    Gombe mulls green bonds for major infrastructural projects

    Gombe State is considering accessing the capital market to raise funds to finance major infrastructural projects aimed at stimulating the development of the state.

    Gombe State plans to float green bonds to fund many sustainable development projects.

    The northeastern state has budgeted about N120.7 billion for capital projects in 2024, targeting infrastructural projects across key sectors of roads, healthcare and education among others.

    Governor of Gombe State, Alhaji Muhammad Inuwa Yahaya is scheduled to brainstorm with capital market operators this week with a view to exploring how the state can harness the capital market through green bonds to fund its projects.

    Under Nigeria’s green bond regulatory framework, a green bond is defined as any type of debt instrument, the proceeds of which would be exclusively applied to finance or re-finance in part or in full new and or existing projects that have positive environmental impact.

    The rules indicated that green bonds would be used exclusively to finance renewable and sustainable energy, clean transportation, sustainable water management, climate change adaptation, energy efficiency, sustainable waste management, sustainable land use, biodiversity conservation and any other categories as may be approved by Nigeria’s apex capital market regulator, Securities and Exchange Commission (SEC) from time to time.

    The regulations highlighted some special conditions that any issuer of green bond must fulfill in addition to the general registration requirements for debt issuances as stated in the Rules and Regulations of the Commission for States, Local Governments, Corporate and Supranational agencies.

    According to the rules, an issuer of a green bond shall also file a feasibility study and report stating clearly, the measurable benefits of the proposed green project or assets such as green house gas reduction, reduction of water use and reduction of harmful emissions.

    The issuer must also file a prospectus which shall include project categories, project selection criteria, decision-making procedures, environmental benefits, use and management of the proceeds as well as a letter from the issuer committing to invest proceeds of the bond in green projects or assets.

    The issuer must also provide an independent assessment or certification issued by a professional certification authority or person approved or recognized by the Commission in addition to any other documents that may be required by the Commission.

    “The net proceeds shall only be utilized for the purpose stated in the approved offer documents and shall be tracked as stated in the approved internal policy of the Issuer which shall be disclosed in the offer documents,” the rules stated.

    The parties to the issue are expected to create an escrow account meant specifically for the net proceeds of the offer while the proceeds shall be domiciled with the custodian. While the trustees shall ensure that the proceeds are used for the purpose stated in the prospectus, the issuer and the trustees shall be the signatories to the escrow account.

    “The issuer shall invest proceeds in green projects within the given timeframe prescribed in the prospectus. Unallocated proceeds shall be invested in money market instruments with investment grade rating and this shall be disclosed in the offer documents,” according to the rules.

    According to the rules, where the issuer proposes to utilise a proportion of the issue proceeds of the issue of green bonds, towards refinancing of existing green assets, the issuer shall clearly provide in the offer document the details of the portfolio, assets and projects which are identified for such refinancing.

    The issuer is also expected to publish the utilisation of proceeds in at least two national dailies on an annual basis which shall contain the details of the key factors capturing the environmental impact of such investments and the same shall be disclosed in its annual report and website.

    The federal government had in July 2018 listed its maiden N10.69 billion green bond on the stock market. The five-year bond carried a coupon rate of 13.48 per cent. Nigeria’s first sovereign green bond was oversubscribed by about N100 million as investors staked N10.791 billion on the N10.69 billion maiden bond. The Debt Management Office (DMO) had in December 2017 launched Nigeria’s maiden sovereign green bond as part of efforts to diversify government revenue and deepen the domestic capital market.

    Nigeria’s first green bond was sequel to Nigeria’s endorsement of the Paris Agreement on Climate Change on September 21, 2016. The Paris Agreement aims to strengthen the global response to the threat of climate change.

    Gombe flags-off another round of food palliative intervention

    Gombe State Governor, Muhammadu Inuwa Yahaya, yesterday commenced the second phase of food palliatives distribution to the poor and the vulnerable in the state.

    Governor Yahaya addressing a gathering of beneficiaries at Gombe Emir’s palace, said the expansion and continuation of the intervention is meant to complement earlier ones, aimed at alleviating the impact of the fuel subsidy removal on the citizens.

    “Today marks the commencement of another round of state-wide palliative distribution for the impoverished and most vulnerable members of our communities. As you are aware, since the fuel subsidy removal, we have consistently offered various palliatives to mitigate the impact on the lives of our people”, the Governor said.

    “Our recent palliatives distribution targeted over 420 thousand people across the state. While it is not our wish to continually give such handouts to the people, the current economic circumstances necessitated our intervention. I therefore want to emphasise that we would not cease in our efforts until we overcome the challenges of poverty among our people through the various initiatives we have put in place,” he said.

    While acknowledging that the removal of fuel subsidy has resulted in rising cost of living and economic hardships among citizens, the governor assured that Nigerians would enjoy its gains soon.

    He said President Bola Tinubu and the state governors are intensifying efforts to move Nigerians out of the present economic hardship.

    The governor added that President Bola Ahmed Tinubu’s determination to provide better leadership will improve the economic situation, assuring that the revitalisation of the Port Harcourt Refinery will contribute to alleviating the situation by providing locally refined petroleum products for domestic consumption.

    He also used the occasion to call on farmers in the state who have not yet harvested their crops to promptly do so before the January deadline, stressing that the timeline is meant to allow herders graze their cattle in line with the agreement between farmers and herders as part of the numerous initiatives to mitigate the farmer-herder conflicts in the state.

    The deputy governor and chairman of the Palliatives Distribution Committee, Dr. Manassah Daniel Jatau disclosed that the exercise will cover the 2,998 polling units of the State.

    He explained that the flag-off ceremony performed by Governor Inuwa Yahaya signals the commencement of the distribution exercise across the State.

    He said that a total of 25 people from each of the 2,998 polling units of the state will benefit from the state-wide distribution exercise.

    Gombe State Commissioner of Police, Mr. Hayatu Usman yesterday warned residents in the state against collaborating with abductors and kidnappers in the communities.

    Addressing journalists in Gombe, Usman said though the state has enjoyed relative peace more than any other state in the North East, but the recent cases of kidnapping and abduction has become worrisome.

    According to him, investigation by the police pointed to a number of members of the community who collaborate with criminals to carry out their dastardly act.

    He said such incidents of community collaborators are jeopardizing the community policing effort of the Inspector General of police aimed at reducing crime rates within communities.

    “I want to assure our law-abiding citizens that the command under my watch will work assiduously and continue to make Gombe state maintain its record as the most peaceful in the country. It is also pertinent to emphasize here that the safety and security of lives and property in the state will not be possible without the cooperation of the members of the public in respective of their status. I want to solicit the support and understanding of the media in the resolve of the Police Command to make Gombe State safer for all and sundry,” he said.

    He said the command under his watch shall take drastic measures on fighting crimes and it’s perpetrators.

    Usman added that all the efforts and energies of the command under him shall be geared towards the prevention of crimes and the successful apprehension of offenders that would test police resolve.

    “Consequently, the Command shall overhaul its crime prevention machineries with community policing as the pillars of this strategy. The command has already set the ball rolling and took proactive measures to stem the rising crimes in the state through round the clock patrol, constant raids on identified criminal hideouts and black-spots, Surveillance, foot and vehicular patrols, regular stop and search, intelligence gathering, and above all stakeholder’s engagements to address crimes in their localities,” he said.

    He called on all officers to brace up for the task ahead.

    “My advice to all criminal gangs especially in the metro is to choose the path of peace and embrace the state government’s skill acquisition programs so that they can be useful to the society and contribute their quota towards the development of the state,” he said.

    • The ‘Genius of Gombe’ is a national asset that mustn’t go to waste

    A 70-year-old man who never had formal education has been conferred with an honorary doctorate degree by the Gombe State University, Gombe, 

    where he is also employed as a lecturer. Hadi Usman has no fewer than 78 technological inventions under his collar, and it was on the strength of these that the Gombe university engaged him as a lecturer to teach electronics and satellite installation, and also awarded him a honorary doctorate in Science and Innovation. His is a case of raw talent being harnessed for systemised higher education in a manner of harmonising ‘the town’ and ‘the gown’ for humanity’s benefit.

    In an interview with The Punch newspaper, Usman, who was born in Bauchi but has lived most of his life in Gombe, said he had a background in Qur’anic education and cultivated ability in Western literacy only through self-development. “I never attended a primary school, but I give lectures in English and I also speak English because, in science and electronic innovation, there is no way one can function without reading… I received Western education at home as well as through friends and acquaintances,” he explained, adding: “I also read many science books written by inventors like Michael Faraday, and Guglielmo Marconi who invented the wireless transmitter. All these were written not in Hausa but in English. The reason I said I did not have formal or Western education is because I did not go to school and sit in a classroom to be taught.”

    The septuagenarian said he began inventing things in 1971. He stated that his inventions were mainly electronic items, including a systems control platform that, according to him, has more than a hundred functions. But his major break came with his invention of a cooking stove that uses water as fuel to produce heat energy. Usman said he spent three years researching on the product, and the outcome was what caught Gombe varsity’s attention. He recalled that there was an event in Abuja to which people were invited to showcase their inventions, and where he picked an award for the best invention with his stove that generates flames for cooking from water pressure. The university, according to him, carried out its investigation on some of his inventions and invited him to a screening panel. “After that, I was offered appointment as a lecturer in the field of entrepreneurship at the university. Within six months, I trained 30 students – 10 in the field of electronics, 10 in electrical electronics and 10 in installation. That was what qualified me to become a full lecturer in the university,” he said.

    Usman lamented, however, that he has not been able to commercialise his inventions owing to challenges with patenting them against  piracy: “Each time I invent something and produce 20 or more units and take them to the market for sale to determine their costs before the products are sold, I discover about 50 to 100 (units) in the market. Some people just buy one and dismantle it to know how it was constructed and then they construct their own, thereby rendering all my research, resources, time and hard work useless and non-beneficial to me.” He said it was for that reason he had not released the water-powered stove into the market, “until I get a patent for it in such a way that even when you buy and dismantle it to know the components, you will not be able to reproduce it.”

    Gombe university authorities deserve applause for recognising and tapping the raw genius of Usman in training their students. But there is much more to do to maximise his potential. For one, being without formal education and hence theoretical underpinnings of his inventions, relevant members of the university academia need to work with him to polish the inventions for patenting and marketing for industrial-scale production – that, without robbing him of his creative right over the items. Nigeria is blessed with many raw talents who are not properly harnessed and are wasting away, with only a lucky few catching the eye of foreign institutions and have drawn them away to base countries. It isn’t

     unlikely that Usman’s advanced age has kept him from being likewise brain-drained.

    Besides, at 70 years, Usman can’t be in his most productive elements. He needs institutional-based squad of assistants to work closely with, and be mentored by him; such that as he grows older in years, he would reproduce himself in these mentees and rely on them to do the heavy liftings while he gives more of oversight. This, to be clear, goes beyond training students in course curricula.

    And there is room for the university to further bridge ‘the town’ and ‘the gown’ by pitching Usman’s inventions to, not just industry players but also government through its science and technology minders. In his interview, the septuagenarian said companies from countries like China and Australia showed interest in his water stove when it was exhibited in Abuja. If there are bilateral issues involved, it falls on government to facilitate – not just for the benefit of the inventor, but also for Nigeria’s balance of trade. And locally, Usman’s water stove could just be the answer to prevailing exorbitant energy costs for domestic cooking.

    Another group of industrialists from China under the aegis of China National Building Materials Group indicated intrest to invest in Gombe state.

    The group is made up of industrialists who deal in manufacturing of building materials, fireproof cement boards for ceilings, underlay, furniture among others.

    The prospective investors visited the Deputy Governor in his office where they expressed interest and willingness to be part of the development story of Gombe State through investment.

    Led by the General Manager, Sinoma Nigeria Company Limited, Mr. Jackie Dai, the team explained that their products are globally recognised and that they have already impacted in over 192 countries across the world.

    He noted that their concern is to be sure of the market of their product and to also find out about all the available mineral resources in the state so as to liaise with their colleagues in China to come and invest in the state.

    Mr. Jackie Dai also said that their company is based in Abuja, Lagos and Kano and willing to extend to Gombe State if given the needed support by the state government.

    Receiving them in his office,  the Deputy Governor, Manassah Daniel Jatau, noted with emphasis that Gombe is ready to welcome all investors coming to establish businesses.

    He intimated them that it was for the purpose of wooing investors to come and invest in the state that the administration of Governor Muhammadu Inuwa Yahaya came up with the idea of establishing the Industrial Park and making available the necessary facilities for ease of operations.

    He assured them of available market, taking advantage of Gombe’s centrality in the North East as well as the nearness to Kano, a Mega City in the country and also the neighboring countries of Chad, Niger and Cameroon among others.

    Shading light on the security of the State, the Deputy Governor said Gombe is rated as one of the most peaceful and secure states in Nigeria, assuring them of a conducive environment for investment.

    Gombe’s revenue generation sees 78.3% increase with Recovery Tribunal

    Gombe State has seen a significant increase in revenue generation, going from N10.6 billion to N18.9 billion between October 2022 and September 2023. This 78.3% increase is thanks to the Revenue Recovery Tribunal that was set up by the state government.

    The Revenue Recovery Tribunal was established to recover revenue owed to the government by individuals and organisations. The tribunal has been successful in recovering funds from defaulters who had previously ignored payment obligations. This was disclosed by the state governor, Muhammadu Inuwa Yahaya while speaking during the court sitting/stakeholders appreciation to mark the one year anniversary of the Revenue Recovery Tribunal.

    Represented by his deputy, Dr. Manassah Daniel Jatau, the governor said that the work and activities of the court have been transparent.

    He disclosed that the revenue recovered by the court has helped to strengthen the state’s finances and that it will be put towards funding various development projects.

    He said: “To God be the glory and gratitude for granting us the privilege to witness this one-year anniversary of the Gombe State Revenue Recovery Tribunal which is a very important tool in the improvement of revenue aspect in governance the world over.

    “While the drive for revenue generation, collection, and utilisation has been the magnet towards which leaders are attracted, the administration under the transparent, accountable, and good governance of His Excellency, Muhammadu Inuwa Yahaya saw the compelling need to set up the Gombe State Revenue Recovery Tribunal. Records available, indicate that this is the first of such in the Northeast geo-political zone”.

    “Basically, this tribunal was conceived and created to avoid the situation of a master-servant relationship between those who govern and being governed. Hitherto issues were just presented to members of the public without being given the chance or opportunity to make observations, comments, or complaints as the case may be. This is horrible and inhuman. Common to those implementing government policies is the quick reference to the dictum. Under such circumstances, people are compelled to carry burdens/yokes that are beyond them.

    “Accordingly, this tribunal gives rights and privileges to all those involved in the payment of revenue to the state to seek redress on the criteria/reasons for the demand of the revenue so demanded by the state government. Indeed, they can dialogue with members of the tribunal to understand each other, but based on mutual understanding by the parties. Where they are not satisfied, they can always appeal to higher government officials, where dispute resolution will be implored,” the Governor added.

    Speaking earlier, the Secretary of the Tribunal, Hannatu Dauda Simon said the event was to mark the first anniversary of the Revenue Recovery Tribunal and to use the opportunity to appreciate the Stakeholders for contributing to the success of the tribunal.

    She said at the inception of the tribunal, people thought it was meant to witch-hunt others but with sensitisation, they are now well abreast of the role of the tribunal and the importance of payment of tax.

    In his remarks, the former Chief Judge of Gombe State, Justice Joseph Ahmed Awak, expressed his gratitude for the progress realised by the Revenue Tribunal within its one year of existence. He said that by their performance it has shown that the aim and purpose of establishing the tribunal under his watch at the eve of his retirement has proven its worth.

    Awak stressed the need for the staff to maintain such tempo to complement the efforts of the state government under the leadership of Governor Muhammadu Inuwa Yahaya to achieve its desired goals in providing dividends of democracy to the people of Gombe State, calling for the need to ensure that the tribunal is sustained to greater heights.

    Gombe Private varsity announces 35 percent salary increase for academic staff

    Pen Resource University, PRU, Gombe has announced a 35 percent salary increase for academics and 25 per cent for non academic staff of the institution with immediate effect.

    The increment coincided with the matriculation of 334 newly admitted students into the university for 2023/2024 academic session

    Vice chancellor of the university Professor Yusuph Amuda Yahaya, who announced the new salary increase, said it was aimed at motivating the staff members of the institution and enhancing service delivery.

    Yahaya said from the matriculation of Stream I students in December, 2022, the university has added the following programs; Political Science and Administration, Data Science, Petroleum Chemistry, Microbiology, Biotechnology, all in the Faculty of Science and Computing.

    He added that a new faculty of Allied Health Sciences with the following programs, Medical Laboratory Sciences, Nursing Science and Public Health has been created.

    According to him, the new courses were in addition to the existing 27 programmes already run adding that the university now has a total population of 696 students.

    “I want to inform the public, that we have commenced the stream II admission exercise for the current session (2023/2024) into all our programmes namely:

    Medical Laboratory Science, Nursing Science, Public Health, Accounting,

    Procurement Management, Business Administration, Economics and

    Development Studies, International Relations, Political Science, Public

    Administration, Mass Communication, Architecture, Biotechnology,

    Microbiology, Building, Quantity Surveying, Environmental Management and Toxicology.

    “Others are; Industrial Chemistry, Petroleum Chemistry, Computer Science, Cyber Security, Data Science, Information Technology, Software Engineering, Urban and Regional Planning, Common and Islamic Law and Common Law.”, he noted.

    Also speaking, the Pro-chancellor and founder of the university Dr Sani Jauro, unveiled plans to establish research centre on traditional medicine and herbs where the substances will be examined to ascertain their usefulness and effects.

    Assassins murder 58-year-old mother in Gombe

    A fifty-eight-year-old woman, Mrs. Aishatu Abdulahi, was yesterday murdered by suspected assassins who stormed her residence at Jekadafari part of Gombe around 9 pm.

    The state’s Police Public Relations Officer (PPRO), ASP Mahid Mua’zu, who confirmed the incident in a statement, said the perpetrators stormed Mrs. Abdullahi’s residence at Jekadafari Quarters in Gombe at about 21:45hrs and gruesomely slaughtered her before fleeing with her cell phone.

    Mua’zu said the Commissioner of Police in charge of the Operations Department, Gombe State Command, CP Hayatu Usman, on behalf of the Commissioner of Police Gombe State Command, has ordered the Assistant Commissioner of Police Criminal Investigation Department to personally investigate the murder of Aishatu Abdullahi.

    “On receipt of the information, police operatives moved to the scene where Mrs. Abdullahi was found in a pool of blood and was immediately rushed to the Specialist Hospital where she was sadly pronounced dead.

    “The Gombe State Police Command has expressed shock and dismay at the heinous crime and has pledged to do everything in its power to bring the perpetrators to justice. The Command has launched a full-scale investigation to ascertain the circumstances surrounding the incident and identify those responsible for the brutal murder,” he said.

    “The Command extends its heartfelt condolences to the family of Aishatu Abdullahi and we want to assure the public that we are doing everything possible to apprehend the perpetrators of this heinous crime and bring them to justice.

    “We urge anyone with information that could lead us in our investigation to come forward and give us the information.”

    The Command urged residents to remain calm, vigilant and report any suspicious activities or individuals to the Police.

    Mua’zu also encouraged members of the public to cooperate fully with the police as they carry out their investigation, saying without the support they might not get to the roots of the problems because some of the criminals are from within the community being terrorized.

    “We are committed to maintaining law and order in the state and will not rest until those responsible for this senseless act of violence are brought to justice.

    “The Command wishes to remind the general public that the movement restriction earlier imposed is still in place and also the Okada and Keke Napep riders are encouraged to help the police with information,” he said.

    Meanwhile, Gombe State Governor Muhammadu Inuwa Yahaya has condemned the gruesome murder of Mrs. Aishatu Abdulahi and directed security operatives to track down the culprits.

    Yahaya, in a statement signed by his Director General, Press Affairs, Malam Ismaila Uba Misilli, described the incident as a mindless act. 

    The governor directed the police and other relevant security agencies in the state to mobilise investigative assets and ensure that the perpetrators of the heinous crime are brought to justice.

    He vowed that Gombe State, under his watch, will continue to maintain steadfast commitment to ensuring the safety and security of all its citizens.

    “We have zero-tolerance policy towards criminal activities, and this incident only strengthens our resolve to uphold the peace and security that our state is known for.

    “I want to make it abundantly clear that there will be no escape from justice for those responsible for this vile and vicious act.

    “Our security agencies are directed to leave no stone unturned to track down the culprits to account for their heinous act.”

    Gunmen on Saturday murdered a  58-year-old woman, Mrs. Aishatu Abdulahi. 

    They stormed her residence at Jekadafari area of Gombe around 9pm to kill her.

    “The Gombe State Police Command has expressed shock and dismay at the heinous crime and has pledged to do everything in its power to bring the perpetrators to justice. The Command has launched a full-scale investigation to ascertain the circumstances surrounding the incident and identify those responsible for the brutal murder,” he said.

    The Command extends its heartfelt condolences to the family of Aishatu Abdullahi and we want to assure the public that we are doing everything possible to apprehend the perpetrators of this heinous crime and bring them to justice. We urge anyone with information that could lead us in our investigation to come forward and give us the information,” he added. 

    The Command urged residents to remain calm, vigilant and report any suspicious activities or individuals to the Police.

    Mua’zu also encourages members of the public to cooperate fully with the police as they carry out their investigation saying without the support we may not get to the roots of these problems because some of these criminals are from within the community being terrorized.

    “We are committed to maintaining law and order in the State and will not rest until those responsible for this senseless act of violence are brought to justice. The Command wishes to remind the general public that the movement restriction earlier imposed is still in place and also the Okada and Keke Napep riders are encouraged to help the Police with information,” he said.

    Governor Muhammadu Inuwa Yahaya condemned the gruesome murder and directed security operatives to track down the culprits. 

    Yahaya, in a statement by his Director General, Press Affairs, Malam Ismaila Uba Misilli described the incident as a mindless act.  

    The Governor directed the Police and other relevant security agencies in the state to mobilise  investigative assets and ensure that the perpetrators of the heinous crime are brought to justice.

    He vowed that Gombe State, under his watch, will continue to maintain a steadfast commitment to ensuring the safety and security of all its citizens. 

    “We have a zero-tolerance policy towards criminal activities, and this incident only strengthens our resolve to uphold the peace and security that our state is known for.

    ” I want to make it abundantly clear that there will be no escape from justice for those responsible for this vile and vicious act. Our security agencies are directed to leave no stone unturned to track down the culprits to account for their heinous action. 

    He conveyed the deepest condolences of the government and people of Gombe State to the bereaved family.  

    “The details of this incident, as preliminarily reported by the police, are nothing short of horrifying as a dark stain. Our hearts bleed for the bereaved family, who are grappling with an unimaginable loss, and for the Jekadafari community as well as the entire citizens, who are now scarred by the traumatic aftermath of this tragic event”. 

    The Governor called on the people of the state to remain calm vigilant in the face of any threat to our collective security, vowing that Gombe State will not waver in its commitment to preserving the peace and tranquility that it holds so dear.
