  • 2019: Northern, Southern Borno elders back power rotation

    …as Northern elders sponsor Southern Borno for governorship

     

    Community leaders in the Northern region of Borno State have expressed their determination to back the candidacy of Southern Borno as governor of the State in the February 2019 general election.

    To make good their determination, the Northern Borno community and political leaders purchased and presented the All Progressives Congress’s (APC) Nomination and Expression of Interest forms to Mamman Idris, a governorship aspirant from Southern Borno.

    Speaking during the presentation of form at the Abuja Headquarters of APC on Friday, the leader of the Northern Elders Forum, Senator Umar Karatu Lawan explained that opinion and political leaders from the north of Borno have agreed on the need to advocate for and support an all-inclusive government from the South in the next dispensation.

    Lawan noted that Southern Borno has not produced a governor for the State since the inception of democracy in 1999, and as such justice and fairness dictates that the southern region is given the opportunity to showcase its potentials on the governance landscape of the State.

    He said: “Southern and Northern senatorial districts of Borno State buried their political differences.

    “Our people have contributed and they want to deepen the process of democracy. We have bought form and we are presenting it to Idris Mamman.

    “There have been lots of complaints that the people of Southern Borno are marginalized, but that is not true, nobody is marginalized. This is because no one from the South has come out to say he wants to contest for governorship till today

    “So it is a matter of reaching to the people, power is never served a la carte, you have to look for it, you have to earn it.

    “Now that the intention has been shown, we felt duty-bound to support their aspiration for the betterment of our State”.

    While receiving the form on behalf of the aspirant, Chairman, Movement of Southern Borno Rotation of Power, Engr. Ibrahim Usman said the gesture from the Northern elders was not only epoch but a dream come true for the people of southern Borno.

    He said:“Honestly, I feel like weeping out of happiness. I have said it before when we had this Southern Borno Movement for Power Shift, we said it all, just like Alhaji Lawan has mentioned, power is never served on a platter of gold. We have never come out to say we wanted it.

    “Now, we said we wanted it and we are glad that it is our own brothers from Northern Borno, who contributed money to buy this form. We are extremely grateful.

    “As I said earlier, honestly, we are extremely grateful. By the time we get Idris Mamman into office, everybody is going to say there is a big change in Borno. He will carry everybody along.

    “It is of major significance. You cannot win election and not carry everybody along. And this time around its our brothers from the north, who even contributed money to buy the form. That is brotherhood.

    “There is nothing better than that. We have said it, we are all brothers and sisters whether you are from Borno Central, Borno North or Borno South. We have lived as brothers and sisters for long and we have been contributed each other. We have a lot of intermarriages, so we are one.

    On the capacity of the aspirant to steer the ship of the State for good governance, Usman said the aspirant is a tested professional and a technocrat.

    “We in the Movement for Southern Borno, we are not particular that it must be APC, PDP or whatever party; our party is Southern Borno and as luck would have it, we have this gentle man, he has all the experience you can think of. He is chartered accountant and he has risen up to the position of a director in the federal ministry.

    “Therefore he is somebody that is highly qualified, and he is also somebody who has carried everybody along. All the people who have related with him in any way they will tell you he is a gentle man to the core and he is a professional. And in fact, he will deliver the goods”.

  • I make N180,000 monthly, says telephone charger

    A middle-aged man, Ibrahim Usman, who operates a telephone charging outfit in Lafia, says he makes N180,000 monthly on telephone charging, using generator and solar power.

    “I took advantage of the irregular electricity supply in Lafia to make about N180,000 monthly,” Usman told the News Agency of Nigeria in Lafia on Saturday.

    According to him, charging of phones and other electrical accessories has put food on my table and money in my bank account.

    “Although, I am not happy that there is irregular electricity supply in Lafia, I can say that has been to my advantage now.

    “Had power supply been stable, I would not have been able to make the N6,000 I make at least in a day. If you multiply it into 30 days, it is N180, 000 in a month,” he said.

    He told NAN that he powers his business by solar energy to augment his petrol-powered generator, on which he spends N1,000 daily on fuel.

    Usman appreciated his customers, even as he advised the youth not to always wait on the government for jobs.

    “Instead, youths can create something worthwhile for themselves. It is always good to have something to fall back on in the absence of the white-collar jobs.

    “You can learn one or two skills to enable you survive and live independently,” he added.

    Forum to FG: Don’t award Biu-Gombe road to fraudulent contractors again

     

    Biu Forum, a development association of Biu Emirate of Borno State has cautioned the Federal Government to be weary of awarding Biu- Gombe road contract to fraudulent contractors.

    It could be recalled that the Federal Government had in November 2017 during the Federal Executive Council (FEC) meeting approved the construction of the 117 kilometers road for the sum of N27.23 bn.

    The Forum which addressed a press conference in Kaduna to commend the Federal Government said, previously the contract for the construction of the Biu- Gombe road had been awarded to unreliable contractors who only collected mobilization money and disappeared without doing any appreciable work.

    While speaking, the chairman, Board of Trustees of Biu Forum, Engr. Ibrahim Usman said, the importance of the rehabilitating the road is immeasurable, as the road connects five state capitals.

    According to him, reconstruction of the road is so important because Biu connects five trunk A and trunk B roads. From Biu, you can go Damaturu, Maiduguri, Danboa, Yola, Mubi and Jalingo.

    “But most importantly Biu is agricultural area, a lot of our goods are tied down and we cannot move it. Don’t also forget that there is a very big military formation there, and recently a university was established there. More so, for logistic purposes its extremely important, as there are many military formations combating Boko-haram insurgency; alot of military activities are taking place there and with bad roads, its very difficult, ” he explained.

    The forum then appealed to the Federal Government not to only select a competent contractor but to also ensure that budgetary provision is made in 2018 budget to fund the project to its completion within the contract period.

    They also urged the Federal Government through the Ministry of Power, Works and Housing to also put in place a team that will monitor and evaluate the quality and progress of work to ensure compliance with set standards.

    The Biu Forum while commending the Federal Government for remembering the road said, Biu-Gombe road which was constructed in 1970 has been in a very deplorable state, while appeal to previous governments had fell on deaf ears.

    FG calls for protection of forest resources

    The Minister of Environment, Alhaji Ibrahim Usman, has called on stakeholders to collaborate with government in efforts to restore the integrity of the country’s forestry sector and protect wildlife resources.

    The minister made the call on Tuesday in Abuja at a workshop on National Forest Investment Programme ( NFIP ) for the implementation of West Africa Forest Convergence Plan.

    Usman, who was represented by Mr Asuquo Enile, Director of General Services, Ministry of Environment, attributed the current state of forests across the country to indiscriminate deforestation, degradation, poaching and trafficking of wild flora.

    He said that these untoward human activities had reduced the ability of the forests to supply products and play their role of protecting water bodies, biodiversity conservation, wildlife habitats and carbon sinks.

    He noted that most of the forest reserves and trees on production landscape were managed without basic management principles.

    The minister said that allocations of timber resources were no longer based on technical considerations but on political patronage.

    Usman said that government, after considering all the loopholes, would provide the enabling environment and funds to encourage meaningful participation of relevant stakeholders in efforts to attain sustainable utilisation of forest resources.

    “The meeting must consider the fact that deforestation and forest degradation negatively affect the ecosystem.

    “The meeting must come up with investment opportunities and financial actions to achieve sustainable forest management for income generation and poverty reduction,’’ he said.

    The FAO Representative in Nigeria, Mr Suffyan Koroma, said that for the successful implementation of the NFIP, FAO had provided the necessary support for ECOWAS states in the development of the roadmap.

    He said that the main objective of the workshop was for participants to review and improve the draft NFIP document, prior to its adoption as advocacy and resource mobilisation tools at all levels.

    Koroma, who was represented by Hajiya Sadiya Ibrahim, an official of FAO, said that the workshop would also conduct substantive discussions of the forest investment programme for 2018-2022 and revise the investment requirements.

    He said that the expected results of the workshop included how the prioritisation and estimation of the cost of the priority national actions were analysed and improved.

    He said that the roadmap for the effective implementation of the NFIP would also be established.

    To achieve this, Koroma said that FAO had also strategically engaged key stakeholders in the environment sector to implement interventions that would reduce deforestation and degradation without having adverse consequences on the environment.

    He, therefore, urged participants to review and improve the draft NFIP document so as to put in place a good roadmap for the effective implementation of the plan.

    Dr Johnson Boanuh, the Director of Environment Directorate, ECOWAS, said that the workshop was aimed at reviewing and improving the draft investment plan for validation by the national actors.

    He said that the workshop would also serve as tools for advocacy and resource mobilisation for sustainable forest management at the country level.

    “In the last two years, 14 national forest programmes have been prepared, leading to the successful validation of 11 of the programmes.

    “The 12th in the series is to examine and enrich the draft document by the stakeholders for its use as an advocacy and resource mobilisation tool for sustainable forest management at the country level,’’ he said.

    The participants of the two-day workshop were drawn from ministries of environment across the country as well as other relevant agencies.

    Why Boko Haram suspects didn’t get death sentence – Ipaye

    Lagos State Attorney General, Ade Ipaye, on Thursday made clarifications on why three of the four Boko Haram suspects arraigned before a Federal High Court, Lagos, were not sentenced to death.

    Briefing journalists at the Alausa Secretariat, Ikeja, Ipaye explained that the convicts were sentenced to 25 years imprisonment by the trial judge because they have not carried out the act of terrorism.

    17 suspects were initially arraigned in court last year, but in November of same year, they were reduced to four.

    Ipaye explained that 13 suspects were released because investigation carried out on them revealed that there was no sufficient evidence to prosecute them.

    The Attorney General, who obtained a fiat from his federal counterpart for the suspects’ prosecution, said he had to file a “nolle prosecui” in their favour subsequent upon which they were released.

    He listed the four suspects that went through trial before Justice Ibrahim Buba as – Ali Mohammed, Adamu Karumi, Ibrahim Usman and Bala Haruna.

    They were charged on a six- count charge bordering on conspiracy, acts of terrorism, concealing of information and possession of firearms and ammunitions under the terrorism Act, 2013.

    Ipaye said the law under which they were charged actually prescribed death penalty for such offence.

    “For this, the trial judge would have to consider whether the Improvised Explosive Devices (IEDs) were detonated, whether it caused grievous bodily harm or death of individuals, among other consideration before coming down heavily on the suspects,” he stated.

    Three Boko Haram members sentenced to 25 years each

    The Federal High Court in Lagos on Tuesday sentenced three Boko Haram members to 25 years imprisonment each.

    However, journalists were not allowed to cover the judgment.

    Only lawyers in the prosecution and defence teams were allowed in court.

    A source, who witnessed the verdict, but craved anonymity because he was not authorised to speak on the matter, told reporters that the fourth defendant was acquitted.

    The court, on December 3 last year, barred journalists from covering the trial of 17 suspected members of the sect.

    Justice Ibrahim Buba made the order following an application by the Lagos State Attorney-General and prosecuting counsel, Mr. Ade Ipaye.

    Men of the Department of Security Services (DSS) had prevented journalists from covering the suspects’ arraignment last November 27.

    The accused are – Ali Mohammed, Adamu Karumi, Ibrahim Usman, Bala Haruna, Idris Ali, Mohammed Murtala, Kadiri Mohammed, Mustapha Daura, Abba Duguri, Sanni Adamu, Danjuma Yahaya, Musa Audu, Mati Daura, Farouk Haruna, Abdullahi Azeez, Ibrahim Bukar and Zula Diani.

    The Attorney-General, it was learnt, had entered a nolle prosequi (Latin for “do not prosecute”) in respect of two of the defendants, who were subsequently discharged.

    Later, another 11 were also discharged in the course of the trial following another nolle prosequi by the prosecution.

    Only four – the first to fourth defendants – went through a full trial.

    The suspects were first charged with conspiracy to commit terrorism, illegal possession of firearms, and being members of a proscribed organisation.

    They allegedly committed the offences on March 21 last year, at Plot 5, Road 69, Lekki Phase I Housing Estate, and at No. 24, Oyegbeni St., Ijora-Oloye, Apapa-Iganmu, Lagos.

    They were alleged to have in their possession three packets of explosive construction pipes, 15 detonators, and 11 AK47 rifles with 30 rounds of live ammunitions.

     

  • Boko Haram members’ trial to hold behind closed doors

    A Federal High Court, Lagos on Tuesday ordered that trial of 17 suspected members of the Boko Haram sect charged with terrorism be held behind closed doors.

    Justice Ibrahim Buba granted an application made by the prosecution, urging that the trial be held in camera.

    The accused are Ali Mohammed, Adamu Karumi, Ibrahim Usman, Bala Haruna, Idris Ali, Mohammed Murtala, Kadiri Mohammed, Mustapha Daura, Abba Duguri, Sanni Adamu, Danjuma Yahaya and Musa Audu.

    The others are Mati Daura, Farouk Haruna, Abdullahi Azeez, Ibrahim Bukar and Zula Diani.

    The News Agency of Nigeria reports that they are standing trial on an amended seven-count charge of acts of terrorism.

    The Prosecution Counsel who is also the Attorney-General of Lagos State, Mr. Ade Ipaye, relied on the provisions of Section 36 (4) (a) (b) of the 1999 Constitution while making the application.

    In the application supported by a nine-paragraph affidavit, Ipaye had prayed for five orders.

    He sought an order directing that prosecution witnesses, being operatives of the State Security Service, should be allowed to give evidence while wearing masks.

    The counsel also sought an order restricting journalists from covering the proceedings, as well as other orders.

    The counsel to the accused had supported Ipaye’s application.

    Buba relied on the provisions of Sections 203, 204 and 205 of the Criminal Procedure Act, Laws of the Federation.
