    PDP’s Open Grazing Bill premature – Obaseki’s aide

    The Edo State Government has described as premature, the Bill for a law to prohibit open rearing and grazing of livestock, sent to the Edo State House of Assembly by the Edo State People’s Democratic Party (PDP).

    Special Adviser to Governor Godwin Obaseki on Media and Communication Strategy, Mr Crusoe Osagie, commended the Edo PDP for heeding the counsel of the Edo State government to learn how to be a responsible opposition party that can contribute to the development of Edo State through well-researched policies and laws.

    Osagie noted that while the new role of the Edo PDP is worth commending, the opposition party would require more schooling to fully appreciate that well-researched policies of the Obaseki-led government such as the ban on overnight grazing, the ban on armed herdsmen and the monitoring of herdsmen activities by the government and security personnel, cannot be changed when they are yielding positive results.

    “It is interesting to see members of Edo PDP embrace our advice. However, their proposed bill for a law that will ban open grazing is a faulty start. Policies have clear timelines and set outcomes. Since February 8 when Governor Obaseki unveiled the new set of policies to end the clashes between herdsmen and farmers, there has not been any incident. This means that the policies show promise and no one changes a winning team. So on what basis is the Edo PDP proposing its bill?”

    He maintained that while sending a bill to the House of Assembly is a civilised thing to do, rather than propagation of falsehood at a state-wide circus and making outrageous comments on issues of national security, the Edo PDP’s bill is impulsive.

    “PDP should stop being overtly emotional about issues that require tact and research. They have started learning how to be responsible, but they need to learn more from our technocrat Governor, Mr Godwin Obaseki,” Osagie said.

    He added that the Edo PDP has over the years displayed its lack of capacity to solve the problems of the state and stressed that the opposition party has nothing to offer the state.

    Agripreneur project: Edo calls for maize, cassava, rice off-takers  

    The Edo State Government has called for off-takers of maize, cassava and rice harvest from farmers under its Agripreneur project in the coming planting season.

    In a statement in Benin City, the Special Adviser to Edo State Governor on Agriculture, Forestry and Food Security Programme, Hon. Prince Joe Okojie, said the state government is committed to linking off-takers to farmers to reduce post-harvest losses and guarantee investments in agriculture in the state.

    The state government initiated the agripreneur programme to engage youths in agribusiness, provided them with land, assisted in farm management and facilitated access to high-yielding crop varieties and other inputs. The programme was piloted in 2017 with some of the farmers located at the Sobe Farm settlement.

    According to Okojie, “The off-takers would mop up the harvest from the farms, and we can assure that the produce would be of the best quality because we are working with experts to train the farmers on Good Agricultural Practices (GAP) and also supply the best of inputs to ensure that the produce meet standards.

    “This is also another avenue for the state governor to ensure that the youths going into agriculture are assured of buyers and aggregators for their produce, so that they are motivated to stay on the farms and are assured of returns from their investment.”

    The Agripreneur Project is part of Governor Godwin Obaseki’s Accelerated Agriculture Initiatives, through which 5,000 hectares of farmland would be cultivated. About 1,000 hectares was cultivated last year which provided employment for 200 youths in the state. Over 2,000 hectares of land have been cleared, much of which will be included in the agripreneur programme this year.

    Deposed monarch of Uromi in Esan North East local government area, HRH Anselm Aidenojie , has urged his subjects to ignore the call by the People’s Democratic Party (PDP) for them not to vote for the party that deposed their king.

    The deposed monarch who urged his subjects to vote for any political party of their choice distanced himself from the PDP’s comment.

    State Chairman of the PDP, Chief Dan Orbih, had told the people of Uromi that it was wrong for them to continue to support the ruling All Progressive Congress (APC) that deposed their king.

    Chief Orbih cautioned Governor Godwin Obaseki to stop playing politics with the traditional institution of Uromi.

    But the deposed monarch in a press statement he personally signed and issued to journalists in Benin City said he is not a member of any political party.

    He expressed optimism that Governor Godwin Obaseki will revisit the incident that led to his deposal.

    According to him, “l wish to use this medium to state that I was neither privy nor a party to the said statements. I hereby dissociate myself from the said statements and to state in unequivocal terms, that I am neither a member of the said political party nor partisan.

    “I urge the electorate at Uromi to disregard the said statements and vote for the party of their choice.

    “I am confident that the State Governor given his progressive nature, in his time will revisit the unfortunate incident that led to my deposal. I promise my unalloyed support and loyalty to Edo State Government.”

    Edo raises investigative panel on police/youth clash

    Edo State Governor, Mr. Godwin Obaseki has directed that an investigative panel be set-up to ascertain the immediate and remote causes of the fracas between men of the Nigeria Police and youths in Upper Igun area, in Oredo Local Government Area of the state.

    Commissioner for Communication and Orientation, Rt. Hon. Paul Ohonbamu, said this while briefing journalists after the State Executive Council meeting presided over by the Chairman-in-council and Governor of the State, Mr Godwin Obaseki, at the Government House, in Benin City, Edo State, on Wednesday.

    According to Ohonbamu, “The Chairman-in-Council expressed deep sadness over the fracas between the police and civilians in Upper Igun and called for calm over the fracas. The governor, who presided over the executive council meeting, mandated the Secretary to the State Government (SSG), Osarodion Ogie Esq. to set up an investigative panel to be headed by a reputable Retired Judge.”

    Ohonbamu added, “Other members of the panel will include a retired police commissioner, retired senior army officer and members of the civil society. The investigative panel will ascertain the cause of the crisis, ensure that justice is done and prevent future occurrence.”

    Similarly, Ohonbamu said that after the State Executive Council reviewed the state government’s response to the incidence of gas explosion in Ugbo area in Benin City, the governor directed the SSG to immediately set up an investigative panel to investigate various fire incidents in the state.

    He said, “The investigative panel on fire incidents in the state will be tasked to unravel immediate and remote causes of fire incidents, the state’s response capabilities and further prevent other similar incidences in the state.

    He noted that the committee will be headed by a reputable Retired Judge and other members will be drawn from various strata of the state.

    Ohonbamu said that the governor charged the Head of Service (HoS), Mrs. Gladys Idahor, to commence the planned capacity development programme for civil servants in the state.

    Edo State Government has commenced payment of little stipend to the 373 Libya returnees to enable them to go to their various destination.

    The payment started after the Libya returnees threatened to cause chaotic situation at the Motel Benin Plaza where they were lodged and their biometric obtained.

    They were alarmed that they were asked to go home without any money whereas previous Libya returnees were paid N41,000.

    To douse tension, the state government quickly mobilised and started payment equivalent to the destination of each returnee.

    Special Adviser to Governor Godwin Obaseki on Media and Strategy, Mr. Crusoe Osagie, said the state government was not aware that the federal government did not make any money available for the returnee.

    Osagie explained that the International Organisation on Migration and the Federal Government were responsible for returning Nigerians from Libya.

    He stated that “The European Union made €100 available for each Nigerians under the IOM returning programme. When they get here, they get N41,000 given to them in Lagos.

    “The Federal Government in its programme is not giving any money to returnees. Anybody who returned under the federal government is not getting any money. The federal government is returning migrants through Portharcourt while the IOM is returning Nigerians through Lagos.

    “Edo State Government is trying to provide something for them and has started making payment to enable them to visit their relatives. The little money is relative to where they are going to. It is not big money at all.

    “The returnees should be calm. We did not know that the federal government was not going to make any provision.”

    The traditional ruler of Auchi, His Royal Highness, Alhaji Aliru H. Momoh, Ikelebe III, Otaru of Auchi, has said that the problems confronting Nigeria were due to injustice.

    He said leaders at all level must ensure justice to both rich and poor members of the public.

    The Otaru who charged traditional rulers across the country to administer justice in their domains to foster peace, progress and economic development said the problem militating against the country today was because injustice has been allowed to thrive.

    He spoke at the 21 Auchi Day Annual Celebration of Allah held at the Palace grounds in Edo North.

    HRH Momoh noted that traditional rulers are next to God based on their roles adding that peace would always elude any society where injustice is allowed to reign.

    According to him, “Traditional rulers are next to Almighty God because he has given us the earth to take care of and what we need to do is to ensure that justice prevails in whatever we do because justice has no boundary. Justice does not have father, brother or sister.

    “In Nigeria today, I believe justice is not applied in anything we do and that is why we are having problems. When there is injustice you will observe restlessness and that is a big problem. The nation must give justice to both the rich and the poor.

    “So, whatever we do, we must ensure that justice prevails. The problems we are facing today is because of injustice. So as traditional, we have it as our own responsibility to ensure justice is served to everyone without minding who is involved”

    Governor Godwin Obaseki urged the people to promote the culture of peace for rapid economic development of the people.

    Obaseki who was represented by the Commissioner for Budget and Planning, Hon. Mariam Abubakar said the government has bent on driving the economic of the state through agriculture and that the people of the community should make effort to key into its programme.

    “We want to drive our economy through agriculture and that is why we are making lands available to farmers and giving out empowerments for people to set up their farms.

    “I thank the Otaru of Auchi for ensuring that peace reigns in Auchi Kingdom and we will continue to support Auchi Kingdom and other communities in the state in terms of development and empowerment of our women and youths”.

    Obaseki’s 2018 budget is full of deceit, duplication – PDP

    Edo State chapter of the Peoples Democratic Party (PDP) has said that the state 2018 budget as signed into law by Governor Godwin Obaseki is full of deceit and duplication.

    It said the Edo 2018 budget was meant to inflict pains on the people.

    The PDP said the budget was padded and funds allowed to projects already completed and commissioned by former Governor Adams Oshiomhole.

    What it said made the budget unserious was the allocation of N15bn to the office of the Governor.

    State Chairman of the PDP, Chief Dan Orbih, who spoke at a press briefing in Benin City yesterday it was worrisome that Obaseki allocated 10 percent of the entire budget sum to his office at a time Edo people are experiencing hard times and finding it difficult to make ends meet.

    Chief Orbih accused Obaseki of wasting state fund on frivolous things by allocating N4bn as security vote, N1.5bn for governor’s office, N2.5bn for central administration, N2.105bn for governor’s entertainment and N1m monthly for an essential drug for the Governor.

    Orbih alleged that the budget was padded to the tune of over N500 under the guise of providing equipment for the new accident and emergency ward and construction of new and emergency ward complex at the Benin Central hospital 

    He said the provision of N134m to build a water fountain in the budget was misplaced as portable water was not available in the state.

    The PDP chairman said it was wrong to provide N100m for start-up packs for young entrepreneurs and small loans and another N100m for consultancy service.

    According to him, “The APC government is unserious. If Obaseki is sick, he should let us know about his health status. How come we will use N1m monthly to buy essential drugs for the Governor. We are forced to ask what exactly is wrong with the Governor?

    “The man Oshiomhole foisted on us is not a technocrat. Look at the budget breakdown. They gave us a man that has no knowledge of governance. There is no functional public water in Benin City. Water Board is not functioning now.

    “You need to go into the details of the 2018 budget to know what we are talking about. The government has remained adamant to pensioners but voted money to provide water fountain.

    “Some of the money is duplicated in other sub-heads. In the Ministry of Health, you will see Obaseki’s wonder.”

    Reacting to the allegations, Governor Obaseki said the PDP could not appreciate plans and initiatives contained in the 2018 budget because it was still stuck in primitive politics and a system that glorifies avarice.

    Governor Obaseki who spoke through his Special Adviser on Communication and Strategy, Mr. Crusoe Osagie, noted that the 2018 budget was meant to fix the damage caused by decades of misrule by the PDP.

    Obaseki stated that the budget was targeted at improving the well being of Edo people and aimed towards enhancing enterprise, building infrastructure, promoting agriculture, enhancing job creation and social economic well being of Edo.

    He added, “Specifically, some roads that will be constructed this year were budgeted for by the PDP in the past and money was released that ended up in their private safes. These roads were not constructed. We have the same issues in the education sector where money was released to build schools, only to be stolen.

    “But under Governor Obaseki, we are seeing roads being fixed everywhere and this will continue in the years to come. The PDP is bitter because there is no more money to share for birthday parties and ego trips. This budget will address the needs of ordinary Edo people.”

    “Hard as they tried, they cannot say that Governor Obaseki allocated any sum to himself, his family or his political party, as is the stock in trade of the PDP. The budget is clear in its purpose.

    “Specifically, given the need to fast-track development, the 2018 budget is focused on key areas that can easily spur growth. Over 60 percent of the budget went to infrastructure; around 20 percent to growth enablers, such as job creation and agriculture. Law and order got 10 percent because the PDP bastardised the state when it held the helm of affairs and almost succeeded in turning the state to a place without order.

    “But we understand why the PDP would come out to make these spurious allegations. In their heydays, they built roads on paper; the budgets were for the fun of it. Roads were budgeted for but no one could see where they were built. These, for them, were their hallmarks of governance.

    “The culture of stealing and greed, of appropriating to themselves the Commonwealth of the state still runs fresh in their veins. So, it is not a surprise that they are stuck in primitive politics and expect that others would wallow in such lows with them. This is just to let them know that the 2018 budget is for the people and for the growth of the state.”

    Omorotionmwan’s futile efforts to wrestle against Obaseki’s achievements

    Our attention has been drawn to the rendition of falsehood by a certain Josef Omorotionmwan, which was published on page 31 of the Vanguard Newspaper of Thursday November 30, 2017, with the title ‘The Obaseki Administration: Wake and See What?’

    While Omorotionmwan’s insidious motive to turn truth is on its head is evident right from his faulty start, we are compelled to correct his tirade that was designed to misinform the good people of Nigeria and Edo State and cast aspersions on Governor Godwin Obaseki.

    To begin with, Omorotionmwan’s intemperate criticism of an administration that has been adjudged transparent, goal-oriented and committed to the welfare of the downtrodden shows a clear lack of capacity to appreciate the hallmarks of good governance.

    His philosophy of good governance must have been formed in the era when public good was subordinated to the interests of a few individuals that converged to exploit the majority of Edo people and shared our common patrimony that ought to have been used to build enduring infra and superstructures for robust socio-economic growth and development.

    For the first time in the history of party politics in Nigeria, Governor Godwin Obaseki appointed his 192 Special Assistants from the 192 wards in the state and they were all nominated by their respective wards and screened by the All Progressives Congress (APC) party structure in the state.

    Today, the 192 aides are integral part of the decision making and execution machinery of the APC-led government of Edo State. So one would wonder what Omorotionmwan meant by the expression ‘leaving the party behind and planning to buy them at the appropriate time’ in his article. It is either his memory has been held hostage by senile forces or he derives pleasure in dispensing falsehood.

    It is ridiculous to even contemplate that APC as presently constituted in Edo State can be bought by anyone. Against all odds, including the deep pockets of the People’s Democratic (PDP), members of the APC dislodged PDP from Edo State, not for bread or butter, but because we were committed to the redemption of Edo people from a cabal that foisted poverty on our people  due to their excellent skills for grand looting.

    All the organs of the All Progressives Congress-led administration in Edo State are working together daily, to deliver the real dividends of democracy to Edo People.

    When Omorotionmwan claimed in his article that: “In scoring Obaseki’s administration abysmally low, we are not unmindful of the fact that all the feats recorded in its favour are easily achievable by any of the 18 local government councils in Edo State,”  it is unclear what achievements he was referring to.

    The ‘Wake and See’ sobriquet of Obaseki was coined by the Edo people who still marvel at the pace at which road and other developmental projects are being delivered across Edo State. Could the local council have embarked on a N200billion Benin Industrial Park project? Could the councils have embarked on a 60,000 metric tonnes Fertiliser and Chemical Plant?

    Omorotionmwan’s reasoning is pure treachery to say the least, which must not stand, amongst right thinking men and women.

    He claimed that The Government House has become a trade post for Obaseki’s friends from Lagos and elsewhere. Omorotionmwan surely hates Edo State and her people so much, that he wishes we do not make progress through collaborations and partnerships with the private sector, bilateral and multilateral institutions that are driving economic growth in other climes.

    He wants the OBSERVER Newspapers to remain as it is even when he does not buy copies of the newspaper himself. He abhors the planned reforms for Edo Broadcasting Service that will transform the media house into a world-class institution that will make it compete with the British Broadcasting Service (BBC) in educating and mobilising our people towards growth and development. It is his desire that we retain near moribund enterprises as they are, without injecting a lease of life into them.

    Omorotionmwan does not have to turn himself into an uninvited interloper in the relationship between the former Governor of Edo State, Comrade Adams Oshiomhole and Governor Obaseki, over the Central Hospital project in Benin City. Such old tactics of inciting people against themselves does not work even for low intelligent people, how much more, clear headed and visionary leaders like the governor and his predecessor. Oshiomhole has reiterated times without number that both leaders (himself and governor Obaseki) are one, share same vision to transform Edo State, though their leadership styles may be different.

    Obaseki’s rising profile locally and internationally was earned through hard work and dedication to duty as well as his respect for constituted authority.

    That he is an astute manager of men and material resources has been acknowledged even by members of the opposition political parties who have in many fora, owned up to the fact that only an efficient manager like Obaseki could have steered the state safely through the turbulent condition created by the terrible recession from which the country is now emerging and still embark on delivering ambitious developmental projects like he has done in the last one year.

    We are however not entirely at sea as to what would have driven Omorotionmwan to such desperate measures of dispensing outright falsehood just to get the attention of Obaseki’s government. He may, like some other indolent actors in the polity, have been hugely disappointed by Obaseki who as a matter of policy does not distribute Edo people’s collective patrimony to the kinds of ‘politicians’ who Omorotionmwan suggested in his piece to have been shut out of Government House.

    For the umpteenth time, we wish to remind Omorotionmwan that being a politician does not render anyone incapacitated and unable to earn an honest living through hard work.

    If Omorotionmwan will only acknowledge Obaseki’s sterling performance when he is paid money that he has not worked for, then Obaseki is willing to make do with the approval of the over  four million other Edo people who toil daily for their livelihoods.

    For the records, Governor Obaseki, in one year, has done what several governors could not do in eight years. He has delivered several road projects across the state, the Edo Fertiliser and Chemical Company is up and running, he has flagged off the construction of the Benin Industrial Park, the Benin Science and Technical College, 75 mass transit buses have been procured to change the face of intra-state transportation in the state and thousands of jobs have been created in the various sectors.

    The Edo Development and Property Authority has commenced the implementation of reforms that will restore sanity in the state-owned housing estates while several public schools are in the process of being reconstructed in the coming months. The design of the 20 new mini stadia in Edo State has been done and on completion, will serve as platforms for discovering and developing sporting talent across the state. Space will constrain me to mention several other developmental efforts for which Obaseki is now fondly called the Wake and See Governor by his people.

    Edo kick-starts basic education reform, retrains teachers

    The Edo State Government has commenced the reform of the basic education sector with the ongoing schools census exercise which will provide credible and reliable data for planning while the inspectorate department is being revamped.

    The Special Adviser to the Governor on Basic Education and Sole Administrator, State Universal Basic Education Board (SUBEB), Dr. Joan Oviawe, disclosed this in a chat with journalists at the Government House, Benin City.

    She said Governor Godwin Obaseki is keen on teacher professional development and data-driven decision-making, which was what inspired the school census being carried out in the state, noting, “We don’t just do things randomly. We have started taking a census of schools. We want to know the number of schools, pupils, and teachers in the state. After this, we will then know which subject area to focus our recruitment efforts.”

    Oviawe maintained that a key part of the exercise is population mapping, and added, “We need to know the number of people that are enrolled in the schools. If you visit some of the schools within Benin metropolis and across the state, you will find out that there are schools with less than 100 pupils. With that, you can determine which school is viable or not.

    “It is possible that there are schools in the area that are not populated. We may need to close them down and open others in highly populated areas. But in order to do that and avoid any form of unfounded allegation of impropriety, we have to know the number of children and how they are dispersed.”

    She said the state government was bringing back what worked in the state in the past and adding modern techniques and reform that would bequeath children the best of learning experience.

    Stressing that the state government was keen on monitoring private school operators, she said, “We are strengthening regulation. The Inspectorate arm of the education ministry is being strengthened to deliver its mandate. We are building a strong monitoring and evaluation system at the basic education level.

    “It is not about catching people doing the wrong thing. It is about adopting preventive measures and providing constant professional development training so that the teachers can perform better,” Oviawe said.

    She explained that the state was keen on reversing the rot in the basic education system, adding, “There is a rapid decline in our public education system. All these didn’t start today; it has been a long time coming. Some have argued that it started in the era of the Structural Adjustment Programme (SAP) in the 1980s when government was advised to cut-back on its spending on social welfare including education. That is what we are starting to tackle now. We want to bring back quality into our basic education system.”

    She noted that Governor Obaseki has brought accountability to the system, stressing, “We have a 48-hour deadline to respond to files here. And this happens across different ministries in the state. So, we are being held accountable when things don’t go well.”

    Libya deportee goes into labour in Edo

    One of the 16 girls that were on Tuesday deported from Libya with pregnancy has gone into labour.

    The expectant mother simply identified as Nike was rushed to the Benin Central hospital and was yet to deliver as at press time.

    It would be recalled that 169 persons mostly females were received by officials of the Edo State Task Force on Human Trafficking and were lodged at a hotel for possible rehabilitation.

    Governor Godwin Obaseki had earlier promised to train the deportees on any skill of their choice.

    Edo State Attorney General and Commissioner for Justice,who is also the chairman of the task force, Prof. Yinka Omorogbe, stated that the purpose of rehabilitating the deportees was to eradicate trafficking in persons and stem the illegal migration.

    “If you want to travel, do it legally. We are worried about what the people go through when they decided to travel to Libya illegally,” she said.

    “Government is taking the problem as its own. We are interested in those who will partner with the state government to address the issue.

    “As we have seen, 80 percent of illegal migrants are from Edo State so it has been a big challenge to us.

    “We are trying to assist them and be integrated into the society. Those who want to go back to school would be encouraged to go back while those who need training in skill acquisition would be trained in their chosen skills.”
