  • Ganduje awards contract for cancer centre

Kano state government has awarded a N2. 4 billion contract for construction of a state-of-the-art cancer center at the Muhammadu Buhari Specialist hospital in the state capital.

The centre is the first of its kind in any public hospital in Nigeria.

The project is coming on the heels of a visit to the Peter MacCallum Cancer Center, Melbourne, Australia, one of the world’s leading cancer research, education and treatment centers, by Gov. Abdullahi Umar Ganduje recently.

Speaking when he inspected the proposed project site, Gov. Ganduje explained that “the project implementation would be supervised by consultants from Varian Medicals (a renown radiation oncology treatments and software maker) to ensure that it is of international standard”.

“It is envisioned that our proposed cancer center would join the league of the MacCallum Center, as one of the few cancer treatment facilities in the world which has a fully integrated clinical and lab program flanking a hospital”.

“High-intensity radiation treatment is involved if the detected cancer is in the advanced stage (depending on the type of cancer). That is why we planned to construct radiation bunkers among other specialized infrastructure we are putting in here”.

“We are concerned about the growing number of cancer patients and the sad fact that many of them cannot access effective treatment, hence suffering and even death”.

“Importantly, because we have the largest population in Nigeria, it implies that the incidence of cancer in the state will be higher than most states in the country”.

“The closest place cancer patients from Kano can get treatment for cancer now is Abuja. With this center at Muhammadu Buhari Specialist Hospital, patients can get specialized and cheap cancer treatment diagnosis and treatment, in line with WHO recommendation”.

At the moment, Nigeria with a population of close to 200 million people has only nine Cancer centers and only three are functioning. The country also has 11 cancer registries located mostly on tertiary hospitals across the country. Most of the registries are underfunded and screening program is at minimal level.

The Chief Executive officer of Bico Nigera Ltd., the company handling the project, Engr. Abubakar Kabir stated that the work would be carried out in collaboration with a multinational firm, Varian Medicals, explaining that the project would be completed within 36 weeks from the date of foundation laying.

“Already our three foreign consultants are coming next week so from the day we mobilize to site, it will take us not more than 36 weeks to complete the work, This is a big project that will create at least 150 jobs for medical and allied professionals”, Engr. Abubakar maintained.

Recent statistics released by WHO indicate that over 100, 000 Nigerians are diagnosed with cancer annually, and about 80, 000 die from the disease, averaging 240 daily or 10 Nigerians hourly, dying from cancer.

Medical experts say that the Nigerian cancer ratio of 4 in 5 is one of the worst in the world.

  • Ganduje settles N7b foreign scholarship debts

Speaker of the Kano State House of Assembly, Kabiru Alasan Rurum, recently led a delegation  to four universities in  Sudan  to pay outstanding bills of students of Kano origin.

The journey was at the instance of the state governor, Alhaji Abdullahi Ganduje.

A statement by Ganduje’s Chief Press Secretary, Abba Anwar,  noted that the debt was owed by the immediate past administration of the state to El-Razi, Ondurman, Al-Ahafad and national universities.

Over N200 million was paid as school fees and maintenance allowances to the university authorities and the students.

Each student had earlier received upkeep allowances of N780,000 (N84 million in all) before the delegation’s visit.

When the delegation visited the universities, each student also got $2,400, as maintenance fees to cover rent, books, visa renewal and others. There are 102 students currently in Sudan from Kano.

Senior Special Assistant to Ganduje on Higher Education, Usaini Akilu Jarma, said all the school fees for the Sudan students were cleared up to the graduation stage for those students finishing in 2019.

He said only a few students would stay in the universities beyond 2019, adding that the outstanding debt would be paid.

“It is less than 10 percent; and even the remaining is only for some that were not able to write exams because of some genuine reasons. Our able governor has given the approval for that. And very soon the remaining will be paid,” he said.

Jarma said since the beginning of his tenure in 2015, the Ganduje administration had paid outstanding bill of N7 billion foreign scholarship fees owed by his predecessor.

“When we came in, we were told that all fees for the foreign students were paid. But after some investigations we came to realise that there were billions of Naira on the shoulders of the state government.  We found out that what we were told earlier was nothing but being economical to truth.

“Because Governor Abdullahi Umar Ganduje believes in genuine development of our people, he did not reject the entire backlog. In a situation when so many states brought back their students because they could no longer pay, Kano State government promised that all students would finish their programmes. So far, as I said before, Kano paid over N7 billion.

“In Egypt we paid over N2 billion, so also in Sudan where we paid over N2 billion so far. In Cyprus, we paid over N2 billion, to mention just a few. Mark you, we have students in other countries like Malaysia, China, Uganda among others. And we are not talking of Ukraine, where the sum of over $1million was just set aside, resting somewhere, without taking our students there.”

Jarma said Ganduje inherited over 2,000 students from the Kwankwaso administration.

Also, Rurum praised Ganduje for the good gesture.

He said the students were happy their debts had been cleared, adding that “all burdens on them concerning outstanding payments have been cleared. This is something highly commendable done by Governor Abdullahi Umar Ganduje’s administration. He has shown that he is a good and exemplary leader”.

Rurum added: “Our able governor is not relenting in looking after the progress of all our students, both within and outside Nigeria. With the limited resources and many responsibilities, the governor finds it necessary to clear the outstanding bills left by the past administration. Bravo to our leader Ganduje.”

President of the Kano State Students Association, in Sudan, Sadiq Abdullahi Uba from Gwale Local Government Area, praised how Ganduje administration handled them responsibly.

He said: “What Baba Ganduje is doing to us, is something that only parents can do to their wards. He is truly a father to all of us. We are happy that, when some states returned their students to Nigeria because they could not pay, Kano State under Baba Ganduje is doing well by paying all the outstanding bills left by the past administration.”

Uba urged Ganduje to attend their graduation on May 5.

“We are graduating on  May 5,  2019, we are therefore sending an official invitation to the governor, to please try, though he has tight schedule, and attend our convocation. We are ever grateful Sir. Kindly convey our message to Baba Ganduje,” he said.

Other members of the delegation included the Special Adviser to the Governor on Media, Salihu Tanko Yakasai, Director of Schools, and Deputy Treasurer from the Ministry of Finance, among others.

“We have discovered that the problem with our people is that we are not good with history, and the fact that we don’t easily remember the development initiatives of our heroes past; we are at a loss in the shortest possible time and tend to forget these great nationals that have brought about our greatness.

“Because of the foregoing, therefore, the Imo State government, under law No. 18 of the Imo State House of Assembly, had passed a law to honour our own and those who have impacted on the lives of the people of this state and beyond.

“The Committee on the Merit Award nomination had carefully selected and eventually came up with the list of awardees which we have decided to honour tonight.”

Iwuanyanwu, who was happy with the award, confessed his indifference to the Rescue Mission Government despite the kind overtures of the administration to him. He noted that he had received accolades from local and international quarters but cherished the Imo Merit Award most.

  • Alleged $5m bribe against Ganduje: Court fixes December 6 for judgment

Justice A. T. Badamasi of a Kano High Court has adjourned the suit between the National Coordinator of Lawyers for Sustainable Democracy in Nigeria, Mohammed Zubair; the House of Assembly, the Chairman of a seven-man committee probing the allegation, Baffa Babba Dan Agundi, and the state Attorney-General till December 6 for judgment.

Zubair had sued the defendants, seeking an order of interlocutory injunction to stop the House of Assembly and its agents from investigating the alleged $5 million kickback involving Governor Abdullahi Umar Ganduje.

When the matter came up for hearing yesterday, counsel to the plaintiff, Nuraini Jimoh, argued that the Assembly has no powers to probe the criminal allegations against the governor.

According to him, the Assembly only has the powers to make laws, establish an anti-graft agency to probe such matters.

Justice Commissioner Ibrahim Muktar, who is also the third defendant in the matter, aligned with Jimoh.

He said: “By virtue of my office, my own is to follow the law. I have perused the application and I stand with the plaintiff. I adopt all the processes by the plaintiff, including his argument.”

The attorney-general urged the court to disregard the counter-affidavit filed by the first and second defendants.

He averred that “it is not safe for the court to rely on the entire affidavit” because the identity of the witness was not disclosed.

Citing Section 115 of the Evidence Act (2011), Muktar insisted that the affidavit lacked credibility.

The commissioner also averred that “coming back to the main issue – whether the state House of Assembly has the powers to investigate criminal allegations – no power under Section 128 (1) is given to the House of Assembly to investigate the case”.

He added: “Section 128 (2) of the Constitution gives the House of Assembly the powers to expose corruption and not the powers to engage in criminal investigation, which was being conducted by the House of Assembly.”

Muktar cited Exhibit One (letter of invitation by the Assembly to the governor) where the phrase “bribery allegation” was used, insisting that “bribery” can only be attributed to a crime.

According to him, Section 128 (1) of the Constitution gives the Assembly the powers to make laws establishing anti-corruption agencies and not the powers to investigate criminal cases.

He added: “It was a criminal trial or investigation that was being conducted by the House of Assembly. This is wrong because it is the statutory responsibility of the police to investigate crime.

“Members of the House of Assembly are not experts in criminal investigation; they are not trained investigators. I submit that the House of Assembly has no capacity, whatsoever, to conduct criminal investigation because Section 36 (5) and Section 208 of the Constitution give the police the powers to investigate crime. So, Section 128 of the Constitution should not be in isolation on the issue before the court.”

The counsel to the defendants, Mohammed Waziri, told the court that the House of Assembly investigative panel engaged in a fact-finding mission, and not an investigation of criminal allegation.

He said: “I want to emphasise that there is no doubt that what the House of Assembly is investigating is allegation of crime against the governor. By doing so, they are exercising their powers to expose crime. It is now for the judge to differentiate between crime and corruption.”
