Ibadan stampede: Paediatricians counsel policy makers, event organizers on future funfairs

The Paediatric Association of Nigeria (PAN) has counseled policy makers and event organisers on how to avert dangers in public events especially those involving children.

The association’s advice is coming on the heels of the tragic incident that claimed the lives of 35 children in Ibadan last Wednesday.

While commiserating with the federal government, Oyo State government and the affected families, the association, in a statement signed by the President Dr Ekanem Ekure and the Secretary, Dr Chika Duru said: “It is the joint responsibility of policy makers and event organizers to make the venue of funfairs safe for children and be ready for emergencies. Attention must be paid to the capacity of the venue of funfair and the crowd expected and it is more important to plan crowd management ahead of all activities. Preparedness is key to ensuring the safety of children at public events. Detailed and appropriate risk assessment must be done as part of the preparations.

“Event organizers should develop child-specific emergency response plans that include steps for evacuation, medical care, and reunification when children wander. The venues should be made child-friendly and equipped with child-sized medical supplies and have trained personnel on hand to address emergencies involving children.”

In the event of a stampede, PAN said children must, by right, be the first to receive attention. “First responder actions must be targeted at children. Therefore, specialized rescue teams trained to handle children in emergencies should be at the forefront of the operations to gather children for safe keeping and ensure that children who become separated from their caregivers can be quickly reunited. Clear communication systems are essential during emergencies. Event organizers should have loudspeakers, emergency messaging systems, and visible signage to direct children and caregivers to safety. This guidance can help prevent panic and ensure that everyone knows what to do in the face of a crisis. The safety of children in crowded gatherings is a shared responsibility.”

The association said it stands ready to collaborate with all relevant stakeholders, including event organizers, caregivers, and policymakers, to develop and implement preventive measures, provide training on child safety, and shape policies that prioritize the protection of children. The association is committed to promoting child safety, providing expert advice, and working alongside other stakeholders to prevent future tragedies.

    • Fire disaster kills husband, wife, grandson in Ibadan

An event meant to bring joy in the spirit of the season ended up claiming many lives, especially those of children, in Ibadan. YINKA ADENIRAN writes on the circumstances that culminated in the tragic incident.

For Abosede Kolade, listening to her instinct and not falling for what she described as a ‘token’ would have saved her the agony of nearly losing her three-and-a-half-year-old son, Ayomide. The fact that Abosede, a hairdresser, decided to join her friends to attend the event despite having customers to attend to was not the real pain but the cost that she had to pay in the name of trying to catch fun and get free goodies.

She will be haunted by the sight of seeing life leaving an innocent baby that was being trampled upon by an anxious crowd while she watched in agonizing helplessness. Abosede said she had only succumbed to pressure from her friends to attend the Ibadan Children Funfair hosted by a former wife of the Ooni of Ife, Queen Naomi Silekunola through her Wings Foundation and widely promoted by an Ibadan based radio station, Agidigbo FM. She wanted to try her luck and see whether her children would be among the lucky 5,000 to get the N5,000 cash and other gift items that were up for grabs.

As she watched over his son at the Adeoyo Specialist Hospital, Ibadan, sober-looking Abosede said she wondered if she could ever forgive herself for fallen for a token sum she could make from a day’s job in her hairdressing business without having to subject herself and her two children to the near death experience.

She prayed to God and begged Him fervently to allow her boy live again, with a vow that she will never fall for such temptation again even if the stake is as high as one million naira.

She said although she and her three friends had joyously chartered a small commercial cab popularly called Micra, filled with about 10 children to the funfair, less than four hours later, it became obvious that their relationship may never be the same again because not all the children they took to the event returned alive.

She said: “We got to the venue around 6 am. Many people were there already by the time we got there and they did not open the entrance gate for anybody.

“But by the time Oriyomi came, he entered and opened the gate, asking others to open the gate for everyone to enter.

“The crowd was too much. We were more than 10,000. So as they opened the gate, everybody wanted to enter at the same time. That was how people started falling over one another.

“Even my child, there were more than six people who fell on him, and people were also falling on me with people falling over each from all sides.

“Many people were injured. Many children died. Based on what I saw when the dust settled, more than a hundred children died as the noise of death and collapse were coming from different parts of the entrance gate.

“I went with two children. One is about eight years old while my baby is about four years old. My husband knew about our going there. I didn’t think about going for the event until my neighbours persuaded me to join them.

“That was why I joined them. I was informed about it a day to the event, and I felt there was no harm in going there too.

“I was told we would be given gifts and money. But now I regret going for the funfair. I will never do such again no matter what they offer to give us free. I won’t ever try it again and I thank God for seeing me through.

“I am a hairdresser and I can make such money easily if I stay in my shop.”

Still recalling the horror scene, Abosede said: “It was a bitter experience. I had my baby in my hands while the older one was with me.

“As they were pushing, my baby fell off my hands and people started trampling on him. I couldn’t even find him or see him on the ground at a point. Then I also fell down, trying to cover him with my body, and people started trampling on my head. The whole of my body still aches.

“People were just not conscious. They were just moving about, trampling and falling on one another while those who could gain balance walked on others.

“When I could not stand up and ran out of strength while trying to get up, I started biting people as I struggled to protect my baby on the floor beside me. I just couldn’t get up. It was crazy.

“I just continued to bite people’s legs after I succeeded in putting his head under my thighs.

“Later, I saw one Ogidan (Oriyomi’s colleague). He looked down and saw me being trampled upon even after I had even bitten his leg too. He was the one who helped me to pick up my baby and transferred him to someone else before I made my way to get him and rushed him to the hospital alongside many other children.

“As at that time, the boy had fainted and we tried to resuscitate him at the venue to no avail. There were too many children who they were trying to bring back to life at the same time. It was a harrowing experience for me.

“My child is actually getting better, based on all the tests they conducted on him. I am grateful to God for his mercies.

“My older son too became unconscious at the same time but many people rallied round us to show support and he was revived at the venue.

“We were four parents that brought our children from Agbowo. We actually chattered a cab to take us to the venue.

“One of my neighbours that came with us lost a son while her other children survived. We have not been the same since the incident because of the loss of the son of one of us.”

Kabirat Alayo (pseudo name), a middle aged woman, received the news of the free party from Agidigbo FM, the local radio station that promoted the event. She was not only excited at going there, she also prepared her children to go with her.

“Days to the event, she had was using the party to threaten any of her children who misbehaved; that she would not allow them to go to the party alongside others.

She recalled her confidence in the promoter of the event, whom she quoted as saying that people should bring all their children with an assurance that they would be well catered for.

Unlike Abosede who got to the venue of the event around 6 am, Kabirat said she got to the venue as early as 4:30 am and was surprised to hear that some parents and their children slept over at the venue a day to the event.

She said in spite of the massive crowd she met on ground when she arrived at the venue, she was able to manoeuvre and get close to the entrance gate, but not without fight and insults on deserving individuals.

With pain in her voice, she lamented that as she went deeper and deeper into the crowd and got closer to the gate, she never knew that she was pushing one of his sons, six years old Kolade to death.

She wished something or someone had stopped her from attending the children funfair and actually queried God for not prompting her not to attend the event.

But Kabirat was not alone in her lamentation. Reeling on the floor with grief and pain, Bolanle Ajisafe wept uncontrollably on hearing that her seven-year-old daughter had passed on.

She would not be comforted as she could not imagine that the end had come for her beloved daughter. She is also certain that the death of the child natural marks the end of her marriage to her husband, as she was heard saying she dared not go back home without the boy.

“I didn’t know that it would end this way. I slept on the same bed with my daughter yesterday (Wednesday) not knowing it will be our last meeting.

“Doctor, my daughter is not dead. Please wake her up. I must go home with my daughter,” she wailed.

    Initial scare on death toll

As at 7 am on Thursday, news had filtered around town on the death toll. While many put it at more than 100, other unconfirmed reports pegged it at about 60 children. But there was no hiding the fact that a tragedy had hit the state.

The early morning saw thousands of residents, mostly women and children, walking long distances back to their locations, especially those who did not have to go through so much before locating their children from the tumultuous crowd that had stormed the Islamic High School, Bashorun, Ibadan venue.

However, temper rose with massive reactions across the state when the Commissioner for Information and Orientation, Prince Dotun Oyelade, in an initial statement put the casualty figure at 32.

Sensing the impact, the Commissioner quickly withdrew the statement and issued another one where the government said it would wait for a detailed report from the Commissioner of Police to clarify the total number of victims involved in the unfortunate incident.

The effort could save little as some local online news sites and social media enthusiasts had run to town with the figure.

Oyelade confirmed in his statement that a stampede claimed several lives, mostly children, and left many others injured as he urged parents looking for their children to visit five hospitals including Patnas Specialist Hospital, Basorun; Best Western Hospital, Basorun; Ringroad State Hospital; Molly Specialist Hospital and University College Hospital (UCH).

    Agidigbo denies involvement, owner hospitalised

As accusing fingers point in the direction of the Ibadan based radio station, Agidigbo FM for its role in the event, the station quickly took to the airwave to deny any form of involvement in planning and organising the event.

The station in a statement by its Director of Programmes, Olayinka AbdulWahab, said the radio station was not the organiser of the event but one of the media outfits used to promote it.

It added that the event was organised by the WINGS foundation but that it deployed all its media strategies to sensitise the populace and encourage them to stop going to the venue of the event when it heard that a mammoth crowd had assembled at the venue as early as 5 am on Wednesday.

A few hours after the police announced arrest of some suspects, news filtered around that the owner of the station and chief promoter of the event, Oriyomi Hamzat, was unconscious and was receiving medical attention at an undisclosed hospital.

    Government’s Response

Alarmed, the state government immediately activated a medical emergency described as rapid response team while mourning the victims of the funfair tragedy.

The government’s rapid response team was saddled with the responsibility of addressing the crisis, ensuring that victims were transported to various hospitals across Ibadan for medical attention with an emergency response team to provide immediate assistance at the scene.

Prince Oyelade clarified that the Oyo State Government had no involvement in the planning or execution of the event, nor was the Ministry of Health approached to provide logistics or support for the private carnival.

He emphasised the critical need for proper coordination and planning when organising large events, particularly those involving children and other vulnerable groups, noting that it was awaiting a comprehensive report from the Commissioner of Police to ascertain the total number of victims and the circumstances surrounding the tragedy.

    Police breaks silence

Initial efforts to confirm the figures from the police also proved abortive as calls made to the command’s spokesman, Adewale Osifeso, a Superintendent of Police, went unanswered.

He however sent a reply via a WhatsApp message where he said: “Investigation is in progress. Updates would be provided accordingly, please.”

About 24 hours later, the Command in a statement confirmed the death toll and puts the figure at 35, mostly children, with six others critically injured and on various medical interventions.

    Arrest of primary suspects

A twist to the development that caused a sigh of relief among the populace was the report that at least eight suspects had been arrested in respect of the incident.

According to the Police, the list of those in custody included the organiser of the event and ex-wife of the Ooni of Ife, Olori Prophetess Naomi Silekunola; the Principal of Islamic High School, Bashorun, Ibadan, Fasasi Abdulahi; Genesis Christopher; Tanimowo Moruf; Anisolaja Olabode; Idowu Ibrahim and Abiola Oluwatimilehin.

The case was also transferred to the Homicide Section of the State Criminal Investigation Department, Iyaganku with the Deputy Commissioner of Police in charge leading the investigations.

The statement reads in part, “Sequel to the Stampede incident recorded on Wednesday 18/12/2024 at the Islamic High School, Basorun, Ibadan venue of the family event Organized by Wings Foundation and Media partners Agidigbo FM, the Oyo State Police Command wishes to inform the good people of the State that eight persons have since been arrested for their various involvements.

“These persons include the main event sponsor, Prophetess Naomi Silekunola ‘f’ age 31yrs, Fasasi Abdulahi, ‘m’ age 56yrs (School Principal Islamic High School, Ibadan), Genesis Christopher, ‘m’ age 24yrs, Tanimowo Moruf,’m’ age 52yrs, Anisolaja Olabode, ‘m’ age 42yrs, Idowu Ibrahim, ‘m’ age 35yrs and Abiola Oluwatimilehin, ‘m’ age 25yrs.

“So far Thirty-five (35) minors have been documented Dead while six (6) others are critically injured and on various medical interventions.

“In furtherance of the above, the case has since been transferred to the Homicide Section of the State Criminal Investigation Department, Iyaganku with the Deputy Commissioner of Police in charge leading the investigations.

“So also, residents around the axis are advised not to panic as they would witness high level patrols and visible Police presence to prevent hoodlums from taking advantage of the unfortunate situation.

“Finally, the Oyo State Police Command sympathizes with all the families and loved ones affected by the tragedy and assures the good people of the State that Justice will be served accordingly.”

More children leave hospitals, parents claim corpses

As the dust settled, many more affected parents came to terms with the reality of the incident. When The Nation visited some hospitals where some of the children were on admission, it was observed that only four children at the Adeoyo Specialist Hospital were still being medically observed.

On the other side of the coin, parents who could identify the corpses also went to the facilities to recover their deceased children after issuing threats to foment trouble should they be denied the corpses of the affected kids.

The pressure was more at the private facilities where many of the children were brought in dead. The government, for fear of the corpses being claimed by wrong individuals had insisted that the hospitals should not release the corpses until proper verification and identification were done.

The Nation gathered that the directive was not in sync with virtually all the private facilities that had some children brought in dead because they lack the facilities to preserve corpses.

However, most parents stormed the facilities around 9 am to recover their children’s corpses. It was gathered that some parents in their bitterness threatened to burn down any hospital facility that denied them the corpse of the children.

Makinde to honour deceased children, puts off birthday celebrations

Governor Seyi Makinde of Oyo State said yesterday that he would put off his December 25th birthday celebrations in honour of the children who died during Wednesday’s stampede in Ibadan.

Makinde stated this in Ibadan while receiving the South-East delegation of the Peoples Democratic Party (PDP), led by its Board of Trustees (BOT) Chairman, Sen. Adolphus Wabara.

The News Agency of Nigeria (NAN) reports that the delegation came to condole with the governor over the early morning stampede at the children’s carnival at Islamic High School, Basorun, Ibadan.

Makinde described the incident, which claimed the lives of 35 children, as painful, unfortunate and preventable.

He said due to the incident, he would have to put off his December 25th birthday celebrations and remain alone indoors.

“I will not go out; no birthday celebration this year,” he said.

He appreciated the BOT chairman and other party leaders for the visit, saying they were the first to pay him a condolence visit over the unfortunate incident.

“On behalf of the government and the people of Oyo State, we appreciate you for coming,” Makinde said.

Earlier, Wabara said the South-East party leaders were in Ibadan to commiserate with the governor and the people of Oyo State over the loss of lives arising from the stampede.

“We, the people of South-East feel the pain of the sudden death of the 35 children.

“We pray God to grant you and the people of the state, particularly the parents of the victims, the fortitude to bear the loss,” Wabara said.

NAN reports a former governor of Ebonyi, Dr Sam Egwu; former PDP National Secretary, Chief Ben Obi, and PDP BOT member, Josephine Anenih, made up the delegation.

Others were PDP chieftain Chief Obasi Elebe and Ebonyi PDP chairman Mr Onyema Nwele.

An unidentified man, his wife and their grandson yesterday reportedly lost their lives in a fire incident that occurred at Ori Eru, Idikan in Ibadan North West Local Government Area.

The Nation gathered that the incident occurred around 3.46pm yesterday.

The General Manager of Oyo State Fire Service, Yemi Akinyinka, who confirmed the development in a statement said aside those that died, five people were also rescued from the inferno.

According to him, the agency evacuated three bodies, adding that only doctors can confirm anyone dead.

He said: “We evacuated three bodies. But you know that only the doctors can confirm anyone dead.

The police yesterday put the death toll of children during the stampede at a funfair in Ibadan on Wednesday at 35.

Six critically injured participants are undergoing treatment.

Also yesterday, President Bola Ahmed Tinubu, who expressed deep sorrow over the deaths, ordered full investigation.

The police added that seven people, including Naomi Silekunola, an ex-queen of Ooni of Ife Oba Adeyeye Ogunwusi, have been taken into custody in connection with the incident.

On Wednesday, the Oyo State government, in an initial statement which it later withdrew to allow the police to compile the casualties figure, said 32 children died.

Wings Foundation, in collaboration with Agidigbo FM, organised the funfair, with a plan to give N5,000 each and food to 5,000 kids.

The event slated for the Islamic High School, Bashorun, Ibadan was billed to start by 10 am.

However, as early as 5 am, children, many of them accompanied by their parents, started converging on the venue. By 7.30 am, the place was jam-packed.

An attempt to open the gate of the venue led to a stampede.

In an attempt to gain an advantage, many were trampled upon, causing deaths and injuries.

    Survivors leave hospitals

Some children were discharged from private hospitals yesterday.

Also, bereaved parents have been reporting in the hospitals to claim the corpses of their children.

When The Nation visited the venue of the incident yesterday, security operatives were still seen within and around the perimeter.

Business owners have resumed operations unhindered.

Some women and children were still spotted in the vicinity while clothes, rags, shoes, sandals, slippers, bags, and used nylon bags littered the space.

The chairs and canopies had been removed while the white plastic chairs were still stacked in batches.

At Patnas Specialist Hospital, Oluwo Kekere, Bashorun, it was gathered that the two children who were resuscitated had been discharged.

Also, the two remaining corpses of children at the facility had been picked up by the parents.

It was gathered that the parents of the deceased children were allowed to take the corpse, against government directive, when they threatened to make trouble with the owners of the hospital.

It was confirmed that four children were brought in dead at the facility on Wednesday.

When our reporter visited the Adeoyo Specialist Hospital, Ring Road, Ibadan, it was gathered that about 20 children were brought in dead (BID) on Wednesday.

The Chairman of the hospital’s Medical Advisory Council (CMAC), Dr Adeoye Allen-Taylor, said four children were still on admission and responding to treatment.

The CMAC explained that other patients would be discharged as soon as they were medically fit to go.

One of the parents of the children who is receiving treatment said he regretted attending the event.

She thanked God that her three and half-year-old son was still alive.

She said she would never attend such an event again, even with a promise of gifts running to millions of naira.

    Eyewitness recounts ordeal

A Facebook user on Agidigbo FM page, Ridwan Ishola Kazeem, who was at the scene, narrated: “The chaos started when people were told that Alaji was around and everyone stood up to go and see him.

“I was there at a far distance. I saw people throwing their children through the fence before they also jumped the fence, all in the name of meeting Mr Oriyomi.

“There was laxity in security. I expected Amotekun, Operation Burst and Road Safety to be there.

“I couldn’t do a video recording so that those useless hoodlums would not hijack my phone. Besides, I was holding my children with both hands.

“This is such a big lesson to the entire Agidigbo FM that human beings are the most difficult to control; especially adults who think they are old enough to make a decision.

“It’s so sad but the organisers didn’t do well at all. I was there with my children that morning by exactly 06:40 with the hope that I would have tickets and secure space for my children.

“Since this thing is free, they should expect more than 5000 people.

“Security personnel should bring orderliness; there should be ticket available and immediately you get to the gate, collect your ticket and those in charge will walk you to where you will stay.

“It’s wrong for Mr Oriyomi to be at the venue at that time.”

Agidigbo Radio: we are not part of the organisers

The management of Agidigbo FM, a radio station that promoted the Children Funfair, said the station was not part of the organisers.

A statement by the Director of Programmes, Olayinka AbdulWahab, said the radio was among the media outfits used to promote the event.

It reads: “This is to inform the general public that the management of Agidigbo FM, Ibadan received the news of the tragedy that heralded the children’s fun fair at Islamic High School, Bashorun, Ibadan, organised by the WINGS foundation with great shock and wholeheartedly commiserate with the families involved.

“Amidst the tragedy, the news making the rounds says that Agidigbo FM is the organiser.

“However, the management wishes to state that Agidigbo FM is not the organiser of the event but one of the media outfits used to promote the event.”

“Upon receiving the notice that a mammoth crowd had assembled before 5 am this morning at the venue, Agidigbo FM, the people’s voice, used all media strategies to sensitise the populace with jingles and public service announcement, from that time that people should stop going to the venue of the funfair.

“The organisers of the event also did all they could to ensure that the tragedy was curtailed by deploying security apparatus, medical officials, and other relevant agencies to come to the aid of those affected by this tragic event.

“This a very sad day for us all. However, we call on the general public to shun fake news and contact Agidigbo FM, for more information. This is not the time to spread misinformation.

“The Management of Agidigbo FM implores the general public to continue to pray for the speedy recovery of those in various hospitals and sympathise with the family of those who lost their lives.

“Thank you for your constant support. We pray to never experience any tragic experience.”

The lesson must be learnt.“
