    The President of the MAAUN Group of Universities, Professor Adamu Abubakar Gwarzo, has firmly denied reports circulating in the media claiming he sold the Canadian University of Nigeria, Abuja to foreign investors for $50 Million

    Speaking during the opening ceremony of the Africa Entrepreneurship Summit in Luanda, Angola on Thursday, Gwarzo dismissed the allegations as false, malicious, and a deliberate attempt to tarnish his reputation and long-standing contributions to the education sector.

    Gwarzo, who is the founder of four private universities including Maryam Abacha American University of Niger (Maradi), Maryam Abacha American University of Nigeria (Kano), Franco-British International University (Kaduna) and Canadian University of Nigeria (Abuja), urged the public to disregard the claims, emphasizing his commitment to strengthening education across Nigeria and Africa.

    He said: “I’m building a legacy in education. I didn’t sell Maryam Abacha American University of Niger, which has thousands of students, or the one in Nigeria, so why would I sell the Canadian University of Nigeria, which hasn’t even commenced academic activities?” 

    Gwarzo confirmed that while he had received inquiries from Moroccan investors regarding the university, he had made it clear that he was not interested in any sale.

    “Yes, some investors from Morocco approached me, but I told them I am not ready for that. My goal is to build a lasting legacy in the educational sector,” he added.

    He also revealed that efforts are underway to establish another private university in Guinea-Bissau as part of his broader vision to expand access to quality education across the continent.

    Gwarzo concluded by urging Nigerians and media outlets to verify information before drawing conclusions or sharing unconfirmed reports, warning against the dangers of misinformation and its potential to mislead the public.

    Nigerians won’t travel abroad for education from next decade – Gwarzo

    Professor Abubakar Adamu Gwarzo has expressed confidence that many Nigerians will in the long run stop travelling to foreign countries for quality education.

    The entrepreneur and founder of Canadian University of Nigeria in Abuja made the comment during a tour of the school by PRNigeria editorial crew.

    Gwarzo noted that with the increase in world-class universities across the country, most citizens would prefer to study at home in about two decades.

    He said the zeal to promote quality education motivated him to also establish the Maryam Abacha American University of Nigeria and Franco-British International University in Kaduna.

    “We have proved it in Kano with the establishment of the Maryam Abacha American University of Nigeria, with standard structures, quality teachers and necessary accreditation.

    “Looking at the number of quality private universities, you’ll agree with me that the future of education is very bright. In 20 years, most Nigerians will not go to other countries in search of quality education.

    “I have seen how quality education led to the development of countries like France, Germany, and the United States, which has enabled them to produce quality engineers, accountants, among others.

    “Quality education requires quality infrastructure and qualified teachers because education is the key to positive change in society. I want to educate one million Nigerians before I depart from this world,” he said.

    Gwarzo confirmed that the Canadian University of Nigeria will start admitting students in September 2024. The National Universities Commission (NUC) has approved courses including Physiotherapy, Public Health, Medical Laboratory and Nursing under Health Sciences.

    Other are Cyber Security, Information Technology, Data Science and Computer Science under School of Computing; Banking & Finance, Business Administration, Human Resource Management and Mass Communication under Management and Social Sciences.

    Editor-in-Chief of PRNigeria and Economic Confidential, Mr. Yushau Shuaib expressed delight with the school’s facilities such as office buildings, classrooms, library, e-library, auditorium, sports arena and staff quarters.

  • Shekarau, Wali, Gwarzo reject Kano PDP exco dissolution

    Kano State stakeholders in the Peoples Democratic Party (PDP) yesterday rejected the dissolution of the executive (exco) of the party.

    Addressing thousands of party faithful at the state secretariat on Maiduguri Road, Kano State, on behalf of Malam Ibrahim Shekarau, Amb. Aminu Wali and Senator Bello Gwarzo, Sarki Labaran, an engineer, said the action of the national headquarters was illegal and could not stand.

    He frowned at the manner former Governor Rabiu Musa Kwankwaso had been conducting himself since he defected to the party, saying “this calls for concern.”

    Labaran accused him of causing disaffection in the once peaceful party.

    The former commissioner during the administration of Malam Shekarau said PDP contradicted itself by the dissolution, noting that the state executive elected members of the National Working Committee, as such it should also be dissolved.

    Labaran wondered why such action should be taken by the national executive of the party, saying the exco’s tenure had not expired and they had not been found wanting in anything that could warrant the dissolution.

    The state Deputy Chairman of the party, Alhaji Ibrahim KT, also condemned the sudden dissolution, saying: “We are not in support of such dissolution. We are in support of the Masaud El-jibrin Doguwa- led leadership of the party.

    “We cannot allow somebody to come and hijack the party, which we suffered to build. We will not support the dissolution of the 484 wards.”

    Doguwa said on the phone that he remained the chairman of the party.

    He said: “I’m yet to be communicated over the said dissolution.

    “Nobody has the power to unilaterally dissolve our exco. This cannot stand and will never stand, because it is unconstitutional.”

    On the court order restraining the national headquarters from dissolving the state exco, Doguwa said: “The court action wasn’t instituted by my exco, some loyal party members whom I’m in support of approached the court.”

     

  • Gwarzo goes to industrial court

    Suspended Securities and Exchange Commission (SEC) Director-General, Mr Mounir Gwarzo has headed for the National Industrial Court (NIC) to challenge his suspension by the Minister of Finance, Mrs Kemi Adeosun.

    In the case filed by his lawyers: Messrs A.U Mustapha, SAN & Co, Gwarzo stated that Mrs Adeosun, lacked the power to suspend him, arguing that only the President can suspend him with the approval of the Senate.

    Gwarzo is also contending that the Administrative Panel of Inquiry (API) set up by Mrs Adeosun was not properly constituted to be fair, impartial and unbiased in view of the fact that the Minister had already adjudged Gwarzo guilty of “proven cases of financial misconduct, unlawful carting away of sensitive documents”.

    He is seeking an order of the court reinstating him as SEC DG and payment of all his entitlements, emoluments, allowances and other perquisites for the period he was under the purported suspension.

    Gwarzo is also seeking an order of court setting aside the panel constituted by the Minister and the entire proceedings of the so called API as same negates the principle of natural justice. Joined as defendants in the case were SEC, Mrs Adeosun and the Attorney-General of the Federation

     

  • Alleged N104.8m fraud: Gwarzo heads for Industrial Court

    Barely a day to his arraignment before the High Court of Federal Capital Territory (FCT), the suspended  Director-General, Securities and Exchange Commission (SEC), Dr. Mounir Gwarzo, has filed a matter at the Industrial Court in Abuja.

    Gwarzo, who sued  SEC, the Minister of Finance, Mrs. Kemi Adeosun and the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, asked the Industrial Court to declare his suspension illegal.

    But the Independent Corrupt Practices and Other Offences Related Commission (ICPC) yesterday finalised plans to arraign Gwarzo and a former Commissioner of SEC, Mr. Zakawanu Garuba for trial over alleged N104.8 million severance payment fraud.

    According to the charge sheet, both Gwarzo and Garuba will face four-count charges at the FCT High Court.

    The charges are as follows:

    • That you, Dr. Mounir Gwarzo sometimes in June 2015 or thereabout while being a public officer used your position as the Director-General of SEC to confer corrupt advantage upon yourself when you received N104, 851, 154.94 as severance benefit whereas you were yet to retire, resign or disengage from the service of SEC and you thereby committed an offence and punishable under section 312 of the Penal Code Act, Cap 532 Volume 4 Laws of the Federal Capital Territory Abuja, 2007;
    • Confer corrupt advantage upon yourself when you received the sum of N10,983,488.88 in excess of car grant payable to you and you thereby committed an offence contrary to and punishable under section 19 of the Corrupt Practices and Other Related Offences Act, 2000
    • That you Zakawanu Garuba (m) on or about June, 2015 while being a public officer used your position as a Commissioner in the Securities and Exchange Commission (SEC) to confer corrupt advantage on another public officer to wit: approving the sum of N104, 851,154.94 as severance benefit to the then DG of SEC, Gwarzo when he was yet to retire, resign or disengage from the service of SEC and you thereby committed an offence contrary to and punishable under section 19 Corrupt Practices and Other Related Offences Act, 2000;
    • That you Zakawanu Garuba (m) used your position as a Commissioner in SEC to confer corrupt advantage upon another public officer to wit: approving in excess of car grant payable to the Gwarzo and you thereby committed an offence contrary to section 19 of the Corrupt Practices and Other Related Offences Act 2000.

    The spokesperson of ICPC, Mrs. Rasheedat Okoduwa said: “We have been notified by the court that the arraignment of the two suspects (Gwarzo and Garuba) will hold on Tuesday.”

    But Gwarzo, through his counsel,  Mr. A.U. Mustapha (SAN) yesterday filed a different matter in the Industrial Court seeking to nullify his suspension by the Minister of Finance, Mrs. Kemi Adeosun.

    Adeosun, Gwarzo disagree on SEC, Oando crisis, others

    Minister of Finance Mrs Kemi Adeosun and suspended Securities and Exchange Commission (SEC) boss Mr Mounir Gwarzo yesterday disagreed on the cause and propriety of the suspension of the Director-General.

    At a House of Representatives’ public hearing by the Tajudeen Yusuf – led Committee on Capital Market and Institutions on Gwarzo’s suspension, Mrs. Adeosun said the suspension was in the interest of the capital market investing public. Gwarzo disagreed; he said it was all as a result of his decision to conduct a forensic audit on Oando Plc.

    Yusuf explained that the investigation was not intended to witch-hunt anyone but aimed at building and restoring the confidence of the investing public in the capital market.

    Gwarzo, who appeared at the hearing with a counsel, James Igwe, Senior Advocate of Nigeria (SAN), faulted his suspension on the point of law and Public Service Rule (PSR), stressing that the minister had no power to suspend him.

    He pointed out that payment of severance package of N104 million to himself as well as awarding SEC contracts to companies he has interests in as alleged by the minister were untrue.

    Gwarzo said his suspension was as a result of his resolve to conduct a forensic audit of Oando despite several attempts by the minister to stop him.

    He also wondered why the minister interfered in the case of Oando and Oasis Insurance, and cited five other investigations carried out by SEC in the last two years which the minister never interfered in.

    Gwarzo  said: “I strongly believe that anybody or group of persons that do not want a forensic audit to be undertaken on Oando Plc does not believe in the anti-corruption war of Mr. President. The forensic audit is yet to take place almost two months after my suspension and more than four weeks after Mrs. Kemi Adeosun told the nation that the exercise will commence. There is no court order as at today restraining SEC from undertaking the exercise. Oando has filed an appeal at the Court of Appeal and the matter is yet to be heard not to talk of issuing any order and SEC only obeys court orders and not filing of papers as was the case in Gombe Bond, BGL and Partnership, and the board of the Nigerian Capital Market Development Fund has since approved the engagement of the investigators and also approved the sum of N160 million for the exercise. Therefore, SEC has no right to vary the decision of the Board and no reason not to continue with the forensic audit”.

    Igwe quoted copiously from the Securities and Investment Act, PSR and the constitution that the DG was not subjected to the PSR since he was not a public servant but a head of a government parastatal appointed by the President.

    Igwe said the minister lacked the powers to suspend a SEC DG and that Gwarzo could only be guided or disciplined by the Investment and Securities Act (ISA) and staff manual of the agency, adding that the provisions of laws acted upon by the minister were non-existent in the rule books.

    On the allegation of payment of severance package of N104 million to himself, Gwarzo said the payment was in accordance with the rules governing such matters.

    He noted that though he was a commissioner for two years before being appointed by the President, subject to the approval of the Senate, he still went through the process of a new appointment and, as such,  he was entitled to two years of severance package.

    He said all heads of government agencies, such as the Central Bank of Nigeria (CBN), including commissioners, are entitled to such packages, adding that all the commissioners as well as the Head of Legal and Enforcement of the Commission agreed that the payment be made to Gwarzo except the acting Head of Legal Department at the time who disagreed.

    He said the approval of the minister was not required on the matter, notwithstanding the non-existence of the Board of the Commission at the time.

    On his interest in certain private companies and award of contract to one of them, Gwarzo said he resigned his membership of the companies but found out that the resignation letters were not filed.

    He also said there was no law that prohibits companies belonging to members of his family from sourcing for contracts.

    “The Minister lacks the power to suspend me from service. The appointment into office or removal from office of the Director-General of SEC is a power strictly resident with the President of the Federal Republic of Nigeria. This is evident from the provisions of section 5 and 8 (1 and 2) of the IS Act, 2007. The minister’s role is only limited to recommendations to the President. It is elementary to Labour law that only an employer can suspend an employee, thus bringing to question the suspension by the Honourable Minister,” Gwarzo said.

    According to him, as soon as the SEC issued a notice on 18 October 2017 to the public that a forensic audit will be carried out on Oando PLC and the shares be put on technical suspension, the Minister of Finance invited him to her office on 19 October 2017 at 9:30 am to inquire into the activities of the Commission on Oando Plc at that meeting.

    “She sought to know the power I as the DG had to undertake such an exercise, stating that it had been suggested to her that I should be relieved of my job for taking such a decision,” Gwarzo said.

    The minister said Gwarzo was economical with the truth by claiming that his suspension was a result of the investigation of Oando.

    Saying that Gwarzo’s only wanted to play up emotion on the issue, Mrs. Adeosun said she could not have endorsed the investigation of Oando by SEC if she had other motives, despite being informed after Oando has been suspended by Gwarzo

    While the  Minister questioned the sincerity of Gwarzo on allegation of  interference in the affairs of SEC against her by the suspended DG, Mrs. Adeosun said what explanation would Gwarzo give to the investigation of a company owned and managed by her personal friends, found wanting and banned for life by Gwarzo.
