    Kidnapping law: Lagosians call for enforcement, commend Gov

    Some Lagos residents on Thursday described the signing of the Lagos State Kidnapping Prohibition Bill, 2016 into law by Gov. Akinwunmi Ambode as “a step in the right direction’’.

    They told the News Agency of Nigeria (NAN) in separate interviews in Lagos that the state government should ensure strict enforcement of the law.

    NAN reports that the governor had on Wednesday assented to the bill which provides life imprisonment for the act of kidnapping and death penalty for kidnappers whose victims die in their custody.

    Mr Anthony Bassey, a civil servant, commended the state government for the law, saying that it would no doubt chase kidnappers away from the state.

    “I want to commend Gov. Ambode for assenting to the law; truly it has to be a death penalty, but the question is who signs the death warrant?’’ Bassey said.

    Also, a nurse, Mrs Eniola Oloyede, urged the state government to ensure full enforcement of the law and not just pay lip service to it.

    Oloyede said that effective enforcement of the law should be paramount.

    Another resident, Mrs Adeola Akinfenwa, also a teacher, said that the move would help to prevent the subsequent occurrence of such cases in the state.

    A civil servant, Mr Femi Akindoyin, said that once there is enforcement and the culprits made to face the wrath of the law, it would stem the rising cases of kidnapping.

    Mrs Oluwunmi Adetiba, a pharmacist, said that the state government’s action was necessary as kidnappers should not be encouraged and handled with kid’s gloves.

    “There is hardly a week without this issue of kidnapping being reported. We really have a big problem in our hands.

    “There should be a severe punishment to serve as a deterrent; kidnappers kill as well,’’ Adetiba said.

    Mr Gbenga Fagbade, a banker, said the governor’s action showed that the state government was proactive, adding that kidnapping was a heinous crime that should be discouraged.

    In his remarks, the Deputy Commander, the Vigilante Group of Nigeria (VGN), Lagos State Command, Mr Emmanuel Ayisie, said the law was good.

    “I give kudos to the state government and the legislature for enacting a law that will discourage people from kidnapping and at the same time protect the lives of those who are being kidnapped.

    “It is a law that is meant to send signals to those who are engaged in the act of kidnapping.

    “I think the law is fair enough because it is going to make the kidnappers more careful and law abiding.

    “It will minister to them that if you must kidnap, you must do it with some elements of care and if the intention is to get money from people, definitely the lives of the people should be spared,’’ Ayisie said.

    Commenting, Mr Ehi Omokhuale, the Lagos State Chairman, Civil Liberties Organisation (CLO), supported the approval of the law on kidnapping by the state governor.

    “The law should not exclude sacred cows. Lagos residents want to see scapegoats so as to deter others who now believe kidnapping has become a career,’’ Omokhuale said.

    Ambode urges residents to become house owners through new policy

    Lagos residents have been urged to take advantage of the state’s Rent-To-Own and Rental Housing policy in becoming house owners and addressing housing problems in the state.

    Gov. Akinwunmi Ambode of Lagos State, represented by his Deputy, Dr Idiat Adebule, made the call at the flag-off of the Rent-To-Own and Rental Housing policy in Sir Michael Otedola Estate, Odoragunshin, Epe area of Lagos.

    He said that the policy was part of his administration’s strategies to deliver decent and affordable housing to citizens.

    ”The Rent-To-Own and Rental Housing policy which is being launched today is a milestone in public housing delivery in the state to make life more comfortable and easier for our people.

    ”I urge Lagosians to take part in the process and I assure you that the selection process will be credible, fair and transparent, ” he said.

    Also speaking, Mr Gbolahan Lawal, Commissioner for Housing said that the current administration came up with the housing policy to increase the number of residents on home ownership ladder.

    He said 12 housing estates spread across the three senatorial districts had been dedicated to the implementation of the policy.

    ”The Rent-To-Own policy targets the low and medium income earners in both the formal and informal sectors where individuals are required to pay five per cent of the value of the housing unit as commitment fee and the balance is spread over 10 years.

    ”This programme allows the tenant to live on the property while paying towards ownership at a fixed rent within the period of 10years.

    ”On the Rental Housing policy, which is to further ensure housing accessibility and affordability in Lagos State, the tenants are however required to pay one month deposit, ” he said.

    In his remarks, Mr Dehinde Tuwase, General Manager, Lagos Mortgage Board said that interested individuals must be registered residents, tax payers and must have regular source of income

    Lagos By-election: Ambode seeks support for APC candidate

    The people of Ifako-Ijaye Federal Constituency have been urged to elect Mr Akinwunmi Olaitan in Saturday’s by-election to ensure adequate representation.

    This call was made by Gov. Akinwunmi Ambode of Lagos State on Thursday, during a rally held at the Ifako Ijaye Mini Stadium in support of Olaitan, the All Progressives Congress (APC) candidate in the by-election in the constituency.

    Mr Elijah Adewale, who represented the constituency in the House of Representatives, died on July 20, necessitating the Dec. 3 by-election to fill the vacant seat.

    Six political parties are fielding candidates in the election.

    “We know that this community will move forward and there will be tremendous progress if Olaitan is elected.

    “Let us go house to house and pronounce further that Olaitan is one of us and he will represent us fully.
    “That is what we have promised you, when we make promises, we fulfil more than what we promised,” Ambode said.

    The governor promised massive transformation in the state, particularly in the rural areas.

    “I tell you, by this time next year, you will not believe the progress Lagos has made,” Ambode said.

    He also commiserated with the family of Adewale.

    Earlier, Olaitan promised to fight for the interest of the people, if elected.

    The rally was attended by the Lagos APC Chairman, Chief Henry Ajomale and Sen. Olamilekan Adeola, representing Lagos West Senatorial District, among others.

    Lagos shanties of Horror

    All over the world, shanties in cities is a natural concomitant of urbanisation. In world’s most populous cities such as Bombay, Hong Kong, London and Singapore, the problem of shanties is a recurring decimal which governments in these countries have battled to solve for ages. The cause varies from rural urban migration, illegal immigrants syndrome in capitals like London and Washington DC, to poverty and insufficient and unaffordable accommodation. Coupled with this is the fact that the urban population in the world is rising generally.

    Lagos, a mega city with an estimated population of 22 million inhabitants is not an exception in the menace of shanties and this has been on for ages. The only exception is that Lagos shanties are becoming that of horror where illegal migrants like kidnappers and militants have made their comfort zones, from where they make use of the waterways to ferry their victims to another location.

    Recently, Governor Ambode ordered that all shanties in Ilubirin and along all creeks, waterways and under high tension cables be demolished while the illegal occupants should be evicted. This may sound harsh in the face of the present economic situation, but the fact remains that the action is necessary in order to protect lives and property of about 22 million Lagosians. Building of illegal structures under high tension cables is without doubt, an accident waiting to happen which no responsible government would condone.

    The history of the Ilubinrin shanties especially, reveals that the present illegal occupants moved in and erected illegal structures by cashing in on the time lag created by the redesigning of the Ilubinrin housing project which was started by former Governor Asiwaju Bola Tinubu about ten years ago with the reclamation of the lagoon while the fishermen who were there at that time were resettled at Badore.

    The housing units which was initially expected to accommodate 1,254 housing units started in 2013, while the scheme was reviewed and redesigned by the administration of Governor Akinwunmi Ambode to accommodate 1,500 families and make the place a live, work and play environment, with the partnership of a private investor. However, the illegal settlers moved into Illubirin waterfront during the process of redesigning the scheme and erected shanties. It is also noteworthy that all quit notices to the illegal occupants have been ignored up till the time that the illegal structures were demolished.

    It is not in doubt that shanties all over the world have always provided a safe haven for all sorts of criminals. In Lagos, shanties, especially those along the coastal areas have become the base of kidnappers as witnessed in Arepo, though in Ogun State, the kidnappers who are suspected militants operated in Lagos and even kidnapped a monarch, Oba Goriola Oseni, the Oniba of Iba. It took the aerial bombardment of the Arepo shanties by the Nigerian Airforce to reduce the once operational base of the kidnappers to rubbles and this has restored relative peace in the area.

    The recent case of kidnap of students and teachers of Lagos Senior and Junior Model College,Igbonla-Epe, on Thursday in their school and who are still in captivity, once again brought to the fore the dangers inherent in allowing these shanties to fester in the state. Before the Epe kidnapping incident, in March 2016, 3 female students of Babington Macaulay Junior Seminary, Ikorodu Lagos, were also abducted and were only rescued six days after, through the prompt intervention of the Lagos State Government.

    With the above incidents, the Governor could hardly be faulted for ordering the demolition of all shanties along creeks and waterways. Apart from the security of lives and property of millions of Lagosians which is the primary responsibility of any government, the move would enhance the government’s pursuit of its policy on cleaner environment and restoration of master plans through the removal of all environmental infractions and nuisances across the state. No investor would bring his money to a city where his life, that of his family and property are not safe.

    While the plight of the urban poor most of who migrated to the city to have a better live must be considered as many of us including Governor Ambode are from humble backgrounds, this does not mean that government should fail in its duty to educate the people on the need to refrain from constructing any structure on river banks, because the safety of about 22 million residents of the State cannot be allowed to be jeopardised by few.

    Not a few people will agree with the obvious fact stated by the state government that, “It is quite worrisome that ramshackle structures, sheds, canopies and shanties, especially along shorelines have turned to the abode of miscreants/street urchins, rapists, kidnappers, touts, street traders and hawkers who often vandalise public utilities and attack innocent citizens”. Apart from the above, lives of the illegal occupants of these shanties are at risk of flooding and other health hazards like cholera and other communicable diseases as a result of poor hygienic conditions of the shanties.

    Just like any other city in the world, the concentration of economic development in a city like Lagos has largely accounted for population boom in very short periods of time which has severely stretched the coping capacity of city governments. One of the most visible outcomes of rapid urbanisation is therefore Urban Slum Formation. The most pragmatic solution to this is that the Lagos state government taking a cue from other developing nations with city slums, is focussing on the effective link established between planned economic development, uban growth and housing.

    This is why Governor Ambode’ s assurance to Lagosians that a lot of houses would be rolled out in the next few months is a cheering news. It is equally heart warming that the private investor will move into the Ilubinrin housing project site with an investment of a whopping $500m anytime from now.

    Boxer and politician Manny Pacquiao, built over 1,000 houses for poor Philippinos in his home town. The multi-millionaire boxing champion, who is also a congressman, and a born-again Christian said, “As faithful stewards of God’s grace in its various forms, each of you should use whatever gift you have received to serve others. I’m so happy giving this houses free to my constituents in Sarangani Province from my own pocket more than thousand families are the beneficiaries.”

    I know we may not have another Pacquiao in Nigeria even though we have many religious organisations richer than many state governments, but let such individuals and organisations compliment the effort of government by assisting the poor to have access to decent but affordable accommodation. If they cannot offer the houses free like Pacquaio, they can at least make it so cheap that there will be no need for the urban poor to erect shanties that would later become a safe haven for criminals with the attendant health risks to the inhabitants, especially hapless women and children.

    It is high time the Lagos state government demolish all shanties of horror which has become the abode of kidnappers of our school children while reviewing the law against kidnapping to make it a capital punishment as obtained in other states in Nigeria.

    We will assist youth to become wealth creators – Ambode

    Gov. Akinwunmi Ambode of Lagos State on Thursday said his administration would continue to add value to the quality of education in tertiary institutions owned by the state to make graduates wealth creators.

     

    Ambode, who was represented by the Deputy Governor, Dr Idiat Adebule, made the pledge at the 24th Convocation Ceremony of the Lagos State Polytechnic, Ikorodu.

     

    He said the government was aware of the challenges hindering the growth of young entrepreneurs, which prompted the establishment of the Employment Trust Fund.

     

    “The fund is to assist graduates and help them generate wealth for themselves, as well as create job opportunities for others.

     

    “Your education in this institution has equipped you with the necessary foundation and skills for the challenges ahead.

     

    “You owe this institution a duty to be its good ambassadors by promoting economic development and progress of our community,” he said.

     

    Ambode urged the management and staff of the institution to ensure that the students under their care are exposed to new ideas in research.

     

    In his address, Mr Samuel Sogunro, Rector, LASPOTECH, said that the student population of the 38-year-old institution had grown from 287 at inception to the present 25, 250.

     

    Sogunro said that one of the biggest challenges of the polytechnic was underfunding, as it constrained research activities and development in the Institution.

     

    “Being a public institution, our main source of funding is the government, which owing to the prevailing hostile economic environment, has increasingly been unable to cater for most of our financial needs.

     

    “The inability of the state government to adequately fund the polytechnic has for a long time constrained research and sundry development activities on our campuses,” he said.

     

    Sogunro appreciated Gov. Ambode for his active support in reducing the challenges and burden of the institution, promising that the school management would continue to complement the government’s efforts.

     

    He urged the graduating students to continue to work hard and strive for academic, professional and personal excellence.

     

    “Your achievement now leaves you with a vital responsibility of being a change agent in the society. You are not expected to rely on government jobs; think of what you can do for Nigeria.

     

    “Put your know-how to use and set your creativity free to create jobs in the private sector,” Sogunro said.

    Gov. Ambode appeals to residents over fuel crisis, power

    Gov. Akinwunmi Ambode of Lagos State on Wednesday appealed to residents to bear with government over the lingering fuel crisis and power shortage across the state.
    This is contained in a statement issued by the state’s Commissioner for Information and Strategy, Mr Steve Ayorinde.
    “Lagos State consumes more than 40 per cent of the fuel and energy needs of the country and therefore appreciates that the impact of the scarcity would be felt more in the state,” Ambode said.
    He urged residents to remain calm, orderly and law abiding, assuring them that government was doing everything possible within its power to find an immediate solution to the crisis.
    “I share the pain and discomfort of Lagosians.
    “I assure them that the Federal Government is deeply touched by the situation and is working round the clock to alleviate the suffering of the people,” Ambode said.
