  • Ganduje steps up infrastructure

Dwindling federal allocations have not deterred Kano State Governor Abdullahi Ganduje from tackling the state’s infrastructure challenges. KOLADE ADEYEMI reports

Like everywhere else, federal allocation cash is dwindling in Kano State. But that is no excuse for the state governor Abdullahi Ganduje.

With a burning desire not to disappoint his people, Ganduje who inherited a whopping N400 billion liability from his predecessor, Senator Rabi’u Kwankwaso, hit the ground running. He immediately revolutionised the agricultural sector, set the wheels of trade and commerce rolling, just as he engaged in massive infrastructural development.

Governor Ganduje also reorganised and reformed the Kano State Board of Internal Revenue. Having shown the people the benefits of re-investing their money collected as tax and levies, there is no gainsaying the fact that Ganduje has gradually re-established the need for people in the state to pay their taxes. This he has also done, by within a shortest period of time, flagging off gigantic projects, being sponsored totally with the taxpayers’ money.

Speaking to The Nation on some of these projects, the state Commissioner for Information, Malam Muhammad Garba said: “We have quite a number of them. There is construction of under-pass at Katsina/Kofar Ruwa Junction which is notorious for congestion, traffic hold-up, environmental, noise pollution and other traffic-related problems. The total cost of construction of this project is put at N1.2 billion. You have been in Kano for many years, and you can agree with me that these roads are very important. I am sure you have observed the hold-ups that are experienced there, especially, in the morning and in the evenings, after the close of work. I must emphasise that the cost of work on this very particular project comprises the construction of under-pass, including retaining-walls, drainages, slip-roads, lathrite-filling, soft-base, base-course, and then asphatic-wearing course. I must also tell you that this N1.2 billion set aside for this project is from the Internally Generated Revenue (IGR) that was accrued since the Board of Internally Generated Revenue was reformed and reconstituted by Dr. Abdullahi Umar Ganduje’s administration. And it is tagged ‘the tax-payers’ project.’

“Then, there is also award of contract of another intervention that has been made through the provision of flyover at the same junction connecting Katsina/Kofar Ruwa/Kabuga Road; which have also been notorious for the same traffic congestion, as I have mentioned above. Actually, the construction of this very particular fly-over is basically approved for the engineering design; and the total amount that is approved for the engineering design of this fly-over is N9, 589, 580—this work is for the engineering design. The scope of work comprises construction of two-span fly-over, consisting of filling, pipe-gap, among others. This design work is expected to be completed within a period of 10 months. This is also tagged ‘the tax-payers project.’

“Again, the continuation of the construction of Gwarzo/Tsaure/Tsanyawa road has also been approved. Let me remind you that the contract for this project was awarded on the 21 September, 2010 at the total cost of N4.126 billion—this was in 2010. I have to tell you that 50 per cent payment was made then; but unfortunately, the project was abandoned for the past six years and the scope of work achieved about below 10 per cent. However, because of the importance of this road, Dr. Abdullahi Umar Ganduje administration decided to mobilise the contractor by approval the payment of 10 per cent advance payment, equivalent to N206, 329 million as stated in the certificate that has earlier been approved. You must also be aware that the continuation of this project will be done from the IGR.”

Garba insisted that the Ganduje administration was making waves in IGR, saying, “For us in Kano State, our projection for 2016 budget, when we had our retreat was to generate from N4 billion to N10 billion monthly. However, you know that because of the attitude of our people, we have embarked on a series of sensitisation exercise to educate our people on the importance of paying their taxes.

“When we came in, what we met on ground in respect of IGR by the immediate-past administration was between N650 to N700 million per month; but were have been able to increase it gradually to about N1.5 billion. This is as a result of the re-organisation of the Kano state Board of Internal Revenue.

“You know, we invited quite a number of professional experts and consultants on taxation—you know that is what is happening in other developed countries; and in Nigeria, Lagos, in particular, have been using this formula, because Lagos is one state that has achieved so much in Internally Generated Revenue. So, as you are aware, we reconstituted the board, and the Board of Internally Generated Revenue is now independent as part of the reform. These guys are now generating between N2.2 to N2.5 billion per month; and every month, we are seeing an increment in millions of Naira. We have not yet achieved our projection for the 2016 budget; but gradually, we are reaching the target. “

Speaking further, he said, “With these projects being embarked upon across the state which are going to be visible for everyone to see—which are the tax payers projects, I can tell you that very soon, our IGR might even surpass our expectations. For one reason, the people will see where their money is going to and we may not need to start beating drums for them to pay their taxes. You are aware that Governor Abdullahi Umar Ganduje’s administration is people-oriented. All our policies are based on the contract we signed with the people and residents of Kano state when we came in on May 29, 2015.  So, I can assure you that in the nearest future, we will use money generated from IGR to form the entire annual budget. We want to run a self-reliant and transparent budget, with little or no input from the Federal Allocation,” he concluded.

  • Ganduje splashes N2b on scholarships

Kano State Government has spent over N2 billion to off-set the back-log of students’ scholarship inherited from the immediate-past administration of Senator Rabi’u Musa Kwankwaso.

Speaking to reporters in his office on the issue, the state Commissioner for Information, Mallam Muhammad Garba, said the amount encompasses allowances, upkeep and tuition fees of students of Kano State origin studying both at home and abroad.

Garba said the Ganduje administration discovered discrepancies in the payment process of the scholarship scheme spear-headed by the immediate-past administration,

“As a responsible and responsive government that believes in prudent management of public fund, we are fine-tuning the process. I must also assure you that this government will ensure that our students, who were sent out to study, will not suffer; and they will come back home happy, so that they will also make their immediate families, Kano State and Nigeria happy,” he said.

He added that Ganduje’s administration remains committed to ensuring that Kano indigenes get qualitative education.

“In the scholarship programme, you must believe me that the Ganduje administration has shown more concern than any other administration in the history of Kano.

“Already, payment of outstanding liabilities inherited since 2012/2013 and 2013/2014 academic sessions for students of Kano State indigenes in public universities and tertiary institutions within the country have been approved.

“It is also important to inform you that the total number of these students is 54, 862; and the total amount of money for the payment is N677, 589 million.

“These students are studying in all Nigerian universities. This N677, 589 million has been approved and payment has already commenced,” he said.

Ganduje also said about 100 students are undergoing extensive training on auto-mobile at the prestigious Peugeot Automobile Nigeria (PAN) training centre based in Kaduna.

“They are going to graduate at the end of this month, and government will empower them with tools and working capital. This administration has spent about N80 million so far for the one-year training.

“This administration has concluded plans to empower about 5000 youths into marketing Diamond Yellow account in MTN Close User Group. This is in partnership with a company called SSCL/MTN. After the training, MTN would make these 5000 youths agents of the company; MTN would be giving them products monthly between N50, 000 and N100, 000, and whatever they sold, they will have their commission. This is basically going to make them self-reliant.

“The government has also decided to facilitate the formation of the Nigerian Peace Corps. We are projecting to train about 2000 youths to engage in the Peace Corps, hoping that the corps will formally be integrated into the Ministry of Interior because the Bill has passed Second Reading,” he said.

  • Ganduje must hear this!

Sir: I will like to commend the effort of Kano State governor, Dr. Abdullahi Umar Ganduje for his effort in promptly paying salaries each month even when many states could not pay for many months, notwithstanding the low statutory allocation the state is receiving.

The governor should however beam his searchlight on Remita, where payment for salaries is being disbursed, as many dirty deals are happening there that amounts to cheating on the state.

While the governor is trying to eliminate ghost workers, Remita staff in collaboration with other civil servants and banks are cheating the state by disbursing double payment to some workers, reducing the salaries of many workers and inserting unnecessary allowances to some, which violates transparency and good ethics.

Hardly a month passes without having scores of workers that do not receive their salaries for no fault of theirs. The governor should do something to save millions of naira going into the hands of cheats while innocent workers are being denied their salaries.

He identified Prof. Osinbajo and the three governors as decent, humble, honest, patriotic and morally upright Nigerians who deserve recognition and encouragement for them to give more to the society.

Dawud said, “We have identified them as honest, patriotic and morally upright Nigerians who are delivering bountiful dividends of democracy to the people.

“While details of why they have been selected for this prestigious honour will be made open at the epoch making event in Abuja on June 16, we hasten to inform you that we have found these public office holders worthy in character and performance.

“It must be emphasised here that the end product of democracy is good government. And when there is good government people know.”

  • ‘Ganduje‘s sustaining Kwankwasiyya legacy’

    ‘Ganduje‘s sustaining Kwankwasiyya legacy’

Despite of the huge debt burden he inherited from the immediate past administration of Rabiu Kwankwaso, Kano State Governor Abdullahi Ganduje has sustained the Kwankwasiyya legacy initiated by his predecessor. The governor spoke with reporters in Kano, the state capital, about his achievements in the last one year. KOLADE ADEYEMI was there.

GOVERNOR Abdullahi Ganduje of Kano State is believed to have performed well in the last one year, in spite of the numerous challenges facing the state. Though he is servicing the huge debts left by his predecessor, Ganduje has kept faith with the electorates, by continuing to provide them with needed democracy dividends. In his inaugural speech, he had pledged that his government will continue with the programmes and projects of former Governor Rabiu Kwankwaso’s administration, based on the Kwankwassiyya political philosophy. He added however that there is the need to fine-tune existing policies, to bring innovations that will transform Kano to a mega-city.

Since he took over the reins of power, Ganduje’s dream has been to make Kano metropolis a befitting home for indigenes and residents alike. Speaking on the administration in the last one year, the Commissioner for Information, Malam Muhammad Garba, said: “When he took office in May last year, there were a lot of expectations from the people; because of Governor Ganduje’s pedigree, the general feeling was that he is the right man for the job. Having served for two terms as Deputy Governor, it is only to be expected that he will be rich in experience, and this has given him the necessary leverage to provide result-oriented leadership to the people of Kano.

“The Ganduje administration inherited over 2000 on-going projects from the previous administration, and it is committed to the completion of these projects. So far, it had recorded modest achievements in this regard, despite the financial constraints weighing it down. Some of these projects that have been completed and commissioned include: Dorawa Road; Ahamadiyya Road; Lagos Street; Post Office Road in Nasarawa Local Government Area; Yan Taya Kofar Dawanau in Dala Local Government and Kwankwaso township roads. It also includes the Guringawa-Maidille Road.”

The administration has also continued with the construction of dual-carriage roads, with street lights and drainages, in many towns and villages in the 44 local government area. The idea is to open up the nooks and crannies of the state for development. The Commissioner added: “It is indeed marvelous that the Ganduje administration has started the construction project to open the nooks and crannies of the state for development. For instance, there are new or rehabilitation projects in the following locations: Sharada-Sabon Titi Under pass; Abdullahi Bayero Road; Sabon Gari; King’s Garden, Kwanar Tudun Wada Roads; Kantin Kwari market; Hotoro Arewa Road; and Dakata-Beli Road, Phase II (Kwanar Inusawa).”

In the area of housing, Garba said the people have felt the impact of governance because of the sheer number of houses springing up in new cities of Kwankwasiyya, Amana and Bandirawo, where the government is also providing infrastructure, including access roads, drainages and streetlights. The Ganduje administration is also constructing flyovers across many roads within the metropolis, including the Murtala Muhammad Way.

In education, the commissioner said a lot has also been achieved in the sector since Ganduje assumed office. For instance, he said the sum of N14.4 billion has been earmarked for 104 on-going projects, while N3.6 billion has also been set aside for new projects, including the construction work at the permanent site of North West University and Kano University of Science and Technology, Wudil.

The administration is also committed to sustaining scholarships award to indigenes to study in foreign and local institutions, as well as the construction and rehabilitation of large number of classrooms, with furnishings. According to Garba, Governor Ganduje is also passionate about the sponsorship of 75 indigenes for the registration of the Medical Laboratory Science Council of Nigeria Examination, as well as that five indigent nurses for the post basic psychiatric training at the Federal School of Psychiatry, Sokoto. “This is in addition to the procurement of 5000 computers for the establishment of more Joint Admisions And Matriculations Board (JAMB) computer-based test centres in the state,” he said, adding that the administration has also gone a step further by inaugurating the State and Local Government Education Promotion Committees in bid to develop and promote education in the state.

On health, the Commissioner said the health sector has been given adequate attention under the administration. He said: “It has so far completed the renovation and rehabilitation of various health institutions, including the General Hospitals in Wudil, Kura, Tudun Wada, as well as the one in Nuhu Bamali. Specialised medical equipment was also procured for the said hospitals.”

To ameliorate the living conditions of the people, Garba added that the administration has been offering free medical services to pregnant women and new-born babies from day one to five years old, as well as free accident and emergency services. Similarly, it has sustained the malaria control programme, in partnership with Bill And Melinda Gates Foundation and with the Dangote Foundation on routine immunisation.

To further buttress his point, he added that the Ganduje administration has also embarked on the completion of two abandoned hospitals at Giginyu and Zoo Road, both within the municipality, and has conducted the Free Eye Care Programme across the state, during which at least 44,000 persons benefited. During the special medical programme, he said 51,200 persons collected drugs, 10,000 received medicated glasses, 541 underwent Trachoma surgery, while 2,504 had Cataract surgery.

The immediate past President of Nigeria Union of Journalists (NUJ) said the Ganduje administration is also tackling the problem of water supply. In this regard, he said water projects have been completed in various localities. These include the Tamburawa injection sub- station, to improve power supply to Tamburawa Treatment Plant. He added that the administration has undertaken the laying of water pipes and the repair of several damaged ones, to improve the flow of water to different parts of the state.

On agriculture, Garba noted that modest successes were recorded in an effort to boost agricultural production in the state. He said: “This include the procurement and distribution of 114,520 metric tons of fertilizer to 484 wards across the state at subsidized rate, the procurement, storage and maintenance of assorted grains as buffer reserves; agricultural Micro Credit Facilities for medium and small-scale agriculture businesses; training of 60 youths, including females, in Artificial Insemination in Turkey; established two Artificial Insemination Centres at Kadawa and Dambatta; and commissioning of Artificial Insemination Centre at Tukwui in Makoda Local Government Area.

“As the leading state in the production of wheat, the state government provided interest-free loans worth N100 million to wheat farmers for the purchase of improved seeds; employed 781 Agricultural Extension agents to assist farmers on mass production and each was given a motorcycles. The administration also subsidised the cost fertilizer for 2015 wet farming season to about N600 million and procured and distributed 5, 000 water-pump machines to farmers free of charge, as well as processed a N1 billion loan for farmers to boost rice production.”

The Ganduje administration is also believed to have invested so much on youth and women development. Garba said the Ganduje administration embarked on a series of empowerment programmes for youth in less than 100 days in office. These include the training of 250 youth on information technology (IT) and social media. He added: “At the end of the training, all the participants were presented with a laptop computer, certificates and internet browsing modem. The Ganduje administration also sponsored 70 youth on mechanical/engineering training at Peugeot Automobile Nigeria (PAN), sponsorship of 100 youth on power sector apprenticeship skills, sponsorship of 1000 traders for training in an informal sector.

“The state government has also developed a blueprint with a view to providing sustainability for women growth in the state, construction of ultra-modern Integrated Skills Acquisition Centre, along Zaria Road, at the cost of N392, 124, 684.54.”

On environment, Garba said: “the state administration is also tackling the issue of environmental cleanliness headlong, by acquiring and deploying various types of environmental sanitation equipment to all parts of the state.

On security, he said the Ganduje administration has continued to maintain a good working relationship with security agencies in the state towards ensuring peace and stability in the state. He added: “This synergy has ensured a lot of successes in the effort to maintain peace in the state. These include the recovery and returning of over 2000 cows from cattle rustlers to their respective owners in Sumaila and Doguwa local government areas, recovery of dangerous weapons and ammunition from cattle rustlers, construction of seven security dormitories for the 200 persons affected by bomb blast at Kano Central Mosque.

In his assessment of the Ganduje administration, the Chairman of the Kano State Christian Association of Nigeria (CAN), Bishop Ransom Bello, said: “We should not betray the fact that Governor Abdullahi Ganduje is managing Kano State under the heavy debt left behind by the immediate past administration. He is grappling with the challenges of managing and servicing the debts. He is also grappling with the challenges of completing a huge number of uncompleted and abandoned projects. You see, the easiest thing for any governor to do is to initiate a project, and the real task is to finish the projects. So, Governor Ganduje in his wisdom has decided to face the real task of finishing projects, as well as initiating new ones. In the space of one year, I do not think that he has performed badly.

“He has been able to manage peace in Kano. He has maintained impartiality among religious groups. He has been fair to the non-indigenous community of Sabon Gari, by bringing infrastructural development to the area. He has carried the Christians along fully and sincerely. He has been carrying along the non-indigenes in his government and this can be seen in the appointment of non-indigenes as Special Advisers. He operates an open-door policy. He has opened his doors for Kano stakeholders to contribute in the business of governance. Governor Ganduje is not shut out from the people. He relates to every class of people in the society, with a view to knowing their problems and finding solutions to them.

“Now, speaking as the leader of Christians in the state, I must say that I have seen wisdom in him; I have seen humility in him as Governor. Without fear of contradiction, I must say that Governor Ganduje is more open and better with Christians than any of his predecessors. He is also very interested in the welfare of non-indigenes. He is more concerned about peace and peaceful co-existence of different ethnic and religious groups in the state. He is more approachable, more tactical in his approaches and he loves to carry people along. He is a father for all.”

    Ganduje, stakeholders condemn killing

Governor Abdullahi Ganduje of Kano State and prominent community and religious leaders have strongly condemned the killing of an Igbo woman, Madam Bridget Agbahime, at the Kofar Wambai market, Kano by a mob.

Rising from a meeting with stakeholders in the state including the state Chairman, Christian Association of Nigeria (CAN), Rev. Ransome Bello, husband of the deceased, Pastor Mike Agbahime, Islamic scholars and security agencies, the stakeholders described the incident as illegal, unfortunate and regrettable.

In a six point resolution personally read by the governor after the meeting, the stakeholders condoled Pastor Agbahime stressing that “the killing of his wife is illegal, unjustifiable and without her fault.”

Governor Ganduje asserted that justice must be done in the matter, in accordance with the provisions of the constitution.

According to him, the meeting appreciated the role played by security agencies in the matter, especially dousing the tension and arresting the prime suspect, one Alhaji Dauda.

The meeting, he added, also resolved that all the stakeholders should publicly, through the media, condemn the killing of the innocent lady and that all Islamic and Christian leaders will engage in public enlightenment of their followers to guard against recurrence of such senselessness.

Ganduje, who pledged to support the bereaved family of Mrs. Agbahime in the trying period, expressed deep condolences to the family on behalf of the government and people of the state.
