Aregbesola seeks restructuring of Police Force

Gov. Rauf Aregbesola of Osun, has called for the decentralisation of the Nigeria Police Force (NPF) through proper restructuring and reform.

The governor made the call on Sunday in Osogbo when a Deputy Inspector- General of Police, Mr Foluso Adebanjo paid him a courtesy visit.

He said decentralisation of the force would ensure effective zonal security management, control and operation.

Aregbesola said Nigeria had grown beyond centralised policing, saying that devolution of policing powers must be encouraged for greater productivity and discipline.

“I am a strong advocate of federalisation of Police Force.

“We need to devolve the control of Police in such a way that the cumbersome responsibility shouldered by the Inspector General of Police would be reduced.

“Since the first obligation and responsibility of government remains security and maintenance of law and order, therefore, it behoves on any serious government to prioritise and guarantee the security of lives and property of the citizenry.

“It is a misnomer in a society like Nigeria for Commissioner of Police in a state to be directly answerable to Inspector General of Police in spite of the fact that there is Zonal Assistant Inspector General of Police in the zone to which such state emanates.

“Ideally, CP should be answerable to zonal commander who is AIG, while AIG become responsible to IG.

“This will sanitise the system and instill the spirit of commitment and dedication into the system.

“There is need to federate Police Force. Police must restructure its structure in such a way that would enhance effective zonal structure and management.”

Earlier in his remarks, DIG Adebanjo commended the governor for making Osun one of the states with the lowest crime rate in Nigeria.

Adebanjo also lauded Osun Government for giving the force necessary support and cooperation in its bid to maintain law and order.

“Let me add to it, Osun has one of the lowest crime rates in Nigeria. We cherish this feat and we know that the tempo would be sustained.

“We have been monitoring events in the state even from Abuja and we know that the state has never relented in its efforts of security consciousness.

“On our part, we shall continue to live up to expectation of Nigerian people in ensuring a safe atmosphere for all to live in.

” We will not rest on our oars to ensure that our nation is free from crimes of all nature,” the DIG said.

  • Militants back in Ogun riverine communities – Amosun

Ogun State Governor, Ibikunle Amosun, on Wednesday raised the alarm that militants have returned to the state’s   riverine communities and terrorising people.

Amosun said more security personnel should be deployed to the state, coupled with proactive steps to check the violent activities of the returnee militants and other criminals in riverine areas.

The governor made this known at his Oke – Mosan Governor’s Office when he received the Deputy Inspector General of Police overseeing the South West region, Mr. Foluso Adebanjo, who visited him.

He, however, expressed the confidence that the combined efforts of the police and other security agencies would curb the militants and their activities.

“The state will not be a comfort zone for criminals. Criminals will always want to come, but we will not take our eyes off them,” he said.

He pledged that the state government would make available, two additional Armoured Personnel Carriers (APCs) and vans to ease the operations of the security personnel.

  • Adopt synergy among security agencies in Lagos – DIG

Deputy Inspector General of Police in charge of Southwest geo-political zone, Foluso Adebanjo on Wednesday commended the security arrangement in Lagos State, urging other States to adopt the synergy among security agencies in the State.

Addressing journalists at Lagos House in Alausa, Ikeja shortly after a courtesy visit to Governor Akinwunmi Ambode, the police boss said the collaboration among security agencies in the State was worthy of emulation specifically with respect to stemming the tide of increase in crime rate.

Adebanjo, who is also in charge of Information Communication Technology (ICT) at the force headquarters, said the meeting with the Governor was part of engagement with strategic stakeholders to enhance security, saying that it was important for all actors to partner to scale up the security architecture of the State.

He said: “The IGP has directed that all DIGs should go to their respective geo-political zones to assess the crime situation and to proffer solutions. Yesterday, I met with community leaders and then all the police officers from the Commissioner of Police to Area Commanders and the Assistant Inspector General of Police (AIG), Zone 2 was also there. We had people from our Eminent Persons’ Forum and the Police Community Relations Committee (PCRC). All the stakeholders were there and I also met with the Military including service Commanders.

“The purpose is just to see what is happening in this State and see what we can do to enhance relationship and partnership which is very key.

“Lagos has been blessed with good heads of security agencies. The CP of Lagos is doing his best. I met with the service Commanders, the DSS and others and I can confirm that they are doing a very good job. Lagos is a place to be emulated because there is so much synergy among the security agencies,” Adebanjo said.

The DIG, who briefed journalists alongside the AIG Zone 2, Adamu Ibrahim and the Lagos CP, Fatai Owoseni, also counselled police officers to always carry out their duties without harassing the people.

“As Police officers, our duty is to serve and protect the people who are actually our boss. It is from the taxes that people pay that we are paid and so we must show respect and restraint and we can do our job without being harsh on the people.

“Nigerians are not criminals. Criminals will be dealt with when they commit any offence and we can do our work with human face,” he said.

Besides, the police boss advised people with criminal intents to stay away from Lagos and the southwest zone as there would be no room for them to operate.

“My message for criminal elements is simple and I just want them to know that they cannot escape. If you commit any crime in Lagos State, you will be arrested and prosecuted in accordance with the law. I can assure the people of that,” Adebanjo said.

  • Akiolu to FG: Establish mobile barracks at Ishawo

Lagos Paramount ruler, Oba Rilwanu Akiolu, has called on the Federal Government to establish Police Mobile Force (PMF) and military barracks at Ishawo and other militants’ infested riverine communities in the state.

Akiolu made the call when the Deputy Inspector General of Police (DIG) in charge of ICT, Foluso Adebanjo, visited his palace at Iga-Iduganran in Isale-Eko.

Supporting the ongoing demolish of shanties by the state government, Akiolu said the PMF and military barracks should be established at all the waterfronts to guide against criminalities.

He urged the government to give the security agencies all needed logistics to execute their jobs, insisting that without finances, not much could be achieved.

“As I sit here, I get intelligence report from across the country. So, tell the IGP to liaise with other security agencies to establish a mobile base and military base at that Ishawo, Ikorodu axis. And all those shanties at all riverine areas around Lagos State should be demolished.

“Let the full arm of the law be meted on anyone arrested for a crime. Anyone who comes to you and say I asked that someone be released is lying. Tell them the Oba of Lagos is a disciplinarian and I do not condone criminality. Even if it’s my son that is arrested for committing a crime, he should be arrested and dealt with as the law prescribes.

“I have told the government on several occasions to give the police their dues and they will perform. The crops of officers you are training in all training institutions now; the conditions in which they are doing the trainings are nothing to write home about. I know what the IGP is experiencing. It didn’t start with him. Any day the government is prepared to have efficient policing, it should give not only the police but all other security agencies the logistics required to do the job.

“The Nigerian public too must corporate fully. Security is the responsibility of all Nigerians. The public must assist with useful information. Lagos State government is spending huge amount of money on security.  The recently introduced Neighbourhood Watch is to complement the police. They are not to rival the police and we are here to monitor them to ensure that doesn’t happen. Nigerians should be able to acknowledge and appreciate the police for the good job they do.”

While the service to Zenith was successfully completed and the amount belonging to them delivered in the company of armed Soldiers that of stanbic bank was not.

The police said nobody is presently being questioned in connection with the crime, but said efforts are being made to arrest the fleeing driver and the complainant.

Unconfirmed story had it that the actual amount Stanbic ITC bank was expecting from the Aba trip was about N100 million instead of the N60.250 million recovered.

Narrating the story in a news briefing in Port Harcourt Anozia,  said “on July 8,(last Friday), we received a report, by one Stanley Ndubuisi of Bankers Warehouse, at number 36 Forces Avenue, Old GRA, Port Harcourt. The company engages in Bullion Van hire services. Which are mostly rented by banks to convey their cash to and fro.

“Last Friday, a bullion van was rented from the company, by Zenith bank and Stanbic ITC bank in Port Harcourt to convey their cash from their branches in Aba, Abia state to Port Harcourt for the two banks.

“The Van was manned by a driver who drove the vehicle to Aba. On his way back to Port Harcourt with the cash, the drivers was according to the complainant was accompanied by Soldiers. When the vehicle arrived into Port Harcourt, it went straight to deliver the amount belonging to Zenith bank at Zenith bank.

“The complainant in his report said that after the van had delivered that of Zenith bank, the Soldiers left and went back to their duty posts, leaving the money for Stanbic bank with the driver alone. Consequently, the driver absconded with the vehicle and the money. Investigations commenced at that point.

“Then today, Monday, July 11, useful intelligence was received by me in my office that a certain Ford Explorer vehicle was found parked at the premises of a Supermarket, located at Number 2, Elelenwo street, GRA phase 2, and that the vehicle had certain sacks contained in it, but that what actually elicited the suspicion of the security officer of this Super Market who reported the presence of the Ford Vehicle in their premises is that the windows screen of the said Ford Explorer were veiled with black waterproof bags and the vehicle is also owned by the Bullion Van renting company.

“The complainant explained that when he stumbled on this particular vehicle at the course of his duty of visiting round the premises of the supermarket he is safe guarding, the state of the vehicle elicited more suspicion.

“He told me that when he peeped closer inside the vehicle through some tiny spaces apparently missed by the black veil, we discovered that this vehicle contained some sacks resembling bank sacks, stuffed with something he could not identify but suspected to be cash, he came and reported to me.

“I immediately dispatched my Dc operation to go to the cite to verify or invalidate the information, fortunately for us, when the vehicle was opened, it was discovered that the sacks belong to Stanbic ITC bank, because it had their seal.

The sacks were opened in the presence of members of the public, who convened at the scene, with video recording on the vehicle done. Then the sacks were brought down and opened one after the other, they were between five and six sacks.

“The content of the sacks is the evidence you have seen on the ground here (pointing at the cash poured out on the ground), and the total amount recovered according to the information and according to what we have here is, N60.250m.

“Investigation is still on-going. The man that parked the vehicle there is a driver to the Supermarket in whose premises the Vehicle was parked. Both the driver and the complainant that reported the case are presently on the run.

“We are still on their trail as we are still investigating the matter.” He said.

Asked where the Ford Explorer is at present said it was deflected and left where it was parked. But the Billion van used in carrying the cash from Aba is also missing.

On while the banks did not make arrangements for armed security officers to accompany the cash till it final destination said, the bank said security arrangements are contained in the contractual agreement with the company.

“No security man escorted the bullion van. According to Stanbic bank, they contract the Bullion van company, pay them for security, so the Bullion van company provides security with the money given by the bank.” He stated.

The Police Boss advised Banks to ensure they assign  some trusted members of their staff to accompany any vehicle conveying their cash, stressing that this would help in investigations when issues like this arises.
