    Vendor needs N3.4million for surgery in India

    A newspaper vendor, Patrick Utomi is in dire need of $9,000 for a surgery on complex urethral stricture at Saket City Hospital, New Delhi, India.

    Utomi had gone from one hospital to the other, seeking solution to the urethral dysfunction he sustained from an accident in 2002.

    Since then, excretion through natural channels became impossible as his urinary system were damaged.

    He was initially salvaged by the Lagos University Teaching Hospital (LUTH) where a makeshift passage was made by his abdomen, but it stopped working.

    He proceeded to India through a financial assistance by former Akwa-Ibom State Governor Godswill Akpabio.

    After visiting India thrice, his system normalised until recently, when he began to experience complications from implant in his body following a Ray-surgery conducted on him.

    According to him, the complications have become terrible that he can no longer pass urine naturally.

    His doctor, Shalabh Agarwat, has invited him to come for removal of the implant.

    The doctor’s statement reads: “This patient has complex urethral stricture with stent related complications. In case the symptoms of frequency and bleeding are very bothersome then I would advice for Cystoscopy and removal of Mammocath. After removal, we will have to give about six months’ time for healing and then revise Urethroplasty.”

    Pleading for assistance, Patrick said: “My present state of health is the history of a failed multiple urethroplasty surgeries. The 15-year of medical predicament has cost over N30 million. Please help me not to die this time. What they are demanding now is bigger. Please, I beseech good Nigerians in the name of God to help me. My health is in jeopardy and I am homeless after five surgeries in Nigeria and four surgeries in India. I really need kind hearted Nigerians to come to my aid. I don’t want to be a mendicant of parasite to people. I want to live a normal life again.”

    Economy: Adeosun must appear before Senate-Saraki

    Finance Minister, Mrs. Kemi Adeosun, was Wednesday asked to appear before the Senate on Thursday to brief the upper chamber about measures the Federal Government is taking to shore up the country’s dwindling economy.

    The directive followed the failure of the minister to brief the Senate on Wednesday as scheduled.

    Senate Leader, Mohammed Ali Ndume, informed the Senate in plenary that Adeosun sent a message that she was held up at the Federal Executive Council meeting and therefore could not attend the scheduled briefing.

    Ndume said that Senate should give the minister another date to appear for the briefing.

    Minority Leader, Godswill Akpabio who seconded the motion observed that it was Adeosun who picked the Wednesday date and wondered why she failed to honour the invitation.

    Akpabio said that the minister should have taken cognizance of the fact the FEC meeting would hold yesterday.

    He added, “We would not take it as a slight and disrespect for the Senate. We will take it as a mistake on her part but it should not repeat itself again because the minister ought to have known about the FEC meeting.”

    Senate President, Abubakar Bukola Saraki ruled that Adeosun must be here tomorrow (Thursday).

    Saraki noted that the issue of the economy is very important and that Nigerians needed to be informed about what is happening in the economy.

    He said, “She must be here tomorrow of today at the end of council meeting because we are here. These are important to Nigerians to know what is happening.”

    The Central Bnak of Nigeria Governor, Mr. Godwin Emefiele took his turn to brief the Senate on Tuesday on the same subject matter.

  • Senate inaugurates reconciliation committee

    The Senate on Thursday inaugurated a 12-member reconciliation committee to address issues affecting the smooth running of the upper chamber.

    The committee which has two Senators from each geopolitical zone was inaugurated by Senate Leader, Senator Mohammed Ali Ndume.

    Deputy Senate President, Senator Ike Ekweremadu, had on Wednesday named “12 wise men” charged with the responsibility to reconcile Senators in order to move the Red Chamber forward.

    Senator Godswill Akpabio and Senator James Manager were named to represent South –south, Senators Sani Yerima and Senator Suleiman Hunkunyi were chosen for the North West and Senator Bukar Abba Ibrahim and Senator Joshua Lidani were picked from the North East.

    The South East has Senator Sam Egwu and Senator Hope Uzodinma, Senator Barnabas Gemade and Senator Abdullahi Adamu were named for the North Central and for South West, Senator Monsurat Sunmonu and Senator Gbenga Ashafa were picked.

    While inaugurating the committee, Ndume said that they resolved to pick two Senators each from the six geo-political zones to address issues confronting the Senate.

    The Senate leader said he was charged with the responsibility of inaugurating the committee.

    The Senate has rejected a motion for the payment of N5, 000 monthly allowances to unemployed youths in the country.

     

     

    The motion, which was sponsored by one of the Peoples Democratic Party (PDP) lawmakers representing the Federal Capital Territory, Philip Aduda, was greeted with shouts of “no, no” when he tried to explain it.

     

     

    Similarly, the attempt by the Minority Leader, Godswill Akpabio, to second the motion was disrupted by the rowdiness.

     

     

    Intervening, President of the Senate, Bukola Saraki, posed the question but the senators responded along party lines.

     

     

    While PDP members yelled a ‘yes’ in favour of the motion, All Progressives Congress (APC) senators, who were in majority, rejected it.

    The many battles of Godswill Akpabio

    Senate Minority Leader and former Akwa State Governor Godswill Akpabio has fought many battles in his political career; he usually comes out almost unscathed. The move by the Economic and Financial Crimes Commission (EFCC) to prosecute him over allegations of misappropriating N108.1bn while serving as governor between 2007 and 2015 is the latest of such battles. Deputy Political Editor RAYMOND MORDI traces the series of battles of the former governor and the odds against him this time around.   

    This is not the best of times for former Governor of Akwa Ibom State, Senator Godswill Akpabio, who has fought many battles and triumphed in his political career. In 2007, for instance, he became the governorship flag bearer of the ruling Peoples’ Democratic Party (PDP) in the state, against the wishes of the then out-going Governor Victor Attah. Fifty-eight aspirants fought for the ticket, but, at the shadow poll, Akpabio emerged as the winner.

    But, at the twilight of his eight-year tenure as governor, things began to fall apart within the PDP, as the party started losing its hitherto iron-grip on national politics. As the Chairman of the PDP Governors’ Forum, Akpabio played a prominent role in the crisis that engulfed the party. Though the party performed woefully in the general elections that followed that crisis, Akpabio was compensated with the position of Minority Leader of the Senate for the role he played as one of the key allies of former President Goodluck Jonathan.

    Nevertheless, the former governor has not known peace since the preparations for the last general elections destabilised Akwa Ibom PDP. As the leader of the party in the state, Akpabio fought two major battles with party stakeholders in the twilight of his administration. One of such battles centred on his determination to install Governor Udom Emmanuel as his successor. This eventually led to mass defections from the ruling PDP in the state to the All Progressives Congress (APC); thus paving the way for the first keenly-contested governorship election there since the return to civil rule 16 years ago. As could be gleaned from last week’s tribunal judgment, which ordered a rerun in 18 out of the 31 local governments in the state, the dust is yet to settle on the matter.

    The other battle that had been giving Akpabio sleepless nights is his controversial emergence as the senator representing  Akwa Ibom Northwest Senatorial District. Akpabio’s emergence as the PDP flag bearer for the election was widely regarded as controversial because he hijacked the ticket, against the subsisting agreement that the next senator from the district should come from the Abak division, one of the two major components that make up the Akwa Ibom Northwest District, otherwise known as the Ikot Ekpene District. The APC had challenged his emergence on several grounds, one of which was that no election took place. But, the election petition tribunal has decided the matter in Akpabio’s favour.

    The APC flag bearer in the contest, Chief Inibehe Okori, had challenged the March 28, 2015 election on four grounds: “That the first respondent was not qualified to contest the election on the ground that he was not nominated or sponsored by any political party; that the first respondent was not duly elected by majority of lawful votes cast at the election; that the election was invalid by reason of corrupt practices and / or non compliance with the provisions of the Electoral Act; and that at the trial the petitioners shall rely on the senatorial district delineation map prepared under section 71 of the constitution by the second respondent.

    In its judgment two weeks ago, the Akwa Ibom State National Assembly Election Petition Tribunal sitting in Abuja, upheld  the election of former governor, saying the petitioners failed to prove that Akpabio was not validly nominated by the PDP to contest the election. The tribunal headed by Goddy Anunihu declared that the election that produced Senator Akpabio was done in substantial compliance to the Electoral Act, 2010.

    The judgment read in part: “There is abundant evidence that the electorate, including the petitioners, were not in any way deceived as to the senatorial district, (where) the 1st respondent  was nominated to contest the election.

    “There is also uncontroverted evidence that the first petitioner (Okori) bought the form of the third respondent (PDP) for the same Akwa Ibom Northwest Senatorial District before he lost the ticket and decamped to the APC.”

    The former governor may have survived the threat against his senatorial election, but he is facing a fresh challenge from the Economic and Financial Crimes Commission (EFCC). The move by the EFCC to prosecute him has generated heated debates between the Presidency and the PDP. The opposition party has been hauling brickbats at the APC’s war against corruption, saying governors under its platform are being singled out for persecution.

    Akpabio’s ordeal is coming on the heels of a petition dated June 22, 2015 and addressed to President Muhammadu Buhari and the EFCC. In the document, the petitioner, an Abuja-based legal practitioner, Mr. Leo Ekpenyong, alleged that the former governor misappropriated N108.1bn while serving as governor of Akwa Ibom State.

    Beyond the verbal tirade between the Presidency and the PDP, Akpabio’s case has started generating more controversy. Ekpenyong has faulted the way and manner the anti-graft agency is handling the case of the governor of Akwa Ibom between 2007 and 2015. The legal practitioner is unhappy with the EFCC Chairman Ibrahim Lamorde’s handling of the interrogation of the former governor. In a fresh petition to President Buhari, he has accused Lamorde of mentoring Akpabio on how to write statements that would enable him escape culpability in the corruption case, and asked that he should hands off the matter until a new helmsman is appointed for the agency.

    Ekpenyong said that given the evidence already in public domain, there was no need for EFCC to be shopping for evidence to prosecute the former governor and retrieve the state’s funds from him and his associates. He said: “Lamorde should resign because he is working in league with Akpabio to stall his prosecution. What he is doing now is mere window dressing in the media to give the impression that he is serious about trying the former governor. That is why I have sent a new petition to the Presidency to remove Lamorde from the case and appoint a man with integrity to handle the case.”

    But, the issue remains whether the ebullient Akpabio is guilty as charged. After inviting Akpabio and grilling him for two days, over allegations of corruption during his eight-year tenure as governor, the anti-graft agency is still considering whether it has enough evidence to charge the former governor who is a prominent member of the PDP to court. He is being accused of misappropriating N108.1bn while serving as governor of Akwa Ibom State.

    Indeed, given the commission’s not-too-impressive track record of hastily arresting and arraigning political office holders in court, without proper investigation and consequently no evidence to prosecute such cases, Akpabio’s case may be dead on arrival.

    Akpabio’s supporters are already upset with the mere idea of interrogating the former governor on charges of corruption. They point to the pace of infrastructural and socio-economic development witnessed in the state during the Akpabio administration. Such loyalists say Akpabio’s ordeal is politically motivated and may not be unconnected with 2019 politics.

    But, critics insist that the former governor has deceived many Akwa Ibomites with his ‘uncommon transformation’ mantra and that most of what people claim as his achievements are white-elephants projects and surface dressing. One of such critics, the Convener, Coalition of Human Rights Defenders (COHRD), Mr. Inibehe Effiong, believes the ongoing efforts of the President Buhari to rid the country of corruption will remain a mirage if people like Akpabio are still moving freely. He said until he is investigated, prosecuted and put behind bars, the war against corruption would remain a pipe dream.

    He said despite the unprecedented allocations that accrued to the state from 2007 to 2015 that Akpabio left behind a worrisome debt running into several billions of naira. He added: “A recent publication by Diamond Bank Plc, one of banks that the Akpabio regime borrowed money from, shows that Akwa Ibom State owes the bank N5.8 billion. Several contractors, including Julius Berger Plc, which Akpabio used for his much-trumpeted infrastructural projects are being owed billions of naira. Civil servants, including lecturers of the state government owned university, are being owed salaries.”

    Observers say there is a lot of hype about the number of flyovers in Uyo. But, as far as many Akwa Ibomites are concerned, there is no need for such flyovers at the moment. At a time workers were being salary arrears, Akpabio organized a profligate Christmas carol believed to have gulped over a N1 billion. Well known personalities, including Reverend Jesse Jackson, were brought from different parts of the globe to Uyo for the carol last December.

    Yet, civil servants had not received their salaries since September at the time. Prior to the general elections, workers in the local governments had been on strike for about four months because of non-payment of salaries. Similarly, primary school teachers were also on indefinite strike at the time, over non-payment of salaries for four months.

    In his petition to the President, Ekpenyong gave details of some of Akpabio’s alleged financial recklessness. He indicated that between January and December 2014, the ex-governor colluded with two of his top aides to steal a whopping N108.1 billion from the state’s treasury. Ekpenyong told the EFCC that the former Government House Permanent Secretary, Etekamba Umoren, and the former Accountant General of the state, Udo Isobara, colluded with Mr. Akpabio to steal the funds.

    He stated in the petition: “Between January and December 2014, it is on record that the trio of Godswill Akpabio, Mr. Etekamba Umoren and Mr. Udo Isobara, made illegal but substantial withdrawals of cash from a designated state government-owned account with Zenith Bank with account number: 1010375881 amounting to N22.1 billion,” he stated in the petition.

    “It is worthy of note that reasons for such ungodly cash withdrawals against financial regulations and due process laws range between sundry use and unjustifiable expenditures by Godswill Akpabio and his numerous surrogates and proxies. For example, a whopping N18 billion was withdrawn fraudulently from the state FAAC account with the United Bank for Africa in trenches of N10 million and above by Mr. Isobara in a surreptitious manner to conceal their dishonest intention.”

    For assisting Akpabio retire billions of the stolen funds, Ekpenyong said Umoren was rewarded with an appointment as Government House chief of staff and now secretary to the state government under Udom Emmanuel’s administration. The legal practitioner went on to state that over N50 billion of Akwa Ibom funds were spent by the former governor during the last general elections.

    During the period under review, he said Akpabio also withdrew a whopping N18 billion from the state coffers under the guise of special services, reception of very important guests and sundry items. “The cumulative aggregate of these monies stolen by Godswill Akpabio from the coffers of government as pocket money is the annual budget of some states in Nigeria put together,” the petition reads.

    The EFCC is still investigating the matter. The outcome of the investigation would determine who will have the last laugh. Meanwhile, the PDP maintains that the investigation is aimed at weakening the PDP ahead of 2019 elections.

    The Economic and Financial Crimes Commission (EFCC) yesterday arrested former Akwa Ibom State governor, Senator Godswill Akpabio, over alleged N108.1 billion fraud.

    The ex-governor, now a senator, was also accused of mismanaging the state’s funds, and plunging it into huge debt.

    About N18 billion of the said sum was allegedly lavished on special services, reception of very important guests and sundry items.

    The ex-governor was also said to be under probe for allegedly acquiring five choice buildings in Abuja and Lagos.

    But Akpabio last night denied being arrested by EFCC.

    He said he went to the anti-graft agency on his own volition to respond to a petition that was filed against him.

    According to investigation, Akpabio was picked up in Abuja after a two-week surveillance had been carried out on him.

    A top source in the EFCC, who spoke in confidence, said: “We have picked up the ex-governor based on some petitions against him. One of the petitioners alleged mismanagement of about N108.1 billion. Others have visited the EFCC to adopt their petitions and show that they are not anonymous.

    “Akpabio has been under investigation for some time. At a point, he got intelligence report that we were after him, and he has a peculiar security ring around him.

    “But we have got to a convenient bend to arrest him for interrogation on some of the allegations already isolated for him.

    “Akpabio is already in custody where our operatives are interacting with him. This is just the first leg of his grilling by the commission.”

    It was not immediately clear if Akpabio would be granted bail last night.

    Responding to a question, the source said: “The EFCC had interacted with some of the petitioners. Fairness demands that Akpabio should be invited.

    In a June 22, 2015 petition to EFCC, an Abuja-based lawyer and activist, Leo Ekpenyong had accused Akpabio of sheer waste in office.

    The petition alleged that between January and December 2014, the trio of Godswill Akpabio, an ex-aide of his and another associate made illegal but substantial withdrawals of cash from a designated state government-owned account with Zenith Bank with account number 101037588, amounting to N22.1 billion.

    “It is worthy of note that reasons for such ungodly cash withdrawals against financial regulations and due process laws range between sundry use and unjustifiable expenditures by Godswill Akpabio and his numerous surrogates and proxies.

    “For example, a whopping N18 billion was withdrawn fraudulently from the state FAAC account with the United Bank for Africa in tranches of N10 million and above by the associate in a surreptitious manner to conceal their dishonest intention.”

    “The cumulative aggregate of the monies stolen by Godswill Akpabio from the coffers of government as pocket money is the annual budget of some states in Nigeria put together.”

    At press time, it was gathered that about five choice mansions have been put under searchlight by EFCC.

    The top EFCC source added: “The allegation we have is that these mansions were bought by Akpabio through some fronts.

    “This allegation is being looked into. If it is true, we may invoke temporary assets forfeiture clause in the EFCC Act.

    “But we have to give Akpabio the benefit of the doubt to react to all these allegations against him. They might be true or false.”

    Some of the choice properties, allegedly traced to Akpabio’s fronts and under probe are a mighty building at Ikogosi Spring Close, off Katsina-Ala Crescent, Maitama-Abuja; a mansionette at Colorado Close, Maitama, Abuja; a choice property at Probyn Road, Ikoyi, Lagos; another mansionette at Olusegun Aina Street, Parkview, Lagos and a 25-storey building on Akin Adesola Street, Victoria Island, Lagos.

    In a swift reaction, Akpabio’s media aide, Mr. Jackson Udom, denied the arrest of his principal.

    Although the statement said Akpabio only visited the EFCC, it was silent on whether Akpabio was being detained or had been released.

    It confirmed that Akpabio went to EFCC voluntarily based on the petition by the Abuja-based lawyer-activist.

    Udom said Senator Akpabio went to the EFCC yesterday evening on his own volition, based on some spurious allegation by one Leo Ekpenyong to the EFCC.

    He said: “This evening, Senator Akpabio left his Abuja residence to honour an invitation by the EFCC.

    “So the issue of being arrested is certainly out of it. Media practitioners should be able to differentiate between an arrest and an invitation so that the reading public would not be misled.”

    Following the unveiling of the long awaited ministerial list, the Presidency may have started moves to woo Peoples Democratic Party (PDP) Senators to support the nominees.

    The Senate has fixed October 13 and 14 for screening of the nominees.

    The Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang, said on Tuesday that he has initiated contact with PDP Senators as part of his duty to reach out to all sections in the National Assembly.

    Enang stated this when he briefed journalists in Abuja in company with Senate Minority Leader, Senator Godswill Akpabio.

    Enang said both of them decided to brief journalists together for “the sake and interest of Nigeria.”

    He said, “Part of our job is to reach out to all the sections. And the past is gone, this is a new beginning.”

    Akpabio on his part said he is impressed by the ministerial nominees the President sent to the National Assembly for screening and confirmation as ministers.

    He said there was no doubt that the President was able to assemble men and women of integrity to assist him in salvaging the country.

    He, however, said that what is remaining is for the Senate to do its work.

    Akpabio said his prayer is that more than 70 per cent or 80 per cent of the nominees would scale through the Senate hurdle.

    He said, “We will do our best to ensure robust debate, fine tune the policies of the APC administration to better the lots of Nigerians and to ensure that Nigeria gets out of the current economic doldrums. So far, on a personal note, I am impressed with the list that was sent by the President.

    “I believe that he has kept to his word by ensuring that we sort out a lot of people of integrity that can salvage the country. But of course, the Senate will still do its work of screening and re-screening and I pray that more than 70 or 80 percent of the list should pass through.”

    How PDP spent N11b forms proceeds, by Secondus

    The leadership of the Peoples Democratic Party (PDP) yesterday gave account of how the controversial N12 billion generated by the party during the last general elections was spent.

    The money was the proceeds from sale of nomination and expression of interest forms from various elective office seekers across the federation.

    At a briefing in Abuja, the party’s Acting National Chairman, Prince Uche Secondus, said the actual amount was not N12 billion but a little over N11b.

    According to him, “10 percent of the money went to the state chapters, five percent to the zonal chapters and another five percent to local government chapters of the party.

    “Another 15 percent was expended on assignments by various party functionaries and the rest was used to fund our campaigns. We raised money and we used the money for elections. We don’t need to go into details”.

    Protesting workers at the party secretariat have been at war with the Secondus-led National Working Committee (NWC) following the alleged embezzlement of the money, which they said was partly responsible for the poor outing of the PDP in the general election.

    The NWC had threatened to sack half of the workers and reduce their pay by 50 per cent, a development that further infuriated the aggrieved workers.

    Senate Minority Leader, Godswill Akpabio, who led the PDP Senate caucus to the briefing, explained why the party must reduce the secretariat workers.

    Akpabio said: “We can no longer run to the Villa for cash so we don’t have the wherewithal to maintain that large number of secretariat workers.

    “The workers should understand that they are in a master-servant relationship in which you cannot force an unwilling master to keep a recalcitrant servant. We are definitely going to downsize”.

    Akpabio and Secondus complained about what they described as “harassment and intimidation” of the party’s ex-governors and former ministers who served under the Goodluck Jonathan administration.

    According to them, the Department of State Security (DSS) and the Economic and Financial Crimes Commission (EFCC) were singling out ex PDP public office holders for investigation.

    They urged the anti grant and security agencies to prove that only ex-PDP public office holders were corrupt and that those that were elected under the All Progressives Congress (APC) were saints.

    “We have been reading in the papers about corrupt practices in Rivers and Lagos State under the control of the APC. But the EFCC has not deemed it fit to invite the immediate past governors of these states,” Secondus said.

    The party leaders also complained about what they termed the arrest and intimidation of electoral officials in Rivers, Akwa Inom and Abia states by the DSS, saying the trend was limited to states under the control of the PDP.

    They cautioned the Federal Government against selective application of the law, saying the process must be seen to be holistic.

    The Chairman of the Peoples Democratic Party (PDP) Governors’ Forum and Akwa Ibom State governor, Godswill Akpabio on Wednesday maintained that the party will not lose any of its states during April 11th governorship elections.

    The party lost the Presidential election last Saturday to the All Progressives Congress (APC).

    Speaking with State House correspondents after meeting with President Goodluck Jonathan along with other PDP governors, Akpabio commended Jonathan for sacrificing his political ambition for the sake of Nigeria.

    According to him, Jonathan has set a statesmanlike record in Africa by conceding victory to the opposition despite glaring flaws characterising the election like malfunctioning voter card readers, and intimidation.

    He reiterated the party’s position that it would explore possible legal options in seeking redress over the anomalies observed during the election.

    He said: “I am sure the PDP as a party will react on matters connecting with the elections of March 28. But as governors we came to pay solidarity with our president and to commend him for being a statesman.”

    “Honestly he has done something that no African leader has done in such a flawed exercise, with underage voters everywhere, with disparity between states, some using card readers, some failed card readers, some using manual and some states not using manual and some just taking ballot papers to government houses, particularly in certain parts of the country.

    “Yes, very flawed exercise; yet he looked at it and said in spite of it all I want to ensure peace, unity and stability of the country, let me give an opportunity to the APC Presidential candidate to come in and then give his own to the country.

    “That kind of sacrificial stand by a president can only come from a PDP president and that is why we are very proud of what has happened,” Akpabio  added

    He also said that the PDP was glad not only to have pilot the affairs of the country for the past 16 years  but also giving Nigeria a very peaceful transition that had shocked all and sundry.

    The governor also dismissed reports that the PDP National Chairman, Adamu Muazu had resigned his appointment.

    He said that he spoke with Muazu 30 minutes earlier and nothing of such had happened

    He also explained that some of the PDP governors could not make it to the meeting with the President because the notice was too short.

    Among the PDP governors who met with President Jonathan include Theodore Orji (Abia); Seriake Dickson (Bayelsa) and Liyel Imoke (Cross River).

    Others are Idris Wada (Kogi); Emmanuel Uduaghan (Delta); Martin Elechi (Ebonyi); Ibrahim Dankwambo (Gombe); Murktar Yero (Kaduna); Jonah Jang (Plateau); and Sullivan Chime (Enugu).

    Some Minsters who also met with the President were Dr. Akinwumi Adesina (Agriculture); Ibrahim Shekarau (Education); Musiliu Obanikoro (State, Foreign Affairs II); Professor Viola Onwuliri (State, Education); Mohammed Adoke (Attorney General); Abba Moro (Interior); Aminu Wali (Foreign Affairs) and Suleiman Abubakar (National Planning).

    Others are Zainab Maina (Women Affairs); Omobola Johnson (Communication Technology); Sarah Ochekpe (Water Resources); Laraba Mallam (Environment); and Akon Eyakenyi (Land and Housing).
