Fubara to Mbata: you have shown courage in defence of Rivers

Rivers State Governor, Sir Siminalayi Fubara, has described Senator John Azuta Mbata, who formerly represented Rivers East Senatorial District at the National Assembly, as an outstanding leader, who has not shied away from standing on the side of truth in defence of Rivers.

Fubara made the remark when he paid a visit to Senator Mbata, who hosted him and some leaders of the State on his 65th birthday at his residence in Obio/Akpor Local Government Area on Friday.

The governor in a statement signed by his Chief Press Secretary (CPS), Nelson Chukwudi, said it took a man of integrity like Mbata and love for the state to stand on the path of truth

He said: “As we join to mark this day with you, I want you to know that we appreciate your support for us. It takes a man who has integrity, not the one that will hear when people are talking publicly, but the real one to stand on the path of truth, and you have shown it in this State. We appreciate that.

“We want to also assure you that we will continue to work with you, to support you to make sure that in this State together, we will get to that Promised Land.”

Fubara described Mbata as a rare person who, in the midst of his splendor, not only of the wealth he inherited but also those acquired by dint of hard work, have continued to show humility.

The governor said: “No wonder, whoever crosses your path always has positive things to say. I want to wish you good health and more blessings. You know David (of the Bible) was blessed that even in his old age, he was still receiving a lot of honours.

“So, I want the blessings of God that added no sorrow to continue to be your portion. To the family, Daddy is marking his birthday. He has lived a good life: life with reputation; so that people will also make reference just like they make to that of his father. Let it also be so with his own children. Make him proud.”

Fubara also proposed the toast, and wished the celebrant good health and longevity of life.

Highlights of the occasion were the cutting of the 65th birthday cake and intercessory prayers offered by the former National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus.

Nothing’ll stop my government, governor boasts

Governor Siminalayi Fubara of Rivers State declared yesterday that nobody or group would stop his government.

Fubara said with strong  faith in God and his support base, his administration was equal to the antics of his opponents who, according to him, have no   ‘’strong face in Rivers politics.’’

He named former Governors Peter Odili and Celestine Omehia’;  erstwhile  Peoples Democratic Party(PDP) National Chairman Uche Secondus and former Transport Minister  Abiye Sekibo as some of his core supporters.

Others listed by him include former House of Representatives Deputy Speaker  Austin Opara; former Deputy Governors  Gabriel Toby and Tele Ikuru; Senators John Azuta-Mbata, Lee Maeba, Andrew Uchendu, Adawari   Pepple;  and Ambassador  Orji Ngofa.

The governor spoke Wednesday night at the 2025 New Year State banquet in Government House, Port Harcourt.

But another former House of Representatives Deputy Speaker, Chibudom Nwuche, stakeholders of the Peoples Democratic Party(PDP) and All Progressives Congress (APC) from Ekpeye Kingdom declared their support for Federal Capital Territory (FCT  Nyesom Wike, whose faceoff with Fubara is at the heart of the ongoing Rivers political turmoil.

Fubara, in a statement by his Chief Press Secretary (CPS), Nelson Chukwudi, said with the support of Odili and others who laid the foundation of Rivers politics,   his administration would defeat his detractors who rent people to attend  ‘’dinner” in the state.

He admitted that last year, his opponents who believe that “they l control life’’ made things unpleasant for his administration and the people of the state.

Fubara said: “We will ensure we protect the integrity of this state at all cost. We won’t allow anybody to take this state for a ride. It doesn’t matter the approach I will use. It’s not going to be a fight.

“We will follow the issues as we did with the case when they (detractors) started begging. Nothing will stop us from achieving the purpose of governance in this state.”

“With strong confidence and faith in God and the people, we are not bothered about what they (opposition) will come with. God will always have a way to save us from them. They are going to come, but we are not worried. We are equal to the task.

“I honestly thank our leaders, from Dr. Peter Odili, Sir Celestine Omehia, Sen John Azuta Mbata, Sir Austin Opara, Prince Uche Secondus, Dr. Abiye Sekibo; to others, for the organic support you are giving to our government.

“A lot of people would not understand what is happening. This is not to say we did not have people who were with us and following us and fighting. But one of the troubles they (detractors) have where they are today is that they do not have any strong face in Rivers politics with them.

“The beginning and the end of politics in this state is Sir Peter Odili. And if he is sitting with us here and with these other persons, who do they have with them?”

“This Dr. Odili is the right face and right image of our state. These are the frontiers of Rivers State politics. Men and women that have distinguished themselves are sitting with us here. People who have contributed in several ways to make Rivers State what it is, not rented people they bring for dinner”.

Fubara said that the events of 2024 were a mixed bag of daunting challenges, but that the year ended with his administration scoring more gains than losses.

He said: “2024 was not an easy year, but it was great for us in the end. About this time last year, we were not in a very pleasant mood, for fear of what might happen, because of the boasting of those who believe they control life.”

On his plans for this year,  the governor said: “We will continue to put our trust in God as 2024 has been a wonderful year. We had our losses and our gains. But the most important thing is that our gains surpassed the losses. We can boldly say 2024 was a good year for Rivers State.’’

He added that his administration would  ‘’build on the gains of last year,” with the support of the people.

His words: “We will continue to protect the lives of our people and provide the required services in our State. We are not going to lower our guards. Rather, we will raise our bar because, what is speaking for us today is the achievements we are making in the face of obvious distractions.

“Therefore, raising the bar will be our own way of telling the world that no matter what is happening here, we mean well for the state and know what we are doing. It is not going to be easy. I know. God, at times, keeps evil people to live long to continue their evil, not because He does not know what to do but because activities of evil people also keep the righteous people awake.”

Fubara commended the people for their support and solicited for more this year.

He said: “We are not going to do it alone, because we have not made these gains alone. Whatever win we scored today, it is not me alone, but the government and the support received from every one of you. I cannot pay you back for doing what is right for your State. It is our State, and at the end of the day, we are building a better future for those to take over after us. That is my dream for the state.

“ We are doing what we know is right, and doing those things that you can stand anywhere after our administration to defend us that our decisions were right. Nothing will stop us from achieving the purpose of governance in this state.”

The governor noted that it was not about power but about sustaining a system that would be self-preserving.

Fubara said: “I strongly believe that because of our desire to build, not our private supermarkets, or our hotels, but to build a resilient state, there is no way we will not succeed because our interest is not for self, but the collective interest of our people.”

The Secretary to the State Government(SSG), Tammy Danagogo, described last year as a wonderful one.

He commended Fubara for being focused as an emancipator of the state, saying no matter the antics of enemies, their acts to distract the government would continue to fail.

While proposing the toast for the New Year, a member representing Andoni-Opobo/Nkoro Federal Constituency in the National Assembly,  Awaji-Inombek Abiante, said the governor’s qualities were a testament to the success of his administration.

He urged the “prodigals” to return home to join in the rebuilding of the treasure base of the nation.

At the event were  Deputy Governor Ngozi Odu; Speaker of the three-member House of Assembly  Victor Oko-Jumbo;   retired Justice Mary Odili; Chief Judge of the state,   Chibuzor  Amadi; President, Customary Court of Appeal, Wilfred Ihemnacho Obuzor;   Lee Maeba,   Andrew Uchendu and Adawari Pepple.

*We have only one Assembly; says Fubara

Governor Fubara and the state chapter of the All Progressives Congress(APC) yesterday differed on the leadership of the Rivers House of Assembly that the  2025 budget ought to have been presented to.

Fubara, who signed the N1.1 trillion  Appropriation Bill yesterday, said the Oko-Jumbo-led three-member Assembly remained the appropriate place, the  APC argued that it ought to be forwarded to the Martin Amaewhule-led 27 members of the House.

The bill was signed four days after it was okayed by the three-man Assembly.

Fubara had while appending his signature to the bill, insisted that Amaewhule and 26 other members of the House defected from the Peoples Democratic Party (PDP) to the  APC and had, therefore,  seized to be recognised as legislators.

The governor also stated that no governor in the country would accept ‘’the kind of insult I took’’ from the 27 lawmakers.

He said: “I want to say this may be for some persons somewhere who are still mixing up issues. We have only one Assembly and that Assembly is headed by Rt. Hon. Victor Oko-Jumbo.

“A group of friends, about nine months ago,  embarked on what is called a sea-barred journey, halfway through the vessel while they were coasting realised that they were entering the den of devils and sharks and they now wanted to retreat.

“It is too late and the truth is that we are not going back. We have given them enough room for peace. No governor in Nigeria can take the kind of insult I took from those set of people

“As it stands,  our major target is the interest of Rivers State and we will continue to defend the integrity of governance. As far as I am concerned, we have moved on.”

The governor vowed to ensure the full performance of the 2025 budget and thanked everyone who contributed to passing the bill.

But APC chairman Austin Okocha said the     presentation of  the budget to the Oko-Jumbo group was ‘’illegal, unspeakable and flagrant impunity.’’

He also told reporters that  the governor was in a position to end the state’s lingering political crisis which he dubbed a ‘’tragedy.’’

Okocha argued that the governor’s action amounted to an abuse of the rule of law and disregard of court pronouncements on the budget.

He recalled that Justice James Omotosho of the Federal High Court had in January last year ruled that the budget be presented before the  Amaewhule-led 27 members of the House Assembly.

Okocha accused  Fubara and ‘his invisible advisers’ of deliberately creating and promoting a political crisis in the state.

He said, “From the days of Justice James Omotosho of the Federal High Court in the state, January 2024, it is clear in the judgment he delivered on the 2024 budget matter of the state, that the budget has to be presented to a Legislative arm under the leadership of Martins Amaewhule.

“The same pronouncements have also been made by the court where they either went to appeal the judgment or Amaewhule group went to seek further explanations, have said over time that the governor presenting a budget to three Legislators is completely unspeakable.

“No court has declared the seats of the 27 lawmakers vacant, so if the declaration of the seats vacant is in your mind, then leave it there, until the court says yes or no.

“You don’t have the right to declare the seats vacant. You are  a member of the Executive arm, and not until the court and the law speak on the matter, you cannot on your own decide on a matter that you don’t have the power to do so.”

The APC  chairman warned that a worse political situation could erupt in the state if the governor failed to quickly begin a reconciliation process.

“It  looks like the hostility in 2025 might be greater than that of 2024, which is the complete negation of what we expect,” Okocha added.

Why I support Wike,  by Nwuche

In  Ochigba,  Ahoada East Local Government Area where former House of Representatives Deputy Speaker, hosted executive members of the PDP and the APC, a crowd of persons from the Ekpeye Kingdom said they were fully in support of Wike in his face-off with Fubara.

Nwuche encouraged members of the parties to remain steadfast in their support for Wike.

He argued that the minister stood out as a governor by leaving lasting legacies in Ekpeye Kingdom.

Nwuche listed over 18 projects brought to Ekpeye land by Wike when served as governor of the state. Some

Some of the projects, according to him, are the Campus of Rivers State University in Ahoada, the Ahoada-Omoku Road, and the Ochigba Road.

He said that Wike also empowered a company in Ahoada, to create jobs for over 1, 000 youths in the region.

His words:  “Coming to the governors of this state, I have known all of them, from Ada George up to (Rotimi) Amaechi before Wike, I know them one on one. Let me ask you, sincerely, have there been any developments you can point to in Ekpeye land before Wike’s time?

“ We had other governors here, we had Ada George, we had Peter Odili, Amaechi, point to one development. None of them left any legacy in Ekpeye.  No development, no road projects, no water projects and no electrification, nothing.”

He expressed his gratitude to the party members for their efforts in mobilising the community for the end-of-year Thanksgiving and civic reception for Wike.

Nwuche also commended them for their extraordinary courage and steadfastness despite the challenges caused by the ongoing crisis in the state.

“Many of you have shown remarkable dedication and perseverance, staying committed to the party’s ideals despite the difficulties.  It’s not easy to keep faith when it seems like the odds are against you, but you have done just that,” he said.

The former deputy speaker praised Wike for his ability to forgive and empower people, citing the example of Senator Magnus Abe, who opposed him (Wike) but has now turned a new leaf.

He added: “I am supporting Wike one hundred percent. Because many of them who were in power as governors used their offices to witch-hunt Rivers sons and daughters. I have borne the brunt of their witchhunt

“ If you are parochial or small-minded, you can’t be a leader.  And that is why I like Wike. People who were in APC  who opposed Wike have now joined him because he forgives. People like Abe are now with Wike because he forgives, has a large heart and is able to empower people.’’

The Minister of the Federal Capital Territory, FCT, Nyesom Wike, has dismissed the threats by Rivers Governor Siminalayi Fubara, who said he will continue using his “red biro” against his enemies.

Fubara had boasted that he was still in power, despite the protracted crisis rocking the state.

He mocked the camp of his political opponents, saying he is still in possession of the red biro.

Speaking at the crossover into the 2025 church service held at St. Paul’s Anglican Church, Opobo Town in Opobo/Nkoro Local Government Area, Fubara vowed that he would continue to crush his enemies.

However, speaking through his media aide, Lere Olayinka, the Minister cautioned Fubara, saying he has only used his red biro for two years.

Wike reminded Fubara that he has been using the same red biro for 14 years and is still using it.

Posting on X, Olayinka wrote: “Someone who has only used the red biro for less than two years is somewhere reminding himself and boasting that ‘The red biro is still filled. It is still here with me.’ Is okay.

“Shouldn’t he also be reminded that someone has used the same red biro for 14 years and is still using it?”

The Governor said: “We will ensure we protect the integrity of this state, at all cost. We won’t allow anybody take this state for a ride. It doesn’t matter the approach I will use. It’s not going to be a fight.

He said: “This time around, not roads. Our Fire Service, you can see what we are doing there. For over nine years, there was no functional Fire Service, but today, I can proudly tell you that we have bought all the vehicles, and we are remodelling the offices.

“Education is the only instrument that can help our youths to avoid criminality and crime. Our state is behind in education, as our primary schools are shadows of themselves. You can see the provisions we made in our budget, and we are making sure education is given the required attention in this State.

“We have done much on health but we are going to spend more because you have to be alive to work. We are doing what we know is right, and doing those things that you can stand anywhere after our administration to defend us that our decisions were right. Rivers State Governor  Siminalayi Fubara yesterday boasted that he is still in power, despite the protracted crisis rocking the state.

He mocked the camp of his political opponents, saying he is still in possession of the red biro.

Exuding confidence, Fubara said: “The Red Biro is still filled. It is still here with me. Every plan of the enemy will continue to crash”.

The red biro symbolises the overwhelming power of the governor under the presidential system and the advantage of immunity while in office.

But, a group, Rivers Restoration Movement (RRM), urged the governor to remember his past and how fate catapulted him to the number one seat.

The group also kicked against the recent attack on Wike by former Governor Peter Odili,  recalling that the elderstatesman never supported Fubara for governor in 2023.

Fubara governor spoke at the crossover service held at St. Paul’s Anglican Church, Opobo,  in Opobo/Nkoro Local Government Area, said that his foes had been defeated.

He declared in a statement by his Chief Press Secretary (CPS), Nelson Chukwudi, that God would crush Rivers’ enemies in the New Year.

Fubara joined the congregation in singing the deliverance song: “At the mention of your name (God), every knee shall bow. At the mention of your name, every tongue confess. That you are Lord, you are Lord, you are King, you are King of kings.”

He said the wordings of the song were not just consolatory, but a charge to embolden the people to firm up their trust in God, who alone could navigate the path to greater triumph in the New Year.

    ‘Odili opposed Fubara’s ambition’

The Rivers Restoration Movement (RRM) said Odili rejected Fubara’s ambition, wondering why he is now supporting the governor against his predecessor.

He group insisted that Odili opposed Fubara  because of his hatred for the Ijaw of riverine area.

Frowning at Odili’s recent remarks about Wike, the group desaid the attack was unfortunate, disappointing and ridiculous.

RRM said in a statement by its Director-General, Johnson Georgewill and Secretary, Mrs Sarima Akpata, that Odili should have conducted himself as a statesman instead of plunging into partisanship for economic gains.

It said: “RRM on behalf of Rivers People takes exception to the direct insult and false allegation on the FCT Minister by Dr Odili we regard as a father”.

The group also wondered when Odili discovered that the  FCT Minister was planning to capture Rivers  as a private estate.

According to RRM, during the inauguration of Dr Odili’s mansion and the inauguration of the Dr Peter Odili Cancer Cardiovascular Diagnostic Treatment Center, which Wike built,  Odili was full of praise him.

It also recalled that Odili made it clear that the  Wike administration was the best in Rivers, adding that Wike even performed better than him across the sectors.

The group said: “RRM is wondering where this new found love for Governor Sim Fubara by Dr Odili is coming from when we all know he never supported the emergence of  Sim Fubara as candidate of the PDP because of his disdain for the Riverine Ijaws.

“But the political leader of Rivers State, Nyesom Wike, stood firm and fought all those so-called leaders that today take front seats in all state government  functions, to ensure equity, fairness and justice with the emergence of Sim Fubara from the Riverine axis against all odds.

“RRM and its affiliate groups in the 23 local government areas in Rivers State are sounding this warning that any further media  hostility from Dr Odili on the FCT minister will be resisted with the exposures of the horror, pains and tears Rivers people went through from 1999 to 2007 because we just decided to be mute, but we have not forgotten.

“We also want to urge the FCT minister to concentrate on the lovely job he is doing in Abuja as confirmed by  President Tinubu during his first live media chat because  we know the day of reckoning for all betrayals is close”.

Fubara presents N1.19tr estimate to Oko-Jumbo-led Assembly

Rivers State Governor  Siminialayi Fubara yesterday  presented  next year’s  Appropriation Bill of 1.19trillion to the Victor Oko-Jumbo-led House of Assembly.

Of the amount, Fubara said  N462billion was projected for recurrent expenditure and N678 billion for Capital expenditure.

The governor  said planning reserve stood at N35.7billion with a closing balance of N12.9billion.

He  noted  that the 44:56% was an indication of his government’s sincere commitment to both infrastructural and human capital development.

The governor said the 2025 budget was premised on achieving sustainable economic growth, accelerating the development of the state, and improving the living standards of the people.

He said: “Therefore, it contains policy measures and objectives that will strengthen our capacity to weather possible external shocks from the volatility of the national economy to build the resilience of our economy and advance our collective development and prosperity. It is for this reason that we have the theme for the  budget as a Budget of inclusive growth and development”.

Fubara said the budget was premised on the assumptions of oil price benchmark of $80 per barrel; oil production rate of 1.8 million barrels per day; USD exchange rate of 1500/1; and  22% inflation rate.

He said the government also projected improved contributions from the non-oil sectors to the national economy, including substantial receipts from value-added and exchange gains.

The government, according to him  also projected a GDP growth rate of 3.18% for the state, increasing internally generated revenue to not less than 35% of the total Budget, and reducing the fiscal deficit by limiting if not outright freezing resort to domestic borrowing for budget funding and augmentation.

He said the government would expand the internal tax base by bringing more people into the tax net, saving money  and investing more in the critical sectors that would strengthen the state’s economic foundations and enhance development.

Fubara said: “We will further improve the ease of doing business and provide incentives to attract local and foreign direct investments into the state to stimulate economic growth, improve internal revenue generation and enhance job creation.

“The overall objective of this is to pursue as much as possible and achieve a realistic budget that significantly closes the gap between estimates and possible actuals.

“We are therefore confident that the 2025 appropriation estimate is the true reflection of the reality of the state of our economy with reasonable flexibility that allows for eminent shocks from the current challenges with the national economy and macroeconomic frameworks”.

Speaker, the above assumptions and budget policy objectives were derived from the Economic and Fiscal updates, the fiscal strategy paper and the budget policy statement which adequately examined global dynamics and the current trends with their implication for the national and the state economic performance potentials in addition to the three years historical performance of the state revenue and expenditure.

Fubara said besides aligning with the fiscal reality, the 2025 budget prioritized the fundamental objectives of building a secure, prosperous, and resilient state with inclusive economic growth, sustainable development, and improved standards of living for everyone.

He said: “We will strive to address the challenges of socio-economic inequality, social exclusion, and poverty by ensuring improved access to food and nutrition, quality education and healthcare, socio-economic infrastructure, jobs and economic empowerment.

“Consequently, our core priorities for the 2025 fiscal year include agriculture, economic growth, quality education and healthcare delivery, basic infrastructure, and social investments”.

Fubara said it was obvious that his government had risen to the challenge of the development of Rivers with courage and commitment.

He said despite the many challenges facing his administration, it had not lost focus on the expectations of the people on good governance, development, and improving the living standards of everyone.

He said: “Under our stewardship, we have fulfilled our solemn duty of sound fiscal management and proven our profound commitment to accelerating economic growth and unprecedented expansion of socio-economic infrastructure and human capital development.

“We have also pursued new approaches to investment promotion and created an enabling environment for the private sector to thrive and create employment opportunities for our teaming youths.

“No other government in recent history has delivered more capital investments and captured the confidence of our people in our ability and commitment to deliver strategic development and the building of prosperous, sustainable, and inclusive progress in Rivers State than we have done.

“Therefore, today we are presenting a budget that would empower us to consolidate the past gains, stimulate further investments into our economy, and take our dear State to the next level of economic growth, social progress, and shared prosperity.

Speaking on the performance of the 2024 budget, Fubara said N800. 392bn was budgeted adding that out of the total revenue, N283. 235bn was expected from the Federation Account Allocation Committee (FAAC) and N231,057bn from internal revenue sources, including taxes, capital receipts, and loans.

But he said as of November 2024, the total FAAC receipts were N340,771bn, about N57,536bn more than the projected figures for the fiscal year.

He said: “The favourable revenue performance from FAAC resulted from enhanced revenues from our share of the Value-Added Taxes and Forex Exchange Gains. Similarly, as of the end of November 2024, the internally generated revenue was N282. 557bn which was over N51bn more than the N231. 057bn budgetary projections.

He said: “We are expecting the internally generated revenue for 2024 to close at over N300 billion by the end of December 2024, which is over N100 billion more than the total receipts for 2023.

The governor said it was the first time the state government would record a historic N100bn increase in IGR in a succeeding year.

“Most interestingly, the phenomenal increase was realized without raising or imposing new taxes, which underscores the success of our administration’s commitment to enhancing domestic resource mobilization as the primary source for funding the government’s expenditures and the measures we have put in place to drive this vision.

“The organic increases in our internally generated revenue also show that the State’s domestic economy is on the right path to real and sustainable growth and that it is only a matter of time before we realize our abiding drive for economic self-reliance and sustainability.

“Furthermore, we funded our expenditures and met all our debt repayment obligations for fiscal year 2024 without taking any new loans as a deliberate strategy to reduce deficit financing in line with our commitment to prudent management of available public funds to ensure real and sustainable economic growth and development.

“In addition to fully meeting our salary, gratuity, and overhead obligations, including the continuous payment of arrears to workers, pensioners, and MDAs respectively, we have also implemented the N85,000.00 minimum wage, which is the highest in the country and matched only by Lagos State.

“Similarly, the 2024 capital budget also recorded a very successful implementation with 100 percent historical performance, in line with our administration’s commitment to transforming the State through extensive infrastructural and human capital development.

*In terms of project execution and delivery, we worked on all the inherited projects and initiated some new legacy projects within the 2024 fiscal year.

“As of today, we have delivered over 30 road projects and numerous schools, health, security, housing, and community development projects across the State”.
