    At Akarai Etiti, Mr. George Eseagu, a teacher at Etiti Primary School, likened the new block of three classrooms being constructed as constituency project by Hon. Osanebi to a governor’s lodge because of the quality. He said the structures were so solid even as the Headmaster of the school, Mr. Christopher Ukpabi could not believe that government would remember the sleepy community.

    Mr. Ukpabi said Etiti Primary School, built in 1941, had suffered neglect until Hon. Osanebi stepped in during his election campaign and provided school desks which were destroyed by the flood. On their part, the pupils who spoke through Ifeakam Odili were full of praises for Hon. Osanebi’s efforts.

    Similarly, construction work is currently ongoing at Onuaboh Primary School being rehabilitated by the lawmaker. The Onuaboh project was part of Osanebi’s campaign promises.

    For a man who has done so much and ready to do more for his constituents, the larger Ndokwa East community regards Hon. Osanebi as the hope of the masses and this is demonstrated by the stakeholders who visit the lawmaker regularly to brief him.

    Playing host to a delegation of Oloa-Ossissa Community, the PDP executive members in Ndokwa East Local Government Area and the ten wards chairmen of the party, Hon. Osanebi had pledged to fulfill all his promises.

    Also speaking, chairman of the party in Ndokwa East Local Government Area Hon. Kingsley Ashibogwu, praised the lawmaker for executing the constituency projects in Oloa, Beneku and Akarai and for initiating new projects in Asaba-Ase, Ibedeni and Ashaka.

    Hon. Osanebi said he has great love for Ndokwa East to uplift the area from poverty and underdevelopment.

    His pain however, lies in the unfortunate upsurge of violent crime like kidnapping and assassination, the reason, he believe that all hands must be on deck to tackle the issue of security.

    Hon. Osanebi calls on all communities not to shield criminals but expose them by giving adequate and reliable information to security agencies and support to the state commissioner of police.

    Calling on all Ndokwa East indigenes to give maximum support to Governor Emmanuel Uduaghan, Hon. Osanebi enjoins the people to be patient as he delivers the dividends of democracy while renewing his determination to do his best as the representative of the people in the Delta State House of Assembly.

    In line with the human capital initiative of the Uduaghan administration the member representing Ndokwa East constituency in the State House of Assembly Honourable Friday Osanebi has therefore called on leaders of the Peoples Democratic Party in the area to remain committed to the party and carry members along in the scheme of things in order to enhance the fortunes of the party in any election.

    Honourable Osanebi made the call recently at Ashaka, Ndokwa East Local Government Area while presenting cars and motorcycles to some party leaders and members for their commitment to the PDP in the area.

    Presenting the empowerment items made up of one Nissan Pathfinder Jeep, one Toyota Siena Space Bus and two Toyota Camry Cars, as well as 10 Skygo ladies motorcycles, Hon. Osanebi said the empowerment was for party leaders in the local government area.

    The lawmaker also presented two cheques of N500,000 and N1m to two party leaders in the area.

    Honourable Osanebi said those who did not benefit from the gesture should be patient as there were more empowerment programmes from him to the people.

    The chairman, Ndokwa East Transition Committee, Hon. Alex Aniche commended Hon. Osanebi for the empowerment programme to party leaders adding that it would add value to the lives of the beneficiaries.

  • Flood victims get relief materials

    The National Commission for Refugees, Migrant and Internally Displaced Persons (IDPs) has donated relief materials to victims of last year’s flood disaster in Odukpani Local Government Area of Cross River State.

    The materials which included building materials, mattresses, mosquito nets and insecticides and other sundry items were to be distributed to the worst hit communities in Odukpani Local Government Area.

    Receiving the materials, Director-General, Cross River State Emergency Management Agency, (SEMA) Mr. Vincent Aquah praised the commission for its magnanimity as the materials would go a long way in providing succour to the victims.

    Aquah, who was represented by the Chief Relief Officer in the agency, Mr. Andy Akpotu, recalled that the 2012 flooding was unprecedented and it caused great discomfort to the people.

    He said that apart from homes being ravaged, farms were submerged or swept away by the raging flood.

    According to him, over 212 communities in 14 local government areas suffered the disaster and those victims were still groaning over the effects as they were facing economic and environmental challenges to return to normal life.

    The DG said that the Cross River State government was highly appreciative of the donation which he assured would be judiciously distributed to the victims.

    He used the opportunity to appeal to other philanthropic organisations to emulate the gesture of the Commission by making donations to victims of flooding and other disasters in the state.

    Presenting the relief, the Head of IDPs Department, Dr. Ovuodo Abdullai said that the gesture was one of the practical ways to express the commissions passion towards the plight of the 2012 flood victims.

    FG assures on rehabilitation of flood victims, infrastructure

    The Federal Government has assured flood victims across the country of its determination to reconstruct infrastructure damaged by the flood rehabilitation.

    The Deputy Governor of the Central Bank of Nigeria (CBN) and Chairman, sub- Committee of the Presidential Committee on Flood Relief and Rehabilitation, Mr. Tunde Lemo, gave this assurance in Patigi, Kwara, on Wednesday.

    He said the visit by members of the committee was aimed at carrying out an on-the-spot assessment of flood-affected areas in the state.

    Lemo, who was represented by a member of the committee, Mr. John Owoicho, said the committee was preparing a comprehensive report on the causes of the flood to be submitted to the Federal Government.

    He said that the report would be used by the government for the full rehabilitation of the victims and reconstruction of infrastructure.

    “The long-term purpose is to reconstruct affected infrastructure and also resettle persons affected by the flood across the country and also embark on preventive measure against future occurrence,” the News Agency of Nigeria quoted the CBN deputy governor as saying during the visit.

    Lemo said the committee was meeting with development partners, the World Bank and United Nations agencies to solicit for support for victims.

    He said the relief materials provided by the committee was a palliative measure aimed at providing immediate succour for the victims.
