    Ibas vows to revive Songhai farms in Rivers 

    Rivers sole Administrator Retired Vice-Admiral Ibok Ibas, has pledged to revive the state-owned Songhai Integrated Farms to boost food production and create sustainable employment opportunities for Rivers youths.

    Ibas spoke during an inspection tour of the farm’s facilities in Bunu Tai Community, Tai Local Government Area, on Saturday. 

    A statement y the SSA Media, Hector Igbikiowubo, said Ibas was accompanied by the farm’s coordinator, Dr. Tammy Jaja and the Permanent Secretary of the Rivers State Ministry of Agriculture, Mr. Morrison Ogolo.

    The administrator also assessed other  key agricultural facilities such as the TechFarms SIaughter House in Mgbuosimini and the Rivers State Veterinary Hospital and Diagnostics Laboratory in Rumuodomaya, in  Obio/Akpor Local Government Area.

    After receiving briefings from ministry officials, lbas said the assessment was required to determine necessary interventions.

    He said: “These initiatives are well-conceived, and significant resources have already been invested in them. Since they are meant to benefit the people, it is only right that l inspect them to evaluate their current state and decide on the next steps.”

    The Administrator highlighted the need for sustainable agricultural development in Rivers State to ensure food security and reduce dependence on imports. 

    He said that supporting local farmers and enhancing production capabilities were crucial steps toward making agriculture more appealing to the youths.

    He said: “The three facilities we inspected today are vital links in the agricultural value chain. To achieve self-sufficiency in food production, we must enhance food security, empower locaI farmers, and promote domestic food output,” he explained.

    “If these projects are fully operational, they will generate employment opportunities for our youth and contribute significantly to the national economy.”

    During the visit, lbas also engaged with community leaders, youth, and women, urging them to protect government facilities in their areas. 

    He warned against vandalism, saying  that destroying public infrastructure undermined developmental efforts.

    He said: “I urge you to collaborate with security agencies, such as the police and the Nigerian Civil Defence Corps, to safeguard these assets. Damaging government property ultimately harms the community. We will work to restore these facilities for your benefit”.

    The Administrator also assessed the ongoing reconstruction of internal roads on P-Mac Avenue in Rumuodara, Obio/Akpor LGA, accompanied by the Permanent Secretary of the Ministry of Works, Engr. Atemea Briggs.

    Expressing satisfaction with the progress, lbas reaffirmed his commitment to ensuring its timely completion.

    “Significant progress has been made, and we are determined to see this project completed to improve living conditions for residents”, he said.

    •Approves payment of March salaries for civil servants, suspended political appointees

    The Administrator of Rivers State, Vice-Admiral Ibok Ibas (retd) has charged paramilitary organisations in the state to go after unregistered vehicles and those with covered number plates plying the roads in the state.

    Ibas charged them to continue working with other security agencies, collaboratively, to keep the state safer and peaceful.

    The administrator said that there could not be any meaningful development without a thriving peaceful environment, insisting that efforts must be intensified to ensure that criminal elements were not emboldened to cause insecurity.

    Ibas spoke when he met with Heads of Paramilitary Organisations at Government House in Port Harcourt on Friday.

    He explained that it was necessary for him to meet with them as critical stakeholders in the fight against crime and criminality acknowledging their contributions to ensuring a peaceful Rivers State.

    Ibas urged them to participate effectively in joint operations geared towards degrading the capabilities of criminal elements within the state and contribute their quota in combating activities of criminals in the state.

    Vice Admiral Ibas (Rtd) pointed to the importance of encouraging dialogue that can support the efforts of intelligence gathering in addressing issues of kidnapping, illegal, and communal conflicts.

    He observed that tankers overturned on roads, perhaps due to their poor condition and sometimes due to the actions and inactions of other road users.

    The Administrator insisted that such acts considered as serious traffic offences, must be curbed in order to minimise the number of casualties and deaths that are witnessed on the roads.

    He said: “If you have people who can conduct their legitimate business and they are not able to conduct their business as enshrined in our laws, then they lose out, and criminals take over control of the state.

    “I will, therefore, be needing you in all aspects of maintaining this law and order. It therefore, means that in conducting your various roles, you must have at heart the interest of Nigeria and the people of Rivers State in particular.

    “I will hereby direct you to increase your patrols. If criminals have access to our resources, of course that means you are emboldening them.

    “The responsibility has been given to individuals and organisations, as such, we must all work towards making sure that this state is very, very safe.

    “Our efforts must be to ensure that we reduce insecurity. There is a need for collaboration between you and intelligence sharing agencies of the Federal Government.

    “Of course, you have your intelligence in the paramilitary; therefore you must work together with the military, the DSS and even the local intelligence in the various communities that you find yourself in.

    “You have vehicles that ply our roads that are not registered. You have vehicles that have their plate numbers covered. I do not think that there is any law that permits such individuals to drive on roads.

    “I want to ask the Federal Road Safety Corps working in collaboration with Civil, the Defense and the Police to ensure that you bring these acts to the minimum.”

    Ibas urged them to ensure that, as they related with residents in local government headquarters and villages, they must promote peace and security through community policing.

    The Administrator also charged them to provide requisite operational assistance to their colleagues in the Police and other security agencies in providing public awareness.

    He said:  “I think while the Ministry of Information at the state level will coordinate this activity, I will want you all to work together to let those at the grassroots level know the impact of not having a secure environment.

    “I think you are all cut out for your jobs, and you know exactly what is expected of you. I want to appreciate your contributions to the development and security of Rivers State over the years and count on all your support to ensure that we even secure Rivers State at this point in time more than ever.”

    Ibas assured that Rivers State Government would continue to do whatever could be done to support their operations to ensure that maximal success is achieved in keeping the state safe and secure.

    In his speech, the Controller of the Nigeria Correctional Service (NCS), Rivers State Command, Mr. Felix Madumere expressed appreciation for the valuable information the Administrator has shared with them, which will help in their daily operations.

    Madumere, while wishing the Administrator success in his mandate, assured that they will provide needed support to ensure that the Administrator leaves an enduring legacy of success.

    Ibas also through the Secretary to Government of Rivers State (SSG), Prof. Ibibia Worika, approved the payment of salaries for the month of March.

    He included the suspended political appointees as those, whose salaries were ready for payment.

    Worika in a statement said: “In keeping with the undertaking made to the good people of Rivers State, I am pleased to inform you that the Sole Administrator of Rivers State, Vice Admiral (RTD) Ibok – Ete Ekwe Ibas has approved the payment of salaries for all civil servants in the Rivers State Civil Service and all public servants of Rivers State Government, including Pensioners and all suspended political appointees, for the month of March, 2025.

    “The Administrator has further directed the Accountant-General to ensure that payment for salaries in March 2025 is remitted, without any delay.”

    Rivers Sole Administrator Vice-Admiral Ibok Ibas (retd) has explained that his mission in the State is to restore law and order, stabilise the polity and create the necessary environment for the full restoration of democratic institutions.

    Ibas said: “My mandate is clear; to restore law and order, stabilise the polity and to create the necessary conditions for the full restoration of democratic institutions and representation”.

    Ibas in his maiden statewide broadcast in Port Harcourt on Thursday evening lamented the state of affairs that warrantee the declaration of emergency rule by the President.

    He said: *My appointment comes at a difficult and consequential moment in history. The political impasse of nearly two years in Rivers State has paralysed governance, desecrated democratic institutions, threatened security and undermined the economic and social fabric of the state.

    “It has deepened divisions among the people, and cast a shadow of uncertainty over the future. These are realities we can not afford to ignore.

    “As a son of the Niger Delta, I am one of you. And I recognise the weight of this moment. The expectations of the people, and the challenges that lie ahead.

    “The uneasy calm that pervades the state is palpable and I feel the weight of families, young and old, businesses, that have made both little and huge investments in Rivers State, uncertain what the immediate future holds.”

    He said Mr President’s proactive and decisive action to declare a state of emergency and his subsequent appointment was primarily to ensure stability of livelihoods for citizens and residents, restore peace, security and stability for economic activities to continue to thrive and avert any disruptions to the way of life of the people of Rivers.

    He solicited the supports of all stakeholders such as elders, political leaders, traditional rulers, faith leaders, youths, women, the media and civil society to enable him actualise his mission.

    “I do not come as a partisan actor, nor as a competitor in the struggles that have brought us to this moment. I come as a servant of the state, entrusted with the solemn duty of restoring peace and order so that Rivers State can move forward once again and reclaim its rightful place as the oil and gas capital of Nigeria and I dare say Africa”, he said.

    Ibas called in the people to be be law-abiding, peaceful and optimistic and to set aside their grievances and work together to rebuild trust, restore stability and protect the future of our children.

    He warned against the destruction of national infrastructure under the guide of agitations saying such ugly actions were no longer part of the region.

    He said: “The challenges before us depend on unity, not division, cooperation, not discord,on forward thinking, not backward grievances.
    A commitment to unity, cooperation and dialogue must be the fulcrum of all engagements going forward.

    “Destruction of National infrastructure in the name of agitation is something we in the Niger Delta have since put behind us. Through collective engagements our people have become more aware of the collateral damages that come with it.

    “Not only does it deprive government enough resources to provide necessary critical infrastructure and services, the damage to the environment has left vast areas of the Niger Delta extensively devastated affecting the live and livelihoods of our people.

    “We must resist the temptation to return to those ugly days. Dialogue and honesty engagement have proven time and time again, as a veritable tool for resolving differences and conflicts of any kind.”

    He said under his leadership, civil liberties and fundamental human rights would be respected and protected, adding that the rule of law would remain sacrosanct.

    But he said: “Those who seek to sabotage the social or economic stability of Rivers State and national infrastructure and institutions within the state or who attempt to disrupt the peace for selfish or destructive gains, will find no tolerance for their actions.

    “There will be no room for lawlessness. No space for violence and no patience for actions that threaten our collective well-being. We will not act arbitrarily. But neither will we hesitate to enforce the law when necessary. Let no one be in doubt, we will uphold justice and fairness but we will also ensure that civil order prevails.”

    Ibas said he had concluded his inaugural security Council meeting, and taken additional briefs from heads of security agencies in the state, noting that he read the various reports, initiatives and concerns and gave clear directives on specific actions.

    “I have specifically charged them to remain neutral, respect the rights of citizens and do all within their powers to maintain law and order while collectively working together to de escalate tensions when they come in contact with such.

    “In the coming days, we will move with deliberate speed to articulate a pragmatic road map for the next six months to ensure that every government bureaucracy is properly functioning. Agencies providing services to citizens and residents are doing so and engage stakeholders as mandated by Mr President.

    “I ask for your understanding and cooperation. Above all, I ask for your faith in the possibility of a better future, one built on peace, stability and shared progress”, he said.

    Ibas thanked the President for the confidence reposed in him and for entrusting him with such delicate national assignment.

    He also commended the leadership and members of the 10th National Assembly, graciously approved Mr President state of emergency proclamation for Rivers.

    “I will draw on my training, knowledge, experience and dedication to ensure that essence of this historic decision is achieved. I will have to work closely with the National Assembly, under the guidance of Mr President, consequently, I hope to continue to count on their support and cooperation throughout this assignment.”
