  • APC condemns proposed life pensions for Bayelsa lawmakers

    The All Progressives Congress (APC) in Bayelsa State has kicked against a bill passed by the state’s House of Assembly awarding life pensions to its members.

    The party said it also observed how the strange idea, which was proposed as a bill and passed by the House on Wednesday, had set the public pulse racing.

    The party said completely rejected the idea describing the bill as unjust, ungodly and self-serving.

    The State Publicity Secretary of the APC, Mr. Doifie Buokoribo, said it was unsympathetic for members of the House of Assembly to seek to enhance their own lives at the expense of the vast majority of Bayelsa people living in pain and penury.

    Buokoribo described the life pension bill as an unspeakable crime against our people.

    He said the party was making efforts to enthrone a regime of better life for the people of Bayelsa.

    Buokoribo said: “And we have led a robust opposition to the current system of anti-people governance in the state for close to eight years.

    “Regarding this latest move by the House of Assembly, we again say that the idea is avaricious, wicked, and insensitive. By proposing such a law, the lawmakers have merely portrayed themselves as a people who feel no concern for the feelings of their suffering constituents.

    “They have once again confirmed that they are in cahoots with the executive in the serial impoverishment of the people of Bayelsa State.

    “APC advises the legislature to withdraw the obnoxious pension bill and avoid the appalling crime against the people of Bayelsa State.

    “In the event of the legislature’s refusal to heed this solemn advice, we appeal to Governor Henry Seriake Dickson, if he is still in touch with his essential humanity, to refuse assent to the pension bill when it is transmitted to him.

    “Failing this, the party calls on the people of Bayelsa State to embark on a campaign of peaceful resistance against the rogue assembly and the poverty regime of Governor Dickson.”

  • Bayelsa govt executes 300 projects in 7 years

    Bayelsa State Commissioner for Works and Infrastructure Konyefa Godwin, on Wednesday, said government had executed over 300 projects within the seven years of Gov. Seriake Dickson’s tenure.

    Godwin told newsmen in Yenagoa that the projects were spread across the eight local government areas (LGAs) of the state.

    He said that the projects included, roads, bridges and buildings, which were either completed or on-going, in both the coastal communities and the upland.

    The News Agency of Nigeria (NAN) reports that Bayelsa, a predominantly riverine state, has only four LGAs: Sagbama, Ogbia, Yenagoa and Kolokuma/Opokuma, located on land.

    The commissioner listed some of the completed projects to include:  the State International Airport, Ecumenical Centre, building of Annex 3, 4, 5 and 6 secretariat complexes, dualisation of Sani Abacha expressway and Azikoro road among others.

    Other completed projects were: the new Governor and Deputy Governor’s offices, Diagnostic centre, House officers’ quarter at the Federal Medical Centre (FMC), Etegwe-Amasoma road, Governor’s Aide’s block, Ogbia-Nembe road and Igbogene carriageway.

    Some on-going projects according to Godwin included Niger-Delta University, Senate Building, Sagbama-Ekeremor road, University of Africa Administrative block, Yenagoa-Oproma road, among others.

    On the administration’s seventh anniversary fixed for Thursday, February 14, the commissioner commended the achievement of the present government, especially for bringing development to the door steps of the people.

    “Mr Konyefa Godwin, the Commissioner of Works, and his team, hereby felicitate with Gov. Seriake Dickson and the Deputy Gov., Real Admiral John Jonah, on the celebration of their seventh year anniversary in office.

    “The seven years have indeed recorded about 300 projects in all the LGAs in the state.

    “We thank the governor for changing the length and breadth of Bayelsa, with landmark projects and infrastructure.

    “May the Almighty God continue to take you and the state to a greater height,” he stated.

  • Lokpobiri, Dickson trade blames over security challenges in Bayelsa

    Minister of State for Agriculture and Rural Development, Sen. Heineken Lokpobiri, and Gov. Seriake Dickson have continued to trade blames over the current security challenges in Bayelsa.

    Dickson had on Friday accused Lokpobiri and leaders of the All Progressives Congress (APC) of being the masterminds of election violence in the state.

    But Lokpobiri, in a statement signed by his Special Adviser on Media, Mr George Orgi, alleged that Dickson was only engaging in a blame-game against the main opposition party in the state.

    He described as false and malicious, the allegation that APC was “plotting to use the security agencies to rig, manipulate and unleash violence on voters in the state.”

    He said: “In the warped imagination of the governor, the leadership of the main opposition party in the state is arming thugs with all sorts of ammunition and weapons to attack the electorate.

    “This allegation comes as no surprise to those who are familiar with the political antics and deceit of the governor.

    “APC is not surprised at this recent allegation by Dickson,” the minister further stated, adding that it had dawned on the governor that the game was up for him.

    He boasted that APC was like a moving train in Bayelsa, which could not be stopped by anybody, including Dickson.

    “The APC is moving in full force to reclaim the state, starting with a landslide victory at the Presidential and National Assembly polls,” he said.

    He said that APC’s door-to-door campaign had commenced throughout the nooks and crannies of the state.

    Lokpobiri said that the governor was “obviously frightened by the massive support APC was receiving in the state. “

    He said that there was no reason for APC, “which is cruising to electoral victory, to either engage in political violence, store weapons or recruit political thugs.”

    He said that Dickson was only “trying to run away from his negative shadows haunting him, by stoking non-existent allegations to cover up his failure in office.”

    Lokpobiri said, “The governor should face the obvious challenge of giving account of his stewardship to the people of Bayelsa.”

    The minister alleged that the governor was panicky because he was conscious that his tenure would soon come to an end and that the people would demand the account of his stewardship.

    News Agency of Nigeria (NAN) reports that the leaderdhip of APC in the state, including former Gov. Timipre Sylva and Lokpobiri, recently marched to the police headquarters to protest the recent killing of some party members in the state. (NAN)

  • Dickson presents N275.8bn budget for 2019

    Gov. Seriake Dickson of Bayelsa on Wednesday presented a budget of N275.8 billion for 2019 to the state House of Assembly for consideration.

    Dickson said at the presentation that the budget that would help in the completion of all ongoing projects as well as ensure payment of remaining salary arrears of workers in the state.

    The budget is lower than the 2018 figure of N316 billion.

    Giving the breakdown of the budget, tagged “Budget of Completion” the governor said it is made N47.1 billion capital expenditure and N228.7 billion recurrent expenditure.

    He said that the budget would be funded through Internal Generated Revenue (IGR), Value Added Tax (VAT) and federal allocation.

    The Speaker, Mr Konbowei Benson, promised proper scrutiny and speedy passage of the budget to help government fast-track its developmental projects. (NAN)

    Bayelsa Govt. partners American company to boost health facilities

    The Bayelsa Government said it had entered into partnership with an American medical facility services company, Medshare, for evaluation and maintenance of existing health facilities in the state-owned hospitals.

    Gov. Seriake Dickson disclosed this in a statement signed by his Chief Press Secretary, Mr Francis Agbo in Bayelsa on Saturday.

    Dickson said that the partnership with Medshare was for the equipping of six referral hospitals and other health centres in the state.

    He said that the partnership also included repairs and maintenance of existing equipment, training of medical technicians, personnel and medical intervention teams to perform surgeries and other medical assistance programmes.

    According to the governor, the strategic collaboration will ensure that Bayelsa has best medical facilities in Nigeria.

    “When I took over as governor of Bayelsa in 2012, there was not a single functional heath centre in the local government areas,the one in Yenagoa, the state capital, was not operating at full capacity.

    “Today, despite the country’s economic challenges, we have built six referral hospitals in six local government areas and are in the process of building two more.

    “This is to ensure that we have one referral hospital in each local government area of the state.
    “My desire is to have these hospitals operational by the end of this year and by next year.

    ‘’I plan to have a neighbourhood health centre in each of the wards of in the state to take healthcare closer to the people.

    “I have also built one of the most sophisticated diagnostic centres in the country today.
    “I have rebuilt the Government House clinic into a 100-bed public specialist hospital, fully equipped with state-of-the-art facilities and it is open to the general public,’’ Dickson said.
    The governor said that his administration inherited a 500-bed hospital from his predecessors, but promised that it would be re-modelled to a 350-bed hospital with Medshare collaboration.
    He requested for a team of specialists to immediately come to Nigeria to assess the facilities on ground, overhaul them, and make recommendations for the procurement of new equipment, if required.
    Dickson said that his task was crucial in line with his ongoing medical tourism revolution, adding that the 350-bed hospital would be completed and inaugurated in 2018.

    Gov Seriake Dickson of Bayelsa State says the state government will conduct local government elections in 2018.

    A statement by his Chief Press Secretary, Mr Daniel Markson-Iworiso, in Yenagoa on Tuesday, said the governor blamed financial constraints for the delay in conducting the elections.

    He said that the delay was not deliberate, but due to economic downturn in the country.

    Dickson said that plan was on to ensure that the elections were conducted.

    “The local council elections have not been conducted as the current economic situation has made it practically impossible to do so.

    “The situation is not peculiar to Bayelsa, but to many states that are also finding it difficult to muster the courage to hold elections at that level of government.

    “Conducting local council elections is very expensive as it cost billions of naira, but I am assuring that if the revenue of the state improves, the polls will be held before the end of 2018,” he said.

    The governor, however, appealed to the people of the state to shun propaganda and divisive tendencies.

    Dickson said that‎ the era of wastages in government was gone for good as public funds were being used judiciously for the benefit of the people.

    On the issue of power, the governor said the ongoing ‘Operation Light Up Bayelsa’ would‎ continue until the state sufficiently achieved improved electricity supply.

    He said that the project would stimulate small and medium enterprises that would in turn grow the local economy.

    Dickson to Shell: Relocate your headquarters to Niger Delta

    Governor Seriake Dickson of Bayelsa State has called on the Shell Petroleum Development Company (SPDC) to become a pacesetter by first relocating its headquarters to the Niger Delta region.

    Dickson also appealed to SPDC to partner with his administration in delivering critical projects, such as the industrial park, power projects and construction of major roads in the state.

    The governor, who spoke at the weekend when the Managing Director of the SPDC and Country Chairman of Shell Companies, Mr. Osagie Okunbor paid him a courtesy visit in Government House, Yenagoa, insisted that Shell should lead the way.

    According to the governor, being the first company to exploit oil resources in the region,  Shell should should do the needful by bringing its corporate headquarters to the region.

    He said his government was ready to provide land to enable them carry out their operations.

    Dickson pointed out that, the huge reserves of gas in Bayelsa placed the state in a vantage position to generate enough power to drive the industrialization agenda of the state and the country.

    He also stressed the need for SPDC to mobilize other oil companies to collaborate with the state government to ensure the successful establishment of the Brass LNG and fertilizer plant projects, to create job opportunities and stimulate the local economy.

    On road construction, Dickson, who lauded SPDC and the NDDC for partnering to build the Ogbia-Nembe road, however, expressed the state government’s preparedness to collaborate with them to extend the road to Brass. 

    In his remarks, the Managing Director of SPDC, Mr. Osagie Okunbor, commended the restoration government’s development strides.

    He expressed his company’s willingness to consolidate on the infrastructure base and economic advancement of the state.

    Okunbor, particularly thanked Dickson, saying his leadership style had gone a long way in providing enabling environment for oil companies to operate without major disruptions in the state.

    Transparency: NGO urges Dickson to emulate El-Rufai

    Patriotic Citizens of Nigeria (PACON), an NGO, on Wednesday urged Gov. Seriake Dickson of Bayelsa to emulate his Kaduna State counterpart, Malam Nasir El-Rufai, by publishing details of his monthly salary and security vote.

    PACON threw the challenge in a statement signed by its conveners, Messrs Aluzu Ebikebuna and Poweidei Debekeme, in Yenagoa.

    The NGO argued that Dickson’s claim of running a transparent government since 2012 was not entirely correct as the governor had never disclosed how much he had been collecting as salary and security vote, which are public funds.

    “We wish to state that accountability and transparency go far beyond gathering only political appointees in a government-controlled environment and dole out figures without a proper breakdown of how those figures were received and spent.

    “The arrangement also does not give room for critical questions to be asked as related to stewardship.

    “This is the sorry state of what the government calls transparency briefing obtainable in Bayelsa State.

    “We hereby insist that in the spirit of accountability and transparency, the governor should as a matter of urgency, make public his various salary pay slips, security votes and the amounts allocated to the various local governments in the state,” PACON said.

    It also implored the state House of Assembly to also make public its budget, various constituency allocation funds, wardrobe allowances for members and the salaries of its leaders, beginning with the 2017 budget.

    “Transparency is not only a word. The government must ensure it takes the genuine step of making public the security votes, pay slips of the governor and the amounts allocated to the local government councils.

    “This, among other necessary things, will enhance, sustain, strengthen and propel the wheel of democracy.

    “The Bayelsa government should allow for NGO-driven transparency briefings that would be held outside government-controlled environment,” the NGO said.

  • Education Levy: Dickson, Labour meeting ends in stalemate

    The meeting between Gov. Seriake Dickson of Bayelsa and labour unions over a compulsory education levy on civil servants imposed by the state government has ended in a stalemate, the News Agency of Nigeria (NAN) reports.

    NAN reports that the Higher Education Students’ Loan and Education Development Trust Fund Law, makes it mandatory for worker in public and private sector to contribute to the fund.

    The government would contribute 10% of its internally generated revenue, while public servants will contribute between N500 and N100, 000 monthly depending on their grade level to the fund.

    The unions, however, opposed the levy after the governor signed the Law on March 29.

    Chairmen of the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) in the state told NAN in separate interviews on Wednesday that the meeting did not arrive at a consensus.

    Mr John Ndiomu, the NLC Chairman said that the union leaders would present details of the discussion to their members at a joint congress meeting.

    Ndiomu, however, said that the government had approved all pending promotions of workers.

    Also Mr Tari Dounana, the TUC Chairman noted that the education levy and the witdrawal of a 20 per cent tax waiver granted civil servants were additional burden on workers.

    Dounana lamented that the imposition of the levy came at a time the government had failed to settle over six months backlog of workers salaries.

    The TUC chairman described the levy as “anti-people”, and made without the input of key stakeholders and other members of the public.

    “It is very unfortunate that such laws that will require civil servants to make contributions from their salaries were passed and assented to, without a public hearing for stakeholders to make their views known.

    “The workers have made enough sacrifice, with between six to 13 months salary arrears and we had agreed to support the proposed Health Insurance policy where workers will also make contributions, this is one deduction too many.

    “For them to formulate the policy without labour input leaves much to be desired, we are opposed to it,” Dounana said.

    Meanwhile, Mr Jonathan Obuebite, Bayelsa Commissioner for Information, urged the workers to refrain from politicising the policy.

    According to him, the state government had invested about N50 billion into the education sector.

    “The state government sees the welfare of its workforce as a priority and the policy is in the overall interest of the citizenry.

    “It is meant to provide world class education to every child in Bayelsa, and we want the people to make nominal sacrifices,’’ Obuebite claimed.

    Thugs attack Ankio Briggs, anti-Dickson protesters

    The Governor of Bayelsa State, Seriake Dickson, on Tuesday, boasted that only the Peoples Democratic Party (PDP) would win future elections in the state.

    The governor advised other party members including loyalists of the All Progressives Congress (APC) to renounced their membership and join the PDP if they had ambitions to contest any future electoral positions in the state.

    Dickson spoke at the Peace Park, where a crowd of PDP loyalists mobilised to celebrate his first year of his second term and five years in office as the governor.

    The governor, who danced to Ijaw war songs before addressing a mammoth crowd of his supporters said: “This state is unshakably PDP. When they tried to be funny, don’t worry, the reason I am Ofurumapepe leading this party is that when the battle never tough, Ofurumapepe doesn’t come out.

    “Anybody who wants to contest an election, let me put you on notice, the only platform that can win an election in this state under my leadership is the PDP. Which election will be tougher than the one we won with me as the candidate?

    “We will lead the party to win all elections in the state, God willing. We have nothing to hide. We are busy chasing the challenges of government in Bayelsa and at this time our hands as we have always said are opened.

    “The doors of PDP in Bayelsa are open even for those who made mistakes, our big umbrella is waiting to receive all of them back. If they don’t come back no way for elections in the state. Tell them. If they come back, accept them”.

    The Peace Park, Yenagoa, Bayelsa State, was the destination for all lovers of Dickson, as he marked his anniversary.

    It was fanfare as a crowd of supporters adorned in their best attires marched the streets of Yenagoa to show Dickson love on Valentine day.

    As early as 7:00 a.m, supporters of the Restoration Government from various local government areas started processions from Igbogene, the outskirts of Yenagoa to Peace Park, located opposite Government House, Onopa, a distance of over 40km.

    The residents who marched according to their local government areas of Brass, Yenagoa, Nembe, Kolokuma-Opokuma, Southern Ijaw, Ekeremor and Ogbia, defied the scorching sun as they, drummed, sang and danced on the streets.

    Hundreds of groups including youths carrying pro-Dickson‘s banners, placards and other Peoples Democratic Party (PDP) materials to rejoice with their governor.

    Women were the most colourful in their different uniform wrappers, blouses and scarfs with a touch of red, Valentine’s colour.

    The venue was congested with youths, all political appointees, federal and state legislators, national and state PDP’s executive members, security operatives, journalists and traditional rulers.

    But prior to the event thugs disrupted an anti-Dickson protest led by a Niger Delta activist, popularly referred to the Amazone of the Niger Delta, Ankio Briggs.

    Briggs and other protesters assembled around the Tombia Roundabout to commence a demonstration against Dickson‘s decision to confine herdsmen in the state within the Bayelsa Palm area of the state.

    The activist, who came from Port Harcourt, Rivers State, to lead the protest under the auspices of Ijaw Women Connect (IWC) was disorganised by thugs in the presence of security operatives including the police.

    Briggs said the thugs injured some of the protesters and stole her telephone handsets, identity cards and other personal effects.

    She said they pushed her down in the presence of a senior police officer complaining that the police failed to protect her and other protesters.

    She, however, said the demonstration was not against the leadership style of the governor but a “love rally” to disagree with the decision of the governor to allocate land to herdsmen.

    But in a swift reaction, the government through the Commissioner for Information, Mr. Jonathan Obuebite, said the activist was attacked by her own thugs.

    “The information we receive as a government is that Briggs mobilised people to Bayelsa for a protest. But they people turned against her and attacked her because she could not pay them the mobilisation fee”, he said.

    Obuebite, who sympathised with Briggs, thanked security agencies for calming down the situation and saving the life of the activist.

    But Dickson insisted that the PDP would bounce back and regain the control of the centre in 2019 after resolving their internal crisis.

    He said he had transformed the state and brought development high used to be fantasies to realities adding that the people of the state now have the best hospitals, roads and schools under his government.

    “Everywhere you go, they tell you that one of the safest states in e country is Bayelsa because you said no to people who practice violence.

    “You have seen massive roads and we will continue to build the roads, hospitals and schools which they could not build,” he said.

    He noted that the hardship in the state was caused by APC at the federal level accusing the party of destroying the economy.

    He said under the APC, naira which used to be N160 to the dollar had skyrocketed to N500.

    The governor, however, promised to lift an embargo in employment in the state immediately he completed his reforms in the public service.

    He said his government would make more appointments to empower the people and reward persons who worked for his victory.

    Speaking at the occasion, the National Publicity Secretary, PDP and former Minister for Works, Prince Dayo Adeyeye, said when he first visited Bayelsa under former Governor Goodluck Jonathan, the state was a mini-village.

    But he said Dickson had transformed the stage into a town describing the governor as one of the pillars of the PDP.

    “With governor Dickson, PDP has a future”, he said adding that PDP managed the country for 17 years only for APC to destroy the economy.

    He said all the institutions built by the PDP were being used by APC to fight corruption in the country and insisted that in 2019, the party would bounce back.

    In their goodwill message, other speakers eulogised the governor saying he had redefined development in the state.
