  • Ebonyi’s governor’s sharing of the state’s riches

I read in one of our national newspapers, a statement attributed to Governor David Umahi that plans are on the way to pay “monthly stipends to former lawmakers and local government chiefs in Ebonyi State”. He went on to say he would send a bill to the House to this effect. His press secretary Emma Anya quoted the governor as saying “my aim is to carry everybody along especially the political class, that’s why I will be approaching the House of Assembly to ask for approval so that those legislators who are not on seat now and former local government chairmen can continue to be paid. I believe this is how we can get them to help in developing and creating wealth in our state”. I felt very sad about how low we have descended in this country that we have a governor who thinks this way. How does paying ex-legislators help to develop and increase the wealth of a state as suggested by the governor? What does he mean by “political class”? Is there such a thing sociologically speaking? A group of freeloaders cannot constitute a class. This kind of thinking shows our buccaneering approach to politics. Politics is regarded by some Nigerians as their own farms where they go to harvest. They sometimes do this on farms which do not belong to them. This is the way I see this “Ebonyi formula” of sharing the commonwealth among a few people while the vast majority of the people are suffering. This is why our youth are okada riders and politicians. When one goes to the village and meets a young man and he is asked – “young man what are you doing for a living?” – the answer is “I am into politics” as if politics is a job or a professional calling and not just a call to serve. And this is why the approach in Ebonyi to sharing the state riches among politicians is so wrong that it deserves to be challenged. This sharing is planned for one of the poorest states in the country.  It raises the fundamental question of what platform or manifesto was this man elected? Is paying all politicians who had previously held office part of his manifesto or that of his party? This kind of irresponsible behavior justifies the call from Chief Emeka Anyaoku that these so-called states should be scrapped so that we can return to regional governments that served our people very well and threw up people knowledgeable in the art of government and not village champions as we have today. It is also because we practice this form of centralized federalism in which states that have no resources at all can share in the wealth generated  and derived from other parts of the federation and are therefore not accountable to their people or to anybody about how state funds are spent. If we have fiscal federalism and Ebonyi revenues are derived from rice farmed by poor people using ancient tools of hoes and cutlasses, their government would think twice before abandoning the people to pay stipends to politicians who previously held office on the grounds that the transient governor wants to carry everybody along. If we do not stop this practice in Ebonyi, it will create precedence and every state including the centre will follow suit and begin to pay anybody who had previously held one kind of office or the other. It will spread to all former board members at state and federal level, all former chairmen of boards, all former non-career ambassadors and so on. Sometimes ago, some members of the National Assembly asked that their members be granted immunity and be paid for life. I do not know whether this suggestion has been surreptitiously passed since the legislative budget at the federal level is shrouded in secrecy. To imagine these ridiculous suggestions are coming during recession when there is just no money anywhere, one wonders what our politicians will do when we come out of recession. Nigeria carries the victor ludorum as the country with the highest percentage of its budget going to administration. We are totally over governed with 774 local government administrations 37 states administrations that is including the federal capital territory and of course the elephantine federal government . We are so over administered that there is no money left for development. Our rulers at all levels get away with murder so to say.

It is because we as a people without protest have accepted the humongous golden handshakes and allowances being paid to all former chief executives and their deputies at the federal and state levels that our politicians want to take us for a ride. In Akwa Ibom, former governors are entitled in cash and other allowances well over N100 million a year. Less endowed states are not far behind. Recently Edo State government is planning to spend N300 million to build houses for the former governor and his deputy. Presumably, this largesse will be extended to all former state chief executives in the same state. This is also the practice across the whole country. I am really sorry for this country because one wonders where we learnt this from. Is it also borrowed from the American system? Our people unreasonably point to America when they spring this corrupt practice on us. First of all, this does not happen in America. Secondly, Nigeria is not America. The entire budget of the Federal Republic of Nigeria is not even as big as that of New York fire department. We should stop comparing ourselves with America and face squarely the fact of our underdevelopment. Sometimes the action of our governments suggests that we are not only physically underdeveloped, we are also cerebrally and mentally under developed. This is the only way we can understand the poorest state in the South-east of Nigeria and one of the poorest states of the federation planning to start paying former office holders in the state when they are not holding pensionable jobs. This action will be outrightly illegal and could constitute a threat to public order and security if the common people were to challenge the government for its insensitivity.

I pray that the audit departments at state and federal levels should be well staffed and should be made aware of their responsibility to stop any errant governor from frittering away the riches of the state on frivolous grounds not provided for in the constitution. The public, the press and NGOS in the country should wake up to protect public interest so that what belongs to the commonwealth of Nigerian peoples at federal and state levels are not appropriated by a few . Democracy is not government by politicians for politicians.

    Governor orders tight security

Adamawa State Governor Muhammed Umar Jibrilla has directed security agencies to deploy more personnel to ensure that the security of lives and properties in Demsa Local Government is guaranteed.

A statement by the Commissioner for Information, Mr. Ahmad Sajoh said: “His Excellency the Executive Governor of Adamawa State, Senator Muhammad Umar Jibrilla received the news of the recent unfortunate attacks at Kwayine, Gidan Dadi and Karlahi  Villages, of Demsa Local Government with great sadness especially considering the fact that he had just issued a directive on peace building and winning the confidence of the citizens on peace and unity.

“The Governor feels highly disturbed that after he had sent delegations on Wednesday, Thursday, Friday and Saturday to interface with the different communities in the area, a clash could occur so soon thereafter.

“This is totally unacceptable. The Delegations which were led by Deputy Governor Martins Babale and supported fully by both the Hama Bachama and Hama Bata had achieved a great mileage in igniting an enduring peace process.

“His Excellency feels the attacks on Kwayine, Gidan Dadi and Karlahi villages are unfortunate, unwarranted and totally unacceptable to the Government of Adamawa State because it is capable of derailing the peace process initiated by the State Government led by Deputy Governor Martins Nasir Babale which has won the confidence of the people and is on the way to address the peace imperative in the area.

“The attacks which the Governor learnt resulted in unnecessary loss of some lives including security personnel and the loss of countless properties is callous and totally condemnable.”

“It is an affront on the efforts of the Adamawa State Government to bring peace and development to the peace loving citizens of the state. This cannot be accepted by any responsible Government such as this one.

“Consequently, Governor Muhammad Umar Jibrilla has directed Security Agencies to deploy more personnel to the area to ensure that the security of lives and properties in the area are adequately guaranteed.

“Additionally, the Governor has reiterated his commitment to secure the lives and properties of all the citizens of Adamawa State as demanded by his mandate as the Chief Security officer of the State.

“While sympathizing with the people of the area and the Police, His Excellency the Governor has directed that urgent action be taken to ameliorate the sufferings of the people of the affected communities especially in terms food and shelter.

“As a responsible and responsive government, Senator Muhammad Umar Jibrilla has reiterated the commitment of his government to cater for the welfare of all the citizens of the state.

“The Governor appreciated the gallantry of the police in confronting the attackers despite the fact that they were outnumbered resulting into casualties. The Governor calls on the citizens to continue to be calm and law-abiding and to refrain from taking laws in their hands.

“Governor Muhammad Umar Jibrilla calls on all citizens, especially community and religious leaders to refrain from making inflammatory statements capable of fueling the situation.

“The governor has directed security agencies to act decisively with anyone who takes the law into his hands. This Government will not condone lawlessness and acts capable of breaching the peace.

Senator Solomon Adeola yesterday reiterated his determination to vie for the governorship seat of Ogun State in 2019, saying he has consulted widely in respect of it.
Adeola, popularly called Yayi, added that it his firm believe that only God and the people of the state that can determine who is fit to become the Gateway State Governor in 2019.
The Senator representing Lagos West at the Upper Chamber of the National Assembly, made this known in Sango Ota at the annual Christmas party of former Commissioner for Community Development and Cooperative during Governor Ibikunle Amosun’s first term in office, Samuel Aiyedogbon, where Aiyedogbon and his people formally declared support for Adeola’s ambition.
He recalled that in the last 20 years, he has been contesting elective offices and had also been winning, following God’s help and the good works he(God) has been enabling him to do in his constituencies.
Adeola who hails from Ogun West Senatorial district, an area that is yet to produce a Governor since the creation of the state, 40 years ago, pledged never to “disappoint” the people if entrusted with the position of a Governor.
He, however, mourned the recent passage of the Chairman of the state chapter of the All Progressives Congress(APC), Alh. Roqeeb Adeniji, saying “he was a good father and leader.”
According to him, he will miss the late Adeniji greatly as throughout the time he had contact with the departed party Chairman, he was very good to him(Adeola).
The Senator also pledged to take Ogun State to a greater height when the time comes, lamenting that governance at the Local Government level has almost disappeared because of incapacitation.
Adeola said: “the position we want to contest for, if you didn’t see these faces here present, forget it. Before we succeeded in assembling all those present and they agreed to follow Yayi, they have considered a lot of things and conceded to Yayi.
“Some of them have vowed not to deal with this current government, except Yayi. As you have chosen to follow me, I won’t disappoint you.
“I have been contesting for about 20 years and I have been winning by the Grace and mercy of God.
“If God had not been helping me to do good things, it wouldn’t have been possible. I am therefore assuring you that I will continue to do the good works which I’m renowned for. All that you have lost will be restored.
“When you go to the Local Governments, there is nothing there again. All your losses will be restored when I’m elected as a governor.
“Some people have spoken, saying certain seven people have come out and approached them, that they don’t have leadership qualities.
“I have the belief that only God as well as the entire people of Ogun State that have the right to determine who is fit to become governor.
“That is why we have decided to come to the people for consultation and inform them that it is our desire to take Ogun State to an enviable height. By God’s grace and with the support of the people, we shall be successful.
“I am resolute and determined. Some people have been asking whether Yayi will contest or return to Lagos; I am assuring you that this one is a must.”

  • 2016 my best year as Borno Governor, says Shettima

2016 my best year as Borno Governor, says Shettima

Governor Kashim Shettima of Borno on Sunday described the fall of Sambisa Forest which served as the headquarters of ‘Boko Haram’ insurgents as a “Christmas and New Year gift” to the people of the State from President Muhammadu Buhari.

Shettima stated this at the official re-opening of Major roads leading to Northern part of the state in Maiduguri.

The roads include Maiduguri to Gubio to Kareto to Damasak road and Maiduguri to Monguno to Baga.

“I would want to start by declaring that since I became the Governor of Borno State in over five years, this is the best Christmas season I have witnessed.

“This is the best December I have witnessed and the year, 2016, is my best year so far, as Governor of Borno State.

“The year 2016 is for me, Nigeria’s year of victory and Borno’s year of Hope and Resurrection,” he said.

Enumerating the historic events of the year in the fight against insurgents, Shettima said 2016 “is the year that we began to have access to major towns like Gwoza, Bama, Dikwa, Monguno and Damasak following their liberation by our gallant armed forces”.

“It is in the year 2016 that major highways began to be re-opened; it is in the year 2016 that we accelerated our major reconstruction of liberated communities; it is in the year 2016 that IDPS began to return to communities.

“It is in the year 2016 that we recovered some of our daughters abducted at Government Secondary School, Chibok in 2014; and fellow Nigerians, it is in the year 2016, that the Federal Republic of Nigeria established it’s supremacy over the Sambisa headquarters of the Boko Haram,” he added.

The Governor also said that two of the roads re-opened were of significant economic benefits to the people of his State as it was through them that trailers conveyed agricultural produce from farming communities.

He paid glowing tributes to President Muhammadu Buhari, Service Chiefs as well as officers and men of the Nigerian Armed Forces for their different roles in the fight against insurgency.

“Many persons made sacrifices, including giving up their lives for us to have peace and for these roads we are about re-opening, to be freed from the control of insurgents,” he said.

Speaking at the occasion, The Chief of Army Staff, Lt. – Gen.Tukur Buratai, warned against extortion of ‎motorists who would ply the road.

Burutai also warned against inducement of soldiers, maintaining that troops were well taken care of by the Army command.

NAN recall that the the two roads were closed by the military in 2014 following the activities of insurgents.

The insurgents had taken over major towns of most local government areas along the two major roads, including Damasak, Malam-fatori, Baga, Mobbar, Marte and other communities, all of which have now been liberated by the military.

The last town to be liberated is Malam-fatori, where Lt-Col Muhammad Abu Ali lost his life in a surprise attack by the insurgents.(NAN)
