  • CDS appoints new Commander for Operation Safe Haven

    The Defence Headquarters (DHQ) on Tuesday announced appointment of Major Gen. Augustine Agundu as the new Commander of Operation Safe Haven.

    The Chief of Defence Staff, Gen. Abayomi Olonisakin, who approved the appointment, said it was designed to reinvigorate the military operation to meet contemporary challenges.

    A statement signed by the Director of Defence Information, Brig Gen John Agim, said the appointment takes immediate effect.

    Agim said: “The Chief of Defence Staff, Gen. Abayomi Gabriel Olonisakin, has approved the appointment of Major Gen. Augustine Chris Chukwudi Agundu as the Commander of Operation Safe Haven.

    “He is to take over from Major Gen. Anthony Atolagbe who has been redeployed to Defence Headquarters and appointed Director of Campaign Planning.

    “The posting which takes immediate effect is in order to reinvigorate Operation Safe Haven to meet contemporary challenges.

     

  • Asymmetric warfare: DHQ collaborate with police, NSCDC

    The Nigerian Military said Monday that a synergy is being worked out on military campaigns that would involve collaborators with the Nigeria Police Force and the Nigerian Security and Civil Defence Corps (NSCDC).

    The Chief of Defence staff,  Gen Abayomi Olonisakin who dropped the hint at a training programme for military, police and civil defence Corps personnel at the Army Resource Center in Abuja, said this has become imperative now that the nation is facing asymmetric warfare.

    Olonisakin noted that the initiative was informed by the need to train officers of the Armed Forces of Nigeria, Nigeria Police Force and the Nigerian Security and Civil Defence Corps, on campaign planning at operational and strategic levels.

    He said: “The purpose of this course is to train officers of the Armed Forces of Nigeria on campaign planning at operational and strategic level.

    “The course is viewed as a precursor to entrenching multi-agency training to enable us develop understanding and expertise in planning and executing campaign in either single, joint or multi agency levels.”

    Represented by Rear Admiral Dogara Albehu, the CDS added that the 5-day training course, organized by the Defence Headquarters in collaboration with the British Military Advisory Team in Nigeria,was ” specifically designed for participants who are senior staff trained and possibly possess fellow Defence Colleges and equivalent qualifications.”

    According to him “the inclusion of the Ministry of Defence Staff, the Nigeria Police Force and the Nigerian Security and Civil Defence Corps is to generate a synergy and more rapour in the understanding of roles of campaign planning particularly, that the Armed Forces is now concerned with fighting asymmetric warfare.”

    He added that he approved the training course since it was in tandem was with his vision:

    “To ensure well-motivated trained and equipped Armed Forces that is responsive to national security commitment.”

    While noting that the training was the first of its kind, he said: “It is hoped that the training would facilitate discussions and debate throughout to ensure that participants are provided with greater knowledge and understanding of the entire planning process.”

    The training course had 30 participants from the services operational areas, Ministry of Defence and the Nigeria Police Force as well as the Nigerian Security and Civil Defence Corps.

    Military clears 95 deradicalised Boko Haram members

    The military on Thursday cleared a total of 95 surrendered Boko Haram terrorists having undergone De-radicalisation, Rehabilitation and Re-integration (DRR) programme organised by the military authorities through its Operation Safe Corridors.

    They were certified fit for reintegration into the society.

    However, it was gathered that modalities that would determine how this would be done is being worked out by the special committee set up by the governors of Adamawa, Borno and Yobe States, the Chief of Army Staff, the Chief of Air Staff, the Inspector General of Police (IGP) and the Director General of Department of State Service (DSS) among others.

    Accordingly, the de-radicalised Boko Haram members would be transferred to their various state authorities for re-integration to their communities.

    The 95 surrendered Boko Haram fighters, who were admitted into military facilities located in Gombe State in July 2017, according to the military, have successfully gone through its 16-week deradicalisation programe.

    The Chief of Defence Staff (CDS), Gen. Abayomi Olonisakin, who disclosed this on Thursday in his opening remarks at a stakeholders’ meeting to work out modalities for the reintegration of rehabilitated ex-Boko Haram fighters, held at the Defence Headquarters, Abuja, said having followed the activities in the camp since the ex- fighters arrived there, he was hopeful that they were different from who they were six months ago.

    Olonisakin said: “The ex- fighters have been transformed, made to imbibe good characters and habits, and have also learnt vocational trades to empower them.

    “The DPR camp, located in Gombe State is structured and mandated to absorb surrendered Boko Haram terrorists and cleared suspects into the De-radicalisation, Rehabilitation and Re-integration Programme under the military’s Operation Safe Corridors (OPSC).”

    The Commandant of DRR Camp of Operation Safe Corridors, Col Adegoke Adetuyi, while giving a review of the programme, said out of the 95 deradicalised Boko Haram fighters, Borno State alone has a total of 91 while Adamawa and Bauchi have one each, leaving Yobe also with two.

    He said the 95 Boko Haram ex- combatants that commenced the DRR programme in July 2017, were adequately exposed to various therapies in the de-radicalisation, rehabilitation and rehabilitation programme.

    Military ‘will step up operations’

    MILITARY operations are to be enhanced, following an order from President Muhammadu Buhari yesterday.

    He gave the order during the National Security Council meeting with top security chiefs, led by Chief of Defence Staff Gen. Abayomi Olonisakin, at Aso Villa.

    On Monday, the President, in a broadcast, promised a rough time for those he described as “terrorists and criminals (who) must be fought and destroyed relentlessly so that majority of us can live in peace and safety’’.

    He also told the armed forces not to let the success achieved in the last 18 months in the fight against insurgents “be a sign to relax”.

    Gen. Olonisakin told reporters after the meeting that the military would enhance its operations in line with the President’s directive.

    ”We are going to enhance our operations in all the areas that we need to do that.

    “He has given the necessary directives which will be carried out by the military and the security agencies.

    “He also directed that we must ensure that lives and properties of the citizens are protected and we must make sure that we secure the whole nation and also that troops that are outside carry out their jobs effectively,’’ Gen. Olonisakin said.

    He added: “We have been meeting with Mr President for the last three hours.

    “We updated him on all security issues around the country, within the country and outside the country where our troops are (operating).

    “He has been receiving regular briefings from the acting president and he has been going through the print media and electronic media to follow the happenings in the country,

    “At the meeting, he directed on some areas we should look at so as to enhance our operations in the country.”

    “In his address (broadcast) he talked about the unity of the nation, which is non-negotiable. We have all been fully instructed to ensure that that directive is carried out to the letter,” he said.

    Asked what the President said about IPOB’s secret service, the General said: “The issues of threat, all security threats were treated one after the other, ranging from terrorism to kidnapping, herdsmen/farmers clash, to IPOB issue. Comments were made as to what to do as regards those issues.”

    On whether troops were being mobilised to the southeast, he said: “Every security like I said, is being treated and we are going to enhance our operations in all the areas. We need to do that.”

    Asked if the President was worried about Boko Haram, despite the military’s efforts, the Chief of Defence Staff said: “On the Boko Haram issue, you all know it is an asymmetric warfare. It is not that the Boko Haram has stepped up their game, it is just the issue of suicide bombing that has been the problem and, of course, we are also working with the security agencies and the intelligence agencies to make sure that we address that menace.”

    At the meting were: National Security Adviser Babagana Monguno, Director-General, Department of State Services (DSS), Alhaji Lawal Daura; Lt.-Gen. Tukur Buratai, the Chief of Army Staff (COAS), Air Vice Marshal Sadiq Abubakar, the Chief of Air Staff (CAS) and Inspector General of Police Ibrahim Idris.

    Chief of Naval Staff (CNS) Vice Admiral Ekwe Ite-Ibas was represented.

    Minister denies retirement of service chiefs

    The Minister of Defence, Mansur Dan-Ali, has denied that he directed two service chiefs to relinquish their offices and proceed on retirement on or before Dec. 16.

    A statement released by his Public Relations Officer, Col. Tukur Gusau, on Monday in Abuja said his attention was drawn to some online publications purporting that he directed the two service chiefs to hand over on that date.

    There had been reports that the two service chiefs in question are the Chief of Defence Staff, Gen. Abayomi Olonisakin and the Chief of Naval Staff Vice Admiral Ibok Ekwe Ibas

    The statement said: “Please be informed that there was no such communication between the office of the Honourable Minister of Defence and the service chiefs directing any one of them to hand over his office and proceed on retirement.

    “The appointment and replacement of service chiefs is a prerogative responsibility of the office of the President and Commander in Chief.”

    DHQ seeks regional cooperation against trans-border crimes

    The commitment of the Nigerian armed forces against trans-border crimes and the checkmating of security challenges in the Northeast, as posed by remnants of the Boko Haram terrorist group as been reaffirmed by the Chief of Defence Staff, Gen. Abayomi Olonisakin.

    According to a statement by the acting Defence Director of Information, Brig.-Gen. Rabe Abubakar, the CDS gave the assurance at the opening of a meeting of Multinational Joint Military Technical Cooperation between Benin, Burkina Faso, Togo, Niger and Nigeria on Joint Border Protection.

    Olonisakin vowed that no effort would be spared in containing trans-border criminal activities.

    He said Defence Headquarters would partner the French military that was providing technical assistance to the cooperation in order to protect the West African borders in the fight against terrorism.

    The CDS, who was represented by the Director Training DHQ, Rear Admiral Jonathan Ango, said countries must work together to ensure the security of their people and borders.

    He appreciated the French Government and other French speaking countries for their tremendous support in the area of intelligence sharing, training and fight against terrorism.

    Olonisakin assured the meeting that the Nigerian armed forces would do its best to ensure that trans-border crimes were reduced to the barest minimum.

    He noted that terrorism transcended borders and urged all regional countries to collaborate in the elimination of the menace posed by the terrorist elements still operating on the fringes of the region.

    The Deputy Chief of Staff in-charge of Operations (DCOSOPS) for the French elements in Senegal, Col. A Vidal, who spoke at the event said the French military was willing to assist in terms of training of personnel in planning for 2017.
