  • Buhari to wade into Minimum Wage impasse

Nigerian workers would have to wait for the intervention of President Muhammadu Buhari before enjoying the new national Minimum Wage signed into law on April 18, 2019.

Negotiation between the Federal Government and the Joint National Public Service Negotiating Council, which resumed on Friday, once again ended in a deadlock as both parties failed to arrive at a decision.

The meeting, which held at the Office of the Secretary to the Government of the Federation, had Permanent Secretaries of Ministries of Finance, Labour and Employment, General Office of the SGF, and Representative of the National Salaries, Incomes and Wages Commission.

Our correspondent was informed that the government team resolved to take the position of both parties in the negotiation to the President and report back on September 4th for continuation of the meeting.

A source close to the meeting resolved to adjourn the meeting to September 4 and allow President Buhari weigh into the disagreement of relativity and consequential adjustment of the new minimum wage.

The source said both parties are still insisting on their position, stressing that nothing has changed from the earlier position of Labour as well as the government team.

“We are demanding 30 percent for grade levels 07 to 14 and 25 percent adjustment for grade levels 15 to 17.

‘’We came down to 29 and 24 respectively. But they have not even moved from their earlier position of 9.5 and 5 percent respectively.

“We are saying they should make a substantial movement in their offer but they have refused to do that and that has not gone down well with us.

‘’If they make a substantial movement, we will go back to our principals who are the workers. But they have not.

“So, we have asked them to report back to their principals; the Secretary to the Government of the Federation (SGF) and the President so that the President can intervene and for us to put this thing behind us once and for all.

“So, we have agreed to meet again on the 4th of September so that we can resolve. We want them to shift ground because they have not even moved from 5 percent to 5.5 if we see reasonable movement, we will go back to the workers and get further mandate.’’

A member of the Labour group in the negotiating council, Lawrence Amaechi, confirmed that both parties have agreed to consider their stances and allow Buhari to decide on the issue.

He said: “Both parties have agreed on their different positions on the relativity/consequential adjustment of salaries and it will be submitted to Mr President, let him weigh into it.

“We have however adjourned till September 4, to get the outcome from submission to the President.”

Amaechi, who is the National President, Nigerian Civil Service Union, said the payment of the new minimum wage was long overdue, adding that government must be proactive in order not to accumulate arrears which may create another round of agitations by employees.

I was removed in 1985 for ignoring IMF, World Bank advice- Buhari

President Muhammadu Buhari on Friday recalled reasons for his removal as military Head of State in 1985.

According to him, his refusal to adhere to an advice from the IMF, World Bank to devalue the naira and increase prices of fuel and flour, led to the coup against him.

Buhari spoke on Friday night when he was hosted in Abuja by the Army at the Guards Brigade Regimental Dinner and presented with the captured Boko Haram flag.

” I refused and gave my reasons and the next thing I knew I was removed and detained for three and half years.

“As a civilian president I will do my best and I’m telling you all these because you are part of the leadership of this great country and God willing we will remain great.”

President Buhari, who narrated his early military life in Abeokuta and subsequent redeployment to Zaire (now Congo), said he was almost killed while on duty even before getting his first salary as an officer.

He said stated he was conversant with the problems of the military having spent over 25 years in the service.

President Buhari has challenged the Nigerian Army to ensure the unity of the country despite what he described as “political madness in the North East, the Niger Delta or in the East” of the country.

Budget: Buhari writes NASS to borrow $29.96bn external loan

President Muhammadu Buhari on Tuesday forwarded a request to the National Assembly to approve external borrowing plan of $29.960 billion to execute key infrastructural projects across the country between 2016 and 2018.

The president also requested for virement of N180.8 billion in the 2016 budget for provision of needed votes for some critical sectors across the 36 states of the federation and the FCT.

Buhari made the requests in two separate letters to the President of the Senate, Dr Bukola Saraki, and Speaker of the House of Representatives, Mr Yakubu Dogara, which were read on the floor of both chambers.

The president, in the external borrowing plan, explained that targeted projects cuts across all sectors with special emphasis on infrastructure, agriculture, health, education, water supply, growth and employment generation.

Other sectors he said included poverty reduction through social safety net programmes and governance and financial management reforms, among others.

According to him, the cost of the projects and programmes under the borrowing (rolling) plan is $29.960 billion.

This is made up of proposed projects and programmes loan of $11.274 billion, Special National Infrastructure projects $10.686 billion, Euro bonds of $4.5 billion and Federal Government budget support of $3.5 billion.

He explained further that the loan was very necessary in view of the serious infrastructure deficit in the country.

He said the country had huge infrastructure deficit and enormous financial resources required to fill the gap in the face of dwindling resources.

“This is in addition to the inability of our annual budgetary provisions to bridge the deficit. It has become necessary to resort to prudent external borrowing to bridge the financing gap.

“This will largely be applied to key infrastructure projects namely power, railway and roads among others,” he added.

Buhari said the N180 billion would be moved from monies already appropriated for special intervention programmes both recurrent and capital for funding of critical recurrent and capital items.

He said the request arose due to shortfalls in provisions for personnel costs; inadequate provision ab initio for amnesty programme; continuing requirements to sustain the war against insurgency; and depreciation of the Naira.

The letter reads in part: “In the course of implementing the 2016 Appropriation Act, several MDAs have presented issues pertaining to salary shortfalls, the settlement of part of which has led to the depletion of the Public Service Wage Adjustment.

“This Vote, which had a provision of N33,597,400,000, now has a balance of N2, 758,296,000.

“The provision for NYSC in the 2016 budget is inadequate to cater for the number of corps members to be mobilised this year.

“In fact, an additional N8.5 billion is required to cover the backlog of 129,469 corps members who are due for call-up but would otherwise be left out till next year due to funding constraints.

“Similarly, the provision for meal subsidy for the Unity Colleges is inadequate for the number of students in the schools.

“Due to the devaluation of the Naira, the budgetary provisions for the foreign missions are no longer sufficient to cover all their costs.”

In another letter dated Oct. 24, the president also requested the National Assembly to approve the virement of funds appropriated for special intervention (recurrent) and special intervention (capital) to fund some critical recurrent and capital items.

According to him, the reasons for the request for virement, include shortfalls in provisions for personnel costs; inadequate provision ab initio for some items like the amnesty programme; continuing requirements to sustain the war against insurgency and depreciation of the naira.

“However, considering the fact that budgeted revenues are running behind target due to the renewed violence in the Niger Delta.

“Also there are no supplementary revenue sources, the most viable option for now is the virement of appropriated funds from heads or sub-heads that may not be fully utilised before the end of this fiscal year,” Buhari added.

An analysis of the proposed virement shows that Public Service Wage Adjustment (PSWA) will gulp N71,800 billion.

“Contingency N1.2 billion, margin for increase in cost N2 billion for cadet feeding – Police Academy, Wudil, Kano, N932.4 million; amnesty programme N35 billion; internal operations of the armed forces N5.205 billion.

“Operation Lafiya Dole N13.933 billion; NYSC N19.792 billion; foreign missions N14.667 billion, and augmentation of meal subsidy/direct teaching and laboratory cost of N900 million bringing the total to N166.630,886,954 billion.

“Statutory transfers to Public Complaints Commission is estimated to gulp N1.2 billion while the virement in respect of capital expenditure for the Nigerian Air Force is N12.708 billion.

“Capital Supplementation: Presidential Initiative for the North East (PINE) is N1.5 billion bringing the total to N14,208,367,476 billion.”

Lastly, the president requested that N300 million be vired from the budget of the Ministry of Power, Works and Housing to fund the construction of 132KVA sub-station of fallen transmission towers, replacement of glass insulators at Gwaram, Jigawa. (NAN)

Confusion in Senate over Amaechi’s screening

There is confusion in the Senate over the screening of a former Rivers State Governor, Chibuike Rotimi Amaechi, as minister.

Amaechi was included in the first batch of ministerial nominees submitted by President Muhammadu Buhari for screening and confirmation last month.

The first Order Paper released by the upper chamber included eight ministerial nominees slated for screening.

The names on the list included Amaechi, but another Order Paper issues minutes later had only three nominees, with Amaechi’s name conspicuously missing.

The names  in the first Order Paper  are – Barr.Adebayo Shittu (Oyo), Senator Heineken Lokpobiri (Bayelsa), Chibuike Rotimi Amaechi (Rivers), khadija Abba Ibrahim (Yobe), Hon. Bawa Bwari (Niger),  Ocholi Enojo James (Kogi), Mansur Muhammed (Zamfara) and Zainab Ahmed (Kaduna).

Curiously the second Order Paper which excluded Amaechi’s name had Barr. Shittu, Claudius Omoleye Daramola (Ondo) and Khadija Abba Ibrahim.

It is not yet clear whether Amaechi will still be screened or not.

El-Rufai denies nominating sister for ministerial position

The Kaduna State Governor, Malam Nasir El-Rufai has refuted claims  that he nominated his foster  sister, Zainab Ahmed  as the ministerial nominee representing Kaduna state.

He dismissed the allegation as a figment of the imagination of some elements who are not pleased with the drastic changes going on in the state.

Zainab Ahmed was until her nomination the Executive Secretary of Nigeria Extractive Industries Transparency Initiative (NEITI).

Governor El-Rufai who spoke on a wide range of issues at the 4th Town Hall Meeting to interface with the people of the state on Saturday, said he has discovered that some elements are carrying the face of the All Progressive Congress Party, APC, but deep in their hearts, they represent the Peoples Democratic Party, PDP.

He insisted at the meeting which took place at the Kaduna International Trade Fair Complex,
Rigachikun, Kaduna, that he neither submitted anybody’s name as ministerial nominee nor that of  his sister.

President Muhammadu Buhari acted on his own wisdom by nominating the Executive Secretary of NIETI as minister, El- Rurai stated.

Governor El-Rufai took a swipe of his critics for accusing him of running a vendetta government, saying such people should not expect appointments from his administration.
