FG embraces PPP to accelerate infrastructure development, enhance food security

The federal government said that it has embraced Public Private Partnerships (PPP) in infrastructure development and delivery especially in the agriculture sector to ensure national food security and economic growth in Nigeria.

Just as the federal government disclosed it approved 103 Public Private Partnership projects worth N20 trillion between 2010 and 2023.

The Secretary to the Government of the Federation (SGF), George Akume, stated this on Wednesday, June 26, during the second quarter 2024 Nigeria PPP Network meeting held in Minna, Niger state.

Akume expressed high hopes that PPPs will become the primary tool for socio-economic development in the country emphasizing that PPPs in infrastructure delivery, especially in the agriculture sector will address the challenges of climate change, dwindling revenue, security issues, and food security concerns.

“Given the impact of climate change, dwindling revenue, challenges in the security sector and several other factors threatening food security not just in Nigeria but also in other parts of the world. Agriculture has become a priority sector for urgent development for governments. This is even more compelling because of our growing population.

“For the administration of President Bola Ahmed Tinubu who has already declared a state of emergency on food security, there is a significant need to invest heavily in the improvement of food production and food security in Nigeria.

“As a demonstration of this commitment, the President through the Federal Executive Council, recently approved the implementation of the Green Hope National Agricultural Mechanisation Development Program under a PPP arrangement. The details will be unveiled by the Minister of Agriculture”, he said.

The SGF who was represented by the Director in the SGF office, Simon Tyuugu, called on state governments to structure viable PPP models to enable and ease private sector participation in infrastructure delivery, pointing out that the government alone cannot finance all programs and projects, especially with the shift from oil to non-oil revenue.

“Public Private Partnership (PPP) is an infrastructure procurement method that can be deployed readily to reduce the strain on States’ fiscal spending thereby making them able to allocate fiscal savings to other developmental projects.

“In this light, the federal government commends this forum which brings sub-national entities together to share knowledge and experience the successful implementation of PPPs in upscaling infrastructure deficits in our dear country”, he said.

Niger State Governor, Mohammed Umaru Bago in his address stated that 95 per cent of the projects going on in Niger state is PPP based adding that the state has gone head-on to engage with private investors for the infrastructural development of the state.

Bago who was represented by the Head of Service, Abubakar Salisu said that Niger state will continue to seek partnership and collaboration with the private sector especially in the area of agricultural development.

“Niger state has actively engaged in agriculture revolution through PPP as a means of bringing prosperity to the people. We have no problem with funding and the PPP arrangements we have entered into have been 100 per cent successful.”

The Director General of the Infrastructure Concession Regulatory Commission (ICRC), Micheal Ohiani said that between 2010 to 2023, the federal government had approved 103 PPP projects worth N20 trillion adding that there are 95 post-contract PPP projects at different stages of the implementation phase while 152 pre-contract projects are still at different development and procurement stages.

Ohiani said that the ICRC has issued 199 Outline Business Compliance Certificates to different MDAs confirming viability and bankability to proceed to the procurement phase while 116 Full Business Case Compliance Certificates were issued to different MDAs to obtain FEC approval to sign PPP contracts.

Senate leader Bamidele hails ‘Progressive General’ at 70

Senate Leader Opeyemi Bamidele has felicitated the Secretary to the Government of Federation (SGF) and former Benue State Governor, Senator George Akume, who clocks 70 years today.

In a statement by his Directorate of Media and Public Affairs on Tuesday, Bamidele described the SGF as one of the few progressive generals, who through firmness, resilience and tenacity reclaimed Nigeria from the claws of regressive elements in 2015.

He specifically commended Akume for being consistent, firm and tenacious in the  progressive struggle to reclaim Nigeria right from the era of the defunct Action Congress of Nigeria to the dawn of All Progressives Congress in February 2013 and beyond.

He recounted Akume’s many contributions as Benue State Governor (1999-2007), Senator of the Federal Republic of Nigeria (2007 – 2019) and Minister of Special Duties (2019 – 2023), pointing out his unflinching love for his people and his people’s love for him.

The statement said: “On this day, I celebrate one of the priceless generals in the ranks of the progressives, who worked valiantly to rescue and reclaim Nigeria from the claws of regressive elements that ruled between 1999 and 2015.

“Even when the progressive actors could not make meaningful inroads into the Middle Belt, Senator Akume held forth and is still holding forth, especially amid stiff opposition from the ruling elite in the state and at the centre.

“Senator Akume’s politics of consistency and welfarism has made both the young and old people in Benue State to be pleased with him. Today, there is no political actor in Benue State, indeed Middle Belt at large, that is in touch with the people at the grassroots as Senator Akume. He is truly a man of the people.

“For these reasons, the upcoming progressives nationwide have the onus of understudying Senator Akume’s politics that endeared him to the heart of Benue people and beyond since his election in 1999,” the senate leader said in a statement.

Bamidele, therefore, prayed that God would continue to satisfy the SGF with longer life; grant him unfailing memory; bless him with enduring peace and fill his heart with joy unspeakable in the Name of Jesus Christ.
