    UNGA: Nigeria signs Nuclear Weapons prohibition treaty

    Nigeria has signed the Nuclear Weapons Prohibition Treaty, joining dozens of other countries that signed the treaty to ban nuclear weapons amid tensions over North Korea’s nuclear and missile tests.

    The Minister of Foreign Affairs, Geoffrey Onyeama, signed the treaty on behalf of Nigeria on Wednesday at the UN headquarters on the sidelines of the High-level UN General Assembly.

    After the signing ceremony, Onyeama told correspondent of the News Agency of Nigeria (NAN) that Nigeria was in support of the weapons-free world.

    He said “right from the early 60s, Nigeria has been a strong advocate of nuclear weapons prohibition and non-proliferation of nuclear weapons.

    “You may recall in the early 60s when France tested an atom bomb-related device in the Sahara and Nigeria cut diplomatic relations with France at the time.

    “Nigeria has always been a strong advocate of de-nuclearisation of the world. We are one of the main movers of this treaty.”

    The minister said it was unfortunate that countries with nuclear weapons saw them as deterrence and safeguarded their security.

    According to him, it will take great effort to really push and get a larger number of countries to accede to the treaty, especially nuclear weapons states.

    He urged countries that signed the treaty, Civil Society Organisations and intergovernmental organisations to convince others to accede to the treaty.

    The foreign affairs minister stressed that “the point made was that even if those nuclear weapons states were
    not ready to sign, they should at least take measures to ensure there was no accidental use or deliberate use of nuclear weapons.”

    The treaty would enter into force 90 days after 50 countries ratified it, while Nigeria was due to deposit its ratification soon.

    The UN had in July adopted Nuclear Weapons Prohibition Treaty in a majority vote by 122 countries, leading toward total elimination of nuclear weapons, while 60 countries boycotted.

    With the adoption of the treaty, nuclear weapons now joined all other weapons of mass destruction
    already prohibited.

    Nigeria, together with Ireland, Austria, Brazil, Mexico and South Africa played leadership roles in bringing forward the UN resolution convening the Diplomatic Conference that negotiated the ground-breaking treaty.

    Nigeria’s Permanent Representative to the UN, Prof. Tijjani Bande, said it was sad that “there were countries that still have nuclear weapons and refused to give them up”.

    Bande pointed out that resources spent in maintaining nuclear weapons could better be used in other development projects.

    According to him, those regions with nuclear weapons has continued to be unstable, citing India and Pakistan and Israel and their neighbours.

    UN Secretary-General Antonio Guterres said as he opened the treaty for signing “because there remain some 15,000 nuclear weapons in existence.

    “We cannot allow these doomsday weapons to endanger our world and our children’s future.”

    U.S. President Donald Trump told the 193-member UN General Assembly on Tuesday that if threatened, the U.S. would “totally destroy” North Korea and its 26 million people.

    President Muhammadu Buhari, in his address to the UN, said the most pressing threat to international peace and security was accelerated nuclear weapons development programme by North Korea.

    Buhari, therefore, urged that necessary pressure and diplomatic efforts be brought to bear on North Korea to accept a peaceful resolution of the crisis.

    “Nigeria proposes a strong UN delegation to urgently engage the North Korean Leader. The delegation, led by the Security Council, should include members from all the regions,” Buhari said.

    Buhari lauds Jordan for military donation

    President Muhammadu Buhari on Tuesday in New York lauded the Hashemite Kingdom of Jordan for the donation of hardware in support of Nigeria’s campaign against terrorism and insurgency.

    Mr Femi Adesina, the Special Adviser to the President on Media and Publicity disclosed this in a statement issued on Wednesday in Femi Adesina.

    He said that Buhari made the commendation at a bilateral meeting with Femi AdesinaII of Jordan on the sideline of the ongoing 72nd Session of the United Nations General Assembly.

    Adesina said the President was delighted with the pledge by the Jordanian government to further supply helicopters to Nigeria.

    He quoted Buhari saying that “the very expensive donation of about 200 Armoured Fighting Vehicles reflects true concern for Nigeria’s security situation and genuine goodwill towards a friendly nation.’’

    The presidential aide said Buhari also reassured the King of Nigeria’s commitment towards the proposed Aqaba Process with countries in the region.

    Aqaba is the only coastal city in Jordan and the largest and most populous city on the Gulf of Aqaba

    “Nigeria is willing to play a leading role in bringing together countries in the West African sub-region into this collective security arrangement.”

    He said the president pledged Nigeria’s continued desire for enhanced bilateral ties with the Hashemite Kingdom of Jordan.

    The Jordanian King had earlier informed Buhari that his Government was in the process of opening an embassy in Abuja in the next few months.

    He, therefore, expressed appreciation over the support being extended to his country by the Nigerian government in this regard.

    He told Buhari that his National Security Adviser ( NSA ) would soon be working out the finer details of the Aqaba Process with his Nigerian counterpart.

    The President was accompanied to the bilateral meeting, the third of its kind since the inception of the current administration, by the Minister of Foreign Affairs, Mr Geoffrey Onyeama and the NSA, retired Maj-Gen. Babagana Monguno.

    Nigeria’s Permanent Representative to the United Nations, Prof. Tijjani Bande also attended the meeting.

    The statement recalled that soon after President Buhari took office in 2015, the Jordanian King had offered a hand of friendship, cooperation and support for Nigeria in its fight against terrorism and insurgency.

    This resulted in the NSA undertaking two visits to Jordan to follow up on issues previously discussed with the King, and the donation of military hardware and pledge of further support.

    These gestures were aimed at enhancing Nigeria’s operational capabilities in the fight against terror both within the country and the Lake Chad Basin.

    The security situation in Nigeria affects neighbouring Cameroon, Chad and Niger where the Multinational Joint Task Force is engaging the Boko Haram insurgents and terrorists.

    The NSA’s second trip to Jordan on the invitation of the King in January 2016 to attend the 3rd Aqaba Process also resulted in a renewed commitment between the two countries to consider multilateral action in confronting the menace of terrorism.

    The Kingdom of Jordan has similar Aqaba arrangement with the East African countries battling protracted terrorist menace.

    Nigeria has agreed to work with countries in the region on a similar arrangement with Jordan.

    “It is anticipated that the first Aqaba Process for Nigeria and sister countries within the sub-region with Jordan will be held in late November or early December 2017,’’ the statement said.

    Buhari is healthy to lead UNGA delegation – Onyeama

    President Muhammadu Buhari is in excellent shape and form to lead the Nigerian delegation to the 72nd Session of the UN General Assembly in New York, the Federal Government has said.

    The Minister of Foreign Affairs, Geoffrey Onyeama, who declared this at a news conference at the UN headquarters in New York, said Buhari was “now firing up”.

    The Presidency had said that Buhari would depart Abuja on Sunday for New York to participate at the high-level events.

    Onyeama said speculations in some quarters about the president’s health and his ability to withstand the rigours of the high-level event scheduled from Sept. 19 to 25, was unnecessary.

    “President Muhammadu Buhari is in very good health to lead the UN General Assembly delegation.

    “The president is in excellent form in every way possible. We had the Federal Executive Council Meeting on Wednesday that lasted very long beyond the usual.

    “He presided over the Federal Executive Council meeting throughout. He’s now firing up and very fantastic,” Onyeama said.

    According to him, there is no doubting the fact that the president would make the trip to the U.S. and participate in all the events scheduled for the country.

    The minister stressed: “He (Buhari) will make the trip; you know the buzz word in the world today is ‘fake news’.

    “So I think it’s a reality of modern journalism, may be because the internet, the cyber face makes journalist of everybody.

    “So all kinds of news filters through but the reality is that Mr President will be here. He’s in excellent health and he’s going to be leading a very strong high-level Nigerian delegation.

    Onyeama said that aside other high-level engagement, Buhari would meet with U.S. President Donald Trump to further strengthen the bilateral tie between the two countries.

    The Nigerian leader would hold a lunch meeting with Trump along with other world leaders.

    “The relations are good, so we just hope they would continue to be good and by all accounts, we are going in the right direction.

    “What would be discussed are some of the global issues – trade issues with Africa, conflict in Africa, global conflict will also certainly be discussed,” the minister said.

    The high point of Buhari’s activities would be his participation in the General Debate during which he would deliver Nigeria’s National Statement on Tuesday, the first day of the general debate. (NAN)

    Buhari’s integrity is unimpeachable – Onyeama

    Mr Geoffrey Onyeama, the Minister of Foreign Affairs, has described the integrity of President Muhammadu Buhari as unimpeachable and remained intact in the fight against corruption.

    Onyeama told the Correspondent of the News Agency of Nigeria (NAN) in New York that the amount of money siphoned out of the country was staggering.

    According to him, however, the Federal Government has been engaging countries where the money was stashed away for repatriation.

    “President Muhammadu Buhari is known as a crusader against corruption; his integrity in unimpeachable.

    “The high level of corruption has played a direct role in the development deficit in the country.

    “We know that corruption fights but it’s a fight this government intends to fight to the end.

    “We will require global cooperation to facilitate restitution and repatriation of those funds. Corruption is an impediment to development,” the Minister said.

    Onyeama said Switzerland had repatriated about $1 billion in looted funds to Nigeria while high-level discussions were ongoing with Britain, Qatar, the U.S. and a host of other countries.

    He explained that corruption was endemic and was not going to be won overnight, stressing that the Federal Government was determined to block financial leakages in the system.

    The minister added that Buhari had also made it clear that there would be no immunity for high-profile corrupt individuals, adding that the Whistle Blowers’ policy was working.

    According to him, the Federal Government has the records of all the money recovered from proceeds of corruption and that the money would be channelled to appropriate projects that impact on the people.

    He, however, said government was yet to ‘name and shame’ those from whom looted money was recovered so as not to discourage restitution.

    Onyeama said Africa was blessed with various human and natural resources but that the enabling environments needed to be created for the continent to realise its full potentials.

    The Minister also said that majority of Nigerians were hard working and honest people who were found in every country in the world.

    On the reported skirmishes on the Bakassi Peninsula, Onyeama said there were no fewer than four million Nigerians in Cameroon, adding that Nigeria-Cameroon relations was cordial.

    He also disclosed that Nigeria was calling for the reform of the UN Security Council to reflect the current realities.

    According to him, Nigeria is pushing for two permanent members’ seats for Africa on the Council, adding that Nigeria was ready to serve Africa in that capacity.

    The theme for the UN General Assembly is: ‘Focusing on People: Striving for Peace and a Decent Life for All on a Sustainable Planet’, holding from Sept. 19 to 25.

    Buhari leads Nigerian delegation to New York

    Foreign Affairs Minister Geoffrey Onyeama has said that President Muhammadu Buhari will lead the Nigerian delegation to the 72nd UN General Assembly (UNGA) in New York.

    Onyeama made this known in Abuja on Tuesday when he briefed the newsmen on the conference scheduled to hold from Sept. 12 to Sept. 25
    He said Nigeria would at the meeting, renew its call for international support for the release of remaining Chibok girls.

    He said that Nigeria would also call for comprehensive reform of the UN, particularly the Security Council to reflect effective, equitable and fair representation.

    “We are absolutely delighted that, as he did last year, Mr President will be leading the Nigerian delegation to the UNGA in New York.
    “That should be an excellent message to the world that Nigeria is engaged at the very highest level with the international community and it is present in the big and global issues of the day.

    “Of course, when we attend UNGA we always have clear objectives of what we want to get out of it for the country. “We are always keen that Nigeria’s priorities and interests are really pushed and our objectives are achieved,” he said  According to him, under the leadership of President Buhari the 2017 UNGA will be no exception as the delegation will engage robustly with the international community.

    He said that the 2017 UNGA provided a high level window of opportunity to advance Nigeria’s actions toward the promotion of peace and fervent implementation of SDGs.

    He said Nigeria would pursue its agenda in line with the theme for the session “Focusing on people: Striving for peace and a decent life for all on a sustainable planet” Onyeama said that Nigeria would seek the support of the international community in eradicating the residual traces of terrorism from the northeast of the country.

    “Government’s efforts have resulted in the release of over 80 schoolgirls kidnapped by Boko Haram in Chibok in 2014 “We will call for continued international support to ensure the safe release and return of the remaining Chibok girls,” he said.

    He said that Nigeria would also reiterate call for the repatriation of the proceeds of illicit financial assets to countries of origin. He said that Nigeria at the 2016 UNGA co-sponsored the resolution on repatriation of illicit financial assets to countries of origin. “At the 72nd Session, the country will follow-up on this resolution and call for international cooperation to combat illicit flows and enhance asset recovery to foster sustainable development.

    “Nigeria will also advocate for the eradication of poverty through partnerships which focus attention on people and planet in line with SDG Goal 1 “In this connection Nigeria will call for the continued support and cooperation of the international community to achieve this goal,” he said.

    According to him, Nigeria will seize the opportunity to take stock of the progress and achievement it has made since the adoption of the global agenda.

    He said that Nigeria was keen on the reformation of the UN, particularly the Security Council, to reflect an even-handed and fair representation.

    “The UN must scale up its process of change and reform to strengthen its delivery capacity to meet new demands and deliver its vital services in most effective and efficient manner.

    “The contemporary call for the reform of the UN Security Council is for a transparent, accountable Council. To this effect, Nigeria will call for the comprehensive reform of the UN.

    “Africa must be adequately represented on the Security Council in the Permanent membership category. In this regard, Nigeria stands ready to serve Africa and the world in advancing international peace and security,” he said.

    The Federal Government has conferred Ambassadorial title (In-SiTu) on Messrs Aminu Nabegu and Olukunle Bamgbose, Permanent Secretaries in the office of the Secretary to the Government of the Federation (SGF). 

    A statement signed by Mohammed Nakorji, Assistant Director of Press in the Office of the SGF, said that the two Permanent Secretaries, who had risen through the ranks and have discharged their responsibilities very well, have been denied so far, the benefit of a tradition the Ministry of Foreign Affairs has always conferred on its Directors who have been appointed Permanent Secretaries. 

    The two Permanent Secretaries, according to the Minister of Foreign Affairs, Geoffrey Onyeama, have spent over three decades in the Ministry of Foreign Affairs before their appointment as Permanent Secretaries.

    Onyeama charged them to exhibit high sense of responsibilities associated with the title and congratulated them on their well-deserved title on In-Situ.

    In another development, the two permanent Secretaries posted to the Office of the Secretary to the Government of the Federation have reported and sought for the cooperation of staff to move the departments forward. 

    Barrister Georgina Ekeoma Ehuria, MON and Gabriel Tanimu Aduda were posted as Permanent Secretaries in the Cabinet Office in charge of Political and Economy respectively.

    Nigeria donates relief materials, cash to Freetown mudslide victims

    Nigeria has donated 315 tonnes of assorted relief materials and one million dollars cash to Sierra Leone to help alleviate the suffering of people affected by flood and mudslide in the country.

    Nigeria’s  Minister of Foreign Affairs, Mr Geoffrey Onyeama, made the presentation to  his Sierra Leonean  counterpart, Mr Samura Koroma, in Freetown on Tuesday.

    The relief items included bags of rice, beans, maize, sorghum, milk, spoons, plates, mattresses, blankets, roofing sheets, soaps, mosquito nets and mats.

    Others were medical supplies, such as anti-malaria drugs,  antibiotics  and disinfectants.

    Onyeama, while making the presentation, said President Muhammadu Buhari sent him to express to the government and people of Sierra Leone his profound sadness over the tragedy that occurred last week.

    “We have come on behalf of President Muhammadu Buhari who heard the sad tragedy that befell your country and your people.

    “Myself, the Director-General of NEMA, Mustapha Maihaja; and  representative of the Minister of Health, Zainab Sheriff, have come to really express our profound sorrow and condolences for the large loss of lives, damage to properties and suffering of a large number of people in your country”, he said.

    Onyeama said Nigeria and Sierra Leone had a very strong bond making both countries feel they belonged to the same family.

    “Therefore, your loss is our loss. We grieve with you at this occasion,” he said.

    He said although Nigeria was facing a huge humanitarian, economic and social challenge, it shared the pains of the people of Sierra Leone.

    “We are flying constantly large quantities of food supplies and medicines and also a cash donation of a million dollars.
    “Our planes will be carrying about 315 tonnes of food and medicines.’’

    He said some of the cargo might be delivered by sea.

    Onyeama said the gesture was ‘’a token of our solidarity with the Government and people of Sierra Leone.

    ‘’You are very much in our heart and we pray for you to overcome this tragedy soon.”

    Koroma expressed appreciation to Nigeria for the  gesture,  adding that ‘’Nigeria had always been there for Sierra Leone in the past.

    “You were there for us during the civil war when Nigeria sent her troops.

    ‘’You sent your support and personnel during Ebola disease outbreak, and you are here to support us again during this time of mudslide and flood.”

    On Aug.  14, a downpour which caused severe flooding in Freetown and a mudslide in the Regent area left more than 300 people dead, including children.

    The incident left more than 3,000 homeless and in need of humanitarian assistance.

    Some 600 people are still missing and rescue workers warn that the chances of finding survivors are decreasing each day.

    Elections: APC unity sacrosanct says Onyeama

    Foreign Affairs Minister Geoffrey Onyeama says the unity of the All Progressives Congress (APC) in Enugu State is sacrosanct as the party prepares for future elections in the state.

    Onyeama said this in a statement signed by his Personal Assistant on Communications, Mr Flavour Eze, and made available to newsmen on Monday in Enugu.

    He said in the statement that preparations for both the Nov. 4, 2017 local government and 2019 polls should be given the seriousness they deserved.

    He noted especially the challenges involved as the party strives to unseat the incumbent administration in the state at the 2019 polls.

    “In view of this, the unity of the party in the state is sacrosanct as we prepare to build a solid base preparatory to the council polls and future elections.”

    The minister said that it was unacceptable that the party would be torn to factions at a time it had made inroads into all segments of the state and urged the opposing factions to sheath their swords.

    Onyeama said that as the highest ranking political office holder from the state, he had dedicated his time and resources in ensuring that the APC built on the successes of the past few months.

    On the outcome of the recently concluded non-elective local government congress of the party in the state, he called for calm, adding that efforts were on to calm frayed nerves.

    It would be recalled that the exercise had produced separate delegates’ lists with each of the factions claiming to be the authentic one.

    The minister said that he had not taken sides with any of the factions but was working to resolve the crisis and restore unity among party members.

    “We acknowledge that two separate delegates’ lists were produced during the non-elective local government congress of the party in the state and we are working to resolve the matter.”

    The minister said that he had concluded plans to meet with the two factions on Aug. 28 during which all contentious issues would be resolved.

    Onyeama gave an assurance that party faithful in the state would continue to give unalloyed support to President Muhammadu Buhari’s administration.

    FG to beef up security in worship centres – Ngige

    The Federal Government says it will come up with security plans that will guarantee the safety of lives and property in worship centres across the country.

    Sen. Chris Ngige, Minister for Labour and Employment, said this in Amakwa, Ozubulu in Ekwusigo council when he led a delegation to commiserate with the people and government of Anambra on Saturday.

    The delegation was led to St. Philips Catholic Church by Dr Nkem Okeke, Deputy Governor of Anambra and Most Rev. Dr Hillary Okeke, the Catholic Bishop of Nnewi Diocese.

    Ngige said the Federal Government would cooperate with Anambra to ensure that the culprits were brought to book.

    The minister, who described the attack as heinous, wicked and sacrilegious, said the delegation would report back to the presidency.

    He said the Federal Government would also work out a security framework that would protect worshipers anywhere in the country.

    Ngige, who was briefed by the Bishop and Parish Priest of the church, Rev. Fr. Jude Onwuaso, said efforts would be made to forestall future recurrence.

    In his remarks, the deputy governor said the church was praying for the repentance of the perpetrators.

    He said government and the security agencies could go ahead with the hunt for the culprits, but as Christians, the diocese was praying that the masterminds should change their ways.

    He called for prayers and support for the victims either directly to the affected families or through the church through its Victims’ Support Fund.

    Other members of the delegation included the Minister of State for Education, Prof. Anthony Anwukah, the Minister of Health, Prof. Isaac Adewole, the Minister of Foreign Affairs, Mr Geoffrey Onyeama and the Minister of State for Environment, Mr Ibrahim Jubrin.

    FAO to address livestock development challenges in Nigeria

    Mr Suffyan Koroma, Food and Agriculture Organisation Country Representative to Nigeria, has said that the organisation will organise a livestock development conference in August to address challenges in the sector.

    Koroma made the disclosure when he presented his letter of commission to the Minister of Foreign Affairs, Mr Geoffrey Onyeama, in Abuja on Tuesday.

    He said the conference was part of the organisation’s support to improve the utilisation of grazing reserves in the country.

    “Our support to improve the utilisation of grazing reserves and stock routes to mitigate conflicts and promote commercialised stock production has led to calls for a national conference on livestock development.

    “The conference is expected to come up with comprehensive recommendations to address all issues associated with grazing reserves and livestock production; this will happen sometime this month.

    “We are also looking at developing a national dialogue for the livestock policy development,” he said.

    Koroma further said that the activities of the FAO to respond to the crisis in the northeast was “fully aligned” with the intervention initiative of the Muhammadu Buhari-led administration.

    He added that FAO supported Nigeria’s economic growth plan and agricultural promotion policy aimed at reducing food and agricultural imports and boosting exports.

    “The strong confidence my UN colleagues have in my technical and leadership ability led to revised implementation modalities of the UN sustainable development framework for Nigeria.

    “It also put FAO as the lead agency for the diversified economic growth outcome area which is a key aspiration for Nigeria within the Economic Recovery and Growth Plan.”

    In his response, the foreign affairs minister commended the FAO’s response to the crisis in the northeast.

    He said that the resumption of the new country representative would contribute to “more holistic approach to putting agriculture front and centre of our development goals”.

    Onyeama also commended the organisation’s initiative to organise a livestock development conference adding that the transhumance crisis needed to be addressed sub-regionally.

    “This has led to conflict and security issues and it is one of the items we also want to place on the sub-regional agenda of ECOWAS because it is not just a national issue.

    “The transhumance aspect of it is significant and we have to adopt a sub-regional approach to addressing that issue; the national conference to address that will be important,” he said.
