    Japa: Delta Commission uncovers ghost workers in councils

    Chairman, Delta state Local Government Service Commission, Dr Joseph Otirhue has discovered the existence of ghost workers who have travelled overseas for years and were still receiving salaries.

    Otirhue, who made the revelation in Asaba during an interactive session with journalists, yesterday, said the names of such workers had been expunged from the payroll of the local government councils.

    “Early this year, the commission carried out general verification of those who come to work, and those who don’t come to work. Because, you can’t expect the government to pay a huge amount of money on salary to staff, and at the end of the day, the impact is not being felt. That’s why we embarked on that verification, and it yielded a lot of results. We saved so much money for the councils,” stated Otirhue.

    The Commission boss, while highlighting some landmark achievements, noted that the Commission was saddled with the mandate to train and retrain staff of the Commission to enable them work efficiently and effectively for optimal performance in their various levels in local government across the state.

  • ‘Detection of ghost workers has not yielded reduction in our wage bill’

    The Secretary to Kogi State Government (SSG), Dr Folashade Arike Ayoade,  has appealed to the judicial staff members to present themselves for the pay parade and biometric data capturing, to enable the government have the accurate data base of civil servants in the state .

    Making the appeal yesterday in the capital, Lokoja, the SSG enumerated some of the success achieved so far in the exercise, and announced that the next table payment had been arranged for civil servants at the state level and local government workers.

    She explained that the Governor Yahaya Bello-led administration inherited huge wage bill, and sought to find a solution, including the staff screening, but after the exercise, no fewer than 8,000 ghost workers were detected, which ordinarily should lead to reduced wage bill, but that instead, the monthly salaries of workers at the state and the local government levels continue to increase.

    She noted that the objectives of the pay parade was not to witch hunt any arm of government, but to tackle the incessant increase in the monthly wage bill of the state

  • How Edo councils uncovered ghost workers

    Ghost workers have been uncovered in Ikpoba-Okha and Esan West local government areas of Edo State.

    Some of the ghost workers which included relatives of party chieftains were found to be living in Abuja and other parts of the country but were collecting motherly salaries from the councils.

    In Ikpoba-Okha, sources told our reporter that bubble burst when the Chairman, Dr. Eric Osayande, ordered a staff verification exercise after the workers’ salaries increased from N90m to N100m.

    The source said those involved in the sleaze rushed to the chairman to confess their role in the sleaze.

    It was learnt that the council boss has pencilled down names of the ghost workers as well as their collaborators with a view to possibly prosecuting them.

    Chairman of Esan West, Hon Patrick Aguinede, said he discovered an 80-year old man still collecting salary during the verification exercise.

    Hon Aguinede stated that he set up the staff audit exercise after he was told that there were 722 employees in the council.

    According to him, “There was a staff now working in Abuja that was still collecting salaries. We made her refund the money. There were two others we also made to refined money they collected illegally from the council.

    “How can we be having 722 staff in Esan West. We have written to the Local Government Service Commission and they told us to bring the staff list.

    “We are not supposed to be having more than 300 staff according to law”.

    Osibanjo vows to make it difficult for ghost workers

    Vice President Yemi Osibanjo on Monday said that the President Buhari led administration will make it difficult for ghost workers to return to the public service payroll.

    Speaking at the Inter Agency Task Team (IATT) International Anti-Corruption Day 2017 in Abuja, he said that the ghost workers, whose names had been removed from the payroll had always found their ways back into the system.

    But his Special Adviser, Adegbolahan Adeniran, who represented him in the occasion, said that government has now put measures in place to making their return impossible.

    He said that the “Federal Government has used its anti-corruption war to weed out 50,000 ghost workers from the payroll. We are going to make it difficult for ghost workers to return.”

    According to him, owing to the operation of the Treasury Single account (TSA) government has blocked so many financial leakages in different government agencies.

    He cited examples with the Joint Administration and Matriculation Examination Board (JAMB) and the Nigerian Maritime administration and Safety Agency (NIMASA).

    He recalled that JAMB never remitted more than N3million into the federation account but only this year it has remitted N5billion and still has another N3billion to remit for the year.

    Meanwhile, the Minister of Solid Minerals Development and the chairman, National Stakeholders Working Group (NWSG) of the Nigerian Extractive Industries Transparency Initiative (NEITI) , Dr. Kayode Fayemi said that the government on July 5, adopted the National Anti Corruption Strategy (NACS).

    He said that Nigeria has upon return to civil rule, had a strong ant-corruption policy embedded in both the constitution and several organic laws.

    But the policy, according to him,” has now resulted in the creation of the several anti-corruption initiatives to recover and apply proceeds of corruption.

    “We have the Whistle-Blower policy which has yielded significant dividends. At the international level, Nigeria has been at the forefront of proposing resolutions on the recovery and return of stolen assets kept in foreign jurisdictions.

    “We have also proposed resolutions to combat illicit financial flows most of which are from developing counties.”

    The policy, said Fayemi, has instituted several initiatives to recover and apply proceeds of corruption .

    H said that “we are not relenting in our effects to deal with the issues. We continue to see quickening of efforts in enforcement and sanctions as well as innovative methods to prevent corruption.”

  • Enugu discovers 6,000 ghost workers, pensioners

    •Grows IGR to 35% of total revenue

    Enugu State Government has discovered and weeded out 6,280 ghost workers and pensioners from the nominal rolls of local government’s councils and its Pensions Board.

    Part of the discovery was fallout of the committee that recently disbursed the first tranche of the Paris Club Refund, which was used to offset all the outstanding salaries and some pensions of local government workers and retirees respectively, totaling 3,462 ghost pensioners.

    It would be recalled that a committee headed by the Speaker of the State House of Assembly, Hon. Edward Ubosi, had discovered 2,818 ghost workers in the nominal roll of local government staff.

    Briefing journalists after the meeting of the State Executive Council, the Commissioner for Information, Mr. OgbuaguAnikwe, disclosed that the council “authorized the Commissioner for Local Government Matters, Mr. ChijiokeEdeoga, to hand over the verified names as the master list of workers and pensioners to concerned local councils, LG Commission and Pension Board”.

    Mr. Anikwe said that the state’s Accountant General, Sir Paschal Okolie, briefed the council and announced that “the Enugu State government has grown its Internally Generated Revenue (IGR) to 35 percent of her total revenue”.

    The Information Commissioner added that “Okolie who was addressing top government functionaries at a mid-year budget review at the weekend said that the half year revenue receipts of N12.4billion almost equaled federal statutory allocation of N13.5billion within the period.

    “He described this as a remarkable achievement on the part of revenue collection agencies in the state for the period, considering that the total IGR receipt for 2016 was N14.2billion”.

    FG uncovers 60,000 ghost workers

    At least 60,000 ghost workers have been uncovered by the Federal Government since the introduction of the Bank Verification Number (BVN), Acting President Yemi Osinbajo has said.

    Osinbajo gave the update on government’s war on corruption at the 5th Annual Christopher Kolade Lecture on Business Integrity in Lagos on Thursday night.

    This is almost twice the 33,000 figure given by Minister of Finance, Kemi Adeosun, in October last year.

    The minister said at the time that the removal of  33,000 ghost names from payroll of federal government’s ministries, departments and agencies had helped in reducing the wage bill from N166billion to N142billion.

    The acting president did not say on Thursday how much government now saves with the uncovering of the 60,000 ghost workers.

    But he said the closure of over 20, 000 government bank accounts  and the introduction of the Treasury Single Account (TSA) has brought a great deal of sanity into handling of public funds.

    Also yielding positive results, according to him are ‘’getting all our armed forces personnel on the electronic human resource payroll to prevent scams in the service and the whistleblower policy.”

    Osinbajo said President Muhammadu Buhari’s administration would not relent in the anti- corruption war although he stressed that the war was better fought by preventing it than trying to recover stolen funds.

    He cited the $15billion arms funds allegedly stolen during ex- President Goodluck Jonathan’s administration and the frustrations government currently faces in recovering stolen funds stashed abroad.

    He said: ”In our investigations into defence spending, we discovered $15 billion unaccounted for, with no guarantee that we will ever be able to recover it.

    “You can imagine the damage done by that corrupt act.

    ”You need to engage forensic consultants and hire other experts; even then, you will only have some hope of recovering some of what has been lost.”

    “Many countries are reluctant to return proceeds of corruption by introducing legal obstacles of different kinds to ensure that we do not get back the money.”

  • 3000 ghost workers discovered in Enugu

    Enugu State Governor Ifeanyi,Ugwuanyi has said no fewer than 3000 ghost workers have been uncovered in the state’s local government. The governor, who disclosed this in his Democracy Day speech, said the discovery was made following the setting up of Local Government Audit and other Reforms Committee.

    He said, “To make the Local Government System more effective, we set up the Local Government Audit and other Reforms Committee following the meeting of Enugu State Stakeholders held on November 28, 2015 to look into the problems of local government administration and management in Enugu State, including issues of outstanding salaries. This effort to reposition the Local Government System accounted for the delay in conducting Council elections. The Committee headed by the Speaker of the Enugu State House of Assembly has since submitted its report with useful findings and recommendations. For instance, the panel uncovered the existence of over 3,000 ghost workers across the 17 Local Government Areas. This was a major drain to the resources of local councils in the State.”

    The governor promised to continue with his vision to provide good governance and other basic needs of the people of the state in order to “build the Enugu State of our dreams”, notwithstanding the economic difficulties in the country.

    Ugwuanyi while thanking the people of Enugu State for their unparalleled support, solidarity and prayers also promised that his administration will continue to run an open and accountable government and work assiduously towards the realization of the dreams of the state’s founding fathers.

    Past and present leaders of the state such as the  Deputy President of the Senate, Senator Ike Ekweremadu and other members of the National Assembly; the Governor’s wife, Mrs. Monica Ugwuanyi; state’s Deputy Governor, Mrs. Cecilia Ezeilo;, the Speaker of Enugu State House of Assembly, Hon. Edward Ubosi and other members of the House; former Governor of the State, Dr. Okwesilieze Nwodo, Service Chiefs, and former Deputy Governors of the state were present at the occasion.

    Others include: the Catholic Bishop of Enugu Diocese, Most Rev Callistus Onaga; the Archbishop of Enugu Province (Anglican Communion), Most Rev. Dr. Emmanuel Chukwuma; the Archbishop of Enugu Methodist Church of Nigeria, Most Rev. Barr. C.N Ede; other clerics; the organized Labour; revered Traditional Rulers, etc.

    Highlighting his achievements in office, Ugwuanyi who noted that the primary responsibility of government is the welfare of the people and the security of lives and property, said that his administration will continue to pay workers’ salaries and pensions on the 25th of every month in recognition of the fact that the civil service is the fulcrum and engine room of governance.

    The governor reiterated his administration’s commitment to peace and security of the state to maintain the state’s status as one of the safest in the country, adding that the government has revitalized the Neighbourhood Association and recently launched the Enugu State Security Trust Fund to galvanize resources and provide the enablers that will ensure the effective equipping of the Neighbourhood Watch to complement the efforts of the Nigerian security agencies.

    Ugwuanyi added that his administration has recorded tremendous feats in infrastructural development as a major goal to enhance the wellbeing of the people of the state as well as initiating innovative programmes aimed at economic stimulation and diversification.

    He mentioned that the government a few days ago simultaneously commissioned 26 development projects it executed across the 17 local government areas, which were among the 35 grassroots projects flagged off in October 2016 to open up the rural areas and catalyze socio-economic growth.

    The governor further stated that his administration also carried out major construction projects as well as intervened in the rehabilitation of failed sections of some federal roads in the state, which hitherto caused untold hardships to the people, slowed economic activities and in many instances, led to the loss of lives.

    He said that the government had initiated a N10 million per community based programme tagged “one autonomous community one project” to further take development to the rural areas, promising that the forthcoming Local Government council elections in the state will be the most transparent in recent history.

    “I am here today to reaffirm my promises to you and reassure you that this administration will continue to work for the common good of our people. Recall that on this day in 2015, I sincerely acknowledged the fast depleting revenue profile of the State owing to the slump in oil price and low internally generated revenue. Back then, I had assured you that I believed in the miracle of five loaves and two fish; and that I and my team would harness and apply every available resource with utmost transparency, honesty, prudence, and equity to the benefit of the ordinary man.

    “Our empowerment programmes designed to alleviate poverty and other socio-economic challenges among our people, have been successful. These include the facilitation of 100 units of one bedroom flats for civil servants of Grade Levels 1-10 at Elim Estate and the Enugu State Traders Empowerment Programme, which was specifically designed to empower market traders in the State through a monthly open lottery where 100 lucky winners receive the sums of N50,000 each. This is in addition to other schemes targeted at youth development,” Governor Ugwunayi highlighted.

    150 ghost workers discovered at National Assembly

    An ongoing staff verification at the National Assembly has led to the discovery of about 150 ghost workers, The Nation has learnt.

    A hundred of the ghost workers were discovered in the House of Representatives, sources said.

    “The verification exercise has turned up fundamental discoveries,” one source said.

    The verification is part of the measures put in place to reduce the running cost of the legislative arm.

    It was gathered that the debt profile of the National Assembly which is put at N17billion has been giving the leadership some concern.

    The huge debt is understood to be largely responsible for the inability of the management to procure utility vehicles for the lawmakers at once, as well as upgrading of existing facilities and embarking on other projects.

    A sum of N7b is earmarked for the purchase of utility vehicles for the lawmakers in the 2017 budget.

    To address the debt and other management issues, following a protest by legislative aides, the management embarked on the staff verification exercise that commenced last year with legislative aides.

    The legislative aides have been paid only one quarterly allowance of N75,000 per head since the inauguration of the 8th Assembly.

    N9.6b including N150m for capital projects was allocated to Legislative aides by the National Assembly management in the 2017 budget.

    In a memorandum to all lawmakers, details of legislative aides attached to individual lawmakers were requested.

    This was prompted by reports that some lawmakers employed fewer than the mandatory five aides.

    The lawmakers were requested to provide the names, designation, cadre and other details of their aides.

    The management has already reduced the number and salaries of legislative aides to the presiding officers and their deputies.

    Between them, the Speaker and the Deputy Speaker have about 20 aides earning between N450,000 and N950,000 monthly.

    Done with the legislative aides, the management embarked on staff audit exercise whereby all civil servants were directed to physically appear before a panel with their employment letters.

    The completion of the physical appearance was followed by physical payment of salary which did not go down well with a number of workers.

    The table payment of salary that began in April may last through till June, it was learnt.

    This became necessary as it was discovered that some workers that turned up for the physical verification failed to show  up for the salary table payment.

    Sources said some names on the payroll are those of those “have either left the service or transferred from NASS.

    “Some that have either retired or dead still maintain their places on the payroll.

    “The discovery of all these was made possible by the physical audit exercise.

    “It is now obvious that the management was just burdened by induced manipulations but I think by the time this is concluded and necessary sanctions applied on those found culpable, the fortune of the institution will begin to improve,” she said.

    The staff verification exercise also became imperative following allegations of falsification of appointment details by some senior staff jostling for the position of the Clerk of the House.

    The incumbent, Gani Ojagbohunmi has a year to retire from service, it was learnt.

    Irregular inter-departmental transfer without documentations and approval was also cited as part of the reasons responsible for the staff audit exercise

    Some Directors were alleged to have falsified their age in order to gain undue advantage for the existing vacancies in the management cadre.

    According to the source, no fewer than five Heads of Departments, especially those seconded from other establishments have changed their records of service in order to prolong their stay in service.

    Efforts to get reaction from the Clerk to the National Assembly (CNA), Mohammed Sani-Omolori failed as his security aides told our reporters that the CNA could only be contacted through phone.

    They told our reporters to call the CNA.

    After being told that the CNA’s phone numbers were in not in public domain, the reporters were later referred to Yahaya Dan Zaria, Director, Public Affairs (Office of the CNA), who also refused to see the reporters but asked Director, Information and Publication, Ishaku Dibal to interface with the reporters.

    Dibal informed the reporters that answers to their queries could  only be provided by the Secretary, Corporate Affairs, Bala Shehu Jabo who remained unavailable, despite several visits  to his office.

    The Federal Government saved N200 billion by eliminating 50,000 ghost workers from its payroll this year, the Presidency said yesterday.
    Between February and this month, N13 billion was taken off the payroll monthly.
    The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said 11 leaders of the syndicate behind the ghost workers had been handed over to the Economic and Financial Crimes Commission (EFCC).
    He said: “The flagship programme of the Muhammadu Buhari administration to rid the system of fraud and instill good governance is on course. Through a notable initiative, the Efficiency Unit of the Federal Ministry of Finance has embarked on the continuous auditing of the salaries and wages of government departments.
    “When the Committee was constituted in February 2016, the Federal Government monthly wage bill was N151 billion, excluding pensions. Now the monthly salary warrant is N138 billion, excluding pensions; which means that the government is making a monthly saving of about N13 billion. That is from February 2016 to date.”
    “The pension bill was N15.5b monthly as at February. Now it is down to N14.4 billion, which means average monthly saving is about N1.1 billion.” he said
    He said 50,000 ghost workers had been removed from the payroll and that 11 leaders of the ghost workers syndicate had been referred to the EFCC. Some of them, he said were undergoing trial.
    On the welfare of the recently-released 21 Chibok Girls, Shehu said they were being treated as adoptees of the Federal Government adding that there is a lot of local and international interest in their future plans.
    He said: “A black American billionaire, Mr. Robert Smith, who is sponsoring the education of 24 girls from Chibok, among them the first set of escapees from Boko Haram at the American University of Nigeria, Yola, has offered to pay for the education of the 21 freed girls through negotiations and is offering to take responsibility for all the others who will hopefully be eventually set free. The Murtala Mohammed Foundation in the country is equally interested,”
    Responding to complaints by some of the parents of the 21 girls that they did not have enough room for interaction with their daughters brought home for Christmas by security men, the presidential spokesmen admitted that there were some hitches arising from a lack of understanding of the objective of the trip on the part of some security operatives but that following the receipt of the complaint, a directive had been given from the headquarters for access by the parents to be eased.
    “If the situation persists, please let us know so that the higher authorities will make a further intercession,” he assured.
    Shehu said appointments into boards of government agencies would be on track in the New Year.
    “You know that the reconstitution (of board membership) began methodically, from sector by sector. You should expect that to resume at the beginning of the New Year. The President has given directions on what to do”, he stated
    On the agricultural programmes of the administration, Shehu said the President’s persistent calls for a return to farming were yielding good results.
    “The talk about agriculture has driven people to the farm. This year, there is a huge boom in the rural economy. We have witnessed an excellent harvest. Farmers are getting value for their output. What has encouraged farmers the more is the increasing availability of extension services. New farming techniques are helping farmers to do their occupation better. The readiness to buy the produce is also a major boost.
    “When you put all these together with the systematic move to curb importation as a boost to local production through the restriction of the available foreign exchange to critically important sectors of the economy, you have favourable environment for the diversification of the economy.
    “As we speak, several of the country’s major manufacturing industries are actively backward-integrating- Nestle, Unilever, the breweries are looking at what we have as local materials, changing their formulations to maintain production levels and keep their share of the market. Manufacturers who are hooked on import of raw materials are advised to re-strategise and take full advantage of local raw materials. The future belongs to those who employ the use of local raw materials,” Shehu said.

    The Presidency on Tuesday said the Federal government has saved N200 billion by eliminating 50,000 ghost workers from its payroll in 2016.

    A total of N13 billion has been taken off the payroll monthly from February to December this year.

    Speaking with State House correspondents on Tuesday, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said 11 persons championing the syndicate of ghost workers have been handed over to the Economic and Financial Crimes Commission (EFCC).

    He said: “The flagship program of the Muhammadu Buhari administration to rid the system of fraud and instill good governance is on course. Through a notable initiative, the Efficiency Unit of the Federal Ministry of Finance, the government has embarked on the continuous auditing of the salaries and wages of government departments.

    “When the Committee was constituted in February 2016, federal government monthly salary bill was N151 billion excluding pensions. Now the monthly salary warrant is N138 billion, excluding pensions. Which means that the government is making a monthly saving of about N13 billion. That is from February 2016 to date.

    “The pension bill was 15.5billion monthly as at February. Now it is down to N14.4 billion, which means average monthly saving is about N1.1 billion.”
