GE requests for sovereign guarantee for investment in DisCos

Management of General Electric (GE) has sought Sovereign Guarantee from Vice President Yemi Osibanjo as condition precedent for it to invest in the country’s Electricity Distribution Companies (DisCos).

The request came on the heels of the meeting that the GE had with the DisCos in Abuja on Tuesday from which it was shocked at the dismal nature of the Nigeria’s power firms’ balance sheets.

The Executive Director of Association of Nigerian Electricity Distributors (ANED) Barrister Sunday Oduntola broke this news in Electricity Policy Education Workshop: Energy Corespondents in Abuja Wednesday.

The theme of the workshop was the “Challenges of the Nigerian Power Sector.”

He said that   operators need much money for the sector to bridge the liquidity gap.

The only way the GE can stake its money in the sector, according to Oduntola, is if the federal government can serve as a sovereign guarantee in case of any infraction.

He said that “as at Tuesday we had a meeting with the team of people from the General Electric. The Head of General Electric had a meeting with ANED. He asked to see our balance sheets. He wanted to know how impressed the sector is. As soon as he saw the balance sheets, he said No! No! He said if the government can provide what is called sovereign guarantee, yes!”

“In the case of the General Electric, it happened Tuesday. They wanted to know how the sector is doing in terms of doing business. So they are trying to see how they can come in. They have a lot of money to invest. They wanted to know the challenges like the issue of metering, network and others.”

According to him, the meeting is an ongoing discussion because “they have the money and we need more foreign investors to come in.”

Oduntola also noted that Nigeria was not conducive for investment even when the power sector was privatized as security of investment always means the sanity of contract.

He said that the business environment in the country is so difficult to the extent that only two out of the 11 distribution companies can conveniently pay their workers’ salaries as when due.

Arguing that the Discos have injected fund into their business since 2013, he said that they have installed a total of 612,552 meters.

He insisted that the companies the major constraint to investment in the sector is lack of cost reflective tariff since there has been embargo on tariff increase since 2015.

Oduntola recalled that part of the $1.4billion that the paid for the Power Holding Company of Nigeria (PHCN) assets was used to pay off the workers.

The ANED spokesman commended the administration of President Muhammadu Buhari, which he said has been more faithful to the development of the power sector than the previous ones.

He said the reason why some DisCos sometimes reject their load allocation, is when the Transmission Company of Nigeria (TCN) evacuates it where there are no equipment to cope with it.

He added that the DisCos also reject load allocation when it is wheeled to location that is permeated with electricity theft, yet does not pay for power.

“It is true that sometimes we reject load allocation. I have the right to tell you where I want my light,” he said.

He condemned corrupt practices in the electricity market which he said are the handiwork of both staff of the companies and their customers.

Confirming that the Federal Executive Council has approve the payment of N26billion as the verified Ministries, Departments and Agencies (MDAs) debt, he noted that the Minister of Power, Works and Housing, Babatunde Fashola directed that the money should be paid as part of the debt that the DisCos are owing Nigeria Electricity Bulk Trading Company (NBET).

In other words, he said none of the distribution companies received the cash from the federal government.

  • Amaechi allays fears of concessionning of railways

Amaechi allays fears of concessionning of railways

The Minister for Transportation Rotimi Amaechi Monday allayed fears regarding the concession of the Nigerian Railway Corporation.

He also disclosed that the General Electric (GE) would be bringing 20 locomotives and 200 wagons to boost rail transit services in the country.

The Minister who spoke after an inspection tour of the construction work on the Lagos-Ibadan Standard gauge, said his ministry has not committed the nation into any concession because it has not gotten any approval from the Federal Executive Council (FEC).

He said he would be tabling the matter before FEC by Wednesday.

Amaechi also had meeting with the railway workers where he approved that representatives of the workers be included as passive members in negotiations that may take place between the concessionaire and the transaction advisors especially on areas regarding their welfare.

He assured Nigerians that the ministry complied with all the rules regarding the terms of concessionnaire before approving GE as the narrow gauge concessionnaire.

Amaechi said concwssionnairing the corporation remains the way out of the rot in the railway, adding that for Nigerians to embrace the railway, they must see improved services.

He said: “I had a meeting with the operational office of the GE this morning and I was told that besides the 20 locomotives, they are also willing to bring in 200 wagons to ease freight operations of the railway. We are feckless discussing with them to bring in coaches for ease and comfort of Nigerians.”

The Minister during the field tour directed that owners of structures still standing along the right of way be given two weeks before such encumbrances are demolished.

He asked all those with valid documents among the people affected to come out with them as the government would compensate them for their loss.

He also directed that work be accelerated along the corridor.

At the town hall meeting with the workers Amaechi assures that he is ready to defend them and would continue to promote their welfare.

He said apart from owning and running the narrow gauge, GE also agreed to building a Univeraity of Tranaportation and a faculty of railway studies in order to create manpower for the sector and would start assembling locomotive and coaches locally while efforts would be made to begin full manufacturing locally within five years.

He therefore urged the workers to stand behind the government in its onerous task of rehabilitating, reforming and retooling the railway.

  • GE, XD Electric to boost power across Africa

In line with its commitment to partner with respective stakeholders to bring Technology and Infrastructure solutions closer to its customers, General Electric (GE) and XD Electric Group have announced the formation of a new partnership that combines GE’s grid automation capabilities with XD Electric’s comprehensive portfolio of primary high-voltage equipment.
In a statement made available to The Nation, the General Manager for GE’s Digital Energy business across Europe Middle East and Africa, Luis Perez said “in Africa, we’re focused on grid expansion projects and green field network interconnections as we continue to create a modern power grid that is stable, resilient and energy efficient.”
He explained that the high voltage capabilities, which XD brings to the table, will help GE’s utility customers to transmit power with minimal losses over long distances and rough terrains.
Perez reveals that the partnership will expand GE’s capabilities as a leading provider of Transmission and Distribution solutions and creates a new global competitor to provide utilities and energy-intensive industries with high-voltage solutions.
“Through the partnership, GE and XD will offer end-to-end Transmission and Distribution solutions to meet growing demand for electricity in these emerging economies where demographic and urbanization trends are creating a need to build out the current grid infrastructure. The import of this on the Power sector reforms in Nigeria is huge,” he added.
The partnership, The Nation gathered will also enhance the operations of the soon-to-be privatized distribution companies as power is rapidly evacuated and transported from the recently commissioned NIPP Power stations, as majority of the NIPP Power Stations are already using GE manufactured Generator Step-up Transformers, with provision for GE’s monitoring and diagnostics smart grid solutions.
“The problems of transmission and distribution which has been the bane of power supply in Nigeria may soon become a thing of the past, going by the governments’ plan to explore building a 765 KV super grid. The GE and XD Electric partnership means that potentially both companies can leverage on their strengths and partner with relevant stakeholders to participate in this super grid project.
Speaking further, the GE boss said, “The combination of GE’s and XD’s experience in high voltage Solutions will mean the possibility of building a transmission supergrid across long distances, up to 1000 km, with minimal losses. With GE’s intelligent solutions, also, the challenges of “system collapse” and capacity isolation currently being experienced in the country will be dealt with easily.
He pointed out that the new partnership has three major components: Firstly, a global partnership to combine GE’s grid automation and service capabilities with XD Electric’s comprehensive portfolio of primary power equipment to offer customers an array of integrated transmission and distribution solutions.
Secondly, a joint venture (JV) with XD Electric to offer customers in China GE’s localized grid automation solutions and thirdly, GE’s 15 percent equity stake in XD Electric and a seat on XD’s board of directors.
