    Enugu govt cuts land document fees by 50 per cent

    Governor Peter Mbah of Enugu State has approved a 50 per cent reduction in fees for processing Certificates of Occupancy (C of O) and other land documents.

    Managing Director, Enugu State Geographic Information System (ENGIS), Chiwetalu Nwatu,   said the move aims to empower landowners, attract investment, and ensure all properties in the state are properly documented.

    The discount, he said, started October 15 and will last for 45 days. According to him this will allow landowners to process titles at half the usual cost, Nwatu added that the initiative targets low-income earners and unregistered landowners who previously could not afford documentation.

    He noted that C of O’s are now processed within 48 to 72 hours, thanks to full digitisation of land services, which has improved transparency and eliminated delays.

    In a related development a Don from the University of Ilorin, Professor Emmanuel Ojo called for the repeal of the Land Use Act, to achieve true federalism.

     He lamented that the Act centralizes control of natural wealth.

    The Land Use Act is a 1978 law in Nigeria that vests all land in each state in the governor, who holds it in trust for the people. It aims to simplify land ownership, ensure equitable distribution, and centralize administration, with the government granting individuals and corporations a “right of occupancy” rather than full ownership.

    Individuals are issued a Certificate of Occupancy for their right to occupy land, and the government can revoke these rights for public purposes, though compensation for improvements is required.

    The Act gives governors control over land allocation in urban areas and local governments control over non-urban areas. A governor can revoke land rights for public purposes, but must provide compensation for the value of improvements made to the land which they hardly do.

    He suggested that while royalties from solid minerals should go to the federal purse, states should manage the resources within their boundaries. According to him, a restructured federal system is essential for national growth, efficiency, and unity.

    Ojo also advocated the revival of local governments, a fairer revenue allocation formula, and citizenship rights for residents who have lived in any state for at least ten years.

    He called on the Federal Government to strengthen the federal character principle, extend it to infrastructure distribution, and begin work on a new constitution that truly reflects the people’s will.

     “The present constitution,” he said, “is a legacy of military rule and cannot deliver genuine federalism.”

    PDP replaces Mbah with Senator Ben Obi as convention committee secretary

    The National Working Committee (NWC) of the Peoples Democratic Party (PDP) has named Senator Ben Obi as the new secretary of its elective national convention organising committee, replacing Enugu State Governor Peter Mbah.

    Governor Mbah, who served as secretary to the main organising committee led by Adamawa State Governor Ahmadu Fintiri, was replaced following his defection to the All Progressives Congress (APC) on Tuesday. The PDP’s elective national convention is scheduled to hold on November 15 and 16 in Ibadan.

    Senator Obi, who represented Anambra Central in the Senate, was the running mate to former Vice President Atiku Abubakar in the 2007 presidential election under the platform of the defunct Action Congress of Nigeria (ACN).

    In a statement issued after the NWC meeting, the PDP National Publicity Secretary, Debo Ologunagba, said the party remains focused and undistracted in its preparations for a successful convention.

    The statement reads, “The National Working Committee (NWC) of the Peoples Democratic Party (PDP), on behalf of the National Executive Committee (NEC) has approved the appointment of Sen. Ben Ndi Obi as Secretary of the National Convention Organizing Committee (NCOC) for the conduct of the 2025 PDP Elective National Convention scheduled to hold on Saturday, 15th to Sunday, 16th November, 2025 in Ibadan, the Oyo State Capital.

    “The NWC commends the NCOC under the Chairmanship of His Excellency, Governor Ahmadu Umaru Fintiri of Adamawa State for its tireless efforts towards the success of the 2025 National Convention.

    “The NWC calls on all leaders, critical stakeholders and teeming members of the PDP to remain united, steadfast and focused on the successful conduct of the National Convention and the overall progress of our great party.”

    Mbah commissions MTN’s four science laboratories in Enugu school

    Governor Peter Mbah of Enugu State has inaugurated four fully equipped science laboratories donated to the Union Boys Secondary School, Awkunanaw, Enugu, by the MTN Foundation, under its Science & Technology Laboratory project.

    The solar-powered laboratories, which were meant to boost technological advancement among school children, included Chemistry, Biology, Physics and Agricultural Science laboratories.

    Governor Mbah lauded MTN Foundation for being part and parcel of the overall development of the state especially in healthcare, water provision, education and road projects.

    Mbah, represented by the Commissioner for Innovation, Science and Technology, Dr Lawrence Ezeh, noted that MTN had showcased “that it remains the best network provider in terms of Corporate Social Responsibility (CSR) reach in the country.”

    According to him, apart from these laudable laboratories being inaugurated today, the telecommunication giant had also intervened in healthcare and clean drinking water provision in many rural communities in the state.

    “We are currently building 260 smart schools, which will be 100 per cent digitalised and will cater for education from cradle to JSS-3 level of each child in the state.

    “Also, MTN is doing great work in the ongoing construction of Enugu-Awka-Onitsha Dual Carriageway and other CSR interventions that touch our people directly. As a state, we say thank you.”

    The governor, however, tasked the old boys association of the school to monitor the use and safety of the facilities provided by the MTN Foundation.

    The Executive Director of MTN Foundation, Mrs Odunayo Sanya, said that the Foundation would also construct a solar-powered water borehole to grant 24 hours availability of water to the laboratories and ensure their optimal functionality.

    The Anglican Bishop of Enugu, Rev. Prof. Sam Ike, who is the proprietor of the school, lauded the initiative, saying the laboratories would help in bringing back teaching and learning of science among teachers and students as well as bringing learning of science subjects to life in the school.
