  • Buhari approves enhanced salary structure for Police

     

    President Muhammadu Buhari on Monday assured that his administration will continue to give attention to the welfare and operational needs of the Nigeria Police Force (NPF) with a view to restoring its lost primacy in the internal security framework of the country.

    He spoke in Abuja during an audience with members of the Nigeria Police Service Commission and the leadership of the Nigeria Police Force at the Presidential Villa.

    They were on a “Thank You” visit following Buhari’s approval of Rank Salary Structure Adjustment, by which salary, allowances and pension of policemen will be increased.

    President Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, also regretted that the inability of the police in their constitutional role as the frontline force in the prevention of crime, had led to military involvement in the maintenance of law and order throughout the country.

    “From Taraba to Sokoto, to the South-South, people don’t feel secure until they see the military. I am pleased to make the increase in salary and allowances in the hope that it will increase the performance index of the police and strengthen Nigeria’s internal security system.” he stated

    He observed that the more efficient the police is, the more confident the government and citizens will be.

    He said “The military should be reserved for higher tasks. The police should be able to cope well with the challenges of armed robbery, kidnapping for ransom and such crimes. In every town and village, there is the presence of the police.

    “From all these places, they should be able to forward first class intelligence to you on which to act.

    “There is a need to amplify the question of more men of the police, especially given the condition we are in – emergency in the North-East, pervasive insecurity and abduction for ransom and banditry in many parts of the country.

    “I congratulate you on the success you recorded against criminals taxing people and stopping them from their farms. We are expecting more from you,” the President told the police.

    Full-time Commissioner in the Nigeria Police Service Commission, Justice Clara Ogunbiyi (rtd), who represented the chairman, Musiliu Smith, had informed the President that the Rank Salary Structure Adjustment would enhance police welfare and morale.

    The Inspector General of Police, Ibrahim Idris, also assured that the police would redouble efforts to ensure free, fair and credible elections throughout the country next year.

    Speaking with State House correspondents on the forthcoming elections at the end of the meeting, Ibrahim Idris said “We are ready; we have gone round the country; we have conducted several bye-elections which obviously prepared us to face the main challenge next.

    “I am assuring all Nigerians that we are going to do our best in ensuring that we have a free and credible election next year.

    “Obviously, we have the equipment but if we can get more, we will appreciate it,’’ he said

    On the welfare of the Police Force, he said that he was excited with the whole commitment and efforts aimed at improving not only the salary but the training of the Nigeria Police Force.

    According to him, he expects more dedication and loyalty to government and people of Nigeria from the officers and men of the Nigeria Police.

    Also Justice Clara Ogunbiyi said that the welfare of Nigeria Police needed to be enhanced because the idea of security had become critical.

    Policemen, she said, should be encouraged as the entire populace will like to see them perform maximally.

    She said “We are here on behalf of the PSC to appreciate the President Muhammadu Buhari for seeing it to enhance the welfare of Nigeria Police.

    “To enhance in their emolument generally and to see that things are improved not only in terms of salaries and allowances but also seeing that infrastructure is improved;  their working conditions, training expected of the police.

    “In our recent retreat; we were in Enugu and we saw that a lot of the training facilities are in deplorable condition.

    “We will want to see that our policemen are properly trained; and our police will be able to match up with any police force anywhere in the world,

    “This is one the reasons why we think we need to encourage the government to do that and the president is doing same in the right direction,’’ she said.

  • Presidency to Jonathan: Stop playing the ostrich

    The Presidency on Thursday rejected former President, Dr Goodluck Jonathan’s claims that there is more corruption in the country compared to when he left office in 2015. 

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said that the claim was absolutely untrue.

    He said “The facts on the ground today run contrary to his outlandish claim.

    “President Muhammadu Buhari, in pursuit of the war against corruption, has set a number of local and international records, one of which is to call judicial officers in Nigeria to account. 

    “He is the first to set such a record. Not only that, this is the first time that top military commanders and Service Chiefs are brought to trial and convictions were achieved on account of corruption.

    “Also, this is the first time a ruling party is convicting high profile citizens including former governors, who are members of same party.

    “This is the first time the international community is acknowledging the efforts of a government of Nigeria in this regard as manifested by the selection of President Buhari by the African Union as the Anti-Corruption Champion of the continent.

    “For the records, this is the first time a ruling party is investigating ranking officers of the administration, including some at the very top.” he said 

    Apart from the many firsts recorded by President Buhari’s administration, he said that the government has introduced a lot of changes, considering that the laws relating to the fight against corruption cannot reasonably be static.

    In line with its aspiration to be ahead of the growing sophistication of corruption and financial crimes, he said that the administration has initiated new legislations and proposed amendments to different sections of laws.

    The laws, he said, included the Money Laundering Prevention and Prohibition Bill 2017; Anti-Terrorism Prevention and Prohibition Bill 2017; Nigerian Financial Intelligence Unit Bill 2017 (NFIU); Proceeds of Crime Bill 2017.

    Others are the Public Interest Disclosure and Witness Protection Bill, 2017 and the Mutual Legal Assistance in Criminal Matters Bill, 2017.

    He added “Owing to these efforts and support all of relevant stakeholders, NFIU Act has been passed and President Buhari gave his assent on July 18, 2018. The administration is currently working with the legislature for an expedited passage of the Proceeds of Crimes Bill to make the anti-corruption war more effective.

    “Nigerians should dismiss Dr. Jonathan’s hollow boast that he, not President Buhari, introduced schemes such the Biometric Verification Number (BVN), Treasury Single Account (TSA) and the Integrated Personnel and Payroll Information System (IPPS). 

    “Of what use is the announcement of good policies without the will to implement them?” he queried 

    Since President Buhari assumed office, he said that Nigerians are witnesses to the huge success recorded through the implementation of the TSA where some government agencies that had over the years remitted peanut amounts or nothing at all are now periodically pumping billions into government coffers. 

    “Prominent among these remittances include the ones made by Joint Admissions and Matriculation Board (JAMB), Nigerian Ports Authority (NPA), Federal Inland Revenue Service (FIRS), Nigeria Customers Service (NCS) and Nigerian Maritime Administration and Safety Agency (NIMASA).

    “While it is also true that the BVN was introduced in 2014 to ensure that all bank accounts have biometric identification of their owners, the lack of will and capacity under Dr Jonathan stalled implementation. 

    “Today, BVN covers nearly all bank accounts. There are still some individuals who have shielded their identity and are now afraid of enrolling on the BVN platform as this will expose them and their corrupt actions. The law is going after them.

    “President Buhari’s administration introduced the whistle-blower policy as a veritable tool against corruption as it gives individuals an opportunity to expose corruption, fraud, bribery, looted government funds, financial misconducts, government assets and any other form of corruption or theft. 

    “Within six months of introducing this policy, over 5,000 reports were made through various channels, 365 actionable tips were received out of the 5000 reports. So far more than N200bn has been recovered.

    “As the Minister of Justice and Attorney-General of the Federation,  Abubakar Malami (SAN),  said on Thursday, the former President does not have the facts to claim that there was any serious effort on the part of his administration to fight corruption.

    “As at 29th May 2015, when this administration came into office, the EFCC recovery account had only N19.5 billion as revealed by the Minister of Justice and Attorney-General. After one year of the new anti-corruption drive by the Buhari administration, this figure had gone up to N279 billion, and since then a lot more has been recovered.

    “Finally, as evidenced from a fleeting look at the book, the former President had nothing to say about his own achievements. If there was a recession, and yes we had a moment in it, was it due to one year of President Buhari’s government?

    “In his efforts to blame everyone but himself for his failures, Dr Jonathan heaped the blame for the predictable economic recession on President Buhari, ignoring the seeds sown under him through mismanagement and the process set in firm roots for the decline of the economy. Evidently, he did nothing to avert the situation.

    “As we have explained over and over, the recession in 2016 was caused by years of mismanagement and corruption. In the 16 years of PDP and earlier than that, the country solely relied on oil, the price of which was as high as 140 USD per barrel under their watch. Government simply reticulated oil revenue through personal spending by corrupt leaders, wasteful expenses and salaries; rather than investing in what would grow the economy. There was no investment in infrastructure as President Buhari is now doing in seaports, airports, power plants, railways, roads and housing.

    “The oil windfall for the country was mismanaged, and Nigeria’s greatest opportunity for growth was turned into a tragedy. More worrisome, there were no savings. And to compound the problem and compromise growth of the economy, the previous government borrowed heavily, owed contractors and international oil companies. When President Buhari came into power in 2015, the country had accumulated debt, which took it back to the level it was before the Paris Club Debt forgiveness. Nigeria did not have fiscal buffers to withstand an oil shock when oil prices fell to as low as 28 USD.

    “The oil shock should and could have been foreseen. When visionary Nigerians and economists foresaw this and warned of the dangers ahead, Dr Jonathan hounded such men as the Emir of Kano, Muhammadu Sanusi 11 and Professor Chukwuma Soludo. Dr Ngozi Okonjo-Iweala, Coordinating Minister of the Economy and Minister of Finance under Dr Jonathan’s administration also warned and she was rebuffed.

    ‘The former President and his party have nothing to say about achievements. They ruled the country for 16 years and what is their record on jobs, power, rail, seaports, airports and internal security, including the crippling disaster of terrorism?” he queried 

  • Presidency to former scribe of Int’l Devt in UK: You goofed over Buhari’s anti-corruption fight achievements

    The Presidency on Tuesday night faulted the former Secretary of State for International Development in the United Kingdom (U.K), Ms Priti Patel over her claims that the President Muhammadu Buhari’s fight against corruption has not recorded remarkable success.
    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, declared that she goofed over the allegation.
    He said that Buhari’s administration in three years has achieved N400 billion anti-corruption recoveries, which is 1,360 percent increase over N2 billion recovered by the Peoples Democratic Party (PDP) in 16 years.
    The Presidency also said that the Buhari’s administration has made giant strides that saw the introduction of the IPPS, which implementation has led to an extraordinary reduction of ghost workers, saving the treasury billions of Naira every month.
    The Whistle Blower mechanism put n place by the administration, the statement said, has yielded enormously to the treasury and reduced corruption.
    It reads “The Presidency wishes to respond to Ms Priti Patel, former secretary of state for International Development in the United Kingdom (UK) who, in a published statement called on investors to be wary about investing in Nigeria.
    “This wicked proposition is lacking in substance and devoid of merit in empirical evidence established by facts.
    “Her claim to the effect that despite the President’s public anti-corruption platform, Nigeria has not seen any reduction in corruption since Buhari took office, trumpeting a so-called Transparency International report is a false fabrication that cannot be supported by the facts on the ground.
    “By the time President Muhammadu Buhari was sworn in and took office, the only amount in the anti corruption recovery account over 16 years of the Peoples Democratic Party, PDP was only two billion Naira (N2 bn).
    “This account has succeeded in netting over four hundred billion Naira (N400 bn) as of today, translating to 1,360 percent increase. This cannot amount to nothing in terms of progress.
    “When it comes to Policy decisions, this government has put in place instruments that have extraordinarily and unprecedentedly reduced corruption and corrupt practices.
    “For example, the Treasury Single Account, TSA has led to greater visibility and control of government funds by way of consolidating government resources in an account as against the past where such accounts are scattered.
    “The Bank Verification Number, BVN scheme has equally helped the government to prevent money laundering,financing terrorism and illicit cash transfers.
    “This administration has introduced the IPPS, which implementation has led to an extraordinary reduction of ghost workers, saving the treasury billions of Naira every month. The. Whistle Blower mechanism put n place has yielded enormously to the treasury and reduced corruption.
    “In addition to several and urgent legislations targeted at the reduction of corruption, the administration has equally signed a number of highly rewarding Mutual Legal Assistance with a number countries that have translated to tremendous recoveries.
    “The issue raised about the lack of security of investment is equally false and untenable.
    “Nigerian has recognized the right of the investor, both local and foreign, as enshrined in our constitution which states clearly that no investment can be taken from its owners without recourse to the law. Given the constitution, you don’t even need international protection for assets held in this country.
    “In addition to the constitution, there exist several laws allowing protection for investments.
    “Beyond this, this administration has moved forward by recognizing arbitration processes. The judiciary in the country has a Practice Code to give legitimacy to awards and arbitration clauses in agreements.
    “Cumulatively, we have established a proper climate of investment on account of which, the nation has gained 24 points of excellence in the global ease of doing business index.
    “As for the specific case of the agreement in 2010, between the NNPC and the P&ID for a 20-year contract to create a new natural gas development refinery, which appears to be her main issue, a project that fell through after a past Nigerian government reneged on its contractual commitments, we do not wish to plead the government’s case in the press.
    “Suffice it to say that the government of Nigeria, in recognition of the sanctity of the judiciary, has submitted to the jurisdiction of a court in the United States to determine the issues in dispute.
    “What we can only say at this point is that Nigerians need to pity their own country for the way things were done in the past.
    “Before the coming of the Buhari administration, there existed in the country a racket encompassing elements in the three arms of government, the executive, legislature and the judiciary through the activities of which artificial, engineered and factored breaches of contract are made, judgments are obtained, appeals are delayed and the penalty imposed is paid and shared.
    “In the fullness of time, more will be said by the Minister of Justice and Attorney General of the federation.” it stated
  • Buhari assures of credible elections

    President Muhammadu Buhari on Friday again gave assurances of his determination to lay a foundation for free, fair and credible elections in the country.

    He was responding to a speech by a delegation of Imams and senior Islamic scholars from the 36 states of the federation at the State House, Abuja.

    According to him, a number of measures put in place have seen the gradual improvement of elections, as in Edo, Anambra, Ekiti and Osun States from what he described as “dismal and unacceptable levels witnessed in Rivers and Kogi States.”

    The President, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said “What I want to assure Nigerians is that I will continue to pressure the Police and other agencies to do their best to ensure a conducive atmosphere for free and fair elections.”

    On the issue of security raised by the religious group, President Buhari said he will continue to nudge security agencies to find lasting solutions, stressing however, the need for community and religious leaders to play a part in identifying criminals in their midst.

    He thanked the Muslim religious leaders for recognizing the various achievements of the administration especially, in dealing with security, fighting corruption and progress in agriculture.

    “I am not satisfied with the reporting of agriculture.  Millions of our citizens have returned to the farms with many leaving white collar jobs for opportunities in agriculture,” he noted.

    The leader of the delegation, Dr. Khalid Aliyu, who is the Secretary General of the Jama’atul Nasril Islam, had lavishly praised the President’s achievements in key areas of his campaign in 2015 namely, security, corruption and the economy.

    “So far, so good, government has gone a long way in meeting its promises.” he stated

  • Buhari mourns Usman Abubakar

    President Muhammadu Buhari has expressed his deep condolences to the Abubakar family over the death of Engineer Usman Abubakar, Chairman of the Nigeria Railway Corporation (NRC).

    President Buhari, who was represented at the burial of his close associate on Friday at the National Mosque in Abuja by his Chief of Staff, Abba Kyari and a number of presidency officials, said he would personally miss the wise counsel of Engineer Usman.

    Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, also described the deceased as a well-educated and dignified gentleman.

    “Our thoughts and prayers are with his family, the government and people of Katsina State following the irreparable loss of this selfless and patriotic Nigerian,” he said.

  • Presidency steps up efforts to end strike action

    The Presidency on Friday stepped up efforts to convince labour unions in the country to call off the strike action following the earlier meeting at which the government accepted their demand to reconvene the tripartite meeting on the proposed new national minimum wage.

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, noted that the meeting between the labour leadership and the representatives of the employers of labor is now scheduled to reconvene on Thursday 4th October.

    He said “By its tripartite nature, the committee is made up of persons from the public sector, (Federal and State Governments) and the private sector made up of the largest private employer group and the Nigeria Employers Consultative Association (NECA).

    “Other members include the Manufacturers Association of Nigeria (MAN), Nigerian Association of Chambers of Commerce Industry Mines and Agriculture (NACCIMA) and Nigerian Association of Small and Medium Enterprises (SMES).

    “Invitation letters have since been dispatched to all the participants.

    “At the moment, the Presidency understands that the combined leadership of the unions, having met and deliberated on the position of the government have now set in motion a process of consultations with their constituent members to determine their next line of action.” he said

    He said that the Presidency wished to assure that the federal government is taking every step necessary to get the unions to call off the strike.

  • Osun Guber election: Buhari congratulates APC, Oyetola

    President Muhammadu Buhari has congratulated the All Progressives Congress (APC) and the Governor-elect of Osun State, Adegboyega Isiaka Oyetola, for winning the keenly contested governorship election.

    Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, extended warm felicitations to the state and national campaign teams that worked assiduously to guarantee the victory at the polls.

    He also commended the outgoing Governor, Ogbeni Rauf Aregbesola for eight years of steadfastness and service to his people.

    “Thank you Osun State for supporting our good governance agenda by re-electing the APC. I assure you that we will continue to work for the progress and prosperity of the state and the nation,” he said.

    The President urged the Governor-elect to always remember that the electorate expects unreserved commitment to delivering results that directly impact their lives and families.

    President Buhari affirmed that the successful election in the State further strengthens the democratic culture in the country, extolling INEC for, once again, making the country proud.

    He commended the maturity, loyalty and courage of all contestants in putting in their best to be elected to serve the state, urging them to seek redress in court, where they disagree with the outcome.

  • Buhari names Amaechi head of campaign organization

    President Muhammadu Buhari has approved the appointment of a campaign organization for his re-election in 2019.

    According to a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, Hon. Chibuike Rotimi Amaechi is the  Secretary/Director General of the organization.

    The statement also recalled that Hon. Amaechi was the Director General of the Buhari-Osinbajo Presidential Campaign Committee in 2014-2015 that won the elections and brought the current administration into office.

    “The new Director General will announce other appointments into the campaign structure as approved by President Buhari.” it stated

     

  • Buhari assures Chinese investors of support

    President Muhammadu Buhari on Wednesday assured existing and prospective Chinese investors of high-level support for their investment plans in Nigeria.

    He gave the assurance on the sidelines of the Forum on China and Africa Cooperation (FOCAC) in Beijing, China.

    In separate meetings with prospective investors, President Buhari said Nigeria is endowed with abundant human and material resources and a young population that is very energetic and innovative and ready to work.

    He encouraged Chinese companies and entrepreneurs to take advantage of the improved business environment in Nigeria to invest in key sectors of the economy.

    Acknowledging the contributions of Chinese companies in Nigeria in developing the country’s infrastructure, the President noted that there was still more to do.

    The Ruyi Group, a leading Chinese company, had met with the President with a plan to invest $200 million for an industrial park in Kano State, cotton farms in Funtua, Katsina State and textile and garment manufacturing establishments in Aba, Abia State and Lagos.

    The proposed investment, according to a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, will cover the entire cotton value chain, farming, ginning, spinning, weaving and power generation to support the processes.

    Ruyi Group Chairman, Mr. Yafu Qui told President Buhari that they settled for Nigeria after one-and-a-half year search for an African hub because of the country’s population, abundant human and material resources and a ‘strong leadership’ that has diversification agenda for the country.

    President Buhari also received Professor Justin Yify Lin of the Pekin University, a former World Bank Chief Economist, currently serving as a consultant to the Nigerian government on the setting up of Special Economic Zones.

    In this follow-up meeting after the first in 2016, Professor Lin told the President that progress has been made with the identification of the cotton value chain as a pilot for the setting up of labour intensive industrial parks, noting that the idea of the Ruyi Group as an investor was partly coming from their studies.

    At a separate meeting, the Senior Vice President of, telecom giants, Huawei, Yi Xiang announced that the company will provide 10,000 Nigerians talent training in ICT each year.

    Huawei is executing the second phase of the National Information and Communications Technology Backbone Project (NICTIB II) $328 million project, which was signed between China and Nigeria earlier on Wednesday.

    The telecom giant chief said of the 10,000 Nigerians, half of them will undergo intensive training on Huawei certification programme to empower them to work anywhere in the world.

    Mr Yi also told President Buhari the company had trained 1,000 civil servants in Nigeria and will offer additional 1,000 training slots for training within and outside the government.

    Responding, President Buhari expressed satisfaction on the development of the ICT infrastructure backbone in the country, noting that it was consistent with the administration’s determination to institute e-governance to help fight corruption by increasing transparency.

    The President said that the project would promote better education in the rural areas and encouraged Nigerian youths to optimize the opportunities of the new infrastructure facilities.

    He also played host to top executives of CITEC Group, who indicated interest on investing in real estate, finance, infrastructure, agriculture and telecommunications in Nigeria.

  • 2019: I’m not afraid of free, fair elections, Says Buhari

    President Muhammadu Buhari on Sunday in Beijing, China said that as a beneficiary of free and fair elections, he is not afraid of a credible process in 2019.

    He made the remark during an interactive session with members of the Nigerian community in China,

    In a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, the President also reaffirmed his commitment to making sure that the 2019 polls, under his watch, will be free, fair and credible.

    He pledged that Nigerians eligible to vote in the next general elections will be allowed to freely elect candidates of their choice.

    He said ‘‘I have no fear about free and fair elections because that is what brought me to the present position. I know what I went through and very few Nigerians could boast of trying four times [contesting for the presidency].

    ‘‘Those interested in participating in the elections must get their PVCs, register in their constituency and elect anybody of their choice across ethnicity and religion.

    ‘‘The Nigerian police, law enforcement agencies and INEC must respect the people to express their wishes,’’ he said.

    Citing recent elections in Bauchi, Katsina and Kogi States, the President said the country had made progress relative to elections conducted in the past years.

    On security issues, the President reaffirmed that his government has succeeded in curtailing Boko Haram insurgents in the country, adding that the terrorist group no longer controls any part of the country.

    He attributed the success to operations of security agencies deployed to counter insurgency in the North-eastern part of the country.

    ‘‘You will all recall that we contested the last election basically on three issues, which includes security, especially in the North East.

    ‘‘The Boko Haram used to occupy quite a number of local governments in Borno State but they are not in anyone now. They have resorted to a very dangerous way of terrorism by indoctrinating young people, mostly girls and attacking soft targets, churches, mosques and marketplaces,’’ he said.

    On herders and farmers clashes in Nigeria, the President told Nigerians in the Diaspora that while security agencies are doing their best to curtail the clashes, the Nigerian media need to complement the efforts through objective and informed reportage.

    He appealed to the Nigerian media to make an attempt at understanding the cultural and historical implications of some of the misunderstanding between herders and farmers.

    ‘‘To my disappointment there are a number of things which the members of the press in Nigeria do not make enough efforts, in my observation, to study the historical antecedents of issues that are creating national problems for us.’’ he said

    According to him, due to the effects of climate change, a farm that used to belong to 5 people now belong to 50 people, the weather condition, particularly the rainy season is now unpredictable.

    The President partly blamed the farmer’s herders’ controversy on the shrinking of the Lake Chad, which has forced many cattle nomads to seek greener pastures for their herds in other parts of the country.

    On Nigeria-China relations, the President applauded China’s generosity and contribution to the development of Nigeria, citing the successful completion of the Abuja-Kaduna railway line, built by the Chinese, and ongoing works on Lagos, Ibadan, Ilorin, Abuja, Kano railway routes.

    He said Nigeria and China are also negotiating on the Mambilla project.

    President Buhari advised Nigerians planning to travel abroad for ‘‘greener pastures’’ to do so legitimately and not to expect too much from their countries of destination.

    ‘‘You cannot seek greener pastures in a place where you are not respected because of the colour of your skin or your lack of education or other things. Personally, I think you will earn more respect when you remain at home and get a job,’’ he said

    On Nigeria-China relations, the President applauded China’s generosity and contribution to the development of Nigeria, citing the successful completion of the Abuja-Kaduna railway line, built by the Chinese, and ongoing works on Lagos, Ibadan, Ilorin, Abuja, Kano railway routes.
