    Circular Road: We’ll address property owners’ demands, says committee

    A committee set up by Oyo State Governor Seyi Makinde to look into issues of corridor and setback on Senator Rashidi Ladoja Circular Road has been inaugurated.

    The committee said it would look into the issues before it with a view to finding a solution.

    The committee, which comprises representatives of the residents of communities affected by the project, representatives of the Ibadan Mogaji in the six affected local governments; chairmen of local governments affected by the project; Chairman of local government chairmen in Oyo State, Sikiru Sanda and Executive Adviser to Oyo State Governor on New Towns and Cities Development Authority, Mrs Mofoluke Adebiyi, said the committee was set up to look into the presentations  of residents affected by the Circular Road project.

    Speaking yesterday shortly after the committee’s inaugural meeting at the Conference Room of the New Towns and Cities Development Authority, Secretariat, Agodi, Ibadan, Mrs Adebiyi said the committee would look into the issues surrounding the Circular Road project and the pronouncements made by the governor.

    She said: “We also want to ensure the policies of government are properly driven home, to ensure everybody will smile at the end of the day, particularly residents that are affected.”

    Recall that Governor Makinde had on Wednesday engaged residents affected by the project, noting that he would set up a committee to work on the recommendations and positions of residents and the plans of the government on the ongoing 110km Senator Rasidi Adewolu Ladoja Circular Road project.

    Adebiyi said the committee had been mandated to ensure policies of the government on the setback and the corridor of the project were followed.

    She assured people that the committee would ensure fairness and justice for all concerned.

    Speaking on behalf of the local governments affected by the ongoing project, the Chairman of Egbeda Local Government, Sanda, appreciated Governor Makinde for keeping to his promise to engage with the property owners and also appreciated the people of the state for their resilience during the period.

    He assured the affected property owners that issues relating to the setback and development of the circular road project corridor would be resolved, as the committee would work with the agency, Ibadan Mogaji and the representatives of the communities affected to ensure critical issues were addressed.

    Ibadan Circular Road: Oyo Govt pays N200m compensation to another batch of beneficiaries

    Another batch of property owners affected by the ongoing construction on the first segment of the Senator Rashidi Ladoja Circular Road have received compensation to the tune of N200million from the Oyo state government.

    Commissioner for Lands, Housing and Urban Development, Mr Williams Akin-Funmilayo, who handed out the cheques on Thursday, said they were the fourth batch of beneficiaries to receive compensation from the State Government.

    Speaking at the Ministry of Lands shortly after giving cheques to scores of property owners, Akin-Funmilayo maintained that the State has  paid compensation to 193 beneficiaries out of the 298 property owners affected by the development.

    He urged the remaining 105 property owners on the first segment of the project to come forward for screening so they could receive their compensations, stressing that the Governor ‘Seyi Makinde administration would keep to its commitment to ensure that adequate compensations are paid to deserving property owners.

    He said: “This is the fourth time we are paying compensation to property owners on the first segment of the Ibadan Circular Road. The total number of property owners and properties affected in that segment is 298.

    “We have already paid compensation to 193 property owners and the remaining number is 105. But, as I said earlier, we are still expecting these 105 to come for screening so that we will be able to effect the payment.

    “We still have money in our account for this compensation. So, we are expecting them to come around to be screened.

    “The rationale behind this screening is for us to ensure that the right beneficiaries are paid. So, we have 105 left and we are ready to pay them. If they show up today, I can guarantee you we will pay them once they are screened.”

    The commissioner explained that the State Government has, so far, disbursed N780 million out of the N980 million earmarked for compensation to affected property owners.

    He added that the State Government will leave no stone unturned to ensure that those affected by the project are duly compensated, saying: “As for those people that have refused to come up for screening, we are still expecting them.

    “However, we want to carry out enumeration on the field, because we know that some bad eggs might want to impersonate. Hence, we will screen by asking for documents and some other assisting facts.

    “We will make public announcements to sensitise those who have not received their compensations to come around and take what is due to them.”

    One of the beneficiaries, Prophetess Funmi Olawale, expressed appreciation to Governor Makinde and the state government over the compensation.

    Oyo State Commissioner for Public Works, Infrastructure and Transport, Abdulmojeed Mogbonjubola has said the 32km phase of the badan Circular Road project known as the Southeast Wing, from the Lagos-Ibadan Expressway to Badeku Village on Ibadan-Ile Ife Expressway, would be delivered before the end of the year.

    He said of the ongoing road projects in the state, the 110-kilometre Ibadan Circular Road, named after former Governor Rasidi Ladoja, stands out as the star project.

    This is as he said, the Governor ‘Seyi Makinde led administration has transformed the state into a new economic hub in the Southwest.

    He said through the delivery of high-impact, durable and cross-functional roads and hydraulics and the implementation of policies towards the improvement of the transport sector, the government has transformed the state into an investors’ destination.

    Mogbonjubola, who spoke at the Omituntun 2.0 Inter-Ministerial Press Briefing held at the Governor’s Office Briefing Room, described Makinde as the Master Builder of modern Oyo State, noting that his vision to build an economically vibrant and aesthetically delightful state as a preferred destination for all and sundry has become a reality.

    Noting that Makinde’s popular mantra, where roads go development follows, has been justified by the high volume of businesses and investments coming into the state, the commissioner said the administration has, in the last two years of Omituntun 2.0, delivered 368.9 kilometres of roads, building on the enviable foundation it laid during the governor’s first term by building roads that connect all zones of the state and improving inner roads.

    He said: “One of the greatest road construction projects in the state at the moment is the Ibadan Circular Road Project. We have that assurance that by the time we have the Circular Road in place, the traffic that normally builds up around the Iwo Road Interchange and some other economic hubs of the metropolis would have been eliminated.

    “What the Circular Road is doing for us is that it will be a one-stop shop for economic development. It is going to be the first motorway in Nigeria and it will have a corridor. At the corridor, we will have world class estates, both residential and industrial.

    “It has an entire span of 110 kilometres with four segments. The first segment is the South-East segment spanning from Abiola Ajimobi Technical University to Badeku Village on Ibadan-Ile Ife Expressway. At the moment, the state government is doing the asphalt pavement of that segment. We have achieved like 70 per cent completion of that South-East Wing. The work on that segment is being carried out by two contractors. Messrs Craneburg Construction Ltd is working on Lot 1, while Messrs Kopek is working on the second lot of that segment.

    “By the end of this year, the first 32 kilometres of the entire 110km will be commissioned, because at the moment, we have achieved 70 per cent of progress on the 32 kilometres first segment.”

    Speaking on the sustainability of the Circular Road project, Mogbonjubola added, “the Ibadan Circular Road is a world-class project. We should not be doing any major maintenance on the project in the next 20 years. But the major path to that sustainability is that the project will be tolled.

    “At the Tech-U entrance, we would put a weighbridge and a tolling pad. The maintenance will be concessioned. The governor has said that it is the first motorway in Nigeria. There will be about three to four entrances and they will be tolled.”

    The Commissioner also addressed the issue of the rising cost of the project, stating that the project cost had to be reviewed because when it was first awarded, the exchange rate was N340 to a US dollar as opposed to the present where a dollar is about N1,540.

    He added that the government has also completed 95 per cent of bush clearing on the second segment of the project, which is the 39km North-East Wing, running from Badeku Village to Molarere on Moniya-Iseyin Road axis, adding that the contract for the hydraulics, underpass, and overhead bridges has been awarded and the contractor is about moving to site.

    He said that the state would proceed with the clearing of the third and the fourth segments of the project.

    The Works Commissioner noted that apart from the Circular Road, the government has also achieved the asphaltic improvement of inner roads within the state, which according to him, has helped to improve the ease of doing business, reduced the man hour spent on transportation and also improved the economy of the state.

    Apart from road infrastructure, Mogbonjubola said the construction of bus terminals and the masterful handling of the transport system through the establishment of Park Management System have also culminated into Oyo State becoming more peaceful, saner and a desired hub for investors.

    The Commissioner also gave an update on the Iwo Road Mega Bus Terminal, saying that the contractor is putting final touches to the project, which is set to redefine the transport system of Ibadan, adding that the state has also begun to deploy technology towards making the transportation sector more orderly with the introduction of spike system to curtail one-way driving.

    Responding to questions on the Agbowo Shopping Complex, Mogbonjubola maintained that the state government has not lost focus on delivering the project, which he said would boost the economy of the state once completed, noting, however, that the right process must be followed to achieve desired results.

    The Commissioner equally pointed out that apart from the road projects; the state government has also been working on the construction of new buildings at the Oyo State High Court Complex, among other projects.

    Oyo govt to toll Ibadan Circular Road

    Oyo State Government has approved the building of toll plaza, flyover, underpass, entry and exit points with mini toll gates to complement the expansion of scope of the work already going on at the Jagun/Ibadan/Ife Interchange.

    The additional infrastructure to the ongoing Senator Rashidi Ladoja Circular Road project was approved at a cost of N26,109,712,000.

    The move is part of government’s determination to make Senator Rashidi Ladoja Circular Road operational by 2027.

    The approval was given at the State Executive Council (exco) meeting held on Wednesday. It follows the request put forward to the exco by the Commissioner for Public Works and Transport, Abdulmojeed Mogbonjubola, which was approved on its merit.

    A statement by the Commissioner for Information, Prince Dotun Oyelade, said the 16.7km Jagun/Ibadan/Ife axis of the Circular Road project, which cost N66,174,589,000, would now cost N92,284,301,000 as a result of the additional construction that would complement the project, such as toll plaza, flyover, underpass, entry and exit points with mini toll gates.

    Similarly approved, the expansion of scope of work on the 15.5km Southeast segment of the Circular Road, along Lagos/Ibadan/Jagun axis, will cost an additional N16,957,729,000.

    The Commissioner for Information recalled that during the last meeting, exco approved the installation of public lighting along Rashidi Ladoja Circular Road phase one.

    Commissioner for Public Works and Transport also secured approval for road mapping, kerbs painting, installation of steel rails and patching of designated roads in Ibadan metropolis, including Lead City University/Challenge Junction Road, at the cost of N120,469,782.

    The project will be handled through direct labour intervention of the ministry.

    Oyelade said: “Also, the exco approved the prayer of the Commissioner for Agriculture and Rural Development, Olasunkanmi Olaleye, for the establishment of farm service centres across the nine agricultural zones of the state.

    “The project, which costs N570,775,722, will create a one-stop shop for agricultural inputs across the zones, enhance dissemination of modern farming techniques and technology, establish market connections for smallholder farmers and many more.

    “Similarly, the exco approved the renovation of the Ministry of Agriculture’s Produce Department Office at Onireke, Ibadan for the use of the Federal Government’s Agricultural and Rural Management Training Institute, South-Western Regional Training Centre.

    “The approval was based on the benefits of the institute to the state, which include: wealth and job creation, poverty alleviation and rapid economic development, growth along the various agricultural value chains, among others. The project will cost N128,532,743.”

    The Oyo state government on Thursday commenced the first batch of N264 million as compensation to property owners affected by the Senator Rasheed Adewolu Circular Road corridor.

    The presentation of cheques was held at the conference room, Ministry of Lands, Housing and Urban Development, Agodi Ibadan.

    The Nation reports that the government had earlier conducted an identification and verification exercise for the property owners on the corridor of the project after which their property was valued for the compensation.

    In a remark, the commissioner for Lands, Housing and Urban Development, Hon. Akin-funmilayo Williams, explained that the state government under the leadership of Governor Seyi Makinde had earmarked the sum of N264million for the first batch as compensation to the affected claimants.

    He added that the state government considered it important to compensate land owners who were affected by the construction of the road, adding that the road would add value to the state.

    Hon. Akin-Funmilayo said the state government and affected property owners ensured proper scrutiny of the list.

    The Commissioner urged property owners with genuine documents to approach the Ministry for adequate compensation.

    “The Governor has earmarked the sum of N264 million as compensation to the affected claimants in the first batch of this exercise”, he said.

    A claimant, Mr. Salawu Abiola, expressed gratitude to Governor Seyi Makinde for his unprecedented achievement and empathy towards the affected property owners.

    Oyo state government on Friday said it has instructed the officials of the Ministry of Lands and Urban Development to stop the marking and demolition of houses beyond the 150 metres mark along the Senator Rashidi Ladoja Circular Road also known as the Ibadan Circular Road.

    This is just as the government said it has also begun enumeration of affected houses in the corridor with a view to paying adequate compensation to those affected.

    The Commissioner for Lands, Housing and Urban Development, Mr. Williams Akin-Funmilayo, stated this, during a press briefing jointly addressed with his counterpart from the Ministry of Public Works and Transport, Professor Dahud Kehinde Shangodoyin, at the Conference Room of the Ministry, Secretariat, Agodi, Ibadan.

    He explained that contrary to claims that Governor Makinde extended the setback on the road from 150metres to 500 metres, the governor has not acquired any square meter of land within the corridor of the Circular Road since 2019 when he got into office.

    According to him, 150 metres to the left and 150 metres to the right of the Circular Road were acquired in August 2006 during the administration of Senator Rashidi Ladoja as the governor of the state, while the 350metres to the left and right of the road was also acquired and gazetted by the late Governor Abiola Ajimobi in 2018.

    He, however, assured the affected residents of the area of adequate compensation after a due enumeration of their lands and properties had been concluded, adding that the marking of buildings along the corridor is for enumeration to know the number of affected properties captured and to stop those that are erecting new structures on the acquired lands and not necessarily for demolitions.

    He said: “We have established the fact that the acquisition of the Circular Road was done in two phases; one in 2006, which is 150metres left and right and extended to 500 metres in 2018. The gazettes to that effect are there.

    “The Governor, ever since he came on board, has never acquired a single square metre along the Circular Road. What the governor met on the ground when he came on board is what we are developing, and that is established.

    “The Circular Road is divided into two phases; the 150m segment and that of the 350m. The 150m part is what we are clearing now for development and the construction of the project.

    “I want to make it clear that settlements within the 150m will be fenced off the Circular Road. They are going to be preserved and not removed. When I say settlement, it is inclusive of villages and housing settlements and some other value-addition settlements within that corridor are going to be left the way they are. We won’t embark on a total clearance of 150 metres.

    “The state government will try its best to minimize the consequences in the construction of this road. There is nothing we can do; some buildings have to go but adequate compensation will be paid to affected house owners. And we have equally started that enumeration right now.

    “I also want to make it clear that the marking of buildings does not, in anyway, presuppose demolition. That buildings are being marked does not connote they are going to be demolished. They are being marked for two reasons.

    “The first reason is to freeze development; we want to know the buildings on ground by the time construction is ongoing. Secondly, in the event that compensation has to be paid, we want to know the places that have been captured.

    “Our experience recently, after we have appealed and even put out jingles to people to stop development around the Circular Road corridor, we still found out that some people just started putting up foundations again. We don’t think people doing that are going to be captured as part of those to be compensated.”

    Akin-Funmilayo added that the Makinde government will continue to embark on developmental projects in the best interest of the public and not for personal gains, noting that all settlements such as villages, houses and investments within the acquired 150 meters to the left and right will be preserved while government will also give lands to some of those affected to build other structures.

    Speaking on behalf of the affected residents, Prince Niyi Fasoye said they were expecting more favourable responses from Governor Makinde.

    Ibadan Circular Road: Protesters observed Jumat prayer on road

    Commuters along Awolowo, Agodi Secretariat, and Queen Elizabeth Road faced gridlock on Friday, September 20, as residents affected by the Ibadan Circular Road project held Jumat prayers on the road.

    This marked the third day of protests, with demonstrators arriving as early as 7 AM.

    Carrying placards and banners, the protesters passionately called for the cancellation of the road project. Despite several attempts by government officials to address them, the group insisted they would only speak with Governor Seyi Makinde.

    A heavy security presence, including police officers, Civil Defence, Amotekun, and plainclothes operatives, was observed at the scene.

    The Friday prayers were led by Sheik Almufut AbdulAkeem Mohammad Awwal from the Molarere community.

    In a brief sermon, an unnamed cleric urged the crowd to fear God and remember the Day of Judgment when everyone will account for their actions.

    Special prayers were offered for the governor, the state, and the country.

    As of the time of this report, it was learned that community leaders from the affected areas were in a closed-door meeting with government officials.

    Ibadan Circular Road: Oyo govt officials, community leaders in crucial meeting

    Oyo state government officials and leaders of residents affected by the Ibadan Circular Road project are currently in a closed-door meeting.

    The meeting, which began around 1:30 PM, is being held in the Conference Room of the Ministry of Lands at the Oyo State Government Secretariat.

    The government delegation includes Commissioners Prof. Dahud Sangodoyin (Works and Transport), Mr. Akin-Funmilayo (Lands), Executive Assistant to Governor Seyi Makinde on Security, CP Sunday Odukoya (rtd), and other security officers.

    Community leaders from the affected areas, including Egbeda, Ona-ara, Oluyole, Lagelu, and Akinyele, are also in attendance.

    Ibadan Circular Road: Again, affected residents protest at Oyo secretariat

    For the second day running, hundreds of residents whose houses have been marked for demolition on the Ibadan Circular Road (ICR) corridor on Thursday, September 19, staged a peaceful protest at the Oyo state government Secretariat, Agodi, Ibadan.

    The protesters arrived at the Secretariat gate as early as 7 am with placards, banners, and loudspeakers.

    The Nation reports that the protesters, despite the torrential rain on Wednesday refused to leave the protest grounds, insisting on talking to Governor Seyi Makinde.

    Although the governor was on Wednesday attending the groundbreaking ceremony of the upgrade of Samuel Ladoke Akintola Airport Ibadan, the protesters sang heavily and rejected the 500-meter corridor as prescribed by the governor.

    On Thursday, The Nation observed that the protesters who were gathered were unrelenting in their demands, asking the governor not only to come and attend to them but to cancel the corridor that has affected their houses and means of livelihood.

    The development led to the closure of the main entrance gate with only one side open for human and vehicular movement.

    The development was an improvement to the situation on Wednesday where only pedestrians were allowed into the State Secretariat through the main entrance.

    It was observed that the protesters sang and offered prayers for the state, the people, and the governor, pleading that the corridor on the Ibadan Circular Road is canceled in its entirety.

    Despite the protest, the protesters ensured that the traffic situation around the state secretariat was well managed as they coordinated vehicular movement around the axis.

    The protesters insisted on talking to Governor Seyi Makinde and him alone, claiming that he was very accessible to them during the electioneering campaign and must come out to listen to them on their plight.

    But, the governor, it was gathered was away outside the state on official purpose.

    Some inscriptions on their placards read “Stop 500meteres ICR Corridor to save lives in Ile-Ola community”, “500metres Ibadan Circular Road corridor will render us homeless and rob us all of our lands, houses, labour’s and inheritances, Akinyele, Egbeda, Lagelu, Ona-ara, Oluyole, Ido LG residents plead, Governor Seyi Makinde please have mercy”, “Ibadan Circular Road (ICR) is good but 500metre corridor is a killer, the corridor is a killer stop it now”, “Safe lives, safe lives, safe 1,500 families in Arulogun, 1000 meters corridor is inhumane” and “Governor Seyi Makinde, please save over 1,500 families in Eni-Osa”, among others.

    As of the time of this report, the leadership of the protesters is engaged in an ongoing meeting with the Executive Assistant to Governor Seyi Makinde on Security, CP Sunday Odukoya (rtd).

    Other government representatives at the meeting could not be confirmed as at the time of this report.
