    • Nigerian professor wins $100,000 global health prize

    Ibrahim Abubakar, a Nigerian Professor of Infectious Disease Epidemiology and the Dean of the Faculty of Population Health Sciences at the University College London (UCL), has won the 2023 Roux Prize awarded by the Institute for Health Metrics and Evaluation (IHME) at the University of Washington School of Medicine for his “ dedication to improving health outcomes over the past three decades”.

    Prof. Abubakar received $100,000 at the award ceremony held on 12 October in London.

    The award, according to the UCL, is to reinforce Prof. Abubakar’s efforts to support health systems in Nigeria and Africa’s Sahel region, benefitting the world’s poorest countries, among other significant programmes. This is a field that Nigeria has benefited immensely from in the last few years. His best achievement being the recent work on The Lancet Nigeria Commission which directly led to Nigeria passing a new law mandating basic health insurance and the creation of a vulnerable fund that covers 83 million underprivileged people.

    In March 2022, he led an international multi-disciplinary team on a comprehensive analysis of Nigeria’s health system supported by Global Burden of Disease (GBD) data, which identified critical gaps and offered recommendations in key areas to improve the health system.

     Prof. Abubakar says he is driven by the dire need to improve the healthcare system, especially in an effort to help the most vulnerable amongst the population.

    The award winner has been as committed as he has been versatile. He was instrumental to many critical healthcare breakthroughs like the development of health initiatives for tuberculosis and COVID-19. He developed a research programme that improved screenings. He also chaired the committees like the WHO Strategic Advisory Group for TB that led to better diagnoses and increase access to treatment, contributing to two per cent annual decline in the new TB cases globally, from 2015 to 2018.

    In 2020, he was appointed the Scientific and Technical Adviser to the Nigerian Presidential Task Force on COVID-19, and he was instrumental to organising the team that responded daily to requests for evidence and aided in developing the type and timing of national COVID-19 restrictions.

    He has written over 40 papers that served as national vaccination policy and is also leading an international study on COVID-19 variants across continents.

    We commend Professor Abubakar for his commitment to the health sector and contributions to global health issues. It is pertinent to note that his research projects and works have been sponsored by institutions, individuals and organisations across the world, committed to the improvement of human health. 

    It is noteworthy that he comes from a country notorious for very little attention to a functional health and education sector.

    We are happy at the achievements of this very committed Nigerian who is flying the flag of Nigeria at the highest academic research level. 

    This however brings to focus the state of Nigerian tertiary institutions. Not much money is available either from governments or individuals for research or even for infrastructural development in our schools. Prof. Abubakar might have been part of the academics that are in permanent trade dispute with the government that often reneged on its agreements with the Academic Staff Union of Universities (ASUU) over staff welfare, forcing universities to close down for long periods.

    It is remarkable to note that the Roux Prize is sponsored by IHME’s founding member, David Roux, and his wife Barbara, that recognises people worldwide for their innovative and impactful use of the Global Burden of Disease data which is now in its 10th year. This gesture must be a lesson to the rich people in Nigeria and other African countries that can endow prizes in universities for research and academic pursuits.

     It is not enough to aspire to make the list of Forbes richest year-on-year without the riches impacting humanity. 

    We congratulate Prof. Abubakar and pray that his achievement inspire more individuals and governments to invest in human welfare in any field or research.

  • Civil Society Groups to occupy British, Irish embassies in Nigeria

    Coalition of Civil Society Groups will on Monday commence a week long occupation of the British and Irish Embassies in Nigeria to protest the recent $9.6 billion judgment debt awarded against Nigeria by a British court.

    The judgment was in favour of Process and Industrial Development Limited (P&ID), an Irish company.

    The National Secretary of the umbrella body of over 5000 civil society groups in Nigeria, Mallam Ibrahim Abubakar, said the judgment must be reversed.

    The British court had asked  Nigeria to  pay P & ID  a sum of $9.6 billion or have its assets to the tune of that amount forfeited after finding Nigeria to be in breach of a contract agreement with the company.

    The federal government is in the process of appealing the judgment.

  • How we secured Zainab Aliyu, Ibrahim Abubakar’s release from Saudi Arabia—Minister

    The battle for the release of Zainab Aliyu and Ibrahim Abubakar followed a tortuous but well planned and coordinated process, the Minister of Foreign Affairs, Geoffrey Onyeama, has said.

    In a blow by blow analysis of the ministry’s action towards the eventual release of the duo, the minister said in a statement signed by the ministry’s acting spokesperson, Friday Akpan, that on receipt of the information of the arrest of the duo on the same plane, through the the Nigerian Consulate in Jeddah, government stepped in and requested for full investigation to ascertain the innocence of the duo, who are not related.

    The statement reads: “It will be recalled that Miss Zainab Habibu Aliyu was arrested by Saudi security officials on Wednesday, 26th December 2018, in a Hotel in Medina.

    “This was following the discovery at the Airport of a bag containing illicit drugs purportedly bearing a tag with her name.

    “Another passenger, unrelated to Zainab and who was travelling on the same aircraft, was also arrested on the same day as Zainab. He is Ibrahim Abubakar.

    “On receipt of the information on the arrest of the two Nigerians, the Nigerian Consulate in Jeddah intervened and requested for full investigation to ascertain the innocence of Zainab Aliyu and Ibrahim Abubakar.

    “Investigations conducted by the Airport Authorities and National Drug Law Enforcement Agency (NDLEA) in Kano discovered a drug cartel at the Mallam Aminu Kano International Airport (MAKIA), Kano that specialises in planting illicit drugs on innocent travellers without their knowledge.

    “It was also discovered that the bag tagged in Zainab’s name was planted by the cartel without her knowledge.

    “Following the arrest of members of the cartel, the Federal Government is currently prosecuting the suspects in the Federal High Court, Kano.

    “The outcome of the investigation and subsequent trial of the suspects confirmed the innocence of the two Nigerians.

    “The Consulate General of Nigeria in Jeddah, upon instruction from headquarters, therefore sent series of Diplomatic Notes to the Saudi Foreign Ministry, informing of the arrest of members of the syndicate in Kano and forwarding the report of the NDLEA investigation and court proceeding.

    “As a follow-up in Nigeria, the Permanent Secretary, Federal Ministry of Transport, accompanied by the Director, Air Transport had meetings with the Permanent Secretary, Ministry of Foreign Affairs on the matter and submitted documents relating to the Kano Airport investigation, NDLEA report and court process.

    “These documents were forwarded to the Consulate in Jeddah to further support the innocence of the two Nigerians and also resolve the issue of luggage tag numbers.

    “Following these efforts, officials in the Consulate secured appointment and met with the Director General of the Saudi Foreign Ministry, Jeddah Branch and requested him to forward the NDLEA report to all concerned Saudi agencies with a view to releasing Zainab Aliyu and Ibrahim Abubakar.

    “All these processes followed were consistent with the usual diplomatic channel of engagement.

    “To maintain the diplomatic pressure, another note was sent by our Embassy in Riyadh conveying the same message to the Saudi authorities.

    “On Friday 26 April 2019, a Note was also sent to both the Saudi Embassy in Abuja and its Consulate in Kano, forwarding court documents relating to the trial of members of the Kano syndicate.

    “Thereafter, the Legal Adviser of the Saudi Foreign Ministry confirmed that relevant agencies and departments in Saudi Arabia were going to meet to consider all the Notes Verbale and reports submitted by Nigeria in order to facilitate early resolution of the case of Zainab Aliyu and Ibrahim Abubakar.

    “While all these efforts were ongoing, Mr. Habib Aliyu, the father of Zainab appealed to the Federal Government of Nigeria, the Saudi authorities and the international community as well as well-meaning individuals to intervene in his daughter’s case and save the ‘innocent’ lady from possible execution.

    “It should be noted that the resolution of this case required the convergence of the diplomatic process and the judicial procedure, leveraging on President Muhammadu Buhari’s goodwill and international standing.

    “The judicial/legal process in Nigeria provided the critical documentation that aided the diplomatic efforts to establish the innocence of both Zainab Aliyu and Ibrahim Abubakar.

    “More so, it must be emphasised that the intervention by President Muhammadu Buhari directing that all efforts be exerted to secure the release of the two Nigerians facilitated the expedited final favourable resolution of the matter.

    “Fortunately, these silent diplomatic efforts in the past few weeks culminated in the release of Zainab Aliyu on Tuesday 30 April 2019 and Ibrahim Abubakar of Wednesday 1 May 2019”.

  • Niger Pension Board receives N3bn to settle retired workers, others

    The Niger government has released N3 billion to the pension board to settle outstanding pensions, gratuities and death benefits owed relations of retirees, according to the board’s Director-General, Alhaji Usman Muhammad.
    Muhammad told the News Agency of Nigeria (NAN), on Saturday in Minna that N1.4 billion would be paid to relations of dead retirees, while N780 million would be sunk into the payment of retirement benefits.
    He, however, accused the Pension Fund Administrators (PFAs), of frustrating the payment of entitlements to pensioners under the Contributory Pensions Scheme.
    “There have been some observed delays on the part of PFAs. They are deliberately dragging the process of the payment of the refunds to beneficiaries.
    “Already, the board has written to the National Pension Commission to report these delays,” he said.

    He expressed confidence that the situation would soon improve so as to speed up the payment of monies due to the retired workers or relations of dead ones.
    Reacting to the development, Malam Ibrahim Abubakar, a retired civil servant, commended the state government for the gesture, and urged the board to speed up the process so as to ameliorate the suffering of the retirees.
    Another retiree, Hajiya Kande Ibrahim, advised workers, who are on the verge of retirement, to submit their documents to the board to ease the payment process.
    “We must support the board by submitting our documents promptly to enable its officials process our benefits without any hindrance “she said.
    Malam Musa Paiko, a retired messenger, commended the management of the board for introducing various reforms to ease payments of benefits to retirees.
    “I am happy that I have been screened and captured. The verification process was so smooth. I am only waiting for my payment,” he said.

    …Presidential panel on human rights violation hold public hearing in Maiduguri

     

    Save Humanity Advocacy Centre (SHAC), a Non Governmental Organization has cautioned the Federal Government through the Presidential Investigation Panel to Review Compliance of the Armed Forces with Human Rights Obligations and Rules of Engagement in Local Conflicts and Insurgencies to be weary of activities of Amnesty International in the country.

    SHAC in a motion submitted to the panel’s public hearing holding in Maiduguri Wednesday described Amnesty International as a perverted witness which should not be allowed to testify on humanitarian issues in Nigeria.

    “Amnesty International lacks credibility to testify on any issue in Nigeria consequent upon the confirmation of its bias against the country. Amnesty International has a history that precludes it from testifying before the Presidential Investigation Panel to Review Compliance of The Armed Forces with Human Rights Obligations and Rules of Engagement in Local Conflicts and Insurgencies”, the group submitted.

    In the document signed by Ibrahim Abubakar  for the Executive Secretary and  obtained by our correspondent, SHAC expressed deep reservations on the activities of AI in the country while calling on the Presidential Panel to take the following measures ranging from;

    “The panel should strike out Amnesty International as one of the organizations to make presentations before it on accounts that any testimony by the group would taint the panel’s work.

    “Any written submissions made by Amnesty International to this panel should be discountenanced forthwith.

    “The panel should recommend the future participation of Amnesty International in the internal affairs of Nigeria with a proviso that an independent study be conducted to review the organization’s continued presence in Nigeria.

    “The panel should recommend a special enlightenment programme to correct the wrong impressions that Amnesty International’s flawed reports have made on the psyche of citizens.”

    SHAC in the document noted that with a careful literature review of Amnesty International activities and comparative analysis in other countries, it came to a conclusion that,  “the organization’s reports have been pivotal in many global decisions that have impacted the world, unfortunately, often times for the worse”, adding that, “ Amnesty International was found to unfairly and routinely target Nigerian authorities for condemnation in its reports, which blame government troops and law enforcement for rights violation in conflict situations without acknowledging the atrocities committed by terrorists.     PERVERTED WITNESS: WHY AMNESTY INTERNATIONAL CANNOT TESTIFY

    ON HUMAN RIGHTS ISSUES IN NIGERIA
    INTRODUCTION

    Amnesty International, AI, ordinarily presents itself as a non-governmental organization that monitors human rights issues across the globe. The organization’s reports have been pivotal in many global decisions that have impacted the world, unfortunately, often times for the worse.
    To its credit, AI authored the series of reports that were used to justify the 1993 invasion of Iraq and the subsequent execution of its then leader, Saddam Hussein. Its report was used to justify the sack of Libya after it claimed to have documented cases of rights abuses against its then leader, Muammar Gadhafi.There has been an established pattern of the NGO handling the groundwork for destabilization of countries that remained in crisis till date. In Nigeria, Amnesty International’s work has been structured in such a way that it issues its report at about the same time that the military is on the threshold of winning decisive victory. This has been interpreted as being part of a strategy to intimidate troops with threat of trial for human rights abuse at the International Criminal Court (ICC).

     

    The group now seeks to continue plying its evil ware in Nigeria, specifically to testify before the Presidential Investigation Panel to Review Compliance of The Armed Forces with Human Rights Obligations and Rules of Engagement in Local Conflicts and Insurgencies. The possibility of Amnesty International testifying before such an all-important panel must be reviewed with the benefit of what is known about the NGO.

     

    METHODOLOGY

    For the purpose of this report, the researcher did literature review and content analysis of documents and media reports that detail AI’s work. For spread, the report took AI’s activities in other countries into consideration for the purpose of comparative analysis of its activities in Nigeria relative to other countries. The study also gauged the intensity of the organization’s activities in Nigeria.

     

    FINDINGS

    Amnesty International was found to unfairly and routinely target Nigerian authorities for condemnation in its reports, which blame government troops and law enforcement for rights violation in conflict situations without acknowledging the atrocities committed by terrorists. Until recently, in the wake of widespread criticism of its work, did AI bother to highlight the horrors being committed by Boko Haram; even this was couched in a way to indict the military.

    Hasty conclusions have exposed AI as having adopted preconceived positions prior to the issuance of its reports. These hasty reports are passed off as “interim reports” that often do not revisit the subject of the crisis even when it later has the benefit of facts to the contrary of what it had published.

     

    Flawed information gathering is widespread, bothering on a standard procedure, for AI whose staff do not undertake on the ground assessment. They also do not conduct interview in person or face to face as they instead adopt telephone interviews without the resources to verify the identity of the interviewees. Once it uses such interviewee, who have been proven to be trained actors in some instances, it goes the extra length to erase their existence which makes it impossible for such witnesses to be contacted for validation. This strategy was widely adopted in contriving the reports that destabilized Iraq and Syria.

    Staffers of AI in Nigeria have been known for biases. They have other engagements which allows them to use AI as a tool for personal vendetta. In the instance when AI was exposed as an agent of destabilization, some of its staffers simply reverted to Transparency International to continue their nefarious acts.

    Disparate treatment of subject nations based on how they align with AI’s overreaching interests is a red flag that requires that its testimony be treated as suspect. The reports from the NGO strongly reveals that there are at least two sets of rules for treating nations: one set for countries that AI treats as above reproach in their rights records while the other set of nations are adjudged guilty even before they ever do anything.

    The funding structure of AI rules out its ability to operate above bias. The international military industrialists heavily invested in AI, which confirms that the organization is randomly and frequently mandated to precipitate crises in targeted countries to keep the arms companies going. AI’s biased report against Nigeria followed by a petition to the then US President Barack Obama led to the blockade of arms sales to Nigeria. The premise for this harsh action was a friendly fire incident that any country involved in a war can experience. However, AI exploited this development to strengthen the position of Boko Haram terrorists.

    Several Nigerian organizations had profoundly indicted AI in Nigeria. The development had angered a wide swath of the population to a point where widespread protests broke out asking the NGO to leave Nigeria. The vehemence with which it resisted being expelled from Nigeria raised suspicions about what its true intents are in the country.

    Terrorists like members of the Indigenous People of Biafra, IPOB, count on the cover provided by AI as protection for when they attack law enforcement and military personnel in the expectation that the NGO will indict the security personnel if they take action to protect themselves. Subsequent reports issued by AI in instances like this have validated this trend as the organization has repeatedly indicted the state without acknowledging or censoring the provocation by the terrorists.

    CONCLUSION

    Amnesty International lacks credibility to testify on any issue in Nigeria consequent upon the confirmation of its bias against the country. Amnesty International has a history that precludes it from testifying before the Presidential Investigation Panel to Review Compliance of The Armed Forces with Human Rights Obligations and Rules of Engagement in Local Conflicts and Insurgencies.

    RECOMMENDATIONS

    The panel should strike out Amnesty International as one of the organizations to make presentations before it on accounts that any testimony by the group would taint the panel’s work.

     

    Any written submissions made by Amnesty International to this panel should be discountenanced forthwith.

    The panel should recommend the future participation of AI in the internal affairs of Nigeria with a proviso that an independent study be conducted to review the organization’s continued presence in Nigeria.

    Federal University Lafia appoints Abubakar Mamuda as new Registrar

    The Governing Council of the Federal University Lafia in Nasarawa State, has appointed Dr Abubakar Mamuda as the new registrar of the university.

    The university’s Public Relations Officer, Ibrahim Abubakar, made this known on the sideline of a news briefing and handing over ceremony that took place in Lafia on Thursday.

    Mamuda was the university’s Deputy Registrar Council Affairs before his present appointment.

    He took over from Dr Idris Jibril whose tenure ended on February 15, 2016.

    Abubakar explained that Mamuda’s appointment takes immediate effect and will last for five years.

    Mamuda expressed gratitude to the council for the appointment while pledging to do his best to justify the confidence reposed in him.

    He said that as a pioneer staff member, he understood perfectly the core values of the university, adding that he would support the university’s Vice-Chancellor’s efforts at achieving academic excellence.

    Earlier, Dr Jibril thanked the entire staff for supporting him throughout his tenure as the university’s registrar.

    He urged them to extend their support to the new registrar so as to enable him to succeed.

    The Arewa Youth Integrity Forum (AYIF) has called on well-meaning Nigerians to disregard report that the wife of the President, Hajia Aisha Buhari is exerting undue authority at the Presidential Villa.

    National President of AYIF, Ibrahim Abubakar, who spoke in a statement issued in Abuja Thursday, said the report is an attempt by disgruntled elements in the society to cause disaffection in the land.

    He described those behind the report as criminally minded people who are trying to paint the northern part of the country as politically domineering and in disregard of the constitution.

    “Those behind this plot went to town with the claim that the wife of the President, Mrs. Aisha Buhari is acting as president while Kaduna state governor, Mallam Nasir el-Rufai functions as vice president.

    “All Nigerians, the right thinking ones, are aware that President Muhammadu Buhari is President and Commander in Chief of the Armed Forces of Nigeria with Professor Yemi Osinbajo as Vice President. In a record making move, President Muhammadu Buhari properly notified the National Assembly of his ten-day medical leave and Professor Osinbajo’s status as acting President in that time span.

    “It is therefore sad that this kind of wicked rumour is making the rounds at a time when Nigerians, especially from within his party, should support Mr. President with prayers.

    “We have it on good authority that those behind the rumour are political terrorists that are highly placed persons in the All Progressives Congress (APC) who want to plunge the country into crisis in pursuit of their personal agenda.

    “It is appalling that people can advertise their ignorance on an unprecedented scale by claiming Mrs. Buhari is the one acting as President. The only logical explanation other than crass ignorance is that this claim is being made out of malice and mischief.

    “The Arewa Youth Integrity Forum hereby categorically warn these characters from disparaging Mrs. Aisha Buhari or members of her family.

    “This latest allegation is the latest in a series of smear campaign that has consistently sought to undermine her family life. It however went beyond bounds this time around by trying to precipitate a national crisis by attempting to play on the minds of Nigerians by conjuring a past era that has no similarity with our current scenario,” AYIF said.

  • NFF official killed in Abuja

    The head of protocol of the Nigeria Football Federation (NFF), Ibrahim Abubakar, was shot dead at his house in Abuja in the early hours of Wednesday, africanFootball.com reports.

    The federation said the deceased will be buried in Kaduna later on Wednesday.

    Abubakar, according to the report, celebrated his birthday recently.
