Rivers crisis: court reverses suspension of pro-Fubara Rep

The  Rivers State High Court sitting in Port Harcourt has reversed the suspension placed on Awaji-Inombek Abiante, a member of the House of Representatives loyal to the state Governor, Sir. Siminalayi Fubara, by his ward leadership of the Peoples Democratic Party (PDP).

The PDP in Ngor, Ward 1 in Andoni Local Government Area, had suspended Abiante, the lawmaker, accusing him of creating a faction in the party.

The resolution suspending Abiante was signed by the PDP Caretaker Committee Ward Chairman in Andoni LGA, Dike Bara and CTC Ward Secretary, Dokubo Jackson, and 12 other executive members.

But the court on Friday made orders of interim injunction voiding his suspension following a suit he filed challenging the punitive measure.

Abiante listed Bara, Jackson, Smith Green, Nte Obieaia as first set of defendants and Owoukagakemi Lawrence as well as Stephen Jumbo as the second set of defendants.

Making the orders, the Presiding Judge, Justice G.O. Ollor, restrained the defendants and their agents from tampering with the membership of Abiante or doing anything that will deprive him of his rights as a full member of PDP Ward 1, Ngor Town.

The judge also restrained the defendants and their agents from preventing Abiante from participating in all the activities of the PDP in all the wards, local government, federal Constituency, Senatorial District and the state.

Rivers  State Governor, Sir. Siminalayi Fubara, has formally launched the N4bn loan scheme to  create wealth and stimulate business activities in the state.

The launching, which took place at the Dr. Obi Wali International Conference Centre in Port Harcourt on Friday was the beginning of disbursement of Rivers State Government/Bank of Industry (BOI) Limited N4bn loan scheme for nano, small and medium-scale businesses in the state.

Fubara said the lack of access to credit had continued to aggravate financial exclusion and choked the prospects for individuals to realise their economic aspirations for a better life.

But he said with the scheme, which is a partnership between Rivers State Government and BOI, a surest path had been secured to achieve entrepreneurial success and an enabler of economic prosperity in the state.

Fubara said: “Today, we are all here to witness the formal launch and distribution of cheques to 3,066 micro, small, and medium-scale enterprises and 100 companies in the state from all 23 local government areas, including businesses owned by non-indigenes valued at over N3.6billion only.

“We are satisfied with today’s outing and professionalism, believing even more strongly that the potential outcome will be greater to both BOI and the government and good people of Rivers State.”

Fubara recalled that during his electioneering campaigns he promised to support entrepreneurial development and the growth of businesses through access to credit in the form of soft loans.

“We can only keep imagining the economic value that the over 3,000 MSMEs would add to the positive economic dynamics of Rivers State and the local government areas in terms of gross domestic product, increased tax returns, employment creation, income distribution and production of goods and services.”

In his address, the Managing Director/Chief Executive Officer of Bank of Industry (BOI) Limited, Dr. Olasupo Olusi, represented by the Executive Director of Corporate Services and Commercial, Mr. Usen Effiong, said they were particularly interested in ensuring that the collaboration was realised in steering socio-economic growth, creating jobs, checking social vices and growing the IGR of Rivers State.

Fubara vows to implement FG’s salary increase in Rivers

    …donates N100m for workers’ celebration

Rivers state governor, Siminalayi Fubara, has promised to  implement the salary increase recently approved by the federal government for workers in the state.

The governor spoke  on Wednesday, May 1, at the Yakubu Gowon Stadium, Port Harcourt, during the 2024 International Workers’ Day, with the theme, ‘People First’.

The governor at the event was bestowed with an award as the labour champion of Rivers state and named the most labour friendly governor.

He also received a gift of a Bible and a portrait from the state civil service.

Fubara said: “Let me assure you that we are going to work with the Federal Government to implement necessary measures, including the continuation of the free bus services and the provision of necessary palliatives to ameliorate the current hardship faced by ordinary citizens.

“We are also committed to implementing the increase in workers’ salaries recently approved by the Federal Government as soon as the parameters are made available.

“We are a listening government, and we have heard the common concerns and demands of labour on the urgency of stimulating economic growth and improving the living conditions of our people.”

Fubara acknowledged workers as critical human resource that had continued to contribute immensely to the sustained long-term economic growth of the state.

The governor said that workers remained indispensable, from the production lines of small and big factories to government offices and institutions.

Fubara said:  “Rivers state is what it is, economically strong, resilient, and vibrant because of our workers. Our local governments and communities are what they are because workers are doing their jobs.

“Our nation is the largest economy in sub-Saharan Africa only because of the commitment, efforts, and achievements of our workers.

“What this means is that there can be no nation-building or progress in society without the input, effort, and sacrifice of the workforce.”

Fubara said: “As a government, we recognize the roles, importance, and relevance of our workers to the implementation of our policy agenda for economic growth, provision of infrastructure, social progress and advancing the welfare and well-being of citizens.

“This is the reason we are here, not only to celebrate with you, but also to reiterate, reinforce, and reassure us of the inseparable bonds we have with organised labour as partners in progress.

“We may have reasonable causes to disagree, which is normal in every social relationship. But we cannot afford to be at each other’s throats and neglect our common responsibilities to advance the peace, security, and progress of our State.

“Less we forget that the social contract binds not only the Government; it applies to the workers as much as patriots.”

Fubara recalled his promise at his inaugural speech and reiterated that he would not disappoint labour, his primary constituency.

He said: “I stand by this statement even now and for as long as I remain in office as the Governor of Rivers State. I will not disappoint you. I will continue to govern with the fear of God and carry everyone, including labour, along.

“We promised not to neglect the interest and well-being of our workers within the limits of available resources, and we have not faltered on this promise.

“On the 1st of June, 2023, barely three days after the assumption of office, I visited the State Secretariat Complex to see its dilapidated state and take immediate measures to improve the poor working environment of our workers.

“Since then, we have reactivated and restored some facilities and services in the Secretariat Complex, including the water system, elevators, leaking roofs, and improved electricity supply.

“In addition, we have also commissioned a reputable international company to scope the entire complex and advise on the cost of a comprehensive rehabilitation of the Secretariat Complex, which we intend to carry out in phases as available finances will allow.”

Fubara said he implemented promotion of staff stagnated over a decade with financial benefits, and approved the recruitment of 1,000 doctors and other medical personnel to strengthen the State’s healthcare delivery system.

He also said the state’s contributory Healthcare Insurance Scheme had commenced, urging all workers to take advantage of the benefits of the scheme.

He said the government was clearing the backlog of gratuities to retired civil servants while ensuring the prompt enrolment and payment of pensions.

He said: “I can assure you that the days of delayed payments of retirement benefits to civil servants are over under our watch.

“We appointed 16 Permanent Secretaries based on merit and equitable spread to local government areas that were hitherto not represented at that level to strengthen the civil service for effective implementation of government policies and optimal delivery of services to our people.

“Few weeks ago, we directed and ensured the implementation of the minimum wage and promotion of our workers in the local government service.

“We have approved and released a grant of N250million only for the completion of the secretariat building of the Nigerian Union of Teachers”.

The governor also announced the donation of N100m to assuage the sacrifices of the workers, who turned up at the stadium for the celebration of the 2024 May Day.

In his address, the Rivers state chairman of the Nigerian Labour Congress (NLC), Alex Agwanwor, said the theme of 2024 International Labour Day reflected the leadership direction of Governor Fubara, who he said had continued to prioritise the welfare of workers in the state.

Agwanwor said that the governor implemented promotion for state and local government workers with consequential financial benefits.

Also implemented, he said, were payment of N30,000.00 minimum wage to LG workers, N100,000.00 Christmas bonus across board to all workers, constitution of governing councils, boards and commissions of government agencies, institutions for effective service delivery, restored functionality of basic utilities at the State Secretariat, and reopened Rivers State Transport Company (RTC).

He said the governor’s actions had further motivated workers, and emboldened them to remain unfettered in their support to the success of the Governor Fubara-led administration while increasing their productivity.

He said: “For us as Rivers State workers, we make bold to state without fear, or favour that, the present Administration of Your Excellency, Sir Siminalayi Fubara, is aptly a reflection of the year 2024 theme of Workers Day celebration.

“We acknowledge consistently, the demonstration of Your Excellency’s confession of purpose and value driven leadership and administration in thoughts, deeds, and actions, and as critical stakeholders in Rivers State project and beneficiaries of Your Excellency’s humane disposition, we offer to journey with you on the quest to positively impact on the lives of Rivers people.”

He commended the governor for making efforts to revamp the abandoned Songhai Integrated Farms at Bunu Tai, and listed other agricultural initiatives such as Agricultural Development Programme (ADP) and C-4 programmes, Delta Rubber Company, among others, as areas the government must focus on to enhance food sufficiency and security, taming hunger and raising job creation opportunities in the state.

Also speaking, the Rivers State chairman of Trade Union Congress (TUC), Comrade Okechukwu Onyefuru, expressed delight over recent feat of governor Fubara, who increases the Internally Generated Revenue (IGR) from N11bn to N27bn.

Onyefuru advised that with items like railways and building of refineries moved to the Concurrent List, the atate government should take advantage of thim new legal framework, to further grow the State’s IGR and create more jobs for the youths.

The TUC chairman also appealed to  Fubara to use his good offices to compel International Oil Companies (OICs) not to move their headquarters out of the State, while also thanking him for mediating in the industrial dispute in Indorama Petrochemical and Fertiliser Company Limited at Eleme.

We are winning our political battle with Artificial Intelligence, says Fubara

Rivers state governor, Siminalayi Fubara, has said that his team is winning the ongoing political battle in the state with Artificial Intelligence (AI)

Fubara spoke on Monday, April 29, when participants of the Executive Intelligence Management Course (EIMC-17 Syndicate 5) of the National Institute for Security Studies (NISS) paid him a courtesy visit at the Government House in Port Harcourt.

Fubara said: “You know, we are a government that does not believe in violence even when we are being provoked on all sides.

“What we want to use to fight our battles is AI. So, sincerely, we are winning with AI. When I said it, it was not a mistake. I know what I mean.”

Addressing the visitors, the governor said: “We feel very honoured at this particular time to have you in our State, especially considering the high level of security and intelligence work that you are doing.

“It will give us a good image as against what is being rumoured everywhere that the streets of Port Harcourt, are being paraded by cultists, kidnappers and all sorts of criminal elements.

“You might have also gone round and seen for yourself that Rivers State, even in the face of the political crisis, is also peaceful.

“This is because the management of the State, as of today, has always emphasised that peace is the only way and solution for development. So, I am happy that your presence here has also helped to make us score another point before our detractors.”

The governor said policy makers needed to draw up futuristic plans that to strengthen governance when implemented while also protecting the interest of the people.

Fubara in a statement signed by his Chief Press Secretary (CPS), Nelson Chukwudi, emphasised that his administration was ready to leverage AI to significantly enhance operational efficiency and transform citizen experiences.

The governor said that advanced societies were accelerating the use of artificial intelligence for a faster data-driven decision-making process

He said: “Today, we are moving from the aspect of physical battle to intellectual battle and Artificial Intelligence (AI) is the right model to use to fight crime.

“As a state, we did not hesitate to accept your invitation because we want to tap into it. We want to be part of this success, knowing fully well that your success will also rub off on our state.

“I heard you say here that, at the end of the visit, your report will be part of what would be used to formulate policies.

“It’s very important and we know quite alright that, for us to do better than what we are doing, we need policies that are strong, futuristic, and can strengthen governance as well as policies that would protect the interest of the common man.”

Fubara assured that his administration was determined to work with the institute to build a strong synergy that would ease the processes of governance.

He directed the Secretary of the Rivers State Government, Dr Tammy Danagogo, to sustain contact with the group so that its final report could be made available to the state.

He said: “It is important we get the final report so that it can help us in some of our planning and other strategies”.

The governor said that to build a very successful nation, it was important for everybody to work as a team.

“Such teamwork will diminish tendencies to engage in unhealthy rivalry and frustrate politics of bitterness, particularly because government was a continuum.

“After my administration, another person, definitely, will take over, but what is important is for us to work for the common interest of everybody, not for self. If we are talking about self, we will be very destructive. Our policies will be very myopic and short-sighted.

“I want to urge everyone to think first about the well-being of our country. I want to appeal to everybody, let us stop this politics of bitterness and play politics of friendship.

“Let us liken it to a football match: somebody has to win, somebody has to lose. There will be another tournament, and you will try again to see if you can reclaim your medal. That is the way life should be seen.

“It shouldn’t be an issue of unnecessary competition. It shouldn’t be an issue of unnecessary rivalry that leads to bitterness, leads to sickness of the bone. We should try and emulate better relationships”, he said.

In his speech, the Head of the delegation, Didacus Egor Egbeji, said that officers at the rank of not less than deputy directors were in the state for a weeklong study tour as part of the requirements of their 10-month course at the institute.

Egbeji, who is also the Deputy Commandant of the National Institute for Security Studies, explained that the participants were strategic leaders who, in the next 5 years, would likely head their different agencies and would be using gains from the training to ensure efficiency at their agencies.

He said: “The training has to do with different modules. We have the security module; we have the crisis management module; we have the governance module; and we have the strategic module. As we are here, the other groups are in states, such as Cross River, Abia, Enugu, Zamfara, and Kogi.

“We are expected, after this one-week tour, to go back to the institute to make a presentation of what we found in Rivers State in terms of the theme of the course which is “Artificial Intelligence, Security and Emerging Economies in Africa: Challenges and Prospects.

“It is after this submission that we are also expected to embark on a study tour of six African states. By the end of next month, after the tour of the African states, by September, we will embark on a tour of six other countries across the globe.”

Rivers crisis: I won’t govern on bended knees, says Fubara

    • Alleges fierce ongoing battle to destroy state

Rivers State Governor Siminalayi Fubara vowed yesterday that he would not rule the state on bended knees regardless of what he called the ongoing fierce fight to destroy the soul of the state.

Fubara, who is currently locked in a political battle with his immediate past predecessor, Mr. Nyesom Wike, pleaded for the support of all well meaning people of the state in order to save it.

He spoke at the Ubima country home of a former governor of the state, Sir Celestine Omehia, in Ikwerre Local Government Area.

The governor, accompanied by some elders of the state, was on a condolence visit to Omehia on the recent death of his mother, Mrs Ezinne Cecilia Omehia.

Fubara, according to his Chief Press Secretary (CPS), Nelson Chukwudi, said the visit was to demonstrate love and show support to Sir Omehia who, as a son, had satisfactorily performed the duty of giving his mother a befitting burial.

He stressed the need for every true lover of the state to stand up to be counted in the fight to safeguard the soul of Rivers State.

“Anybody who claims to love this state should not be party to anything, directly or indirectly, that will bring us backwards,” the governor was quoted as saying.

He added: “We will continue to support every course that will advance the interest of our dear Rivers State.

“And I am happy to say, and I’ve said it over and again, it doesn’t matter the number of people that are standing with me, I will stand on that side of truth.

“I will not, I repeat, I will not govern our dear state on my knees (bending).

“If that was the purpose, I will not do that. I will stand to govern our dear state and stand continually on the side of right.

“But politics of bitterness will not take us anywhere. So, I want to thank you that, at this stage, we have a few of you who understand that Rivers State belongs to every one of us. We must, therefore, fight together to sustain the soul of this state.”

Fubara also spoke on the Friday tanker inferno which he said razed over 120 vehicles and claimed five lives.

He described the incident as a “great tragedy and very unfortunate”.

He said: “It is a very sad day in our dear State. Something happened in Eleme, along the route of Indorama Petrochemical and Fertiliser Company Limited.

“A tanker had an issue with a tipper, and there was an unfortunate situation that caused the state a very devastating loss.

“I went there this morning to see for myself what really happened, and I can tell you, I’ve not been happy since then. With all the dramas in our state, it is not even proper for us to add that to it.

“But it wasn’t our fault. It was just what impatience caused. The tanker driver, knowing the state of that road, was not patient, and it resulted in that colossal loss. Over 120 vehicles were completely burnt and five lives were lost. It was very unfortunate.”

He commiserated with those who lost loved ones and others whose vehicles were burnt beyond repairs, adding that the state government mourned and grieved with them.

In his speech, Sir Celestine Omehia expressed appreciation, on behalf of his family, to Governor Fubara, his delegation and other friends, among whom were those he described as matured elders, for the show of love.

He said: “I have taken a decision to be SIMplified. Wherever you (Fubara) go is where I will go. If you say tomorrow you are no more interested in this position, I will also stop fighting for anything in Rivers State.

“But God who gave you the opportunity will also give you all the wisdom, strength, power and everything that it takes to govern the people of Rivers State and beyond.”

He assured the Governor that almost the entire people of the State, including chiefs, elders, opinion leaders, women, youths, civil society groups and professionals across all spectrums of the state, were praying and working assiduously for the success of his administration.

Omehia said it was that support and prayers of the people that he needed to succeed, because, according to him, one with God, is with majority, and would always excel and succeed.

He urged the governor to continue in his strides to deliver good governance, peaceful and prosperous state to the present and future generations.

Two members of the state cabinet said to be loyalists of Wike had resigned last week following their redeployment by the governor.

They are Professor Zaccheaus Adangor (who until now was the Commissioner of Justice and Attorney-General) and Isaac Kamalu who was in charge of Finance.

Adangor had been moved to Special Duties and Kamalu to Employment.

Kamalu, in his resignation letter, cited absence of peace in Rivers State despite the peace pact by President Bola Tinubu last December.

He said it was impossible for him to give his best in an atmosphere of rancour.

He also disputed claim by the governor that the revenue of the state had moved up from N12 billion to N27 billion.

His words: “Your Excellency would recall that I served under the Administration of His Excellency, Chief Nyesom Ezenwo Wike, CON, GSSRS, POS (now Honorable Minister of the Federal Capital Territory, Abuja) originally as Commissioner for Budget and Economic Planning (2015-2019) and subsequently as Commissioner for Finance-with oversight responsibility for the Rivers State Ministry of Budget and Economic Planning (2019 – 2023).

“The mandates of the respective ministries were to the best of our abilities (as ministries) duly carried out and at all times material relevant reforms were embarked upon for improved performance and effective and sustainable service delivery.

“Among several others, we successfully carried out the following: Initiating and (supporting existing) policy frameworks for enhanced internal revenue generation.

“This with (necessary adjustments made on some of the programmes) led to the increase in the internal revenue receipts. This steady rise has been on for some years now, culminating in what the state is presently generating though not the figures erroneously claimed in the Media.

“You will respectfully recall that when the climate of discord became unbearable I and other like-minded members of the Executive Council that were appointed by you resigned.

“You thereafter engaged His Excellency, Asiwaju Bola Ahmed Tinubu, GCFR, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria and as father of the nation to intervene in the matter.

“In deference to the directive of Mr. President, I and the others were recalled and we all accepted and joined the cabinet again. I expected, sir, that with the opportunity provided by Mr. President, every effort will be made to sustain peace.

“Regrettably, Your Excellency, the peace in government and governance that we all citizens and residents of the state desire has remained out of reach despite our consistent efforts and demand for same. This has affected our ability to protect and defend the gains that we made these past years.

“In the course of official engagements, I have reiterated the need for this peace and the fact we all are willing and determined to work for this. It is very difficult to deliver good governance where there is acrimony and discord.

“It is not the point of service that is important but the climate. Our present circumstance makes service delivery extremely challenging. I still hold the belief that it is never too late for peace.”

On his part, Adangor said: “I wish to state for the record that I am no longer willing to continue to serve in the administration of His Excellency, Sir Siminalayi Fubara, GSSRS, Governor of Rivers State, in any capacity whatsoever.

“It is important to mention that the Governor of Rivers State had in the past couple of weeks willfully interfered with the performance of my duties as the Hon. Attorney-General and Commissioner for Justice, Rivers State by directing me not to defend, oppose, or appear in suits instituted against the Hon. Attorney-General and the Government of Rivers State by persons admittedly hired and sponsored by the Government of Rivers State.

“That having served the Government and good people of Rivers State dutifully as member of the Rivers State Executive Council for the past five (5) years, it has become imperative for me to quit the administration in order to preserve my reputation.”

Court sets aside warrant of arrest against Fubara’s Chief of Staff

A Federal High Court in Abuja has overturned the arrest warrant issued against Edison Ehie, Chief of Staff to the Rivers Governor, in connection with the October 30, 2023, fire incident at the Rivers  House of Assembly.

Justice Emeka Nwite, who had initially ordered Ehie’s arrest on January 31, declared the warrant null and void during the court session on Thursday.

The ruling also extended to the 2nd-5th Defendant/Applicants in the same suit.

The court’s decision came following an application to set aside the arrest warrant, arguing that Ehie was mistakenly linked to the incident.

The police had accused Ehie and five others, including Jinjiri Bala, Happy Benedict, Progress Joseph, Adokiye Oyagiri, and Chibuike Peter alias Rambo, of orchestrating the bombing as part of a plot to impeach Governor Siminalayi Fubara.

During the proceedings, Ehie’s legal team, consisting of prominent lawyers including Falana SAN, Wole Oladoye SAN, Dr. Bimpe Ajegbomogun, and Barr Asmau Yakubu, vehemently argued against the jurisdiction of the court in handling the matter.

They emphasised that the alleged crimes fell within the purview of state offences and questioned the Inspector-General of Police’s decision to file the application in the Federal High Court in Abuja instead of courts in Rivers State where the incidents occurred.Furthermore, the legal team highlighted the absence of any invitation from the police to Ehie for questioning, emphasizing that his name was mentioned in the charges without being listed among the defendants.

In response, the court ruled in favor of setting aside the arrest warrant, citing lack of jurisdiction to entertain the matter and the need for the Attorney General of Rivers State’s fiat to prosecute state offences.

Following the verdict, Dr. Bimpe Ajegbomogun expressed satisfaction with the judgement, stating that it reaffirmed the Judiciary’s role as the last hope of the common man.

“The ruling marks a significant development in the case, offering a glimmer of hope for Ehie and the other defendants, and underscoring the importance of due process and fair trial in the country’s legal system,” he stressed.

Rivers State Governor Siminalayi Fubara has urged the Nigerian Navy (NN) to be ruthless against all forms of economic sabotage, especially crude oil theft.

Fubara spoke when he hosted the Chief of Naval Staff, Vice-Admiral Emmanuel Ikechukwu Ogalla, at the Government House in Port Harcourt yesterday.

The governor said: “We are working together, we will give you all the support to make sure that you deliver on your mandate. And what is the mandate? You were appointed at a time when our country is facing a lot of crises, and your duty, among others, include to reduce, if it cannot be eliminated completely, the criminalities perpetrated on the waterways; oil theft and others.

“And I am happy there are positive and commendable records of achievement so far, in the course of your tenure.

“The success of the Navy in our state, in the areas of oil theft, is because the state government has given you all the necessary support. We have collaborated with the command here. We supported them morally, and with all the necessary logistics.

“We have also maintained good relationship with the communities to make sure that whatever it is that is required for these operations to be successful were granted. I am happy to be associated with these very laudable achievements.

“So, I am happy that the Chief of Naval Staff is commending the success of the exercise. He is commending the doggedness of the men in fighting oil theft, not just in the Niger Delta, but particularly in our state.

“I assure you that we will continue to give them the support, and discourage any act that would be a sabotage to the economy of our state.”

Vice-Admiral Ogalla reiterated that the Navy and Rivers were like conjoined twins who could not do without each other.

He said the Navy needed collaboration on various aspects of its activities, ranging from training, operations, logistics, and that Rivers remained key to its performance.

“My purpose of coming here today are in three folds. The first is to inform His Excellency that on Saturday, we are graduating a set of former civilians who have been trained at our Basic Training School, Onne, and are graduating to join the ranks of the Nigerian Navy as ratings in order to beef up our strength.

“The second is to appreciate the Governor and government for the schools they donated to us: the Ambassador Nne Krukrubo Model Secondary School at Eleme and the Model Secondary School, Egbelu in Oyigbo Local Government Area.

“We also want to use this opportunity to inform His Excellency that following that donation, and based on our strategic plan of moving our facilities to areas where we have enough space to perform out duties, we have renovated the school at Eleme. We are happy to report, today, that the erstwhile location of Headquarters of Naval Training Command, Lagos, is moving to that particular school location in Eleme, tomorrow,” he said.

On the operational successes recorded by the Navy, Ogalla said the Navy, under his watch, had impounded 14 vessels conveying stolen crude oil and arrested many individuals.

He added: “With the “Operation Delta Sanity” launched in January 2024, we have been very successful and, within the period, we have recorded tremendous successes and achievements.

“Over 14 large crude carrying vessels have been impounded within that period. Most of them are at various levels of investigation. We have also arrested several barges and other companies and organisations involved in oil theft.

“As a result of the operations, we are happy to report that there have been tremendous improvement in terms of security in the maritime environment.”
