  • We’ll dump street kids in Govt House, says Falana

    ACTIVIST lawyer Mr. Femi Falana yesterday threatened to begin “arresting” street kids and moving them to Government Houses, if the authorities fail to see to their welfare.

    Falana warned that an organisation he belonged to would begin the operation in January from Lagos State.

    He said he had also filed a suit to compel the arrest of parents, who prevent their children from going to school or withdraw them prematurely.

    Falana spoke at the Third Professionals’ Week annual public lecture, themed: ‘Corruption, ethics and good governance”, organised by the Association of Professional Bodies of Nigeria (APBN), Lagos chapter.

    A former Lagos State University (LASU) Vice Chancellor, Prof. Lateef Hussain, chaired the occasion. Osun State Attorney-General,Dr. Surajudeen Bashiru; a former Vice President of the Nigerian Bar Association (NBA) Monday Ubani, immediate past President of the Nigerian Institute of Architects (NIA) Abimbola Ajayi and Chief Executive Officer CMC Connect Ltd Mr. Yomi Badejo-Okusanya were discussants.

    Falana bemoaned the rising menace of abandoned children and urged the government to take over their education.

    He said: “I belong to an organisation and we’re starting with Lagos by January next year. Any child we see on the streets of Lagos, we are going to arrest the child and dump that child in Alausa (Lagos State secretariat and seat of government), so that the people in Alausa will have sleepless nights putting all our children in school.

    “We have already filed a case in Abuja to arrest all parents who refuse to put their children in school or who withdraw their children from school.

    “About four days ago, 12 parents were prosecuted in Niger State for withdrawing their children from school. So, we are not going to say it is not our business.”

    He argued that if government officials invested more in education, they would have less to steal.

    The lawyer encouraged professional bodies to do more to stem the tide of corruption and impunity perpetrated or encouraged by their members.

    Citing lawyers as an example, he urged the NBA to dis-bar Attorneys-General serving under executives who disregard the rule of law.

    Falana said: “If professional bodies are carrying out their statutory duties, it should be possible for the NBA to summon an Attorney-General, whose government has disobeyed a court order to say ‘Mr. Attorney-General, you either resign from that government or we remove you as a lawyer.’ I can assure you that everybody will sit up.”

    Prof. Hussain urged professionals to live up to the ethics of their professions and stand their ground against abuse of due process.

    Dr. Bashiru, who was represented by Dr. Mubarak Adekilekun, canvassed a return to ethical values, like “discipline, integrity, dignity of labour, religious tolerance, self-reliance and patriotism”, most of which, according to him, the country seems to be lacking.

     

  • Commissioner denies alleged N4b fraud in govt house contract

    Akwa Ibom State Commissioner for Housing and Town Planning Ime Okon Ekpo has denied allegation that he embezzled over N4billion in the N37billion contract awarded for the design and building of Government House, Uyo.

    The contract was awarded by the ex-Governor Godswill Akpabio administration.

    Ekpo retired from the civil service as director in 2004 and was appointed by Akpabio to oversee the Government House contract as project manager in 2008.

    But the Chairman of Otto Trinity Studios, one of the consultants to the project, Ubokutom Nyah, has instituted a petition on behalf of four other consultants, alleging that the commissioner defrauded them to the tune of over N4billion in the construction of phases l, ll and lll of the project.

    The petition, dated August 24,  with copies made available to reporters, is titled: “Petition against Architect Ime O. Ekpo for corrupt enrichment, abuse of office and fraudulent conversion of more than N4 billion consultancy fees during execution of Government House Complex, Phase l, ll and lll in Uyo, Akwa Ibom State”.

    Nyah, in the petition addressed to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) chairman in Abuja averred that in 2013, the Akpabio administration awarded a contract for the building  of a new Government House at about N37billion.

    The contract, he said, was to be executed in three phases, namely phase l, ll and lll with five consultants- Otto Trinity Studios (Architects), Amana Consortium (Structural/Project Manager), Eno Iwoketo and Associate (Mechanical), Dranibs Engineering Nigeria Ltd (Electrical) and Integrated Practice Consultants (Quality Surveyors) appointed for professional service.

    The petitioner, who was appointed lead architectural consultant by the government over the Government House project, alleged that “the professional fees of those consultants were discussed, agreed and N5.2 billion made available for payment to the consultants.”

    The consultancy fee, according to him, was moved by the government into the account of Julius Berger Nigeria PLC under the contract agreement for disbursement to the beneficiaries.

    Nyah alleged that the commissioner failed to administer the funds to commensurate with the contract agreement, adding that he shortchanged the consultants and diverted over N4billion to his private account.

    ”The substantial disparity between what Ekpo is offering us as balance of professional fees payable and over authentic claims is deserving of a dispassionate investigation because we know that authentic fees were captured in the contract and provided for by the government.”

    Edo State Governor Godwin Obaseki has told politicians, including those in his family, not to come to the Government House without proper appointment.

    Obaseki also told his aides to avoid having what he called unnecessary visitors.

    The governor said he needed time to settle down to work.

    His Chief Press Secretary, Mr. John Mayaki, quoted the governor at a reception reporters in the state organised in his honour.

    The governor’s aide said Obaseki promised to run an issue-based administration.

    Mayaki said Obaseki’s administration would not insult anybody but would be professional in responding to critics.

    The governor’s aide noted that the people expect a lot from Obaseki but the administration needed to settle down to work.

    He described the reception as a call for him to be responsible to his duties.

    Mayaki pledged to relate well with reporters.

    Obaseki: From boardroom to Govt House

    In this piece, John Mayaki extols the virtues of Mr Godwin Obaseki, who will be inaugurated as Edo State governor tomorrow.

    Today, Comrade Adams Aliyu Oshiomhole has laid a golden-egg in the person of Governor Godwin Obaseki with his life honored in moving eulogies by party faithful, fans, and well-wishers – all expressions about him did something to me; they knocked some sense into me about hard-work, integrity, character and humility.

    All who knew him personally spoke stirringly to an audience about an illustrious Edo son who handed the baton of state-craft to another quintessential eminent son – Governor Godwin Obaseki – a humble, selfless, compassionate, humorous, and religious man with high moral conviction.

    Sure, we all will miss Comrade – because, sooner or later, in a new administration, you start to miss the preceding one – however, in all we shall miss of him, we shall receive in manifold, from Governor Godwin Obaseki in terms of participatory and people-driven governance, free speech, and accommodation of alternative opinions as elements of democratic governance.

    Those who know him cannot agree less that the first part of his life was dominated by the triumph of his unique gifts especially those that challenge. Every single one of us have gifts of mind and heart just that he found ways to release them in both large and small.

    Pointedly, Edo people credit the stream of knowledge which constitutes the concept of “Oshiomhole’s finishing well” to Governor Godwin Obaseki. It was his school of economics and governance which provided the verve and lifeline with which workers in the state go home monthly, with their pay-cheques to date and this also provided the basis of my understanding of values in governance and service to the people for which the Comrade is now famously known in Nigeria.

    We owe a particular debt of gratitude to him – Obaseki. His brilliance and selfless service to father land and common sense are illustrations of how governance should work during retreats is unparalleled. He’s been an inspiration to all those who came across him.

    What about his tradition of clear thinking and simple exposition? Aren’t they admirable? No doubt, he has influenced our modern generation positively just as we urge everyone who has come across him to imbibe these core values wholly.

    Let’s add quickly, that the development of specific ideas which this government has successfully implemented and of which we are better today as a state, was enhanced by discussions at the various retreats. The Team leader’s careful and methodical analysis of the ideas and achievements today, not only made him a perfect and compliant successor but will make these policies more consistent and cohesive, thereby helping us to better understand the larger picture that Comrade espoused abinitio.

    Thus far, Obaseki has proven that his love for the growth and development of the state and her people is worth every sacrifice. Quietly too, he made more sacrifices for the state than most people can ever imagine.

    For others who are yet to meet him, let it be said, even for the umpteenth time, that he has been an invisible but prime player in the Oshiomhole administration that is generally said to have reconnected the state to the path of real growth and development.

    As head of the economic team, the brainiac introduced the policies that shaped the administration’s enviable economic and managerial conducts which produced its highly commendable development initiatives. He is here today with a mind that understands prudent fiscal management required to block all leakages beyond political rhetoric and have no difficulty scaling all development-impediments hurdles.

    His contributions were instrumental in steering the state away from recession despite the debilitating national financial malaise that rendered more than 70% of the states in Nigeria practically unable to meet monthly obligations. And he did all these without receiving a salary throughout his service – this is as good as he gets with sacrifice.

    This quintessential personality is not the type to hurl insults. He is not the type to attack ad hominem. He is not bombastic and fierce, but rather humble, pensive with eyes-fixed on the goal. His essential humility and succinctness simply defines his charisma and persona – a man of self-control and determination who is prepared to collaborate and foster his team’s confidence.

    With an intimidating resume – and as an insider in government of Comrade Adams Oshiomhole, he parades a huge record of achievements with the-can-do-spirit. And for those who may have chosen to ignore some facts about him, a reminder may be imperative.

    The APC national chairman, Chief John Odigie Oyegun, is easily the first to come to mind – “Obaseki is resourceful and intelligent”, Oyegun posited. Continuing, he said, “Obaseki is the software while Oshiomhole is the hardware that regenerated the state into a national development yardstick”.

    As head of Oshiomhole’s economic team, the same organ that acted as the administration’s now celebrated brain box, Governor Obaseki engineered a number of key and strategic investments already operating around the state. This is in addition to the fact that as an investment banker of repute who has the eyes and ears of investors that matter within and outside the shores of our great country, more investors will have faith in him with executive powers.

    Indeed, it goes without saying that they will feel secured to have their investments in the hands of a man they have learnt to trust, particularly now that he has the powers to call the final shots on and supervise the implementation of sensitive investment policies.

    On several occasions, Obaseki made it clear that governance is not and cannot be an avenue for making money. Instead, it is one for rendering – selfless services.

    This is where he is different from career politicians whose major interest lie in replenishing depleted personal resources, leaving the people, the ultimate losers.

    Even President Muhammadu Buhari can testify to Obaseki’s personality, “…Mr. Obaseki is a seasoned person. I assure you and I recommend him to you so that you will continue to grow”, Mr. President, a man with few words witnessed.

    “I know Godwin Obaseki, he is people-friendly”, Governor Akinwunmi Ambode attested. He didn’t stopped there on Obaseki, “he is reliable, he is trustworthy, and above all, he has the fear of God. You all need Godwin Obaseki now. He will bring his financial expertise to turn Edo State around for the better”.

    As if to verify what his successor attested on the character of Governor Obaseki, Babatunde Raji Fashola, Minister of Power, Works and Housing said, “Godwin Obaseki is truly a remarkable figure with limitless talent, a big heart and a self-effacing, down-to-earth personal style that gives no indication of his extraordinary accomplishments.

    “The essential Godwin Obaseki has shown that true greatness can only be achieved through a life of purpose and service”, he said.

    For business mogul and Africa’s richest man, Alhaji Aliko Dangote, “after over three decades in business, I have learnt that personal integrity is as important as executive skill in business dealings, and Godwin has both in abundance.

    “Godwin is a thoroughbred financial expert. His work with Afrinvest – and as a member of several government committees – speaks volumes of his abilities. Whether in private enterprise or public administration, I have absolutely no doubt that Godwin will make a success of any venture he aspires to.”

    In his testimonial, the Director-General of the Nigerian Stock Exchange (NSE), Mr. Oscar Onyema stated, “Godwin is a sound professional who understands the linkages between business and the economic well-being of the people. Perhaps, his strongest quality is his high integrity. His ‘can do’ attitude and friendly personality also makes him a great and dependable leader.”

    We are convinced in Edo state just as we can bear witness to the testimonies above that Governor Obaseki has the credentials and needed qualities – the Godwin Obaseki gift especially those needed in these days of recessions and economic downturns by helping to redefine and assist on how ideally the little resources we have can be creatively redistributed for the general good of the people. With him in control, we can, with great hope, look forward to a greater future for the state and her people.

    Badaru cuts Govt House feeding allowance

    Jigawa State Governor Badaru Abubakar has cut the Government House’ feeding allowance to N500 million as against N1.6 billion by the former administration of Sule Lamido.

    Abubakar, who attributed the success of his administration to the pruning down of government’s expenditure, spoke at the weekend at the launch of the Birnin Kudu/Buji House of Representatives Constituency Office and scholarship to indigent students.

    The governor said his administration spends N500 million on food for the Government House while only N200 million is expended on security in the state.

    He said the protocol department spends N30 million as against N370 million Lamido administration spent, adding that “this prudence is the secret behind our success in sustaining salary and other activities.”

    Governor Abubakar assured the people his administration would complete abandoned projects initiated by the previous administration, saying over a 100 kilometre span of roads were completed within two years.

    According to him, his government inherited N14 billion owed contractors, which he has started paying.

    House of Representatives member Magaji Da’u Aliyu has begun the disbursement of scholarships to indigent students, who secured admissions into tertiary institutions, and distributed tricycles to disabled persons.

    Pastor, banker, musician battle for Edo Govt. House

    The stage is set for the governorship election in Edo State. The All Progressives Congress (APC), the Peoples Democratic Party (PDP) and the United Peoples Party (UPP) are the major parties. Correspondent OSAGIE OTABOR writes on the three-horse race.

    Who occupies Osadebey Avenue, the seat of power in Edo State, after the expiration of Governor Adams Oshiomhole’ tenure in November 12? Three political parties have picked their flag bearers in primaries that were free, fair and transparent. It is now up to the people to decide the candidates that would get the plum job.

    The parties that have elected their candidates are the United Progressive Party (UPP), the Peoples Democratic party (PDP) and the All Progressives Congress (APC), which  picked Shedrack Nowamagbe, Pastor Osagie Ize-Iyamu and Godwin Obaseki respectively.

    According to the Edo State Resident Electoral Commissioner (REC), Sam Olumekun, nine political parties had indicated interest in the September 10 election.

    But, the UPP, the PDP and the APC appear to be the main contenders. The other parties are said to be waiting for aggrieved aspirants to run on their platforms.

    The three candidates are men who claim to have excelled in their chosen careers and professions. Nowamagbe is a musician, Ize-Iyamu is a pastor, and Obaseki is a financial expert. It is, however, up to the electorate to decide whether the musician, the pastor or the financial expert will be their governor.

    The candidates would have to rely on the structures of their parties across the state. none of them has contested for elective position before. They are marketing themselves to the electorate for the first time. Nowamagbe is the only candidate that has not worked with any ruling party or government before. Both Ize-Iyamu and Obaseki are seen as the brain behind the successes and failures of the different administrations they served. Their parents were palace chiefs that served the Oba of Benin at different era. Nowamagbe is of low parentage. Obaseki and Pastor Ize-Iyamu are graduates of prestigious universities and Nowamagbe attended a secondary school.

     

    Pastor Osagie Ize-Iyamu

    He rose to prominence when he served as the Secretary to the Edo State Government under former Governor Lucky Igbinedion. Before he was appointed as the SSG, Pastor Ize-Iyamu served as the Chief of Staff. Many said he was the engine-room of the Igbinedion administration. He studies law at the University of Benin. He was called to Nigerian Bar in 1987.

    According to his profile published online, Pastor Ize-Iyamu gave his life to the service of God in 1985 when he was miraculously healed after a fatal accident. He joined the Redeemed Christian Church of God (RCCG), and in 1998. He was made a Pastor of the Upper Room Parish on Adesuwa Road, G.R.A, Benin City.

    He is today the District Pastor, in charge of the zonal, area and parishes of the RCCG in Edo State and the Provincial Regional Headquarters in Benin City. Ize-Iyamu is the only politician among the three candidates. Apart from his records of political appointments,  there is nothing in the profile about his past working experience. He established the I.O farms. He has said that he should not be held responsible for the failure of what is now regarded as the years of the locust in Edo State. Ize-Iyamu started nursing the ambition to rule the state during the Igbinedion administration.

     

    Godwin Obaseki

    Very little was known of him until his name propped up as the anointed candidate even though he had worked with Governor Oshiomhole. Obaseki served as the Chairman of the Edo State Economic Team, a position he held since 2008.

    He attended the University of Ibadan where he obtained a BA in Classics and proceeded to the Columbia University and Pace University in New York where he obtained an MBA in Finance and International Business. He is also a Fellow of the Chartered Institute of Stock Brokers, Nigeria and an alumnus of the Lagos Business School Chief Executive Programme. Obaseki’s career in Investment Banking, Asset Management, Securities Trading and the Public Sector spanned over 30 years. He took off as stockbroker in 1983 with Capital Trust Brokers Limited, Lagos before joining the International Merchant Bank (an affiliate of First Chicago Bank). In 1988, he joined AVC Funds Limited, Lagos, where he was a Project Manager and led the core team that set up two of the new generation banks. Between 1993 and 1995, he worked in New York as a principal of Equatorial Finance Co, a financial advisory firm with a focus on Africa and providing Structured Trade Finance for African related transactions through credit, financial advisory and risk insurance.

    He founded Afrinvest West Africa Limited in 1995 before working with the Edo State Government. The successes of the Oshiomhole administration is largely due to Obaseki’s expertise in financial matters – it is widely believed.

     

    Shedrack Nowamagbe

    He tagged himself the ‘masses chairman’. Nowamagbe is a social critic and a household name in the music industry. He became famous when he drew attention to the failings of government through music, especially during the Igbinedion administration. Nowamagbe was once beaten when he took canoe to the Dumez junction to shoot music on the flooding in the area. He was not a member of any political party before, but he has made the UPP popular in the state. About 400 delegates participated in the party’s primary that saw the emergence of Nowamagbe as the flag bearer. He struggled through thick and thin to establish himself in the music industry.  His mother died when he was 12 days old and his father died when he was 12 years. Unlike his contenders that were born and bred in Benin City, Nowamagbe was a farmer and a rubber tapper in his Ugha village and he learned music from his in-law. It was an antelope he sold for N220 that  he used to get freedom from his master in 1990.

    The UPP candidate said: “I am happy with everything I made through music. I am proud to be a musician. I did music till I became a professor like other professors in various fields. Music gives inspiration you will not understand because it is controlled by a certain spirit. There is a spirit that controls music, especially if you are born to be a musician. There must be an angel that controls you and give you pattern. I started with calypso and I became a social critic, which made some people not to like me. but, I didn’t care because I was looking up to God. That was why God came now to say I should go and put smiles on the faces of the people. I said how? He said I should declare myself the next governor of Edo State. God has given me all it takes to be the governor of Edo.”

    On how he hoped to contend with political heavy weights, Nowamagbe said: “You call them heavy weights, but they are political recyclers. They have squeezed themselves into one party like cockroaches. If they are heavy weights, they should go to Abuja, bring a new party and make it popular like I did. If they know they have a name, they could have joined other political parties. Some of them have stolen money to spend. They should sponsor a new party and make it popular. Many of them have the tendency to squander our money and they want to come and do it again. I am coming to shift the focus.”

    It is not for nothing that Lisa Müller outlines the framework of mass media biases or otherwise which rates two separate aspects of media performance: the extent to which they perform a ‘watchdog’ role by providing information, and the degree to which they act as a representative forum for the views of citizens or the corrupting influence it plays in addressing the ill of the society.

    The headline: “Why the people will vote Oshiomhole’s candidate”

    was one of the major interviews in the Sunday edition of a newspaper on April 3. The interview is quite crucial as much  as important because of the interviewee’s credibility in the political live of Edo State and the spiritual reckoning to which the man called the “Oracle of Benin Kingdom”, has been held.

    Chief David Edebiri is the Esogban of Benin Kingdom, and Chairman of the Benin Forum, an umbrella organisation for the Binis at home and in the Diaspora. The interview shows the mastery of the political  terrain by the revered chief and the correspondent except that the headline was cast in the image, spirit and soul of Governor Adams Oshiomhole and his anointed candidate, Mr. Godwin Obaseki.

    I ignored the interview at first glance until a part of it was twitted on my platform which suggests that the correspondent deliberately or should I say mischievously promoted Governor Oshiomhole’s candidate to the detriment of others who are not Oshiomhole’s anointed candidates.

    Conversely, political, economic and other interests have long tried to influence media coverage of particular topics to affect the public’s understanding and perception, and scientists are now becoming even more aware of the power of the media. Consequently, the intersection of mass media, science and policy is a particularly dynamic arena of communication, in which all sides have high stakes. This is the mileage Governor Oshiomhole has exploited, still exploiting even in his imminent post-governorship.

    The main concern of the electorate and the general citizenry about the role of the mass media in the political process is to understand the contributions of information flows and media institutions to the functioning of democracy and its supportive institutions. For ill or for good, the role of the mass media has become pivotal to the democratic process and citizens’ participation in it. Though the complex nature of democracy cannot be reduced to the issues of the mass media alone, but as Peter Dahlgren once observed, the health of democracy is increasingly being linked to the health of a country’s communication system. According to him, “… the dynamics of democracy are intimately linked to the practices of communication, and societal communication increasingly takes place within the mass media.

    A fearless, unbiased and effective watchdog is critical in fledgling democracies such as ours, where institutions are weak and pummelled by political pressure. When legislatures, judiciaries and other oversight bodies are powerless against the mighty or are themselves corruptible, the media are often left as the only check against the abuse of power.

    This requires that they play a heroic role, exposing the excesses of presidents, prime ministers, governors, legislators and magistrates despite the risks.

    The media  serve as a conduit between governors and the governed and as an arena for public debate that leads to more intelligent policy – and decision – making. Indeed, the Enlightenment tradition of the press as public forum remains strong. The press, wrote U.S. television journalist Bill Moyers in the early 1990s, should draw citizens to the public square and “provide a culture of community conversation by activating inquiry on serious public issues.”

    In new democracies, the expectation is that the media would help build a civic culture and a tradition of discussion and debate which was not possible during the period of authoritarian rule. Not just journalists, but eminent contemporary thinkers like Nobel laureate Amartya Sen ascribe to the press the same cleansing powers that enlightenment philosophers had envisioned. Sen outlined the need for “transparency guarantees” such as a free press and the free flow of information, untainted news reporting, information and critical public discussion, he said, are “an inescapably important requirement of good public policy.” These guarantees, he wrote, “have a clear instrumental role in preventing corruption, financial irresponsibility and underhanded dealings.”

    Mendaciously, Governor Oshiomhole and his minders in the Godwin Obaseki’s ambitious intrigues are in the belief that Edo people have their memories to forget the episode of godfatherism. Or shall we say as hypnotherapists that they are certain to get away with such blatant erosion of the mass media’s long cherished tradition of truthful, altruistic and balanced reportage. Whichever purpose the Esogban’s interview was meant to serve has been defeated and deflated. The highly respected Benin chief, even though he is in love with governor Oshiomhole – come short at least openly – to endorse the governor’s imposed anointed candidate.

    Succinctly, a portion of the interview gives lies to the headline under which the interview was published. The question goes thus: But what effort are the elders making to get a credible successor for Oshiomhole? The chief’s answer was predictable and swift and characteristic of his vintage self.

    “The process of selecting a successor is first and foremost the work of politicians. They have their own method of producing candidates. At that stage, those of us who are not politicians can only be onlookers.

    When they finish and a winner emerges, we will look at all the candidates, not from the  APC alone, but also any one of them we feel can do more than Oshiomhole, one who will be able to do something for the majority of the people of the state. Then we will advise our people accordingly. .

    In that interview Chief Edebiri truly distinguished himself as a man who refused to be rented and carried away by the ascribed performance of the governor and be railroaded into the endorsement of the governor’s anointed candidate.

    If that has been achieved, those who see the ‘oracle’ as the moral force, role model and unbiased non-state actor and the conscience of the state’s politics would have had a rethink. The state would have permanently go to the dogs, as we know it.

    El-Rufai shuts Govt House Clinic

    •Redeploys doctors, nurses to general hospitals

    Kaduna State Governor Nasir El-Rufai has shut the Government House Clinic and redeployed its medical personnel to public hospitals.

    Drugs and equipment have been moved to the Yusuf Dansotho Hospital, Tudun Wada, Kaduna, while Government House workers have been directed to patronise the Yusuf Dansotho Hospital.

    The governor, in a statement by his Special Assistant on Media and Publicity, Samuel Aruwan, said the decisions were taken to boost the health care system.

    The statement said: “There are not yet enough doctors in the public health system. Therefore, it is not prudent to assign doctors, nurses and other medical workers to serve Government House alone. It is more beneficial to the wider society if the services of these medical personnel are made available to the public in a general hospital.

    “In addition, it is better that everyone working in the Government House uses the same health facilities as the public.”

    It said El-Rufai’s directive has been implemented.

    “Workers from the Government House Clinic have been redeployed to public hospitals. Drugs and medical equipment in the clinic have been evacuated and are being put to use at the Yusuf Dansotho Hospital.

    “Henceforth, Government House workers will go to the nearest public hospital to the Government House as other citizens.”

    Fashola stops widow’s planned protest at Govt House

    Lagos State Governor Babatunde Fashola yesterday moved fast to stop a nonagenarian proprietor, Madam Roseline Ololo, from occupying his office.

    Last week, Madam Ololo, 91, threatened to occupy the governor’s office over the government’s alleged refusal to return her school.

    Madam Ololo and her late husband co-founded Metropolitan College in Isolo, Lagos in 1955.

    Through her lawyer, Malcolm Omirhobo, the nonagenarian, on Monday, notified the police of her protest at the governor’s office from yesterday.

    But, when she and her family members got to the governor’s office entrance yesterday, her lawyer informed waiting reporters that they got a call from Fashola to shelve the planned action.

    He said: “We were already on our way here when we received a call from the governor, who asked us to shelve the planned protest and come for a meeting on Friday at the Ministry of Education.”

    The woman with her late husband, Chief Michael Ololo founded the college in 1955 through their firm, Akaix West Africa Limited.

    The school and 47 others were taken over in 1976 under the military’s Education (Private Secondary Institutions Special Provisions) Law.

    Isolo Secondary School was subsequently established on the same premises as the Metropolitan College.

    In 2001, the then Bola Tinubu repealed the law and returned the affected schools to their owners, including Metropolitan College,  after reaching an agreement with the founders at an Arbitration Court.

    Finally, a Govt House fit for Plateau

    The old order has rolled past. Henceforth, Plateau State government business will be done in a befitting facility, not lodges or temporary structures. A brand new Government House has made that possible.

    “Plateau State never had a Government House of its own since it was created in 1976,” said Secretary to the State Government, Prof Shedrack Best. “The state affairs have always been run from a temporary Government House and this has made the seat of government unstable all this while. The first military administrator of the state, Police Commissioner Joseph Dechi Gomwalk started running government affairs from a private residence in Jos, talking of late Mark Samchi residence.

    “The military administrators that came after him relocated the governor’s office several times. It was one of the military governments that built a Presidential Lodge in Rayfield. But the first civilian governor of the state, the late Chief Solomon Daushep Lar converted the Presidential Lodge to Government House and from there he ran government affairs for the period of his administration.

    “After Solomon Lar, there was another military government and they maintained their office at the same location in Rayfield.”

    The Plateau State Commissioner for Information and Communication Hon. Abubakar Badu also corroborated the position of the SSG.

    He said, “Plateau is a second generation state created alongside 19 states by the late General Murtala Muhammed in 1976. The first generation states were the original twelve states created by General Yakubu Gowon. But the state never had a Government House of its own, the seat of government has been relocated from here and there against government protocol and security. At a point we were even operating government activities from a presidential lodge. So, in practical terms, Plateau State never had a befitting Governor’s Office and this has created some measure of inconvenience to those running the affairs of the state all this  while.”

    This explained why on assumption of office in 2007, Governor Jonah Jang said the state deserved its own Government House and cannot continued to run government affairs from a temporary location. He then promised to build one.

    “So from inception, the idea of a befitting and conducive Government House was captured in the 10-point agenda of the Governor Jang administration. However, the dream of having a Government House never materialised in the first term of Governor Jang”

    “On resumption of the second term of Governor Jang, the contract for the new Government House was awarded to an Italian construction company known as “Eagle Construction Company”

    According to the SSG, “The contract for the new Government House was assigned to Eagle Construction Company in 2011, that is the government building itself, the road network at the site was awarded to Pw Construction Company. The original contract for the project was N4 billion, but the cost for the project had to be reviewed upward from time to time to be able to accommodate additional work not envisaged in the original concept.”

    “But the true story about it is we moved in to occupy the new government house three years after the contract was signed. This mean the project was so dear to the hearth of Gov Jang administration because it is a promised we made to Plateau citizens that this administration will give the state a befitting government house they will be proud of. To us, this is a legacy project for future generation.

    “In this very project, the administration deliberately situated the project in such a way as to reflect the tourism might of the state. We sited it on rocky hills, capturing the topography peculiarity of Plateau State. So the project itself is serving a dual purpose; apart from providing enormous office accommodation to government, the building itself has added to the tourist sites in the state because the state had never had this type of modern architectural edifice”.

    As a matter of fact, Plateau state is the only state that operates from four government houses before the acquiring the present Government House in Little Rayfield. One of it is Governor Jang’s personal residence in Du village of Jos South Local Government. Governor Jang had to convert his own personal residence to government house initially from where he conduct official functions. That was because, the existing government House in Rayfield had to be renovated. So while the renovation was going on, Governor Jang relocated to the presidential Lodge located beside the Government House. And because the presidential lodge could not accommodate the governor and his supporting staff fully, his personal residence was used to carry out certain government functions.

    During Jang’s first tenure, the former Ministry for Local Government and Chieftaincy Affairs in Jishe was reconstructed as Government Lodge to host the governors office and official residence. The location was used as government house alongside the one in Rayfield and Governor Jang’s personal residence. So it was not unusual then the hear reports of government functions held from Du, Jishe, Rayfield and presidential lodge in the national media. In that period, when journalists were invited to cover the government’s activities, they often asked, which of the Government Houses, is it Du, Rayfild or Jishe?

    But with the new government house in Little-Rayfield Jos, government seat has finally moved from Du, Rayfield, Presidential Lodge, Jishe to the new government house where subsequent administrations will have befitting office accommodation.

    The new Government House was furnished by the same Italian company which constructed it, all its furniture imported from Italy. The entire complex boasts up to 300 offices. The governor and his family are also accommodated there.

    According to the commissioner for Information, Gov Jang did not embarked on this capital intensive project for selfish reason, he has almost served out his tenure before the completion of this project, but he had to do it for future generation of governors. If Governor Jang had wanted it for himself, he would have started it since 2007 when he took over. But he rather started it after his first term, suggesting he only wanted a befitting Government House for the state, so that the next governor will not suffer lack of office accommodation like he did during his tenure, so I think Governor Jang means well for the state. This building is the pride of the state.”
