  • 50 ‘Sarasuka’ gangsters arrested in Kaduna

    Fifty gangsters, known variously as ‘Yan Sarasuka or Yan Shara’, have been arrested in Kaduna state.

    The state government disclosed this in Kaduna on Wednesday saying that, the suspects will be arraigned before a magistrate court after security agencies conclude investigations.

    The suspects were arrested in different locations in Kaduna town as security agencies investigate last weekend’s outrage by hoodlums in parts in Kaduna town.

    A statement issued by the Senior Special Assistant to Governor Nasir El-Rufai on Media and Publicity, Samuel Aruwan, said the governor directed security agencies to deal decisively with the menace of urban hoodlums.

    According to the statement, “the Governor of Kaduna State, Malam Nasir Ahmad El-Rufai has received briefings from security agencies on the outrage perpetrated by urban gangsters, notoriously known as Yan Shara or Sarasuka. The Governor has also visited Abakpa community where he interacted with some members of the community and condemned the criminal actions of the gangsters.

    “Security agencies have informed the Governor of the arrest updates on the arrest of over 50 suspects. The governor requested that the police and the Ministry of Justice to ensure prompt investigations and diligent prosecution of whoever is indicted. He urged the police to ensure that fleeing suspects do not escape justice, declaring that all government agencies must work to collectively end the menace.”

    Similarly, Aruwan also clarified the position of the Kaduna State Government on the proliferation of vigilante groups in the state.

    “The Kaduna State Government has made it clear that only the Kaduna State Vigilance Service is empowered by the law to regulate vigilante activity in the state. Any community that wishes to make a contribution to security and intelligence gathering in their area should forward the persons they are presenting to the Kaduna State Vigilance Service and the security agencies for thorough screening.  This is to ensure they such persons have no criminal records or tendencies that could compromise the security and well-being of the citizenry.

    “By this clarification, communities should liaise with the Kaduna State Vigilance Service to make arrangements for their communities.”

    All Progressives Congress (APC) in Kaduna State has described the Senator Hunkuyi led faction of the party as illegitimate, saying that, their purported suspension of Governor Nasir El-Rufai is laughable and should be disregarded.

    This was also as the party said, sales of forms for the party primaries ahead of the Kaduna State local government elections slated for May 12, will commence this week.

    This was part of the resolutions of the party’s State Executive Committee (SEC) meeting held last Friday.

    Briefing newsmen on the outcome of the SEC meeting at the party Secretariat on Ali Akilu road, Kaduna on Monday, Acting Secretary of the party, Yahaya Baba Pate said, the meeting adopted the recommendations of the State Working Committee on the local government elections and commended the ongoing registration of party members.

    According Pate, the party is set to roll out the timetable in few days time, for the party primaries ahead of the local government elections.

    Reacting to the suspension of Governor El-Rufai by a faction of the party, Pate said, the ‘so called’ chairman of the faction, Danladi Wada is an imposter. Saying such person lacks power to suspend any member of the party.

    According to him, “the authentic chairman of the party is Alhaji Shuaibu Idris. He is the chairman recognised by the national leadership of the party. Just last week, he received an invitation letter from the national secretariat, signed by the National Chairman, Chief Odigie Oyegun, inviting him for National Executive Committee meeting next week.

    “The Senator Hunkuyi led group is illegitimate. As far as we are concerned, most of them have been expelled including the so called factional chairman, Danladi Wada. As for Senator Hunkuyi, he is under six months suspension, because we cannot expel him. Only the national leadership can expel him, because he is a political office holder.” he said.

    75 Vs 60 per cent: The intrigues of Kaduna teachers’ test

    The Nigeria Union of Teachers (NUT) is raising hell over Governor Nasir El-Rufai’s announcement to sack 21,780 teachers who scored less than 75 per cent in the state’s competency tests.  However, El-Rufai has rejected the union’s recommended 60 per cent reports ABDULGAFAR ALABELEWE.

    The deadline the Nigeria Union of Teachers (NUT) gave Kaduna State Governor Mallam Nasir El-Rufai, to rescind his decision to sack 21,780 public primary school teachers out of 33,000 who allegedly failed a competency test organised by the government is Monday next week.

    However, whether he will bow to the union’s pressure is yet to be seen.

    Already, the government has received 23,000 applications from supposedly qualified teachers seeking to replace those that may be shown the door for lack of mastery of Primary Four content.

    El-Rufai’s Special Adviser on Media and Communication, Muyiwa Adekeye has said some of those who allegedly failed the competency test were among the applicants.

    “If you check the Governor’s twitter handle, as at Thursday, November 9, over 23,000 applications had been received for the advertised vacant positions of 25,000 primary school teachers in the state.

    “The submission of application is closing on November 19, 2017. Thereafter, the applications will be screened and successful applicants will be invited for a written test. The written test will be conducted, and by 27th December, results of the written test will be released and interview will be conducted on the 8th of January, 2018.

    “On the 26th of January, we are supposed to have been able to issue temporary appointment letters to successful applicants”, Adekeye told this reporter.

    Controversy has trailed the release of the test result – with the NUT claiming the government did not use the right tools or agency to measure the teachers’ competence.  The union also said the Governor did not keep to his promise to set 60 per cent as the pass mark.

    El-Rufai on the other hand has said the agreed benchmark was 75 per cent and that the Union was part of the screening from the start.

    Announcing the results last week when he received a joint delegation of the World Bank and DFID at the Government House, the Governor expressed disappointment that 66 per cent of the teachers did not meet the 75 per cent benchmark.

    “We tested our 33,000 primary school teachers, we gave them primary four examinations and required they must get at least 75 per cent, but I am sad to announce that 66 per cent of them failed to get the requirements,” he said.

    Details of the results showed that 11,591 teachers (33.9 per cent) scored 75 per cent and above; while 5,766 of them (16.9%) scored 70 and 74 per cent.

    The result also showed that 8,759 (26.1%) scored 60-69% marks, while 8,047 (23.58%) scored 0-59%.

     

    Why the test?

    The teachers’ reform is part of El-Rufai’s plans to reverse the degeneration of the education sector in the state.

    When he assumed office in 2015, El-Rufai started with a school feeding programme, which increased enrolment of primary school pupils from 1.2 million to over 1.8 million within a session.

    The sudden increase in enrolment propelled the government to address the problem of infrastructural decay, and shortage of school furniture.  He also provided books and uniforms to the pupils across the state.

    The increased enrolment also made the government to shift focus to addressing teacher quality and quantity.  A source in the El-Rufai administration said: “We initially thought the only problem with teachers was that, a few of them don’t have the requisite certificates to teach. We never envisaged this level of poor performance on the part of the teachers”.

     

    How the test was conducted

     

    Beyond assessment of teachers’ paper qualifications, the El-Rufai administration decided to test teachers with a view to ridding primary schools of incompetent teachers.

    He set up a committee chaired by Balarabe Lawal, Secretary to the State Government (SSG) which included the NUT, the Kaduna State Universal Basic Education Board (SUBEB), and others. The SUBEB was given the responsibility of setting questions and administering the test to teachers across the state. The Nation gathered that, it was done in conjunction with the Teachers Registration Council (TRCN), while NUT leaders supervised the examination in the 23 Local Government Areas of the state.

    When the results came out, the stakeholders met to set a benchmark.

    It was at the point of agreeing on the cut-off mark that the government and the NUT fell out. The NUT voted for 60 per cent, while government officials insisted on 70 per cent pass mark.

     

    Not the first test in Kaduna State

     

    El-Rufai is not the first Kaduna State governor to beam a searchlight on teachers.

    In 2009, as governor, former Vice President of the Federal Republic of Nigeria, Mohammed Namadi Sambo sacked 4,000 teachers who allegedly forged their certificates.

    Sambo’s successor, the late Patrick Ibrahim Yakowa before his death in 2012 administered Primary Four tests on 1,599 primary school teachers in the state, out of which 1,300 failed.  Only one of them was said to have scored 75 per cent, 250 scored between 50 to 75 per cent, while 1,300 scored below 25 per cent.

    Also in 2012, the then Chairman of the Kaduna State House of Assembly Committee on Education, Yunusa Mohammad revealed that of the 38,000 teachers in the state, about 17,000 were not qualified as they had only Senior School Leaving Certificate (SSCE), diplomas and other non-teaching qualifications.

    Yakowa’s administration gave all unqualified teachers a five-year moratorium to acquire the requisite qualifications for teaching.

     

    Politics of recruitment

    El-Rufai blamed the politicization of the teachers’ recruitment process for the crisis in the state.

    He said last week that politicians and local government chairmen made the primary school sector a “dumping ground for their thugs.”

    “Teachers were employed at local government level without adherence to standards,” he said, adding that in many instances, no examinations or interviews were conducted to assess the quality of those being employed.

    “Political patronage, nepotism and corruption became the yardstick, thus giving unqualified persons a way in. Teaching jobs were given as patronage to those connected to politicians and bureaucrats,” he said.

    The Governor also disagreed with the NUT’s 60 per cent pass mark, which he said was too low.

    Speaking on radio, he said: “Where is the sense of shame? I hear some people say the pass mark for a primary four exam should be 60 per cent; the same people say the state government has no right to test the competence of its employees.

    “There is no bigger evidence of the crisis in our society than that a union whose members failed a Primary Four examination and thinks it can create problems over the issue rather than be a part of the solution.

    “We are not people that bow to threats. We will respond appropriately. What will be the point of that strike? To force us to violate our oath of office and knowingly retain as teachers those that are not qualified? That will not happen.”

     

    NUT’s reaction

    The NUT is not sitting easy on the matter.  It has warned of industrial disharmony if the government goes ahead with its plan to sack the teachers.

    On Tuesday when reached for comments on the issue, the Kaduna State NUT chairman, Comrade Audu Amba, refused to speak.  However at an earlier press conference held last Friday, he had said the competency test was not professionally conducted and warned that, relieving such huge number of teachers of their job would set the state “20 years behind”.

    He said: “Though the NUT supports the government’s desire to improve the quality of education in the country, it does not support the modality employed by the state government in conducting the competency test.

    “It is with pain that we are taking this decision, while appreciating the concerns of the state government to uplift the status of teachers. We have discussed with the state government to let it understand that teaching profession is not like other profession or industrial machines that you open and close at will.

    “The proficiency test can only be recognised if it is conducted by TRCN. The state insisted otherwise. What we are receiving today is not what we agreed with government. They were not tested based on professionalism or on what they studied.

    “It will do us a great harm if 21,780 teachers are relieved of their jobs. Government will be setting us back 20 years if 22,000 teachers are relieved of their jobs. I cannot imagine where there will be replacement. The test was not in conformity with what is expected on how teachers are tested.”

    NUT’s agitation against the government was backed by the Nigerian Labour Congress (NLC).  Its National President, Comrade Ayuba Wabba led a protest against the planned sack on Wednesday last week in Kaduna.  NUT leaders from 18 northern states as well as those of the National Union of Local Government Employees (NULGE) stood in solidarity with their colleagues in Kaduna.

     

    The ongoing recruitment exercise

    El-Rufai said the Kaduna State Executive Council had approved the recruitment of 25,000 primary school teachers, which he promised would follow due process.

    “This time around, there would be standardised tests for those to be recruited.

    “No unqualified person will scale through and we will vet certificates very closely and very often. The future of our children is so important that we will not take chances. We will be vigilant in ensuring that only good people teach in our public schools,” El-Rufai said.

    Chairman of the All Progressives Congress (APC) Committee on True Federalism, Governor Nasir El-Rufai, said Wednesday that demanding equal states for all the geopolitical zones  is  injustice to others because it will amount to trying to make “the unequal equal”

    The governor also said that it will be difficult for states agitating for resource control to achieve 100 per cent control of resources in their states.

    To him, because states without oil are more, those with oil might not get the required vote in the National Assembly for their wish.

    The governor who spoke at an interactive session with Nigerian Youths in Abuja also said he was prepared to open the books for those willing to audit his security votes.

    According to him, his security vote is being controlled by the Secretary to the State Government.

    The governor who was responding to questions and suggestions raised by some of the youths said rather that make suggestions that will not stand the test of time, the youths should find a way of engaging the process after learning from history.

    He said: There is absolutely no way in the Nigeria of today that a state that has oil will have 100 per cent of the revenue. That is not possible because to get that document through, you have to pass it through the National Assembly and in the National Assembly, there are more states that have no oil than those that have oil and so, they will vote it down.

    “So, you better start proposing something that works for the entire country and not just you. Otherwise, it will not help. The greatest injustice you can do is to try to make the unequal equal or the equal unequal.

    “You cannot come here and say we should create nine states in each zone. Nigeria is not equal in terms of land mass, population, resources etc. so, you can’t do that. It is injustice trying to make the unequal equal because there is nowhere in the world.”

    He said those agitating for the scrapping of the Senate should realize that no member of the senate will vote to scrap the chamber, saying “Whatever you learn with some knowledge of history is incomplete. Unfortunately, in this country, history is not a subject in our schools. We started with a parliamentary system of government with the Queen as our leader, then, we became a Republic in 1963. You should not trace history without learning from the mistakes of the past or make recommendations without some sense of history.

    “When you make “recommendation that you want to abolish the senate, you should know that the senate cannot be abolished unless the Senate votes to abolish the senate. Who is going to vote to make himself unemployed?

    “We have a political process and so, we are not over throwing the government and starting afresh. So, we have to work with what we have in a sensible and pragmatic manner and reform what need to be reformed.

    “When you say create states on the one hand and on the other hand you say cost of governance is too high, you are contradicting yourself. For every state you create, you are adding to the budget of the country. So, you cannot be saying that the cost of governance is too high and yet ask for more states.

    “We must think for once what will be of interest to the country. We must think of what will be of interest to Nigeria because what will work in one part of the country may not work in another. If we don’t think first of what is of interest to all of us before the individuals, we will only have series of conflicting argument without consensus.

    Speaking on security vote and its legality, the governor said there were a lot of misconception about security votes, saying security votes was not unconstitutional.

    He said “Go and read your constitution. The state House of Assembly has the power to appropriate anything and security vote is a line charge in the budget and so. It is not illegal. But it is how it is used is the issue.

    “I know of a former governor who used to collect N1.5 billion in cash as security votes and come to Abuja. It has been subject of abuse and that is not how it should be. The idea of security vote is for the governor to have discretionary funds to deal with emergency situations because you don’t know when you will have security challenges and you need money to be able to respond to these challenges.

    “Sometimes, you need money to pay for information and sometimes, you can’t imagine the type of people you pay as informant because armed robbers patronize a lot of places and you need to know what they are planning next. Another use of security vote is to support security agents in the states.”

    Ahead of Sunday’s ultimatum given to Igbo people to vacate North, Governor Nasir el-Rufai has assured residents of Kaduna state that they have nothing to fear, irrespective of their ancestry as security measures have been out in place to safeguard all citizens of the state. 

    El-Rufai, who commended all residents and communities in the state for their immense contribution to peace and harmony, told residents that law enforcement and security agencies are taking necessary action to prevent any threat to peace. He confirmed that bench warrants have been issued against the Arewa youths who issued the illegal ultimatum.

    Senior Special Assistant on Media and Publicity to the Governor, Samuel Aruwan told journalists Thursday in Kaduna that the state government is steadfast about enforcing the law and keeping peace. He added that Kaduna state government has obtained bench warrants for the arrest of the youths that “carpet-bagged into Kaduna to threaten the liberty of other citizens,” after filing a formal criminal complaint.

    “The Kaduna State Government notes with commendation the efforts of the residents of our diverse state to uphold peace in their communities. The government and their security agencies are working to prevent any threats to this cherished harmony. Vigorous security patrols will continue as part of concrete action to reassure residents and demonstrate that bad behaviour is unwelcome and will not be tolerated.

    “When some elements barged into our state capital to deliver an illegal ultimatum to a section of our community, the government condemned it and ordered the arrest of those concerned. The Kaduna state government followed up with a formal criminal complaint to the police, and has obtained a bench warrant against them. Therefore, anybody that sights them or is aware of their location should proudly discharge the civic duty of informing the police.

    “The criminal complaint specifies the sections of the recently updated Penal Code Law of Kaduna State, 2017 that were violated by those that issued the illegal ultimatum. These include: Inciting Disturbance:​​Section 78; Disturbing Public Peace: ​​Section 77;  Injurious Falsehood: ​​Section 373; Unlawful Assembly: ​​Section 66 and Criminal Conspiracy: ​​Section 59.

    “The formal criminal complaint and the bench warrant secured on 8th August 2017 provide a basis to investigate, apprehend and ultimately prosecute the suspects. A competent court has directed the Commissioner of Police Kaduna state to act on the criminal complaint. The Kaduna state government considers this a most important matter of law enforcement, and will not relent on the matter.

    “Anybody contemplating unlawful action should know that such will invite a vigorous law enforcement response. The Kaduna state government is persuaded that a law governed society should always signal that sanctions will follow illegal behaviour. This is in the interest of justice, peace and harmony.

    “All residents of Kaduna state are enjoined to go about their lawful business, uphold and respect their neighbours and report any suspicious activity or person. Nobody has the power to evict another citizen or to tell them where they can or cannot live,” El-Rufai warned.

    National zonal and state women leaders of All Progressives Congress (APC) and other stakeholders on Wednesday met in Kaduna and declared their support for Governor Nasir El-Rufai ahead of 2019.

    The party women who met at the popular Arewa House Kaduna were in Kaduna to deliberate on how to fix some of them into political space before 2019, in order to have good representation.

    Leader of the Stakeholders , Hajia Binta Mua’zu said, to achieve that, they sought and secured the support of the governor for the meeting hence the early preparation to see how to fit-in in men dominated environment especially in the northern part of the country.

    Wife of the Governor, Arch Hadiza Isma El-Rufai who was impressed with large turnout of women told the gathering that, her husband was ever ready to support and empower women’s course because without them, he would not have possibly emerge as the state governor.

    She opined that, the best thing to do is to rally support for her husband so he can move the change mantra beyond 2019 while women in the state have the opportunity of fulfilling their potentials.

    Addressing the women, the Facilitator and Commissioner of Women Affairs and Social Development in the state, Hajia Hafsat Mohammed Baba said, there is no better time to mobilise women and reawaken them especially those with political ambition than now.

    According to her, “we are here today to see how the women leaders and followers can come together and chat a way forward as regarding the political sphere of our dear state. We need to be well represented so our yearnings and aspirations for improved social well-being of our children can well channeled.

    “From the theme; ‘Keep the Change’, we want to see change in Kaduna beyond 2019. That is why my ministry brought all the leaders and followers together to discuss our issues. This meeting is targeted at arousing women consciousness in running for political position starting from counsellor, chairman and lawmaking.

    “For example to my greatest dismay, no single woman is in current State Assembly which is why this meeting is very important now.

    “We have been handling issues of rape and child abuse which will be better if we have more women at the helm of political affairs in the state and the country at large. So, if we put all these together, the only person that can help us as women to have a lesser crime society is Mallam El-Rufai and he need s our support”, she added.

    Torturing of crime suspects now illegal in Kaduna – DPP

    Director of Public Prosecution, Kaduna State Ministry of Justice, Bayero Dare on Tuesday hinted that torturing crime suspects to obtain confessional statement by security agents without their lawyers is now illegal in Kaduna State.

    This development was coming as a result of signing into law administration of justice law by Governor Nasir El-Rufai in May this year which is a radical departure from previous laws that have been existing since 1968 starting from Northern region when states were created and Kaduna state and others adopted it then.

    In an interview with newsmen shortly after the opening session of a 3-day training for critical stakeholders on administration of Justice in Kaduna on promoting United Nations convention against torture, the director said the governor signed it into law and it effectively came into law in 29th of May 2017.

    The law according to him has radicalise the whole process of obtaining statement, arrest and prosecution and then time of stay in prison.

    He said, “Now you can no longer be arrested by proxy, meaning that you can no longer be arrested for offence committed by someone else.

    “Secondly, you cannot be interviewed by police officer in the absence of your legal practitioner. Your legal practitioner must be around and once the statement is been taken, it must be taken with digital recorder.  And then a chief magistrate has the right to visit any detention facility and ask for whom is detained, reason for his detention and how long he has been detained.

    “The Cheif judge also had a monitoring committee, and the committee goes round all the courts, detention facilities in the state, police and ask for books and whoever is detained unnecessarily will be advocates for while the officer in charge will be questioned. All avenues for fast trial, speedy dispensation of Justice is enshrined in the law, and I think that everyone should be sensitized on it.

    “You cannot isolate the law and rise in crime now as a result of economic crises. From January this year alone, we have filled over 200 criminal cases in the high Court and the judges are overburdened not only with criminal cases alone but other cases still pending in the court”, he explained.

    Earlier, Head of Office – Avocats SANS Frontieres France who organised the training in collaboration with Nigerian Human Rights Commission, Angela Uwandu, said the training was aimed at promoting the principles of United Nations convention against torture in Nigeria.

    According to her, “it is also aimed at raising awareness on torture, especially torture by security agencies in Nigeria. So basically what we are trying to do as an organization is to stand to promote justice for victim of torture and ensuring that wherever torture occurs, we provide access to quick and prompt access to justice for victim of torture”.

    APC youth stakeholders pass vote of confidence on El-Rufai

    Group under the auspices of Southern Kaduna APC Youth Stakeholders have expressed satisfaction with the Governor Nasir El-Rufai led administration in Kaduna State and passed a vote of confidence on the governor.

    The group while addressing newsmen at a press conference which held in the party secretariat in Kaduna said, “Our attention has been drawn, on a statement by some group of youths, who are pretending to be members of our ruling party which claimed to regret misleading people into voting for the APC led administration due to lack of projects”.

    Responding to the allegation, the spokesperson of the group, Sabo Douglas Garba who signed the text of the briefing which was read by the Secretary of the group Joy Akut stated that, “we wish to state categorically that we, the youths of APC in southern Kaduna, who have been with the party even from its campaigning days, do not know them.

    According to him, “We may wish to remind the good people of Kaduna state that in just two years of the Nasir el-Rufai led administration, the APC Government has brought about several investments in Agriculture, Commerce and Industry, Education, Environment, Rural and Community development, investments and promotion, Natural resources, Financial prudence, improvement in education, infrastructures to mention but a few.

    “It is worthy of note that this administration is one of only four states in Nigeria that pays its wage bills as at when due and carry out developmental projects alongside despite the limited federal allocation that was caused by the inability to save from monies accrued when oil price was quite high.

    “May we remind the good people of Kaduna state that sometime back before we got into power, Kaduna state was getting as much as Seven Billion Naira Monthly as federal allocation. Today, the state has to make do with as low as Two Billion Naira, our financial prudence and an improved IGR, ensured that Governor Nasir el-Rufai performed astoundingly within this short period of time.

    “In this last two years, the government has upgraded 6 Business Apprenticeship Training Centers (BATC) Schools, to Community Skills Development Centers (COSDECs) and will be equipping each with a minimum of 100million Naira worth of training equipment.

    “Today, we have ongoing road projects in all Local Governments of the State, we have schools undergoing renovation, School desks and chairs are been supplied even as we speak, We have acquired and distributed assorted fertilizers in this farming season at a rate as low as 5,500 Naira per 50kg bag.

    “So far, a record 294 projects are ongoing in Schools around the Southern Region of the state, these projects range from rehabilitation of dilapidated school structures, construction of solar boreholes, construction of toilets, and the supply of furniture to these schools. We are also renovating and upgrading 255 Primary Health Care (PHC) centers one each in every ward across the State.

    “Southern Kaduna has multiple government projects going on in Clinics and Hospitals, these projects includes procurement of surgical equipment, Procurement of Dialysis Machines, Upgrading of Laboratory and Procurement of Containerized modular TB Lab, Supply of Hospital Furniture, Supply, Installation and Commissioning of Central Sterile Supplies, Supply, Installation and Commissioning of Emergency Intervention Patient Transport Equipment for A&E, and a Proposed fencing for each Rural Hospital.

    “Sometime ago, we held a press briefing to condemn the vandalism of the Military base that was commissioned by our Governor Mallam Nasir Ahmad el-Rufai and the 26th Chief of Army Staff Lieutenant General Tukur Yusufu Buratai. We want to use this opportunity to thank the government for ensuring that we now have a formidable military base in Southern Kaduna; we also wish to thank the Nigerian Air-force for deploying fighter Helicopters in order to beef up security.

    41 gangsters to face trial for homicide, terrorism in Kaduna

    Kaduna State Security Council has announced the arrest of gangsters suspected of attacking innocent citizens with dangerous weapons, leading to culpable homicide.

    The Council also named four persons who will be charged and prosecuted for acts related to terrorism and possession of dangerous weapons.

    This was contained in a statement issued by Governor Nasir El-Rufai’s spokesman, Samuel Aruwan.

    According to the statement, the suspects were arrested in different locations in Zaria and Kaduna town by security operatives.

    “The gangsters who are popularly known as ‘Yan Sara-Suka’ or ‘Yan Shara’ are to be prosecuted for causing deaths and injuries.

    “The Security Council also directed that the suspects be charged for illegal possession of weapons, disturbance of public peace, homicide and unlawful assembly”.

    It gave the breakdown of the suspects arrested in Tudun Wada, Zaria areas to include, Salisu Abubakar, Kabiru Auwal, Isyaku Ibrahim, Salisu Musa, Shamsudeen Ahmed, Mohammed Ibrahim, and Ali Tukur.

    Others arrested in Kabala Doki and Kawo areas of Kaduna include, Aliyu Auwal, Abba Yusuf, Sadiq Balarabe, Sharif Abdullahi, Mustapha Aliyu, Bashir Ibrahim, Najib Yusuf, Daddy Yusuf.

    They also include Ahmed Abdurasak, Ibrahim Hassan, Abdulsalam Mohammed, Umurana Shuaibu, Mohammed Ibrahim, Hamisu Umar, Sadiq Ismail, Gadafi Yusuf, Hassan Shuaibu,  Zailani Magaji, Jibril Idris.

    Others are Mansur Sani, Ismail Dahiru, Mukailu Yusuf, Sani Nasiru, Aminu Sanusi,

    Rabiu Musa, Umar Tanimu, Ibrahim Idris, Mohammed Abdurahaman, Mohammed Abdullahi and Shabale Adamu.

    The Security Council also named three persons who will be charged and prosecuted for acts related to terrorism and possession of dangerous weapons.

    It gave thier names as Haruna Usma, Badiya Garba, Saleem Shuaibu, and Ashiru Abdullahi.

    Court stops El-Rufai from sacking 4,766 traditional rulers

    A Kaduna State High Court, sitting ‎in Kafanchan has granted an interim injunction restraining Governor Nasir El-Rufai and the state from sacking over 4,766 District and Village Heads across the state.

    El-Rufai’s government had reverted to 77 districts and 1,429 village units that existed prior to 2001, automatically sacking the 313 district heads and 4,453 village heads appointed after year 2001 by administration of former Governor Ahmed Mohammed Makarfi.

    The High Court’s interim injunction also restrained Kaduna State House of Assembly, Kaduna Ministry of Local Government Affairs, Jaafaru Ibrahim Sani,  Adara traditional council, Gbagyi traditional council and Attorney General of Kaduna State, either by themselves or via their agents, servants and privies from acting on the directives contained in the letter of the 3rd defendants to the 5th and 6th defendants dated the 12th June, 2017 wherein the 1st, 3rd and 4th defendants/Respondents directed the 5th and 6th Defendants among others to take steps to fill the offices of District and Village Heads within their domains pending the hearing and determination of Motion on Notice.

    Similarly, an order of interim injunction was also granted restraining the Defendants/Respondents from doing anything which has the consequences of being prejudicial to the plaintiffs continued occupation of their offices pending the hearing ‎and determination of the Motion on Notice.

    Mr. Stephen A. Gimba, Mr Gajere Dantawaye, Mr Ishaku ‎Yari, Alhaji Gambo Yaro who are the plaintiffs in the suit No. KDH/KAF/107/2017 had prayed for an order of Interim Injunction restraining the Defendants/Respondents either by themselves or via their agents, servants and privies from acting on the directives contained in the letter of the 3rd defendants to the 5th and 6th defendants dated the 12th June, 2017 wherein the 1st, 3rd and 4th defendants/Respondents directed the 5th and 6th Defendants among others to take steps to fill the offices of District and Village Heads within their domains pending the hearing and determination of Motion on Notice.

    The plaintiffs also prayed for an order of interim injunction restraining the Defendants/Respondents from doing anything which has the consequences of being prejudicial to the plantiffs continued occupation of their offices pending the hearing ‎and determination of the Motion on Notice and such further and/or other orders as the court may deem fit to make in the ccircumstance.

    However, the Presiding Judge, Justice S.S Daka, noted that, the restraining order which was signed by him and also signed by the Assistant Chief Registrar Esther B. Yayit dated the 20th day ‎of June, 2017 was based on the presentation of Abdullahi Bello Esq counsel to the Applicants and having perused the 9 paragraphs affidavit in support and 5 exhibits marked MK A.

    The matter has however been adjourned till 29th June, 2017 for hearing of the Motion on Notice.
