  • Rivers accuses Army of shifting blames

    The Rivers State government yesterday took exception to the military’s reaction to its indictment by the Independent National Electoral Commission (INEC) over its alleged interference in the general election.

    In a statement by its Commissioner for Information & Communications Emma Okah, the government accused the military of shifting blames

    The statement reads: “This allegation by the Nigeria Army once again, is a bare-faced lie and I feel saddened by the unfortunate turn of events that the Army has entangled itself.

    “Having been caught red-handed in unprofessional act of election malpractices, the Army are now ashamed of what they did and are looking for who to blame.

    “What were soldiers doing inside collation centres? Did the Chief of Army Staff not warn soldiers to stay away from polling units and Collation Centres and only offer peripheral assistance where they are invited?

    “Has the Army not said that the people wearing military uniforms and disrupting elections and attacking collation centres in Rivers State were not real soldiers?

    “They are now lying against Governor Nyesom Ezenwo Wike because their plot to rig election and overthrow the will of Rivers people failed.

    “The INEC has come out clear to indict the Army and these accusations against the governor are to divert attention and save their face.

    “Was the governor going to smuggle result at the INEC headquarters in Port Harcourt where the Army invaded the INEC Office until police resisted them?

    “Was it Governor Wike that went to the Khana Collation Centre where the security shot and killed Dr Ferry Gberegbe?

    “Which result sheet was Governor Wike trying to smuggle in as the Army is alleging? Is it the unit results that had been declared at the polling units or the Ward results that have been collated at the wards before going to the State Constituency collation centre? These allegations cannot stand.

    “The Army should look for another story to tell. This one is too cheap and dead on arrival,” the government said.

  • Rivers development: Phenomenal progress in three years

    Over the last three years, Rivers State has emerged as Nigeria’s most notable reference point on the delivery of quality projects and programmes to the benefit of the people.

    The positive developments that have shaped the Rivers narrative flow from the activities and vision of her pro-people leader, Governor Nyesom Ezenwo Wike who elevates the interest of the state above all other considerations.

    The phenomenal progress attained by Rivers State under the leadership of Governor Wike can be better appreciated from the average national scenario, occasioned by the abject failure of the APC Federal Government and the APC controlled states.

    States can no longer pay salaries of workers, let alone embark on any meaningful project.  Even the few projects executed by the Federal Government in other states are denied the people of Rivers State.

    In Rivers State, Governor Wike is saddled with the onerous responsibility of developing state and Federal Infrastructure.  And by God, he has acquitted himself excellently. He has transformed the state into a huge construction site, with a vibrant economy that is growing faster by the day.

    Governor Wike has embarked on the targeted revival of key sectors of the state, with the key goal of ensuring that Rivers people get value for their resources.

    Responsive governance structure

    Governor Wike inherited a disillusioned governance structure destroyed by the immediate past failed Amaechi administration.  Four months’ salary arrears and six months pension arrears destroyed the functionality of the governance structure in the state.

    The immediate failed past Governor of Rivers State threw the state into unimaginable debt to the level that Rt. Hon. Chibuike Rotimi Amaechi predicted that Governor Wike would not be able to pay salaries, let alone execute projects.

    Aside settling the salary and pension arrears, Governor Wike re-positioned and reformed the State Civil Service, strengthening it for effective and efficient service to the state. He restored overhead to ministries which was suspended by the Amaechi administration.

    Importantly, the sanctity of the independence of the Legislature and the Judiciary have been respected by Governor Wike.  The administration introduced financial autonomy for the Judiciary and the Legislature.  Both arms are now self-accounting.

    The  State Executive Council has been strengthened under the leadership of Governor Wike to serve the people of Rivers State and prioritise development. The last three years have witnessed the State Executive Council churning out pro-people policies to the benefit of Rivers people.

    Strategic budgeting and implementation

    Since assuming the reigns of leadership on May 29, 2015, Governor Wike has effectively executed two budgets and is implementing the third budget with strategic interests in effective mobilisation, equitable allocation and prudent management of public finances, building a modern, productive, diversified and competitive economy to create jobs and empower the Rivers people.

    Progressively, the Wike administration has ensured that the percentage of funds allocated for capital projects far outweigh recurrent expenditure.  This is a strategic move to strengthen the state’s economy.

    In 2016, the state government budgeted N307billion targeted at consolidating on the development gains achieved of the first seven months after the administration inherited a damaged budget from the immediate past failed Amaechi administration. The 2016 budget had N120billion for recurrent expenditure, while N187billion was earmarked for capital expenditure.

    Throughout 2016, the administration completed ongoing road projects, initiated and built  new roads and other development projects, enhanced  the state’s  security system and invested in the future of our youth through human capital development and job creation.

    Investments were made in the area of healthcare delivery, access to quality education, infrastructure, empowerment through small and medium scale enterprises.

    The state’s 2017 budget of N470billion was christened “the Golden Jubilee budget for accelerated development.”

    A breakdown of the 2017 budget indicated that the total projected capital expenditure was N329 billion (three hundred and twenty-nine billion naira) representing 70percent, while N141, 000,000,000.00 (one hundred and forty-one billion naira) was for recurrent expenditure.

    The 2017 budget was premised on the need to consolidate on the achievements for 2016 and restore the state’s economy back to a sustained growth path and expand economic opportunities for all.

    Priority attention was given to the following areas in 2017;

    • Security of lives and property;
    • Infrastructure development and maintenance;
    • Education,
    • Healthcare delivery, and
    • Empowerment.

    The Wike administration is operating a 2018 Budget of N510billion. Christened the budget of “Budget of Consolidation, advancement and empowerment”, the budget will consolidate and advance the state’s investments in infrastructure, education, healthcare, and security, as well as in growing the economy to create jobs and empower the people.

    The 2018 Rivers State budget has N379, 997, 687, 404.00 as capital expenditure, while N132 billion will be used for recurrent expenditure. This gives a capital to recurrent expenditure ratio of 75 to 25 percent respectively. The substantial increase in capital over recurrent expenditure, once again, underscores the administration’s commitment to direct substantial resources to the critical growth sectors of the state’s economy.

    The three budgets prepared by Governor Wike were created in line with the  provisions of the New Rivers Vision Development Blueprint.  Rivers people have been directly involved in the preparation of the budgets through public hearings, inputs by lawmakers and contributions by civil society organisations.  The budgets have been successful because they emanated from the aspirations and dreams of Rivers people.

  • The essence of Ogoni-Andoni-Opobo-Nkoro Unity Road

    One of the key commitments that Governor Nyesom Ezenwo Wike made during his campaigns ahead of the 2015 General Election is the completion of the Ogoni-Andoni-Opobo-Nkoro Unity Road which links the riverine communities to the mainland.

    Governor Wike stated that what the former Commissioner of Works, Mr Dakuku Peterside, an indigene of Opobo Town, failed to do for his people, will be achieved in the course of his first term.

    On November 16, 2016, Governor Wike made good his promise. He flagged off the completion of the Ogoni-Andoni-Opobo-Nkoro Unity Road.

    The road, which was initiated by former Governor Peter Odili, was abandoned  by  immediate past Governor Rotimi Amaechi .

    Flagging off the completion  of the Ogoni Andoni-Opobo-Nkoro Unity Road , Governor Wike assured the people of  Andoni and Opobo-Nkoro  that before the end of his first term,  they will  be  driving home to their respective communities .

    He regretted that the immediate past Amaechi administration despite getting N20billion  to N25billion monthly from the Federation Account , failed to embark on meaningful developmental projects .

    He assured that the Ogoni-Andoni-Opobo-Nkoro Unity Road will be consistently  funded because his administration  remains committed  to  the  economic development of the riverine communities .

    He said: “This road is a major economic intervention for the riverine communities of  Opobo and Andoni Local Government Areas.  It also cuts across Khana Local Government Area.

    “This project is a major empowerment scheme for the people of these three local government areas.  Our people in the riverine communities can now drive home.

    “I am happy that the 2015 APC Governorship candidate who was a Works Commissioner, but refused to construct the  road to his home local government area, will now drive home”.

    This project has become one of the major highpoints of the Wike administration.  The contractor, Raffoul Nigeria Limited is working round the clock to ensure the actualization of the governor’s pledge.

    Funding has been consistent. So far, rural dwellers have been empowered through regular sub-contracts, direct and indirect employment by the contractor.

    On the Opobo axis at the Nkoro Junction, the contractors have laid asphalt up to Bridge Number 7, which is approximately four kilometres. Work has been completed along this section.

    After bridge 7, the contractors  are heading  towards bridge 8 . The span of bridge 8 is 1600metres long. Work has reached 300 metres away from the position of bridge 8.

    Bush clearing work towards bridge 8 has reached advanced stage and it will be completed in two weeks. For now, bush clearing has reached the creek crossing into Opobo Town.

    From the bridge to Kalaibiama, the contractor is embarking on extensive earthworks and piling with sharp sand.

    With the consistency of work and the delivery of culverts, roads and asphalts, the contractors will enter into Opobo town between June and July, 2018.

    For the Andoni axis, from the Nkoro Junction, asphalting has gone beyond five kilometres up to Bridge 3. The contractors have done quality stone base.

    The road is expected to reach Ngo town, the headquarters of Andoni Local Government Area between June and July, 2018.

    Governor Wike remains committed to state-wide development, carrying every ethnic nationality along in the growth process.

    For the people of Opobo-Nkoro and Andoni Local Government Areas, the Unity Road remains a vital source of economic opportunities.  The roads will kick-start multiple economic activities, especially small and medium scale enterprises.

    The fact that the Ogoni-Andoni-Opobo-Nkoro Unity Road links the all-important Sakpenwa-Bori Road makes access to Port Harcourt easier for businesses in the two local government areas.

    For Governor Wike, the main goal is to improve the living condition of Rivers people, enhance their security and transform their environment.

  • Wike swears in chairman

    Rivers State Governor Nyesom Ezenwo Wike has sworn in Mrs Okorite Carrie Adiele as the Caretaker Committee Chairman of Degema Local Government.

    Performing the swearing-in at the Government House, Port Harcourt, yesterday, the governor urged the council chairman to prioritise salary payment.

    He said: “As you resume, the payment of salaries  should be the first function you should perform. All through your stay in the council, ensure regular payment of salaries.“

    The governor said the caretaker committee chairman would be sanctioned, if she failed to pay workers..

    He directed the chairman to partner the chairmen  of Asari-Toru and Akuku-Toru local governments  to improve security on Emohua-Kalabari route.

    Wike advised the council chief to ensure political harmony by carrying groups along.

    He said she was expected to create empowerment opportunities for people.

    Congratulating her on her appointment, the governor enjoined her to live up to expectation as a political  head.

    Mrs Adiele said she would ensure regular payment of salaries.

    She added that she will unite aggrieved political groups, with the aim of ensuring a peaceful  local government.

  • ‘Wike Nigeria’s new generation leaders’

    The National Secretary of All Progressives Grand Alliance (APGA), Mr Labaran Maku has declared that Rivers State Governor, Nyesom Ezenwo Wike
    represents Nigeria’s new generation of leaders driving the country towards prosperity and development.

    This is contained in a statement issued by the media aide to Governor Wike, Simeon Nwakaudu, the governor stated that he is motivated to deliver more pro-people projects across Rivers State by the enthusiastic applause he gets each time he embarks on projects inspection.

    Both leaders spoke on Saturday after they embarked on joint inspection of
    projects in Port Harcourt City Local Government Area, Obio/Akpor Local
    Government Area and Ikwerre Local Government Area.

    Labaran Maku, a former Minister of Information said that Governor Wike’s
    legendary projects delivery is a proof that the people stand to benefit
    whenever they elect well equipped leaders.
    He said: “This is what we want. A generation of leaders who are committed
    to making more progress in the direction of prosperity and development.

    “This is what you get when you have the right people people in place who
    have the energy, the intellectual wherewithal and the commitment to drive development.”

    The APGA National Secretary noted that the team will be coming back to
    Rivers State to further understudy the development model of Governor
    Wike, so as to export same as an example of good governance.

    Maku said: “I am not surprised that Governor Wike is performing. At the
    Federal Executive Council, I knew him to be very serious with a noble heart. As Governor of Rivers State, we have observed with happiness, the
    kind of seriousness he has brought to governance.”

    In an interview, Rivers State Governor, Nyesom Ezenwo Wike said he insists
    on timelines for the completion of projects because of the need to avoid
    abandoned projects.

    He said: “The happiness of the people motivates me to work harder. Their
    response each time we go out for project inspection is a sign that they are happy with what we are doing.

    “I will continue to work promote and defend the interest of our state. I will continue to fulfill all promises I made to the people,” Governor Wike said.

    The governor said that never again will funds meant for the development
    of Rivers State used to sponsor the election of some persons.

    The inspection witnessed hundreds of residents trooping out to
    celebrate Governor Wike during the project inspection.

    Some of the projects inspected by Governor Wike and Labaran Maku on
    Saturday include: Rukpokwu Market road, Rumuokparali road, Tam David West Boulevard, Mother and Child hospital in NAF base, Government Girls
    Secondary school, Rumuokwuta, Port Harcourt Pleasure Park, Second
    Nkpogu//LNG Road and Bridge and Ogbunabali// Land Reclamation project.
