  • FOCAC : Buhari returns to Abuja

    President Muhammadu Buhari on Thursday night returned to Abuja after attending the Forum on China and Africa Cooperation ( FOCAC ) in Beijing.

    During the six-day visit to China, Buhari held bilateral talks and witnessed the signing of some agreements between Nigeria and China in the areas of Information and Communication Technology (ICT) and the economy.

    He also participated in the High-Level Dialogue between Chinese and African leaders and business representatives.

    At the FOCAC meeting, Buhari expressed the appreciation of ECOWAS member states for China’s increasing investment in the sub-region with the aim of building a prosperous and shared future.

    He noted that China was the largest investor in the sub-region in both private and public sectors, covering areas, such as infrastructure development in energy, agriculture, mining and healthcare.

    According to him, China also provides significant assistance in emergency humanitarian aid and response to climate change for Africa.

    Buhari at the FOCAC Round Table on Tuesday, attended by African leaders and Chinese President Xi Jinping, said Nigeria’s partnership with China through FOCAC had resulted in the execution of vital infrastructure projects worth over five billion dollars.

    Malam Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, who was part of the president’s entourage to China, reported that Buhari won the crucial support of Jinping, for Nigeria’s aspiration to build the 3050 Megawatts Mambilla hydro-power project.

    He revealed that Nigeria and China also signed the agreement of 328 million dollars for the Information and Communication Technology Infrastructure Backbone Phase II (NICTIB II) project.

    The concessional loan agreement between Galaxy Backbone Limited and Huawei Technologies Limited (HUAWEI) was signed by Nigeria’s Minister of Finance Kemi Adesoun and Wang Xiaotoa, Director-General, International Development Agency of China.

    The presidential aide disclosed that Nigeria and China also signed a Memorandum of Understanding for the One Belt One Road Initiative (OBOR).

    In Beijing, Buhari also received assurances from the Joint Venture Partners handling the 3050 Megawatts Mambilla Hydro-power Plant of which arrangements had reached advance stage for the commencement of work early in 2019.

    Buhari received the assurance when he was briefed on time lines for the commencement of work at a meeting with Prof. Lyu Ze Xiang, the President of CGCC, the company handling the project.

    The president, at separate meetings with prospective Chinese investors on the sidelines of FOCAC, assured existing and prospective Chinese investors of high-level support for their investment plans in Nigeria.

    The president, at an interactive session with the Nigerian community in China on Saturday, had given assurance that as “a beneficiary of free and fair elections, I’m not afraid of a credible process in 2019.’’

    To this effect, the president reaffirmed his commitment to making sure that the 2019 polls would be free, fair and credible.

    Buhari pledged that Nigerians eligible to vote in the general elections would be allowed to freely elect candidates of their choices.

    President Muhammadu Buhari on Wednesday sought for the Chinese government’s speedy facilitation to complete the Mambilla power p­roject in Taraba state.

    Buhari made the appeal in Beijing, China while signing the bilateral agreement between himself and President Xi Jinping on the sid­eline of the 74th Summit of the Forum on­ China-Africa Cooperation (FOCAC) in Bei­jing.

    Buhari, during the ceremony, commended the Chinese gov­ernment for its support for the developm­ent of infrastructure in the country.

    With the reviewed bilateral coop­eration between Nigeria and China, he said that major­ity of citizens from both countries stan­d to benefit in terms of the improvement­ in their living conditions.

    He also commended Presiden­t Xi for successfully hosting the FOCAC ­summit which he said had brought together African le­aders and business entrepreneurs for a w­in-win dialogue.

    He said “I will like to start by congratulating ­your Excellency and indeed the Chinese g­overnment for hosting a very successful ­forum on China Africa cooperation FOCAC ­for the past two days. In my earlier mee­ting with the President.

    “I mentioned that this historic event an­d its outcome has provided the platform ­for a very prosperous future for the 2 billion Chinese and African citizens. Nig­eria and China have come a long way, our­ journey has been that of mutual respec­t and support.”

    President Buhari explained that China in­ the last two years has supported Nigeri­a in the training of security personnel, agr­icultural modernization and provision of­ concessional loans which have impacted ­on the economy.

    He said, “In the past 24 months, th­e Chinese government has provided humani­tarian aide to our conflict areas, schol­arships to Nigerian youth, military trai­ning and security support to our personn­el, agriculture modernization training, ­and concession army loans to fund critic­al infrastructural projects.

    “These interventions have positively imp­acted on millions of Nigerians and will ­continue to do so for generations to com­e. Mr. President, earlier today, I solicit­ed the support of President Xi on the Ma­mbilla hydro project which remains a key­ priority to Nigeria.

    “Our wish is to fund this project with ­concessionaire loans from China. I will also ­take this opportunity to appeal to yo­ur good office to support this project. ­President Xi and I also witnessed the signing of the belt and road initiative ­agreements by Nigeria which I strongly bel­ieve will set the foundation for many ce­nturies and mutually beneficial relation­ship.” Buhari said.

    A copy of an agreement signed between Ni­geria and China for the ICT sector read in part; “The Chinese governm­ent agrees that the Export-Import Bank o­f China (the creditor) provides for the ­government of the federal republic of Ni­geria (the creditor) Represented by the ­federal ministry of finance of Nigeria w­ith a concessional loan (herein referred­ to as “the loan”) of Renminbi Two Billi­on.

    “Three Hundred Million Yuan Only (¥2,300­,000,000.00) which shall be utilized to ­implement the National Information and C­ommunication Technology Infrstructure Ba­ckbone Phase II Project. The interest su­bsidized for the loan shall be paid dire­ctly to the Export-Import Bank of China ­by the Chinese government.”

    President Buhari also met with the Chine­se Premier Li Keqiang who expressed happ­iness with the Nigerian Government’s willingness for a stronger partnership.

    He noted that as the largest economy­ in Africa, Nigeria has a viable market ­that is good for the kind cooperation with China.

    “I am very happy to see you again. Nigeria­ is very important country in Africa wit­h the highest population in the continen­t. There has been a steady growth of our ­political relationship and our practical­ cooperation has also been growing from strength to strength.

    “Several years ago, I paid a visit to Nigeria and I was deeply impressed by the ­tremendous potentials of your market and­ your strong desire for closer cooperati­on with China. Iam confident that your v­isit this time will lend new impetus to o­ur bilateral relationship to deliver ben­efits to both sides.” Li added.

  • FOCAC: Nigeria has benefited over $5b projects – Buhari

    President Muhammadu Buhari on Tuesday said that Nigeria’s partnership with China through the Forum on China-Africa Cooperation (FOCAC) has resulted in the execution of vital infrastructure projects across the country, valued at over $5 billion in the last three years of the current administration.

    He made the remark in Beijing at the FOCAC Round Table meeting, attended by African leaders and Chinese President Xi Jinping.

    Highlighting specific projects under FOCAC, the President said through the Chinese support, Nigeria has impressively addressed significant challenges in the areas of infrastructure, human capacity development, power, transport, agriculture and humanitarian assistance.

    In a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, the President said ”For Nigeria, our partnership with China through the FOCAC platform, has resulted in the construction of the first urban rail system in West Africa. This $500 million project in Abuja was commissioned in July this year.”

    The President also cited the construction and operation of the first rail system in Africa that uses modern Chinese standards and technology.

    “This 180km rail line that connects Abuja and Kaduna was commissioned two years ago at a cost of $500 million. Today the rail line is functioning efficiently with no issues – indeed, a sign that Chinese technology is world class,” he noted.

    President Buhari also said that, ”Nigeria is leveraging Chinese funding to execute $3.4 billion worth of projects at various stages of completion. These include the upgrading of airport terminals, the Lagos – Kano rail line, the Zungeru hydroelectric power project and fibre cables for our internet infrastructure.

    ”Furthermore, less than 3 months ago, Nigeria signed an additional $1billion loan from China for additional rolling stock for the newly constructed rail lines as well as road rehabilitation and water supply projects”.

    The Nigerian leader said that the aforementioned projects had demonstrated the high level of consistency and commitment China has shown in boosting its relations with African countries under the umbrella of FOCAC.

    ”I am optimistic that this Summit will offer new opportunities that would build on these past achievements,” he said, adding that, ”Nigeria will continue to support the FOCAC initiative and also seek to key into the Belt and Road Initiative as an additional Chinese mechanism to build further cooperation in our quest for infrastructural and economic development.”

    President Buhari dispelled insinuations about the so-called death trap by Chinese government on developing countries, insisting that Nigeria would be able to re-pay the loans.

    ”These vital infrastructure projects synchronize perfectly with our Economic Recovery and Growth Plan. Some of the debts incurred are self-liquidating. Our country is able to re-pay loans as and when due in keeping with our policy of fiscal prudence and sound housekeeping,” he said.

    While applauding China for its overall commitment to the ideals of FOCAC, the President acknowledged that since the launch of the Forum in 2000, China and Africa had striven to implement the declarations and follow-up action plans for the benefit of both parties.

    He also commended President Jinping, his Government and people for successfully hosting the Beijing Summit aimed at further strengthening China-Africa partnership.

    As FOCAC Beijing summit draws near

    As President Mahammadu Buhari recently said in his felicitation message to President Xi Jinping on the occasion of the Chinese lunar new year, “I am looking forward to China hosting the Forum on China-Africa Cooperation (FOCAC) summit in Beijing in September this year, and have every reason to believe that the Year of Dog will bring us more success stories and mutual benefits for China-Africa cooperation.”

    The Chinese Government is working hard to ensure the success of the Summit of the Forum on China-Africa Cooperation, according to Premier Li Keqiang while delivering the government work report to the ongoing first session of China’s 13th National People’s Congress on March 5. This year marks the 18th anniversary of FOCAC.

    The past 18 years have seen fruitful progress in China-Africa practical cooperation across the board. Two-way trade and China’s total non-financial investment in Africa in 2017 were 17 times and around 100 times that of 2000 respectively, which shows China’s contribution to Africa’s economic development has risen significantly. FOCAC has become a pacesetter in China-Africa cooperation, a champion for greater international attention to and input in Africa, and the largest and most effective South-South cooperation platform in the world.

    The FOCAC Johannesburg Summit held in December 2015 was a great success, and it is now China’s turn to hold a new FOCAC. China decides to upgrade the forum to a summit in response to the positive and urgent wishes of the African members of FOCAC. President Xi Jinping and President Cyril Ramaphosa of South Africa, the FOCAC co-chair, will jointly invite all the leaders of the forum members to attend the summit.

    Building on the success of Johannesburg Summit, we are willing to strengthen communication and consultation with our African friends to elevate the FOCAC Beijing Summit to a new level. We hope to, through the joint construction of the “Belt and Road” between China and Africa, inject fresh and strong impetus into China-Africa mutually beneficial cooperation and elevate it to a new level.

    China-Africa cooperation has always been open and transparent. China welcomes the concerted efforts made by the international community to support Africa in achieving peace, stability and development. Some allegations by some people in the international community however, are biased and not fact-based, and we frankly don’t agree. Take the concessionary loan provided by China to African countries. Has it increased the debt burden of countries concerned? Are there any political considerations behind it? The answers are definitely negative, contrary to the claim. That kind of claim, I should say, is full of groundless words with an attempt out of ulterior motives.

    In recent years China has indeed increased its financing support to African countries including Nigeria, with China-Africa cooperation having been increasingly expanded and deepened. However, as Chinese foreign minister Wang Yi made it very clear during his visit to Africa early this year, it needs to be stressed that China has always adhered to the following principles in this process:

    First, the response made to the development demand of Africa itself. Any country has huge capital demand at the initial stage of economic take-off and industrialization and Africa is of no exception. Based on the wishes put forward by the African countries, China provides financing support within its due capacity and offers timely assistance to the economic and social development of the African countries, which has been unanimously recognized and welcomed by all countries.

    Second, never attach any political conditions. Like African countries, China had a painful experience of having its economy under the control of the foreign countries and then suffering unfair treatment and even being exploited and oppressed. Therefore, China will never do what the western countries have done or impose its will on others no matter in assistance or cooperation, but will always respect and work together with Africa, considering both righteousness and benefit with the former as the top priority.

    Third, stick to the principle of mutual benefit and win-win results. The nature of China-Africa cooperation is South-South cooperation, one of whose major characteristics is equal treatment, mutual benefit and win-win results. Only by doing in this way can sustainable and long-term cooperation be achieved and common development of both sides realized. To this end, the financing support provided by China to Africa must undergo serious feasibility studies and market-oriented arguments to ensure that each cooperation project can achieve the desired economic and social effects.

    The current debt owned by some African countries was accumulated over a long period of time instead of occurring in recent years. China is not a main creditor of African countries. The solution to debt issues is to achieve diversified economic development by taking the path of sustainable development. China firmly supports this solution. China’s financing support to Africa is mainly invested in infrastructure construction and the productive field.

    The Chinese companies have built a large number of infrastructure projects such as highways, railways, ports, airports and communications facilities in Africa, which greatly improved the environment for Africa’s economic development, added to its appeal to foreign investment and enhanced its capability to achieve self-driven development. In addition to loans, the Chinese government is more inclined to encourage and guide Chinese enterprises to increase their direct investment in Africa and has offered support in this regard, and actively explores new investment cooperation model such as the Public-Private Partnership (PPP).

    China always attaches high importance to Africa’s debt sustainability. We are committed to intensive development. The large infrastructure projects are planned and moved forward along with promoting Africa’s industrial development. While pursuing the economic and social benefits of the relevant projects, we have also laid emphasis on enhancing African countries’ capability for independent and sustainable development so as to avoid adding to African countries’ debt burden.

    There is a saying in China that “Only your feet can tell whether your shoes are suitable or not”. Africa has the best say on China’s cooperation with Africa. There is another saying in China that “Justice naturally inhabits man’s heart”. African people will have their own judgment and naturally come to the fair conclusion that who helps Africa sincerely and who is the most reliable partner of Africa. We hope that relevant countries can contribute more to Africa’s development and view China-Africa cooperation in a fair and objective way.

    As the FOCAC Beijing Summit draws near, we believe we will surely be able to open up broader prospects for China-Africa comprehensive strategic partnership irrespective of detractors and distractions, as long as we adhere to the principle of shared growth through consultation and collaboration.
