    Ambode appoints new HoS Ademola

    Lagos State Governor Akinwunmi Ambode yesterday appointed Mrs. Olabowale Toluwalope Ademola as the 19th Head of Service (HoS).

    A statement by his Chief Press Secretary, Habib Aruna, said her appointment followed the retirement of Mrs. Folashade Jaji on October 26.

    The HoS was born on November 10, 1957. She had her primary education at Corona School, Yaba and Lagos University Staff School (1962 – 1968).

    She attended Queen’s College, Yaba, Lagos, and obtained her West African School Certificate and Higher School Certificate in 1973 and 1975.

    She got a  a B.Sc (2nd Class Upper) in Economics in 1981 from the University of Ibadan.

    The HoS is a fellow of the Institute of Chartered Accountants of Nigeria (ICAN). She has an MBA from the Lagos Business School.

    After a stint in the private sector, Mrs. Ademola joined the State Water Corporation as Controller Audit in 1995 before her transfer to the Mainstream Civil Service in 1999. She became permanent secretary in 2010.

    Until her appointment, she was the permanent secretary in the Lagos State Civil Service Pensions Office.

    Ogun HoS takes oath of office

    Ogun State Governor Ibikunle Amosun yesterday swore in Abraham Adeyemi as the Head of Service (HoS) at the State Secretariat, Oke-Mosan, Abeokuta.

    Adeyemi was appointed on October 19, following the retirement of Mrs Modupe Adekunle on September 30.

    Amosun urged the HoS to strengthen the civil service and ensure greater service delivery.

    The governor advised him to build on the performance of his predecessors and strive to promote a conducive working environment.

    “Please note that your appointment comes with added responsibilities beyond that of a permanent secretary.

    “We expect that you will use your office to motivate the workers to key into the government’s rebuilding mission,” he said.

    The governor urged the family of the new HoS to show understanding as his new duties would demand more time from home.

    Adeyemi thanked the governor and the government for considering him worthy of the appointment.

    He pledged to do his best to consolidate on the achievements of his predecessors and strengthen the civil service for increased productivity.

    HoS apologises to Lagos Assembly

    The Lagos State Head of Service (HoS), Mrs. Folasade Jaji, has apologised to the House of Assembly on the elongation of the tenure of members of the Judicial Service Commission (JSC).

    The Assembly summoned the Head of Service to appear yesterday to explain the matter. This followed a letter to the House by members of the commission, stating that they had been confirmed for another four-year tenure by Mrs. Jaji.

    According to the House, the continuation of tenure by members of the commission was in flagrant disregard of Section 199 of the 1999 Constitution, which states that tenure of public officers should end automatically when due.

    Mrs. Jaji said she got an approval from the former Attorney General, Mr. Ade Ipaye and former Governor Babatunde Fashola on February 24, a week after she was appointed.

    She apologised for the mistake, and said she had written to the JSC members, including Mr. Teslim Animashaun, Mr. Kunle Othman, Mrs. Abisola O. Oshodi and Mrs. Folashade O. Iwajomo that their tenure had ended.

    The Lagos State House of Assembly has summoned the Head of Service, Mrs. Folashade Jaji, to appear before the House today to explain the elongation of the tenure of members of the Judicial Service Commission (JSC).

    This followed a letter to the House by members of the commission, stating that they had been confirmed for another four-year tenure by the Head of Service.

    According to the House, the continuation of tenure by members of the commission was a flagrant disregard of Section 199 of the 1999 Constitution, which states that tenure of public officers should end automatically when due.

    Reacting to the letter, the Speaker, Mudashiru Obasa, said the Head of Service must educate the House on the due process that was followed in the renewal.

    He said the Executive has not written to the House to counter its position that the commission should be dissolved as its tenure had ended.

    “The Head of Service should be invited to appear before the House on the issue. It would also serve as a signal to other agencies and parastatals that once their tenure ends, they should leave office automatically,” he said.

  • College salutes new HOS

    The Governing Council, management, workers and students of AOCOED have congratulated the 18th Head of Service (HOS), Lagos State Civil Service.  Mrs. Folashade Sherifat Jaji.

    Jaji’s appointment followed the retirement of Mrs. Josephine Williams on Friday, February 13, 2015.  Until her new appointment, Mrs Jaji was the most senior of all the serving permanent secretaries in the Lagos State civil service. The college therefore wishes her a peaceful tenure in office.

     

  • Ogun HoS lauds TUC on performance

    The Ogun State Head of Service, Mrs. Modupe Adekunle, has lauded the performance of the state chapter of Trade Union Congress of Nigeria (TUC) by promoting and protecting the interest of its members nation-wide.

    She made this statement while declaring open the 5th Triennial delegates’ conference of the Trade Union Congress of Nigeria, Ogun State Chapter held recently at the Academic Staff Union of Secondary School (ASSUS) Hall, Leme in Abeokuta.

    The Head of Service who was represented by the Consultant to the Governor on Labour, Comrade Julius Ogundipe, said the TUC has been able to meet the demand of workers for better insight into the management of the different unions, adding that it is becoming increasingly clear in the public and private sectors that the economic growth and advancement of the country required the inputs of not just properly trained workers and professionals, but also union leaders who represent the true and collective aspirations of their members.

    Mrs. Adekunle urged the TUC members not to sit on the fence even as the general election is at hand,  noting that the conference must demonstrate the truth democratic structure and maturity of the different unions during their election.

    ‘’The conduct of this delegates conference must demonstrate the democratic structure of our different unions and maturity of our members. I need not remind you that this congress must be held devoid of violence, we must eschew bitterness, and ensure that the process does not produce a victor nor a vanquished. It is a process to move the congress forward and put it at a vantage position to represent the collective aspiration of your principals and make your voice heard’’ Hos said.

    HOS urges partnership with CBN on capacity building

    Head of the Civil Service of the Federation (HOS), Mr Danladi Kifasi has called for partnership with the Central Bank of Nigeria (CBN) in capacity building and skills development for public servants in the country.

    Kifasi, who paid a courtesy call on the CBN Governor Godwin Emefiele in his office in Abuja, said collaboration between relevant stakeholders and development institutions has become necessary in order to help build a modern public service that would provide world class service for sustainable national development.

    He observed that most civil servants lack the requisite skills to compete favourably with their counterparts in developed countries, which necessitated the need to leverage on CBN as one of the key institutions that provides effective and efficient service delivery to Nigerians and the entire African continent.

    Responding, Emefiele said part of the mandate of the apex bank is to impact positively on the lives of Nigerians in terms of job creation and capacity building. He said the call for collaboration was timely as the bank had put in place a world class international training institute with state-of-the-art facilities for capacity building for all Nigerians.

    Jonathan swears in HoS, commissioner

    President Goodluck Jonathan swore in yesterday the new Head of Civil Service of the Federation, Mr. Danladi Kefasi, and new commissioner representing Imo and Abia in the Federal Civil Service Commission, Dr. Chima Odunze.

    Kefasi, who was the Permanent Secretary in the Ministry of Petroleum Resources, replaced Goni Aji, who retired after 35 years in service.

    Before the Federal Executive Council (FEC) meeting began, Jonathan urged the two officers use their wealth of experience to instil discipline in the service and enforce standard practices.

    He said: “Incidentally, the two people who took the oaths of office have to do with the management of the civil service of the federation, which is critical. For any government to do well, the civil service should be its centre of activities. For us to succeed as a nation, there must be absolute discipline and orderly conduct in the civil service. That is why your jobs are quite challenging.

    “But from your experience, both of you are quite conversant with the operations of the civil service. I believe that you will bring your experience to bear as you manage the civil service.

    “People must handle government affairs as government affairs and not personal matters. My observation with people, from the little period that I worked in government, is that there are those who base things on their thinking and not on standard practice. There must be a standard practice.”

    He added: “One key thing to reckon with is standard practice rather than doing what they think is right or wrong. The idea is making sure that things are properly done to minimise errors.

    “But over the period, people decide to do things in this country with impunity and misconduct. We charge you, as you are coming in, to handle this responsibility and make sure things improve.

    “From the reforms by the Olusegun Obasanjo administration till today, we still notice certain aberrations. But we believe that as the new Head of Civil Service of the Federation, you will make sure things are done properly.”

    The President stressed that the past four Heads of Service he worked with performed well.

    Kefasi warned that any civil servant caught withholding official documents or mails beyond 14 days would be punished.

    He addressed reporters at the end of the FEC meeting.

    Kefasi said he would ensure discipline and boost productivity in the civil service.

    The HoS said he would punish those who perform poorly while those who perform well would be motivated to do more.

    His office, he said, would build a new website for the public to lodge their complaints or suggestions direct to his office.

    Kefasi said: “Obviously, we have the transformation agenda of the President. So, my vision for the service is to have a compact service that is well managed, well focused, committed, highly skilled and very innovative.

    “I intend to set a limit of 14 days maximum. Any mail or document treated outside 14 days, such officers will be appropriately reprimanded. There will be incentives for those who do well and, of course, the stick for those who don’t do well.”

  • Oyo gets Acting HoS

    Mr. Williams Adesoji Eniade has been appointed as the Acting Head of Service of Oyo State.

    This was contained in a statement issued yesterday by the governor’s media aide, Dr. Festus Adedayo.

    Until his appointment, Eniade was the permanent secretary in the Ministry of Youths and Sports.

    Born on April 31, 1959, Eniade got a Bachelor of Science degree in Geography from the University of Ibadan (U.I.) in 1981 and a Masters of Public Administration (MPA) from the Obafemi Awolowo University (O.A.U.), Ile-Ife, in 1997.

    A 2012 graduate of the National Institute for Policy and Strategic Studies, Eniade joined the service of the Oyo State government on February 8, 1983, as Administrative Officer II and rose to a Permanent Secretary on July 3, 2009.

    He hails from Lagelu Local Government Area and is married with three children.

    Governor Abiola Ajimobi urged Eniade to discharge his duties diligently.

    ‘Involve private sector in Transformation Agenda’

    The Head of the Civil Service of the Federation (HoS), Alhaji Bukar Goni Aji, has urged the private sector to be more involved in the implementation of the Transformation Agenda of the Federal Government.

    He said this when a delegation of the Executive Council of the Institute of Directors (IoD), led by its President and Chairman of Council, Chief Eniola Fadayomi, paid him a courtesy visit in Abuja.

    Aji explained that the aim of the Transformation Agenda, is to change the economy into one that is private sector driven, create wealth and employment opportunities for the youth.

    He said the civil service is willing to cooperate with well-meaning organisations, such as the IoD, particularly in capacity development and integrity building.

    He told the delegation that his office has initiated a public-private sector staff exchange programme aimed at experience sharing and the building of mutual understanding between the two sectors.

    Mrs Fadayomi said the mission of the organisation was the entrenchment of good corporate governance in work places through training.

    She also said the international affiliations of the institute, particularly in Africa, which has opened up new vistas for members.

    She called for the enrolment of senior officers in the Federal Civil Service, as members of the institute, to improve the relationship between the public and private sectors.
