  • Kaduna killings: We don’t know casualty figure yet – CP

48 hours after Governor Nasir El-Rufai put the figure at 130, Kaduna State Commissioner of Police, Ahmad Abdulrahman has said that the casualty figures of Kajuru killings is yet to be ascertained.

The police commissioner while briefing newsmen in Kaduna on Thursday, however, warned that, nobody should stampede investigations on the killings, adding that, “even if the governor tells you it is 200 bodies, he is just quoting figures, because it may be more than that or less than that.”

The Nation recalled that, Governor El-Rufai had last Friday said 66 persons were killed by unknown gunmen. However, later on Tuesday at the Presidential Villa in Abuja, El-Rufai said the casualty figure has risen to above 130.

The Police Commissioner, however, advised that, “figures in a crisis of this magnitude should be left until all investigations have been concluded.

According to him, “You cannot come up to quote a figure and you will say again later you will have to come and say it again. As far as the police is concerned, we are investigating, the investigation is still in embrayoic stage.

“You know Fulani’s don’t put their selves in one area and say this is our town. sometimes they live by family,  community settings, by nucleus and extended family and that is how we have been gathering here and there that they are wiped out, some have ran away and some have been killed etc.”

He said police as professionals don’t come out with figures, except we are sure and until we conclude our investigation.

“So you can see that there is no reason for anyone to say this one said this figure and that one said another figure.

“That was why the number of casualty during the Kasuwan Magani varies between SEMA and police. Police said 55 bodies were recovered and SEMA said seventy something.

“My friends in media asked about the variation and I said the variation must be there because we the police are quenching the fire and making arrest of suspects and so. What we saw is what we will now say.” He said.

“We are counting on the millions of votes from Kaduna state for the re-election of President Muhammadu Buhari in 2019 polls. Kaduna state voted massively for APC in 2015 and I am convinced that your votes for APC in 2019 will be higher than before”.

Kaduna APC Deputy chairman, Alhaji Shuaibu Idris, told opposition there were no vacancies in Presidential Villa and Kaduna state Government House as the current occupants have performed credibly well and need no replacement in 2019.

Garba Datti Babawo, member representing Sabon Gari Federal Constituency and chairman caucus  House of representatives members from Kaduna state, called on the electorates to vote all APC candidates, saying only APC that laid the foundation will transform the nation.

Babawo, said the gang up against President Buhari and the APC by former military leaders and some clerics will fail.

He warned that any attempt by the National Assembly to override President Buhari on the rejected electoral amendment bill will be resisted by APC members:

“We heard that there are meetings to override Mr. President on the electoral amendment bill rejected by him but we are in full support of Mr. President. Any attempt to override him will fail”. He said.

Bello said, “I am calling on all my supporters and Kaduna electorates to vote President Muhammadu Buhari, Governor Nasir El-Rufai and all other candidates in the forthcoming elections to continue with the transformations because PDP has nothing to offer Nigerians.

“I am one of the leading figures that left the party to join hands with APC to vote Governor Nasir El-Rufai and other APC candidates because PDP relegates competence.”

El-Rufai, who launched door- to- door campaign across the state, said his administration has undertaken major reforms in education, health among other sectors in the interest of the state.

    …ignore them, group tells APC

Kaduna State High Court has on Wednesday restrained the ruling All Progressives Congress (APC) from conducting the primary election to select the party’s candidate for the Kaduna Central Senatorial District.

Meanwhile, a pro Senator Shehu Sani group on Wednesday addressed a press conference in Kaduna, asking the national secretariat of the party to ignore Uba Sani and Governor El-Rufai on the matter.

Following the automatic ticket given to Senator representing Kaduna North zone, Shehu Sani by the national secretariat of the APC, his opponent in the party, Malam Uba Sani had dragged the party to the court challenging the decision.

Uba Sani is the acclaimed preferred candidate of Governor Nasir El-Rufai of Kaduna State.

Ruling on an ex-parte motion in a suit filed by Uba Sani, the court ordered the APC, its chairman Adams Oshiomhole, INEC and Shehu Sani to maintain the status-quo prior to 2nd October 2018, when the APC national chairman ‘unlawfully’ excluded Uba Sani and other aspirants from the contest in favour of one aspirant.

In a motion brought pursuant to Order 15(1) and Order 36 of the High Court Civil Procedure Rules of Kaduna State, the Court granted leave to issue and serve the writ of summons on the defendants.

Our Correspondent gathered that, the restraining order has been served on the APC at its national headquarters in Abuja.

Uba Sani’s lawyer, Sule Shuaibu Esq., explained that his client took this step to protect his democratic rights after exhausting the internal party grievance-redress processes.

“Upon becoming aware of his unlawful exclusion, Uba Sani wrote and submitted a letter of complaint to the national chairman, urging him to reverse the decision. He followed up with a letter to the Appeal Committee, stating clearly that having fulfilled all the conditions for contesting the primary election, his unlawful exclusion should be set aside and he  be allowed to contest the primary election.

“Given the imminence of the INEC deadline for the conclusion of primaries, Uba Sani cannot sit on his right and allow the effluxion of time to extinguish his cause of action,” he said.

The court however adjourned the matter to 15th October 2018.

The pro Shehu Sani group called, APC Solidarity for Senator Shehu Sani led by led by Architecct Ado Mohammed Sani said that national leadership of the party should ignore Uba Sani and Governor El-Rufai.

  • El-Rufai: we’ll sack absentee teachers

Governor El-Rufai has threatened to sack any teacher absent from duty.

A statement by his media aide, Samuel Aruwan, said the government cannot be blackmailed into retaining ‘unqualified teachers’ and mortgaging the future of about two million primary school pupils.

The governor said Education Administrators have been instructed to open registers in all schools, starting from todau, and any teacher who is absent from work will reap the consequences of absconding from duty.

The statement reads: “It has come to the notice of the Kaduna State government that the Nigeria Union of Teachers (NUT) has declared an indefinite strike. This is an illegal action, and will not achieve its aim of derailing the education reforms being implemented by the government.

“The government is not available to be blackmailed into knowingly retaining unqualified teachers; neither will it mortgage the future of two million pupils because failed teachers are shamelessly mobilising sentiment.

“At the invitation of the Federal Ministry of Labour, the government met twice in Abuja with officials of the NLC and the NUT. The governor personally led the state delegation to the first meeting. During these interactions, the government made it clear that as an employer, it has every right to determine who its employees are, or can be, and the minimum qualifications they must possess.

“The government has instructed education administrators to open registers in all its schools, starting from today, and any teacher who is absent from work will be treated with the consequences that pertain to absconding from duty under the Public Service Rules.

“The government will take firm and decisive disciplinary action against personnel who absent themselves from duty, including dismissal from service.”

  • Tragedy looms if we fail to educate our adolescents – El-Rufai

Tragedy looms if we fail to educate our adolescents – El-Rufai

Kaduna State Governor, Malam Nasir Ahmad El-Rufai has said that, adolescents who constitute 31.7 per cent of the Nigerian population must be given quality education to avoid future tragedy for the country.

Governor El-Rufai said, though, if the country is able to educate the adolescents, they will contribute meaningfully to the nation’s social and economic development.

El-Rufai stated this in Kaduna on Wednesday at the launch of Adolescent Girl Initiative in Northern Nigeria spear-headed by the UNFPA and CIDA in response to improved safety for school girls, delayed marriage and female empowerment through access to education.

Governor El-Rufai said, “According to the Nigerian Population Commission, adolescents constitute 31.7% of our population; this percentage is divided in nearly equal proportions of 50.1% male and 49.9% female. Interestingly, of Nigeria’s youthful population, 44.5% are less than 15 years of age while 16.4% are young people aged 15-24 years and 49% are 10-24 years. This underscores the importance of investing and developing our young population to the extent that they contribute effectively to National development.

“It is an opportunity if we are able to make this demographic healthy and educated thereby enabling it to contribute to social and economic development. It becomes a tragedy when they grow to adulthood unhealthy or ignorant or both. This tragedy even gets worse as according to estimates, this figure is expected to grow to 2 billion young people by 2050,” he said.

He said, his government has identified the dearth of quality and free basic education as an impediment to its continued growth and has demonstrated a commitment to addressing it through provision of bursaries and scholarships, a free 9 year education policy which covers tuition, uniform and all associated costs from primary 1 to JSS 3 in addition to its School Feeding Program that ensures that nearly 1.8 million pupils gets at least one meal a day in the schools.

According to him “in spite of these measures, we know that there is still much to be done: we must support policies that address retention in secondary schools to the extent that the large dropout rates and high levels of illiteracy are reduced drastically. This is why we seek to expand our education policy to include senior secondary schools, and as soon as we can marginally increase our internally generated revenues, we will ensure that education is free and compulsory at the primary and secondary levels.”

El-Rufai reiterated that, the large number of school-aged children currently engaged in street hawking or begging and other inhumane practices is appalling at best and they were taking measures to arrest it. Adding that, “We have enacted the Street Begging and Hawking (Prohibition) Law that will come into effect next month to ensure that every child above the age of 6 in Kaduna goes to school.

“We are pleased with the pilot of the adolescent girls’ initiative in Northern Nigeria spear-headed by the UNFPA and CIDA in response to improved safety for school girls, delayed marriage and female empowerment through access to education took off in Zaria. This collaborative event with the Ahmadu Bello University’s Population and Reproductive Health Initiative, and the Bixby Center for Population, Health & Sustainability at the University of California, Berkeley is a commendable and timely response which so far, has benefitted 425 of Kaduna’s adolescent girls.

“We thank the Government of Canada for their belief in the future of the adolescent Nigerian girl with the additional funding they are providing to scale-up the Adolescent Girl Initiative to an estimated reach of 9,250 more girls both here and in several other Northern States,” El-Rufai said.

Earlier in her remarks, Representative of the Canadian High Commission, Miss. Nancy said, Northern Nigeria, has the highest rates of female illiteracy in the country and account for negative health outcomes which include, the highest maternal mortality ratio (MMR) and infant mortality as well as the highest rate of early marriage.

She said, the Adolescent Girls Initiative in Northern Nigeria, is a UNFPA-supported programme that teaches vulnerable girls about their rights, their bodies and health. Adding that, “The goal of the Initiative is to improve the social, economic and health wellbeing of rural and low-income urban adolescent girls and secure their future through increased access to education (make them stay in school), sexual reproductive health information/services and life-skills that will positively impact on health choices.

She equally pledged the commitment of the Canadian government to the girl child education project in Nigeria.

The programme, which also had in attendance, wives of the Governor of Kaduna, Yobe and Bauchi who equally made public commitment to work towards promotion of girl child education in their respective states.
